Tourism literature has shown there is a disagreement amongst academics conducting tourism research as to whether tourism is an academic community, academic study, and/or academic discipline. These three terms are used loosely and change in meaning depending upon the author, source, context, and discipline of the author(s). The following paper identifies tourism’s current position in academia using these three ideas of academic acceptance as tools to guide the discussion. Also guiding the discussion are ideas from tourism scholars and Kuhn’s ideas (...) of what constitutes a discipline. The discussion leads to a debate about “truths” in tourism research. Recommendations regarding the advancement of tourism in academia via theory construction in the academic field of tourism are presented. (shrink)

Jeffrey Friedman has attempted to make a case for limiting state social engineering that is based on the skeptical epistemology of Sir Karl Popper. But Popper's epistemology is flawed, both in its rejection of a priori theorizing and its insistence on empirical falsification rather than confirmation. Classical liberalism of the sort that Friedman advocates requires, as its basis, positive knowledge of economics and social reality—not Popperian skepticism.

We all know that ships are safest in the harbor; but alas, that is not what ships are built for. They are destined to leave the harbor and to confront the challenges that are waiting beyond the harbor mole. A similar challenge confronts the practice of research. Research at work cannot play it safe and stay in whatever theoretical and methodological harbors in which it may have found shelter in the past. Still less can it examine and maintain its foundations (...) in the dry dock. Research is more like a ship that must be repaired on the open sea. Yet foundationalist ideas persist in the practice of research. Counter to what is often assumed, today’s dominating model for research--the fallibilist model of critical rationalism--has not really overcome the empirical foundationalism of earlier, positivist research practices. Alexander Bird argues for an epistemic account of scientific progress, whereas Darrell Rowbottom argues for a semantic account. Both appeal to intuitions about hypothetical cases in support of their accounts. Since the methodological significance of such appeals to intuition is unclear, I think that a new approach might be fruitful at this stage in the debate. So I propose to abandon appeals to intuition and look at scientific practice instead. I discuss two cases that illustrate the way in which scientists (...) make judgments about progress. As far as scientists are concerned, progress is made when scientific discoveries contribute to the increase of scientific knowledge of the following sorts: empirical, theoretical, practical, and methodological. I then propose to articulate an account of progress that does justice to this broad conception of progress employed by scientists. I discuss one way of doing so, namely, by expanding our notion of scientific knowledge to include both know-that and know-how. (shrink)

Afirm că în prezent aspectele teoretice, ontologice şi epistemologice, în activitatea multor servicii de informaţii, sunt subestimate, determinând înţelegere incompletă a fenomenelor actuale şi creând confuzie în colaborarea inter-instituţională. După o scurtă Introducere, care include o istorie a evoluţiei conceptului de serviciu de informaţii după (...) al doilea război mondial, în Activitatea de informaţii definesc obiectivele şi organizarea serviciilor de informaţii, modelul de bază al acestor organizaţii (ciclul informaţional), şi aspectele relevante ale culegerii de informaţii şi analizei de informaţii. A new layer of complexity, constituted of networks of information token recurrence, has been identified in socio-technical systems such as the Wikipedia online community and the Zooniverse citizen science platform. The identification of this complexity reveals that our current understanding of the actual structure of those systems, and consequently the structure of the entire World Wide Web, is incomplete, which raises novel questions for data science research but also from the perspective of social epistemology. Here we establish the principled foundations (...) and practical advantages of analyzing information diffusion within and across Web systems with Transcendental Information Cascades, and outline resulting directions for future study in the area of socio-technical systems. We also suggest that Transcendental Information Cascades may be applicable to any kind of time-evolving system that can be observed using digital technologies, and that the structures found in such systems comprise properties common to all naturally occurring complex systems. În această lucrare argumentez faptul că, în ciuda criticilor teoriei falsificabilității propuse de Karl Popper pentru demarcarea între știință și ne-știință, în principal pseudoștiință, acest criteriu este încă foarte util, și perfect valabil după perfecționarea lui de către Popper și adepții lui. Mai mult, chiar și în versiunea sa inițială, considerată de Lakatos ca ”dogmatică”, Popper nu a afirmat că această metodologie este un criteriu absolut de demarcare: un singur contra-exemplu nu este suficient pentru a falsifica o teorie; mai mult, (...) o teorie poate fi salvată în mod legitim de falsificare prin introducerea unei ipoteze auxiliare. În comparație cu teoria lui Kuhn a revoluțiilor, de care el însuși s-a dezis ulterior transformând-o într-o teorie a ”micro-revoluțiilor”, consider că metodologia de demarcare a lui Popper, împreună cu dezvoltarea ulterioară propusă de acesta, inclusiv coroborarea și verosimilitudinea, deși imperfectă, nu numai că este valabilă și azi, dar este încă cea mai bună metodologie de demarcare. Pentru argumentare, m-am folosit de principalele lucrări ale lui Popper care tratează această problemă, și a principalilor săi critici și susținători. După o scurtă prezentare a lui Karl Popper, și o introducere în problema demarcației și metodologia falsificabilității, trec în revistă principalele critici aduse și argumentele susținătorilor săi, accentuând pe ideea că Popper nu a pus niciodată semnul egalității între falsificare și respingere. Scientists and philosophers routinely talk about phenomena, and the ways in which they relate to explanation, theory and practice in science. However, there are very few definitions of the term, which is often used synonymously with "data'', "model'' and in older literature, "hypothesis''. In this paper I will attempt to clarify how phenomena are recognized, categorized and the role they play in scientific epistemology. I conclude that phenomena are not necessarily theory-based commitments, but that they are what explanations are called (...) to account for, which are not presently explained. (shrink)

This chapter outlines ways in which Wittgenstein’s opposition to scientism is manifest in his later conception of philosophy and the negative attitude he held toward his times. The chapter tries to make clear how these two areas of Wittgenstein’s thought are connected and reflect an anti-scientistic worldview he held, one intimated in Philosophical Investigations §122. -/- It is argued that the later Wittgenstein’s metaphilosophy is marked out against two scientistic claims in particular. First, the view that the scientific method is (...) superior to all other means of learning or gaining knowledge. Second, the view that scientific knowledge is superior to all other kinds of knowledge and understanding. Wittgenstein’s opposition to these claims is brought out through examining a fundamental aim of his later philosophy, producing the ‘kind of understanding which consists in “seeing connections”’ (PI §122), and his attempts to expose certain philosophical confusions. It is argued that these reflect his antiscientistic worldview. -/- Through discussion of Oswald Spengler’s influence on Wittgenstein, the chapter outlines how Wittgenstein’s opposition to scientism underwrites his negative cultural outlook and how this is connected with the anti-scientistic elements of his later philosophy discussed. When he first introduced the idea in 1960, he took even his close colleagues and students by surprise. Yet tracing the development of his idea shows a great deal in Popper’s previous work and thought led up to what seemed his startlingly new proposal. Contemporary theories of consciousness are based on widely different concepts of its nature, most or all of which probably embody aspects of the truth about it. Starting with a concept of consciousness indicated by the phrase “the feeling of what happens” (the title of a book by Antonio Damásio), we attempt to build a framework capable of supporting and resolving divergent views. We picture consciousness in terms of Reality experiencing itself from the perspective of cognitive agents. Each conscious experience is (...) regarded as composed of momentary feeling events that are combined by recognition and evaluation into extended conscious episodes that bind cognitive contents with a wide range of apparent durations (0.1 secs to 2 or more secs, for us humans, depending on circumstances and context). Three necessary conditions for the existence of consciousness are identified: a) a ground of Reality, envisaged as an universal field of potentiality encompassing all possible manifestations, whether material or 'mental'; b) a transitional zone, leading to; c) a manifest world with its fundamental divisions into material, 'informational' and quale-endowed aspects. We explore ideas about the nature of these necessary conditions, how they may relate to one another and whether our suggestions have empirical implications. (shrink)

This essay criticizes the current approach to epistemic democracy. Epistemic democrats are preoccupied with the question of how a society can best exploit a given stock of knowledge. This article argues that the problem-solving capability of a society depends on two factors rather than one. The quality of decision-making depends both on how a democracy is able to make use of its stock of knowledge and on the size of the knowledge stock. Society’s problem-solving capability over time is therefore a (...) function of its ability to develop its knowledge exploitation mechanisms and the growth rate of its knowledge stock. Based on this enhanced model of social problem-solving, this essay compares two different political ideal types: experimental democracy, as commonly defended by epistemic democrats; and polycentric democracy, a model defended most commonly by political economists. In this paper, three theories of progress and the aim of science are discussed: the theory of progress as increasing explanatory power, advocated by Popper in The logic of scientific discovery ; the theory of progress as approximation to the truth, introduced by Popper in Conjectures and refutations ; the theory of progress as a steady increase of competing alternatives, which Feyerabend put forward in the essay “Reply to criticism. Comments on Smart, Sellars and Putnam” and defended as late as (...) the last edition of Against method. It is argued that, contrary to what Feyerabend scholars have predominantly assumed, Feyerabend's changing attitude towards falsificationism—which he often advocated at the beginning of his career, and vociferously attacked in the 1970s and 1980s—must be explained by taking into account not only Feyerabend's very peculiar view of the aim of science, but also Popper's changing account of progress. Popper’s theory of learning is sometimes met with incredulity because Popper claims that there is no transference of knowledge or knowledge elements from outside the individual, neither from the physical environment nor from others. Instead, he claims that we can improve our present theories by discovering their inadequacies.The intent of this article is not to persuade educators to adopt Popper’s approach uncritically to build their professional knowledge. Rather, it presents a discussion on the need for teachers to adopt a critical (...) approach in eliminating what is inadequate and preserve what is adequate by modifying or abandoning whatever traditions or practices that are inadequate to improve their teaching practice. Popper claims that knowledge advances by searching for and eliminating error contained in our theory. In other words, we can improve our present theories by finding out their inadequacies. (shrink)

This essay attempts to distinguish and discuss the importance and limitations of different ways of being wrong. At first it is argued that strictly falsifiable knowledge is concerned with simple (instrumental) mistakes only, and thus is incapable of understanding more complex errors (and truths). In order to gain a deeper understanding of mistakes (and to understand a deeper kind of mistake), it is argued that communicative aspects have to be taken into account. This is done in the theory of communicative (...) action, which adds to our knowledge of errors the notion of communicative mistakes: mistakes as obstacles for sincere communication. However, to overcome this still purely negative judgement of errors, two processes are examined in which mistakes are best regarded as developmental steps, that is, steps not only meaningful in their own right (as containing some truth), but also as necessary preconditions for further progress. This would suggest that truth is born out of errors. But if so, one has to understand the wrongness of such errors; how is it that they are erroneous if they (somehow) contain the truth? At the end of this essay, a tentative answer to this question is given. (shrink)

We historically trace various non-conventional explanations for the origin of the cosmic microwave background and discuss their merit, while analyzing the dynamics of their rejection, as well as the relevant physical and methodological reasons for it. It turns out that there have been many such unorthodox interpretations; not only those developed in the context of theories rejecting the relativistic paradigm entirely but also those coming from the camp of original thinkers firmly entrenched in the relativistic milieu. In fact, the orthodox (...) interpretation has only incrementally won out against the alternatives over the course of the three decades of its multi-stage development. While on the whole, none of the alternatives to the hot Big Bang scenario is persuasive today, we discuss the epistemic ramifications of establishing orthodoxy and eliminating alternatives in science, an issue recently discussed by philosophers and historians of science for other areas of physics. Finally, we single out some plausible and possibly fruitful ideas offered by the alternatives. (shrink)

Two case studies of students from California School for the Blind studying artworks in museums and on the Web are discussed. The analysis focuses on the traditional understanding that unreachable artworks in the museum are deciphered by non-intellectual elites primarily from the perspective of visual perception and museums are simple vessels of art, as contended by Ernst Gombrich and Pierre Bourdieu, and that exclusion is either passive or active. It is also argued that there is a bridge between sensing an (...) object and understanding it that is beyond perceptions. The article concludes that the two students featured in the case studies were more likely to be passively rather than actively excluded from unreachable and two-dimensional artworks, and that they could still develop a symbolic intellectual and emotional connection with these artworks and the museum through verbal descriptions and being in their presence. Apresentar-se-á as críticas segundo as quais a psicologia popular náo se relaciona com as demais teorias científicas, a psicologia popular é táo ímpar que parece náo ter desenvolvido nada além do que se desenvolveu até o tempo dos Gregos, a psicologia popular é passiva, quando, em certos casos, deveria ser ativa; e, por fim, a psicologia popular náo é sujeita à falsificaçáo científica, como devem ser as (...) teorias científicas. Mostrar-se-áo os argumentos filosóficos concernentes ao método falsificacionista, notadamente os relacionados à epistemologia. Depois, analisar-se-áo as demais críticas eliminativistas contra a psicologia popular. Mostrar-se-á que tais críticas, tomadas isoladamente, náo sáo suficientes para que se decrete o fim da psicologia popular, mas se concluirá que tais críticas servem de base para sustentar as críticas extrínsecas, as quais podem em conjunto com as intrínsecas serem suficientes para que o materialismo eliminativista tenha sucesso. It is a commonplace that the writers of eighteenth century Scotland played a key role in shaping the early practice of social science. This paper examines how this ‘Scottish’ contribution to the Enlightenment generation of social science was shaped by the fascination with unintended consequences. From Adam Smith's invisible hand to Hume's analysis of convention, through Ferguson's sociology, and Millar's discussion of rank, by way of Robertson's View of Progress, the concept of unintended consequences pervades the writing of the period. We suggest that human culture exhibits key Darwinian evolutionary properties, and argue that the structure of a science of cultural evolution should share fundamental features with the structure of the science of biological evolution. This latter claim is tested by outlining the methods and approaches employed by the principal subdisciplines of evolutionary biology and assessing whether there is an existing or potential corresponding approach to the study of cultural evolution. Existing approaches within anthropology and archaeology demonstrate a good match with (...) the macroevolutionary methods of systematics, paleobiology, and biogeography, whereas mathematical models derived from population genetics have been successfully developed to study cultural microevolution. Much potential exists for experimental simulations and field studies of cultural microevolution, where there are opportunities to borrow further methods and hypotheses from biology. Potential also exists for the cultural equivalent of molecular genetics in “social cognitive neuroscience,” although many fundamental issues have yet to be resolved. It is argued that studying culture within a unifying evolutionary framework has the potential to integrate a number of separate disciplines within the social sciences. (shrink)

The purpose of this article is a critical reflection on the field of educational administration and its varied and often conflicting epistemologies. It is argued that the field of educational administration is a community of diverse epistemologies. Although epistemological heterogeneity has been persistently vilified by both theorists and pragmatists with their own discursive agendas, it is this precise environment of critical dialogue and diversity that is conducive to new frontiers in the field. A phenomenology of recognition is thus presented as (...) a showcase for the possibility of approaching and expanding the field topically rather than treatise-like generalizations at the macro level, which are mostly dated discussions on philosophy of science. The principal value of the article is showing alternative pathways—not limited to the discussions about theory of recognition—to new frontiers in educational administration by demonstrating the possibility of thematic theory developments in the field and defending the diversity of existing epistemologies in the field as an asset rather than a liability for further development in the field. We attempt a conclusive resolution of the debate over whether the principle of natural selection (PNS), especially conceived as the `principle' of the `survival of the fittest', is a tautology. This debate has been largely ignored for the past 15 years but not, we think, because it has actually been settled. We begin by describing the tautology objection, and situating the problem in the philosophical and biology literature. We then demonstrate the inadequacy of six prima facie plausible reasons for believing (...) that the tautology debate has been satisfactorily resolved (the PNS is strictly a methodological principle; scientific theories can contain tautologies; the scope of the PNS has been reduced; theories should be understood as models and not exceptionless laws; the widespread acceptance of the propensity interpretation of fitness; and the abandonment of operationalism and verificationism). We proceed to a detailed discussion of Brandon's law (D) describing the PNS, and show that law (D) seriously misrepresents the structure of evolution by natural selection. In the final sections, we provide and defend a novel reinterpretation of the structure of the principle (or, we prefer, model) of evolution by natural selection. (shrink)

According to influential accounts of scientific method, such as critical rationalism, scientific knowledge grows by repeatedly testing our best hypotheses. But despite the popularity of hypothesis tests in statistical inference and science in general, their philosophical foundations remain shaky. In particular, the interpretation of non-significant results—those that do not reject the tested hypothesis—poses a major philosophical challenge. To what extent do they corroborate the tested hypothesis, or provide a reason to accept it? Popper sought for measures of corroboration that could (...) adequately answer this question. According to Popper, corroboration is different from probability-raising, and grounded in the predictive success and testability of a hypothesis. As such, corroboration becomes an indicator of the scientific value of a hypothesis and guides our practical preferences over hypotheses that have been subjected to severe tests. This article proves two impossibility results for corroboration measures based on statistical relevance. The generality of these results shows that Popper’s qualitative characterization of corroboration must be misguided. I explore what a more promising and scientifically useful concept of corroboration could look like. (shrink)

Abstract:Charles Darwin died in 1882—more than a hundred years ago. His doctrine, however, is still alive. Recently there has been particular interest in his ideas among philosophers. These ideas are indeed a challenge to (traditional) philosophy: To take Darwin seriously means to revise—or even to destroy—some positions in (traditional) philosophy. Among the philosophical disciplines which have been affected by Darwin's ideas are epistemology and moral philosophy (ethics). In the present paper I shall discuss the epistemological and ethical consequences of Darwin's (...) doctrine from the point of view of contemporary philosophy of biology; I shall give a brief outline of evolutionary epistemology and evolutionary ethics which both have caused many controversies. This paper draws on the philosophy of Karl Popper to present a descriptive evolutionary epistemology that offers philosophical solutions to the following related problems: ‘What happens when learning takes place?’ and ‘What happens in human learning?’ It provides a detailed analysis of how learning takes place without any direct transfer of information from the environment to the learner, and it significantly extends the author's earlier published work on this topic. She proposes that learning should be construed as a special case (...) of ‘problem solving’ and as a fundamentally critical and creative process in which learning organisms develop ‘expectations’ that are not purely an outcome of genetic inheritance or random mutation. Human learning is then characterised with reference to: objectified knowledge; descriptive and argumentative language; theoretical problems; the search for error and specific limitation. If the author's evolutionary analysis of learning is valid, it would suggest that we should, if we wish to promote learning, be wary of corralling children and older students in environments that inhibit autonomous activity, that discourage criticality and creativity and generally limit opportunities for trial and error‐elimination. But education institutions, particularly those for older children and adolescents, are very often environments of this constraining kind. Traditionally, educationists have vastly underestimated the human potential for imaginative criticism—because in general they have not recognised the extent to which it lies at the heart of what humans, including the youngest children, do in order to succeed at even the most basic tasks. In the present article, working from within the framework of critical rationalism and focusing mostly on the views developed by some Iranian writers, I argue that the programmes of producing ‘Islamic Science’ and ‘Islamisation of Science/Knowledge’ are doomed to failure. I develop my arguments in three parts. I start by explaining that the advocates of the programmes of producing cIS or IoK subscribe to mistaken images of science that are shaped by either a positivist or outmoded culturalist/interpretivist theories of science. I shall then focus on the similarities and differences of ‘science’ and ‘technology’, arguing that despite close interconnection between the two it is of utmost importance, for analytical purposes, to keep these two socially constructed entities apart. Drawing on the above distinction, I argue that while creating ‘Islamic’ or ‘indigenous’ sciences is impossible, constructing ‘Islamic’ or ‘indigenous’ technologies is, in principle, feasible. If we accept Popper's idea that the human habitat is described in terms of three worlds, and that there are overlaps between these three worlds, our moral actions and values will also be subject to the same kinds of consideration as a repertoire of behaviours exhibited in a physical environment. We will develop moral habits in a moral habitat and our moral behaviours will also be dependent on the kind of moral habitat in which we find ourselves.There are three main (...) problems to which this analysis leads and on which we will focus in this paper. Firstly, there is the problem of the kind of moral environment—habitat—that we need to provide for human beings if they are to develop the kinds of moral values that we hold to be important. Secondly, there is the question of how we are to develop the kinds of moral habits themselves and thirdly, there is the question of how these moral habits and habitat are to be maintained. If we take Popper seriously then human beings have a crucial responsibility in the creation of a moral third world—that is, a habitat in which human beings can flourish. Schools have an important role as a moral habitat for the inculcation of good moral habits. (shrink)

Science is increasingly becoming automated. Tasks yet to be fully automated include the conjecturing, modifying, extending and testing of hypotheses. At present scientists have an array of methods to help them carry out those tasks. These range from the well-articulated, formal and unexceptional rules to the semi-articulated and variously understood rules-of-thumb and intuitive hunches. If we are to hand over at least some of the aforementioned tasks to machines, we need to clarify, refine and make formal, not to mention computable, (...) even the more obscure of the methods scientists successfully employ in their inquiries. The focus of this essay is one such less-than-transparent methodological rule. I am here referring to the rule that ad hoc hypotheses ought to be spurned. This essay begins with a brief examination of some notable conceptions of ad hoc-ness in the philosophical literature. It is pointed out that there is a general problem afflicting most such conceptions, namely the intuitive judgments that are supposed to motivate them are not universally shared. Instead of getting bogged down in what ad hoc-ness exactly means, I shift the focus of the analysis to one undesirable feature often present in alleged cases of ad hoc-ness. I call this feature the ‘monstrousness’ of a hypothesis. A fully articulated formal account of this feature is presented by specifying what it is about the internal constitution of a hypothesis that makes it monstrous. Using this account, a monstrousness measure is then proposed and somewhat sketchily compared with the minimum description length approach. (shrink)

The ethics of bioculture deals with moral questions raised by the cultivation and farming of living things. P. W. Taylor believes that they have an inherent worth just like animals and wild plants. Therefore, judgment about how they should be treated cannot be limited to the principle of greater efficiency for the benefit of humans. Taylor developed a comprehensive theory that is founded on the symmetry between human and environmental ethics. He believes that every living thing is teleologically oriented and (...) a member of the earth's biotic community. A systemic and hologrammatic approach is the alternative to Taylor's ethics of bioculture. Each component of an ecosystem characterised by contingency, plays a role in co-evolution. Therefore, as moral agents, we must take historical responsibility for domesticating and employing other living things, and we should reconsider the emerging model of economic development and define criteria of ethical sustainability for bioculture companies. Such an ethics of bioculture can contribute to oriented decision-making to ensure that an increase in well-being for all living things is an economically and environmentally sustainable and political perspective. The purpose of this paper is to outline some new developments in a mature research program that sees administrative theory as cohering with natural science and uses a coherence theory of epistemic justification to shape the content and structure of administrative theory. Three main developments are discussed. First, the paper shows how to deal with the evaluation of theories where there is a demand that a theory needs to be context relevant, but also comprehensive. The solution is to allow context (...) to determine the scope of comprehensiveness. Second, the paper develops an argument structure employing a coherentist epistemology for how ethical claims can be incorporated into administrative theories. Finally, the paper, drawing on research in neuroscience, argues for the relevance of emotion in rational decision-making. Contrary to the belief that emotion compromises rationality, the paper argues that it is essential for rationality. (shrink)

We have no reason to believe that reasons do not exist. Contra Bart Streumer’s recent proposal, this has nothing to do with our incapacity to believe this error theory. Rather, it is because if we know that if a proposition is true, we have no reason to believe it, then we have no reason to believe this proposition. From a different angle: if we know that we have at best misleading reasons to believe a proposition, then we have no reason (...) to believe it. This has two consequences. Firstly, coming close to believing the error theory is idle or pointless. Secondly, philosophers who argue that believing sweeping theories like determinism or physicalism is self-defeating because they are either false or believed for no reason pursue a worthwhile argumentative strategy. Do markets generate a “just” wage? The answer to this question will depend upon the particular theory of the market that the political economist employs. When comparing actual labor markets with the neoclassical theory of competitive equilibrium as its normative benchmark, Joseph Heath argues that factor pricing is orthogonal to normative issues such as distributive justice. We argue that Heath’s conclusion, though not invalid, follows from a similar normative benchmark of equilibrium, one that evaluates factor pricing without taking into account (...) the institutional conditions within which factor prices emerge. Though indeed classical political economists and early neoclassical economists failed to deliver an explicit theory of distributive justice, what Heath overlooks is that implicit to their understanding of the market process was an institutional theory of distributive justice.
