The Philosophy of Information is a new area of research at the intersection of philosophy and computer science [4]. It concerns (a) the critical investigation of the conceptual nature and basic principles of information, including its dynamics (especially computation), utilization (especially computer ethics) and sciences; and (b) the elaboration and application of computational and information-theoretic methodologies to philosophical problems. Past work by members of our group has concentrated on (a), and in this paper we explore (b). The paper introduces a new model of telepresence. First, it criticises the standard model of presence as epistemic failure, showing it to be inadequate. It then replaces it with a new model of presence as successful observability. It further provides reasons to distinguish between two types of presence, backward and forward. The new model is then tested against two ethical issues whose nature has been modified by the development of digital information and communication technologies, namely pornography and privacy, and shown (...) to be effective. The purpose of this paper is to review and discuss Luciano Floridi’s 2019 book The Logic of Information: A Theory of Philosophy as Conceptual Design, the latest instalment in his philosophy of information (PI) tetralogy, particularly with respect to its implications for library and information studies (LIS) .

This chapter reviews some interesting research trends in the philosophy of information (PI). First, PI is defined; then, a series of open problems in PI on which philosophers are currently working is considered. The conclusion highlights the innovative character of this new area of research.

The field of AI ethics during the current and previous decade is receiving an increasing amount of attention from all involved stakeholders: the public, science, philosophy, religious organizations, enterprises, governments, and various organizations. However, this field currently lacks consensus on scope, ethico-philosophical foundations, or common methodology. This thesis aims to contribute towards filling this gap by providing an answer to the two main research questions: first, what theory can explain moral scenarios in which AI entities are participants?; and second, what (...) theory can explain the process of moral reasoning, decision and action, for AI entities in virtual, simulated and real-life moral scenarios? This thesis answers these two research questions with its two main contributions to the field of AI ethics, a substantial and a methodological contribution. The substantial contribution is a coherent and novel theory named Ethics of Systems Framework, as well as a possible inception of a new field of study: ethics of systems. The methodological contribution is the creation of its main methodological tool, the Ethics of Systems Interface. The second part of the research effort was focused on testing and demonstrating the capacities of the Ethics of Systems Framework and Interface in modeling and managing moral scenarios in which AI and other entities participate. Further work can focus on building on top of the foundations of the Framework provided here, increasing the scope of moral theories and simulated scenarios, improving the level of detail and parameters to reflect real-life situations, and field-testing the Framework on actual AI systems. Purpose – To review and discuss Luciano Floridi’s 2019 book The Logic of Information: A Theory of Philosophy as Conceptual Design, the latest instalment in his philosophy of information (PI) tetralogy, particularly with respect to its implications for library and information studies (LIS). Design/methodology/approach – Nine scholars with research interests in philosophy and LIS read and responded to the book, raising critical and heuristic questions in the spirit of scholarly dialogue. Floridi responded to these questions. Findings – Floridi’s PI, including (...) this latest publication, is of interest to LIS scholars, and much insight can be gained by exploring this connection. It seems also that LIS has the potential to contribute to PI’s further development in some respects. Research implications – Floridi’s PI work is technical philosophy for which many LIS scholars do not have the training or patience to engage with, yet doing so is rewarding. This suggests a role for translational work between philosophy and LIS. Originality/value – The book symposium format, not yet seen in LIS, provides forum for sustained, multifaceted and generative dialogue around ideas. (shrink)

The use of computational tools in the humanities for science 2.0 practices is steadily increasing. This paper examines current research practices of a group of philosophers studying the history of philosophical concepts. We explain the methodology and workflow of these philosophers and provide an overview of tools they currently use in their research. The case study highlights a number of fundamental challenges facing these researchers, including: (i) accessing known relevant research content or resources; (ii) discovering new research content or data; (...) (iii) working collaboratively rather than individually. We propose a mash-up of search, visualization, and awareness tools addressing these challenges and discuss the design of the mash-up, its implementation, and evaluation with the target users. Through our case study, we demonstrate the benefits of a user-centered design approach, as well as the benefits of the concrete mash-up for historians of philosophy, and, importantly, the limitations of these tools for conducting historical and philosophical research. There is no consensus yet on the definition of semantic information. This paper contributes to the current debate by criticising and revising the Standard Definition of semantic Information (SDI) as meaningful data, in favour of the Dretske‐Grice approach: meaningful and well‐formed data constitute semantic information only if they also qualify as contingently truthful. After a brief introduction, SDI is criticised for providing necessary but insufficient conditions for the definition of semantic information. SDI is incorrect because truth‐values do not supervene on (...) semantic information, and misinformation (that is, false semantic information) is not a type of semantic information, but pseudo‐information, that is not semantic information at all. This is shown by arguing that none of the reasons for interpreting misinformation as a type of semantic information is convincing, whilst there are compelling reasons to treat it as pseudo‐information. As a consequence, SDI is revised to include a necessary truth‐condition. The last section summarises the main results of the paper and indicates some interesting areas of application of the revised definition. (shrink)

In 2002, Luciano Floridi published a paper called What is the Philosophy of Information?, where he argues for a new paradigm in philosophical research. To what extent should his proposal be accepted? Is the Philosophy of Information actually a new paradigm, in the Kuhninan sense, in Philosophy? Or is it only a new branch of Epistemology? In our discussion we will argue in defense of Floridi’s proposal. We believe that Philosophy of Information has the types of features had by other (...) areas already acknowledge as authentic in Philosophy. By way of an analogical argument we will argue that since Philosophy of Information has its own topics, method and problems it would be counter-intuitive not to accept it as a new philosophical area. Philosophers have relied on visual metaphors to analyse ideas and explain their theories at least since Plato. Descartes is famous for his system of axes, and Wittgenstein for his first design of truth table diagrams. Today, visualisation is a form of ‘computer-aided seeing’ information in data. Hence, information is the fundamental ‘currency’ exchanged through a visualisation pipeline. In this article, we examine the types of information that may occur at different stages of a general visualization pipeline. We do so from (...) a quantitative and a qualitative perspective. The quantitative analysis is developed on the basis of Shannon’s information theory. The qualitative analysis is developed on the basis of Floridi’s taxonomy in the philosophy of information. We then discuss in detail how the condition of the ‘data processing inequality’ can be broken in a visualisation pipeline. This theoretic finding underlines the usefulness and importance of visualisation in dealing with the increasing problem of data deluge. We show that the subject of visualisation should be studied using both qualitative and quantitative approaches, preferably in an interdisciplinary synergy between information theory and the philosophy of information. This paper provides a general philosophical groundwork for the theoretical and applied normative evaluation of information generally and digital information specifically in relation to the good life. The overall aim of the paper is to address the question of how Information Ethics and computer ethics more generally can be expanded to include more centrally the issue of how and to what extent information relates and contributes to the quality of life or the good life , for individuals and for society. To answer that question, the paper explores and provides by way of a theoretical groundwork for further research, the concept of wisdom understood as a type of meta - knowledge as well as a type of meta - virtue , which can enable one to both know in principle what a good life is and how to successfully apply that knowledge in living such a life in practice. This answer will be based on the main argument presented in this paper that the notion of wisdom understood as being at once a meta - epistemological , meta - axiological and meta - eudemonic concept, provides the essential conceptual link between information on the one hand and the good life on the other. If, as we are told, this is the Age of Information, both the theoretical examination and analysis of the question of how information relates to the good life and the provision of an adequate answer to that question are essential for developing a deeper understanding of how to evaluate the theoretical and practical implications and ramifications of information for the good life, for individuals and societies generally. The philosophy of information (PI) is a new area of research with its own field of investigation and methodology. This article, based on the Herbert A. Simon Lecture of Computing and Philosophy I gave at Carnegie Mellon University in 2001, analyses the eighteen principal open problems in PI. Section 1 introduces the analysis by outlining Herbert Simon's approach to PI. Section 2 discusses some methodological considerations about what counts as a good philosophical problem. The discussion centers on Hilbert's famous analysis (...) of the central problems in mathematics. The rest of the article is devoted to the eighteen problems. These are organized into five sections: problems in the analysis of the concept of information, in semantics, in the study of intelligence, in the relation between information and nature, and in the investigation of values. Citizen journalism—performed on a global level through the Web—is a potential marvel because of its wide reach and range of diversity. This paper offers an examination and (...) philosophical analysis that shows which facets of new media information ethics and epistemology can be reconciled with universal ethical and epistemological principles and which, if any, cannot. This article mounts a defence of Floridi’s theory of strongly semantic information against recent independent objections from Fetzer and Dodig-Crnkovic. It is argued that Fetzer and Dodig-Crnkovic’s objections result from an adherence to a redundant practice of analysis. This leads them to fail to accept an informational pluralism, as stipulated by what will be referred to as Shannon’s Principle, and the non-reductionist stance. It is demonstrated that Fetzer and Dodig-Crnkovic fail to acknowledge that Floridi’s theory of strongly semantic information captures (...) one of our deepest and most compelling intuitions regarding informativeness as a basic notion. This modal intuition will be referred to as the contingency requirement on informativeness. It will be demonstrated that its clarification validates the theory of strongly semantic information as a novel, and non ad hoc solution to the Bar-Hillel-Carnap semantic paradox. (shrink)

The research programme of the philosophy of information (PI) proposed in 2002 made it an independent area or discipline in philosophical research. The scientific concept of ‘information’ is formally accepted in philosophical inquiry. Hence a new and tool-driven philosophical discipline of PI with its interdisciplinary nature has been established. Philosophy of information is an ‘orientative’ rather than ‘cognitive’ philosophy. When PI is under consideration in the history of Western philosophy, it can be regarded as a shift of large tradition. There (...) are three large traditions at large, known as Platonic, Kantian and Leibniz-Russellian. In the discussion of the position of the possible worlds, we have modal Platonism and modal realism, but both of the theories are made in the framework of Western philosophy. In this essay, it is argued that possible worlds could be seen as worlds in information, which is then an interpretation of modal information theory (MIT). Our interpretation is made on the basis of Leibniz’s lifelong connection with China, a fact often overlooked by the Western philosophers. Possible world theory was influenced by the Neo-Confucianism flourishing since the Song Dynasty of China, the foundation of which is Yijing. It could be argued that Leibniz’s possible world theory was formulated in respect to the impact of the thoughts reflected in Yijing, in that one of the prominent features is the model-theoretic construction of theories. There are two approaches to theory construction, i.e., axiom-theoretic and model-theoretic. The origin of the former is from ancient Greece and the latter from ancient China. And they determined the different features of theoretic structures between the oriental and occidental traditions of science and technology. The tendency of the future development of science and technology is changing from the axiom-theoretic to the model-theoretic orientation, at least the two approaches being complementary each other. To some extent, this means the retrospective of tradition in the turning point of history, and some of the China’s cultural traditions might become the starting points in formulating the future Chinese philosophy of science and technology. This paper analyses the relations between philosophy of information (PI), library and information science (LIS) and social epistemology (SE). In the first section, it is argued that there is a natural relation between philosophy and LIS but that SE cannot provide a satisfactory foundation for LIS. SE should rather be seen as sharing with LIS a common ground, represented by the study of information, to be investigated by a new discipline, PI. In the second section, the nature of PI is (...) outlined as the philosophical area that studies the conceptual nature of information, its dynamics and problems. In the third section, LIS is defined as a form of applied PI. The hypothesis supported is that PI should replace SE as the philosophical discipline that can best provide the conceptual foundation for LIS. In the conclusion, it is suggested that the 'identity' crisis undergone by LIS has been the natural outcome of a justified but precocious search for a philosophical counterpart that has emerged only recently: namely, PI. The development of LIS should not rely on some borrowed, pre-packaged theory. As applied PI, LIS can fruitfully contribute to the growth of basic theoretical research in PI itself and thus provide its own foundation. (shrink)

Three of the major issues in information ethics – intellectual property, speech regulation, and privacy – concern the morality of restricting people’s access to certain information. Consequently, policies in these areas have a significant impact on the amount and types of knowledge that people acquire. As a result, epistemic considerations are critical to the ethics of information policy decisions (cf. Mill, 1978 [1859]). The fact that information ethics is a part of the philosophy of information highlights this important connection with (...) epistemology. In this paper, I illustrate how a value-theoretic approach to epistemology can help to clarify these major issues in information ethics. However, I also identify several open questions about epistemic values that need to be answered before we will be able to evaluate the epistemic consequences of many information policies. (shrink)

Computing is changing the traditional field of Philosophy of Science in a very profound way. First as a methodological tool, computing makes possible ``experimental Philosophy'' which is able to provide practical tests for different philosophical ideas. At the same time the ideal object of investigation of the Philosophy of Science is changing. For a long period of time the ideal science was Physics (e.g., Popper, Carnap, Kuhn, and Chalmers). Now the focus is shifting to the field of Computing/Informatics. There are (...) many good reasons for this paradigm shift, one of those being a long standing need of a new meeting between the sciences and humanities, for which the new discipline of Computing/Informatics gives innumerable possibilities. Contrary to Physics, Computing/Informatics is very much human-centered. It brings a potential for a new Renaissance, where Science and Humanities, Arts and Engineering can reach a new synthesis, so very much needed in our intellectually split culture. This paper investigates contemporary trends and the relation between the Philosophy of Science and the Philosophy of Computing and Information, which is equivalent to the present relation between Philosophy of Science and Philosophy of Physics. This paper outlines and discusses the relative merits and problems of two current interpretations of Philosophy of Information (PI), the metaphysical approach and the analytical approach. The paper argues that both approaches complement one another, being normative and mutually compatible.

The Internet of Things (IoT) is, in part, an information handling system that can remove humans from the information handling process. The particular problem explored is how we are to understand privacy when considering informational systems that handle personal information in ways that impact people’s lives when there is no human operator in direct contact with that personal information. I argue that these new technologies need to take concepts like privacy into account, but also, that we ought also to take (...) these technologies into account to reconsider and perhaps reconceptualise privacy. This paper argues that while an inhuman system like the IoT does not necessarily violate the interpersonal privacy of people, if the IoT is used as part of a state surveillance program, a political notion of privacy may be violated. This paper deploys elements of the philosophy of information in order to explore ideas of dialogical governance. Dialogue in the governance of contentious issues is at least partly a response to the recognition of pluralism among perspectives on various issues. This recognition is prevalent in the context of European governance. However, it is a first step to a better understanding of diverging opinion, rather than an end point. This paper argues that the PoI offers a fruitful path to follow up (...) this first step. Specifically, PoI provides epistemological tools that can be used to clarify the meanings of terms and relevance of perspectives at issue in dialogical scenarios. Importantly, this approach revises the enlightenment view of the individual, offering a more nuanced and ultimately more accurate view of the self as internally complex. This represents a step beyond the status quo wherein these things are taken as unproblematic. This paper argues that PoI’s resources ought to feature as a methodological background to a reinvigorated dialogical governance paradigm. This method and these resources can inform an improved view of dialogical governance in Europe and, in their generality, beyond. (shrink)

In The Philosophy of Information, Luciano Floridi presents an ontological theory of Being qua Being, which he calls “Informational Structural Realism”, a theory which applies, he says, to every possible world. He identifies primordial information (“dedomena”) as the foundation of any structure in any possible world. The present essay examines Floridi’s defense of that theory, as well as his refutation of “Digital Ontology” (which some people might confuse with his own). Then, using Floridi’s ontology as a starting point, the present (...) essay adds quantum features to dedomena, yielding an ontological theory for our own universe, Quantum Informational Structural Realism, which provides a metaphysical interpretation of key quantum phenomena, and diminishes the “weirdness” or “spookiness” of quantum mechanics. This paper argues that information should be made transparent as a means to close the global digital divide problem. The usual conception of the digital divide as a bifurcation between the information rich and poor in fact does a poor job at describing the reality of the situation, which is characterized by multiple dimensions of digital divides in many contexts. Taking the lead from Albert Borgmann, it is recognized that the so-called information poor do possess a rich resource of information (...) which needs to be fully accounted for in order to solve the global digital divide problem. In addition, making information transparent means, following the theory of development of Peruvian economist Hernando de Soto, that information should be made available and accessible through a system of representation. Floridis account of information ethics thus needs to be supplemented by the realization that members of infosphere, which in his view consist of information objects, should be made transparent in order that the global digital divide be ameliorated. In other words there should be a system of information about information, namely semantic representation of objective information which enables the locals to make full use of their available informational resources. The peculiarity of the relationship between philosophy and Artificial Intelligence (AI) has been evidenced since the advent of AI. This paper aims to put the basis of an extended and well founded philosophy of AI: it delineates a multi-layered general framework to which different contributions in the field may be traced back. The core point is to underline how in the same scenario both the role of philosophy on AI and role of AI on philosophy must be considered. Artificial Intelligence (AI) in the 21st century is no longer perceived as a purely technological phenomenon, more and more becoming a social and humanitarian phenomenon that develops in a complex context of cultural, value, philosophical, and ethical aspects of human life. The impact of AIrelated technologies on contemporary society is still difficult to assess fully, which does not prevent enthusiastic researchers and political leaders from attempting to define a value framework that will ensure the use of AI for societal development. As interest in AI grows, more and more technologically advanced countries in the world are creating their own strategies for the development and use of this technological marvel of the 21st century. These pioneering documents often seem vague and indefinite, but nevertheless they allow us to assess how the political and scientific and technological elites of these countries see the value orientations of AI technology development, both nationally and internationally. The article presents a philosophical analysis of the value orientations of AI technology development in the USA and China – modern scientific and technological leaders in this field – on the basis of strategic documents defining the development and application of AI in these countries from the position of post-non-classical scientific rationality. The authors of the article conclude that, at the contemporary post-non-classical stage of science development, the value component is not only one of the integral components of scientific and technological activities but may be decisive in determining the goals and objectives of high-tech development at the state level. Nowadays, new directions for the development of artificial intelligence (AI) have emerged, the task has been set to develop artificial general intelligence (AGI), which is able to go beyond the narrow AI, gain a high degree of autonomy, independently solve problems in different environmental conditions and thus have the ability to perform the functions of natural intelligence. In this regard, important philosophical, theoretical, and methodological questions arise concerning the definition and evaluation of the social significance of new AI achievements, especially (...) regarding the correlation of their socio-humanitarian and technological aspects. It is necessary to overcome a purely technocratic approach, which usually ignores the negative consequences of digitalization, the possible risks and threats of AI development. These difficulties are conditioned by the paradigm gap between the system of concepts used to describe technologies and the systems of concepts specific to socio-humanitarian descriptions and explanations. The so-called ontological paradox arises during digital transformation and the introduction of AI into social systems. An ontological paradox is also an epistemological paradox, since any statement of an ontological type presupposes its epistemological justification. To overcome this gap, V.E. Lepskiy proposes the conception of self-developing polysubjective environments – cybernetics of the third order. This conception allows to create a conceptual “bridge” between two systems of definitions that do not have direct logical connections between them. A productive tool for this can be the information approach, which is widely used to solve such interdisciplinary problems. This makes possible to theoretically correctly connect technological and socio-humanitarian descriptions in a single conceptual structure and to analyze main socio-humanitarian criteria for evaluating digital innovations. The article discusses in detail the main provisions of the information approach and its application for the development of AGI systems, the socio-humanitarian assessment of AI autonomous development, and the resolution of security issues. V tejto stati je najprv predstavená filozofia informácie (FI) a demarkácia jej predmetu v metodologicky ucelenej forme, to nadviazaním na koncepciu FI L. Floridiho. V porovnaní s jeho návrhom je vyčlenený i predmet metafilozofie informácie, a takisto je ujasnené aj označenie,,filozofie prima“. Floridi tvrdí, že jeho koncepcia FI ho môže voči iným filozickým disciplínam nadobudnúť. Problém chápania FI ako filozofie prima sa však ani po dvadsiatich rokoch od jeho uvedenia výraznejšej priamej reflexie nedočkal. V tejto štúdii je zodpovedaná otázka, či (...) je tento problém stále otvoreným problémom FI a ak áno, v akom zmysle. Je obhajovaná téza, že problém chápania FI ako filozofie primaje otvoreným problémom metafilozofie informácie, pričom vzhľadom na výsledky práce v FI sú identifikované niektoré oblasti, relatívne ku ktorým v súčasnosti môžeme, nemôžeme a nedokážeme FI označiť ako prima. In 2002, Luciano Floridi published a paper called What is the Philosophy of Information?, where he argues for a new paradigm in philosophical research. To what extent should his proposal be accepted? Is the Philosophy of Information actually a new paradigm, in the Kuhninan sense, in Philosophy? Or is it only a new branch of Epistemology? In our discussion we will argue in defense of Floridi’s proposal. We believe that Philosophy of Information has the types of features had by other (...) areas already acknowledge as authentic in Philosophy. By way of an analogical argument we will argue that since Philosophy of Information has its own topics, method and problems it would be counter-intuitive not to accept it as a new philosophical area. To strengthen our position we present and discuss main topics of Philosophy of Information. (shrink)

Recent trends towards an e-Science offer us the opportunity to think about the specific epistemological changes created by computational empowerment in scientific practices. In fact, we can say that a computational epistemology exists that requires our attention. By ‘computational epistemology’ I mean the computational processes implied or required to achieve human knowledge. In that category we can include AI, supercomputers, expert systems, distributed computation, imaging technologies, virtual instruments, middleware, robotics, grids or databases. Although several authors talk about the extended mind (...) and computational extensions of the human body, most of these proposals don’t analyze the deep epistemological implications of computer empowerment in scientific practices. At the same time, we must identify the principal concept for e-Science: Information. Why should we think about a new epistemology for e-Science? Because several processes exist around scientific information that require a good epistemological model to be understood. (shrink)

Society is in a tumultuous state. Today’s Western society is characterized by disillusionment, doubt, irony, fragmentation and plurality. With the failure of Modernism and the rise to prominence of Nihilism, Post-Humanism, Post-Structuralism and Individualism, society has entered a thoroughly Post-Modern era. Over the past couple of decades humanity has increasingly turned to Information Technology as the great enabler. Through the capabilities that Information Technology offers, undreamed heights of scientific and technological progress have been reached in an amazingly short span of (...) time. However, rather than uplifting and emancipating society, the wholesale implementation of Information Technology has brought with it a host of unintended and unforeseen consequences. As with the promises of Modernism, Information Technology has not brought society the Utopia that it imagined. Information Technology rather has acted to create a universe characterized by virtuality, constant change, indeterminacy, and an information orientated perspective on the world. Technological progress has not been accompanied by social progress. Through a comprehensive literature review and an examination of both Post-Modernism and Information Technology, it is proposed that the influences of Information Technology have acted and continued to act to promote Post-Modernism. These influences amongst others include its displacement of space and time, its promotion of the Information Society, its ability to create digital hyperrealities, its destructive influence on tradition and culture, and most of all its catastrophic/ revolutionary impact on the identity. Through these influences this paper seeks to prove that Information Technology acts an agent of Post-Modernism. (shrink)

The perception of intelligence as power has intensified during the Second World War, when several intelligence agencies has been formalized and significantly increased. In all countries, new agencies and departments have been set up to deal with threats. Government publications in developed countries, following the September 11, 2001 attack, reflected a consensus that intelligence services are key to preventing mass attacks, spending huge amounts for the intelligence agencies that are considered a major component of national security systems. Philosophers of information, according to Luciano Floridi (The philosophy of information. Oxford University Press, Oxford, 2010, p 32), study how information should be “adequately created, processed, managed, and used.” A small number of epistemologists have employed the concept of information as a cornerstone of their theoretical framework. How this concept can be used to make sense of seemingly intractable epistemological problems, however, has not been widely explored. This paper examines Fred Dretske’s information-based epistemology, in particular his response to radical epistemological (...) skepticism. We discuss the relationship between information, evidence and knowledge in relation to the problem of skepticism and the options available to an information-based epistemology for dealing with it. In modern technical societies computers interact with human beings in ways that can affect moral rights and obligations. This has given rise to the question whether computers can act as autonomous moral agents. The answer to this question depends on many explicit and implicit definitions that touch on different philosophical areas such as anthropology and metaphysics. The approach chosen in this paper centres on the concept of information. Information is a multi-facetted notion which is hard to define comprehensively. However, the (...) frequently used definition of information as data endowed with meaning can promote our understanding. It is argued that information in this sense is a necessary condition of cognitivist ethics. This is the basis for analysing computers and information processors regarding their status as possible moral agents. Computers have several characteristics that are desirable for moral agents. However, computers in their current form are unable to capture the meaning of information and therefore fail to reflect morality in anything but a most basic sense of the term. This shortcoming is discussed using the example of the Moral Turing Test. The paper ends with a consideration of which conditions computers would have to fulfil in order to be able to use information in such a way as to render them capable of acting morally and reflecting ethically. Presenting the challenges that face digital age citizens as philosophical, as opposed to technological, this paper explores the underpinning structure of digital civics through an overview of its four foundational pillars and their informing scholarship. Through this framework and the literature that supports it, a set of five key concepts are identified as a useful guide for developing digital civics initiatives, including policy and educational interventions. In closing, this work urges the further exploration of the conceptual underpinnings of digital civics (...) to improve future formulations of digital civics and digital citizenship endeavours. Harold Garfinkel wrote a series of highly detailed and lengthy 'memos' during his time (1951-53) at Princeton, where remarkable developments in information theory were taking place. These very substantial manuscripts have been edited by Anne Warfield Rawls in Toward a Sociological Theory of Information (Garfinkel 2008). This paper explores some of the implications of these memos, which we suggest are still relevant for the study of 'information' and information theory. Definitional privilege of 'information' as a technical term has been arrogated (...) by information science, which thereby excludes the interactional occasions of use of 'information'. The authors examine some 'professional' and 'laic' determinations of 'information'. Looking at in situ uses of 'information' shows how dealing with 'information' is characterized by ad hoc practices, such as specifications, 'authorization' and 'particularization' procedures. The authors report on a series of workplace studies in academic libraries, looking at how librarians account for 'information' through practices of classification. Classifying 'information' is a member's local accomplishment, and explicating practices of classifying 'information' undermines the formal-analytic project of the 'Philosophy of Information,' as formulated, for instance, by Luciano Floridi. Implications of Garfinkel's work must remain beyond the purview of information science if it is to maintain its status as the recognized field dealing with 'information'. However, such omission risks 'losing the phenomenon' of 'information': to adapt an argument from Dorothy Smith (Catalyst, 8, pp 39—54, 1974), it trades upon decontextualized uses and recontextualizes 'information' for the practical purposes of formal analysis. Comparing technical notions of communication and computation leads to a surprising result, these notions are often not conceptually distinguishable. This paper will show how the two notions may fail to be clearly distinguished from each other. The most famous models of computation and communication, Turing Machines and (Shannon-style) information sources, are considered. The most significant difference lies in the types of state-transitions allowed in each sort of model. This difference does not correspond to the difference that would be expected after (...) considering the ordinary usage of these terms. However, the natural usage of these terms are surprisingly difficult to distinguish from each other. The two notions may be kept distinct if computation is limited to actions within a system and communications is an interaction between a system and its environment. Unfortunately, this decision requires giving up much of the nuance associated with natural language versions of these important terms. (shrink)

V tejto stati je najprv predstavená filozofia informácie (FI) a demarkácia jej predmetu v metodologicky ucelenej forme, to nadviazaním na koncepciu FI L. Floridiho. V porovnaní s jeho návrhom je vyčlenený i predmet metafilozofie informácie, a takisto je ujasnené aj označenie,,filozofie prima“. Floridi tvrdí, že jeho koncepcia FI ho môže voči iným filozickým disciplínam nadobudnúť. Problém chápania FI ako filozofie prima sa však ani po dvadsiatich rokoch od jeho uvedenia výraznejšej priamej reflexie nedočkal. V tejto štúdii je zodpovedaná otázka, či (...) je tento problém stále otvoreným problémom FI a ak áno, v akom zmysle. Je obhajovaná téza, že problém chápania FI ako filozofie primaje otvoreným problémom metafilozofie informácie, pričom vzhľadom na výsledky práce v FI sú identifikované niektoré oblasti, relatívne ku ktorým v súčasnosti môžeme, nemôžeme a nedokážeme FI označiť ako prima. The cognition and information theoretic sciences have now been in existence for the better part of a century. In that time, their varied disciplines have undergone extensive maturation, honing their methods, constitutions, and evaluation techniques in the pursuit of academic rigor, while not losing sight of the practical influences that have served as their almost universal cornerstone. Meanwhile, this period has also been marked by increasing disparity and gradual distancing of the philosophical underpinnings upon which each field is founded, adding (...) strain to interdisciplinary collaborative efforts. This article presents an overview of select information-science-related cognition disciplines, and shows how the nascent Philosophy of Information can be adopted as a means of unifying these philosophical foundations in an empirically sound manner, without sacrificing general applicability. In addition, it demonstrates how PI is already rooted in the philosophies or epistemological views of several of the cognition disciplines, implicitly or otherwise. (shrink)

An important question one can ask of ethical theories is whether and how they aim to raise claims to universality. This refers to the subject area that they intend to describe or govern and also to the question whether they claim to be binding for all (moral) agents. This paper discusses the question of universality of Luciano Floridi’s information ethics (IE). This is done by introducing the theory and discussing its conceptual foundations and applications. The emphasis will be placed on (...) the ontological grounding of IE. IE’s claims to universality will be contrasted with those raised by discourse ethics. This comparison of two pertinent ethical theories allows for a critical discussion of areas where IE currently has room for elaboration and development. (shrink)

This paper deploys elements of the philosophy of information in order to explore ideas of dialogical governance. Dialogue in the governance of contentious issues is at least partly a response to the recognition of pluralism among perspectives on various issues. This recognition is prevalent in the context of European governance. However, it is a first step to a better understanding of diverging opinion, rather than an end point. This paper argues that the PoI offers a fruitful path to follow up (...) this first step. Specifically, PoI provides epistemological tools that can be used to clarify the meanings of terms and relevance of perspectives at issue in dialogical scenarios. Importantly, this approach revises the enlightenment view of the individual, offering a more nuanced and ultimately more accurate view of the self as internally complex. This represents a step beyond the status quo wherein these things are taken as unproblematic. This paper argues that PoI’s resources ought to feature as a methodological background to a reinvigorated dialogical governance paradigm. This method and these resources can inform an improved view of dialogical governance in Europe and, in their generality, beyond. (shrink)
