Traditionally, perceptual experiences—for example, the experience of seeing a cat—were thought to have two quite distinct components. When one sees a cat, one’s experience is “about” the cat: this is the representational or intentional component of the experience. One’s experience also has phenomenal character: this is the sensational component of the experience. Although the intentional and sensational components at least typically go together, in principle they might come apart: the intentional component could be present without the sensational component or vice (...) versa. Introduction: representationalismMost theorists of cognition endorse some version of representationalism, which I will understand as the view that the human mind is an information-using system, and that human cognitive capacities are representational capacities. Of course, notions such as ‘representation’ and ‘information-using’ are terms of art that require explication. As a first pass, representations are “mediating states of an intelligent system that carry information” (Markman and Dietrich 2001, p. 471). They have two important features: (1) they are physically realized, and so (...) have causal powers; (2) they are intentional, in other words, they have meaning or representational content. Sense-perception—the awareness or apprehension of things by sight, hearing, touch, smell and taste—has long been a preoccupation of philosophers. One pervasive and traditional problem, sometimes called “the problem of perception”, is created by the phenomena of perceptual illusion and hallucination: if these kinds of error are possible, how can perception be what it intuitively seems to be, a direct and immediate access to reality? This paper sets out a view about the explanatory role of representational content and advocates one approach to naturalising content – to giving a naturalistic account of what makes an entity a representation and in virtue of what it has the content it does. It argues for pluralism about the metaphysics of content and suggests that a good strategy is to ask the content question with respect to a variety of predictively successful information processing models in experimental psychology and cognitive (...) neuroscience; and hence that data from psychology and cognitive neuroscience should play a greater role in theorising about the nature of content. A traditional view of perception and action makestwo assumptions: that the causal flow betweenperception and action is primarily linear or one-way,and that they are merely instrumentally related toeach other, so that each is a means to the other.Either or both of these assumptions can be rejected. Behaviorism rejects the instrumental but not theone-way aspect of the traditional view, thus leavingitself open to charges of verificationism. Ecologicalviews reject the one-way aspect but not theinstrumental aspect of the traditional view, so thatperception and (...) action are seen as instrumentallyinterdependent. It is argued here that a betteralternative is to reject both assumptions, resultingin a two-level interdependence view in whichperception and action co-depend on dynamicallycircular subpersonal relations and as a result may bemore than merely instrumentally interdependent. The ‘received view’ about computation is that all computations must involve representational content. Egan and Piccinini argue against the received view. In this paper, I focus on Egan’s arguments, claiming that they fall short of establishing that computations do not involve representational content. I provide positive arguments explaining why computation has to involve representational content, and how that representational content may be of any type. I also argue that there is no need for computational psychology to be individualistic. This paper addresses a problem about epistemic warrant. The problem is posed by philosophical arguments for externalism about the contents of thoughts, and similarly by philosophical arguments for architecturalism about thinking, when these arguments are put together with a thesis of first person authority. In each case, first personal knowledge about our thoughts plus the kind of knowledge that is provided by a philosophical argument seem, together, to open an unacceptably ‘non-empirical’ route to knowledge of empirical facts. Furthermore, this unwelcome (...) prospect of transferring a ‘non-empirical’ warrant from premises about our own mental states and about philosophical theory to a conclusion about external environment or internal architecture seems to depend upon little more than the possibility of knowledge by inference. The view that the brain is a sort of computer has functioned as a theoretical guideline both in cognitive science and, more recently, in neuroscience. But since we can view every physical system as a computer, it has been less than clear what this view amounts to. By considering in some detail a seminal study in computational neuroscience, I first suggest that neuroscientists invoke the computational outlook to explain regularities that are formulated in terms of the information content of electrical (...) signals. I then indicate why computational theories have explanatory force with respect to these regularities:in a nutshell, they underscore correspondence relations between formal/mathematical properties of the electrical signals and formal/mathematical properties of the represented objects. I finally link my proposal to the philosophical thesis that content plays an essential role in computational taxonomy. (shrink)

Much of the philosophical work on perception has focused on vision. Recently, however, philosophers have begun to correct this ‘tunnel vision’ by considering other modalities. Nevertheless, relatively little has been written about the chemical senses—olfaction and gustation. The focus of this paper is olfaction. In this paper, I consider the question: does human olfactory experience represents objects as thus and so? If we take visual experience as the paradigm of how experience can achieve object representation, we might think that the (...) answer to this question is no. To what extent is the external world the way that it appears to us in perceptual experience? This perennial question in philosophy is no doubt ambiguous in many ways. For example, it might be taken as equivalent to the question of whether or not the external world is the way that it appears to be? This is a question about the epistemology of perception: Are our perceptual experiences by and large veridical representations of the external world? Alternatively, the question might (...) be taken as asking whether or not the external world is like its ways of appearing to us, where the expression “ways of appearing” is intended to pick out aspects of our perceptual experiences themselves. This is a metaphysical version of the question of the relationship between appearance and reality: What is the relationship between the phenomenal features that characterize perceptual experience, on the one hand, and the mind-independent features of the external objects of perception, on the other? There are some philosophers who might resist distinguishing between these two questions. For them, “ways of appearing” in the phenomenal sense just are the ways that things appear to be (let’s call the latter the “intentional sense” of “ways of appearing”).1 That is, the phenomenal character of an experience is nothing over and above its representational content. Phenomenal properties are represented properties—the properties that an experience attributes to the external objects of perception. The question of whether or not phenomenal properties can be identified with the represented properties of an experience mirrors traditional questions in the philosophy of perception. If they can be identified with each other, then in veridical perception we might be said to “directly grasp” features of the external world through perception. We can learn much about perceptual experience by thinking about how it can mislead us. In this paper, I explore whether, and how, olfactory experience can mislead. I argue that, in the case of olfactory experience, the traditional distinction between illusion and hallucination does not apply. Integral to the traditional distinction is a notion of ‘object-failure’—the failure of an experience to present objects accurately. I argue that there are no such presented objects in olfactory experience. As a result, olfactory experience (...) can only mislead by means of a kind of property hallucination. The implications of my arguments are twofold. First, we see that accounts of representational content cannot always be based on the visual model. And, secondly, we see that we must recast the notion of nonveridicality, allowing for a notion of non-veridical experience that is disengaged from any particular object. (shrink)

Externalism about the mind holds that the explanation of our representational capacities requires appeal to mental states that are individuated by reference to features of the environment. Externalists claim that ‘narrow’ taxonomies cannot account for important features of psychological explanation. I argue that this claim is false, and offer a general argument for preferring narrow taxonomies in psychology.

This comment mainly examines Yli-Vakkuri and Hawthorne’s preferred framework for examining whether narrow content is viable, arguing that their framework is not well-suited to the task; once a more traditional framework is adopted, Y&H’s case against internalism is strengthened.

Frances Egan argues that the states of computational theories of vision are individuated individualistically and, as far as the theory is concerned, are not intentional. Her argument depends on equating the goals and explanatory strategies of computational psychology with those of its algorithmic level. However, closer inspection of computational psychology reveals that the computational level plays an essential role in explaining visual processes and that explanations at this level are nonindividualistic and intentional. It will be obvious to anyone with a slight knowledge of twentieth-century analytic philosophy that one of the central themes of this kind of philosophy is the nature of perception: the awareness of the world through the five senses of sight, touch, smell, taste, and hearing. Yet it can seem puzzling, from our twenty-first-century perspective, why there is a distinctively philosophical problem of perception at all. For when philosophers ask ‘what is the nature of perception?’, the question can be confused (...) with other, purely empirical, questions. For example: how do our sense-organs actually work? What are the mechanisms of smell and taste? How do vision and touch actually provide us with information about the world around us? There is much general agreement, in its broad outlines, about how to answer such questions empirically; but it is not clear what role, if any, philosophy has to play in answering these empirical questions. So if these were the only questions about the nature of perception, then it would not be clear exactly what the philosophy of perception is supposed to be about. (shrink)

I review a widely accepted argument to the conclusion that the contents of our beliefs, desires and other mental states cannot be causally efficacious in a classical computational model of the mind. I reply that this argument rests essentially on an assumption about the nature of neural structure that we have no good scientific reason to accept. I conclude that computationalism is compatible with wide semantic causal efficacy, and suggest how the computational model might be modified to accommodate this possibility.

Computational properties, it is standardly assumed, are to be sharply distinguished from semantic properties. Specifically, while it is standardly assumed that the semantic properties of a cognitive system are externally or non-individualistically individuated, computational properties are supposed to be individualistic and internal. Yet some philosophers (e.g., Tyler Burge) argue that content impacts computation, and further, that environmental factors impact computation. Oron Shagrir has recently argued for these theses in a novel way, and gave them novel interpretations. In this paper I (...) present a conception of computation in cognitive science that takes Shagrir's conception as its starting point, but further develops it in various directions and strengthens it. I argue that the explanatory role of computational properties emerges from the idea that syntactical properties and the relevant external factors presented by cognitive systems compose wide computational properties. I also elaborate upon the notion of content that is in play, and argue that it is contents of the kind that are ascribed by transparent interpretations of content ascriptions that impact computation. This fact enables the thesis that external factors impact computation to rebuff the challenge which concerns the claim that psychology must be individualistic. (shrink)

In this paper, I argue that an externalist theory of thought content provides the means to resolve two debates in moral philosophy. The first—that between judgement internalism and judgement externalism—concerns the question of whether there is a conceptual connection between moral judgement and motivation. The second—that between reasons internalism and reasons externalism—concerns the relationship between moral reasons and an agent's subjective motivational set. The resolutions essentially stem from the externalist claim that concepts can be grasped partially, and a new moral (...) theory, which I call ‘moral externalism’, emerges. (shrink)

Marr’s celebrated contribution to cognitive science (Marr 1982, chap. 1) was the introduction of (at least) three levels of description/explanation. However, most contemporary research has relegated the distinction between levels to a rather dispensable remark. Ignoring such an important contribution comes at a price, or so we shall argue. In the present paper, first we review Marr’s main points and motivations regarding levels of explanation. Second, we examine two cases in which the distinction between levels has been neglected when considering (...) the structure of mental representations: Cummins et al.’s distinction between structural representation and encodings (Cummins in Journal of Philosophy, 93(12):591–614, 1996; Cummins et al. in Journal of Philosophical Research, 30:405–408, 2001) and Fodor’s account of iconic representation (Fodor 2008). These two cases illustrate the kind of problems in which researchers can find themselves if they overlook distinctions between levels and how easily these problems can be solved when levels are carefully examined. The analysis of these cases allows us to conclude that researchers in the cognitive sciences are well advised to avoid risks of confusion by respecting Marr’s old lesson. (shrink)

According to the semantic view of computation, computations cannot be individuated without invoking semantic properties. A traditional argument for the semantic view is what we shall refer to as the argument from the cognitive science practice. In its general form, this argument rests on the idea that, since cognitive scientists describe computations (in explanations and theories) in semantic terms, computations are individuated semantically. Although commonly invoked in the computational literature, the argument from the cognitive science practice has never been discussed (...) in detail. In this paper, we shall provide a critical reconstruction of this argument and an extensive analysis of its prospects, taking into account some ways of defending it that have never been explored so far. We shall argue that explanatory considerations support at best a weak version of the argument from the cognitive science practice, according to which semantic properties concur with formal syntactic properties in individuating computations in cognitive science, but not a strong version, according to which computation individuation in cognitive science is semantic as opposed to formal syntactic. In this reply to Alex Byrne’s comment on our book Narrow Content, we address Byrne’s claim that internalism is best framed as a thesis about properties of agents rather than properties of thoughts, arguing that a thought-based framework is better suited to standard internalist ambitions. We also discuss whether there is any prospect for a view in the internalist spirit that prescinds from multiplying indices beyond worlds, address Byrne’s ordinary language considerations against an ontology of thoughts, and briefly evaluate the (...) prospects for giving narrow content ascriptions explanatory life by using them to give an account of how things perceptually seem. The role of content in computational accounts of cognition is a matter of some controversy. An early prominent view held that the explanatory relevance of content consists in its supervenience on the the formal properties of computational states (see, e.g., Fodor 1980). For reasons that derive from the familiar Twin Earth thought experiments, it is usually thought that if content is to supervene on formal properties, it must be narrow; that is, it must not be the sort of content that (...) determines reference and truth-conditions. An interesting alternative to this view has recently been proposed by Egan (1995). According to Egan, the explanatory role of content is such that contents must in general be broad to be explanatorily relevant. But Egan’s view involves a non-realist interpretation of content assignments. I will argue here that this non-realism about contents is undermotivated. A realist variation on her view of the explanatory role of content, however, would survive this criticism. This realist variation, I suggest, shares with the views of other commentators on Marr’s theory (e.g., Burge 1986; Shapiro 1993; forthcoming) certain commitments concerning the supervenience base of visual contents and processes. I will argue, however, that these commitments beg important questions regarding the individuation of cognitive states and processes. I conclude, contrary to Burge and Shapiro, that Marr’s theory does not favor anti-individualism. (shrink)

Liberals about perceptual contents claim that perceptual experiences can represent kinds and specific, familiar individuals as such; they also claim that the representation of an individual or kind as such by a perceptual experience will be reflected in the phenomenal character of that experience. Conservatives always deny the latter and sometimes also the former claim. I argue that neither liberals nor conservatives have adequately appreciated how the content internalism/externalism debate bears on their views. I show that perceptual content internalism entails (...) conservativism when conjoined with one other, extremely plausible premise. Hence, liberals are committed to perceptual contents externalism, yet they have failed to fully address the consequences that this has for their view. Moreover, the argument is easily adapted to perceptual experiences of Twin Earthable properties, like colour and shape. I use this last result to show why existing conservative arguments that appeal to Twin Earth plausibly overgeneralize. (shrink)

A great deal of philosophical work has addressed the question of whether Man’s computational theory of early vision is individualistic. Burge and Davies have argued that, according to Marr’s theory, visual states are individuated non-individualistically. Segal has denied that Marr’s theory has these non-individualistic implications. More recently, Shapiro has argued that the entire debate has been misguided. I argue that Shapiro is mistaken in a fairly deep way, attention to which allows us to raise and clarify several important issues involved (...) in discussions of individualism. Contrary to Burge and Davies, and by a route rather different from Segal’s, I defend the claim that Man’s theory offers no reason to think that visual states are individuated non-individualistically. The existence of neural correlates of consciousness (NCC) is not enough for philosophical purposes. On the other hand, there's more to NCC than meets the sceptic's eye. (I) NCC are useful for a better understanding of conscious experience, for instance: (1) NCC are helpful to explain phenomenological features of consciousness – e.g., dreaming. (2) NCC can account for phenomenological opaque facts – e.g., the temporal structure of consciousness. (3) NCC reveal properties and functions of consciousness which cannot be elucidated either (...) by introspective phenomenology or by psychological experiments alone – e.g., vision. (II) There are crucial problems and shortcomings of NCC: (1) Correlation implies neither causation nor identity. (2) There are limitations of empirical access due to the problem of other minds and the problem of self-deception, and (3) due to the restrictions provided by inter- and intraindividual variations. (4) NCC cannot be catched by neuroscience alone because of the externalistic content of representations. Therefore, NCC are not sufficient for a naturalistic theory of mind, (5) nor are they necessary because of the possibility of multiple realization. (III) Nevertheless, NCC are relevant and important for the mind-body problem: (1) NCC reveal features that are necessary at least for behavioral manifestations of human consciousness. (2) But NCC are compatible with very different proposals for a solution of the mind-body problem. This seems to be both advantageous and detrimental. (3) NCC restrict nomological identity accounts. (4) The investigation of NCC can refute empirical arguments for interactionism as a case study of John Eccles' dualistic proposals will show. (5) The discoveries of NCC cannot establish a naturalistic theory of mind alone, for which, e.g., a principle of supervenience and a further condition – and therefore philosophical arguments – are required. Annotated bibliography of works on externalism and internalism in the philosophy of mind.

This thesis is an examination and critique of naturalistic representational theories of phenomenal character. Phenomenal character refers to the distinctive quality that perceptual and sensational experiences seem to have; it is identified with 'what it is like' to undergo experiences. The central claims of representationalism are that phenomenal character is identical with the content of experience and that all representational states, bearing appropriate relations to the cognitive system, are conscious experiences. These claims are taken to explain both how conscious experiential (...) states arise and their nature. After examining the desiderata for naturalistic explanations, I argue that theories which ascribe nonconceptual content to experiences are the most plausible versions of representationalism. Further, causal covariation and teleological theories yield distinctive and interesting representationalist positions, hence, they become the focus of this study. To assess representationalism, I investigate whether all differences in phenomenal character can be correlated with differences in content. I claim that a useful distinction can be drawn between implicit and explicit content, which allows one to best describe the phenomena of perfect and relative pitch. I then argue that ambiguous figures show that two experiences can have the same content but different phenomenal character. I explicate the Inverted Earth hypothesis and claim that to identify content and phenomenal character, representationalists either have to condone the possibility of philosophical zombies, or hold that people lack authoritative first-person knowledge of their current experiences. Both these positions are unpalatable. Finally, I argue that representationalists cannot ascribe contents to experiences of novel colours to account for their phenomenal character. I also question, in light of dissociation phenomena, whether there is one distinctive relationship that all experiences bear to the cognitive system. I conclude that phenomenal character cannot be identical with the type of content under investigation, and that naturalistic representationalist theories cannot fully explain conscious experience. The dispute between individualism and anti-individualism is about the individuation of psychological states, and individualism, on some accounts, is committed to the claim that psychological subjects together with their environments do not constitute integrated computational systems. Hence on this view the computational states that explain psychological states in computational accounts of mind will not involve the subject''s natural and social environment. Moreover, the explanation of a system''s interaction with the environment is, on this view, not the primary goal of computational (...) theorizing. Recent work in computational developmental psychology (by A. Karmiloff-Smith and J. Rutkowska) as well as artificial agents or embedded artificial systems (by L.P. Kaelbling, among others) casts doubt on these claims. In these computational models, the environment does not just trigger and sustain input for computational operations, but some computational operations actually involve environmental structures. Steve Stich used to be an eliminativist. As far as I can tell, he renounced eliminativism about the time that he moved from the west to the east pole.1 Stich was right to reject eliminativism, though I am not convinced that he rejected it for the right reasons. Stich 1983 contains a comprehensive attack on representational content, a central feature of both folk psychology and the Representational Theory of Mind, the leading philosophical construal of scientific psychology. Stich’s current position on (...) the role of content in psychological explanation is not entirely clear. One of my aims in this chapter is simply to invite Stich to clarify his views on representational content; the question that forms the title of this chapter is therefore addressed directly to Stich. I begin by sketching his original anti-content argument. I then trace some later developments in his thinking about content. I argue that content does play an important role in scientific psychology, for precisely the reasons that Stich identified in his original argument against content. I conclude with some general remarks on eliminativism. (shrink)

We can distinguish two senses of the Given, the nonconceptual and the non-doxastic. The idea of the nonconceptual Given is the target of Sellars’s severe attack on the Myth of the Given, which paves the way for McDowell’s conceptualism, while the idea of the non-doxastic Given is largely neglected. The main target of the present paper is the non-doxastic Given. I first reject the idea of the nonconceptual Given by debunking the false assumption that there is a systematic relation between (...) the conceptual and the nonconceptual. I then propose a constitutive understanding of experience and concept, which at once challenges the idea of the non-doxastic Given. Unlike the more familiar Davidsonian challenge, which questions the transition from the non-doxastic to the doxastic, the constitutive understanding implies that the idea of the non-doxastic Given endangers the very possibility of having thought about the world. I urge an exorcism of the Myth of the Given by proposing doxasticism, the view that experience is essentially a doxastic attitude towards that which is experienced. (shrink)

The existence of quantum correlates of consciousness (QCC) is doubtful from a scientific perspective. But even if their existence were verified, philosophical problems would remain. On the other hand, there could be more to QCC than meets the sceptic's eye: • QCC might be useful or even necessary for a better understanding of conscious experience or quantum physics or both. The main reasons for this are: the measurement problem (the nature of observation, the mysterious collapse of the wave function, etc.), (...) ostensibly shared features of quantum phenomena and conscious phenomena (e.g., complementarity, nonspatiality, acausality, spontaneity, and holism) and connections (ontology, causation, and knowledge), the qualia problem (subjectivity, explanatory gap etc.). But there are many problems, especially questions regarding realism and the nature and role of conscious observers; • QCC are conceptually challenging, because there are definitory problems and some crucial ontological and epistemological shortcomings. It is instructive to compare them with recent proposals for understanding neural correlates of consciousness (NCC). QCC are not sufficient for a quantum theory of mind, nor might they be necessary except perhaps in a very broad sense; • QCC are also empirically challenging. Nevertheless, QCC could be relevant and important for the mindbody problem: QCC might reveal features that are necessary at least for behavioral manifestations of human consciousness. But QCC are compatible with very different proposals for a solution of the mind-body problem. This seems to be both advantageous and detrimental. QCC restrict accounts of nomological identity. The discovery of QCC cannot establish a naturalistic theory of mind alone. But there are also problems with QCC in the framework of other ontologies. (shrink)

This text aims at presenting a general characterization of the act of perceiving a particular object, in a framework in which perception is conceived of as a mental and cognitive faculty having specific functions that other faculties such as imagination and memory do not possess. I introduce the problem of determining the occurrence of singular perception of a physical object, as opposed to the occurrence of other mental states or attitudes. I propose that clarifying this occurrence problem requires making explicit (...) the conditions of perceptual competence/faculty so as to explain the occurrence of each perceptual performance on the basis of the use of this competence. I argue then for a direct relational model according to which the singular perception of an object depends on a competence of connecting the perceiver directly with each target object. This model is compatible with a disjunctive approach to perception according to which each particular experience of an object corresponds either to a direct perceptual relation with this object or to the illusion of having the experience of this object. The arguments in favour of this relational model rest on the idea that the faculty of perception grounds the capacity to demonstratively identify physical objects. (shrink)

Certainly, we sometimes use language creatively and think really new thoughts. However, can we think and speak regardless of the manner in which we have spoken and thought in the past? This seems to be highly improbable. Consequently, nobody would assert something like this. But that being a given, what are the exact reasons that prevent us from radically detaching ourselves from our past practices of thinking and speaking? What roles do past facts play in determining what we are able (...) to think and speak today? This essay looks at the motivation for examining and determining the impact of ‘our history’ on semantics.
