The starting point of this paper is the need to promote a people-centred corporate social responsibility framework in a context where many human needs and rights remain unsatisfied and where businesses may have both a positive and a negative impact on the quality of life of human beings today and tomorrow and may even lead to irreversible damage. Our normative definition of CSR is consistent with the criteria established by the EU Commission in 2011. We conceive CSR as a responsibility (...) towards human development in two complementary ways: a holistic responsibility shared by companies together with other actors to safeguard humanity and a direct liability of each company for its impact on stakeholders' capabilities. We apply Nussbaum's list of central capabilities and concept of thresholds to specify the nature and extent of corporate responsibilities towards employees, subcontractors, investors, customers, and humanity as a whole. In addition, we leverage fieldwork in developing and developed countries to analyse the effect of business activities on human capabilities. We demonstrate that by quantifying the impact of businesses' activities on various dimensions of stakeholders' lives, and especially on the most vulnerable ones, these businesses can be held accountable for the negative externalities they produce. This article explores the possible convergence between the capabilities approach and utilitarianism to specify CSR. It defends the idea that this key issue is related to the anthropological perspective that underpins both theories and demonstrates that a relational conception of individual freedoms and rights present in both traditions gives adequate criteria for CSR toward the company's stakeholders. I therefore defend "relational capability" as a means of providing a common paradigm, a shared vision of a core component of human development. This (...) could further lead to a set of indicators aimed at assessing corporate social performance as the maximization of the relational capability of people impacted by the activities of companies. In particular, I suggest a way of evaluating the contribution of extractive companies to the communities close to their industrial sites in extremely poor areas, not from the viewpoint of material resources and growth, but from the viewpoint of the quality of the social environment and empowerment. Need-claims are ubiquitous within moral and political theory. However, need-based theories are often criticized for being too narrow in scope and too focused on the material preconditions for leading a decent life for grounding a substantial theory of social justice. The aim of this paper is threefold. Firstly, it will investigate the nature and scope of needs by analysing existing conceptualizations of the idea of needs. In so doing, we will get a better understanding of needs, which will help us (...) to carve out the importance and singularity of basic need claims. Secondly, on the basis of the analysis of needs, it will argue for the concept of a fundamental interest in free social agency, which is much better suited than the idea of basic needs actually to ground a theory of social justice, as it highlights the social and institutional conditions for free agency. Thirdly, using the distinction between basic needs and fundamental interests, it will clarify their respective role in and importance for grounding moral principles. Overall, the paper offers a friendly critique of need-based theories, while arguing for a shift of focus to the idea of fundamental interests. (shrink)

Child poverty is one of the biggest challenges of today, harming millions of children. In this book, it is investigated from a philosophical social justice perspective, primarily in the context of modern welfare states. Based on both normative theory (particularly the capability approach) and empirical evidence, the authors identify the injustices of child poverty, showing how it negatively affects the well-being of children as well as their whole life course. But child poverty is not 'given by nature'. It is avoidable (...) and there is certainly the moral duty to alleviate it. Therefore, Graf and Schweiger develop a normative theory of responsibilities, which clarifies the moral role of different agents in the poor child's environment: the family, the state and many others, that have so far been neglected in philosophical theories. They conclude their book by sketching how their theory can be extended to global child poverty and what it means to show equal respect and concern for every child - no matter where and in which context they were born. The paper describes a project in which the thesis of the social determinants of health is used in order to help identify groups that will be among the least advantaged members of society, when disadvantage is understood in terms of lack of genuine opportunity for secure functioning. The analysis is derived from the author's work with Avner de-Shalit in Disadvantage (Oxford University Press, 2007).

The harms of climate change are deeply uncertain. Though climate change will render most individuals more vulnerable to harm, many individuals will not actually suffer climate-related harms. In this paper, I argue that vulnerability to harms is itself a harm, because it undermines our enjoyment of the good of security. After some brief remarks on the concept of security, I give three reasons for thinking that depriving an individual of the security of basic goods harms them: it has a strong (...) contingent connection to fear and anxiety, it directly undermines their ability to make reasonable plans, and security may reasonably be valued as an end in itself. This suggests that one of our goals in determining climate policy ought to be mechanisms which ensure the security of basic goods. (shrink)

Are we being manipulated online? If so, is being manipulated by online technologies and algorithmic systems notably different from human forms of manipulation? And what is under threat exactly when people are manipulated online? This volume provides philosophical and conceptual depth to debates in digital ethics about online manipulation. The contributions explore the ramifications of our increasingly consequential interactions with online technologies such as online recommender systems, social media, user-friendly design, micro-targeting, default-settings, gamification, and real-time profiling. The authors in this (...) volume address four broad and interconnected themes: • What is the conceptual nature of online manipulation? And how, methodologically, should the concept be defined? • Does online manipulation threaten autonomy, freedom, and meaning in life, and if so, how? • What are the epistemic, affective, and political harms and risks associated with online manipulation? • What are legal and regulatory perspectives on online manipulation? The Philosophy of Online Manipulation brings these various considerations together to offer philosophically robust answers to critical questions concerning our online interactions with one another and with autonomous systems. This paper aims to clarify the status of capability in Sen’s idea of justice. Sen’s name is so widely associated with the concept of capability that commentators often assume that his contribution to the study of justice amounts to a capability theory, albeit underdeveloped. We argue that such a reading is misleading. Taking Sen’s reticence about operationalization seriously, we show that his contribution is inconsistent with a capability theory. Instead, we defend the idea that the capability approach plays a heuristic (...) role: capability is a step in his argument against alternative materials, but is not meant as a definitive end. Sen defends a critical perspective primarily to encourage public reasoning and respect for agency as regards the definition of what should count in the evaluation of social states. (shrink)

In the past decade or two, philosophies of social protection have shifted away from a nearly exclusive focus on the subjective and the individual (e.g., autonomous choices, utility) and towards values that are more objective and relational. The latter approaches, typified by the well established Capabilities Approach and the up and coming ethic of ubuntu, have been substantially inspired by engagements with the Global South, particularly India and Africa. In this article, part of a special issue titled ‘The Principles and (...) Practice of Social Protection’, I focus exclusively on these two newer normative philosophies of social protection, my main aim being to compare and contrast several of their theoretical and practical implications for a variety of its dimensions. I conclude by also suggesting that the implications of ubuntu are often more attractive than those of the Capabilities Approach, and hence that the former should be taken no less seriously as potentially foundational when thinking about social protection, poverty and related matters of public policy.  . In spite of the thousands of articles on stakeholder theory, research on value creation has had a shorter history and narrower breadth. Only a few studies have researched value creation from stakeholder perspective looking at how stakeholders appropiate value or the processes or activities by which stakeholders create value. Consequently to date, certain questions still remain unanswered regarding how a firm should treat stakeholders in order to create value. Several questions arise specifically from the stakeholder's side: What does "value" mean (...) for a particular group of stakeholders and how do firms create these different types of value? How do we measure the value created by stakeholders? The purpose of this paper is to answer these questions from Amartya Sen's Capability Approach, identifying and measuring stakeholders' capabilities in the value creation process. Stakeholder Capability is the adequate concept for understanding stakeholder welfare rather than the utility function concept. The empirical evidence comes from an in-depth case study of the company The Grobo Group and its stakeholders. According to the results, the following stakeholder capabilities are relevant to value creation: being employable, being autonomus, being innovative, being entreprenurial, being responsive, being socially integrated, being emphatic, being "green" and being healthy. The capability approach constitutes a significant contribution to social theory but its potential is diminished by its insufficient treatment of the social construction of meaning. Social meanings enable people to make value judgements about what they will do and be, and also to evaluate how satisfied they are about what they are able to achieve. From this viewpoint, a person’s state of wellbeing must be understood as being socially and psychologically co-constituted in specific social and cultural contexts. In this light, (...) the telos of ‘living well’ which is at the heart of Sen’s version of the capability approach is inadequate and must be modified to a telos of ‘living well together’ which includes consideration of the social structures and institutions which enable people to pursue individual freedoms in relation to others. The policy significance of the capability approach can be further strengthened by paying greater consideration to the political economy of policy decision-making processes and the ways in which conflicts and distributions of power are institutionalized. Our aim in this paper is to suggest that most current theories of global justice fail to adequately recognise the importance of global public goods. Broadly speaking, this failing can be attributed at least in part to the complexity of the global context, the individualistic focus of most theories of justice, and the localised nature of the theoretical foundations of most theories of global justice. We argue ? using examples (particularly that of protecting antibiotic efficacy) ? that any truly effective (...) theory of global justice must recognise the importance of global public goods. Global public goods confer significant benefits to individuals yet can only be effectively promoted and preserved through collective action and the restriction of individual choice; something which most theories of justice are structurally unequipped to sufficiently promote. Loyalty is a much-discussed topic among business ethicists, but this discussion seems to have issued in very few clear conclusions. This article builds on the existing literature on the subject and attempts to ground a definite conclusion on a limited topic: whether, and under what conditions, it makes sense for an employee to offer loyalty to his employer. The main ways in which loyalty to one’s employer can contribute to human flourishing are that it makes the employee more trustworthy and (...) therefore more valuable as an employee; makes it easier to form authentic relationships in other areas of the employee’s life; expands the employee’s field of interests and gives her or him a richer identity; provides greater motivation for the employee’s work; makes it possible to have a greater unity in the employee’s life; improves the performance of the organization for which the employee works; contributes to the protection of valuable social institutions; and, in so far as many employees share an attitude of loyalty towards the organization which employs them, it becomes possible for this organization to become a true community. Last, but not the least, loyal relationships have an inherent value. The article also reviews the main arguments that have been offered against employee loyalty and concludes that none of them offers a reason why it would be inappropriate in all cases for an employee to be loyal to her or his employer. The force of these arguments depends on the specific attributes of the organization for which the employee works. The main conclusion of the article is that while being a loyal employee involves risk, it has the potential to contribute significantly to the employee’s fulfilment. The main challenge for employees is to identify employers who are worthy of being loyal to. (shrink)

As a contribution to development ethics, this article attempts to clarify what 'empowerment' should mean, in so far as it is a valuable goal. I begin with the core ethical idea of empowerment that is to be found in recent work on measuring empowerment, led by Deepa Narayan, namely: empowerment occurs when people are better able to shape their own lives. Since this is a metaphor, I attempt to articulate a corresponding literal meaning. What I find is that people are (...) empowered to the extent that: (a) they exercise enhanced decision-making and influence over strategic life-choices and barriers to agency and well-being freedom; (b) their capacity for such decision-making and influence has also been enhanced; and (c) they are capable of making these gains prevail, given (i) the capabilities they have and assets they control, individually or collectively, and (ii) the opportunity structure in which they act. This book offers an original account of a distinctly republican theory of social and global justice. The book starts by exploring the nature and value of Hegelian recognition theory. It shows the importance of that theory for grounding a normative account of free and autonomous agency. It is this normative account of free agency which provides the groundwork for a republican conception of social and global justice, based on the core-ideas of freedom as non-domination and autonomy as non-alienation. As the (...) author argues, republicans should endorse a sufficientarian account of social justice, which focuses on the nature of social relationships and their effects on people's ability to act freely and realize their fundamental interests. On the global level, the book argues for the cosmopolitan extension of the republican principles of non-domination and non-alienation within a multi-level democratic system. In so doing, the book addresses a major gap in the existing literature, presenting an original theory of justice, which combines Hegelian recognition theory and republican ideas of freedom, and applying this hybrid theory to the global domain. Fabian Schuppert creates a grand synthesis uniting neo-republican insights on freedom with Hegelian recognition theory. The result is an account of agency that arises from the idea of non-domination whose aim it is to safeguard individual freedom. When combined with Hegelian recognition theory a social focus also emerges. This amalgam comments on many of the major disputes concerning global justice from a cosmopolitan perspective. Because of the broad scope and the many contemporary discussions engaged this book will be of keen interest to scholars as well as a welcome addition to the classroom. (shrink)

Amartya Sen and Martha Nussbaum have argued that justice is concerned, at least in part, with the distribution of capabilities (opportunities to function). Richard Arneson, G.A. Cohen, and John Roemer have argued that justice is concerned with something like the distribution of opportunities for well-being. I argue that, although some versions of the capability view are incompatible with some versions of the opportunity for well-being view, the most plausible version of the capability view is identical to a slight generalization of (...) the opportunity for well-being view. While there is a substantial conceptual literature on equality in education, there has been little clarificatory discussion on the term equity, despite its frequent use in policy and planning documents. The article draws out some different ways in which equity can be understood in education. It distinguishes three forms of equity, looking at the social context when major shifts in the meaning of the term took place in English—the fourteenth century, the sixteenth century and the eighteenth century. Terming these equity (...) from below, equity from above, and equity from the middle, the analysis highlights how each helps clarify aspects of the concern with diversity within the capability approach. Welfare in economics is generally conceived of in terms of the satisfaction of preferences, but a general, comparable index measure of welfare is generally not taken to be possible. In recent years, in response to the usage of measures of subjective well-being as indices of welfare in economics, a number of economists have started to develop measures of welfare based on preference-satisfaction. In order to evaluate the success of such measures, I formulate criteria of policy-relevance and theoretical success in the (...) context of preference-satisfaction measures of welfare. I present a detailed case study of the methodological choices put forward in a prominent generalized proposal for measuring welfare through preferences recently published in the American Economic Review. I contrast this with an alternative welfare measure which also uses preferences to weight aspects of welfare: the ICECAP-A measure. In comparing Sen's work with Mill's, Sugden criticizes Sen's capability approach because it may be applied in such a way that society or theorists judge what is best for people and potentially restrict liberty on that basis. Sugden cites Nussbaum's work as evidence in making his case. Sugden's critique of Sen's approach succeeds on a narrow reading of it. On that reading Sen is also critical of it because it does not leave enough room for liberty. On a broad reading, (...) the critique has less force. Nussbaum's approach follows Mill in allowing people freedom to act on whatever desires they have if this does not harm others. This neutralizes the central element of Sugden's critique as it applies to her approach to some degree. Both Sen and Nussbaum nonetheless recognize the danger of illiberal restrictions in application which motivates Sugden's critique. (shrink)

This paper examines how employing the capabilities approach in conceptualizing sustainable development allows reasoning and specifying claims for more sustainable lifestyles. In doing so, it focuses on the example of food consumption because it constitutes an ‘sustainability hotspot’ as well as a paradigmatic example for the tensions between individual lifestyles on the one hand and societal consequences of such lifestyles on the other. The arguments developed in the paper allow rebutting two common objections against claims for individual changes in food (...) consumption. These are, first, that more sustainable food consumption constitutes a societal issue so that asking individuals to behave more sustainably is unnecessary. The second objection argues that such claims infringe on the individuals’ freedom of choice and morally overburden individuals. I first outline a conception of sustainable development that draws on the capabilities approach. Subsequently, I develop a more specific account of what is meant by more sustainable food production and consumption. Finally, I draw on this account to rebut the above-mentioned objections against claims for more sustainable food consumption. (shrink)

Although the effectiveness of some tobacco programs and policies has been clearly demonstrated in reducing the overall population smoking prevalence, the health benefits are not equally distributed across all socio-economic classes; a situation that clearly runs against the equalitarian ethos of most modern states. In this article, we evaluate the benefits of using Sen’s Capability Approach as a theory of social justice to guide public health program and policy development in a way that would prevent the further increase of inequalities (...) in health outcomes. Starting from four consensual goals of tobacco control practice (i.e. that individuals live a smoke-free life, that smokers quit smoking, that non-smokers are protected from exposure to second-hand smoke and that smoking cessation support is accessible) we found that besides the standard interventions (e.g. education on the harms of smoking, policies to reduce exposure to SHS) an iniquity-proof tobacco control program needs also to address the lack of options of underprivileged people in affordable smoke-free settings and in leisure activities. We conclude that an ethical tobacco prevention program needs to address the broader social determinants of health such as the socio-economic policies that put a strain on people’s capacity to shun or quit smoking. This paper suggests that lessons from the field of environmental ethics and sociological perspectives on knowledge are important tools for rethinking what type of ethical analysis is needed for building up further the field of development ethics and, more generally, for addressing some of the most fundamental ethical problems related to global poverty and development. The paper argues for a methodologically pragmatist approach to development ethics that focuses on the interplay between facts, values, concepts and practices. It views development ethics (...) as a hybrid between a public moral?political philosophy and a public conception of social science. Ethical analyses of poverty and development must lead to fundamental changes in the ways knowledge is produced and justified and must challenge the dominance of global institutions and orthodox economics as the single sources of expert knowledge for development. Two of the main tasks of ethical analysis is to provide tools for the formulation of alternative knowledge for development centred on the equal moral worth of all human beings, and to influence global policy making as well as multilateral institutions' goals and policies. The last section of the paper argues that Amartya Sen's version of the Capability Approach is already methodologically pragmatist and points to some convergence between Sen's work and John Dewey's. Further sociological and methodologically pragmatist analysis of the approach is needed to assess the ways in which it is influencing debates on human development and leading to policy changes, and the possible distortions it suffers when adopted by multilateral agencies and policy makers. The debate over the civilian use of nuclear power is highly polarised. We argue that a reasonable response to this deep disagreement is to maintain that advocates of both camps should modify their positions. According to the analysis we propose, nuclear power is neither entirely right nor entirely wrong, but rather right and wrong to some degree. We are aware that this non-binary analysis of nuclear power is controversial from a theoretical point of view. Utilitarians, Kantians, and other moral theorists (...) make sharp, binary distinctions between right and wrong acts. However, an important argument speaking in favour of our non-binary analysis is that it better reflects our considered intuitions about the ethical trade-offs we face in discussions of nuclear power. The aim of this article is to make this argument sharp by explaining how it can be rendered compatible with, and supported by, the Capability Approach, which is quickly becoming one of the most influential frameworks for thinking about human development. Are global poverty and inequality on the rise or are they declining? And is the quality of life of the world's poorest people getting worse or better? These questions are often given conflicting answers by economists, the World Bank, and social activists. One reason for this is that assessments of quality of life can be made in terms of people's income, their resources, or their functionings and capabilities. This essay discusses the pros and cons of these evaluative approaches, and it (...) argues that all approaches have complementary strengths and should therefore in principle all be considered. Moreover, being aware that assessments of poverty and inequality can be made using these different frameworks helps us to understand the conflicting claims. (shrink)

The capability approach, which is closely connected to the works of Amartya Sen and Martha Nussbaum, is one possible theoretical framework that could be used to answer the question as to why poverty is a problem from a moral point of view. In this paper we will focus on the normative philosophical capability approach rather than the social scientific and descriptive perspective. We will show that the approach characterizes poverty mainly as a limitation of freedom and that it is precisely (...) this aspect, from its point of view, that makes poverty morally significant. This insight shifts the discussion away from questions regarding specific capabilities or lists of them-questions treated extensively in the literature-to the more general level of what constitutes the normative core of the capability approach. But as we will also discuss and argue, the role of freedom alone does not give us a complete picture of poverty but only presents us with one aspect relevant to evaluating it. A further aspect which we consider has not been adequately recognized and taken into account by most capability theorists is the experience of disrespect and humiliation, or to put it differently, a lack of recognition. Poverty is often defined as lacking the financial resources to meet a set of basic needs. Here, I consider four questions. First, how is the relevant level of basic needs to be determined? Second, given that the possibility of satisfying basic needs is not solely determined by possession of financial resources, is poverty better understood or measured at least in part in non-financial terms? Third, what, if anything, is owed to people in poverty and by whom? And finally, what social (...) policies should be favoured in attempting to deal with poverty? The key message is that overcoming poverty is more than meeting needs for food and shelter, but also includes meeting the human need for a social life and fitting in with what is commonly expected in society (overcoming relative poverty). We sought to assess formally the extent to which different control and elimination strategies for human African trypanosomiasis Trypanosoma brucei gambiense would exacerbate or alleviate experiences of societal disadvantage that traditional economic evaluation does not take into account. Justice-enhanced cost-effectiveness analysis is a normative approach under development to address social justice considerations in public health decision-making alongside other types of analyses. It aims to assess how public health interventions under analysis in comparative evaluation would be expected to influence the clustering (...) of disadvantage across three core dimensions of well-being: agency, association and respect. As a case study to test the approach, we applied it to five strategies for Gambiense HAT control and elimination, in combination with two different other evaluations: a cost-effectiveness analysis and a probability of elimination analysis. We have demonstrated how JE-CEA highlights the ethical importance of adverse social justice impacts of otherwise attractive options and how it indicates specific modifications to policy options to mitigate such impacts. JE-CEA holds promise as an approach to help decision makers and other stakeholders consider social justice more fully, explicitly and systematically in evaluating public health programs. (shrink)

In diesem Beitrag wird dargelegt, wie progressive Steuern auf Einkommen und Vermögen in einem Wohlfahrtsstaat aus Perspektive der sozialen Gerechtigkeit, wie sie von David Miller konzipiert wird, gerechtfertigt werden können. Um das Argument so einfach wie möglich zu gestalten, orientiert sich die Fragestellung dabei an der notwendigen Funktion der Bekämpfung von Armut, derer sich Wohlfahrtsstaaten als einer Forderung der sozialen Gerechtigkeit zu verpflichten haben. (...) Progressive Steuern auf Einkommen und Vermögen sind somit genau dann und in genau jener Höhe gerechtfertigt, als sie zur Bekämpfung von Armut notwendig sind. Darüber hinaus kann gezeigt werden, dass die progressive Besteuerung von Einkommen und Vermögen einfach und effizient dieses Ziel erreichen kann, da sie, anders als Massensteuern oder die einheitliche Besteuerung von Einkommen und Vermögen, nicht wohlfahrtsstaatlich ausgeglichen werden müssen. Despite the increasing popularity of Axel Honneth's recognition theory across philosophy and the social sciences, there is almost no philosophical literature on the relation between recognition and poverty from this perspective. In this paper, I am concerned with three questions related to such a reflection. Firstly, I will examine whether and how the recognition approach can contribute to the understanding of poverty. This involves both conceptual and empirical questions and targets the ability of the recognition approach to propose a valid (...) theory of the social world. Secondly, I am interested in figuring out whether and how the recognition approach can help to understand what is wrong about poverty. This means asking about the normative or ethical competence of the recognition approach in regard to poverty. Thirdly, the recognition approach claims to transcend theory and research, but also affect the social and political practice. Then the question arises as to whether and how it can help to design or implement poverty reduction or poverty alleviation practices and policies. In discussing these three matters, I aim to show that the recognition approach can in fact be a valuable and important contribution to poverty research and poverty politics. -/- A pesar de la creciente popularidad de la teoría de reconocimiento de Axel Honneth tanto en filosofía como en las ciencias sociales, casi no hay literatura filosófica sobre la relación entre reconocimiento y pobreza desde esta perspectiva. En este artículo abordo tres cuestiones relacionadas con esta reflexión. Primero, examinaré si la teoría del reconocimiento puede contribuir a entender la pobreza y cómo puede hacerlo. En segundo lugar, me interesa establecer si la teoría del reconocimiento puede ayudar a entender qué está mal en relación con la pobreza y cómo puede hacerlo. En tercer lugar, la teoría del reconocimiento pretende trascender el ámbito teórico e investigativo y también incidir en las prácticas sociales y políticas. Entonces surge la pregunta sobre si es posible que ella contribuya a diseñar o implementar prácticas y políticas para la reducción de la pobreza y sobre cómo puede hacerlo. Al discutir estos tres asuntos trataré de mostrar que la teoría del reconocimiento puede efectivamente ser una valiosa e importante contribución a la investigación y a las políticas sobre la pobreza. From which evaluative base should we develop public policies designed to promote wellbeing among different cultural groups in different circumstances? This article attempts to advance an objective, universal theory of cultural evaluation grounded in a eudaemonistic account of human wellbeing. This article focuses on the current trends and initiatives in human capacity building in Africa. It takes as it starting point that human capacity development is essential for Africa to become an information and know-ledge society and therefore an equal partner in the global sharing of knowledge. Four knowledge areas are identified and discussed. These are education, research and development, brain drain and information and documentation drain. The paper concludes that there is a clear understanding in Africa that its future (...) lies with education and that most African leaders have a strong political will to invest in human capacity building on the continent. It is also clear that much has been done, particularly primary education. Africa will most defi-nitely benefit from this in the long run. Problem areas remain however. These are in the needed growth of research and development and how to address the brain and information drain phenomena. (shrink)

For years now, economists have stated that individuals search to maximize richness in order to maximize its utility, because "richer means happier". There is a need to recognize that good life, happiness, is a combination of both materials and relationships. "Relationships": this is matter of preoccupation, because today "the scarce good", are genuine relationships, trust, confidence, fraternity. The "other" as a person is, in itself, an absolute value not subject to transactions. A utilitarian society changes relationships for useful goods that despise the interaction with nature, with the community, with human rights, with the most vulnerable. The renowned economist Amartya Sen displays the multidimensional vision of human development but does not face the category of gift-reciprocity even though a deeper view could recognize that this category underlies in his humanist vision, perhaps without even having thought of this. One of the main tasks inside the wide debate on complete human development is to deepen the category of relationships, the relational paradigm. This thesis concerns the measurement of freedom, and its value. Specifically, I am concerned with three overarching questions. First, can we measure the extent of an individual’s freedom? It had better be that we can, otherwise much ordinary and intuitive talk that we would like to vindicate – say, about free persons being freer than slaves – will turn out to be false or meaningless. Second, in what ways is freedom valuable, and how is this value measured? It matters, for (...) example, whether freedom is valuable only insofar as it enables us to pursue specific ends we happen to value for independent reasons, or whether it is also valuable in itself. In the latter case, but not the former, more freedom will always be better. Likewise, it’s important to get clarity on what ends, exactly, freedom is especially instrumentally valuable in promoting, since this goes to how much we should care about it. And finally, the liberal political tradition asserts that there is a special sphere of personal choices within which individuals should be free to do as they please, for reasons over and above the value of freedom itself. Now, can we measure the extent to which states and individuals respect individual liberties, and can we weigh the importance of respecting liberty against competing values like social welfare? To answer these questions, I follow the axiomatic tradition of social choice theory, and I develop several novel measures of freedom – including the first measure of freedom ever proposed that is sensitive to how modally robustly our options are available – a novel approach to measuring the diversity of an opportunity set, and I develop an account of the value of freedom according to which an important part of why freedom matters is that it enables us to improve our preferences through learning, and I construct ways of measuring the value of freedom along this dimension of value. Finally, in later chapters, I provide a representation result for a measure of illiberalism, i.e. of the degree to which states fail to respect the rights of their citizens, and I extend this result to provide a characterization of moral theories that express concern for respecting the rights of others. The final chapter closes by discussing how this concern may be weighed against concerns for social welfare. (shrink)

Este articulo tiene como objetivo defender la necesidad de incluir la dimensión de la agencia política en un criterio de legitimidad democrático, especialmente si este es un criterio deliberativista. Para lograr tal objetivo se desarrolla un argumento intuitivo en el cual se muestra que si la agencia política no es considerada como relevante para la legitimidad democrática, podrían aceptarse como legítimos esquemas de decisión política que no requieran ningún grado significativo de participación política. Una vez demostrada esta necesidad, se muestra (...) que aunque el Enfoque de las Capacidades de Amartya Sen ha intentado mostrar la conexión intrínseca entre la dimensión de agencia y la democracia, su definición de la primera debe modificarse a fin de incorporar la agencia de los otros individuos de la sociedad como límite a los objetivos políticos. In this article, I defend the need to add the political agency dimension to the democratic legitimacy criterion, especially when it is a deliberativist criterion. In doing so, I develop an intuitive argument to show that if political agency is not deemed as relevant for the democratic legitimacy, some political schemes that do not require a significant degree of political participation will be accepted as legitimate at the end. Having shown this, I argue that although the Senian Capability Approach has tried to show the intrinsic connection between the political agency dimension and democracy, it lacks a precise definition of political agency, which should include the others' individual agency as a limit to the political objectives. In this paper, I employ the pioneering works of Nussbaum, Sen, Saito, and Walker, in conjunction with the U.S. tradition of academic freedom, to outline a capability-centered vision of undergraduate education. Pace Nussbaum and Walker, I propose a short list of learning capabilities to which every undergraduate student should be entitled. This working definition of undergraduate education offers a starting point for discussion and experimentation. I employ it here to engage the current controversy in U.S. colleges and universities over the (...) nature, value, and legitimacy of undergraduate students’ academic freedoms. In contrast to the anti-indoctrination emphasis of David Horowitz’s Academic Bill of Rights, I argue that students’ academic freedoms can be more effectively secured through the articulation of “essential freedoms for liberal learning” whose principal focus is not the behavior or political affiliations of teachers but the intellectual needs and circumstances of students. Amartya Sen’s capability approach creates an evaluative space within which individual well-being is considered in ways that diverge from dominant utilitarian views. Instead of measuring well-being based on the accumulation of wealth and resources by individuals and nations, the capability approach focuses on the opportunities an individual has to choose and pursue a life they have reason to value. The capability space is introduced with an explanation of Sen’s evaluative framework. It is claimed that conceptions of well-being are inextricably linked (...) to our values and views of what constitutes justice, the ‘good life’ and notions of human flourishing. The paper invites philosophical reflection on how the capability approach can inform the development of a research paradigm that furthers our understandings of individual well-being and human flourishing. A specific focus is given to what more can be done to assist children and young people in making the best of their situation in negotiating a valued life for themselves in which they can flourish. The value for human wellbeing and social development of information and its associated tools and technologies is no longer controversial. While still less well-endowed than other regions, Africa has growing numbers of print and electronic journals, funding programmes, and researcher and practitioner networks concerned with the generation and use of information in multiple domains. Most of this activity focuses on information as a knowledge resource, providing the factual basis for policy and intervention. By contrast more creative applications of information – (...) as the basis for new ideas whether or not they turn out to be factual – has been almost entirely ignored. Being able to generate and develop new ideas is, however, an equally important and arguably a prior capability, but until recently one that has been little understood. Recent advances in cogni-tive science and creativity research are changing this, however, and it is now possible to see how a rich research agenda can be developed concerned with the role of information and information and communication technology as creative resources. This dissertation attempts to preserve the central tenets of a global moral theory called “the capabilities approach” as defended by Martha Nussbaum, but to do so in a way that better realizes its own goals of identifying gender injustices and gaining cross-cultural support by providing an alternative defense of it. Capabilities assess an individual’s well-being based on what she is able to do (actions) and who she is able to be (states of existence). Nussbaum grounds her theory in the intuitive (...) idea that each and every person is worthy of equal respect and dignity. The problem with grounding a theory in a version of intuitionism is that it runs the risk of authoritarian moral reasoning. I argue Nussbaum, in fact, is the final arbiter who decides which intuitions are mistaken, which are not, and how to interpret what people say to fit into her own framework. This method of justifying capabilities is most problematic in cases of social inequality whereby dominant group members do not feel they need to check their intuitions against non-dominant group members, and even if they did, they are not forced to take the non-dominant group’s intuitions seriously. I find capabilities as a global moral theory to be very promising, and I agree with Nussbaum that a list of capabilities is beneficial for identifying people who are not able to live a truly dignified human life. However, I am also sympathetic to the criticism of defending capabilities using a version of intuitionism. So, I offer an alternative method of justifying the capabilities rooted in the discourse ethics tradition. This method seeks all persons that are affected by the outcome to freely and equally share their opinion. This avoids the charge of authoritarian moral reasoning, because (1) it seeks perspectives other than simply one’s own, but unlike traditional ethics, it (2) pays special attention to the ways in which power relations shape dialogue. Ultimately, I hope to have preserved the central tenets of the capabilities approach while better realizing Nussbaum’s commitment to defending a theory that is gender sensitive and has gained cross-cultural support. This paper focuses on examining the right to development. More specifically, the paper examines two questions relating to the right to development. The first focuses on the issue of justification: can the right to development that appears in the UN Declaration on the Right to Development be provided an adequate philosophical justification? The second question focuses on the function of the right to development: If the right to development simply ‘repackages’ duties correlative to other existing human rights – as it (...) may be argued to be the case with the right enshrined in the Declaration on the Right to Development – does it serve any meaningful function? In answering the first question, the paper argues that the right to development enshrined in the Declaration on the Right to Development is essentially a derivative right, and ultimately its philosophical justification is dependent on whether or not the legal human rights the realisation of which it seeks to enable can be provided an adequate philosophica.. Even as the conventional energy system is fundamentally challenged by the “energy-environment crisis,” its adherents have presented the prospect of “abundant” and purportedly “green” nuclear power as part of a strategy to address the crisis. Surveying the development of nuclear power in India, this article finds that it is predisposed to centralization and secrecy, that nuclear power as energy policy is based on a presumption that overabundance is imperative for viable forms of social and economic development; its institutionalization has tended (...) to reduce deliberations on energy policy and human well-being to narrowly technocratic terms. Given these proclivities, nuclear power, as evaluated in this article, is considered unlikely to facilitate a viable response to the energy-environment crisis. Alternatives are thus surveyed here to include the sustainable energy utility and the capability approach as well as synergies between them, to challenge the offer of nuclear power as a response to the energy-environment crisis. In 2010, the Dutch Scientific Council for Governmental Policy called for an explicit and adequate intervention ethics for policy on international development cooperation. Yet, as appears from a careful reading of their report, the council’s own overall commitment to a modernist worldview hinders the fruitful development of such an intervention ethics. There is, however, a strand in their thinking that draws attention to the importance of practical knowledge. We argue specifically that an intervention ethics for development cooperation in agriculture should (...) start from this practical knowledge, which points to the inherent normativity of agricultural development cooperation. That is, agricultural development cooperation is a normative practice of which the inherent normativity consists in facilitating other practices in the agricultural domain. As such, agricultural development cooperation should respect the normativity inherent in those other practices. (shrink)

Gender greatly impacts access to opportunities, potential, and success in corporate leadership roles. We begin with a general presentation of why such discussion is necessary for basic considerations of justice and fairness in gender equality and how the issues we raise must impact any ethical perspective on gender in the corporate workplace. We continue with a breakdown of the central categories affecting the success of women in corporate leadership roles. The first of these includes gender-influenced behavioral factors, such as the (...) requirements and expectations of gendered verbal and nonverbal communication styles as well as appearance. We move on to address the impact of family on corporate leadership opportunities and success, discussing the asymmetrical evaluation of an individual’s potential, authority, and competence based on gender stereotypes of familial obligations and expectations. Finally, we address how gender impacts access to networking and sponsorship opportunities and the long-term effects of systematic limitations on women’s inclusion in the upper echelons of corporate leadership. We conclude with a summary of the questions and issues raised by our discussion and direct individuals to consider how different ethical systems and moral requirements might influence their interpretations of gender and leadership in the corporate workplace. Standard agent and action-based approaches in computer ethics tend to have difficulty dealing with complex systems-level issues such as the digital divide and globalisation. This paper argues for a value-based agenda to complement traditional approaches in computer ethics, and that one value-based approach well-suited to technological domains can be found in capability theory. Capability approaches have recently become influential in a number of fields with an ethical or policy dimension, but have not so far been applied in computer ethics. The (...) paper introduces two major versions of the theory – those advanced by Amartya Sen and Martha Nussbaum – and argues that they offer potentially valuable conceptual tools for computer ethics. By developing a theory of value based on core human functionings and the capabilities (powers, freedoms) required to realise them, capability theory is shown to have a number of potential benefits that complement standard ethical theory, opening up new approaches to analysis and providing a framework that incorporates a justice as well as an ethics dimension. The underlying functionalism of capability theory is seen to be particularly appropriate to technology ethics, enabling the integration of normative and descriptive analysis of technology in terms of human needs and values. The paper concludes by considering some criticisms of the theory and directions for further development. (shrink)

What people are realistically able to do and be in their lives, their capabilities, are of central moral importance according to the capability approach of Amartya Sen and Martha Nussbaum. Examples are the capabilities to be healthy or to be part of a community. The CA has become an influential normative framework for reflecting on justice, equality, well-being and development. In the past decades it has been successfully applied to areas such as education and health care. Only quite recently have (...) scholars started to use the CA to reflect on technology, for example on the contribution of ICT to development in the Global South. Much of this work is empirical. This dissertation contributes to the theoretical foundations for future empirical and ethical work by providing a philosophical exploration of how the CA can be brought to bear on technology. It discusses the applicability and added value of the CA for the design of technical artifacts, for the evaluation of technological development projects, and for the assessment of technology from the perspective of the good life. One main question addressed in this dissertation is which technology theories and design approaches could fruitfully supplement the CA, in order to ‘operationalize’ it in this new area. For this purpose participatory design, value sensitive design, the use plan account of technical artifacts, inclusive/universal design, actor-network theory, appropriate technology, pluralist theories of technology and the system/network view of technology are discussed. Another guiding question is what the exact nature is of human capabilities as discussed in the CA, and technology in the sense of technical artifacts, and how we can then conceptualize the relation between them. It is argued that we need to regularly move back and forth between ‘zooming in’ and ‘zooming out’. The former allows us to see the details of design of technical artifacts, the latter how exactly technical artifacts are embedded in broader socio-technical networks. Both, it is claimed, are crucial for the expansion of human capabilities. (shrink)

What is new about poverty? A question that anyone can answer and mostly can validate it through life experiences. Poverty is a concern for everyone, so it is hoped that everyone will work to interfere. However, with the number of research on poverty in a global context, it is practically difficult to track how each country addresses global poverty on its own. Hence, poverty is broad as its concept is concerned. Poverty is a difficult concept to describe, especially because it (...) is a complicated and contentious social reality. Despite the challenges in obtaining a consensus description of poverty, the understanding for such concept is a significant endeavor, not just theoretically or empirically, but also practically, because this definition may be used in the future to orient public policies aimed at combating poverty or improving the living conditions of the impoverished. In most cases, poverty is associated to lack of income and to address as such is just a matter of wealth distribution. Which happens in the Philippines through a poverty reduction program the Pantawid Pamilyang Pilipino Program that aims to end poverty and yet, poverty remains a main concern and continue to persist. Thus, the aim of this paper is to scrutinize the Pantawid Pamilyang Pilipino Program (4Ps) implemented by the government as human development measure to end the vicious cycle of poverty. It aims to look at the purpose if the 4Ps is really gird towards human development or it lacks the principle of a fully human development measure in addressing poverty. This critical analysis is brought for the reason that researches are limited only as to the effects of 4Ps to its beneficiaries if the 4Ps is helpful or not. However, the paper wants to dig deeper as the goal of the 4Ps is concerned. Also, to contribute in the strengthening of the human development program of the government in the lenses of philosophical undertaking. In doing so, it applies the capability approach of Amartya Sen in the analysis of the 4Ps. As this paper argued that the capability approach of Sen gives us a holistic perspective of poverty in which Sen envisions a fully human development for the poor. (shrink)
