    This paper examines three views of what an omission or an instance of refraining is. The view advanced is that in many cases, an omission is simply an absence of an action of some type.     Omissions are metaphysically puzzling: Are they something or are they nothing? This paper develops and defends the constitution view of omissions, according to which a correct analysis of a person’s omission has the form “S omitted to X by Y-ing,” where her Y-ing is what constitutes her not-X-ing.     Abstract Contrary to what is usually taken for granted, the traditional positivistic and hermeneutic accounts of explanations of human actions do not really contradict one another. There is no logical or epistemological difference between explanations in this area and explanations in the natural sciences. However, if W. V. Quine and D. Davidson are right, there may be an ontological difference between the explanation of natural events and the interpretation of actions.

    According to what I call theidentity view, omissions are actual events. For example, the nominal ‘Ali's non-jogging’ denotes whatever Ali is doing at the time she is said not to be jogging. Some have objected that omissions (and more generally absences) cannot be events, since the two do not have the same causal relations.
