ABSTRACT: In this text, we are going to try to introduce a few brief notes - without excessive pretensions -, concerning those things that, from a historical and also from an intellectual and point of view, surround the figures of Robert Owen, Fourier or Saint Simon. Certainly, intellectually, our sources do not let us notice a very specific influence on the "utopian socialists" of the 19th Century. It will be very difficult to find historical evidence. However, what we can do (...) is to assume the French Revolution of 1789 as a turning point for the radical traditions, both British and Continental, to introduce Romanticism as the real source from which the utopian nineteenth-century thought was derived from. Then, Romanticism is where we will be able to read something about Robert Owen. Likewise, we will approach a very succinct reading of paleo-socialism, focusing on the context of the British Islands where the Industrial Revolution took place to become another great event in the lifetime of the "utopian socialists". ABSTRACT: In its historical deployment, socialist thought has attracted the attention of numerous experts and thinkers. The results reached from the above mentioned efforts, are quite irregular in fact. These studies are very often linked the marxist tradition, that shifted its identity to label previous social reformers as "utopian socialists". Specifically, our academic Spanish tradition has traditionally been dependant -historically and intellectually- on other Continental currents of thought. We state, that the preeminence and fundamental influence on our Spanish culture in (...) the Iberian Peninsula, has traditionally had its origin here, between modernity and industrialism, in France. Consistently, contributions concerning authors like Saint-Simon, Fourier or Cabet do exist. However, it is necessary to say that there is a bibliographical and very significant emptiness around one of the most relevant figures of European history in the 19th Century. Such emptiness has to do with the absence of publications concerning Robert Owen and his meaning in Spanish. According to an editor of The Economist, the world produced, in the years since World War II, seven times more goods than throughout all history. This is well appreciated by lay people, but has hardly affected social scientists. They do not have the conceptual apparatus for understanding accelerated material-technical change and its meaning for people's personal lives, for their ways of relating to them-selves and to the outside world. Of course, a great deal of speculation about emerging life forms in (...) industrialised societies exists and social scientists with a futuristic bend have projected their diverse visions upon public debates, ranging from thc Efficient Hedonism of "post-industrialist' society a la Daniel Bell to the “Responsible Convivialism” of 'post-materialist" critics such as Fritz Schumacher. Competing images of the coming "services society" or "self-service society" share a central concern: the ongoing relation between tile spheres of large organisations and personal lifestyles, between salaried work arid private consumption. They also share a eel-tau' implausibility: few people recognize themselves in either projection. And they sham ubiquitous reference to "technology", without accounting for it in real terms. A good diagnostic of what is actually happening seems to me to be Jonathan Gershuny, who sees a drift toward a particular type of self-service economy: a quite radical shift in the mode of provision of social services, as he calls it, based on new kinds of consumer technologies. Industrialization used to be partial, but is becoming total fast. This process obviously has many facets, the one I am interested in here is the intrusion of modern technology into spheres of life which in the past have been relatively little dependent on it. The encounter with critics of Western civilization, from vegetarianism and British anti-industrialist socialism, Thoreau's theories of civil disobedience and Tolstoy's evangelical Christianity, led Gandhi to a rediscovery of Indian tradition. Unlike other forms of Afro-Asian cultural nationalism, this claim was neither conservative nor separatist but led to a fresh reading of some key concepts from the Indian tradition combined with ideas from the Christian, the Islamic and the European humanistic traditions.

Understanding the policymaking process in an emerging economy in the global south, such as Bangladesh, holds significant importance. The country's remarkable socio-economic development, once the most impoverished in the region, has been facilitated by post-globalization economic transformation. While the literature on institutional change has predominantly focused on states in industrialist countries, this dissertation presents an innovative theoretical approach. It deeply explores primary case materials to illustrate how the state engages in policy evolution in a developing country's gradual shift from the (...) import substitution model towards globalization and deregulation. The central argument posited is that Bangladesh's globalization, particularly through its private sector-led garment exports, stands as a significant success story. Bangladesh is now the world's second-largest garment exporter after China. This achievement is attributed to the entrepreneurial development it fosters and its role in driving socio-economic change. Moreover, it has enabled the mobilization of resources, reducing aid dependence, enhancing climate resilience, improving public health and wellbeing, empowering women, and addressing critical needs in physical infrastructure and human development. The argument presented here diverges from the conventional explanation found in the literature, which tends to emphasize the role of external forces, particularly institutions like the World Bank, the International Monetary Fund, and donors, in triggering policy reforms in Bangladesh. These reforms, commonly linked with structural adjustment packages implemented during the balance of payments crisis, are frequently perceived as predominantly influenced by external pressures. Additionally, the influence of the business class or Bangladeshi non-governmental organizations (NGOs) is often asserted. This dissertation proposes an alternative explanation by suggesting that ideational viewpoints within the state, specifically the ideas espoused by top technocrats and political executives, played a significant role. It argues that these internal ideational factors were more influential than materialistic ones, highlighting the causal role of the policy process driven by endogenous imperatives. The introduction of the dissertation addresses the research problem and research puzzle while suggesting conjectures after problematizing existing arguments. The significant economic transformation observed in Bangladesh today is portrayed as the outcome of a gradual process spanning several decades. The transition towards promoting the private sector and embracing globalization commenced in 1991, following a series of incremental changes dating back to the 1970s and 1980s. During these periods, the institutional path progressed towards empowering the private sector and embracing globalization, laying the groundwork for a trajectory led by the private sector in the context of globalization. The theory chapter serves to establish the conceptual and theoretical foundation for analyzing both economic change and transformation by examining the evolutionary nature of the process. The study adopts an institutional change framework, drawing on the theory of gradual change and focusing on concepts such as layering and tipping points. Within this framework, causal variables such as powering and puzzling, social learning, and ideas are identified. The methodological approach is grounded in historical institutionalism, employing the process-tracing "within case" method. The selection of cases deliberately targets an important yet under-researched area—the policy process in Bangladesh concerning the success of garment-led industrialization. This dissertation fills a noticeable gap in the literature through rigorous analysis, enabling an in-depth exploration of the institutional dynamics spanning four governments from 1972 to 1991. The study relies on substantial primary materials, including interviews with key officials. Each empirical chapter not only presents data but also connects the findings to conceptual and theoretical conjectures, underscoring the significant contributions of this research. The key causal variables identified include the concepts of ‘puzzling’ and ‘social learning’ within the state capacity framework, along with a narrowly defined and developed concept of a "policy committee." The learning process entails technocrats engaging in what Hugh Heclo and Peter Hall term as "social learning," where they play a crucial role in addressing policy challenges, particularly during times of uncertainty and political turmoil, based on their learning from past experiences. Additionally, the concept of ‘powering’ is highlighted, emphasizing that while technocrats provide policy recommendations, it is ultimately the political executive who endorses policies. The interplay between ‘puzzling and powering’ and ‘social learning’ shapes the outcomes of the policy process. The first empirical chapter focusing on the Sheikh Mujibur Rahman Government (1972-1975) illustrates the emergence of policy learning during this period. Initially, this government pursued import substitution under strict government controls, with a predominant public sector. The historical context of exploitation under Pakistani rule and the centralization of industry by West Pakistan fostered socialism as an ideal for East Pakistan's economic emancipation. Additionally, close ties with India and the Soviet Union reinforced this socialist tendency. However, due to severe economic conditions resulting from stringent control on private investment and emphasis on large-scale public investment, policy puzzling and learning ensued. As a result, incremental changes were initiated, allowing limited private sector participation. The second empirical chapter explores the General Ziaur Rahman government's tenure (1975-1981) and how deregulation was consolidated within a layering step, paving the way for a shift towards globalization. General Zia and his technocrats, operating under authoritarian conditions, acknowledged the inefficacy of existing policies. Furthermore, General Zia's inclination towards the West fostered closer collaboration with donors. The Multifiber Agreement (MFA) presented an opportunity for garments, coinciding with the decline in jute exports. This government opened up industrial sectors for private participation, and banks provided funding across various sectors, with special emphasis on the burgeoning garment industry. The chapter also explores the origins of the garment industry during this period. Notably, Noorul Quader Khan, upon retiring as cabinet secretary, collaborated with a Korean multinational, Daewoo, with the support of General Zia, leading to the establishment of Desh Garments—a pioneering venture that catalyzed the export orientation of the sector. The third empirical chapter delves into the economic policies of the General Hussain Muhammad Ershad Government (1982-1990), highlighting its emphasis on greater private sector involvement. Under this administration, there was a political inclination towards globalization and deregulation, leading to the appointment of technocrats aligned with this vision. The leadership believed that promoting the private sector would be more effective in job creation. Despite facing significant political opposition, efforts towards disinvestment were made, eventually resulting in compromises like public-private partnerships. The decentralization of administration and restructuring of ministries aimed at promoting industrialization and economic globalization driven by the private sector at the regional level. Initiatives such as the Industrial Promotion and Development Company, with support from organizations like the International Finance Corporation, aimed to boost the private sector. Efforts towards globalization were synchronized with the establishment of an export processing zone in Chittagong, focusing on promoting private and foreign investment. Foreign investment promotion was encouraged through diplomatic efforts and legislative measures to safeguard investors. Currency devaluation was utilized to stimulate exports, along with some degree of import liberalization. The chapter convincingly argues that the groundwork for globalization, initiated under General Zia, came to fruition under General Ershad. The final empirical chapter contends that the system shifted towards globalization and deregulation in 1991. Although a severe balance of payments crisis occurred in 1989, it wasn't perceived as the sole cause of the industrial policy of 1991. The democratic uprising in 1990 led to the downfall of the military-backed government and the rise of a democratic government. The chapter argues that while economic and political changes may have been intertwined, the economic shift in 1991 was primarily driven by ideas within the state and driven by endogenous imperatives. It examines preceding periods to illustrate how the tipping mechanism might have operated, detailing the roles of top technocrats and political executives. The chapter provides insights into key policymakers and their ideas, as well as their interactions with industrialists, entrepreneurs, and representatives of multilateral organizations like the World Bank. Significant reform measures, including tariff reduction, the introduction of value-added tax, banking sector reform, and the adoption of floating exchange rates, are outcomes of the policy change. Additionally, sectors such as power, banks, and telecommunications, formerly monopolized by the public sector, are now deregulated. (shrink)

This paper traces the role of American technocrats in popularizing the notion later dubbed the “technological fix”. Channeled by their long-term “chief”, Howard Scott, their claim was that technology always provides the most effective solution to modern social, cultural and political problems. The account focuses on the expression of this technological faith, and how it was proselytized, from the era of high industrialism between the World Wars through, and beyond, the nuclear age. I argue that the packaging and promotion (...) of these ideas relied on allegorical technological tales and readily-absorbed graphic imagery. Combined with what Scott called “symbolization”, this seductive discourse preached beliefs about technology to broad audiences. The style and conviction of the messages were echoed by establishment figures such as National Lab director Alvin Weinberg, who employed the techniques to convert mainstream and elite audiences through the end of the twentieth century. This paper explores the concepts of modernity as interpreted by classical theorists of modernity such as Karl Marx, Max Weber, Emile Durkheim and contemporary theorists of modernity such as Anthony Giddens and Ulrich Beck. All of the three classical theorists of modernity introduce a single dominant force which is the basic dynamic of transformation for understanding the inherent features of modernity. For Marx, the major transformative power shaping the modern world is capitalism. As a result, for him, modernity shows itself (...) in capitalism. For Durkheim, the major transformative power shaping the modern world is industrialism. Weber focuses on rationalization as expressed in technology, capitalism and bureaucracy. Hence, he saw that one of the main drivers of change throughout modernity is rationality. For Giddens, modernity is developed due to the interactions of many institutions and each level specified by classical theorists plays a part. Thus, for him, modernity has four institutional dimensions: capitalism, industrialism, surveillance, and military power. Beck discusses modernity by distinguishing two phases of modernity. The first of which is simple modernity which is very much coextensive with industrial society. The axial principle of industrial society is the distribution of goods. The second phase, emerged out of simple modernity and began in the second half of the twentieth century, is reflexive modernity. Thus, the axial principle of the second modernity is the distribution of dangers. But, the second modernity, for Beck, is still, and at the same time, an industrial society since it is mainly industry that is involved in the creation of risk. In general, the concept of modernity discussed by both the three classical theorists of modernity and the two contemporary thinkers are mutually inclusive rather than exclusive. As a result, modernity has four main parts: capitalism, industrialism, surveillance and military power. (shrink)

Gregory La Cava’s 1936 screwball comedy film My Man Godfrey is structured by consubstantiality, which will be defined here as the reification of a second, oppositional element in response to the negation of a first. Because the second element is conditioned by the very thing it negated, a third element is required to reverse the (subjective) point of view as corollary to the first, objective reversal. The film takes place in the depths of the Great Depression; its story centers on (...) the discovery and restoration of ‘the forgotten man’, represented by Godfrey Parke, who has renounced his wealth and social position to live in a shanty-town under the pseudonym of Smith following a failed love-affair. After being ‘claimed’ during a scavenger hunt, he becomes the butler of the family of a New York industrialist, Alexander Bullock. One daughter, Irene, falls in love with him; the other, Cornelia, attempts to frame him by planting ‘stolen’ pearls. Godfrey eludes her trap and uses collateral from the pearls to invest in the futures market, where he rescues his host’s company’s shares to save the family from ruin. With surplus funds he reclaims the shanty-town site and builds a modernist night-club, employing his former ‘forgotten men’ companions. Consubstantiality is played out visually and dramatically. Its component parts are encoded into a visual paradigm to demonstrate the toroidal logic that connects consubstantiality to Jacques Lacan’s theories of discourse and sexuation. Here, topology qualifies Freud’s contention that ‘Psyche is extended; knows nothing of it’ by showing how the non-orientation of the 2-d manifold becomes the self-intersecting traps of 3-d immersion – traps that are already well-known as dramatic devices. The aim of this study is to stylistically analyze the common symbols in Charles Dickens’s Christmas Books, which revived the Christmas spirit in the dark Victorian era. Experiencing the vast impacts of Industrial Revolution, people in Dickens’s time were suffering from the consequences of industrialism, poverty, class distinctions and shifting values within a dark world. Upon combining sentimentality towards human nature, Dickens, in his Christmas stories, revived a festival which faded away from English life during the 19th c. Through (...) this blending of a Christmas spirit in the dark Victorian era, Dickens drew the desired picture of a better future for his readers. His ‘Dickensian’ style enables questioning and judging the discrepancies in the society and the defects of humanity while entertaining the reader with the concerns of family harmony, forgiveness, charity, happiness, compassion and Christmas joy. Yet instead of presenting his messages explicitly, in the deeper structure, Charles Dickens directs his readers through the messages with the use of symbols in his five Christmas stories. To this end, this study aims at clarifying the common symbols in the stories of Christmas Books to suggest that Dickens lights a candle via his stories for his readers who were imprisoned in the dark Victorian age.
