Abstract“Scaling-up” is the next hurdle facing the local food movement. In order to effect broader systemic impacts, local food systems (LFS) will have to grow, and engage either more or larger consumers and producers. Encouraging the involvement of mid-sized farms looks to be an elegant solution, by broadening the accessibility of local food while providing alternative revenue streams for troubled family farms. Logistical, structural and regulatory barriers to increased scale in LFS are well known. Less is understood about the way (...) in which scale developments affect the perception and legitimacy of LFS. This value-added opportunity begs the question: Is the value that adheres to local food scalable? Many familiar with local food discourse might suggest that important pieces of added value within LFS are generated by the reconnection of producer and consumer, the direct exchange through which this occurs, and the shared goals and values that provide the basis for reconnection. However, these assertions are based on tenuous assumptions about how interactions within the direct exchange produce value, and how LFS are governed. Examination shows that existing assumptions do not properly acknowledge the hybridity, diversity, and flexibility inherent in LFS. A clear analysis of the potential of scale in LFS will depend on understanding both how value is determined within LFS, and the processes through which these systems are governed. Such an analysis shows that, while scaled-up LFS will be challenged to maintain legitimacy and an identity as “alternative”, the establishment of an open governance process—based on a “negotiation of accommodations”—is likely to enhance their viability. Concerns about the unsustainability of the conventional food system have brought attention to so called alternative food networks, which are widely thought to be more sustainable. However, claims made about AFNs’ sustainability have been subject to a range of criticisms. Some of them present counterevidence, while others have pointed to problematic underlying features in the academic literature and popular discourse that may hamper our understanding of AFNs’ sustainability. Considering these criticisms, together with the fact that the literature often addresses a (...) specific type of AFN or a specific sustainability-related issue, it is hard to form a clear overall picture of the sustainability promise of AFNs. In this article, we seek to contribute to a clearer understanding of this promise through a structured review, focusing on links between AFN characteristics and sustainability. Through an analysis of AFN conceptualizations reflected in the literature, we identify and consolidate their key characteristics. We then synthesize claims of how these characteristics may translate into sustainability, finding a wide range of potential direct and indirect impacts. Examining these from different angles, we find that the sustainability promise of AFNs found in these claims is qualified by the presence of potentially unaddressed issues, by criticisms regarding for example the evidence base of the assumed impacts and their power in addressing sustainability, and by considerations of how these impacts might play out in actual, real-life food networks. Indirect impacts of learning and participation may be highly significant for sustainability. We conclude with recommendations for research and practice. (shrink)

The 2006 outbreak of E. coli O157:H7, traced to bagged spinach from California, illustrates a number of contradictions. The solutions sought by many politicians and popular food analysts have been to create a centralized federal agency and a uniform set of production standards modeled after those of the animal industry. Such an approach would disproportionately harm smaller-scale producers, whose operations were not responsible for the epidemic, as well as reduce the agroecological diversity that is essential for maintaining healthy human beings (...) and ecosystems. Why should responses that only reinforce the problem be proffered? We use the framework of accumulation and legitimation to suggest corporate and government motives for concealing underlying problems and reinforcing powerful ideologies of individualism, scientism, and centralizing authority. Food safety (or the illusion of safety) is being positioned to secure capital rather than public welfare. We propose implementing the principle of subsidiarity as a more democratic and decentralized alternative. Because full implementation of this principle will be resisted by powerful interests, some promising intermediate steps include peer production or mass collaboration as currently applied to disease prevention and surveillance, as well as studying nascent movements resisting current food safety regulations. An outline of a theory ofvalues-based labeling as a social movementargues that it is motivated by the need tore-embed the agro-food economy in the largersocial economy. A review of some basic premisesof embeddedness theories derived from the workof Karl Polanyi reveals their connection toparticular values-based labeling efforts. Fromthis perspective, values-based labelingpresents itself as primarily an ethical andmoral effort to counter unsustainable trendswithin presently existing capitalism. Theselabels distinguish themselves from ordinarycommercial labels by a focus on processand on quality. Evaluating thetransformative potential (...) and progressive natureof values-based labeling poses a key challenge.One avenue for gauging this potential isconventions theory. This approach can beadapted to consider the decision makingprocesses that go on within values-basedlabeling groups, as well as consumer decisionmaking based on such labels, as instances ofwhat is termed a politics of ethical judgment.The conclusion emphasizes the need for moreresearch in this area and suggests how it couldbe furthered. The Agriculture, Food and Human Values Society and the journal _Agriculture and Human Values_ provided a crucial intellectual space for the early transdisciplinary critique of the industrial agrifood system. This paper describes that process and presents the concept of “The Doctors of Agrifood Studies” as a metaphor for the key role critical agrifood social scientists played in documenting the unsustainability of conventional agriculture and working to create an alternative, ethical, sustainable agrifood system. After the introduction, the paper details the “Critical (...) Turn” in agrifood studies, followed by a reconsideration of my “Four Questions” framework, focusing on the current tension between the food security and food sovereignty discourses and movements. This article examines the development of and contestation over the standards for certified fair trade, with particular attention to the U.S. context. It charts fair trade's rapid growth in the United States since the 1999 advent of formal certification, explores the controversies generated by the strategy of market mainstreaming in the sector, and focuses on five key issues that have generated particularly heated contention within the U.S. fair trade movement. It offers a theoretical framework based in the literatures on agrifood (...) systems, social movements, and public-choice economics, for understanding the corporate response to alternative markets such as fair trade. The article suggests a typology of responses by social movement actors to this increased corporate participation, and assesses the relevance of the U.S. case for the future prospects of fair trade, both in other national contexts and as an international movement. Knowledge is a presumed motivator for changed consumption practices in ethical eating discourse: the consumer learns more about where their food comes from and makes different consumption choices. Despite intuitive appeal, scholars are beginning to illuminate the limits of knowledge-focused praxis for ethical eating. In this paper, we draw from qualitative interviews and focus groups with Toronto mothers to explore the role of knowledge in conceptions of ethical foodwork. While the goal of educating children about their food has become central (...) to Canadian and American discourses of “good” mothering, we identify a paradoxical maternal expectation surrounding meat consumption: to raise informed child consumers who know where their food comes from, and to protect children from the harsh realities of animal slaughter. Rather than revealing the story behind the meat on a child’s plate, mothers seek to shield children from knowledge of meat production. Our analysis of the child consumer contributes to ethical eating scholarship and illuminates a larger paradox surrounding knowledge of meat in an industrialized food system. In the practice of feeding children, mothers confront the visceral discomforts of meat consumption; their reactions speak to discordant feelings involved with eating meat in a setting far-removed from the lives and deaths of animals. Ultimately, the paper illustrates the limits of consumer-focused strategies for food-system change that call on individual mothers to educate young consumers and protect childhood innocence, all while getting ethically-sourced meals on the table. In the early 2000s, the development of local food systems in advanced industrial countries has expanded beyond creation and support of farmers’ markets and community supported agriculture farms and projects to include targeted Buy Local Food campaigns. Non-governmental groups in many U.S. places and regions have launched such campaigns with the intent of motivating and directing consumers toward more local food purchasing in general. This article examines the current manifestations and possibilities for social justice concerns in Buy Local Food campaigns, (...) by considering them within the more general category of “selective patronage“ campaigns. Historical campaign examples, such as Buy Union, Buy American, and Buy Black campaigns, offer instructive comparisons to contemporary consumer campaigns promoting local food. Through examining the construction of threats, intended beneficiaries, products to be avoided, and those to be preferentially selected, the paper demonstrates how selective patronage campaigns have emphasized social justice needs and concerns for designated groups in ways that have been potentially exclusionary of other disadvantaged groups and thus undermining of social justice more broadly. As a contemporary instance of “selective patronage,“ Buy Local Food campaigns exhibit similar contradictory impulses, which are intensified by the conceptual and practical pitfalls in designating “local.“ The article concludes by considering how the challenges and prospects for commitments to social justice in local food consumer campaigns reinforce the importance of emerging initiatives centered on domestic fair trade. Although it is the most widely accepted form of organic guarantee, third party certification can be inaccessible for small-scale producers and promotes a highly market-oriented vision of organics. By contrast, participatory guarantee systems are based on principles of relationship-building, mutual learning, trust, context-specificity, local control, diversity, and collective action. This paper uses the case study of the Mexican Network of Local Organic Markets to explore how PGS can be used to support a more alternative vision of organics, grounded in the (...) notion of food sovereignty. It presents some of the key challenges and opportunities associated with the approach, and highlights its potential to serve as a locally-based institution for collective action, thereby offering some structural support to alternative agri-food initiatives. Since 2010, demand for non-GMO food products has grown dramatically. Two non-GMO labels dominate the market: USDA Organic and the Non-GMO Project Verified. However, the non-GMO status of Organic is not obvious from the label and many consumers are unaware of this. As sales of products carrying the Project’s non-GMO label have exploded, concern has increased among some Organic proponents that demand for non-GMO threatens the organic market. In response, both sides are seeking to build legitimacy and authority for their (...) label by emphasizing the value of their standards for determining a food product’s non-GMO status within a GMO contaminated agrifood system. Drawing on in-depth interviews with key informants with knowledge of non-GMO standards and labels, we examine the knowledge systems, discourses and actors that proponents of the Project and USDA Organic privilege in their effort to legitimize their standards. Here, the Project emphasizes its application of technoscientific norms, especially thresholds and testing, which they argue provide the best means for preventing GMO contamination and helping consumers find non-GMO ‘purity’. In contrast, proponents of Organic favor a process standard that excludes GMOs, arguing that non-GMO ‘purity’ is unrealistic in today’s agrifood system that is widely contaminated by GMOs and where mandatory testing would unnecessarily harm organic producers. We conclude that tensions between the two groups are unlikely to be easily reconciled since these two distinct marketing labels rely on different knowledge and verification claims to vie for consumers and increase market share. Third-party certification is an increasingly prevalent tactic which agrifood activists use to “help” consumers shop ethically, and also to reorganize commodity markets. While consumers embrace the chance to “vote with their dollar,” academics question the potential for labels to foster widespread political, economic, and agroecological change. Yet, despite widespread critique, a mounting body of work appears resigned to accept that certification may be the only option available to activist groups in the context of neoliberal socio-economic orders. At the extreme, Guthman (...) (Antipode 39(3): 457, 2007) posits that “at this political juncture… ‘there is no alternative.” This paper offers a different assessment of third-party certification, and points to interventions that are potentially more influential that are currently available to activist groups. Exploring the evolution of the Non-GMO Project—a novel certification for foods that are reasonably free of genetically engineered (GE) material—I make two arguments. First, I echo the literature’s critical perspective by illustrating how certification projects become vulnerable to industry capture. Reviewing its history and current context, I suggest that the Non-GMO Project would be better suited to helping companies avoid mounting public criticism than to substantially reorient agrifood production. Second, I explore the “politics of the possible” in the current political economy and argue that while neoliberalization and organizers’ places within the food system initially oriented the group towards the private sector, the choice to pursue certification arose directly from two industry partnerships. Consequently, current trends might favor market mechanisms, but certification is only one possible intervention that has emerged as a result of particular, and perhaps avoidable, circumstances. The article offers tentative delineation of alternatives ways that activists might intervene in agrifood and political economic systems given present constraints. (shrink)

The growing academic literature on ‘food sovereignty’ has elaborated a food producer-driven vision of an alternative, more ecological food system rooted in greater democratic control over food production and distribution. Given that the food sovereignty developed with and within producer associations, a rural setting and production-side concerns have overshadowed issues of distribution and urban consumption. Yet, ideal types such as direct marketing, time-intensive food preparation and the ‘family shared meal’ are hard to transcribe into the life realities in many non-rural, (...) non-farming households, and it is unclear, in turn, how such realities can fit into models of food sovereignty. A particular practical and research gap exists in how to engage the overwhelming need for food options served under time constraints and (often) outside of the home or a full-service restaurant. The over-generalized vilification of ‘fast food’ should be replaced by a framework that allows us to distinguish between unhealthy, corporate fast foods and both traditional and emerging alternatives that can serve to extend the tenets of food sovereignty further into food processing, distribution and consumption. This article analyzes existing conceptualizations of fast food, explores fast food historically, and studies how food sovereignty can operationalize its tenets and priorities in situations where fast food is an unquestionable necessity. In this article, we suggest that attending to the roles of heritage and territory could help reshape local food systems in the US: first, by incorporating more producer voices and visions into the conversation; and second, by considering more deeply the characteristics of the places where food is produced. Using the Wisconsin artisanal cheese network as a case study, we have traced how artisanal producers frame their collective heritage and links to their territory. They describe a heritage that includes a (...) cultivation of embedded, “situated” agricultural knowledge(s) and a commitment to specific quality practices as well as a connection to terroir—the specific ecologies and social contexts of their farm or region. We argue that their articulation of this heritage and terroir is both an emergent, ongoing process of adapting to changing market, cultural, and geographic conditions and an effort to recover valued traditions and practices and (re)connect to specific places. Farm-to-school (FTS) programs have garnered the attentions and energies of people in a diverse array of social locations in the food system and are serving as a sort of touchstone for many in the alternative agrifood movement. Yet, unlike other alternative agrifood initiatives, FTS programs intersect directly with the long-established institution of the welfare state, including its vestiges of New Deal farm programs and public entitlement. This paper explores how FTS is navigating the liminal terrain of public and private initiative, (...) particularly the ways in which it interfaces with neoliberalism as both a material and discursive project. It examines the political emergence of school food programs and finds that FTS is strikingly similar to traditional school programs in objectives, but differs in approach. Yet, in their efforts to fill in the gaps created by political and economic neoliberalization, FTS advocates are in essence producing neoliberal forms and practices afresh. These include those associated with contingent labor relationships, private funding sources, and the devolution of responsibility to the local, all of which have serious consequences for social equity. The paper also discusses how FTS programs are employing the rhetoric of neoliberal governmentality, including personal responsibility and individual success, consumerism, and choice. While these may be tactical choices used to secure funding in a competitive environment, they may also contribute to the normalization of neoliberalism, further circumscribing the possibilities of what can be imagined and created to solve social problems. A central debate of Agroecology is the incorporation of socioeconomic and political-cultural criteria in the evaluation of agri-food sustainability. However, the way to define and evaluate these criteria remains an unexplored terrain. In this paper, we aim to systematise how these dimensions are being defined and evaluated through the analysis of 8 initiatives of Participatory Guarantee Systems (PGS) considered to be part of the agroecological movement in Spain. This analysis identifies those criteria that are commonplace, widely recognised and evaluated by (...) the PGS sample. An in-depth, qualitative analysis of the difficulties that PGS are encountering in defining and evaluating these criteria provides an insight into the complexity of the task. The analysis reveals the hurdles to overcome to better define Agroecology at a supralocal level in order to promote its scaling up and out. (shrink)

Much research about organic foods standards and certification in the United States employs a critical political economic perspective to interrogate links between certification politics and the “conventionalization” of organic agriculture. While helpful, this literature tends towards a dualistic framework, which emphasizes conflicts between movement-oriented and agribusiness wings of the organic community but obscures deliberative processes that sustain the organic market as an alternative economic space. This article develops a different approach by taking up E. Melanie DuPuis and Sean Gillon’s invitation (...) to “begin a conversation about the everyday forms of civic engagement” involved in the governance of the organic foods market and other alternative economies (DuPuis and Gillon in Agric Hum Values 26:43, 2009). I merge DuPuis and Gillon’s analysis of civic “modes of governance” in the organic sector with a theory of deliberative discourse developed by the cultural sociologist Jeffrey Alexander. I then apply this approach to examine a 2017 dispute about whether hydroponic growing operations were eligible for certification under the National Organic Program rules. The data indicate that (1) several features of this dispute did not follow the lines of movement/agribusiness conflict emphasized by political economic research and (2) both supporters and opponents of hydroponic certification drew from a common discursive repertoire to advocate for their preferred outcomes. I argue that while this common repertoire does not prevent conflict over the organic standards, it does sustain the importance of civic—as opposed to purely economic or technical—considerations in the sector’s governance. Up to now, several scientific works have noted that the organic sector resembles more and more conventional farming’s structures, what is widely known as the “conventionalization” thesis. This phenomenon constitutes an area of conflict between organic farming’s original vision and its current reality and raises ethical and social questions concerning the structure of agricultural systems of production and their interactions with the socio-economic and natural environment. The main issue of this dialogue is the concept of sustainable agriculture, which for scientists (...) and policymakers is a means to express their vision of a better agriculture. In this article we focus on agricultural sustainability in the context of capitalist production as conducted by the two subsystems of agro-industrial system. As we have proposed in this article, the relationship between organic agriculture, defined by two essential components (prevention and direct marketing), and the agro-industrial complex, defined by two subsystems, indicates the degree of agricultural sustainability. The investigation of this relationship can be extremely useful as it may lead those involved in the discussion of sustainability to identify the key aspects of sustainable agriculture. In order to investigate the interaction of organic farming with the agro-industrial complex, a survey was conducted in Central Macedonia, Northern Greece, involving local organic farms. The results of our study indicate that a large proportion of organic producers did not differ substantially from their counterparts in conventional agriculture in so far as their relationship with the agro-industrial complex is concerned. Finally, this research highlights two scenarios for the evolution of organic farming. The first is the full absorption of organic farming to the existing economic system and the second one is the development of organic farming in a radically opposite direction to conventional farming. Ethical consumer discourse is organized around the idea that shopping, and particularly food shopping, is a way to create progressive social change. A key component of this discourse is the “citizen-consumer” hybrid, found in both activist and academic writing on ethical consumption. The hybrid concept implies a social practice – “voting with your dollar” – that can satisfy competing ideologies of consumerism (an idea rooted in individual self-interest) and citizenship (an ideal rooted in collective responsibility to a social and ecological (...) commons). While a hopeful sign, this hybrid concept needs to be theoretically unpacked, and empirically explored. This article has two purposes. First, it is a theory-building project that unpacks the citizen-consumer concept, and investigates underlying ideological tensions and contradictions. The second purpose of the paper is to relate theory to an empirical case-study of the citizen-consumer in practice. Using the case-study of Whole Foods Market (WFM), a corporation frequently touted as an ethical market actor, I ask: (1) how does WFM frame the citizen-consumer hybrid, and (2) what ideological tensions between consumer and citizen ideals are present in the framing? Are both ideals coexisting and balanced in the citizen-consumer hybrid, or is this construct used to disguise underlying ideological inconsistencies? Rather than meeting the requirements of consumerism and citizenship equally, the case of WFM suggests that the citizen-consumer hybrid provides superficial attention to citizenship goals in order to serve three consumerist interests better: consumer choice, status distinction, and ecological cornucopianism. I argue that a true “citizen-consumer” hybrid is not only difficult to achieve, but may be internally inconsistent in a growth-oriented corporate setting. (shrink)

The defetishization thesis claims alternative markets can lead to a more honest, less mystified relationship with food production and, in turn, strengthen civil society. Drawing from Marxian political economic and environmental sociological theory, I make three general claims: capitalism is inherently ecologically and socially harmful; “ethical” commodities derived from alternative markets cannot fundamentally counteract the pervasiveness and scale of ; and, because of and, ethical consumerism does not defetishize the commodity form, but acts as a new layer of commodity fetishism (...) that masks the harms of capitalism by convincing society that the harms of capitalism can be rehabilitated with the commodity form itself. Prescriptively, I argue traditional, large-scale political tactics would be needed for “defetishization” to take place. (shrink)

This paper examines sustainable agriculture’s steady rise as a legitimate farm management system. In doing this, it offers an account of social change that centers on trust and its intersection with networks of knowledge. The argument to follow is informed by the works of Foucault and Latour but moves beyond this literature in important ways. Guided by and building upon earlier conceptual framework first forwarded by Carolan and Bell (2003, Environmental Values 12: 225–245), sustainable agriculture is examined through the lens (...) of a “phenomenological challenge.” In doing this, analytic emphasis centers on the interpretative resources of everyday life and the artful act of practice – in other words, on “the local.” Research data involving Iowa farmers and agriculture professionals are examined to understand how social relations of trust and knowledge are contested and shaped within and between agricultural social networks and organizational configurations. All of this is meant to further our understanding of what “sustainable agriculture” is and is not, who it is, and how these boundaries change over time. (shrink)

Much of the attention by social scientists to the rapidly growing organic agriculture sector focuses on the benefits it provides to consumers (in the form of pesticide-free foods) and to farmers (in the form of price premiums). By contrast, there has been little discussion or research about the implications of the boom in organic agriculture for farmworkers on organic farms. In this paper, we ask the question: From the perspective of organic farmers, does “certified organic” agriculture encompass a commitment to (...) “sustainability” that prioritizes social goals? Specifically, we aim to broaden our understanding of the relationship between social sustainability and organic agriculture by drawing attention to issues affecting farmworkers, whose labor and contribution tends to elude most discussions of organic agriculture. We present findings from a survey of organic farmers in California about the possible incorporation of social standards into organic certification criteria. Our findings suggest that, at best, lukewarm support for social certification within organic agriculture exists among certified organic farmers in California. They also question expectations that organic agriculture necessarily fosters social or even economic sustainability for most of the farmers and farmworkers involved. However, we also find exceptions to the patterns evidenced in our survey. In-depth interviews with select organic farmers demonstrate that there are individuals whose practices are atypical and demonstrate that, under some circumstances, an organic production system can be at once environmentally, economically, and socially sustainable. This introduction situates key themesfound in papers given at a recent workshop on thechanging material practices, meanings, and regulationof US organic food production. The context is theemergence of an international bio-politics ofagriculture and food and, more particularly in the US,the contradictions of sustainable agriculturemovements catalyzed by the rapid scaling up of organicagriculture from a niche activity to nascentindustry.

Slow Food is an Italy-based international organization that aims to save the varieties, breeds, and foods threatened by the standardization and homogenization of agriculture resulting from the widespread use of conventional practices. Through an analysis of one of Slow Food’s projects, a Basque Presidium, this paper examines the effects of Slow Food’s efforts on the products, producers, and agrobiodiversity it is trying to save. Drawing upon Igor Kopytoff’s descriptions of commoditization as process, this paper argues that the products and the (...) values they embody, which Slow Food has identified for their singularity, are commoditized through a variety of mechanisms. This paper then argues that commoditization makes the endeavors of Slow Food resemble the conventional agricultural system it is trying to oppose, as well as undermining the very agrobiodiversity the organization seeks to protect. These effects create a disconnect between the organization’s goals and its actions on-the-ground, indicating that Slow Food is not as alternative as it claims to be. This paper ends by examining Slow Food’s role within the overall agricultural system, and suggests that the organization’s producers are important guardians of the global agrobiodiversity which conventional production erodes. Over the past two decades the growth of the organic sector has been accompanied by a shift away from first party, or peer review, systems of certification and towards third party certification, in which a disinterested party is responsible for the development of organic standards and the verification of producer compliance. This paper explores some of the limitations of the third party certification model and presents the case of Mexico as an example of how an alternative form of participatory certification (...) has emerged. The paper suggests that participatory guarantee systems (PGS) are reflective of the growing “beyond organic” movement, which focuses on reconstructing the local and re-embedding food systems into their socio-ecological contexts. It argues that PGS offers a number of benefits for producers and consumers, particularly in the South, but that it faces a number of challenges as well, such as a lack of formal recognition, social conflicts and dependence on donated resources. In Norway, the production andconsumption of organic food is still small-scale. Research on attitudes towards organic farming in Norway has shown that most consumers find conventionally produced food to be “good enough.” The level of industrialization of agriculture and the existence of food scandals in a country will affect consumer demand for organically produced foods. Norway is an interesting case because of its small-scale agriculture, few problems with food-borne diseases, and low market share for organic food. Similarities between groups of (...) consumers and producers of food, organic and conventional, when it comes to attitudes concerning environment, use of gene technology, and animal welfare have implications for understanding market conditions for organically produced food. The results of our study indicate that organic farmers and organic consumers in Norway have common attitudes towards environmental questions and animal welfare in Norwegian agriculture. Conventional farmers have a higher degree of agreement with the way agriculture is carried out today. Unlike organic farmers and consumers, conventional farmers do not see major environmental problems and problems with animal welfare in today's farming system. But like the organic farmers and consumers, and to a stronger degree than conventional consumers, conventional farmers renounce gene technology as a solution to environmental problems in agriculture. There are two competing approaches to sustainability in agriculture. One stresses a strict economic approach in which market forces should guide the activities of agricultural producers. The other advocates the need to balance economic with environmental and social objectives, even to the point of reducing profitability. The writings of the eighteenth century moral philosopher Adam Smith could bridge the debate. Smith certainly promoted profit-seeking, private property, and free market exchange consistent with the strict economic perspective. However, his writings are also (...) consistent with many aspects of sustainable agriculture. For example, Smith argued that people ought to exercise restraint in their pursuit of self-interest, and he believed in balancing economic with environmental and social considerations. If both sides of the debate more fully regard the work of Adam Smith, then proponents of the strict economic perspective might be more appreciative of the concerns raised within the sustainable agriculture community, while advocates of sustainability might be more effective in achieving the objective of a sustainable agriculture. This paper examines the increasingly popular chisan-chisho movement that has promoted the localization of food consumption in Japan since the late-1990s. Chisan-chisho emerged in the context of a perceived crisis in the Japanese food system, particularly the long-term decline of agriculture and rural community and more recent episodes of food scandals. Although initially started as a grassroots movement, many chisan-chisho initiatives are now organized by governments and farmers’ cooperatives. Acknowledging that the chisan-chisho movement has added some important resources and a (...) conceptual framework, we nonetheless point out that chisan-chisho has been refashioned as a producer movement by government as well as the Japan Agricultural Cooperative, capitalizing on local food’s marketing appeal. Chisan-chisho to date has not been able to become a full-fledged citizen-based political mobilization nor address the issue of marginality in the food system. (shrink)

Chefs have been recognized as potentially important partners in efforts to promote local food systems. Drawing on the diffusion of innovation framework we (a) examine the characteristics of chefs and restaurants that have adopted local foods; (b) identified local food attributes valued by restaurants; (c) examine how restaurants function as opinion leaders promoting local foods; (d) explored network linkages between culinary and production organizations; and (e) finally, we consider some of the barriers to more widespread adoption of local foods in (...) the culinary community. Analyzing quantitative and qualitative data collected from interviews with individuals from 71 restaurants, we compare and contrast restaurants that utilize relatively large amounts of locally-produced ingredients with restaurants using few, if any, local products. Results reveal that chefs are most interested in intrinsic food qualities, such as taste and freshness, and less interested in production standards. As opinion leaders, chefs utilize signage, wait staff, and cooking classes to promote local foods; however, the diffusion process across restaurants, and between restaurants and producers, is limited by network associations. Structural barriers such as distribution problems and lack of convenience were identified as limiting more widespread use of locally-grown foods. We offer several implications of this research for further work that seeks to engage chefs as opinion leaders who are important to building greater support for local food systems. (shrink)

Organic food standardization is an increasingly important strategy for dealing with consumer concerns about the environment, animal welfare, health, and the economic structure of food production. But the ways in which this consumer-oriented strategy is introduced, organized, and debated vary considerably across countries. In Sweden, a nongovernmental organization [KRAV (Association for Control of Organic Production)] – consisting of social movement organizations, associations for conventional and organic farmers, and the food industry – has been quite successful in promoting organic food labeling (...) as an eco-label. KRAV has developed a complementary position vis-à-vis the state and EU regulatory framework. In the US, the federal government controls standardization. The government frames the label as a “marketing label,” thus rejecting the idea that organic food production would have any significant advantages for the environment or, indirectly, for human health. This framing is separate from the ones created by organic constituencies, leading to deeper controversies than in Sweden. The purpose of this paper is to examine why standardization has followed different patterns in the two settings. We analyze context factors (i.e., political culture, pre-regulatory arrangements, and organizational structures) and process factors (i.e., framing and organizing). What are the benefits of a state-centric versus a nonstate-driven approach regarding powerful standardization? The paper shows that both settings provide not only “threats of regulatory occupation” from actors not committed to organic principles but also avenues for substantial standardization in the future, albeit through different channels. Resurgent interest incommodities is linked to recent attempts toovercome the constraints posed by the binariesof economy/culture and production/consumption.Commodities and commodification represent acontentious convergence of economic, social,cultural, political, and moral concerns. Thisessay develops a conceptual framework forunderstanding this interconnectedness byexamining the relationship between commoditiesand our discourse, practices, and assumptionsabout food. We argue that the movement of afood artifact between local/global andglobal/local contexts is mediated by dynamicsof power and resistance that represent contestsof meaning regarding the criteria of that artifact's exchangeability. We apply (...) thisframework to the case of the tortilla, tracingits social life through an historical accountof its transformation from the staple food ofthe Mayan and Aztec people to its introductionas a fast food component of the diets of21st century Americans. This exampledemonstrates that food provides a powerful lensthrough which to trace and illustrate theinterconnectedness between material andsymbolic exchanges around the world that arecommonly associated with globalization.
