Perception is typically distinguished from cognition. For example, seeing is importantly different from believing. And while what one sees clearly influences what one thinks, it is debatable whether what one believes and otherwise thinks can influence, in some direct and non-trivial way, what one sees. The latter possible relation is the cognitive penetration of perception. Cognitive penetration, if it occurs, has implications for philosophy of science, epistemology, philosophy of mind, and cognitive science. This paper offers an analysis of the phenomenon, (...) its theoretical consequences, and a variety of experimental results and possible interpretations of them. This volume is about the many ways we perceive. Contributors explore the nature of the individual senses, how and what they tell us about the world, and how they interrelate. They consider how the senses extract perceptual content from receptoral information. They consider what kinds of objects we perceive and whether multiple senses ever perceive a single event. They consider how many senses we have, what makes one sense distinct from another, and whether and why distinguishing senses may be useful. (...) They consider the extent to which the senses act in concert, rather than as discrete modalities, and whether this influence is epistemically pernicious, neutral, or beneficial. They explore both the familiar five sense modalities and other candidate sense modalities, including a sense for flavour, inner senses (e.g., a sense for pain), and various senses that may result from using sensory substitution devices. Contributors often represent competing views, and the methods they deploy sometimes differ from one essay to the next—with some drawing upon the sciences and engineering and others relying upon conceptual analysis. All contributors agree, nonetheless, that traditional theorizing about the senses is hampered by a neglect of the senses other than vision, and by the misconception that vision is a passive receptacle for an image thrown by a lens. And many contributors believe that it is unduly restrictive to think of perception as a collation of contents provided by individual sense modalities; they think that to understand perception properly, we need to build into our accounts the idea that the senses work together. The ambition of the volume is to begin to develop better paradigms for understanding the senses, and thereby to move toward a better understanding of perception. (shrink)

In this paper I offer a theory of what makes certain influences on visual experiences by prior mental states (including desires, beliefs, moods, and fears) reduce the justificatory force of those experiences. The main idea is that experiences, like beliefs, can have rationally assessable etiologies, and when those etiologies are irrational, the experiences are epistemically downgraded.

Amongst philosophers and cognitive scientists, modularity remains a popular choice for an architecture of the human mind, primarily because of the supposed explanatory value of this approach. Modular architectures can vary both with respect to the strength of the notion of modularity and the scope of the modularity of mind. We propose a dilemma for modular architectures, no matter how these architectures vary along these two dimensions. First, if a modular architecture commits to the informational encapsulation of modules, as it (...) is the case for modularity theories of perception, then modules are on this account impenetrable. However, we argue that there are genuine cases of the cognitive penetrability of perception and that these cases challenge any strong, encapsulated modular architecture of perception. Second, many recent massive modularity theories weaken the strength of the notion of module, while broadening the scope of modularity. These theories do not require any robust informational encapsulation, and thus avoid the incompatibility with cognitive penetrability. However, the weakened commitment to informational encapsulation greatly weakens the explanatory force of the theory and, ultimately, is conceptually at odds with the core of modularity. (shrink)

Pains are subject to obvious, well-documented, and striking top-down influences. This is in stark contrast to visual perception, where the debate over cognitive penetrability tends to revolve around fairly subtle experimental effects. Several authors have recently taken up the question of whether top-down effects on pain count as cognitive penetrability, and what that might show us about traditional debates. I review some of the known mechanisms for top-down modulation of pain, and suggest that it reveals an issue with a relatively (...) neglected part of the cognitive penetrability literature. Much of the debate inherits Pylyshyn’s stark contrast between transducers and cognition proper. His distinction grew out of his running fight with Gibson, and is far too strong to be defensible. I suggest that we might therefore view top-down influences on pain as a species of transducer calibration. This provides a novel but principled way to distinguish between several varieties of top-down effect according to their architectural features. (shrink)

Orange heart shapes are commonly perceived as slightly reddish, which is an example of the memory color effect (MCE). Given that the MCE is a modulation of visual memories of typical colors of familiar objects, it can be considered to be a top-down effect. Whether cognitive penetration can explain MCEs has been actively debated since Macpherson argued that the belief that hearts are red alters orange perception. This paper aims to provide a credible explanation of the MCE that is consistent (...) with scientific studies. I first prove that Macpherson’s theory is not properly supported by the psychological evidence that she provides. I also show that her model contradicts a report on the neural correlate of the MCE. Next, I examine color constancy, which enables the perception of colors as constant under various illuminations, as a possible noncognitive principle for the MCE. The relationship between them, however, is not well established. Using statistical analyses of scenes around us, Purves suggests that perception is determined by the most frequent percepts. I argue that Purves’ view better explains the noncognitive aspects of visual memory and is consistent with the finding of the neural correlate of the MCE. (shrink)

Perceptual experiences are not immediately responsive to reasons. You see a stick submerged in a glass of water as bent no matter how much you know about light refraction. Due to this isolation from reasons, perception is traditionally considered outside the scope of epistemic evaluability as justified or unjustified. Is perception really as independent from reasons as visual illusions make it out to be? I argue no, drawing on psychological evidence from perceptual learning. According to phenomenal conservatism or dogmatism, perceptual experiences can give us immediate justification for beliefs about the external world in virtue of having a distinctive kind of phenomenal character—namely phenomenal force. I present three cases to show that phenomenal force is neither pervasive among nor exclusive to perceptual experiences. The plausibility of such cases calls out for explanation. I argue that contrary to a long-held assumption, phenomenal force is a separate, non-perceptual state generated by some metacognitive mechanisms that monitor one’s (...) first-order mental processes and states. Cognitive states, such as beliefs, desires and intentions, may influence how we perceive people and objects. If this is the case, are those influences worse when they occur implicitly rather than explicitly? Here we show that cognitive penetration in perception generally involves an implicit component. First, the process of influence is implicit, making us unaware that our perception is misrepresenting the world. This lack of awareness is the source of the epistemic threat raised by cognitive penetration. Second, the influencing state (...) can be implicit, though it can also be or become explicit. Being unaware of the content of the influencing state, we argue, does not make as much difference to the epistemic threat as it does to the epistemic responsibility of the agent. Implicit influencers cannot be examined for their accuracy and justification, and cannot be voluntarily accepted by the perceiver. Conscious awareness, however, is not sufficient for attributing blame to the agent. An equally important condition is the degree of control that they can exercise to change the contents that influence perception or stop their influence. Here we suggest that such control can also result from social influence, and that cognitive penetrability of perception is therefore also a social issue. (shrink)

Proponents of enactivism should be interested in exploring what notion of action best captures the type of action-perception link that the view proposes, such that it covers all the aspects in which our doings constitute and are constituted by our perceiving. This article proposes and defends the thesis that the notion of sensorimotor dependencies is insufficient to account for the reality of human perception, and that the central enactive notion should be that of perceptual practices. Sensorimotor enactivism is insufficient because (...) it has no traction on socially dependent perceptions, which are essential to the role and significance of perception in our lives. Since the social dimension is a central desideratum in a theory of human perception, enactivism needs a notion that accounts for such an aspect. This article sketches the main features of the Wittgenstein-inspired notion of perceptual practices as the central notion to understand perception. Perception, I claim, is properly understood as woven into a type of social practices that includes food, dance, dress, music, etc. More specifically, perceptual practices are the enactment of culturally structured, normatively rich techniques of commerce of meaningful multi- and inter-modal perceptible material. I argue that perceptual practices explain three central features of socially dependent perception: attentional focus, aspects’ saliency, and modal-specific harmony-like relations. (shrink)

Reflection on the possibility of cases in which experience is cognitively penetrated has suggested to many that an experience's etiology can reduce its capacity to provide prima facie justification for believing its content below a baseline. This is epistemic downgrade due to etiology, and its possibility is incompatible with phenomenal conservatism. I develop a view that explains the epistemic deficiency in certain possible cases of cognitive penetration but on which there is no epistemic downgrading below a baseline and on which (...) etiology plays no explanatory role. Perceptual experience has representational content. My argument for this claim is an inference to the best explanation. The explanandum is cognitive penetration. In cognitive penetration, perceptual experiences are either causally influenced, or else are partially constituted, by mental states that are representational, including: mental imagery, beliefs, concepts and memories. If perceptual experiences have representational content, then there is a background condition for cognitive penetration that renders the phenomenon prima facie intelligible. In The Principles of Psychology, William James (1981) has long ago suggested that attending to a stimulus can make it appear more ‘vivid and clear.’ Pre-cueing, the procedure in which a cue stimulus is presented to direct a subject’s attention to the location of a test stimulus, has been used to test James’ hypothesis (Posner, 1978; Carrasco et al., 2004; Carrasco, Loula, & Ho, 2006; Yeshurun & Rashal, 2010; Carrasco, 2011). One recent debate concerns whether the effects of pre-cueing and (...) other perceptual changes associated with covert attention are evidence for cognitive penetration. Is color experience cognitively penetrable? Some philosophers have recently argued that it is. In this paper, we take issue with the claim that color experience is cognitively penetrable. We argue that the notion of cognitive penetration that has recently dominated the literature is flawed since it fails to distinguish between the modulation of perceptual content by non-perceptual principles and genuine cognitive penetration. We use this distinction to show that studies suggesting that color experience can be modulated by factors of the (...) cognitive system do not establish that color experience is cognitively penetrable. Additionally, we argue that even if color experience turns out to be modulated by color-related beliefs and knowledge beyond non-perceptual principles, it does not follow that color experience is cognitively penetrable since the experiences of determinate hues involve post-perceptual processes. We conclude with a brief discussion of the implications that these ideas may have on debates in philosophy. (shrink)

As an important view in the epistemology of perception, dogmatism proposes that for any experience, if it has a distinctive kind of phenomenal character, then it thereby provides us with immediate justification for beliefs about the external world. This paper rejects dogmatism by looking into the epistemology of imagining. In particular, this paper first appeals to some empirical studies on perceptual experiences and imaginings to show that it is possible for imaginings to have the distinctive phenomenal character dogmatists have in (...) mind. Then this paper argues that some of these imaginings fail to provide us with immediate justification for beliefs about the external world at least partly due to their inappropriate etiology. Such imaginings constitute counterexamples to dogmatism. (shrink)

The goal of perceptual systems is to allow organisms to adaptively respond to ecologically relevant stimuli. Because all perceptual inputs are ambiguous, perception needs to rely on prior knowledge accumulated over evolutionary and developmental time to turn sensory energy into information useful for guiding behavior. It remains controversial whether the guidance of perception extends to cognitive states or is locked up in a “cognitively impenetrable” part of perception. I argue that expectations, knowledge, and task demands can shape perception at multiple (...) levels, leaving no part untouched. The position advocated here is broadly consistent with the notion that perceptual systems strive to minimize prediction error en route to globally optimal solutions :181–204, 2013). On this view, penetrability should be expected whenever constraining lower-level processes by higher level knowledge is minimizes global prediction error. Just as Fodor feared cognitive penetration of perception threatens theory-neutral observation and the distinction between observation and inference. However, because theories themselves are constrained by the task of minimizing prediction error, theory-laden observation turns out to be superior to theory-free observation in turning sensory energy into useful information. This dissertation proposes the central elements of a Social Enactive Theory of Perception. According to SEP, perception consists in sensory-based practices of interaction with objects, events, and states of affairs that are socially constituted. I oppose the representational view that perception is an indirect contact with the world, consists of the passive receiving and processing of sensory input, is in need of constant assessment of accuracy, and is a matter of individuals alone. I share the basic enactivist insight that perception (...) is a type of activity, but I depart from standard enactivism on the grounds of its individualistic bias and its limited conception of activity. Instead of motor actions, I formulate the concept of perceptual practices as the appropriate framework to understand perception. Perception is woven into socially informed, contextual, sensory-based everyday activities, such as food, dance, and dress, and even seemingly independent, basic perceptual activities and concepts are constituted by such practices. Perceptual individual interactions instantiate social perceptual practices but are not just repetitions of a script. We perceive objects in virtue of perspectives or appearances, not in spite of them, and on this basis I offer SEPâs take on experience, properties, and contents. I conceive perceptual experience as finely grained interactions between subjects and objects, both of which are spatially, temporally, and pragmatically situated. Objects and their sensory properties are perceived dynamically and always in multiple appearances. Perceptual content offers a pragmatic specification of the perceptual objects in the specific ways they appear to subjects. For SEP, perception is normatively structured. SEPâs perceptual normativity is not a worry about a supposed constant threat that our perceptions be nonveridical, but about the placement of perceptual things in a system of possibilities and expectations, cast in terms of degrees of fulfillment of expectations and in a horizon of pragmatic significance, both of which are functions of the socially constituted interactions between a perceiver and a rich theory of appearances. This paper develops Kendall Walton's account of pictorial experience. Walton argues that the key feature of that experience is that it is imaginatively-penetrated experience. I argue that this idea, as put forward by Walton, has various shortcomings. After discussing these limitations, I suggest, on the basis of a more general phenomenon of cognitive penetration, a refinement of Walton's account. I then show how the revised account explains various features of pictorial experience. Specifically, I show that, given the manner in which (...) imaginings influence perceptual experience, Walton can dispense with the thesis that pictorial experience is twofold. (shrink)

Many have argued that early visual processing is encapsulated from the influence of higher-level goals, expectations, and knowledge of the world. Here we confront the main arguments offered in support of such a view, showing that they are unpersuasive. We also present evidence of top–down influences on early vision, emphasizing data from cognitive neuroscience. Our conclusion is that encapsulation is not a defining feature of visual processing. But we take this conclusion to be quite modest in scope, readily incorporated into (...) mainstream vision science. (shrink)

This paper proposes a set of criteria for an appropriate experiment on the issue of the theory ladenness of perception. These criteria are used to select a number of experiments that use: belief-based ambiguous figures, fragmented figures, or memory color. Crucially, the data in experiments of this type are based on the participant’s qualitative visual experience. Across many different types of experimental designs, different types of stimuli, and different types of belief manipulation, these experiments show the impact of belief/theory on (...) visual perception. Using an ecological validity argument, I conclude that attention-based interpretations of these findings are not successful because the relevant epistemological issues only require that we examine final perception, in the sense of visual awareness of the everyday world. Finally, I argue that the epistemological consequences of theory-ladenness can be reduced by using a top-down/bottom-up theoretical framework and by adopting appropriate methodological procedures to data derived from individual observations. Fiona Macpherson (2012) argues that various experimental results provide strong evidence in favor of the cognitive penetration of perceptual color experience. Moreover, she proposes a mechanism for how such cognitive penetration occurs. We argue, first, that the results on which Macpherson relies do not provide strong grounds for her claim of cognitive penetrability; and, second, that, if the results do reflect cognitive penetrability, then time-course considerations raise worries for her proposed mechanism. Philosophers and psychologists alike have argued recently that relatively abstract beliefs or cognitive categories like those regarding race can influence the perceptual experience of relatively low-level visual features like color or lightness. Some of the proposed best empirical evidence for this claim comes from a series of experiments in which White faces were consistently judged as lighter than equiluminant Black faces, even for racially ambiguous faces that were labeled ‘White’ as opposed to ‘Black’ (Levin and Banaji 2006). The latter result (...) is considered especially indicative of cognitive penetration, based on the reasoning that the relevant distortions were a function of lexical labeling, and hence the effect must have been mediated by categorization at the cognitive level. I argue that this reasoning is flawed, and that the assumptions on which it relies are questionable on both empirical and theoretical grounds. I propose an alternative, low-level explanation of the phenomena, which I argue is empirically more plausible and abductively preferable to the cognitive-penetration account. The upshot is that cognitively impenetrable perceptual systems may be psychologically more plastic and hence philosophically more significant than is nowadays commonly assumed. (shrink)

We perceive in many ways. But several dubious presuppositions about the senses mask this diversity of perception. Philosophers, scientists, and engineers alike too often presuppose that the senses (vision, audition, etc.) are independent sources of information, perception being a sum of these independent contributions. We too often presuppose that we can generalize from vision to other senses. We too often presuppose that vision itself is best understood as a passive receptacle for an image thrown by a lens. In this essay (...) we illustrate how reflection on results from the cognitive sciences undermine these (and many other) traditional presuppositions. Our illustration situates the remaining essays in the volume, Perception and its Modalities, which further extend the case against various traditional presuppositions, and offer alternatives ways to understand the senses and their role in perception. While many of the essays in this volume represent competing views and draw on different fields, from conceptual analysis to engineering, most contributors believe that to understand perception properly, we need to treat as foundational the idea that the senses work together. From that agreement, new paradigms for theorizing about perception begin to emerge. (shrink)

I address the question of whether differences in color terminology cause differences in color experience in speakers of different languages. If linguistic representations directly affect color experience, then this is a case of what I call the linguistic penetrability of perception, which is a particular case of cognitive penetrability. I start with some general considerations about cognitive penetration and its alleged occurrence in the memory color effect. I then apply similar considerations to the interpretation of empirical studies of color perception (...) in speakers of different languages. I argue that findings such as differences in categorical perception in speakers of different languages do not show that language affects color experience. They therefore do not support the claim that color experience is linguistically penetrable. But even if we grant that color experience is different in speakers of different languages, I argue that this might still not be a case of linguistic penetration. Finally, I consider some epistemological consequences of the assumption that speakers of different languages have different color experiences. (shrink)

The question of whether perception is encapsulated from cognition has been a major topic in the study of perception in the past decade. One locus of debate concerns the role of attention. Some theorists argue that attention is a vehicle for widespread violations of encapsulation; others argue that certain forms of cognitively driven attention are compatible with encapsulation, especially if attention only modulates inputs. This paper argues for an extreme thesis: no effect of attention, whether on the inputs to perception (...) or on perceptual processing itself, constitutes a violation of the encapsulation of perception. Perception purports to help you gain knowledge of the world even if the world is not the way you expected it to be. Perception also purports to be an independent tribunal against which you can test your beliefs. It is natural to think that in order to serve these and other central functions, perceptual representations must not causally depend on your prior beliefs and expectations. In this paper, I clarify and then argue against the natural thought above. All perceptual systems (...) must solve an under-determination problem: the sensory data they receive could be caused by indefinitely many arrangements of distal objects and properties. Using a Bayesian approach to perceptual processing, I argue that in order to solve the under-determination problem, perceptual capacities must rely on prior beliefs or expectations of some kind. I then argue that perceptual states or processes can help ground knowledge of the world whether the ‘beliefs’ necessary for perceptual processing are encoded as sub-personal states within a perceptual system or cognitive states, such as person-level beliefs. My argument has two main parts. First, I give a preliminary argument that cognitive influence on perception can be appropriate, and I respond to three lines of objection. Second, I argue that cognitively influenced perceptual states can be instances of seeing that p, which makes the relevant states well suited to help ground knowledge that p. I conclude that a cognitively penetrated perceptual state or process can help ground knowledge under some circumstances. (shrink)

While, prima facie, virtue/credit approaches in epistemology would appear to be in tension with distributed/extended approaches in cognitive science, Pritchard () has recently argued that the tension here is only apparent, at least given a weak version of distributed cognition, which claims merely that external resources often make critical contributions to the formation of true belief, and a weak virtue theory, which claims merely that, whenever a subject achieves knowledge, his cognitive agency makes a significant contribution to the formation of (...) a true belief. But the significance of the role played by the subject's cognitive agency in distributed cognitive systems is in fact highly variable: at one extreme, formation of a true belief seems clearly to be significantly creditable to the subject's agency; at the other extreme, however, the subject's agency plays such a peripheral role that it is at best unclear whether it should receive significant credit for formation of a true belief. The compatibility of distributed cognition and virtue epistemology thus turns on what it takes for a contribution to the formation of true belief to count as significant. This article argues that the inevitable vagueness of this notion suggests retreating from virtue epistemology to a form of process reliabilism and explores the prospects for a distributed reliabilist epistemology designed to fit smoothly with distributed cognition. In effect, distributed reliabilism radicalizes Goldberg's recent extended reliabilist view by allowing the process the reliability of which determines the epistemic status of a subject's belief to extend to include not only processing performed by other subjects but also processing performed by non-human technological resources. There is compelling evidence that pain experience is influenced by cognitive states. We explore one specific form of such influence, namely placebo analgesia, and examine its relevance for the cognitive penetration debate in philosophy of mind. We single out as important a form of influence on experience that we termradical cognitive penetration,and argue that some cases of placebo analgesia constitute compelling instances of this phenomenon. Still, we urge caution in extrapolating from this to broader conclusions about cognitive penetration in perceptual (...) experience. Instead, we suggest that the cognitive penetration of pain raises distinctive psychological, epistemological, and ethical issues. (shrink)

Representationalists and anti-representationalists disagree about whether a naturalisation of mental content is possible and, hence, whether positing mental representations in cognitive science is justified. Here, I develop a novel way to think about mental representations based on a philosophical description of (cognitive) science inspired by cognitive instrumentalism. On this view, our acceptance of theories positing mental representations and our beliefs in (something like) mental representations do not depend on the naturalisation of content. Thus, I conclude that if we endorse cognitive (...) instrumentalism about mental representations, then we can finally leave the dispute between representationalism and anti-representationalism behind. The central thesis (CT) that this paper upholds is that a picture depicts an object by generating in those who view the picture a visual experience of that object. I begin by presenting a brief sketch of intentionalism, the theory of perception in terms of which I propose to account for pictorial experience. I then discuss Richard Wollheim’s twofoldness thesis and explain why it should be rejected. Next, I show that the socalled unique phenomenology of pictorial experience is simply an (...) instance of perceptual indeterminacy. Lastly, I discuss a phenomenon associated with pictures that could be considered a problem for CT, and account for it by invoking the thesis that visual experience is cognitively penetrable. The Macpherson :24–62, 2012) argued that the perceptual experience of colors is cognitively penetrable. Macpherson also thinks that perception has nonconceptual content because this would provide a good explanation for several phenomena concerning perceptual experience. To have both, Macpherson must defend the thesis that the CP of perception is compatible with perception having NCC. Since the classical notion of CP of perception does not allow perception to have NCC, Macpherson proposes CP-lite. CP-lite makes room for an experience to have content (...) determined by concepts because the perceptual processes that produce the experience are affected by concepts rendering the experience, CP, while the same type of experience could have been had without any conceptual influences, in which case it would be CI. Macpherson then proceeds to show that CP-lite is compatible with some of the definitions of NCC. To do so, she argues that even when an experience is CP owing to the fact that it is produced by means of the mechanism posited by CP-lite, that is, through the interaction between bottom–up pure perception and top–down perceptual imagery, its content is NCC because it has the basic properties that characterize NCC. Based on this, Macpherson proceeds to criticize and undermine the definitions of NCC that are incompatible with CP-lite. In this paper, I argue that the possibility of CP-lite rests on the erroneous assumption that a state with conceptual content and a state with NCC can have the same phenomenology or content, and that the compatibility of CP-lite with NCC presupposes a view of NCC that does not conform to the usual construal of NCC. I argue that discussions of cognitive penetration have been insufficiently clear about what distinguishes perception and cognition, and what kind of relationship between the two is supposed to be at stake in the debate. A strong reading, which is compatible with many characterizations of penetration, posits a highly specific and directed influence on perception. According to this view, which I call the “internal effect view” a cognitive state penetrates a perceptual process if the presence of the cognitive state causes a (...) change to the computation performed by the process, with the result being a distinct output. I produce a novel argument that this strong reading is false. On one well-motivated way of drawing the distinction between perceptual states and cognitive states, cognitive representations cannot play the computational role posited for them by IEV, vis-à-vis perception. This does not mean, however, that there are not important causal relationships between cognitive and perceptual states. I introduce an alternative view of these relationships, the “external effect view”. EEV posits that each cognitive state is associated with a broad range of possible perceptual outcomes, and biases perception towards any of those perceptual outcomes without determining specific perceptual contents. I argue that EEV captures the kinds of cases philosophers have thought to be evidence for IEV, and a wide range of other cases as well. (shrink)
