When it comes to epistemic normativity, should we take the good to be prior to the right? That is, should we ground facts about what we ought and ought not believe on a given occasion in facts about the value of being in certain cognitive states (such as, for example, the value of having true beliefs)? The overwhelming answer among contemporary epistemologists is “Yes, we should.” This essay argues to the contrary. Just as taking the good to be prior to (...) the right in ethics often leads one to sanction implausible trade-offs when determining what an agent should do, so too, this essay argues, taking the good to be prior to the right in epistemology leads one to sanction implausible trade-offs when determining what a subject should believe. Epistemic value—and, by extension, epistemic goals—are not the explanatory foundation upon which all other normative notions in epistemology rest. (shrink)

What is human understanding and why should we care about it? I propose a method of philosophical investigation called ‘function-first epistemology’ and use this method to investigate the nature and value of understanding-why. I argue that the concept of understanding-why serves the practical function of identifying good explainers, which is an important role in the general economy of our concepts. This hypothesis sheds light on a variety of issues in the epistemology of understanding including the role of explanation, the relationship (...) between understanding-why and knowledge, and the value of understanding-why. We might think that thought experiments are at their most powerful or most interesting when they produce new knowledge. This would be a mistake; thought experiments that seek understanding are just as powerful and interesting, and perhaps even more so. A growing number of epistemologists are emphasizing the importance of understanding for epistemology, arguing that it should supplant knowledge as the central notion. This paper explores the nature of curiosity from an epistemological point of view. First it motivates this exploration by explaining why epistemologists do and should care about what curiosity is. Then it surveys the relevant literature and develops a particular approach.

Epistemic instrumentalists face a puzzle. In brief, the puzzle is that if the reason there is to believe in accord with the evidence depends, as the instrumentalist says it does, on agents’ idiosyncratic interests, then there is no reason to expect that this reason is universal. Here, I identify and explain two strategies instrumentalists have used to try and solve this puzzle. I then argue that we should find these strategies wanting. ABSTRACT A thriving project in contemporary epistemology concerns identifying and explicating the epistemic virtues. Although there is little sustained argument for this claim, a number of prominent sources suggest that curiosity is an epistemic virtue. In this paper, I provide an account of the virtue of curiosity. After arguing that virtuous curiosity must be appropriately discerning, timely and exacting, I then situate my account in relation to two broader questions for virtue responsibilists: What sort of motivations are required for epistemic (...) virtue? And do epistemic virtues need to be reliable? I will sketch an account on which curiosity is only virtuous when rooted in a non-instrumental appreciation of epistemic goods, before arguing that curiosity can exhibit intellectual virtue irrespective of whether one is reliable in satisfying it. It is common to hear talk of the aim of belief and to find philosophers appealing to that aim for numerous explanatory purposes. What belief 's aim explains depends, of course, on what that aim is. Many hold that it is somehow related to truth, but there are various ways in which one might specify belief 's aim using the notion of truth. In this article, by considering whether they can account for belief 's standard of correctness and the epistemic (...) norms governing belief, I argue against certain prominent specifications of belief 's aim given in terms of truth, and advance a neglected alternative. Defenders of pragmatic encroachment in epistemology (or what I call practicalism) need to address two main problems. First, the view seems to imply, absurdly, that knowledge can come and go quite easily—in particular, that it might come and go along with our variable practical interests. We can call this the stability problem. Second, there seems to be no fully satisfying way of explaining whose practical interests matter. We can call this the “whose stakes?” problem. I argue that both problems can (...) be addressed in roughly the same terms. More exactly, I argue that by first clarifying the whose stakes? problem an answer to the stability problem naturally falls out. (shrink)

It is typically thought that some epistemic states are valuable—knowing, truly or accurately believing, understanding. These are states it’s thought good to be in and it’s also said that we aim or want to be in them. It is then sometimes claimed that these sorts of thoughts about epistemic goods or values ground or explain our epistemic norms. For instance, we think subjects should follow their evidence when they form their beliefs. But why should they? Why not believe against the (...) evidence or ignore it completely in deciding what to believe? Here’s a compelling sort of answer: because epistemic subjects are or ought to be trying to know more and following their evidence is a means to that end or to fulfilling that obligation. In this paper I argue that this compelling thought cannot be right. Subjects who are trying to know more will regularly fail to conform to some of our most familiar epistemic norms. (shrink)

J.L. Schellenberg argues that divine hiddenness provides an argument for the conclusion that God does not exist, for if God existed he would not allow non-resistant non-belief to occur, but non-resistant non-belief does occur, so God does not exist. In this paper, I argue that the stakes involved in theistic considerations put pressure on Schellenberg’s premise that non-resistant non-belief occurs. First, I specify conditions for someone’s being a resistant non-believer. Then, I argue that many people fulfill these conditions because, given (...) some plausible assumptions, there is a very good pragmatic reason to be a theist rather than an atheist. I assume it is more likely that theists go to heaven than atheists, and I argue there is a non-zero probability that one can receive infinite utility and a method of comparing outcomes with infinite utilities in which the probability of each outcome affects the final expected values. Then, I show how this argument entails there is no good reason to think that there are very many non-resistant non-believers. (shrink)

Truth monism is the idea that only true beliefs are of fundamental epistemic value. The present paper considers three objections to truth monism, and argues that, while the truth monist has plausible responses to the first two objections, the third objection suggests that truth monism should be reformulated. On this reformulation, which we refer to as accuracy monism, the fundamental epistemic goal is accuracy, where accuracy is a matter of “getting it right.” The idea then developed is that accuracy is (...) a genus with several species. Believing truly is a prominent species, but it is not the only one. Finally, it is argued that accuracy monism is equally good or better than both traditional truth monism and its main dialectical rival, value pluralism, when it comes to satisfying three important axiological desiderata. Computational systems biologists create and manipulate computational models of biological systems, but they do not always have straightforward epistemic access to the content and behavioural profile of such models because of their length, coding idiosyncrasies, and formal complexity. This creates difficulties both for modellers in their research groups and for their bioscience collaborators who rely on these models. In this paper we introduce a new kind of visualization that was developed to address just this sort of epistemic opacity. The visualization (...) is unusual in that it depicts the dynamics and structure of a computer model instead of that model’s target system, and because it is generated algorithmically. Using considerations from epistemology and aesthetics, we explore how this new kind of visualization increases scientific understanding of the content and function of computer models in systems biology to reduce epistemic opacity. There is, I shall assume, such a thing as moral evil (more on which below). My question is whether is also such a thing as non-moral evil, and in particular whether there are such things as aesthetic evil and epistemic evil. More exactly, my question is whether there is such a thing as moral evil but not such a thing as non-moral evil, in some sense that reveals something special about the moral, as opposed to such would-be non-moral domains as (...) the aesthetic and the epistemic. The philosophical issue at stake here is that of the nature of these different normative domains, and the nature and extent of their difference. (shrink)

In the Phaedrus, Socreates sympathetically describes the ability “to cut up each kind according to its species along its natural joints, and to try not to splinter any part, as a bad butcher might do.” (265e) In contemporary philosophy, Ted Sider (2009, 2011) defends the same idea. As I shall put it, Plato and Sider’s idea is that limning structure is an epistemic goal. My aim in this paper is to articulate and defend this idea. First, I’ll articulate the notion (...) of a structural proposition (§1), and the notion of an epistemic goal (§2), where I’ll assume that epistemic goals are species of accuracy. Then (§3), I’ll argue against some proposals for understanding the idea that limning structure is an epistemic goal: limning structure is neither an aim of belief (§3.1), nor of inquiry (§3.2), nor of concept possession (§3.3). Importantly, non-structural belief is not thereby inaccurate; belief does not “aim” at being structural. Next (§4), I’ll propose a framework for understanding the idea that limning structure is an epistemic goal, and defend that idea. What is required, to defend the view that limning structure is an epistemic goal, is the notion of (what I call) theorizing – a propositional attitude that, unlike belief, does “aim” at being structural (§4.1). I’ll argue that structural truths constitute a species of “important” truths (§4.2), and that apt theorizing is a species of understanding (§4.3). It is commonplace to claim that it is good to believe the truth. In this paper, I reject that claim and argue that the considerations which might seem to support it in fact support a quite distinct though superficially similar claim, namely, that it is bad to believe the false. This claim is typically either ignored completely or lumped together with the previous claim, perhaps on the assumption that the two are equivalent, or at least that they stand or fall (...) together. Such assumptions, I argue, are mistaken. While it is not always good to be right, it is always bad to be wrong. This is an interesting and overlooked asymmetry, which calls for further investigation. A belief is valuable when it “gets it right”. This “getting it right” is often understood solely as a matter of truth. But there is a second sense of “getting it right” worth exploring. According to this second sense, a belief “gets it right” when its concepts accurately match the way the world is objectively organized – that is, when its concepts are joint-carving, or have fidelity. In this paper, I explore the relationship between fidelity and epistemic value. While many (...) philosophers (especially metaphysicians) acknowledge fidelity's value, they overlook just how much it might disrupt our understanding of epistemic value. To tease out this disruption, I draw on the Jamesian balance between seeking the truth and avoiding the false. A similar balance must be struck both within the pursuit of fidelity itself (“seeking the joints” and “avoiding the gruesome”) as well as between the pursuit of fidelity and the pursuit of truth. I then give an argument against the claim that truth is the higher epistemic good. (shrink)

Questioning is a familiar, everyday practice which we use, often unreflectively, in order to gather information, communicate with each other, and advance our inquiries. Yet, not all questions are equally effective and not all questioners are equally adept. Being a good questioner requires a degree of proficiency and judgment, both in determining what to ask and in deciding who, where, when, and how to ask. Good questioning is an intellectual skill. Given its ubiquity and significance, it is an intellectual skill (...) that, I believe, we should educate for. In this paper, I present a central line of argument in support of educating for good questioning, namely, that it plays an important role in the formation of an individual’s intellectual character and can thereby serve as a valuable pedagogical tool for intellectual character education. I argue that good questioning plays two important roles in the cultivation of intellectual character: good questioning stimulates intellectually virtuous inquiry and contributes to the development of several of the individual intellectual virtues. Insofar as the cultivation of intellectually virtuous character is a desirable educational objective, we should educate for good questioning. (shrink)

The intellectual virtues include two seemingly quite different types of traits: reliable faculties on the one hand and inquiry-regulating traits of intellectual character like conscientiousness and openmindedness on the other. Extant virtue theories do not appear to have provided a single account that adequately covers both types of virtue. In this paper, I examine the different ways in which a trait or disposition can contribute to our cognitive goal of acquiring significant true beliefs. I propose that the two types of (...) virtues can be understood as contributing in different ways to our cognitive goal, and develop a general framework for understanding their value. (shrink)

Truth is a value in that sense that a belief is good (or successful, or correct) just in case it is true. But it does not follow that truth is a good-making property, nor does it follow that the nature of truth explains its value. Instead, this paper argues that the nature of belief explains its value.

This paper exposits and makes steps towards solving a puzzle about epistemic value. The puzzle is that several principles about the epistemic value of true beliefs and epistemic disvalue of false beliefs are, individually, plausible but, collectively, contradictory. My solution claims that sometimes false beliefs are epistemically valuable. I nonetheless show how my solution is not in deep tension with the Jamesian idea that true beliefs are epistemically valuable and false beliefs are epistemically disvaluable. Consequentialist positions in philosophy spell out normative notions by recourse to final aims. Hedonistic versions of ETHICAL consequentialism spell out what is MORALLY right/justified via recourse to the aim of increasing pleasure and decreasing pain. Veritistic versions of EPISTEMIC consequentialism spell out what is EPISTEMICALLY right/justified via recourse to the aim of increasing the number of true beliefs and decreasing the number of false ones. Even though these theories are in many respects structurally analogous, there are also interesting disanalogies. For (...) example, popular versions of epistemic consequentialism implicitly endorse the truth-indication principle (which claims that a belief is epistemically justified only if there are factors indicating that the belief itself is true), whereas popular versions of ethical consequentialism do not subscribe to an analogous pleasure-indicating principle (which claims that an act is morally justified only if there are factors indicating that performing the act itself is pleasurable). In a first step I will argue that this difference rests on the fact that plausible versions of epistemic consequentialism have to meet certain constraints, which versions of ethical consequentialism do not have to satisfy. As these constraints can be easily met by incorporating the truth-indication principle, epistemic consequentialists tend to subscribe to it. In a second step I will investigate whether the identified constraints can also be met independent from the truth-indication principle. Are there plausible versions of veritistic epistemic consequentialism that reject the principle, thereby allowing that some beliefs can be epistemically justified even though no factors speak in favor of their truth? Building on ideas put forward by Ludwig Wittgenstein, Crispin Wright, and others, I will answer this question affirmatively. (shrink)

This article argues that the Seven Solutions in the US, and the Research Excellence Framework in the UK, manifest the vice of epistemic insensibility. Section I provides an overview of Aristotle's analysis of moral vice in people. Section II applies Aristotle's analysis to epistemic vice, developing an account of epistemic insensibility. In so doing, it contributes a new epistemic vice to the field of virtue epistemology. Section III argues that the (US) Seven Breakthrough Solutions and, to a lesser extent, the (...) (UK) Research Excellence Framework manifest two key features of the vice of epistemic insensibility. First, they promote a failure to desire, consume, and enjoy some knowledge that it is appropriate to desire, consume, and enjoy. Second, they do so because they wrongly assume that such knowledge is not epistemically good. The Solutions wrongly assume that any research that lacks ‘impact’, in the form of funding, thereby lacks epistemic value. The REF wrongly assumes of otherwise comparable bodies of research, that the research that lacks ‘impact’ has less epistemic value. (shrink)

Two common theses in contemporary epistemology are that ‘knowledge excludes luck’ and that knowledge depends on ‘purely epistemic’ factors. In this essay, I shall argue as follows: given some plausible assumptions, ‘anti-luck epistemology,’ which is committed to the fi rst thesis, implies the falsity of the second thesis. That is, I will argue that anti-luck epistemology leads to what has been called ‘pragmatic encroachment’ on knowledge. Anti-luck epistemologists hoping to resist encroachment must accept a controversial thesis about true belief or (...) a dubious claim about luck and value and interests. (shrink)

My target is the epistemological dimension of the realism debate. After establishing a stance voluntarist framework with a Jamesian background, drawing mostly on Wylie, Chakravarty, and van Fraassen, I argue that current voluntarists are too permissive. I show that especially various anti-realist stances but also some realist and selective realist stances block themselves from refutation by the history of science. I argue that such stances should be rejected. Finally, I propose that any disagreement that cannot be resolved by this strategy (...) frequently boils down to an epistemic value disagreement about balancing the truth-goal. (shrink)

If we find life on another world, it will be an extremely important discovery and we will have to take great care not to do anything that might endanger that life. If the life we find is sentient we will have moral obligations to that life. Whether it is sentient or not, we have a duty to ourselves to preserve it as a study object, and also because it would be commonly seen as valuable in its own right. In addition (...) to this we would also have a duty to our fellow humans and other earthly life forms not to expose them to danger by advertently or inadvertently exposing them to potentially harmful space organisms. When space exploration turns into exploitation it will therefore be important to be able to show that a world that is up for exploitation is uninhabited before the exploitation starts. Showing that a world is uninhabited is, however, a different kind of task than showing that it is inhabited. The latter task can be accomplished through one positive finding but it is not clear how to go about the former task. In this paper I suggest that it is a gradual process asymptotically approaching certainty rather than a discovery in the traditional sense of the word. It has to be handled in two steps. The first is to connect degree of certainty with research setup. The second is to decide how certain we need to be. The first step is about the number, diversity and quality of observations. The second step is a decision we have to make based on the purpose of the investigation. The purpose and therefore the degree of certainty needed to establish that a world is uninhabited will be different for a world that is up for exploitation than for a world that is not. In the latter case it is only a matter of epistemic values. In the former case also ethical values have to be considered. (shrink)

A discussion of L.A. Paul's 'Transformative Experience' from an Author Meets Critics session at the 2015 Pacific APA.

Consider the claim that openmindedness is an epistemic virtue, the claim that true belief is epistemically valuable, and the claim that one epistemically ought to cleave to one’s evidence. These are examples of what I’ll call “ epistemic discourse.” In this paper I’ll propose and defend a view called “convention-relativism about epistemic discourse.” In particular, I’ll argue that convention-relativismis superior to its main rival, expressivism about epistemic discourse. Expressivism and conventionalism both jibe with anti-realism about epistemic normativity, which is motivated (...) by appeal to philosophical naturalism. Convention-relativism says that epistemic discourse describes how things stands relative to a conventional set of “ epistemic ” values; such discourse is akin to normative discourse relative to the conventional rules of a club. I defend conventionalism by appeal to a “reverse open question argument,” which says, pace expressivism, that epistemic discourse leaves the relevant normative questions open. (shrink)

There is now a significant body of literature on consequentialist ethics that propose satisficing instead of maximizing accounts. Even though epistemology recently witnessed a widespread discussion of teleological and consequentialist theories, a satisficing account is surprisingly not developed yet. The aim of this paper is to do just that. The rough idea is that epistemic rules are justified if and only if they satisfice the epistemic good, i.e., reach some threshold of epistemic value (which varies with practical context), and believing (...) is justified if and only if it follows said rules.I argue that this alternative to the implicitly established way of thinking in maximizing terms has significant advantages. First, maximizing epistemic value can be unreasonably demanding; second, a satisficing theory can make finding reasonable rules for belief formation and sustenance much more accessible; and third, a satisficing approach is a better alternative to both general subjectivist and maximizing objectivist attempts to spell out epistemic blame. This paper lays out the epistemology of Maria Montessori . I start with what I call Montessori's ‘interested empiricism’, her empiricist emphasis on the foundational role of the senses combined with her insistence that all cognition is infused with ‘interest’. I then discuss the unconscious. Partly because of her emphasis on early childhood, Montessori puts great emphasis on unconscious cognitive processes and develops a conceptual vocabulary to make sense of the continuity between conscious and unconscious processes. The final sections turn (...) to two brief but important applications of this general epistemic framework, the importance of ‘meditation’ as an epistemic practice and Montessori's accounts of epistemic virtues. Some beliefs seem more significant than others. This paper suggests an approach to explaining this apparent fact. As there are multiple senses in which one belief may be more significant than another, multiple possible sources of such significance, and, moreover, no prima facie reason to expect a single, unified account under which all these senses and sources can be subsumed, I propose the modest approach of articulating just one feature in virtue of which a belief may fairly be called significant: (...) that of bearing a certain relation to human flourishing, a relation that more trivial truths do not bear. From such modest projects can a complete solution to the problem (or, more accurately, problems) of significance emerge. (shrink)

There are two broad views in the epistemology of testimony, conservatism and liberalism. The two views disagree over a particular necessary condition on testimonial justification: the positive reasons requirement (PRR). Perhaps the most prominent objection levelled at liberalism from the conservative camp stems from gullibility; without PRR, the thought goes, an objectionable form of gullibility looms large for liberals. In this paper I aim to make two main contributions: to introduce a new metric for adjudicating this debate; and to argue (...) that, from the perspective of this new metric, the liberal view is stronger than has been appreciated. Drawing on work from James (The Will to believe and other essays in Popular Philosophy, Harvard University Press, 1896), Goldman (Epistemology and Cognition, Harvard University Press, 1986), and Kelp et al. (Synthese 197:5187–5202, 2020), I firstly countenance the distinction between positive and negative epistemic measures. Positive measures concern, roughly, the acquisition of truths, whereas negative measures concern the avoidance of falsehoods. Both, it is argued, are relevant to epistemic justification, but this debate has proceeded in such a way as to overemphasise the importance of the latter over the former. Once this distinction is made, new conceptual terrain opens for the liberal. Rather than being resigned to a predominantly defensive role—of mitigating worries about negative measures—the liberal can go on the offensive, and explore the independent epistemic strengths of their position. The upshot is that liberals have a new way to dispel their most prominent objection. (shrink)

Kaplan and Craver :601–627, 2011) and Piccinini and Craver :283–311, 2011) argue that only mechanistic explanations of cognition are genuine causal explanations, because only evidence of mechanisms reveals the causal structure of cognition. I first argue that this claim is grounded in a commitment to the mechanistic account of causality, which cannot be endorsed by a defender of causal-nonmechanistic explanations. Then, I defend the epistemic theory of causality, which holds that causal explanations are not genuine to the extent that they (...) reveal mechanistic causal structure, but, rather, to the extent that they have evidential support and yield successful prediction, explanation, and control inferences. Finally, I enact an epistemic unification of causal explanation in cognitive science, according to which both mechanistic and nonmechanistic explanations of cognition can be genuine causal explanations. This thesis engages with three topics and the relationships between them: (i) the phenomenon of disagreement (paradigmatically, where one person makes a claim and another denies it); (ii) the normative character of disagreements (the issue of whether, and in what sense, one of the parties is “at fault” for believing something that’s untrue); (iii) the issue of which theory of what truth is can best accommodate the norms relating belief and truth. People disagree about all sorts of things: about whether (...) climate is changing, death penalty is wrong, sushi is delicious, or Louis C.K. is funny. However, even focusing on disagreements in the evaluative domain (e.g., taste, moral and comedic), where people have the intuition that there is ‘no fact of the matter’ about who is right, there are significant differences that require explanation. For instance, disagreement about taste is generally perceived as shallow. People accept to disagree and live comfortably with that fact. By contrast, moral disagreement is perceived as deep and sometimes hard to tolerate. Comedic disagreement is similar to taste. However, it may involve an element of ‘intellectual snobbery’ that is absent in taste disagreement. The immediate questions are whether these contrasts allow of precise characterization and what is responsible for them. I argue that, once a case is made for the truth-aptness of judgments in these areas, the contrast can be explained in terms of variable normative function of truth – as exerting a lightweight normative constraint in the domain of taste and a stricter constraint in the moral domain. In particular I claim that while truth in the moral domain exerts a sui generis deontic control, this normative feature of truth is silent in both the taste and the comedic domains. This leads me to investigate how to conceive of truth in the light of normative variability. I argue that an amended version of deflationism – minimally inflated deflationism – can account for the normative variability of truth. (shrink)

In recent discussions of the so-called “value of truth,” it is assumed that what is valuable in the relevant way is not the things that are true, but only various states and activities associated with those things: knowing them, investigating them, etc. I consider all the arguments I know of for this assumption, and argue that none provide good reason to accept it. By examining these arguments, we gain a better appreciation of what the value of the things that are (...) true would be, and why it would matter. We also encounter three indications that what is true really is valuable, each of which provides a promising starting point for a serious argument with that conclusion. (shrink)

This paper connects veritistic teleological epistemology, VTE, with the epistemological dimension of the scientific realism debate. VTE sees our epistemic activities as a tradeoff between believing truths and avoiding error. I argue that van Fraassen’s epistemology is not suited to give a justification for a crucial presupposition of his Bad Lot objection to inference to the best explanation (IBE), the presupposition that believing that p is linked to p being more likely to be true. This makes him vulnerable to a (...) counterargument, tailored after Musgrave’s defense of IBE, which would result in a stalemate between them about presuppositions of rationality. I will, however, show that switching to VTE can justify van Fraassen’s presupposition. This leads to a dismissal of common IBE arguments for realism as presented by Boyd and Musgrave, but I also argue that a more cautious version of realism can be rescued from the Bad Lot objection. Finally, I raise some worries about epistemic risk-attitude consistency for constructive empiricists and develop an alternative anti-realist position.1. (shrink)

This paper calls into question one fundamental claim at the basis of an alleged puzzle for veritistic accounts of the value of idealized models: the claim that idealized models cannot be veridical representations of the world. Catherine Elgin has argued that the value of idealized models can only be explained if we construe them as exemplars, which do not represent the world. I argue that Elgin’s proposal is problematic and cannot accommodate central cases of idealization. Nevertheless, there is value in (...) Elgin’s proposal. I rescue her notion of selectiveness in exemplification and incorporate it within a revised account of representation. I provide independent motivation in favour of a form of veritism, which motivates a revision of Elgin’s case against it. I argue that an account based on selective representation has the resources to rescue veritism from the problems raised by Elgin. In the proposal I advance, idealized models are literally veridical representations of the world. (shrink)

A tension exists between those who do—e.g. Meyer (The British Journal for the Philosophy of Science 71:959–985, 2020 ) and Chemero ( 2011 )—and those who do not—e.g. Kaplan and Craver (Philosophy of Science 78:601–627, 2011 ) Piccinini and Craver (Synthese 183:283–311, 2011 )—afford nonmechanistic explanations a role in cognitive science. Here, I argue that one’s perspective on this matter will cohere with one’s interpretation of the tasks of cognitive science; that is, of the actions for which cognitive scientists are (...) specially fitted. To make this point concrete, I consider two tasks of cognitive science—establishing causal claims and unifying—and show how these tasks are interpreted differently by mechanists and nonmechanists respectively. I then argue that, as a result of these different interpretations, we cannot expect to resolve the tension between mechanists and nonmechanists by appeal to cognitive scientific practice. I conclude that we should give up on the debate between mechanists and nonmechanists, and search for progress elsewhere. (shrink)

Generalisation, universal knowledge claims, and recommendations within disaster studies are problematic because they lead to miscommunication and the misapplication of actionable knowledge. The consequences and impacts thereof are not often considered by experts; forgone as irrelevant to the academic division of labour. There is a disconnect between expert assertions for disaster risk reduction (DRR) and their practical suitability for laypersons. Experts currently assert independently of the context within which protective action measures (PAMs) are to be used, measures unconnected to the (...) people for whom they are developed. This has knock-on effects for DRR: much expert-generated science and policy remains unused, unimplemented, and sometimes misapplied. I use philosophical accounts of assertion and epistemic blame to highlight the epistemic relationship between experts and laypersons. This relationship includes responsibilities and agreements between epistemic agents. Since multilevel DRR knowledge still transfers top-down from experts to laypersons, if experts impair the epistemic relationship, they can be held epistemically blameworthy. To address the pervasiveness of top-down systems, I analyse the epistemic framings and narratives currently shaping DRR, and more specifically PAMs and campaigns. I deconstruct universal perspectives that dominate the epistemic processes of generating, disseminating, and implementing DRR knowledge and specifically for co-seismic landslide PAMs for Nepal. I argue for more inclusive, contextual, and epistemically responsible DRR. Co-production of knowledge should begin from the standpoints of marginalised persons who may have an epistemic advantage due to their socio-politically marginalised positions. Often these epistemic contributions are left out of DRR efforts because marginalised persons are rarely afforded equal, if any, epistemic agency, which results in epistemic gaps and a large pool of relevant knowledge remaining unincorporated and unused in DRR research and policy.
