Institutions generate cooperative benefits that explain why they exist and persist. Therefore, their etiological function is to promote cooperation. The function of a particular institution, such as money or traffic regulations, is to solve one or more cooperation problems. We go on to argue that the teleological function of institutions is to secure values by means of norms. Values can also be used to redesign an institution and to promote social change. We argue, however, that an adequate theory of institutions (...) should not be ‘moralized’ in that they should not be defined in terms of the values they are supposed to promote. (shrink)

Institutions are norm-governed social practices, or so I propose. But what does it mean for a norm to govern a social practice? Theories that analyze institutions as equilibria equate norms with sanctions and model them as costs. The idea is that the sanctions change preferences and thereby behavior. This view fails to capture the fact that people are often motivated by social norms as such, when they regard them as legitimate. I argue that, in order for a social norm to (...) be perceived as legitimate, agents have to acknowledge reasons for conforming to it other than the sanctions they might incur for violating it. In light of this, I defend a theory of institutions that does not only invoke equilibria, but also normative rules that are supported by normative expectations and, in some cases, normative beliefs. What is the relation between norms (in the sense of ?socially accepted rules?) and conventions? A number of philosophers have suggested that there is some kind of conceptual or constitutive relation between them. Some hold that conventions are or entail special kinds of norms (the ?conventions-as-norms thesis?). Others hold that at least some norms are or entail special kinds of conventions (the ?norms-as-conventions thesis?). We argue that both theses are false. Norms and conventions are crucially different conceptually and functionally in (...) ways that make it the case that it is a serious mistake to try to assimilate them. They are crucially different conceptually in that whereas conventions are not normative and are behaviour dependent and desire dependent, norms are normative, behaviour independent, and desire independent. They are crucially different functionally in that whereas conventions principally serve the function of facilitating coordination, norms principally serve the function of making us accountable to one another. Recently, philosophers have drawn on tools from game theory to explore behavior in Hobbes’ state of nature. I take a similar approach and argue the Lockean state of nature is best conceived of as a conflictual coordination game. I also discuss Nozick’s famous claim regarding the emergence of the state and argue the path to the minimal state is blocked by a hitherto unnoticed free-rider problem. Finally, I argue that on my representation of the Lockean state of nature both widespread (...) conflict and lasting peace are possible. This, I contend, is in line with one popular interpretation of Locke. (shrink)

There are two general classes of social conventions: conventions of coordination, and conventions of partial conflict. In coordination problems, the interests of the agents coincide, while in partial conflict problems, some agents stand to gain only if other agents unilaterally make certain sacrifices. Lewis' (1969) pathbreaking analysis of convention in terms of game theory focuses on coordination problems, and cannot accommodate partial conflict problems. In this paper, I propose a new game-theoretic definition of convention which generalizes previous game-theoretic definitions (Lewis (...) 1969, Vanderschraaf 1995), and which can be used to characterize norms of justice in partial conflict situations. I argue that the key structural property necessary for a social arrangement to be a convention is that it be conditionally self-enforcing, in the sense that: (i) each agent has a decisive reason to follow her end of the arrangement given that she expects all to do likewise, (ii) given a different set of expectations, some agents would have had a decisive reason to deviate, and (iii) these facts are common knowledge. This leads to a definition of convention as a strict correlated equilibrium (Aumann 1974) together with appropriate common knowledge conditions. Examples are given in which it is shown how this more general account of convention can be used to analyze norms of justice as well as coordination problems. It is only a general sense of common interest; which sense all the members of the society express to one another, and which induces them to regulate their conduct by certain rules. I observe, that it will be for my interest to leave another in the possession of his goods, provided he will act in the same manner with regard to me. He is sensible of a like interest in the regulation of his conduct. When this common sense of interest is mutually express'd, and is known to both, it produces a suitable resolution and behavior. An important feature of many conventions is that the agents use an asymmetry to coordinate their behaviour. We call these ‘correlated conventions’. However, a puzzle arises: since any asymmetry works as well as any other, what are the relevant asymmetries on which a given population founds its correlated conventions? In order to gain traction on this question we need an account of both the invention and evolution of correlated conventions. Invention has remained largely unexplored in the literature. In this article (...) we provide a simple model of the origin and subsequent dynamics of correlated conventions. This model can serve as a base for future investigation. (shrink)

The central philosophical task posed by conventions is to analyze what they are and how they differ from mere regularities of action and cognition. Subsidiary questions include: How do conventions arise? How are they sustained? How do we select between alternative conventions? Why should one conform to convention? What social good, if any, do conventions serve? How does convention relate to such notions as rule, norm, custom, practice, institution, and social contract? Apart from its intrinsic interest, convention is important because (...) philosophers frequently invoke it when discussing other topics. A favorite philosophical gambit is to argue that, perhaps despite appearances to the contrary, some phenomenon ultimately results from convention. Does game theory—the mathematical theory of strategic interaction—provide genuine explanations of human behaviour? Can game theory be used in economic consultancy or other normative contexts? Explaining Games: The Epistemic Programme in Game Theory—the first monograph on the philosophy of game theory—is an attempt to combine insights from epistemic logic and the philosophy of science to (...) investigate the applicability of game theory in such fields as economics, philosophy and strategic consultancy. I prove new mathematical theorems about the beliefs, desires and rationality principles of individual human beings, and explore in detail the logical form of game theory as it is used in explanatory and normative contexts. I argue that game theory reduces to rational choice theory if used as an explanatory device, and that game theory is nonsensical if used as a normative device. A provocative account of the history of game theory reveals that this is not bad news for all of game theory, though. Two central research programmes in game theory tried to find the ultimate characterisation of strategic interaction between rational agents. Peter Vanderschraaf’s Strategic Justice provides a defense of the egalitarian bargaining solution. Vanderschraaf’s discussion of the egalitarian solution invokes three arguments typically given to support the Nash bargaining solution. Overall, we reinforce Vanderschraaf’s criticism of arguments in favor of the Nash solution and point to potential weaknesses in Vanderschraaf’s positive case for the egalitarian solution.

We present a new class of models of players’ reasoning in non-cooperative games, inspired by David Lewis's account of common knowledge. We argue that the models in this class formalize common knowledge of rationality in a way that is distinctive, in virtue of modelling steps of reasoning; and attractive, in virtue of being able to represent coherently common knowledge of any consistent standard of individual decision-theoretic rationality. We contrast our approach with that of Robert Aumann, arguing that the former avoids (...) and diagnoses certain paradoxes to which the latter may give rise when extended in particular ways. (shrink)

The resulting picture of language will preserve the objectivity and correctness conditions of meaning, all the while providing room for the community as a whole to make a mistake. Hume is rightly credited with giving a brilliant, and perhaps the best, account of justice as convention. Hume's importance as a forerunner of modern economics has also long been recognized. However, most of Hume's readers have not fully appreciated how closely Hume's analysis of convention foreshadows a particular branch of economic theory, namely, game theory. Starting with the work of Barry, Runciman and Sen and Lewis, there has been a flowering of literature on the informal game-theoretic insights to be found (...) in classics of political philosophy such as Hobbes, Locke, Hume and Rousseau. A number of authors in this tradition, including Lewis, Gauthier, Mackie, and Postema, have identified passages in Hume which they interpret as giving informal examples of specific games. Yet, unlike his predecessors, Hobbes and Locke, Hume does much more than present examples which have a game-theoretic structure. In his account of convention, Hume gives general conditions which characterize the resolution of social interaction problems, and in the examples he uses to illustrate this account, Hume outlines several different methods by which agents can arrive at such a resolution. Hume's general account of convention and his explanations of the origins of particular conventions together constitute a theory of strategic interaction, which is precisely what game theory aspires to be. The thesis of this essay is that social conventions of the kind Lewis modeled are generated and maintained by a form of practical reasoning which is essentially common. This thesis is defended indirectly by arguing for an interpretation of the role of salience in Lewis’s account of conventions. The remarkable ability of people to identify salient options and appreciate their practical significance in contexts of social interaction, it is argued, is best explained in terms of their exercise of what I (...) call “salience reasoning,” a form of common practical reasoning. The more widely accepted understanding of salience competence, the “natural salience” understanding, fails as an interpretation of the notion at work in Lewis and Schelling (on whom Lewis relied) and is inadequate as an explanation of salience competence. This paper applies the theoretical criteria laid out by D’Arms et al. to various aspects of evolutionary models of signalling. The question that D’Arms et al. seek to answer can be formulated as follows: Are the models that we use to explain the phenomena in question conceptually adequate? The conceptual adequacy question relates the formal aspects of the model to those aspects of the natural world that the model is supposed to capture. Moreover, this paper extends the analysis of D’Arms (...) et al. by asking the following additional question: Are the models that we use sufficient to explain the phenomena in question? The sufficiency question asks what formal resources are minimally required for the model to get the right results most of the time. (shrink)

Game theoretic pragmatics is a small but growing part of formal pragmatics, the linguistic subfield studying language use. The general logic of a game theoretic explanation of a pragmatic phenomenon is this: the conversational context is modelled as a game between speaker and hearer; an adequate solution concept then selects the to‐be‐explained behavior in the game model. For such an explanation to be convincing, both components, game model and solution concept, should be formulated and scrutinized as explicitly as possible. This article addresses several issues raised by Nichols, Gintis, and Skyrms and Zollman in their comments on my book, The Grammar of Society: The Nature and Dynamics of Social Norms . In particular, I explore the relation between social and personal norms, what an adequate game-theoretic representation of norms should be, and what models of norms emergence should tell us about the formation of normative expectations.

Game theory is the mathematical study of strategy and conflict. It has wide applications in economics, political science, sociology, and, to some extent, in philosophy. Where rational choice theory or decision theory is concerned with individual agents facing games against nature, game theory deals with games in which all players have preference orderings over the possible outcomes of the game. This paper gives an informal introduction to the theory and a survey of applications in diverse branches of philosophy. No criticism (...) is reviewed. Game theory is shown at work in discussions about epistemological dependence, liberalism and efficiency, Hume’s concept of convention, morality and rationality, and distributive justice and egalitarianism. A guide to the literature provides hints at applications in collective intentionality, epistemology, ethics, history of philosophy, logic, philosophy of language, and political philosophy. (shrink)

In this paper we study language use and language organisation by making use of Lewisean signalling games. Standard game theoretical approaches are contrasted with evolutionary ones to analyze conventional meaning and conversational interpretation strategies. It is argued that analyzing successful communication in terms of standard game theory requires agents to be very rational and fully informed. The main goal of the paper is to show that in terms of evolutionary game theory we can motivate the emergence and self-sustaining force of (...) (i) conventional meaning and (ii) some conversational interpretation strategies in terms of weaker and, perhaps, more plausible assumptions. (shrink)

Understanding Institutions offers a theory that is able to unify the two dominant approaches in the scientific and philosophical literature on institutions. Moreover, using the ‘rules-in-equilibrium’ theory, it tackles several ancient puzzles in the philosophy of social science.

Salience reasoning, many have argued, can help solve coordination problems, but only if such reasoning is supplemented by higher-order predictions, e.g. beliefs about what others believe yet others will choose. In this paper, I will argue that this line of reasoning is self-undermining. Higher-order behavioral predictions defeat salience-based behavioral predictions. To anchor my argument in the philosophical literature, I will develop it in response and opposition to the popular Lewisian model of salience reasoning in coordination games. This model imports the (...) problematic higher-order beliefs by way of a ‘symmetric reasoning’ constraint. In the second part of this paper, I will argue that a player may employ salience reasoning only if she suspends judgment about what others believe yet others will do. (shrink)

This paper presents the results of an experiment on mutual versus common knowledge of advice in a two-player weak-link game with random matching. Our experimental subjects play in pairs for thirteen rounds. After a brief learning phase common to all treatments, we vary the knowledge levels associated with external advice given in the form of a suggestion to pick the strategy supporting the payoff-dominant equilibrium. Our results are somewhat surprising and can be summarized as follows: in all our treatments both (...) the choice of the efficiency-inducing action and the percentage of efficient equilibrium play are higher with respect to the control treatment, revealing that even a condition as weak as mutual knowledge of level 1 is sufficient to significantly increase the salience of the efficient equilibrium with respect to the absence of advice. Furthermore, and contrary to our hypothesis, mutual knowledge of level 2 induces, under suitable conditions, successful coordination more frequently than common knowledge. (shrink)

The mathematical tools of game theory are frequently used in the social sciences and economic consultancy. But how do they explain social phenomena and support prescriptive judgments? And is the use of game theory really necessary? I analyze the logical form of explanatory and prescriptive game theoretical statements, and argue for two claims: (1) explanatory game theory can and should be reduced to rational choice theory in all cases; and (2) prescriptive game theory gives bad advice in some cases, is (...) reducible to rational choice theory in other cases, while it makes no sense in yet other cases. The study proposes a new approach towards a social phenomenon called convention and submits a minimalistic definition of convention, which provides a promising basis for future analysis unburdened by contra-Lewisian objections. The definition itself, based on the insights of Ruth Millikan in the study Language Conventions Made Simple, represents a simple and efficient means of delimiting essential components of conventional behaviour (stripped of most of the controversial issues from previous debates on Lewis’s notion) solely by means of the role of (...) precedent and its ability to reproduce. Yet, it is argued that a few additional conditions are required for a valid and distinct notion of conventionality: namely, the inclusion of a coordination aspect and an extension of the concept of precedent. The final version of the definition, thereafter, meets intuitive requirements of conventionality (e.g., arbitrariness) and has the generality to embrace different types of conventions. (shrink)

Epidemiological models directly shape policy responses to public health crises. We argue that they also play a less obvious but important role in solving certain coordination problems and social dilemmas that arise during pandemics. This role is both ethically and epistemically valuable. However, it also gives rise to an underappreciated dilemma, as the features that make models good at solving coordination problems are often at odds with the features that make for a good scientific model. We examine and develop this (...) dilemma in the context of the COVID-19 pandemic, and suggest extensions to other domains. (shrink)

In this paper, I outline and defend the view that variations in compliance levels with one and the same norm represent differentnorms about following norms. In support of this claim, I first argue that classic game-theoretic accounts, which define norms as Nash equilibria of noncooperative games, typically consider variations in compliance levels as separate norms. After that, I suggest a more fine-grained, game-theoretic distinction that accounts for degrees of compliance with the same norm and I show how to incorporate such (...) an account into a psychological framework. Finally, the paper examines what given degrees of compliance can reveal about the dynamics underlying the process of norm change. I will argue that they are indicators of different reactions to the introduction of new norms. (shrink)

This book brings together experts from the field to give the reader a compact yet extensive overview, offering a ready at hand introduction to the state of the art.

One of the conceptual limitations of the orthodox game theory is its inability to offer definitive theoretical predictions concerning the outcomes of noncooperative games with multiple rationalizable outcomes. This prompted the emergence of goal-directed theories of reasoning – the team reasoning theory and the theory of hypothetical bargaining. Both theories suggest that people resolve non-cooperative games by using a reasoning algorithm which allows them to identify mutually advantageous solutions of non-cooperative games. The primary aim of this thesis is to enrich (...) the current debate on goaldirected reasoning theories by studying the extent to which the principles of the bargaining theory can be used to formally characterize the concept of mutual advantage in a way which is compatible with some of the conceptually compelling principles of orthodox game theory, such as individual rationality, incentive compatibility, and non-comparability of decision-makers’ personal payoffs. I discuss two formal characterizations of the concept of mutual advantage derived from the aforementioned goal-directed reasoning theories: A measure of mutual advantage developed in collaboration with Jurgis Karpus, which is broadly in line with the notion of mutual advantage suggested by Sugden, and the benefit-equilibrating bargaining solution function, which is broadly in line with the principles underlying Conley and Wilkie’s solution for Pareto optimal point selection problems with finite choice sets. I discuss the formal properties of each solution, as well as its theoretical predictions in a number of games. I also explore each solution concept’s compatibility with orthodox game theory. I also discuss the limitations of the aforementioned goal-directed reasoning theories. I argue that each theory offers a compelling explanation of how a certain type of decision-maker identifies the mutually advantageous solutions of non-cooperative games, but neither of them offers a definitive answer to the question of how people coordinate their actions in non-cooperative social interactions. Contemporary epistemological and cognitive studies, as well as recent trends in computer science and game theory have revealed an increasingly important and intimate relationship between Information, Interaction, and Agency. Agents perform actions based on the available information and in the presence of other interacting agents. From this perspective Information, Interaction, and Agency neatly ties together classical themes like rationality, decision-making and belief revision with games, strategies and learning in a multi-agent setting. Unified by the central notions Information, Interaction, and Agency, (...) the essays in this volume provide refreshing methodological perspectives on belief revision, dynamic epistemic logic, von Neumann games, and evolutionary game theory; all of which in turn are central approaches to understanding our own rationality and that of other agents.
