Power is often taken to be a central concept in social and political thought that can contribute to the explanation of many different social phenomena. This article argues that in order to play this role, a general theory of power is required to identify a stable causal capacity, one that does not depend on idiosyncratic social conditions and can thus exert its characteristic influence in a wide range of cases. It considers three promising strategies for such a theory, which ground (...) power in (1) the ability to use force, (2) access to resources, or (3) collective acceptance. It shows that these strategies fail to identify a stable causal capacity. The lack of an adequate general theory of power suggests that the concept lacks the necessary unity to play the broad explanatory role it is often accorded. (shrink)

This paper argues that feminists have yet to develop a satisfactory account of power. Existing feminist accounts of power tend to have a one-sided emphasis either on power as domination or on power as empowerment. This conceptual one-sided-ness must be overcome if feminists are to develop an account complex enough to illuminate women's diverse experiences with power. Such an account is sketched here.

In my paper I seek to advance and defend a theory of empowerment. I follow recent theorists by privileging the concept of power in thinking about empowerment. In doing so, I consider the failures of previous accounts to consider adequately the role that the concept of power plays in current thinking about empowerment, and I seek to advance our understanding of empowerment. I conclude by offering a theory of empowerment that brings our intuitions about the conditions of empowerment in line (...) with our intuitions about the agency of the person(s) to whom the theory applies. Recent disclosures suggest that many governments apply indiscriminate mass surveillance technologies that allow them to capture and store a massive amount of communications data belonging to citizens and non-citizens alike. This article argues that traditional liberal critiques of government surveillance that center on an individual right to privacy cannot completely capture the harm that is caused by such surveillance because they ignore its distinctive political dimension. As a complement to standard liberal approaches to privacy, the article develops a critique of (...) surveillance that focuses on the question of political power in the public sphere. (shrink)

There is something amiss about post-Rawlsian efforts to bring political theory down to earth by insisting upon the political primacy of the question of legitimacy, peace, or order. The intuition driving much realism seems to be that we must first agree to get along, and only then can we get down to the business of pursuing justice. I argue that the ideological narratives of the powerful pose a political problem for this primacy of legitimacy thesis. To prioritize the achievement of (...) democratic legitimacy seems to make sense only to the extent that we already live in a world in which systematic domination—and its ideological baggage—has been stamped out. I draw on the social study of domination for the sake of combatting in political theory the temptation to focus on the static design of the constitutional state at the expense of ignoring or even condemning the social processes that motivate legal and constitutional changes. In this article I attempt a normative analysis of the relations between the ideal of democracy and the distribution of power. In particular, I suggest that democratic institutions and procedures, as they are generally understood, are not able per se to avoid domination. In line with the interpretation of domination that I propose, I claim that in order to promote an ideal of democracy as non-domination we need to take into account power inequalities present outside the political sphere. I suggest that the obtainment of a certain degree of equality in the distribution of social power should be understood as a procedural requirement for the realization of the democratic ideal. Despite the variety of competing interpretations of domination, a common feature of the most influential analyses of the concept is their reliance on a normative criterion: the detrimental effect of domination on those subject to it. This article offers a non-evaluative, non-consequence-based definition of domination, in line with the perspective on power developed by the theory of the social exchange. Domination, it is argued, should be seen as a structural property of a power relation, and consists in an extreme inequality (...) in the social distribution of power. It is contended, accordingly, that the postulation of a society in which domination is avoided (or minimized) should rely on the ideal of the minimization of inequality, and, more specifically, that it should be based on a distributional pattern of maximally equal social resources. The issue of political violence is mostly absent from current debates about power. Many conceptions of power treat violence as wholly distinct from or even antithetical to power, or see it as a mere instrument whose effects are obvious and not in need of political analysis. In this paper, I explore what kind of ontology of power is necessary to properly take account of the various roles that violence can play in creating and maintaining power structures. I pursue this question (...) by contrasting the views of Hannah Arendt and Michel Foucault. For Arendt, power is generated and maintained by communicative practices. She argues that power and violence are ‘opposites’ because violence can only destroy but not create these practices. In contrast, Foucault’s conception explicitly allows violence to play a constitutive role in generating power. I argue that while Arendt is right to insist that power and violence are not identical, it does not follow that violence cannot play any role in constituting power. Guided by Foucault’s approach, I formulate a non-dualist account of the relationship between power and violence that takes seriously the role that bodies, material things, and built infrastructures play in making social relations ‘more durable’ and constituting power. Feminist theory continues to struggle with the recurrence of the twin-problem of agency and domination: how can gender be conceptualized as a structure of domination that constitutes and restricts agency, without obscuring the possibilities for change and transformation through agency? To address this problem, I draw on the concept of agency developed by Margaret Archer. By elaborating on her notion of the structural shaping of the situation and combining it with elements of Thomas Wartenberg's work, in this article I outline (...) a concept of domination from a broadly critical realist perspective. I thus demonstrate how gender can be understood as a social structure that is constitutive of relations of domination. This framework draws attention to the limitations of ‘undoing’ gender on an interactionist micro level as well as to the concrete possibilities for agency due to situational contradictions and emergent subjective powers. Notorious for advancing a strict dichotomy between the masculine “demiurgic father” and the feminine “nurse/receptacle of becoming” as the “natural” origin of the cosmos, Plato's Timaeus has become a site for feminist interrogation. Most critics easily deem the text a masculine fantasy that projects feminine impotence and obligatory heterosexuality, reinforcing patriarchal power structures that are blindly reproduced in their historical reception. Consequently, this article analyzes the Neoplatonic replication of this framework, but with special attention given to Proclus's challenges to this (...) gendered and sexual context. In this late, sometimes forgotten figure, we find, rather surprisingly, a Platonist who neither sequesters the feminine to the domain of the passive receptacle nor charges her simply with being a bastard image of the masculine. Rather, for Proclus, the feminine becomes the site of lived, erotic power that produces and sustains the value of authentic otherness. Furthermore, Proclus offers a challenge to the naturalness of the sex binary, suggesting a radical queerness as the basis of all identity. Overall, we shall see how classical patriarchal thinkers may, despite themselves, offer subversive models that might present readers with possibilities for troubling the sexual prejudices of ancient metaphysical schemas. This paper develops a domination-based practice-dependent approach to justice, according to which it is practices of systemic domination which can be said to ground demands from justice. The domination-based approach developed overcomes the two most important objections levelled to alternative practice-dependent approaches. First, it eschews conservative implications and hence is immune to the status quo objection. Second, it is immune to the redundancy objection, which doubts whether empirical facts and practices can really play an irreducible role in grounding justice. In (...) theorising dominating practices in terms of practices of social power, a domination-based approach makes justice dependent on factual information in three ways: First, the principle of non-domination is indeterminate and can only be spelled out by taking into view particular contexts of domination. Second, the principle of non-domination is conditional on the existence of practices of social power. Third, social power possesses a structural ontology – to know whether A has social power over B we need to turn to social rules distributing agents' higher order status of normative authority towards each other. This explains in what way practices of social power – and of domination – are both factual and normative practices and hence how such practices are non-redundant in grounding justice. (shrink)

In recent decades, the intertwining ideas of self-determination and well-being have received tremendous support in bioethics. Discussions regarding self-determination, or autonomy, often focus on two dimensions—the capacity of the patient and the freedom from external coercion. The practice of obtaining informed consent, for example, has become a standard procedure in therapeutic and research medicine. On the surface, it appears that patients now have more opportunities to exercise their self-determination than ever. Nonetheless, discussions of patient autonomy in the bioethics literature, which (...) focus on individual patients making particular decisions, neglect the social structure within which health-care decisions are made. Looking through the lens of disability and informed by the feminist conception of relational autonomy, this essay argues that the issue of autonomy is much more complex than the individualist model suggests. The social system and the ableist ideology impose various forms of pressure or oppressive power that can affect people’s ability to choose according to their value system. Even if such powers are not directly coercive, they influence potential parents’ decisions indirectly—they structure their alternatives in such a way that certain options are never considered as viable and other decisions must be made. This paper argues that, instead of only focusing on the individual act of decision-making, we need to pay attention to the social structure that frames people’s decision. (shrink)

In Europe and other regions of the world public debate concerning how many immigrants should be admitted, which rights those admitted should have, and which conditions can be required for access to citizenship is intense and enduring, and these have increasingly become central electoral issues. On the one hand, the harsh treatment of migrants is often a matter of public criticism; on the other hand, states are concerned about problems of welfare, security and social unrest that they have come to (...) associate with large-scale migration. At its most fundamental level, this debate concerns the question of how best to balance particularist principles of democratic self-determination and state sovereignty and universalist principles of individual freedom and human rights. The articles in this special issue examine whether the concept of domination can cast a distinctive light on the normative issues arising in this tension between state sovereignty and universal principles with respect to migration and the position of non-citizens in contemporary liberal democratic states. These issues arise both externally insofar as foreigners are subject to migration controls, and internally insofar as migrants live in states of which they are not full members. The issue thus examines the potential of domination as a concept to bring to bear on issues of migration controls, differential residence statuses and access to membership. (shrink)

Jerkish speech on online platforms is at risk of being overlooked as a result of being comparatively insignificant next to the existence of explicit hate speech or other online harms. In this paper I approach online jerkish speech from a republican perspective. I discuss two ways in which republicans can account for jerkish speech. First, jerkish speech could amount to micro-domination, referring to instances of domination that are relatively inconsequential by themselves but problematic when considered in aggregate. Second, jerkish speech (...) can be considered an instantiation of systemic domination, where groups and members are structurally subordinated. I briefly discuss the role of regulatory bans on jerkish speech, before suggesting that Suzanne Whitten’s proposal for critical civility—as an appropriate answer to jerkish speech in online environments—might be too demanding. Supporters of political realism and republicanism as well as students of political feasibility and non-ideal theory progressively focus on the dimension of power in the political relation. Yet we lack the theoretical framework to represent these features of power. In this essay, I take a first step towards designing the necessary conceptual tools for such a framework by analyzing the relations between the concepts of power and normativity that define the political relation. Adopting a ‘methodological cynicism’, I analyse the reasons (...) that motivate cynics who are only interested in power to obey a norm against force or violence and to seek legitimacy. This allows us to characterize external or mediate relations between power and normativity (such as the relation underlying political theory’s ambition of offering normative guidance for power) and identify internal and immediate relations between power and normativity. Although typically implicit, clinicians face an inherent conflict between their roles as medical healers and as providers of technical biomedicine (Scott et al. in Philos Ethics Humanit Med 4:11, 2009). This conflict arises from the tension between the physicalist model which still predominates in medical training and practice and the extra-physicalist dimensions of medical practice as epitomised in the concept of patient-centred care. More specifically, the problem is that, as grounded in a "borrowed" physicalist philosophy, the dominant "applied scientist" model (...) exhibits a number of limitations which severely restrict its ability to underwrite the effective practice of care. Moreover, being structural in character, these problems cannot be resolved by piecemeal modifications of the existing model, nor by an appeal to evidence-based medicine (Miles in J Eval Clin Pract 15(6):887-890, 2009; Miles in Folia Med 55(1):5-24, 2013; Miles et al. in J Eval Clin Pract 14(5):621-649, 2008). Hence, the need for medical theorists to "partner with experts in the humanities to build a sui generis philosophy of medicine" (Whatley in J Eval Clin Pract 20(6):961-964, 2014, p. 961). In response, the present paper seeks to vindicate the merits of hermeneutically-informed template in providing the requisite grounding. While capable of correcting for the limitations of the applied scientist model, a hermeneutically-informed template is a "both/and" approach, which seeks to complement rather than exclude the physicalist dimension, and thereby aspires to reconcile technical mastery with patient-centred care, rather than eschew one in favour of the other. As such, it can provide a cogent philosophical template for current best practice, which does justice to the art as well as the science of medical care. (shrink)

This article takes up, but in a different key, an argument of postmodernists that the over-rationalized conception of society tends to ignore important phenomena such as those belonging to the symbolic domain. It is suggested that the emerging programme of symbolic sociology may contribute toward a new synthetic and interdisciplinary thinking in social sciences. The concept of symbolism as a social phenomenon rather than as an autonomous linguistic or semiotic system is presented; and the argument is made that if social (...) knowledge is constitutive of society, similarly collective sentiments, temporality and collective memory are also symbolically produced. They are created from and create discursive symbolism, symbolic objects and symbolic behaviours. Finally, the article focuses on collective actions where the sociology of symbolic processes is most promising. (shrink)

This article conceptually investigates a type of gender murder, “romantic femicide.” I understand this as the extreme form of violence that occurs as a result of men's incapacity to cope with their partners’ autonomy and power. The incapacity is not merely an individual pathology but is rather rooted in the dynamic of recognition characterizing love under structural conditions of gender dichotomy. After having sketched out the current discussion about femicide and its shortcomings, I argue for the hypothesis in three steps. (...) First, I draw on a feminist theory of recognition in order to outline a nonviolent form of love. Lovers of this sort would depend on their partners and, at the same time, try to affirm their independence of them. Second, I show how such an interdependence bond would entail a dynamic of mutual empowerment. Third, I argue that love becomes a relation of domination as result of gender dichotomy. The dichotomization of two gender identities, “man” and “woman,” splits the interdependence bond in a way that allows only man's unilateral exercise of power and makes mutual empowerment impossible. Violence might be required for maintaining the dynamic of dominance; finally, romantic femicide may result from the unsustainability of such a structure. (shrink)

The paper sketches out an account of ambiguous and agonistic love by drawing on the work of Simone de Beauvoir, Axel Honneth and Hannah Arendt. To begin with, I reconstruct the ambiguity of love within the conceptual framework of a paradigm of recognition. I argue further that the social relation of love, understood as an intertwine between dependence and independence, entails a power dynamic. Insofar as the dynamic actualises as “power in concert” or “power with”, namely as mutual empowerment, love (...) unfolds as free love. Finally, I show how agonistic love is damaged by turning into violent domination. (shrink)

Imagine you are walking through a park. Suddenly, a mugger points a gun at you, threatening to shoot you if you do not hand over your valuables. Is this an instance of domination? Many authors working within the neo-republican framework - including Philip Pettit himself - are inclined to say 'yes'. After all, the mugger case seems to be a paradigmatic example of what it means to be at someone's mercy. However, I argue that this conclusion is based on a (...) misleading, interactional account of domination that misconceives its structural character. Domination, I maintain, is a structurally constituted form of power. Whether the mugger in the park dominates you or not can only be established by analysing the wider power structures in which your interaction is embedded. (shrink)

Controversial and provocative, To Be Real is a blueprint for the creation of a new political force.

Theories of domination are primarily attempts to understand the value of justice, freedom, and equality by examining cases where they are absent. Such theories seek to clarify and systematize our judgments about what it is to be weak against uncontrolled strength, i.e., about what it is to be vulnerable, degraded, and defenseless against unrestrained power. -/- Much contemporary disagreement about domination involves competing answers to three questions: (1) Who, or what, can dominate? (2) Is it possible to dominate merely by (...) having power with a certain structure, or is domination an exercise or an abuse of power? (3) Exercised or unexercised, what kind of power is domination? The remainder of this entry will address each of these questions in turn, then conclude with a survey of how the idea of domination has been used in recent applied ethical theory. It will become clear as we examine competing answers to these three questions that different theorists have very different ideas of why, exactly, we need a theory of domination. There may be wide agreement that we need the idea of domination to make sense of unjust power relations, but unjust power relations are wildly varied, and theorists of domination disagree not only about which varieties most need to be understood, but about how theorizing domination helps us to understand them. This thesis problematises the bases of soft power, that is, causal mechanisms connecting the agent (A) and the subject (B) of a power relationship. As the literature review reveals, their underspecification by neoliberal IR scholars, the leading proponents of the soft power concept, has caused a great deal of scholarly confusion over such questions as how to clearly differentiate between hard and soft power, how attraction (soft power’s primary mechanism) works and what roles structural and relational forces play in hard/soft (...) power. In an effort to ascertain the bases, I address this issue not from the viewpoint of A’s policies or resources, like do IR neoliberal scholars, but in terms of B’s psychological perception of A. Employing social psychological accounts, I argue that attraction can be produced in three distinct ways, namely 1) through B’s identification with A (“emotional” attraction), 2) via B’s appreciation of A’s competence/knowledge in a particular field (“rational” attraction) and 3) by means of the activation of B’s internalised values which contextually prescribe B to act in A’s favour (“social” attraction). Importantly, depending upon the way attraction is produced, it is peculiar in a number of characteristics, the main of which are power scope, weight and durability. Insights from social psychology also show that unlike soft power, hard power requires not only B’s relevant perception of the A-B relationship (as coercive or rewarding), but also A’s capability to actualise a threat of punishment and/or a promise of reward. I argue this difference can be fairly treated as definitional rather than empirical, which implies that coercion and reward necessarily have both relational and structural dimensions, whereas for attraction, a structural one alone suffices, while a relational one may or may not be present. Having explicated the soft power bases, I illustrate each of them using three “most likely” case studies, namely Serbia’s policies towards Russia (emotional attraction), Kazakhstan’s approach to relations with the EU (rational attraction) and Germany’s policies vis-à-vis Israel (social attraction).
