We develop a multi-agent deontic action logic to study the logical behaviour of two types of deontic conditionals: (1) conditional obligations, having the form "If group H were to perform action aH, then, in group F's interest, group G ought to perform action aG" and (2) conditional permissions, having the form "If group H were to perform action aH, then, in group F's interest, group G may perform action aG". First, we define a formal language for multi-agent deontic action logic (...) and a class of consequentialist models to interpret the formulas of the language. Second, we define a transformation that converts any strategic game into a consequentialist model. Third, we show that an outcome a* is a Nash equilibrium of a strategic game if and only if a conjunction of certain conditional permissions is true in the consequentialist model that results from the transformation of that strategic game. This volume seeks to further the use of formal methods in clarifying one of the central problems of philosophy: that of our free human agency and its place in our indeterministic world. It celebrates the important contributions made in this area by Nuel Belnap, American logician and philosopher. Philosophically, indeterminism and free action can seem far apart, but in Belnap’s work, they are intimately linked. This book explores their philosophical interconnectedness through a selection of original research papers that build forth (...) on Belnap’s logical and philosophical work. Some contributions take the form of critical discussions of Belnap's published work, some develop points made in his publications in new directions, and others provide additional insights on the topics of indeterminism and free action. In Nuel Belnap’s work on indeterminism and free action, three formal frameworks figure prominently: the simple branching histories framework known as "branching time;" its relativistic spatio-temporal extension, branching space-times; and the “seeing to it that” logic of agency. As those frameworks provide the formal background for the contributed papers, the volume introduction gives an overview of the current state of their development. It also introduces case-intensional first order logic, a general intensional logic offering resources for a first-order extension of the mentioned frameworks and a recent research focus of Belnap’s. In this paper we present BTC, which is a complete logic for branchingtime whose modal operator quantifies over histories and whose temporal operators involve a restricted quantification over histories in a given possible choice. This is a technical novelty, since the operators of the usual logics for branching-time such as CTL express an unrestricted quantification over histories and moments. We use a deontic logic of collective agency to study reducibility questions about collective agency and collective obligations. The logic that is at the basis of our study is a multi-modal logic in the tradition of *stit* logics of agency. Our full formal language has constants for collective and individual deontic admissibility, modalities for collective and individual agency, and modalities for collective and individual obligations. We classify its twenty-seven sublanguages in terms of their expressive power. This classification enables us to (...) investigate reducibility relations between collective deontic admissibility, collective agency, and collective obligations, on the one hand, and individual deontic admissibility, individual agency, and individual obligations, on the other. The aim of this paper, is to provide a logical framework for reasoning about actions, agency, and powers of agents and coalitions in game-like multi-agent systems. First we define our basic Dynamic Logic of Agency ( ). Differently from other logics of individual and coalitional capability such as Alternating-time Temporal Logic (ATL) and Coalition Logic, in cooperation modalities for expressing powers of agents and coalitions are not primitive, but are defined from more basic dynamic logic operators of action and (historic) (...) necessity. We show that STIT logic can be reconstructed in . We then extend with epistemic operators, which allows us to distinguish capability and power. The paper presents a logical framework for the representation of interactions between institutional agents, human agents and software agents. A case study is used to analyze how obligations on institutional agents are “propagated” to human and software agents, and how actions performed by these agents count as actions that satisfy the obligations imposed to institutional agents. It is shown that the relationship between the different kinds of obligations and actions can be represented in terms of the concept of “count as” (...) proposed by Searle, of role and of causality. This dissertation concerns the foundations of epistemic modality. I examine the nature of epistemic modality, when the modal operator is interpreted as concerning both apriority and conceivability, as well as states of knowledge and belief. The dissertation demonstrates how phenomenal consciousness and gradational possible-worlds models in Bayesian perceptual psychology relate to epistemic modal space. The dissertation demonstrates, then, how epistemic modality relates to the computational theory of mind; metaphysical modality; deontic modality; logical modality; the types of mathematical modality; to the (...) epistemic status of undecidable propositions and abstraction principles in the philosophy of mathematics; to the apriori-aposteriori distinction; to the modal profile of rational propositional intuition; and to the types of intention, when the latter is interpreted as a modal mental state. Examining the nature of epistemic logic itself, I develop a novel approach to conditions of self-knowledge in the setting of the modal μ-calculus, as well as novel epistemicist solutions to Curry's, the liar, and the knowability paradoxes. Solutions to previously intransigent issues concerning the first-person concept; the distinction between fundamental and derivative truths; and the unity of intention and its role in decision theory, are developed along the way. We present in this paper an axiomatization of Belnap and Perloff's stit theory (a logic of "seeing to it that") with a single agent. The idea of the proof is to apply the notion of companion sets--the same notion as used in another paper by the author that showed the decidability of stit theory with a single agent and Refref equivalence.

Since Fitch’s proof that not all propositions are knowable, philosophers have analysed the concept of knowability and sought a schema for the knowable propositions. A recent development in dynamic epistemic logic (DEL) has been to read ‘knowable’ as ‘known after an announcement’. Arbitrary Public Announcement Logic (APAL) and Sequential Public Announcement Logic (SPAL) are two DELs that have depicted this reading of knowability. We argue that neither APAL nor SPAL provide a satisfactory and principled schema of the knowable propositions. Instead, (...) we claim that knowability is linked with settledness; stability of truth. We augment SPAL with a settled operator to create a new logic, Dual Sequential Public Announcement Logic (DSPAL). We prove in DSPAL a principled schema of knowability, that all settled propositions are knowable. (shrink)

This paper presents a short survey of recent developments in stit theories, with an emphasis on combinations of stit and deontic logic, and those of stit and epistemic logic.

We propose a theory of events and causes against the background of branching time. Notions discussed include possibility based on reality, transitions, events, determinacy, contingency, causes and effects. The main idea in defining causal relations is to introduce a certain preconditioning circumstance under which one event follows another. We also briefly compare this theory with some other theories.

Based on a notion of "companions to stit formulas" applied in other papers dealing with astit logics, we introduce "choice formulas" and "nested choice formulas" to prove the completeness theorems for dstit logics in a language with the dstit operator as the only non-truth-functional operator. The main logic discussed in this paper is the basic logic of dstit with multiple agents, other logics discussed include the basic logic of dstit with a single agent and some logics of dstit with multiple (...) agents each of which corresponds to a semantic condition concerning the number of possible choices for agents. Topic of the paper is Q-logic - a logic of agency in its temporal and modal context. Q-logic may be considered as a basal logic of agency since the most important stitoperators discussed in the literature can be defined or axiomatized easily within its semantical and syntactical framework. Its basic agent dependent operator, the Q-operator (also known as Δ- or cstit-operator), which has been discussed independently by E v. Kutschera and B. E Chellas, is investigated here in respect of its (...) relation to other temporal and modal operators. The main result of the paper, then, is a completeness result for a calculus of Q-logic with respect to a semantics defined on the tree-approach to agency as introduced and developed by, among others, E v. The received wisdom on ability modals is that they differ from their epistemic and deontic cousins in what inferences they license and better receive a universal or conditional analysis instead of an existential one. The goal of this paper is to sharpen the empirical picture about the semantics of ability modals, and to propose an analysis that explains what makes the can of ability so special but that also preserves the crucial idea that all uses of can share a common (...) lexical semantics. The resulting framework combines tools and techniques from dynamic and inquisitive semantics with insights from the literature of the role of agency in deontic logic. It explains not only why the can of ability, while essentially being an existential modal operator, sometimes resists distribution over disjunction and interacts with its duals in particular and hitherto unnoticed ways, but also has a tendency to license free choice inferences. A suggestion is made for representing iterated deontic modalities in stit theory, the “seeing-to-it-that” theory of agency. The formalization is such that normative sentences are represented as agentive sentences and therefore have history dependent truth conditions. In contrast to investigations in alethic modal logic, in the construction of systems of deontic logic little attention has been paid to the iteration... of the deontic modalities.

In this paper it is shown how tools developed in argumentation theory and artificial intelligence can be applied to the development of a new dialectical analysis of the speech act of making a proposal in a deliberation dialogue. These tools are developed, modified and used to formulate dialogue pre-conditions, defining conditions and post-conditions for the speech act of making a proposal in a deliberation dialogue. The defining conditions set out what is required for a move in a dialogue to count (...) as the making of a proposal by one of the parties. What is required are the conditions that (1) the move fit the requirements of the argumentation scheme for practical reasoning, and (2) the premises are propositions describing common goals of both parties or propositions that they reasonably consider means to achieve these goals. The analysis goes beyond the standard speech act approach by specifying not only the normative requirements for making a well-formed proposal, but also the requirements for responding to it by questioning or criticizing it, and the requirements for defending it. Individualists claim that collective obligations are reducible to the individual obligations of the collective’s members. Collectivists deny this. We set out to discover who is right by way of a deontic logic of collective action that models collective actions, abilities, obligations, and their interrelations. On the basis of our formal analysis, we argue that when assessing the obligations of an individual agent, we need to distinguish individual obligations from member obligations. If a collective has a collective obligation to bring about (...) a particular state of affairs, then it might be that no individual in the collective has an individual obligation to bring about that state of affairs. What follows from a collective obligation is that each member of the collective has a member obligation to help ensure that the collective fulfills its collective obligation. In conclusion, we argue that our formal analysis supports collectivism. (shrink)

A thorny question surrounding the meaning of ought concerns a felt distinction between deontic uses of ought that seem to evaluate a state of affairs versus those that seem to describe a requirement or obligation to perform an action, as in and, respectively. There ought not be childhood death and disease. You ought to keep that promise. Various accounts have been offered to explain the contrast between “agentive” and “non-agentive” ought sentences. One such account is the Agency-in-the-Prejacent theory, which traces (...) the difference to a particular kind of ambiguity in the prejacent. This theory has been criticized as linguistically unviable. Indeed, I level a few novel complaints against AIP myself in the present paper. But AIP has a kernel of genuine insight which allows us to explain the contrast—that the distinction between agentive and non-agentive ought sentences owes in part to the way natural language encodes information about agency. I develop this idea into a novel account that, like AIP, traces the contrast to an ambiguity in the complement of the modal. However, according to the view I propose, the Coercion View, a linguistically-motivated coercion operation produces the necessary grammatical conditions for agentive ought, which in turn allow a kind of variadic function operator in the style of to produce the semantic effect we see on display in agentive readings of ought. Having explained the mechanism by which we get this structure, I show that it corroborates some of the central intuitions underwriting agentive ought. I submit that the Coercion View offers an explanation of agentive ought to take at least as seriously as any of its competitors. (shrink)

One of the best known approaches to the logic of agency are the ‘stit’ logics. Often, it is not the actions of an individual agent that bring about a certain outcome but the joint actions of a set of agents, collectively. Collective agency has received comparatively little attention in ‘stit’. The paper maps out several different forms, several different senses in which a particular set of agents, collectively, can be said to bring about a certain outcome, and examines how these (...) forms can be expressed in ‘stit’ and stit-like logics. The outcome that is brought about may be unintentional, and perhaps even accidental; the account deliberately ignores aspects such as joint intention, communication between agents, awareness of other agents’ intentions and capabilities, even the awareness of another agent’s existence. The aim is to investigate what can be said about collective agency when all such considerations are ignored, besides mere consequences of joint actions. The account will be related to the ‘strictly stit’ of Belnap and Perloff, 25–48 1993) and their suggestions concerning ‘inessential members’ and ‘mere bystanders’. We will adjust some of those conjectures and distinguish further between ‘potentially contributing bystanders’ and ‘impotent bystanders’. (shrink)

Since it is desirable to be able to talk about rational agents forming attitudes toward their concrete agency, we suggest an introduction of doxastic, volitional, and intentional modalities into the multi-agent logic of deliberatively seeing to it that, dstit logic. These modalities are borrowed from the well-known BDI (belief-desire-intention) logic. We change the semantics of the belief and desire operators from a relational one to a monotonic neighbourhood semantic in order to handle ascriptions of conflicting but not inconsistent beliefs and (...) desires as being satisfiable. The proposed bdi-stit logic is defined with respect to branching time frames, and it is shown that this logic is a generalization of a bdi logic based on branching time possible worlds frames (but without temporal operators) and dstit logic. The new bdi-stit logic generalizes bdi and dstit logic in the sense that for any model of bdi or dstit logic, there is an equivalent bdi-stit model. (shrink)

According to a naïve view sometimes apparent in the writings of moral philosophers, ‘ought’ often expresses a relation between agents and actions – the relation that obtains between an agent and an action when that action is what that agent ought to do. It is not part of this naïve view that ‘ought’ always expresses this relation – on the contrary, adherents of the naïve view are happy to allow that ‘ought’ also has an epistemic sense, on which it means, (...) roughly, that some proposition is likely to be the case, and adherents of the naïve view are also typically happy to allow that ‘ought’ also has an evaluative sense, on which it means, roughly, that were things ideal, some proposition would be the case.1 What is important to the naïve view is not that these other senses of ‘ought’ do not exist, but rather that they are not exhaustive – for what they leave out, is the important deliberative sense of ‘ought’, which is the central subject of moral inquiry about what we ought to do and why – and it is this deliberative sense of ‘ought’ which the naïve view understands to express a relation between agents and actions.2 In contrast, logically and linguistically sophisticated philosophers – with a few notable exceptions3 – have rejected this naïve view. We provide a Kripke semantics for a STIT logic with the "next" operator. As the atemporal group STIT is undecidable and unaxiomatizable, we are interested in strict fragments of atemporal group STIT. First we prove that the satisfiability problem of a formula of the fragment made up of individual coalitions plus the grand coalition is also NEXPTIME-complete. We then generalize this result to a fragment where coalitions are in a given lattice. We also prove that if we restrict the language (...) to nested coalitions the satisfiability problem is NP-complete if the number of agents is fixed and PSPACE-complete if the number of agents is variable. The Moral Law is fulfilled iff everything that ought to be the case is the case, and The Good is realised in a possible world w at a time t iff w is deontically accessible from w at t. In this paper, I will introduce a set of temporal modal deontic systems with propositional quantifiers that can be used to prove some interesting theorems about The Moral Law and The Good. First, I will describe a set of systems without any (...) propositional quantifiers. Then, I will show how these systems can be extended by a couple of propositional quantifiers. I will use a kind of TxW semantics to describe the systems semantically and semantic tableaux to describe them syntactically. Every system will include a constant · that stands for The Good. ‘·’ is read as ‘The Good is realised’. All systems that contain the propositional quantifiers will also include a constant '*' that stands for The Moral Law. '*' is read as ‘The Moral Law is fulfilled’. I will prove that all systems (without the propositional quantifiers) are sound and complete with respect to their semantics and that all systems (including the extended systems) are sound with respect to their semantics. The paper develops a set of quantified temporal alethic boulesic doxastic systems. Every system in this set consists of five parts: a ‘quantified’ part, a temporal part, a modal (alethic) part, a boulesic part and a doxastic part. There are no systems in the literature that combine all of these branches of logic. Hence, all systems in this paper are new. Every system is defined both semantically and proof-theoretically. The semantic apparatus consists of a kind of$$T \times W$$T×Wmodels, and the (...) proof-theoretical apparatus of semantic tableaux. The ‘quantified part’ of the systems includes relational predicates and the identity symbol. The quantifiers are, in effect, a kind of possibilist quantifiers that vary over every object in the domain. The tableaux rules are classical. The alethic part contains two types of modal operators for absolute and historical necessity and possibility. According to ‘boulesic logic’ (the logic of the will), ‘willing’ (‘consenting’, ‘rejecting’, ‘indifference’ and ‘non-indifference’) is a kind of modal operator. Doxastic logic is the logic of beliefs; it treats ‘believing’ (and ‘conceiving’) as a kind of modal operator. I will explore some possible relationships between these different parts, and investigate some principles that include more than one type of logical expression. I will show that every tableau system in the paper is sound and complete with respect to its semantics. Finally, I consider an example of a valid argument and an example of an invalid sentence. I show how one can use semantic tableaux to establish validity and invalidity and read off countermodels. These examples illustrate the philosophical usefulness of the systems that are introduced in this paper. (shrink)

We argue that a relativised modal logic of type RT founded upon a ternary relation over possible worlds integrated with a basic (...) tense logic captures intuitions of the Hamblinian model of imperatives. Logics of joint strategic ability have recently received attention, with arguably the most influential being those in a family that includes Coalition Logic (CL) and Alternating-time Temporal Logic (ATL). Notably, both CL and ATL bypass the epistemic issues that underpin Schelling-type coordination problems, by apparently relying on the meta-level assumption of (perfectly reliable) communication between cooperating rational agents. Yet such epistemic issues arise naturally in settings relevant to ATL and CL: these logics are standardly interpreted on structures where agents move (...) simultaneously, opening the possibility that an agent cannot foresee the concurrent choices of other agents. In this paper we introduce a variant of CL we call Two-Player Strategic Coordination Logic (SCL2). The key novelty of this framework is an operator for capturing coalitional ability when the cooperating agents cannot share strategic information. We identify significant differences in the expressive power and validities of SCL2 and CL2, and present a sound and complete axiomatization for SCL2. We briefly address conceptual challenges when shifting attention to games with more than two players and stronger notions of rationality. (shrink)

It is typically assumed that actions are events, but there is a growing consensus that negative actions, like omissions and refrainments, are not events, but absences thereof. If so, then we must either deny the obvious, that we can exercise our agency by omitting and refrainment, or give up on event-based theories of agency. I trace the consensus to the assumption that negative action sentences are negative-existentials, and argue that this is false. The best analysis of negative action sentences treats (...) them as quantifying over omissions and refrainments, conceived of as events. (shrink)

This article proposes the use of temporal logic for an analysis of instrumentality inspired by the work of G.H. von Wright. The first part of the article contains the philosophical foundations. We discuss von Wright’s general theory of agency and his account of instrumentality. Moreover, we propose several refinements to this framework via rigorous definitions of the core notions involved. In the second part, we develop a logical system called Temporal Logic of Action and Expectations (TLAE). The logic is inspired (...) by a fragment of propositional dynamic logic based on indeterministic time. The system is proven to be weakly complete relative to its given semantics. We then employ TLAE to formalise and analyse the instrumentality relations defined in the first part of the paper. Last, we point out philosophical implications and possible extensions of our work. We consider the propositional logic equipped with Chellas stit operators for a finite set of individual agents plus the historical necessity modality. We settle the question of whether such a logic enjoys restricted interpolation property, which requires the existence of an interpolant only in cases where the consequence contains no Chellas stit operators occurring in the premise. We show that if action operators count as logical symbols, then such a logic has restricted interpolation property iff the number of agents does (...) not exceed three. On the other hand, if action operators are considered to be nonlogical symbols, then the restricted interpolation fails for any number of agents exceeding one. It follows that unrestricted Craig interpolation also fails for almost all versions of stit logic. (shrink)

In this paper I propose and motivate a logic of the interdefined concepts of making true and control, understood as intensional propositional operators to be indexed to an agent. While bearing a resemblance to earlier logics in the tradition, the motivations, semantics, and object language theory differ on crucial points. Applying this logic to widespread formal theories of agency, I use it as a framework to argue against the ubiquitous assumption that the strongest actions or options available to a given (...) agent must always be pairwise incompatible. The conclusion is that this assumption conflicts with failures of higher order control of agents over their degree or precision of control, failures exhibited by such imperfect agents as ourselves. I discuss models in this setting for understanding such imperfectly self-controlling agents. In an appendix, I prove several relevant results about the logic described, including soundness and completeness both for it and for certain natural extensions. (shrink)

In this paper we prove the uncompactness of every stit logic that contains a generalized refref conditional and is a sublogic of the stit logic with refref equivalence, a syntactical condition of uncompactness that covers infinitely many stit logics. This result is established through the uncompactness of every stit logic whose semantic structures contain no chain of busy choice sequences with cardinality , where is any natural number . The basic idea in the proof is to apply the notion of (...) companions to stit sentences in finding busy choice sequences in structures, and to make use of a relation between chains of busy choice sequences and generalized refref conditionals in connecting the two conditions of uncompactness mentioned above. Abilities, in contrast to mere dispositions, propensities, or tendencies, abilities seem to be features of agents that put the agent herself in control. But what is the distinguishing feature of abilities vis‐à‐vis other kinds of powers? Our aim in this paper is to point, in answer to this question, to a crucial feature of abilities that existing accounts have tended to neglect: their adaptivity. Adaptivity is a feature of how abilities are exercised. The main reason for its relative neglect has (...) been that most extant accounts have focused solely on whether abilities are exercised successfully in certain possible situations and have mostly understood the exercise of an ability in terms of complete successful performance. We begin by pointing out two aspects of abilities with regard to which current accounts seem (at best) incomplete: control and exercise. We then introduce adaptivity as we understand it, and end by putting it to work in developing a fuller understanding of abilities that does better than current accounts. (shrink)

This paper investigates the semantic treatment of conditional obligation, explicit permission (often called positive permission), and prohibition based on models with agents and branched time. In such models branches (rather than moments) are taken as basic, and the branching provides a way to represent the indeterminism which is normally presupposed by talk of free will, responsibility, action and ability. Careful treatment of the relation between ability and responsibility avoids many common problems with accounts of conditional obligation. Recognition of the generality (...) often involved in conditional obligations makes possible a sensitive way of expressing some kinds of general prohibitions, which in turn makes it possible to account for the special role of explicit permission. Accounts of ability in the philosophical literature have tended to be modal ones: claims about an agent’s abilities are understood in terms of what she does in certain non-actual scenarios. In contrast, a prominent account of ability ascriptions in the recent semantics literature appeals to genericity: claims about an agent’s abilities are understood in terms of what she generally manages to do. The latter account resolves some long-standing problems for modal accounts, but encounters problems of its own. I present a variant of with time, called, interpreted in standard Kripke semantics. On the syntactic level, is nothing but the extension of atemporal individual by: the future tense and past tense operators, and the operator of group agency for the grand coalition. A sound and complete axiomatisation for is given. Moreover, it is shown that supports reasoning about interesting normative concepts such as the concepts of achievement obligation and commitment.

In this paper we propose a method for modeling social influence within the STIT approach to action. Our proposal consists in extending the STIT language with special operators that allow us to represent the consequences of an agent’s choices over the rational choices of another agent.

We present a modal logic called (logic of intention and attempt) in which we can reason about intention dynamics and intentional action execution. By exploiting the expressive power of , we provide a formal analysis of the relation between intention and action and highlight the pivotal role of attempt in action execution. Besides, we deal with the problems of instrumental reasoning and intention persistence.

A growing consensus in the literature on agentive modals has it that ability modals like ‘can’ or ‘able to’ have a _dual_, i.e. interpretations of ‘must’ or ‘cannot but’ which stand to _necessity_ as ability stands to _possibility_. We argue that this thesis (which we call ‘Agentive Duality’) is much more controversial than meets the eye. While Agentive Duality follows from the orthodox possibility analysis of ability given natural assumptions, it sits uneasily with a wide range of alternative proposals which (...) are unified by the idea that ability requires _control_. In particular, we show that against the background of a control requirement on ability, Agentive Duality can be used to derive absurd predictions featuring this dual. Far from being a purely definitional thesis, Agentive Duality thus affords a new lens through which to assess the long-standing debate between possibility analyses of ability and their discontents.
