The main thesis of this paper is that two prevailing theories about cognitive penetration are too extreme, namely, the view that cognitive penetration is pervasive and the view that there is a sharp and fundamental distinction between cognition and perception, which precludes any type of cognitive penetration. These opposite views have clear merits and empirical support. To eliminate this puzzling situation, we present an alternative theoretical approach that incorporates the merits of these views into a broader and more nuanced explanatory (...) framework. A key argument we present in favor of this framework concerns the evolution of intentionality and perceptual capacities. An implication of this argument is that cases of cognitive penetration must have evolved more recently and that this is compatible with the cognitive impenetrability of early perceptual stages of processing information. A theoretical approach that explains why this should be the case is the consciousness and attention dissociation framework. The paper discusses why concepts, particularly issues concerning concept acquisition, play an important role in the interaction between perception and cognition. (shrink)

In approaching the question of whether groups of people can have cognitive capacities that are fundamentally different than the cognitive capacities of the individuals within the group, we lay out a Multiple, Interactive Levels of Cognitive Systems (MILCS) framework. The goal of MILCS is to explain the kinds of cognitive processes typically studied by cognitive scientists, such as perception, attention, memory, categorization, decision making, problem solving, and judgment. Rather than focusing on high-level constructs such as modules in an information processing (...) flow diagram or internal representations, MILCS focuses on mechanisms that allow systems to engage in flexible, adaptive behavior. Examples of these mechanisms are network structure-process pairs that: combine data from perception with top-down theories, achieve consistency and consensus through information exchange, selectively attend to information globally assessed as relevant, and develop specialized units from originally homogeneous networks through competition among the units. Two such systems are considered in some detail -- lateral inhibition within a network for selecting from a candidate set the option that is most attractive, and a diffusion process for accumulating evidence to reach a generally rapid and accurate decision. These system descriptions are aptly applied at multiple levels, including within and across people. These systems provide accounts that unify cognitive processes across multiple levels, can be expressed in a common vocabulary provided by network science, are inductively powerful yet appropriately constrained, and are applicable to a large number of superficially diverse cognitive systems. Given that people are typically highly motivated to participate in strong groups, cognitively resourceful people will tend to form groups that effectively employ cognitive systems at higher levels than the individuals. The impressive cognitive capacities of individual people do not eliminate the need to talk about group cognition. Instead, smart people generally form smart groups. (shrink)

This paper offers a positive account of an important but under-explored class of mental states, non-propositional attitudes such as loving one’s department, liking lattice structures, fearing Freddy Krueger, and hating Sherlock Holmes. In broadest terms, the view reached is a representationalist account guided by two puzzles. The proposal allows one to say in an elegant way what differentiates a propositional attitude from an attitude merely about a proposition. The proposal also allows one to offer a unified account of the non-propositional (...) attitudes that captures both empty and non-empty cases by properly locating the posited representations in the metaphysical structure of the attitudes. This article argues that the much-maligned ‘notational variants’ of a given formal linguistic theory play a role similar to alternative numerical measurement scales. Thus, they can be used to identify the invariant components of the grammar; i.e., those features that do not depend on the choice of empirically equivalent representation. Treating these elements as the ‘meaningful’ structure of language has numerous consequences for the philosophy of science and linguistics. I offer several such examples of how linguistic theorizing can profit from (...) adopting a measurement-theoretic viewpoint. The first concerns a measurement-theoretic response to a famous criticism of Quine's. Others follow from issues of simplicity in the current biolinguistics program. An unexpected similarity with behaviorist practices is also uncovered. I then argue that managable and useful steps can be taken in this area. (shrink)

La ricerca empirica nelle scienze cognitive può essere di supporto all’indagine filosofica sullo statuto ontologico e epistemologico dei concetti mentali, ed in particolare del concetto di credenza. Da oltre trent’anni gli psicologi utilizzano il test della falsa credenza per valutare la capacità dei bambini di attribuire stati mentali a se stessi e a agli altri. Tuttavia non è stato ancora pienamente compreso né quali requisiti cognitivi siano necessari per passare il test né quale sia il loro sviluppo. In questo articolo (...) analizzo l’impatto della funzione esecutiva e delle abilità linguistiche per la capacità di passare il test della falsa credenza. Suggerisco che tale abilità dipende dall’acquisizione di un nuovo formato rappresentazionale per codificare la falsità degli stati mentali altrui. I dati in nostro possesso non permettono tuttavia di precisare la natura di tale formato. (shrink)

This paper argues that attitudinal objects, entities of the sort of John's judgment, John's thought, and John's claim, should play the role of propositions, as the cognitive products of cognitive acts, not the acts themselves.

The purpose of this paper is twofold: first we outline a version of non-descriptivism, ‘minimal expressivism’, leaving aside certain long-standing problems associated with conventional expressivist views. Second, we examine the way in which familiar expressivist results can be accommodated within this framework, through a particular interpretation that the expressive realm lends to a theory of meaning. Expressivist theories of meaning address only a portion of the classical problems attributed to this position when they seek to explain why the expressions they (...) deal with have a given meaning. A position can nevertheless be termed ‘expressivist’ – in the minimal sense that we favor – based simply on the following key features of the meaning of these expressions: they can be used as functions of propositions, and they are not used to describe the way the world is. Most animals have mental states of one sort or another, but few species share our capacity for self-awareness. We are aware of our own mental states via introspection, and we are aware of the mental states of our fellow human beings on the basis of what they do and say. This chapter is not concerned with these traditional forms of mind-reading—forms whose origins predate the beginnings of recorded history—but with the prospects of a rather different and significantly more recent form (...) of ‘mind-reading’: the capacity to reliably ascribe mental states to a creature on the basis of information derived from information about their brain states. Most contemporary philosophical discussions of intentionality start and end with a treatment of the propositional attitudes. In fact, many theorists hold that all attitudes are propositional attitudes. Our folk-psychological ascriptions suggest, however, that there are non-propositional attitudes: I like Sally, my brother fears snakes, everyone loves my grandmother, and Rush Limbaugh hates Obama. I argue that things are as they appear: there are non-propositional attitudes. More specifically, I argue that there are attitudes that relate individuals to non-propositional objects and do (...) so not in virtue of relating them to propositions. I reach this conclusion by not only showing that attempted analyses of apparently non-propositional attitudes in terms of the propositional fail, but that some non-propositional attitudes don’t even supervene on propositional attitudes. If this is correct, then the common discussions of intentionality that address only propositional attitudes are incomplete and those who hold that all intentional states are propositional are mistaken. In this paper, I identify a central problem for conceptual engineering: the problem of showing concept-users why they should recognise the authority of the concepts advocated by engineers. I argue that this authority problem cannot generally be solved by appealing to the increased precision, consistency, or other theoretical virtues of engineered concepts. Outside contexts in which we anyway already aim to realise theoretical virtues, solving the authority problem requires engineering to take a functional turn and attend to the functions of (...) concepts. But this then presents us with the problem of how to specify a concept’s function. I argue that extant solutions to this function specification problem are unsatisfactory for engineering purposes, because the functions they identify fail to reliably bestow authority on concepts, and hence fail to solve the authority problem. What is required is an authoritative notion of conceptual function: an account of the functions of concepts which simultaneously shows why concepts fulfilling such functions should be recognised as having authority. I offer an account that meets this combination of demands by specifying the functions of concepts in terms of how they tie in with our present concerns. (shrink)

A strong form of representationalism says that every conscious property of every mental state can be identified with some part of the state’s representational properties. A weaker representationalism says that some conscious property of some mental state can be identified with some part of the state’s representational properties. David Papineau has recently argued that all such theories are incorrect since they construe consciousness as consisting in “relations to propositions or other abstract objects outside space and time”, whereas consciousness is “concrete” (...) and “here and now”. Papineau defends instead a kind of “qualia theory” according to which all conscious properties are intrinsic non-relational properties of subjects. He argues that this theory bypasses the difficulties he identifies for representationalism. Similar worries about representationalism, and similar ideas to the effect that some qualia theory, adverbial theory, or sense-datum theory fares better with respect to these worries are relatively wide-spread. I argue that Papineau’s theory does not bypass the difficulties he identifies for representationalism. In fact, Papineau’s theory arguably has no advantage at all over representationalism with regard to these issues. The features that concern Papineau about representationalist views do not derive—or do not derive solely—from the representationalism of these views. They derive from a common-factorism of these views. And this common-factorism is embraced by Papineau as well as by most theories of consciousness and perception. (shrink)

In the late 1970s and early 1980s a number of philosophers, notably Churchland, Field, Stalnaker, Dennett, and Davidson, began to argue that propositional attitude predicates (such as believes that it’s sunny outside) are a species of measure predicate, analogous in important ways to numerical predicates by which we attribute physical magnitudes (such as mass, length, and temperature). Other philosophers, including myself, have subsequently developed the idea in greater detail. In this paper I sketch the general outlines of measurement‐theoretic accounts of (...) propositional attitudes, explaining in the briefest terms the basic idea of such accounts, why some have thought such accounts plausible, how these accounts might go, what their implications might be both for our conception of propositional attitudes and for their role in cognitive scientific theorizing, and where the potential problems with such accounts might lie. Traditionally, ‘that’-clauses occurring in attitude attributions are taken to denote the objects of the attitudes. Prior raised a famous problem: even if Frege fears that the Begriffsschrift leads to a paradox, it is unlikely that he fears a proposition, a sentence or what have you as the alleged object denoted by the ‘that’-clause. The usual way out is to say that ‘that’-clauses do not contribute the objects of the attitudes but their contents. I will show that, if we accept this (...) answer, either we’d better stop working on attitude attributions or we’d better work harder on them. (shrink)

Formal relationism in the philosophy of mind is the thesis that folk psychological states should be individuated, at least partially, in terms of the purely formal inference-licensing relations between underlying mental representations. It's supposed to provide a Russellian alternative to a Fregean theory of propositional attitudes. I argue that there's an inconsistency between the motivation for formal relationism and the use to which it's put in defense of Russellian propositions. Furthermore, I argue that formal relationism is committed to epiphenomenalism about (...) singular mental content. (shrink)

This articles gives an overview of the main themes and arguments of _Self-Expression_ (OUP,2007; paper, 2011), and responds to some recent publications in which that book is discussed. In the process of these responses, the article provides refinements and elaborations on some of the book's central claims.

The attribution of beliefs and other propositional attitudes is best understood as a form of measurement, however counter-intuitive this may seem. Measurement theory does not require that the thing measured should be a magnitude, or that the calibration of the measuring instrument should be numerical. It only requires a homomorphism between the represented domain and the representing domain. On this basis, maps measure parts of the world, usually geographical locations, and 'belief' statements measure other parts of the world, namely people's (...) aptitudes. Having outlined an argument for this view, I deal with an obvious objection to it: that self-attribution of belief cannot be an exercise in measurement, because we are all aware, from introspection, that our beliefs have an intrinsically semantic form. Subsequently, I turn to the philosophical and methodological ramifications of the measurement theoretic view. I argue, first, that it undermines at least one version of constructivism and, second, that it provides an effective alternative to the residually Cartesian philosophy that underpins much qualitative research. Like other anti-Cartesian strategies, belief-attribution-as-measurement implies that the objective world is far more knowable than the subjective one, and that reality is ontologically prior to meaning. I regard this result as both plausible and welcome. (shrink)

Propositions, the abstract, truth-bearing contents of sentences and beliefs, continue to be the focus of healthy debates in philosophy of language and metaphysics. This article is a critical survey of work on propositions since the mid-90s, with an emphasis on newer work from the past decade. Topics to be covered include a substitution puzzle about propositional designators, two recent arguments against propositions, and two new theories about the nature of propositions.

Most people find it obvious that concepts like APPLE, DOG, WATER, CACTUS, SWIM, CHIRP, FURRY, and SMOOTH are acquired from perceptual experiences along with some kind of inferential procedure. Models of how these concepts are inferentially acquired, however, force the acquired concepts to be representationally complex, built from, and composed by, the more primitive representations. Since at least the time of Plato, philosophers and psychologists have struggled to find complex sets of representations that have the same meanings, definitionally or probabilistically, (...) as these concepts. For example, to think about the property-kind being gold is not the same as to think about the complex property-kind being yellowish & shiny & malleable.... I call this Fodor's Challenge: Find an acquisition process that is genuinely inferential and yields a concept that genuinely is one of these lexical concepts. Rather than continue the pursuit of a complex representation that has the same meaning as our concept GOLD. I offer a model on which many lexical concepts are acquired from perception and inference, without being built up from, and composed by, the representations involved. The model, Baptizing Meanings for Concepts, is inspired in part by Saul Kripke's baptism process for assigning meanings to linguistic terms. Many lexical concepts, according to the BMC, are acquired by inferring the presence a new property-kind, picking out the property-kind in terms of those perceptible features, and then assigning a simple mental term, a concept, for that property-kind. Leader-managers face a myriad of competing values when they engage in ethical decision-making. Few studies help us understand why certain reasons for action are justified, taking precedence over others when people choose to respond to an ethical dilemma. To help address this matter we began with a qualitative approach to disclose leader-managers' moral motives when they decide to address a work-related ethical dilemma. One hundred and nine military officers were asked to provide their reasons for taking action, justifications of their (...) reasons, and to explain these justifications. We used network analysis techniques to identify a hierarchical motive structure. The motive structure is a cognitive map that identifies ethical motives and perceptions of how these ethical motives relate to each other. The motives identified represent classic conceptualizations of moral behavior; namely, virtue theories, consequentialism, and deontological theories, along with another category that expressed the emotional significance of the moral judgment, which we refer to as emotional empiricism. This paper is about the nature of conscious sensory properties. My initial thesis is that these properties should not be equated with representational properties. I argue that any such representationalist view is in danger of implying that conscious sensory properties are constituted by relations to propositions or other abstract objects outside space and time; and I add that, even if this implication can be avoided, the broadness of representational properties in any case renders them unsuitable to constitute conscious properties. In (...) place of the representational account, I then defend an equation of conscious sensory properties with intrinsic non‐relational properties of subjects, and I show how this view deals naturally with all the difficulties facing representationalism. I conclude by defending this non‐relational account of conscious experience against arguments from the ‘transparency’ and the ‘intrinsic intentionality’ of experience. (shrink)

Observations from philosophy and psychology heavily favor the Empiricist tenet that many lexical concepts are learned. However, many observations also heavily favor the Nativist tenet that such concepts are representationally atomic. Fodor Representations: Philosophical essays on the foundations of cognitive science, 1981, LOT2: The language of thought revisited, 2008) has famously argued that representationally atomic concepts cannot be learned, at least not learned by hypothesis formation and testing. Concept theorists who want to preserve observations about concept learning have developed acquisition (...) models on which the acquired concepts are either non-atomic or are acquired by a process that doesn’t involve hypothesis formation and testing. I offer a model, Baptizing Meanings for Concepts, in which representationally atomic concepts are learned by hypothesis formation and testing. The concepts are learned by the agent’s hypothesizing the existence of a latent/hidden/imperceptible property in objects to explain the objects’ perceptible similarities. Once a hidden property is hypothesized, a new atomic mental name is assigned to it, and this atomic name becomes the concept. Any connections between the name and the representations involved in linking the name to its referent are stored as contingent. Further experience may give the agent reason to revise its hypotheses about latent properties as explanations for its observations. I discuss a software robot implementation of the BMC process that uses a Bayesian learning network. The implementation provides an existence proof of the possibility of learning representationally atomic concepts by hypothesis formation and testing. (shrink)

The aim of this paper is to pose a problem for theories that claim that belief reports are context dependent. Firstly, I argue that the claim is committed to verbalism, a theory that derives the context sensitivity of belief reports from the context sensitivity of the psychological verbs used in such reports. Secondly, I argue that verbalism is not an attractive theoretical option because it is in conflict with the non-proto-rigidity of verbs like ‘believe’. Finally, I describe various consequences that (...) the argument has for invariantism and moderate contextualism. (shrink)

I develop and argue for a novel theory of the mental state of identity confusion. I also argue that this mental state can corrupt the proper function of singular terms in linguistic communication. Finally, I propose a theory according to which identity confusion should be treated as a the source of a new sort of linguistic performance error, similar to malapropism, slips of the tongue, and so-called intentional obfuscation (inducing false belief by manipulating language in specific ways). -/- Going into (...) a bit more detail, I start by arguing that contemporary analytic philosophy, and philosophy of language in particular, has been dominated by a ‘puzzle-driven’ methodology. This tradition, I claim, seeks to provide a coherent system for describing semantic features of all conceivable cases where a speaker is confused about the identity or distinctness of an object. On my view, identity confusion is a mental state of an agent who either believes falsely that a is identical to b or believes falsely that a is not identical to b. I show how many influential arguments in philosophy – e.g., Kripke on semantic reference and speaker’s reference – are invalidated because of false assumptions about the state of identity confusion. -/- More positively, I assume an ‘explanation-driven’ approach, combining strands in Gricean intentionalism and Ruth Millikan’s teleosemantics. On this view, confused speakers are ‘sub-optimal’: their mental state disrupts the proper function of the relevant singular terms in their idiolects. Furthermore, I flesh out a theoretically fruitful notion of ‘edenic reference,’ which idealizes away from confusion in defining the optimal or stabilizing function of singular terms. I argue that speakers must satisfy certain broadly cognitive constraints if their utterances are to play a role in explaining the maintenance of a practice of using a singular term in a linguistic community.
