In the wake of the emergence and rapid development of nanoethics there swiftly followed fundamental criticism: nanoethics was said to have become much too involved with speculative developments and was concerning itself too little with actually pending questions of nanotechnology design and applications. If this diagnosis is true, then large parts of nanoethics are misguided. Such fundamental criticism must surely either result in a radical reorientation of nanoethics or be refuted for good reasons. In this paper, I will examine the (...) critics’ central arguments and, building on this scrutiny, formulate an answer to these alternatives. The results lead to conclusions which allow explaining and unfolding the thesis of this paper that instead of speculative nanoethics we should better speak of and develop explorative philosophy of nanotechnology. In this paper, I take a critical stance on the emerging field of nanoethics. After an introductory section, “Conceptual Foundations of Nanotechnology” considers the conceptual foundations of nanotechnology, arguing that nanoethics can only be as coherent as nanotechnology itself and then discussing concerns with this latter concept; the conceptual foundations of nanoethics are then explicitly addressed in “Conceptual Foundations of Nanoethics”. “Issues in Nanoethics” considers ethical issues that will be raised through nanotechnology and, in “What’s New?”, it is argued that (...) none of these issues is unique to nanotechnology. In “It’s a Revolution!”, I express skepticism about arguments which hold that, while the issues themselves might not be unique, they nevertheless are instantiated to such a degree that extant moral frameworks will be ill-equipped to handle them. In “What’s Different?”, I draw plausible distinctions between nanoethics and other applied ethics, arguing that these latter might well identify unique moral issues and, as such, distinguish themselves from nanoethics. Finally, in “What Now?”, I explore the conclusions of this result, ultimately arguing that, while nanoethics may fail to identify novel ethical concerns, it is at least the case that nanotechnology is deserving of ethical attention, if not a new associative applied ethic. The genetically manipulated organism crisis demonstrated that technological development based solely on the law of the marketplace and State protection against serious risks to health and safety is no longer a warrant of ethical acceptability. In the first part of our paper, we critique the implicitly individualist social-acceptance model for State regulation of technology and recommend an interdisciplinary approach for comprehensive analysis of the impacts and ethical acceptability of technologies. In the second part, we present a framework for the analysis (...) of impacts and acceptability, devised—with the goal of supporting the development of specific nanotechnological applications—by a team of researchers from various disciplines. At the conceptual level, this analytic framework is intended to make explicit those various operations required in preparing a judgement about the acceptability of technologies that have been implicit in the classical analysis of toxicological risk. On a practical level, we present a reflective tool that makes it possible to take into account all the dimensions involved and understand the reasons invoked in determining impacts, assessing them, and arriving at a judgement about acceptability. There is no agreement on how nanoethics should proceed. In this article I focus on approaches for discerning ethical issues in nanotechnology, which is as of yet one of the most difficult and urging tasks for nanoethics. I discuss and criticize two existing approaches for discerning ethical issues in nanotechnology and propose a network approach as alternative. I discuss debates in nanoethics about the desirable role of ethics in nanotechnological development and about the newness of ethical issues in nanotechnology. On (...) basis of a critical analysis of both debates, I formulate a number of desiderata for a method for discerning ethical issues in nanotechnology and argue that the network approach that my colleagues and I have developed for ethical issues in research and development networks is also appropriate in nanotechnology. Attempts have been made to establish nanoethics as a new sub-discipline of applied ethics. The nature of this sub-discipline is discussed and some issues that should be subsumed under nanoethics are proposed. A distinction is made between those issue that may ensue once nanotechnology applications become available and procedural issues that should be integrated into the decision structure of the development. A second distinction relates to the central value of the ethical issue. Nanotechnology presents significant challenges in terms of developing a regulatory framework. This is due to a lack of scientific knowledge about the behaviour of the technology in its interactions with biological and ecological processes, the environment and other technologies. Crucially, there is a great deal of uncertainty surrounding the potential environmental and human health and safety impacts of NT. Consequently, the development of NT is a potential test case for framing new models of ‘soft law’ voluntary governance as a substitute (...) for traditional command and control type regulation. Driven by ‘new science governance,’ an approach based on a combination of ideas in anticipatory ethics, future-oriented responsibility, upstream public engagement and deliberation and theories of justice may offer a solution. The uniqueness of the approach can be found in the incorporation of anticipatory approaches via public participation and deliberation as the input into procedural justice approaches with distributional justice as the output. The overarching objective of this work is to contribute to the discussion in relation to the internalisation of responsibility and the building of intellectual and societal capacity to anticipate negative consequences before they arise in the hope that such an approach could be the antithesis of the retrospective imposition of responsibility and liability after the harm is done, which is the outcome of traditional regulatory and ethical approaches. Examining those risk and benefit perceptions utilised in the formation of attitudes and opinions about emerging technologies such as nanotechnology can be useful for both industry and policy makers involved in their development, implementation and regulation. A broad range of different socio-psychological and affective factors may influence consumer responses to different applications of nanotechnology, including ethical concerns. A useful approach to identifying relevant consumer concerns and innovation priorities is to develop predictive constructs which can be used to differentiate applications of (...) nanotechnology in a way which is meaningful to consumers. This requires elicitation of attitudinal constructs from consumers, rather than measuring attitudes assumed to be important by the researcher. Psychological factors influencing societal responses to 15 applications of nanotechnology drawn from different application areas were identified using repertory grid method in conjunction with generalised Procrustes analysis. The results suggested that people differentiate nanotechnology applications based on the extent to which they perceive them to be beneficial, useful, necessary and important. The benefits may be offset by perceived risks focusing on fear and ethical concerns. Compared to an earlier expert study on societal acceptance of nanotechnology, consumers emphasised ethical issues compared to experts but had less concern regarding potential physical contact with the product and time to market introduction. Consumers envisaged fewer issues with several applications compared to experts, in particular food applications. (shrink)

The development of nanotechnology intensifies challenges to the traditional understanding of how to pursue scientific and technological knowledge. Science can no longer be construed simply as the ideal of the quest for truth . Science has become the source of economic power and political power. In this paper, I argue that nanotechnology is a cardinal exemplar of “this politicization.” At the same time, I assert that this new scientific ethos offers the possibility of a better integration of ethical and philosophical (...) reflections at the core of scientific and technological development. In this paper I focus on the question of whether nanotechnology is giving rise to new ethical problems rather than merely to new instances of old ethical problems. Firstly, I demonstrate how important it is to make a general distinction between new ethical problems and new instances of old problems. Secondly, I propose one possible way of interpreting the distinction and offer a definition of a “new ethical problem”. Thirdly, I examine whether there is good reason to claim that nanotechnology (...) is giving or will give rise to new ethical problems. My conclusion is that there are no new ethical problems in nanotechnology but merely new occurrences of certain well-known types of ethical problems. Fourthly, I consider three arguments by van de Poel (NanoEthics 2:25–28, 2008) which contradict my conclusion. I argue that my negative conclusion is consistent with the claim that certain ethical issues arising in nanotechnology may require new normative standards or new analytical tools. I conclude that it is likely that a number of ethical issues arising in nanotechnology will have a considerable impact on our ethical theories and values – and that ethical reflection on nanotechnology will be one of the mother lodes of future ethical research – in spite of the fact that no ethical problem in nanoethics will actually be “new”. There might not be a specific nano-ethics, but there definitely is an ethics of new & emerging science and technology (NEST), with characteristic tropes and patterns of moral argumentation. Ethical discussion in and around nanoscience and technology reflects such NEST-ethics. We offer an inventory of the arguments, and show patterns in their evolution, in arenas full of proponents and opponents. We also show that there are some nano-specific issues: in how size matters, and when agency is delegated to smart devices. (...) Our overall approach is a pragmatist ethics, and we conclude that struggle (and learning) might be more productive than models emphasizing consensus. (shrink)

In this project, we explore perceptions of the social and ethical implications of nanotechnology among US scientists who work at the nanoscale, and develop and pilot test an online training module to foster consideration of social and ethical implications in the lab. To meet our first goal, we drew qualitative insights from open-ended survey data collected from scientists affiliated with the National Nanotechnology Infrastructure Network. Our data suggest that while the survey participants responded positively to the idea that consideration of (...) SEI should be a part of the work they do, there was confusion about whether SEI refers to lab safety, research integrity, or something more. This is something we sought to address in the online training module that we developed based on that qualitative data and on feedback collected from experts in nanoethics and lab management. We then pilot tested the module with undergraduate students studying nanotechnology in the National Science Foundation’s Research Experiences for Undergraduates program and with scientists registered to use a National Nanotechnology Coordinated Infrastructure-funded microelectronics research lab. The undergraduate data suggested that students appreciated the SEI training but wished professors and scientists would begin integrating the ideas therein into coursework and mentoring. The scientist data suggested that the module increased understanding of “social and ethical implications,” increased the perceived need to implement SEI into workplace routines, and, interestingly, heightened perceptions of risk associated with the scientists’ own work. The article examines science-policy conversations mediated by social science in attempts to govern, or set up terms for, scientific research. The production of social science research accounts about science faces challenges in the domains of emerging technosciences, such as nano. Constructing notions of success and failure, participants in science actively engage in the interpretation of policy notions, such as the societal relevance of their research. Industrial engagement is one of the prominent themes both in policy renditions of governable science, and (...) in the participants’ attempts to achieve societally relevant research, often oriented into the future. How do we, as researchers, go about collecting, recording, and analyzing such future stories? I examine a series of recent interviews conducted in a number of US universities, and in particular at a university campus on the West Coast of the United States. The research engages participants through interviews, which can be understood as occasions for testing the interpretive flexibility of nano as “good” scientific practice and of what counts as societal relevance, under what circumstances and in view of what kind of audiences. Nanomedicine offers remarkable options for new therapeutic avenues. As methods in nanomedicine advance, ethical questions conjunctly arise. Nanomedicine is an exceptional niche in several aspects as it reflects risks and uncertainties not encountered in other areas of medical research or practice. Nanomedicine partially overlaps, partially interlocks and partially exceeds other medical disciplines. Some interpreters agree that advances in nanotechnology may pose varied ethical challenges, whilst others argue that these challenges are not new and that nanotechnology basically echoes recurrent bioethical dilemmas. The purpose of this article is to discuss some of the ethical issues related to nanomedicine and to reflect on the question whether nanomedicine generates ethical challenges of new and unique nature. That cacophony you hear is coming from the growing number of commentators addressing ethical, social, and policy issues raised by nanotechnology. Like many novel technologies that disturb the status quo, nanotechnologies raise questions about the adequacy of oversight systems; the extent to which the technologies push legal, moral, and political boundaries; and ultimately, the implications for human health and well-being. Because nanoscale techniques and products challenge our ways of thinking about biology, physics, and chemistry, nanotechnology forces us to reconsider accepted (...) wisdom on toxicity, mutagenicity, contamination, biocompatibility, and other interactions among humans, the environment, and technologies. The sheer scale and reach of nanotechnologies demands institutions, collaborations, and conventions that can cross-link knowledge across organizations, disciplines, and locales. If ever there was an occasion to rethink the limits of disciplinary-specific knowledge, norms about regulatory processes, and societal implications of new technologies, nanotechnologies provide the opportunity. One of the more salient concerns about nanotechnology is the fear that it will harm privacy by collecting personal information and distributing it. This sentiment is complicated by the fact that the specific nanotechnologies that might affect privacy are located more in the near future than in the present, so our knowledge of them is more speculative than empirical. To come to terms with these issues, we will need both knowledge of the science – what is realistic and what is (...) not – and a sense of the on-going discourses on privacy and technology that are likely to frame feelings about nanotech. Carbon nanotubes (CNTs) are one of the first examples of nanotechnology, with a history of promising uses and high expectations. This paper uses the recent debate over their future to explore both ethical and value-laden statements which unsettle the notion of CNTs as a value-free nanotechnology and their regulation as purely a technical affair. A point of departure is made with the inclusion of CNTs on the Substitute-It-Now list by the Swedish NGO ChemSec, an assessment process that anticipates and complements (...) the Registration, Evaluation, Authorization and Restriction of Chemicals (REACH) regulation in Europe. An argument map is constructed to illustrate the core contention in the debate—should CNTs be substituted or not—which follows from a systematic literature review and content analysis of sampled journal articles. Nine arguments are articulated that bolster one of two camps: the pro-substitution camp or the contra-substitution camp. Beneath these arguments are a set of three implicit values that animate these two camps in prescribing competing interventions to resolve the dispute: (i) environmental protection and human safety, (ii) good science, and (iii) technological progress. This leads to a discussion around the regulatory problem of safeguarding conflicting values in decision-making under sustained scientific uncertainty. Finally, the study suggests further empirical work on specific nanomaterials in a pivot away from the abstract, promissory nature of nanotechnology and other emerging technologies in science, technology, and innovation policy. The examination of ethics and values is useful for mapping controversies in science and technology studies of regulation, even amongst experts in cognate research fields like nanomedicine and nanotoxicology. This paper aims to review different discourses within the emerging field of ethical reflection on nanotechnology. I will start by analysing the early stages of this debate, showing how it has been focused on searching for legitimacy for this sphere of moral inquiry. I will then characterise an ethical approach, common to many authors, which frames ethical issues in terms of risks and benefits. This approach identifies normative issues where there are conflicts of interest or where challenges to the fundamental (...) values of our society arise. In response to the limitations of this approach, other commentators have called for more profound analysis of the limits of our knowledge, and have appealed to values, such as sustainability or responsibility, which should, they suggest, inform nanotechnological development (I will define this approach as a “sophisticated form of prudence”). After showing the ways in which these frameworks are limited, I will examine more recent developments in debates on nanoethics which call for the contextualisation of ethical discourse in its ontological, epistemic and socio-economic and political reflections. Such contextualisation thus involves inquiry into the ‘metaphysical research program’ (MRP) of nanotechnology/ies and analysis of the socio-economic, political and historical reality of nano. These ideas offer genuinely new insights into the kind of approach required for nanoethical reflection: they recover a sense of the present alongside the need to engage with the past, while avoiding speculation on the future. There is a rapidly expanding field of research on social and ethical interactions with nano-scaled sciences and technologies. An important question is: What does social and ethical research actually mean when it is focussed on technological applications that are largely hypothetical, and a field of science spread out across multiple disciplines and lacking unification? This paper maps early literature in the field of research as a way of answering this question. Our aim is to describe how this field is developing (...) in response to its difficult task, and particularly, to comment on the topics of focus and where there is potential for future development. We present four topical categories, labelled Governance, Perception, Science and Philosophy, and use these as a tool to both map the field and to analyse its development. We find a majority of literature currently focused on issues of governance and perception, and offer suggestions for why this might be so. We then discuss cross-category themes of definition, novelty and interdisciplinarity, highlighting diverse positions and a problematic lack of direct debate. Our conclusion is that the field would benefit from more interaction, cross-referencing and creative research across traditional fields of inquiry. (shrink)

Whether nanotechnology is ethically unique and nanoethics should be treated as a field in its own right remain important, contested issues. This essay seeks to contribute to the debates on these issues by exploring several foundational questions about the relationship of ethics and nanotechnology. Ethical issues related to nanotechnology exist and adoption of a defeasible presumption that such issues amount to old ethical wine in new technological bottles appears justified. Such issues are not engendered solely by intrinsic features of the (...) nanotechnology field, but also by contingent features of the social contexts in which work in the field unfolds. The sets of factors that engender ethical issues related to nanotechnology are combinations of social-contextual and technical elements. While there do not appear to be any qualitatively new nanotechnology-related ethical issues, nanotechnology is different, ethically, from other fields of technical inquiry in at least two ways. To avoid diluting ethical concern about nanotechnology and revival of the noxious notions of autonomous technology and technological determinism, thinking, writing, and speaking about ‘nanoethics’ should yield to thinking, writing, and speaking about ‘ethical issues related to nanotechnology in society.’ Finally, nanotechnology practitioners should become familiar with the ethical dimension of their work. Nanotechnology shows great promise in a variety of applications with attractive economic and societal benefits. However, societal issues associated with nanotechnology are still a concern to the general public. While numerous technological advancements in nanotechnology have been achieved over the past decade, research into the broader societal issues of nanotechnology is still in its early phases. Based on the data from the Web of Science database, we applied the main path analysis, cluster analysis and text mining tools to explore the (...) main research fronts and hierarchical structure of these societal issues. We found that the research studies fell into four categories: "General Toxicity and EHS (Environment, Health and Safety)," "Medicine and Cytotoxicity," "Assessment and Regulation," and "Environment and Ecotoxicity." These research studies have disclosed much information about the potential effect of nanotechnology on public health and the environment. Relatively speaking, the studies on the assessment, regulation, preventive solutions, and environmental protection are just emerging. This finding indicates that an abundance of effort should be conducted on these emerging themes to maximize the benefits of nanotechnology while minimizing its potential harm.
