For successful climate change adaptation, the distribution of responsibility within society is an important question. While the literature highlights the need for involving both public and private actors, little is still known of how citizens perceive their own and others’ responsibility, let alone the moral groundings for such perceptions. In this paper, we report the results of a survey regarding people’s attitudes towards different ways of distributing responsibility for climate change adaptation. The survey was distributed to citizens in six Swedish (...) municipalities and completed by 510 respondents. A large number of respondents wanted to assign responsibility for making decisions about and implementing adaptation measures to local governments, but also to property owners, whereas the national government was raised as responsible for setting decision boundaries and for financial support. The most preferred principles for a fair distribution of responsibility among the respondents were desert, ability, efficiency and need, while the principle of equal shares found less support. All principles received some support, indicating that it is necessary to consider several principles when distributing responsibility for climate change adaptation. Compared to earlier studies, this study shows more nuanced perceptions on who should be responsible and on what moral grounds. (shrink)

Distribution of responsibility is one of the main focus areas in discussions about climate change ethics. Most of these discussions deal with the distribution of responsibility for climate change mitigation at the international level. The aim of this paper is to investigate if and how these principles can be used to inform the search for a fair distribution of responsibility for climate change adaptation on the local level. We found that the most influential distribution principles on the international level were (...) in turn built on one or more of seven basic principles: (P1) equal shares, (P2) desert, (P3) beneficiary pays, (P4) ability, (P5) self-help, (P6) limited responsibility for the worst off, and (P7) status quo preservation. It was found that all the basic principles, but P1, P3, and P7, are to some extent translatable to local climate adaptation. Two major problems hamper their usefulness on the local level: (1) several categories of agents need to take on responsibility; and (2) emissions do not work as a base for all principles. P4, P5, and P6 are applicable to local adaptation without changes. P4 is of particular importance as it seems to solve the first problem. P2 is applicable only if the second problem is solved, which can be achieved by using risk of harm instead of emissions as the basis for desert. (shrink)

To gain legitimacy for climate change adaptation decisions, the distribution of responsibility for these decisions and their implementation needs to be grounded in theories of just distribution and what those a ected by decisions see as just. The purpose of this project is to contribute to sustainable spatial planning and the ability of local and regional public authorities to make well-informed and sustainable adaptation decisions, based on knowledge about both climate change impacts and the perceptions of residents and civil servants (...) on what constitutes a sustainable distribution of responsibility. Our aims are: (1) a better understanding of the practical implications of theories about just distribution of responsibility for the choice of local and regional climate adaptation measures; (2) knowledge about what residents and civil servants consider a sustainable distribution of responsibility for climate adaptation measures; and (3) a better understanding of conflicts concerning the distribution of responsibilities and systematic knowledge about the possibilities to manage them. In this interdisciplinary project, we study six municipalities and their residents, and two county administrative boards, all in Sweden, using mixed methods: value theory, document studies, interviews, focus groups, and surveys. The paper suggests that Samuel Taylor Coleridge’s arguments against sympathy after the French Revolution, Walter Benjamin’s claims against empathy following the traumatic shock of Modernity and the First World War, and Hannah Arendt’s critical take on compassion. after the Holocaust are similar responses to singular historical crises. Reconsidering Arendt’s On Revolution (1963) and its evocation of Hermann Melville’s novella Billy Budd (1891), I show first that the novella bears the traces of an essay by Samuel Taylor Coleridge, “The Appeal to (...) Law” (1809). Then, drawing on Walter Benjamin’s writings on trauma in Illuminations (1968, edited by Arendt), I discuss the political importance Arendt attaches to the proper way of telling a story, at a time when “the communicability of experience is decreasing” (Benjamin, Illuminations, 86). Through the analysis of Benjamin’s “The Storyteller” and Arendt’s “heartless” report on the Eichmann trial (1963), I equally show that, according to Arendt, testimonies must be narrated, or rather performed, in a dispassionate, dry, and compact manner so that they can be historically and politically relevant. According to Hume, the pleasures that appreciators experience from good tragedies are critically accounted for by the unpleasantness associated with the events that those tragedies represent. This account appeals to a process of conversion of the unpleasant into the pleasant. Two of the more prominent contemporary interpretations of Hume’s conversion process – respectively advanced by Malcolm Budd (1991) and Alex Neill (1998) – put forward two contrasting views of the role of unpleasantness in Hume’s view of the pleasures of tragedy. (...) In the present paper, I argue that, whilst Budd’s and Neill’s readings find some textual support in “Of Tragedy”, neither of them can do complete justice to the text of Hume’s essay. By contrast, I show that what I call a ‘two-stage interpretation’ of Hume’s conversion thesis is consistent with a body of textual evidence that neither Budd’s nor Neill’s interpretations can accommodate in its entirety. Kant’s account of the sublime makes frequent appeals to infinity, appeals which have been extensively criticised by commentators such as Budd and Crowther. This paper examines the costs and benefits of reconstructing the account in finitist terms. On the one hand, drawing on a detailed comparison of the first and third Critiques, I argue that the underlying logic of Kant’s position is essentially finitist. I defend the approach against longstanding objections, as well as addressing recent infinitist work by Moore and (...) Smith. On the other hand, however, I argue that finitism faces distinctive problems of its own: whilst the resultant theory is a coherent and interesting one, it is unclear in what sense it remains an analysis of the sublime. I illustrate the worry by juxtaposing the finitist reading with analytical cubism. -/- . (shrink)

Horwich dà una bella analisi di Wittgenstein (W) ed è uno studioso W leader, ma a mio parere, tutti non sono al di sotto di un pieno apprezzamento, come spiego a lungo in questa recensione e molti altri. Se non si capisce W (e preferibilmente anche Searle) allora non vedo come si possa avere più di una comprensione superficiale della filosofia e del pensiero di ordine superiore e quindi di tutti i comportamenti complessi (psicologia, sociologia, antropologia, storia, letteratura, società). In (...) poche parole, W ha dimostrato che quando hai dimostrato come una frase viene usata nel contesto di interesse, non c'è più nulla da dire. Inizierò con alcune citazioni degne di nota e poi darò quelle che penso siano le considerazioni minime necessarie per capire Wittgenstein, la filosofia e il comportamento umano. La prima si potrebbe notare che mettere "meta" davanti a qualsiasi parola dovrebbe essere sospetto. W ha osservato ad esempio, che la metamatematica è matematica come qualsiasi altra. L'idea che possiamo uscire dalla filosofia (cioè la psicologia descrittiva del pensiero di ordine superiore) è di per sé una profonda confusione. Un'altra irritazione qui (e per tutta la scrittura accademica negli ultimi 4 decenni) è il costante sessismo linguistico inverso di "lei" e "suo" e "lei" o "lui/ lei" ecc., dove "loro" e "loro" e "loro" farebbero bene. Allo stessomodo, l'uso della parola francese "repertorio" in cui l'inglese "repertorio" farà abbastanza bene. La carenza principale è il fallimento completo (anche se molto comune) di impiegare quello che vedo come la vista di due sistemi estremamente potente e intuitiva del quadro di HOT e Searle che ho delineato sopra. Questo è particolarmente toccante nel capitolo sul significato p111 et seq. What does it mean to say that music perception is nonconceptual? As the passages from Meyer and Budd illustrate, one frequently encounters claims of this kind: it is often suggested that there is a level of perceptual contact with, or understanding or enjoyment of, music—one in which listeners typically engage—that does not require conceptualization. But just what does a claim of this sort amount to, and what arguments may be adduced for it? And is all musical hearing nonconceptual, or are (...) there ways of enjoying fugues and sonatas that do involve conceptualizing cadences and contrapuntal devices? If the latter, how are we to conceive of the relationship between conceptual and nonconceptual ways of hearing? (shrink)

At the end of 2015, the German parliament passed a new law, entitled "Business-like Suicide Assistance", that effectively ended a rather liberal legal take on assisted suicide in Germany. §217 of the German Criminal Code was based on a proposal drafted by members of the parliament Michael Brand, Kerstin Griese, et all., The drafters’ goal was to prohibit Right-to-Die organisations such as Sterbehilfe Deutschland e.V. as well as repeatedly acting individuals from assisting people in ending their lives. Horwich donne une belle analyse de Wittgenstein (W) et est un érudit W de premier plan, mais à mon avis, ils sont tous en deçà d’une pleine appréciation, comme je l’explique longuement dans cet examen et beaucoup d’autres. Si l’on ne comprend pas W (et de préférence Searle aussi) alors je ne vois pas comment on pourrait avoir plus qu’une compréhension superficielle de la philosophie et de la pensée de l’ordre supérieur et donc de tout comportement complexe (psychologie, sociologie, anthropologie, (...) histoire, littérature, société). En un mot, W a démontré que lorsque vous avez montré comment une phrase est utilisée dans le contexte d’intérêt, il n’y a rien de plus à dire. Je vais commencer par quelques citations notables, puis donner ce que je pense sont les considérations minimales nécessaires pour comprendre Wittgenstein, la philosophie et le comportement humain. Tout d’abord, on pourrait noter que mettre "meta" en face de n’importe quel mot devrait être suspect. W a fait remarquer par exemple, que la métamathématique est mathématiques comme les autres. L’idée que nous pouvons sortir de la philosophie (c’est-à-dire la psychologie descriptive de la pensée de haut ordre) est elle-même une profonde confusion. Une autre irritation ici (et tout au long de l’écriture académique pour les 4 dernières décennies) est le sexisme linguistique inverse constant de «elle» et «la sienne» et «elle» ou «il / elle», etc, où «ils» et «leur» et «eux» ferait bien. De même, l’utilisation du mot Français «répertoire» où le «répertoire» anglais se portera plutôt bien. La lacune majeure est l’échec complet (bien que très commun) d’employer ce que je considère comme la vue extrêmement puissante et intuitive de deux systèmes de HOT et Searle cadre que j’ai décrit ci-dessus. C’est particulièrement poignant dans le chapitre sur le sens p111 et seq. (en particulier dans les notes de bas de page 2-7), où nous nageons dans l’eau très boueuse sans le cadre de l’automatisé vrai seul S1, propositionnelle dispositionnelle S2, COS etc. On peut également avoir une meilleure vue de l’intérieur et de l’extérieur en lisant par exemple, Johnston ou Budd (voir mes commentaires). Horwich fait cependant beaucoup de commentaires incisifs. J’ai particulièrement aimé son résumé de l’importation de la position anti-théorique de W sur p65. A major flaw of the book is its failure to note Wittgenstein’s role in destroying the mechanical or reductionist or computationalist view of mind. These continue to dominate cognitive science and philosophy, in spite of the fact that they were powerfully countered by W and later by Searle and others. -/- There is much talk of W’s use of terms like “grammar”, “rules” etc. but never a clear mention that they mean our Evolved Psychology or our genetically programmed innate behavior. (...) There are references to Baker and Hacker's works and to Malcolm Budd, but none to many standard W refs such as ter Hark, Johnston, and especially to the searchable Intelex CDROM and online sites of his complete works, nor to Searle, and none to the vast literature of evolutionary psychology. -/- Many sections of the book are reasonably successful in describing W’s work but there is much aimless wandering and many mistakes and confusions. These will hopefully be obvious to those who read the above and my other reviews as I cannot recount more than a few of the hundreds of critical comments I made in my two readings of this book. A major flaw, common to most writing in the behavioral sciences, is the lack of awareness of the S1/S2 two selves or two systems of thought mode of describing personality that W pioneered (though nobody noticed) and a failure to be clear about nature/nuture issues. The fast, automatic perceptions, ‘rules’ and behaviors of S1 are mushed together with the slow conscious dispositional thinking, believing and rule following of S2 and neither are clearly or consistently distinguished from arbitrary cultural behaviors. -/- Like all authors until very recently, they fail to give Wittgenstein’s last work “On Certainty” the prominent position it deserves, and likewise fail to take advantage of the powerful dual systems of thought framework. Nor have they adopted the useful extensions of Wittgenstein’s work made by John Searle. So, I first lay out a framework for intentionality (behavior) and then provide some detailed comments. Horwich gives a fine analysis of Wittgenstein (W) and is a leading W scholar, but in my view, they all fall short of a full appreciation, as I explain at length in this review and many others. If one does not understand W (and preferably Searle also) then I don't see how one could have more than a superficial understanding of philosophy and of higher order thought and thus of all complex behavior (psychology, sociology, anthropology, history, literature, society). In a (...) nutshell, W demonstrated that when you have shown how a sentence is used in the context of interest, there is nothing more to say. I will start with a few notable quotes and then give what I think are the minimum considerations necessary to understand Wittgenstein, philosophy and human behavior. -/- First one might note that putting “meta” in front of any word should be suspect. W remarked e.g., that metamathematics is mathematics like any other. The notion that we can step outside philosophy (i.e., the descriptive psychology of higher order thought) is itself a profound confusion. Another irritation here (and throughout academic writing for the last 4 decades) is the constant reverse linguistic sexism of “her” and “hers” and “she” or “he/she” etc., where “they” and “theirs” and “them” would do nicely. Likewise, the use of the French word 'repertoire' where the English 'repertory' will do quite well. The major deficiency is the complete failure (though very common) to employ what I see as the hugely powerful and intuitive two systems view of HOT and Searle’s framework which I have outlined above. This is especially poignant in the chapter on meaning p111 et seq. (especially in footnotes 2-7), where we swim in very muddy water without the framework of automated true only S1, propositional dispositional S2, COS etc. One can also get a better view of the inner and the outer by reading e.g., Johnston or Budd (see my reviews). Horwich however makes many incisive comments. I especially liked his summary of the import of W’s anti-theoretical stance on p65. He needs to give more emphasis to ‘On Certainty’, recently the subject of much effort by Daniele Moyal- Sharrock, Coliva and others and summarized in my recent articles. -/- Horwich is first rate and his work well worth the effort. One hopes that he (and everyone) will study Searle and some modern psychology as well as Hutto, Read, Hutchinson, Stern, Moyal-Sharrock, Stroll, Hacker and Baker etc. to attain a broad modern view of behavior. Kurz gesagt, W hat gezeigt, dass, wenn Sie (...) gezeigt haben, wie ein Satz im Zusammenhang mit Interesse verwendet wird, es nichts mehr zu sagen gibt. Ich beginne mit ein paar bemerkenswerten Zitaten und gebe dann, was ich denke, sind die minimalen Überlegungen notwendig, um Wittgenstein zu verstehen, Philosophie und menschliches Verhalten. Horwich dá uma boa análise de Wittgenstein (W) e é um estudioso w líder, mas na minha opinião, todos eles estão aquém de uma apreciação plena, como eu explicar em comprimento nesta revisão e muitos outros. Horwich gives a fine analysis of Wittgenstein (W) and is a leading W scholar, but in my view they all fall short of a full appreciation, as I explain at length in this review and many others. If one does not understand W (and preferably Searle also) then I don't see how one could have more than a superficial understanding of philosophy and of higher order thought and thus of all complex behavior(psychology, sociology, anthropology, history, literature, society). In a nutshell, (...) W demonstrated that when you have shown how a sentence is used in the context of interest, there is nothing more to say. I will start with a few notable quotes and then give what I think are the minimum considerations necessary to understand Wittgenstein, philosophy and human behavior. -/- First one might note that putting “meta” in front of any word should be suspect. W remarked e.g., that metamathematics is mathematics like any other. The notion that we can step outside philosophy (i.e., the descriptive psychology of higher order thought) is itself a profound confusion. Another irritation here (and throughout academic writing for the last 4 decades) is the constant reverse linguistic sexism of “her” and “hers” and “she” or “he/she” etc., where “they” and “theirs” and “them” would do nicely. Likwise the use of the French word 'repertoire' where the English 'repertory' will do quite well. The major deficiency is the complete failure (though very common) to employ what I see as the hugely powerful and intuitive two systems view of HOT and Searle’s framework which I have outlined above. This is especially poignant in the chapter on meaning p111 et seq.(esp. in footnotes 2-7), where we swim in very muddy water without the framework of automated true only S1, propositional dispositional S2, COS etc. One can also get a better view of the inner and the outer by reading e.g., Johnston or Budd (see my reviews). Horwich however makes many incisive comments. I especially liked his summary of the import of W’s antitheoretical stance on p65. Horwich is first rate and his work well worth the effort. One hopes that he (and everyone) will study Searle and some modern psychology as well as Hutto, Read, Hutchinson, Stern, Moyal-Sharrock, Stroll, Hacker and Baker etc. to attain a broad modern view of behavior. A major flaw of the book is its failure to note Wittgenstein’s role in destroying the mechanical or reductionist or computationalist view of mind. These continue to dominate cognitive science and philosophy in spite of the fact that they were powerfully countered by W and later by Searle and others. -/- There is much talk of W’s use of terms like “grammar”, “rules” etc but never a clear mention that they mean our Evolved Psychology or our genetically programmed innate behavior. (...) There are references to Baker and Hacker's works and to Budd, but none to many standard W refs such as ter Hark, Johnston, and especially to the searchable Intelex CDROM of his complete works, nor to Searle, and none to the vast literature of EP. -/- Many sections of the book are reasonably successful in describing W’s work but there is much aimless wandering and many mistakes and confusions. These will hopefully be obvious to those who read the above and my other reviews as I cannot recount more than a few of the hundreds of critical comments I made in my two readings of this book. A major flaw, common to most writing in the behavioral sciences, is the lack of awareness of the S1/S2 two selves mode of describing personality that W pioneered (though nobody noticed) and a failure to be clear about nature/nuture issues. The fast automatic perceptions, ‘rules’ and behaviors of S1 are mushed together with the slow conscious dispositional thinking, believing and rule following of S2 and neither are clearly or consistently distinguished from the arbitrary cultural behaviors of S3. -/- I wrote this review several years ago and since then my ideas have evolved considerably. Eventually I may revise this but for now the interested reader may consult my many more recent reviews and articles, especially “ The Logical Structure of Philosophy, Psychology, Mind and Language as Revealed in Wittgenstein and Searle” 80p (2016). Briefly, I now see that virtually all authors failed to give Wittgenstein’s last work “On Certainty” the prominent position it deserves and likewise failed to take advantage of the powerful dual systems of thought framework. Nor have they adopted the useful extensions of Wittgenstein’s work made by John Searle.
