What does it mean to know how to do something? This book develops a comprehensive account of know-how, a crucial epistemic goal for all who care about getting things right, not only with respect to the facts, but also with respect to practice. It proposes a novel interpretation of the seminal work of Gilbert Ryle, according to which know-how is a competence, a complex ability to do well in an activity in virtue of guidance by an understanding of what it (...) takes to do so. This idea is developed into a full-fledged account, Rylean responsibilism, which understands know-how in terms of the normative guidance and responsible control of one's acts. Within the complex current debate about know-how, this view occupies a middle ground position between the intellectualist claim that know-how just is propositional or objectual knowledge and the anti-intellectualist claim that know-how just is ability. In genuine know-how, practical ability and guiding intellect are both necessary, but essentially intertwined. (shrink)

The debate about the nature of knowledge-how is standardly thought to be divided between intellectualist views, which take knowledge-how to be a kind of propositional knowledge, and anti-intellectualist views, which take knowledge-how to be a kind of ability. In this paper, I explore a compromise position—the interrogative capacity view—which claims that knowing how to do something is a certain kind of ability to generate answers to the question of how to do it. This view combines the intellectualist thesis that knowledge-how (...) is a relation to a set of propositions with the anti-intellectualist thesis that knowledge-how is a kind of ability. The prequel to this paper has discussed the relation between knowledge and skill and introduced the topic of the relationship between skill and know how. This sequel continues the discussion. First, I survey the recent debate on intellectualism about knowing how (§1-3). Then, I tackle the question as to whether intellectualism (and anti-intellectualism) about skill and intellectualism (and anti-intellectualism) about know how fall or stand together (§4-5).

In this paper, we present a new semantic framework designed to capture a distinctly cognitive or epistemic notion of meaning akin to Fregean senses. Traditional Carnapian intensions are too coarse-grained for this purpose: they fail to draw semantic distinctions between sentences that, from a Fregean perspective, differ in meaning. This has led some philosophers to introduce more fine-grained hyperintensions that allow us to draw semantic distinctions among co-intensional sentences. But the hyperintensional strategy has a flip-side: it risks drawing semantic distinctions (...) between sentences that, from a Fregean perspective, do not differ in meaning. This is what we call the ‘new problem’ of hyperintensionality to distinguish it from the ‘old problem’ that faced the intensional theory. We show that our semantic framework offers a joint solution to both these problems by virtue of satisfying a version of Frege’s so-called ‘equipollence principle’ for sense individuation. Frege’s principle, we argue, not only captures the semantic intuitions that give rise to the old and the new problem of hyperintensionality, but also points the way to an independently motivated solution to both problems. Intelligent activity requires the use of various intellectual skills. While these skills are connected to knowledge, they should not be identified with knowledge. There are realistic examples where the skills in question come apart from knowledge. That is, there are realistic cases of knowledge without skill, and of skill without knowledge. Whether a person is intelligent depends, in part, on whether they have these skills. Whether a particular action is intelligent depends, in part, on whether it was produced by an (...) exercise of skill. These claims promote a picture of intelligence that is in tension with a strongly intellectualist picture, though they are not in tension with a number of prominent claims recently made by intellectualists. The Intellectualist thesis that know-how is a kind of propositional knowledge faces a simple problem: For any proposition p, it seems that one could know p without knowing how to do the activity in question. For example, it seems that one could know that w is a way to swim even if one didn't know how to swim oneself. In this paper I argue that this “sufficiency problem” cannot be adequately addressed by appealing to practical modes of presentation.

When two agents engage in a joint action, such as rowing together, they exercise joint know-how. But what is the relationship between the joint know-how of the two agents and the know-how each agent possesses individually? I construct an “active mutual enablement” account of this relationship, according to which joint know-how arises when each agent knows how to predict, monitor, and make failure-averting adjustments in response to the behaviour of the other agent, while actively enabling the other to make such (...) adjustments. I defend the AME account from three objections, and I then use this account as the platform for an examination of the reducibility of joint know-how to joint propositional knowledge. A summative account of joint propositional knowledge is incompatible with the reduction of joint know-how to joint propositional knowledge, whereas a distributive account is not. I close by highlighting some open questions the AME account brings into view concerning the evolutionary origin and scaling up of joint know-how. (shrink)

As Quine observed, the following sentence has a reading which, if true, would be of special interest to the authorities: Ralph believes that someone is a spy. This is the reading where the quantifier is naturally understood as taking wide scope relative to the attitude verb and as binding a variable within the scope of the attitude verb. This essay is interested in addressing the question what the semantic analysis of this kind of reading should look like from a Fregean (...) perspective—a perspective according to which attitude states are generally relations to structured Fregean thoughts composed of senses. A provocative case for the inherently political nature of language In The Politics of Language, David Beaver and Jason Stanley present a radical new approach to the theory of meaning, offering an account of communication in which political and social identity, affect, and shared practices play as important a role as information. This new view of language, they argue, has dramatic consequences for free speech, democracy, and a range of other areas in which speech plays a central role. Drawing on (...) a wealth of disciplines, The Politics of Language argues that the function of speech—whether in dialogue, larger group interactions, or mass communication—is to attune people to something, be it a shared reality, emotion, or identity. Reconceptualizing the central ideas of pragmatics and semantics, Beaver and Stanley apply their account to a range of phenomena that defy standard frameworks in linguistics and philosophy of language—from dog whistles and covert persuasion to echo chambers and genocidal speech. The authors use their framework to show that speech is inevitably political because all communication is imbued with the resonances of particular ideologies and their normative perspectives on reality. At a time when democracy is under attack, authoritarianism is on the rise, and diversity and equality are being demanded, The Politics of Language offers a powerful new vision of the language of politics, ideology, and protest. ABSTRACTThe acquisition of a skill, or knowledge-how, on the one hand, and the acquisition of a piece of propositional knowledge on the other, appear to be different sorts of epistemic achievements. Does this difference lie in the nature of the knowledge involved, marking a joint between knowledge-how and propositional knowledge? Intellectualists say no: All knowledge is propositional knowledge. Anti-intellectualists say yes: Knowledge-how and propositional knowledge are different in kind. What resources or methods may we legitimately and fruitfully employ to adjudicate (...) this debate? What is the right way to show the nature of the knowledge knowers know? Here too there is disagreement. I defend the legitimacy of the anti-intellectualist appeal to cognitive neuroscientific findings against a recent claim that anti-intellectualists conflate the scientific categories of procedural and declarative knowledge with the mental kinds of skill and propositional knowledge, respectively. Intellectualists hold that knowledge-how is a species of knowledge-that, and consequently that the knowledge involved in skill is propositional. In support of this view, the intentional action argument holds that since skills manifest in intentional action and since intentional action necessarily depends on propositional knowledge, skills necessarily depend on propositional knowledge. We challenge this argument, and suggest that instructive representations, as opposed to propositional attitudes, can better account for an agent’s reasons for action. While a propositional-causal theory of action, according (...) to which intentional action must be causally produced “in the right way” by an agent’s proposition-involving reasons, has long held sway, we draw on Elizabeth Anscombe’s insights offer a path toward an alternative theory of action. In so doing, we reject the implicitly Cartesian conception of knowledge at the core of the intentional action argument, while hanging on to the idea that mental states are representations of a certain kind. Our argument provides theoretical support for anti-intellectualism by equipping philosophers with an account of non-propositional, practical content. (shrink)

Wiggins’ (2012) argument against propositional accounts of knowing how is based on a development of some considerations taken from Aristotle’s Nicomachean Ethics. Aristotle argued that the knowledge needed for participation in an ethos cannot be codified in propositional form so as to let it be imparted to someone who did not already have it. This is because any putative codification would be incomplete, and require that knowledge in order to extend it to novel cases. On a reasonable interpretation of his (...) argument, Wiggins claims that the same goes for practical knowledge in general, and that this shows that a propositional view of knowing how is incorrect. An increasingly popular objection to anti-intellectualism about know-how is that there are clear cases where an agent having the dispositional ability to φ does not suffice for her knowing how to φ. Recently, Adam Carter has argued that anti-intellectualism can only rise to meet this sufficiency objection if it imposes additional constraints on know-how. He develops a revisionary anti-intellectualism, on which knowing how to φ not only entails that the agent possesses a reliable ability to φ, but also that she (...) is equipped with certain kind of intellectual grasp of the method by which she is able to reliably φ. This paper argues that Carter's revisionary know-how does not constitute an improvement over the more standard version of anti-intellectualism. Moreover, it is argued that Carter's additional demands concede too much to the intellectualist, and, as a result, commit his revised anti-intellectualism to familiar problems facing the intellectualist account of know-how. In other words, his attempts to respond to the sufficiency objection constitutes a dangerous compromise to the intellectualist. The paper finishes with a final analysis that suggests, in the end, there are still reasons to prefer standard anti-intellectualism over intellectualism. (shrink)
