The discrete–structural structure of the world is described. In comparison with the idea of Heraclitus about an indissoluble world, preference is given to the discrete world of Democritus. It is noted that if the discrete atoms of Democritus were simple and indivisible, the atoms of the modern world indicated in the article would possess, rather, a structural structure. The article proves the problem of how the mutual connection of mathematics and philosophy influences cognition, which creates a discrete–structural worldview. The author (...) notes that the appearance of writing, symbolic language and the depiction of the picture of the world through mathematics, led us into the sphere of discrete mathematical mathematics. The Soviet ideology treated natural science as one of its cornerstones and provided the state support for philosophical studies of science. Their main aims were to prove its intellectual superiority and to demonstrate its scientific character. Do these studies have some positive results and resources for surviving in post-Soviet times? The only indicators of religious life that are currently fixed by state authorities are existing religious organizations. The official statistics of the religious network, submitted by the State Committee on Nationalities and Religions in early 2008, recorded the presence of 33841 religious organizations in Ukraine in more than one hundred different religious movements, churches and communities. This figure includes 32,493 religious communities, 421 monasteries, 192 religious schools with 18,375 students, 333 missions, and 74 fraternities. The confessions print 383 newspapers and (...) magazines. Considering that the law does not define the obligation to register religious organizations and some of them use it without deliberately going for registration, and that some are officially due to some motives of non-fixed religious movements, and therefore their organizations, then official statistics of the public authority are clearly incomplete. However, even the existing evidence of a kind of religious renaissance in the country. For comparison, in the communist years in Ukraine there were officially recognized only 9 religious movements, which had about 4,5 thousand religious organizations. There were 14 monasteries, one Orthodox seminary in Odessa, and the Orthodox Herald magazine. (shrink)

The issue of populism is one of the leading places among the themes of modern political research. The relevance of this phenomenon is due to the important role of populism in society, both in theoretical and practical terms. The article compares selected chapters devoted the problems of mind (anima) from two philosophical courses by Georgii Konyskyi, taught at Kyiv-Mohyla Academy in 1747-1749 and 1749-1751 academic years. As Konyskyi taught his first course using verbatim Teofan Prokopovych’s philosophical course of 1706-08 academic years, the article compares the doctrines on mind by these two Mohylian authors. It also shows the evolution of Konyskyi’s views. -/- There are common elements between the philosophy of mind of Prokopovych and Konyskyi: their interpretations of (...) Aristotle’s definition of the soul; the scholastic concept of the man as an integral mind-body entity; the problem of the unity and multiplicity of forms. It is shown that Prokopovych and Konsyskyi understood the three-level structure of a human soul in the same way as Francisco Suarez and Rodrigo de Arriaga. -/- However, there are some differences between these two Mohylian professors. They interpreted differently sensitive and intellectual cognition. Prokopovych upholds the scholastic doctrine of species. Konyskyi, in his second course, abandons this doctrine and defends the doctrine of impressiones. They are developed by the phantasmata – not received from objects. The impressions are modifications of animal spirits by direct or indirect impact of objects on senses of a human being or any other animated being. In the doctrine on intellectual powers, Prokopovych upholds the scholastic distinction between active and passive intellect. Konyskyirejects this common for scholastic tradition distinction and considers that passive intellect can do full-scale intellectual activity. The influence of Early Modern philosophy, especially Cartesianism, was the reason why Konyskyi changed his position. (shrink)

Purpose - analysis of the challenges and threats to the Arctic in the context of international rivalry in the region at the modern stage and consideration of possible variants of consequences of the confrontation for the arctic states. On the modern stage, the circumpolar space ceases considered only from the standpoint of the concept of circumpolar culture and becomes a political reality. A feature of the Arctic region is that it consists of the segments of national states. The region is (...) the sphere of interaction of two civilizations - the Western and the Eurasian that now entered into a struggle for the resources and territory of the Arctic. The Arctic consists of a group of eight states whose territories are crossed by the Arctic Circle: Russia, Canada, USA, Norway and Denmark, Finland, Iceland and Sweden. At the beginning of the XXI century, the strategic importance of the North increases and comes to the fore in the geopolitics of the Arctic and leading countries outside the region. Former impacts, at the modern stage of globalization, supplemented by new factors. Therefore, a large-scale extraction of hydrocarbons has grown and attracted transnational corporations to the Arctic. Development of dataflow and communications made the region less «distant», contributing its integration into the global world. Globalization has accelerated investment flows, which profoundly effect on the level of income of many indigenous peoples. The rapid melting of the ice surface provides opportunities of development of the vast reserves of mineral and biological raw materials, and makes it quite available for the shortest marine shipping trade route from the Atlantic to the Pacific Ocean - both through the Northern Sea Route at the coast of Russia and through the Northwest Passage at coast of Canada. This will inevitably lead to the transformation of the global shipping and energy markets, unleashed the numerous international disputes and involving the new players to the region. Russia considers the Northern Sea Route its own transport communication. USA, Canada and the Scandinavian countries offer to «internationalize» it, and for an international governance of it to create a transarctic consortium, thereby displacing Russia from leadership above it. Unsolved issues include the separation of the longest and the most complicated continental shelf. The other range of problems linked with the resolution of disputes between Canada and the rest of the world. These problems are in determining of the legal status of the Northwest Passage, the demarcation of maritime borders between the United States and Canada in the Beaufort Sea, a dispute between Denmark and Canada about the rights of Hans Island, uninhabited rocks, which encircle waters of the Strait of Kennedy, which is rich on resources. One of the main variants of the separation the Arctic is a sectorial. Not only the U.S. but also the EU purposefully pursuing a policy of «internationalization» of the Arctic, submitting proposals to create a multilateral governance in the Arctic region. In the context of globalization escalates a geostrategic struggle for the Arctic, for the right to rule at high latitudes. In addition, there are signs of the beginning of a new wave of militarization of the Arctic. Primarily we are talking about confrontation of the USA and Russia. Struggle for the control over the Arctic is still in the early stage and does not accept acute forms. All of stakeholders still have time to take the initial positions in the future strategic competition. (shrink)

Порівняно й узагальнено природу, спосіб обрання та легітимність інституту президента як ознак напівпрезиденталізму в Європи. Виявлено, що напівпрезиденталізм традиційно теоретизується, однак не завжди практично операціоналізується концептом «президентського арбітражу» або президента як «нейтральної сили». Аргументовано, що інститут всенародно виборного президента в умовах напівпрезиденталізму не є ідентичним, адже існує кілька способів його обрання, але не всі вони гарантують, що переможець президентських виборів отримує абсолютну більшість голосів виборців. Доведено, що інститут президента у напівпрезиденталізмі неминуче, хоч і по-різному, може збільшувати президенціалізацію системи державного правління (...) та конфліктність міжінституційних відносин.
