Jerry Fodor deemed informational encapsulation ‘the essence’ of a system’s modularity and argued that human perceptual processing comprises modular systems, thus construed. Nowadays, his conclusion is widely challenged. Often, this is because experimental work is seen to somehow demonstrate the cognitive penetrability of perceptual processing, where this is assumed to conflict with the informational encapsulation of perceptual systems. Here, I deny the conflict, proposing that cognitive penetration need not have any straightforward bearing on the conjecture that perceptual processing is composed (...) of nothing but informationally encapsulated modules, the conjecture that each and every perceptual computation is performed by an informationally encapsulated module, and the consequences perceptual encapsulation was traditionally expected to have for a perception-cognition border, the epistemology of perception and cognitive science. With these points in view, I propose that particularly plausible cases of cognitive penetration would actually seem to evince the encapsulation of perceptual systems rather than refute/problematize this conjecture. A venerable view holds that a border between perception and cognition is built into our cognitive architecture and that this imposes limits on the way information can flow between them. While the deliverances of perception are freely available for use in reasoning and inference, there are strict constraints on information flow in the opposite direction. Despite its plausibility, this approach to the perception-cognition border has faced criticism in recent years. This article develops an updated version of the architectural approach, which (...) I call the dimension restriction hypothesis (DRH). According to DRH, perceptual processes are constrained to compute over a bounded range of dimensions, while cognitive processes are not. This view allows that perception is cognitively penetrable, but places strict limits on the varieties of penetration that can occur. The article argues that DRH enjoys both theoretical and empirical support, and also defends the view against several objections. (shrink)

We suggest that pain processing has a modular architecture. We begin by motivating the (widely assumed but seldom defended) conjecture that pain processing comprises inferential mechanisms. We then note that pain exhibits a characteristic form of judgement independence. On the assumption that pain processing is inferential, we argue that its judgement independence is indicative of modular (encapsulated) mechanisms. Indeed, we go further, suggesting that it renders the modularity of pain mechanisms a default hypothesis to be embraced pending convincing counterevidence. Zenon Pylyshyn argues that cognitively driven attentional effects do not amount to cognitive penetration of early vision because such effects occur either before or after early vision. Critics object that in fact such effects occur at all levels of perceptual processing. We argue that Pylyshyn’s claim is correct—but not for the reason he emphasizes. Even if his critics are correct that attentional effects are not external to early vision, these effects do not satisfy Pylyshyn’s requirements that the effects be direct (...) and exhibit semantic coherence. In addition, we distinguish our defense from those found in recent work by Raftopoulos and by Firestone and Scholl, argue that attention should not be assimilated to expectation, and discuss alternative characterizations of cognitive penetrability, advocating a kind of pluralism. The question of whether perception is encapsulated from cognition has been a major topic in the study of perception in the past decade. One locus of debate concerns the role of attention. Some theorists argue that attention is a vehicle for widespread violations of encapsulation; others argue that certain forms of cognitively driven attention are compatible with encapsulation, especially if attention only modulates inputs. This paper argues for an extreme thesis: no effect of attention, whether on the inputs to perception (...) or on perceptual processing itself, constitutes a violation of the encapsulation of perception. According to phenomenal conservatism or dogmatism, perceptual experiences can give us immediate justification for beliefs about the external world in virtue of having a distinctive kind of phenomenal character—namely phenomenal force. I present three cases to show that phenomenal force is neither pervasive among nor exclusive to perceptual experiences. The plausibility of such cases calls out for explanation. I argue that contrary to a long-held assumption, phenomenal force is a separate, non-perceptual state generated by some metacognitive mechanisms that monitor one’s (...) first-order mental processes and states. This new account advances our understanding of the nature of phenomenal force. (shrink)

In this paper, I make a case for the modularity of the motor system. I start where many do in discussions of modularity, by considering the extent to which the motor system is cognitively penetrable, i.e., the extent to which its processing and outputs are causally influenced, in a semantically coherent way, by states of central cognition. I present some empirical findings from a range of sensorimotor adaptation studies that strongly suggest that there are limits to such influence under certain (...) conditions. These results cry out for an explanation. In the remainder of the paper, I provide one: The motor system is cognitively penetrable, but nonetheless modular along broadly Fodorian lines, insofar as it is informationally encapsulated. This means that its access is limited to its own proprietary database in computing its function from input to output, which does not include the information stored in central cognition. I then offer a model of action control, from distal intention to action outcomes, that further helps to illustrate this picture and can accommodate the target empirical findings. (shrink)

Does the scope of beliefs that people can form on the basis of perception remain fixed, or can it be amplified with learning? The answer to this question is important for our understanding of why and when we ought to trust experts, and also for assessing the plausibility of epistemic foundationalism. The empirical study of perceptual expertise suggests that experts can indeed enrich their perceptual experiences through learning. Yet this does not settle the epistemic status of their beliefs. One might (...) hold that the background knowledge of experts is the cause of their enriched perceptual experience – what is known as cognitive permeation – and so their subsequent beliefs are only mediately justified because they are epistemically dependent on this background knowledge. I argue against this view. Perceptual expertise is not the result of cognitive permeation but is rather the result of perceptual learning, and perceptual learning does not involve cognition in a way that entails cognitive permeation. Perceptual expertise thus provides a means of widening the scope of the immediately justified beliefs that experts can form. (shrink)

I argue that discussions of cognitive penetration have been insufficiently clear about what distinguishes perception and cognition, and what kind of relationship between the two is supposed to be at stake in the debate. A strong reading, which is compatible with many characterizations of penetration, posits a highly specific and directed influence on perception. According to this view, which I call the “internal effect view” a cognitive state penetrates a perceptual process if the presence of the cognitive state causes a (...) change to the computation performed by the process, with the result being a distinct output. I produce a novel argument that this strong reading is false. On one well-motivated way of drawing the distinction between perceptual states and cognitive states, cognitive representations cannot play the computational role posited for them by IEV, vis-à-vis perception. This does not mean, however, that there are not important causal relationships between cognitive and perceptual states. I introduce an alternative view of these relationships, the “external effect view”. EEV posits that each cognitive state is associated with a broad range of possible perceptual outcomes, and biases perception towards any of those perceptual outcomes without determining specific perceptual contents. I argue that EEV captures the kinds of cases philosophers have thought to be evidence for IEV, and a wide range of other cases as well. (shrink)

I aim to show that perception depends counterfactually on the action we want to perform. Perception is not all-purpose: what we want to do does influence what we see. After clarifying how this claim is different from the one at stake in the cognitive penetrability debate and what counterfactual dependence means in my claim, I will give a two-step argument: one’s perceptual attention depends counterfactually on one’s intention to perform an action and one’s perceptual processing depends counterfactually on one’s perceptual (...) attention. If we put these claims together, what we get is that one’s perceptual processing depends counterfactually on one’s intention to perform an action. (shrink)

The present paper investigates the first step of rational belief acquisition. It, thus, focuses on justificatory relations between perceptual experiences and perceptual beliefs, and between their contents, respectively. In particular, the paper aims at outlining how it is possible to reason from the content of perceptual experiences to the content of perceptual beliefs. The paper thereby approaches this aim by combining a formal epistemology perspective with an eye towards recent advances in philosophy of cognition. Perceptual processes differ from cognitive, this paper argues, in functioning to be causally controlled by proximal stimuli, and being modular, at least in a modest sense that excludes their being isotropic in Jerry Fodor's sense. This claim agrees with such theorists as Jacob Beck and Ben Phillips that a function of stimulus-control is needed for perceptual status. In support of this necessity claim, I argue, inter alia, that E.J. Green's recent architectural account misclassifies processes deploying knowledge of grammar as perceptual. (...) _Pace_ Beck and Phillips, however, I argue a function of stimulus-control is insufficient for perceptual as opposed to cognitive status. One consideration in favour of such insufficiency, noted but (I argue) not convincingly rebutted by these theorists, concerns perpetually grounded demonstrative thought. Two other considerations trade on the fact that a function of stimulus-control can arise not from blind nature but intentional design or social institutions, where so-functioning processes may but need not be perceptual. I offer two cases where such processes are cognitive, viz. skilful play-by-play announcing of ongoing events, and voluntary visualizing of ongoing events under the guidance of apt play-by-play announcements, dubbed announcement-driven visualizing (ADV). The cognitive status of these three diverse phenomena cannot be explained by an absence of a perception-like representational format or content (for ADV has such) or by a presence of personal-level mental states causally mediating between stimuli and outputs (for perception has such). A bettter explanation invokes, I argue, the non-modular character of the generating process. (shrink)

Proponents of cognitive penetration often argue for the thesis on the basis of combined intuitions about categorical perception and perceptual learning. The claim is that beliefs penetrate perceptions in the course of learning to perceive categories. I argue that this "diachronic" penetration thesis is false. In order to substantiate a robust notion of penetration, the beliefs that enable learning must describe the particular ability that subjects learn. However, they cannot do so, since in order to help with learning they must (...) instruct learners to employ previously existing abilities. I argue that a better approach recognizes that we can have sophisticated causal precursors to perceptual learning, but that the learning process itself must operate outside of cognitive influence. How tight is the conceptual connection between imagination and perception? A number of philosophers, from the early moderns to present-day predictive processing theorists, tie the knot as tightly as they can, claiming that states of the imagination, i.e. mental imagery, are a proper subset of perceptual experience. This paper labels such a view ‘perceptualism’ about the imagination and supplies new arguments against it. The arguments are based on high-level perceptual content and, distinctly, cognitive penetration. The paper also defuses a recent, (...) influential argument for perceptualism based on the ‘discovery’ that visual perception and mental imagery share a significant neural substrate: circuitry in V1, the brain’s primary visual cortex. Current neuropsychology is shown to be equivocal at best on this matter. While experiments conducted on healthy, neurotypical subjects indicate substantial neural overlap, there is extensive clinical evidence of dissociations between imagery and perception in the brain, most notably in the case of aphantasia. Pains are subject to obvious, well-documented, and striking top-down influences. This is in stark contrast to visual perception, where the debate over cognitive penetrability tends to revolve around fairly subtle experimental effects. Several authors have recently taken up the question of whether top-down effects on pain count as cognitive penetrability, and what that might show us about traditional debates. I review some of the known mechanisms for top-down modulation of pain, and suggest that it reveals an issue with a relatively (...) neglected part of the cognitive penetrability literature. Much of the debate inherits Pylyshyn’s stark contrast between transducers and cognition proper. His distinction grew out of his running fight with Gibson, and is far too strong to be defensible. I suggest that we might therefore view top-down influences on pain as a species of transducer calibration. This provides a novel but principled way to distinguish between several varieties of top-down effect according to their architectural features. (shrink)

I address the question of whether differences in color terminology cause differences in color experience in speakers of different languages. If linguistic representations directly affect color experience, then this is a case of what I call the linguistic penetrability of perception, which is a particular case of cognitive penetrability. I start with some general considerations about cognitive penetration and its alleged occurrence in the memory color effect. I then apply similar considerations to the interpretation of empirical studies of color perception (...) in speakers of different languages. I argue that findings such as differences in categorical perception in speakers of different languages do not show that language affects color experience. They therefore do not support the claim that color experience is linguistically penetrable. But even if we grant that color experience is different in speakers of different languages, I argue that this might still not be a case of linguistic penetration. Finally, I consider some epistemological consequences of the assumption that speakers of different languages have different color experiences. (shrink)

This chapter concerns the cognitive penetration of the visual experience of colour. Alleged cases of cognitively penetrated colour perception are of special import since they concern an uncontroversial type of visual experience. All theorists of perception agree that colour properties figure properly in the content or presentation of visual perception, even though not all parties agree that pine trees or causes or other "high-level" properties can figure properly in visual content or presentation. So an alleged case of this kind does (...) not require controversial commitments regarding the admissible contents of visual perception. The chapter clarifies this theoretical importance , identifying alleged empirical cases of cognitively penetrated colour perception, and then analyzing the implications of such cases for an epistemology of perception. When performing a skilled action—whether something impressive like a double somersault or something mundane like reaching for a glass of water—you exercise control over your bodily movements. Specifically, you guide their course. In what does that control consist? In this dissertation, I argue that it consists in attending to what you are doing. More specifically, in attending, agents harness their perceptual and perceptuomotor states directly and practically in service of their goals and, in doing so, settle the fine-grained manner in (...) which their bodies will move—details an intention alone leaves unsettled. This requires, among other things, that we reject views on which agents’ control is identical with their practical rationality. When all goes well, agents attentionally prioritize what is motivationally relevant to them to the exclusion of what would otherwise distract them from achieving their goals. However, sometimes agents attend distractedly—i.e., without prioritizing. As the aim of attention is to avoid distraction, this entails the possibility of defective attention. Defective attention, in turn, casts light on scenarios in which agents lose control over what they are doing, as when a skilled practitioner ‘chokes under pressure’. A complaint sometimes levelled against accounts, like mine, that claim to reduce agents’ control of their behaviour to that of causally efficacious mental states or events is that these accounts invariably deprive agents themselves of their rightful role in the generation of behaviour. This is the “Disappearing Agent Problem” for “reductive” or “event-causal” theories of action. I argue that, correctly understood, extant reductive theories do face a genuine Disappearing Agent Problem. However, it is a problem we solve by recognizing the role that conscious attention plays in making an action the agent’s own. Accordingly, I develop and defend an attentional account of action ownership. On this view, allocating conscious attention in service of your goals is sufficient for a kind of conscious perspective (“motivational perspective”), which, when active in controlling your behaviour, constitutes the behaviour as your own doing. As I explain, such perspective also contributes to explaining the subjective structure of your perceptual awareness of the world around you. (shrink)

To which extent is it justified to adopt Kant as a godfather of cognitive science? To prepare the stage for an answer of this question, we need to set aside Kant’s general transcendental approach to the mind which is radically anti-empiricist and instead turn our attention to his specific topics and claims regarding the mind which are often not focus of Kant’s epistemological investigations. If someone is willing to take this stance, it turns out that there are many bridges connecting (...) Kant with contemporary cognitive science. We investigate possible bridges suggested in the literature between some of Kant’s central claims about consciousness, mental content, and functions of mind, and some specific treatments of these topics in contemporary philosophy of mind and cognitive science. While doing so, we offer additional arguments for some proposed bridges, reconstruct others and completely destroy still other bridges by demonstrating that some suggested links between Kant and cognitive science remain only apparent. Cognitive states, such as beliefs, desires and intentions, may influence how we perceive people and objects. If this is the case, are those influences worse when they occur implicitly rather than explicitly? Here we show that cognitive penetration in perception generally involves an implicit component. First, the process of influence is implicit, making us unaware that our perception is misrepresenting the world. This lack of awareness is the source of the epistemic threat raised by cognitive penetration. Second, the influencing state (...) can be implicit, though it can also be or become explicit. Being unaware of the content of the influencing state, we argue, does not make as much difference to the epistemic threat as it does to the epistemic responsibility of the agent. Implicit influencers cannot be examined for their accuracy and justification, and cannot be voluntarily accepted by the perceiver. Conscious awareness, however, is not sufficient for attributing blame to the agent. An equally important condition is the degree of control that they can exercise to change the contents that influence perception or stop their influence. Here we suggest that such control can also result from social influence, and that cognitive penetrability of perception is therefore also a social issue. (shrink)

In this chapter I introduce the thesis that perceptual appearances are cognitively penetrable and analyse cases made against phenomenal conservatism hinging on this thesis. In particular, I focus on objections coming from the externalist reliabilist camp and the internalist inferentialist camp. I conclude that cognitive penetrability doesn’t yield lethal or substantive difficulties for phenomenal conservatism.

In The Principles of Psychology, William James (1981) has long ago suggested that attending to a stimulus can make it appear more ‘vivid and clear.’ Pre-cueing, the procedure in which a cue stimulus is presented to direct a subject’s attention to the location of a test stimulus, has been used to test James’ hypothesis (Posner, 1978; Carrasco et al., 2004; Carrasco, Loula, & Ho, 2006; Yeshurun & Rashal, 2010; Carrasco, 2011). One recent debate concerns whether the effects of pre-cueing and (...) other perceptual changes associated with covert attention are evidence for cognitive penetration. In this paper, we argue that the pre-cueing effects associated with covert attention are similar to perceptual learning effects, despite the former having more transient effects than the latter. -/- .
