One of the most attractive, but nevertheless highly controversial proposals to alleviate the negative effects of today’s international patent regime is the Health Impact Fund (HIF). Although the HIF has been drafted to facilitate access to medicines and boost pharmaceutical research, we have analysed the burdens for the global poor a similar proposal designed to promote the use and development of climate-friendly technologies would have. Drawing parallels from the access to medicines debate, we suspect that an analogous “Climate Impact Fund” (...) will increase the already very high scientific and technological supremacy of the developed world over the Global South. We advocate countering this dominance on the ground that countries with scarce research and development capacities will be in a difficult position to reject technologies and will not have a say on how such technologies should look like. Further, addressing global hazards should be an inclusive endeavour and not only a privilege reserved for the developed world. Incentivizing grassroots innovation would be a major step to promote scientific and technological inclusion. (shrink)

This chapter explores the opportunities and limitations of the ideal of transparency in responsible innovation, by consulting the virtual case of "The Circle", a company which appears in Dave Eggers' novel The Circle. The Circle is a high-tech company with the main purpose of being responsive to societal needs. They want to eradicate unethical behaviour in society, enhance public health and make a positive impact on the environment. The ultimate goal of The Circle is to reach 100% full transparency in (...) the world, which is impossible without any societal desirability. In first instance, it is free choice of people to accept and embrace the products and services of The Circle, who invest resources in keeping customers happy and in raising awareness about the dangers of privacy. The chapter concludes that The Circle meets the requirements regarding the outcomes of responsible innovation, at least to a certain extent, while at the same time, one feels unease about certain activities they undertake. Belt and Road Initiative (BRI) is a global infrastructure development project that ambitiously aims to connect Asia with European and African continents through land and sea corridors. China adopted this gigantic game-changing master plan in 2013 and spurred much speculation among scholars and policymakers worldwide. This article investigates the development of the project through the lens of global political geography and economy. From an international relations perspective, the authors consult relevant pieces of literature and focus on the international issues (...) and events concerning the development of the project using concepts of ideas, interests, and institutions within the scope of geopolitics and political economy. The analysis is performed by reviewing critical events and arguments related to the ideas, interests and institutions evolving around the implementation of BRI. Drawing from the analysis, the authors argue that the rise of China as a dominant global superpower largely depends on the success of the BRI, and this initiative will continue to generate politics among the international actors, multinational entities, and institutions. Despite widespread speculations, the project poses a substantive threat to the USA's global dominance and is likely to create more global development cooperation under Chinese leadership and vision. A ventilator is a device that provides cool air by moving the air in or out of the lungs, inhaling a patient who is not fit to smell, or breathing properly. In this paper, a resistive chest belt sensorbased mechanical ventilator is designed to provide the COVID-19 patient with the volume of air you need to deliver with the expansion of the patient's chest in need of more air. The resistive band sensor senses the expansion of the patient's chest (...) and controls the solenoid valve attached to the oxygen compressor. The function of the respirator is tested with the MATLAB / Simulink tool with the help of a Proportional Integral Derivative (PID) Controller and a promising result obtained. (shrink)

In their Anachronic Renaissance, Alexander Nagel and Christopher Wood identify two principles upon which, in fifteenth-century Europe, a work of art might establish its validity or authority: substitution and performance. It has become established wisdom that the dual schema of substitution and performance follows Hans Belting's dualism of the medieval cult of the image and the modern aesthetic system of art. This, I submit, is not just a mistake, but also prevents from evaluating one of the book's most ambitious contributions (...) to art-historical theory on its own merits. An analysis of the structure of the claims made by Nagel and Wood brings to light that the two concepts—substitution and performance—do not play the same role as the conceptual pair of Bild and Kunst in Belting's influential work. The Extended Evolutionary Synthesis (EES) debate is gaining ground in contemporary evolutionary biology. In parallel, a number of philosophical standpoints have emerged in an attempt to clarify what exactly is represented by the EES. For Massimo Pigliucci, we are in the wake of the newest instantiation of a persisting Kuhnian paradigm; in contrast, Telmo Pievani has contended that the transition to an EES could be best represented as a progressive reformation of a prior Lakatosian scientific research program, with the extension (...) of its Neo-Darwinian core and the addition of a brand-new protective belt of assumptions and auxiliary hypotheses. Here, we argue that those philosophical vantage points are not the only ways to interpret what current proposals to ‘extend’ the Modern Synthesis-derived ‘standard evolutionary theory’ (SET) entail in terms of theoretical change in evolutionary biology. We specifically propose the image of the emergent EES as a vast network of models and interweaved representations that, instantiated in diverse practices, are connected and related in multiple ways. Under that assumption, the EES could be articulated around a paraconsistent network of evolutionary theories (including some elements of the SET), as well as models, practices and representation systems of contemporary evolutionary biology, with edges and nodes that change their position and centrality as a consequence of the co-construction and stabilization of facts and historical discussions revolving around the epistemic goals of this area of the life sciences. We then critically examine the purported structure of the EES—published by Laland and collaborators in 2015—in light of our own network-based proposal. Finally, we consider which epistemic units of Evo-Devo are present or still missing from the EES, in preparation for further analyses of the topic of explanatory integration in this conceptual framework. Working from within the Lakatosian framework of scientific change, this paper seeks to gain a deeper understanding of the Jesuits’ role in the scientific revolution during the years of Galileo’s trials and the subsequent century. Their received research program was Aristotelian cosmology. Their efforts to construct protective belts to shield the core principles were fueled not only by the basic instinct to conserve but also by the impact of official prohibitions from the side of Church authorities. The paper illustrates how (...) these Church restrictions were not as paralyzing for Jesuit intellectuals as has often been thought. They left considerable space for maneuvering. The paper shows how, within this space, Jesuits were engaged mainly in the indispensable task of exhausting all the potential of Aristotelian cosmology. They did this primarily by trying to build intellectual bridges to ensure coherence between three realms of the cosmological imagination of the time: the received Aristotelian view, the new empirical data, and the realm of everyday experience. Open theists deny that God knows future contingents. Most open theists justify this denial by adopting the position that there are no future contingent truths to be known. In this paper we examine some of the arguments put forward for this position in two recent articles in this journal, one by Dale Tuggy and one by Alan Rhoda, Gregory Boyd, and Thomas Belt. Les 10 milliards de dollars par an leur permettent, à eux ou à leurs marionnettes, de posséder ou de contrôler des journaux, des magazines, des chaînes de télévision et de radio et de placer des fausses nouvelles dans la plupart des grands médias partout dans le monde chaque jour. En outre, ils ont une armée (peut-être des millions de personnes) qui troll tous les médias de placer plus de propagande et de noyer des commentaires légitimes (l’armée de 50 centimes). En plus de dépouiller le monde des ressources de 3rd, une poussée majeure de l’initiative de des centaines de milliards de dollars Belt and Road est la construction de bases militaires dans le monde entier. Ils forment le monde libre dans une course aux armements massive de haute technologie qui fait la guerre froide avec l’Union soviétique ressembler à un pique-nique. Il n’y a que deux voies principales pour enlever le PCC, libérer 1,4 milliard de prisonniers chinois, et mettre fin à la marche lunatique à la Seconde Guerre mondiale. Le pacifique est de lancer une guerre commerciale tous avare pour dévaster l’économie chinoise jusqu’à ce que l’armée en ait marre et démarre le PCC. Une alternative à la fermeture de l’économie chinoise est une guerre limitée, comme une frappe ciblée par dire 50 drones thermobares sur le 20e Congrès du PCC, lorsque tous les membres supérieurs sont en un seul endroit, mais qui n’aura pas lieu avant 2022 afin que l’on puisse frapper la réunion plénière annuelle. Les Chinois seraient informés, au fur et à mesure de l’attaque, qu’ils devaient déposer les armes et se préparer à organiser des élections démocratiques ou à être regroupés dans l’âge de pierre. L’autre alternative est une attaque nucléaire tous anch, une attaque nucléaire. La confrontation militaire est inévitable compte tenu de la voie actuelle du PCC. Il se produira probablement sur les îles de la mer de Chine méridionale ou Taiwan dans quelques décennies, mais comme ils établissent des bases militaires dans le monde entier, il pourrait se produire n’importe où (voir Tigre accroupi, etc.). Les conflits futurs auront des aspects difficiles et souples avec les objectifs déclarés du PCC de mettre l’accent sur la cyberguerre par le piratage et le paralysage des systèmes de contrôle de toutes les communications militaires et industrielles, l’équipement, les centrales électriques, les satellites, Internet, les banques, et tout appareil ou véhicule connecté au net. Les SS sont lentement sur le terrain d’un éventail mondial de sous-marins ou de drones sous-marins habités et autonomes capables de lancer des armes conventionnelles ou nucléaires qui peuvent rester dormants en attendant un signal de la Chine ou même à la recherche de la signature de navires ou d’avions américains. Tout en détruisant nos satellites, éliminant ainsi la communication entre les États-Unis et nos forces dans le monde entier, ils utiliseront les leurs, en conjonction avec des drones pour cibler et détruire nos forces navales actuellement supérieures. I futuri conflitti avranno aspetti hardkill e softkill con gli obiettivi dichiarati del PCC per enfatizzare la guerra informatica hackerando e paralizzando i sistemi di controllo di tutte le comunicazioni militari e industriali, attrezzature, centrali elettriche, satelliti, internet, banche e qualsiasi dispositivo o veicolo collegato alla rete. La SSSSK sta lentamente schierando una serie mondiale di sub o droni di superficie e subacquei con equipaggio e autonomi in grado di lanciare armi convenzionali o nucleari che possono rimanere domeggiati in attesa di un segnale dalla Cina o addirittura alla ricerca della firma di navi o aerei statunitensi. Mentre distruggevano i nostri satelliti, eliminando così la comunicazione tra gli Stati Uniti e le nostre forze in tutto il mondo, useranno i loro, insieme ai droni per colpire e distruggere le nostre forze navali attualmente superiori. Naturalmente, tutto questo è sempre più fatto automaticamente dall'IA. Di gran lunga il più grande alleato del PCC è il partito democratico degli Stati Uniti. La scelta è quella di fermare il PCC ora o guardare come estendere la prigione cinese su tutto il mondo. Naturalmente, la sorveglianza universale e la digitalizzazione delle nostre vite è inevitabile ovunque. Chi non la pensa così è profondamente fuori contatto. Naturalmente, è l'optinebbie che si aspettano che i sociopatici cinesi a governare il mondo, mentre i pessimisti (che si vedono come realisti) si aspettano AI (Intelligenza Artificiale, o come lo chiamo it Imbecility artificiale o Unalien follia) a prendere il sopravvento, forse non appena 2030. The goal of the article is to substantiate that despite the criticism the paradigm in economics will not change because of the axiomatic assumptions of value-free economics. How these assumptions work is demonstrated on the example of Gary Becker’s economic approach which is analyzed from the perspective of scientific research programme. The author indicates hard core of economic approach and the protective belt which makes hard core immune from any criticism. This immunity leads economists to believe that they are (...) objective scientists and, consequently, it results in epistemological hubris. Due to its tautological nature, economic approach is considered to be a degenerative programme. This conclusion is extended on value-free economics. In spite of these problems, many economists still believe in positive economics and they dismiss normative approaches. It has a negative influence on people. The conclusion of the article is that thanks to axiomatic assumptions economists do not have objective and ironclad methodology and they should accept normative values in their research. (shrink)

Recent analyses have critically evaluated the connection of abstract rights with territorial nation-states. This article extends those findings by analyzing the way discourses of rights (human, political, national) are interconnected. It is argued that the system of relations that rights establish between their norms and concrete sociopolitical practices allows rights to function as overall machinery, one that both produces and governs subjects. From this perspective, this article establishes that: (a) since rights depend for their legal guarantee on the power of (...) nation-states, they are a normative standard which coincides with the political power of a nation-state; (b) since rights require a certain ethic from subjects in order that their exercise of rights be legally protectable, they govern subjects through inclusion, that is, by structuring fields of action in order that a certain “proper” conduct may take place; (c) since the nation-state framework with which rights are connected operates in a postcolonial order, the functioning of rights is also connected with the discursive dynamics of postcoloniality. The empirical focus of the discussion is on Pakistan. The first section focuses on the use of human rights’ discourse in order to counter drone attacks in Pakistan’s tribal belt. The conundrums that human rights in this context generate are then filled in by acknowledging “rights” of a state (i.e. political sovereignty and territorial integrity), which is the focus of second section. The third section comments on the way national and political rights correspond to the notions of “citizenship” and “belongingness,” which in turn shapes the conduct of subjects in a contextually apt manner. Unarmed surviving Parbatya Chittagong nation of Buddhists population in Bangladesh has not yet been able to form their government since 1997 to 2023, so it has been assumed that Prime Minister Sheikh Hasina & Awami League Government of Bangladesh (ALGOB) cheated to weaponless freedom fighters Buddhists people (...) by taking their weapons through the Chittagong Hill Tracts Peace Accord 1997 that was signed between Bangladesh and Chittagong HillTracts in order to a Commonwealth of Independence of Autonomy Government, Formation of Legislative Assembly House and Parliament Building Construction, which is also the last official initiative of the Parbatya Peace Process in the Chinese Belt and Road. Following the theater of war between the US-led NATO—Ukraine alliance and the Russian Federation, the 3rd World War situations intended to expand between Bangladesh and Myanmar. This doctrinal paper has been presented through codification of situations of the post-seizure war-fighting battles surviving cold and silent conflicts in Parbatya, Chittagong Hill Tracts, in order to deliver the seized nation onto a free pathway. Wittgenstein’s comment that what can be shown cannot be said has a special resonance with visual representations of power in both Heavy Metal and Fundamentalist Christian communities. Performances at metal shows, and performances of ‘religious theatre’, share an emphasis on violence and destruction. For example, groups like GWAR and Cannibal Corpse feature violent scenes in stage shows and album covers, scenes that depict gory results of unrestrained sexuality that are strikingly like Halloween ‘Hell House’ show presented by neo-Conservative, Fundamentalist Christian (...) churches in the southeastern United States’ ‘Bible Belt’. One group may claim to celebrate violence, the other sees violence as a tool to both encourage ‘moral’ behaviour, and to show that the Christian church is able to ‘speak the language’ of young people who are fans of metal, gore, and horror. Explicit violence, in each case, signifies power relationships that are in transformation. Historically, medieval morality plays and morality cycles had been used as a pedagogical tool. In the modern-day context of fundamentalist religious education, these Hell House performances seek to exclude outsiders and solidify teen membership in the Christian community. Hell House performances are marketed to the young church members, and are seen as a way to reinvigorate conservative Fundamentalist Christianity. Women and girls routinely take part in, and often organize Hell House events. In the context of heavy metal, violent performances do not seek to exclude, but provide an outlet for a variety of socially unacceptable or unpopular feelings. In each context there is an apparent, if not actual, empowering of women who are willing to play particular kinds of roles. The use of violence and gore has a value beyond merely shocking the audience, it is arguably a way that some women find their voice, both for fundamentalist Christians and fundamentalist gore metal fans. This paper presents a reconstruction of and some constructive comments on Thomas Pogge’s conception of global justice. Using Imre Lakatos’s notion of a research program, the paper identifies Pogge’s “hard core” and “protective belt” claims regarding the scope of fundamental principles of justice, the object and structure of duties of global justice, the explanation of world poverty, and the appropriate reforms to the existing global order. The paper recommends some amendments to Pogge’s program in each of the four areas.

Arguments pro and contra convergent realism - underdetermination of theory by observational evidence and pessimistic meta-induction from past falsity- are considered. It is argued that, to meet the counter-arguments challenge, convergent realism should be considerably changed with a help of modification of the propositions from this meta-programme’s “hard core” and “protecting belt”. Maybe one of the ways out is to turn to the coherent theory of truth. Some of the works of Hegel (as interpreted by Merab Mamardashvili and Alexandre (...) Kojev), Husserl and Heidegger can help to dig still deeper into the background of this theory. Arguments pro and contra convergent realism – underdetermination of theory by observational evidence and pessimistic meta-induction from past falsity – are considered. It is argued that, to meet the counter-arguments challenge, convergent realism should be considerably changed with a help of modification of the propositions from this meta-programme “hard core” or “protecting belt”. Two well-known convergent realism rivals – “entity realism” of Nancy Cartwright and Ian Hacking and John Worrall’s “structural realism” – are considered. Entity realism’s main drawback is (...) fundamental laws underestimation. As for structural realism, its limitation of theoretical propositions by pure structural ones is ineffective. One always can transform propositions about objects into propositions about structures and vice versa. Both conceptions are kinds of “metaphysical revisionism” that tries to reformulate the good old convergent realism propositions using more decent language and applying ad hoc modifications of the solutions first obtained within the anti-realist epistemological meta-programmes. It is stated that to overcome the troubles of convergent realism one has to turn from classical or “metaphysical” realism to nonclassical or “internal” one and to coherent theory of truth. Internal realism has no troubles in solving the problem of empirically-equivalent theoretical descriptions and historical meta-induction problem, but gets the problem of scientific knowledge objectivity instead. Where does this objectivity come from? One of the answers is proposed by the scientific knowledge growth model elaborated by Rinat Nugayev and by Peter Galison. Each paradigm is a local viewpoint determined by the peculiarities of a culture into which its creator . was submerged. However, the meeting of the different paradigms leads to their interaction; as a result, the crossbred theoretical objects are constructed. Through these systems the infiltration of one paradigm on the other’s domain takes place. After the old paradigms’ grinding the new ones emerge that reconcile to each other much better than the old ones. Scientific theories reconcile results in elimination of many contingent details. In the process of competition more universal components survive. It is demonstrated that the process of objective knowledge genesis takes place in modern superstring theory too. The list of its drawbacks is rather long; it is clear that the theory cannot pretend on the role of the Theory of Everything. Nevertheless the process of argumentation pro and contra convergent realism – underdetermination of theory by observational evidence and pessimistic meta-induction from past falsity – are considered. This paper sets out to demystify the nature of Nollywood movies existing in diversity and to propose new dimensions for using film to achieve behaviour change and a dependable national security in Nigeria. The paper views national security as the art of ensuring national safety of the government. Nollywood has naturally diversified along ethnic dimensions including the Hausa movies (Kannywood) in the North, the Yoruba movies in the West and the Ibo movies in the Eastern part of the Nigeria. Others (...) include the Akwa-Cross movies from the Southern part and the Tiv movies from the Middle Belt region of Nigeria. The paper adopts observation and analytical research methods depending on secondary sources. The paper finds out and concludes that Nollywood’s diversity is an opportunity to ameliorate some security challenges of the country and recommends the use of behaviour change focused themes which should be featured by Nollywood movie producers in Nigerian films produced along cultural, ethnic and regional boundaries. Pakistan and China are friends from very long time. They have trading relations through the Ancient Silk Road. Now both the countries want to increase the volume of their trade. China decided to make large investment in Pakistan under its One Belt One Road vision through CPEC project. The CPEC is a combination of infrastructure development, power generation and research and development project.
