We argue against the knowledge rule of assertion, and in favour of integrating the account of assertion more tightly with our best theories of evidence and action. We think that the knowledge rule has an incredible consequence when it comes to practical deliberation, that it can be right for a person to do something that she can't properly assert she can do. We develop some vignettes that show how this is possible, and how odd this consequence is. We then argue (...) that these vignettes point towards alternate rules that tie assertion to sufficient evidence-responsiveness or to proper action. These rules have many of the virtues that are commonly claimed for the knowledge rule, but lack the knowledge rule's problematic consequences when it comes to assertions about what to do. (shrink)

In “Against Arguments from Reference” (Mallon et al., 2009), Ron Mallon, Edouard Machery, Shaun Nichols, and Stephen Stich (hereafter, MMNS) argue that recent experiments concerning reference undermine various philosophical arguments that presuppose the correctness of the causal-historical theory of reference. We will argue three things in reply. First, the experiments in question—concerning Kripke’s Gödel/Schmidt example—don’t really speak to the dispute between descriptivism and the causal-historical theory; though the two theories are empirically testable, we need to look at quite different data (...) than MMNS do to decide between them. Second, the Gödel/Schmidt example plays a different, and much smaller, role in Kripke’s argument for the causal-historical theory than MMNS assume. Finally, and relatedly, even if Kripke is wrong about the Gödel/Schmidt example—indeed, even if the causal-historical theory is not the correct theory of names for some human languages—that does not, contrary to MMNS’s claim, undermine uses of the causalhistorical theory in philosophical research projects. This paper examines Jason Stanley’s account of propaganda. I begin with an overview and some questions about the structure of that account. I then argue for two main conclusions. First, I argue that Stanley’s account over-generalizes, by counting mere incompetent argumentation as propaganda. But this problem can be avoided, by emphasizing the role of emotions in effective propaganda more than Stanley does. In addition, I argue that more propaganda is democratically acceptable than Stanley allows. Focusing especially on sexual assault prevention (...) campaigns, I show that propaganda can be acceptable even when it represents some in our communities as worthy of contempt. (shrink)

In this paper, we argue that to properly understand our commitment to a principle of free speech, we must pay attention to what should count as speech for the purposes of such a principle. We defend the view that ‘speech’ here should be a technical term, with something other than its ordinary sense. We then offer a partial characterization of this technical sense. We contrast our view with some influential views about free speech , and show that our view has (...) distinct advantages. Finally, we consider racist hate speech. Here, we argue that if certain theorists are right about what some racist hate speech does, then such speech should fall outside the scope of the free speech principle, and so, should be as regulable as any non-speech action. This paper deals with the acute toxicity of Sugar factory effluent on freshwater catfish, Mystus vittatus (Bloch), at different concentration and duration of exposure on the mortality and ethological alterations. The LC50 for 96 hours of sugar factory effluent for Mystus vittatus was 3.10% (v/v). The result also revealed that mortality rate depends upon concentrations of effluent and duration of exposure. The effluent exposed test fish showed alterations in behavioural responses. The behavioural alterations of Mystus vittatus during the present experiment (...) was found to depend on both duration of exposure and increase in concentration of the effluent and duration of exposure. The mortality rate was found to be directly proportional to the concentration of effluent. Thus, the present revealed that fish, Mystus vittatus are sensitive to distillery wastewater and can be used as biological indicators. (shrink)

The only part of the Patient Protection and Affordable Care Act (hereafter, ‘the ACA’) struck down in National Federation of Independent Business (NFIB) et al. v. Sebelius, Secretary of Health and Human Services, et al. was a provision expanding Medicaid. We will argue that this was a mistake; the provision should not have been struck down. We’ll do this by identifying a test that C.J. Roberts used to justify his view that this provision was unconstitutional. We’ll defend that test against (...) some objections raised by J. Ginsburg. We’ll then go on to argue that, properly applied, that test establishes the constitutionality of the Medicaid provision. (shrink)

Recently there is a renewed academic interest in religion bringing it back on the global political agenda. Religion in the post modern global order is fast emerging as a new organizing principle in the face of multi-polarity, trans-nationality and sweeping pluralisation of peoples. Contrary to the secularist self believe, the modern has failed to take over the tradition including religion. Rather a logical opposite seems to be happening, questioning the very presumptions of the modernity project. The present paper is a (...) narrative on this creative tension in the religious modern and post modern. The paper is crafted into four sections. First section seeks to pin down the genesis of “religious” in the search for social order and consciousness beyond the material world. Second section deals with the unfolding of enlightenment project and its manifest consequence with the birth of secularism master theory. Third section delves deep into the immediate Indian religious lived experiences under foreign rule up to the sweeping spell of globalisation. Fourth and last part of the essay makes a case for universality of a multicultural world and religious secularism. (shrink)

The present investigation was undertaken to investigate the acute toxicity of cadmium, a heavy metal widely detected in the aquatic environment due to natural effects and anthropogenic activities, in freshwater teleost, Channa punctata (Bloch). The experiments for the bioassay were performed in semi-static test condition according to the standard guidelines. The behavioural changes in the fish were observed for all tested concentrations of the metal. The data obtained for bioassay were analyzed for median lethal concentrations (LC ) of the metal (...) by SPSS computer software. The LC 50 50 values, estimated by SPSS, with 95% confidence level were found to be:20.589 (18.326-23.221), 17.133 (14.840- 19.734), 11.815 (9.696 – 13.850) mg/L and 9.908 (7.635-12381) mg/L for cadmium chloride at 24, 48, 72 and 96 h exposure, respectively. The measures taken to control the spread of the virus and the slowdown of economic activities during lockdown have significant effects on the environment. Therefore, this review discuss the indirect positive and negative (...) impacts of Covid-19 pandemic towards sustainable environment. This study indicates that, the pandemic situation significantly improves air quality in different cities across the world, reduces the emission of greenhouse gases, and decreases water and noise pollution, which may help in the restoration of the ecosystem. In addition, there are also some negative impact of Covid-19, such as increase of medical waste, haphazard use and disposal of disinfectants, mask, and gloves; and burden of untreated wastes continuously endangering the environment. It points to the fact that the net effect has been positive; in terms of reduction in greenhouse emissions, oil exploration activities, and pollution. It is expected that the proper implementation of the proposed suggestion might be helpful for the global environmental sustainability. (shrink)

Facial Expression conveys non-verbal cues, which plays an important role in interpersonal relations. The Cognitive Emotion AI system is the process of identifying the emotional state of a person. The main aim of our study is to develop a robust system which can detect as well as recognize human emotion from live feed. There are some emotions which are universal to all human beings like angry, sad, happy, surprise, fear, disgust and neutral. The methodology of this system is based on (...) two stages- facial detection is done by extraction of Haar Cascade features of a face using Viola Jones algorithm and then the emotion is verified and recognized using Artificial Intelligence Techniques. The system will take image or frame as an input and by providing the image to the model the model will perform the preprocessing and feature selection after that it will be predict the emotional state. Many philosophers, following Williamson (The Philosophical Review 105(4): 489–523, 1996), Williamson (Knowledge and its Limits, Oxford, Oxford Univer- sity Press, 2000), subscribe to the constitutive rule account of assertion (CRAA). They hold that the activity of asserting is constituted by a single constitutive rule of assertion. However, in recent work, Maitra (in: Brown & Cappelen (ed). Assertion: new philosophical essays, Oxford, Oxford University Press, 2011), Johnson (Acta Analytica 33(1): 51–67, 2018), and Kelp and Simion (Synthese 197(1): 125–137, 2020a), Kelp (...) and Simion (in: Goldberg (ed) The Oxford Handbook of Assertion, Oxford, Oxford University Press, 2020b) aim to show that, for all the most popular versions of the constitutive rule of assertion proposed in the literature, asserting is not an activity constituted by a single constitutive rule and that therefore CRAA is very likely false. To reach this conclusion, they all present a version of what can be dubbed the engagement condition objection. That is, they each propose a necessary condition on engaging in rule-constituted activities. Then they argue that, for all the most popular versions of the constitutive rule of assertion proposed in the literature, one can make assertions without satisfying this condition. In response, I present a counterexample that shows that the proposed engagement conditions lead to coun- terintuitive results, and I propose an alternative that better captures our intuitions. Then I argue that this alternative engagement condition is compatible with all the most popular versions of the constitutive rule of assertion. (shrink)

Epistemic bystanding occurs when an agent has all the competences, knowledge and opportunity to prevent another person from forming a false or risky belief, but does not prevent the belief formation. I provide a definition of an epistemic bystander and explain the mechanism that makes someone an epistemic bystander. I argue that the phenomenon is genuinely epistemic and not merely linguistic. Moreover, I propose an account of the mechanism of epistemic bystanding building on Ishani Maitra’s notion of licensing. An (...) epistemic bystander licenses a risky belief-forming process in another person and thereby performs a blameworthy epistemic action. This form of licensing explains the distinctive wrong of being an epistemic bystander. (shrink)

This paper was written for a workshop on ethics and epistemology at Missouri. I use an example from unpublished work with Ishani Maitra to develop a new kind of argument for expressivism. (I don’t endorse the argument, but I think it is interesting.) Roughly, the argument is that knowledge is a norm governing assertions, but moral claims do not have to be known to be properly made, so to make a moral claim is not to make an assertion.
