    This essay deals with technologies, techniques, business models and legal structures governing telecommunications infrastructures. Megacities are especially vulnerable to shifting agencies in telecoms provision. This paper addresses the relation of the economics of growth, built-in obsolescence and product life cycles with the complex determinations of telecommunications governance in relation to the physical environment of megacities. It argues that an ‘environmentalism of the poor’ must be integrated into considerations of both ecological critique and analyses of telecommunications infrastructure and business practice.

    The notion of conditional entropy is extended to noncomposite systems. The \-deformed entropic inequalities, which usually are associated with correlations of the subsystem degrees of freedom in bipartite systems, are found for the noncomposite systems. New entropic inequalities for quantum tomograms of qudit states including the single qudit states are obtained. The Araki–Lieb inequality is found for systems without subsystems.

    In noun phrase coordinate constructions, there is a strong tendency for the syntactic structure of the second conjunct to match that of the first; the second conjunct in such constructions is therefore low in syntactic information.     A simple inductive argument shows natural languages to have infinitly many sentences, but workers in the field have uncovered clear evidence of a diverse group of ‘exceptional’ languages from Proto-Uralic to Dyirbal and most recently, Pirahã, that appear to lack recursive devices entirely. We argue that in an information-theoretic setting non-recursive natural languages appear neither exceptional nor functionally inferior to the recursive majority.

    I argue that a dual-aspect theory of consciousness, associated with a particular class of quantum states, can provide a consistent account of consciousness.
