In this remarkable book Michel Foucault, one of the most influential thinkers of recent times, calls us to look critically at specific historical events in order to uncover new layers of significance.

I would like to suggest another way to go further toward a new economy of power relations, a way which is more empirical, more directly related to our present situation, and which implies more relations between theory and practice. It consists of taking the forms of resistance against different forms of power as a starting point. To use another metaphor, t consists of using this resistance as a chemical catalyst so as to bring to light power relations, locate their position, (...) and find out their point of application and the methods used. Rather than analyzing power from the point of view of its internal rationality, it consists of analyzing power relations through the antagonism of strategies.[…]Let us come back to the definition of the exercise of power as a way in which certain actions may structure the field of other possible actions. What, therefore, would be proper to a relationship of power is that it be a mode of action upon actions. That is to say, power relations are rooted deep in the social nexus, not reconstituted "above" society as a supplementary structure whose radical effacement one could perhaps dream of. In any case, to live in a society is to live in such a way that action upon other actions is possible-- and in fact ongoing. A society without power relations can only be an abstraction. Which, be it said in passing, makes all the more politically necessary the analysis of power relations in a given society, their historical formation, the source of their strength or fragility, the conditions which are necessary to transform some or to abolish others. For to say that there cannot be a society without power relations is not to say either that those which are established are necessary or, in any case, that power constitutes a fatality at the heart of societies, such that it cannot be undermined. Instead, I would say that the analysis, elaboration, and bringing into question of power relations and the "agonism" between power relations and the instransitivity of freedom is a permanent political task inherent in all social existence.[…]In effect, between a relationship of power and a strategy of struggle there is a reciprocal appeal, a perpetual linking and a perpetual reversal. At every moment the relationship of power may become a confrontation between two adversaries. Equally, the relationship between adversaries in society may, at every moment, give place to the putting into operation of mechanisms of power. The consequence of this instability is the ability to decipher the same events and the same transformations either from inside the history of struggle or from the standpoint of the power relationships. The interpretations which result will not consist of the same elements of meaning or the same links or the same types of intelligibility, although they refer to the same historical fabric, and each of the two analyses must have reference to the other. One of the enduring concerns of moral philosophy is deciding who or what is deserving of ethical consideration. Much recent attention has been devoted to the "animal question" -- consideration of the moral status of nonhuman animals. In this book, David Gunkel takes up the "machine question": whether and to what extent intelligent and autonomous machines of our own making can be considered to have legitimate moral responsibilities and any legitimate claim to moral consideration. The machine question poses a fundamental (...) challenge to moral thinking, questioning the traditional philosophical conceptualization of technology as a tool or instrument to be used by human agents. Gunkel begins by addressing the question of machine moral agency: whether a machine might be considered a legitimate moral agent that could be held responsible for decisions and actions. He then approaches the machine question from the other side, considering whether a machine might be a moral patient due legitimate moral consideration. Finally, Gunkel considers some recent innovations in moral philosophy and critical theory that complicate the machine question, deconstructing the binary agent--patient opposition itself. Technological advances may prompt us to wonder if the science fiction of computers and robots whose actions affect their human companions could become science fact. This essay addresses the other side of the robot ethics debate, taking up and investigating the question “Can and should robots have rights?” The examination of this subject proceeds by way of three steps or movements. We begin by looking at and analyzing the form of the question itself. There is an important philosophical difference between the two modal verbs that organize the inquiry—can and should. This difference has considerable history behind it that influences what is asked about and how. (...) Second, capitalizing on this verbal distinction, it is possible to identify four modalities concerning social robots and the question of rights. The second section will identify and critically assess these four modalities as they have been deployed and developed in the current literature. Finally, we will conclude by proposing another alternative, a way of thinking otherwise that effectively challenges the existing rules of the game and provides for other ways of theorizing moral standing that can scale to the unique challenges and opportunities that are confronted in the face of social robots. As Emmanuel Levinas states in the preface to Existence and Existents, "this study is a preparatory one. It examines . . . the problem of the Good, time, and the relationship with the other [person] as a movement toward the Good." First published in 1947, and written mostly during Levinas's imprisonment during World War II, this work provides the first sketch of his mature thought later developed fully in Totality and Infinity and Otherwise than Being, or Beyond Essence. This new (...) edition marks the first time this important work has been made available in an inexpensive paperback edition. Levinas's project in Existence and Existents is to move from anonymous existence to the emergence of subjectivity; to subjectivity's practice, theory and morality; to its encounter with the alterity of the other person. He is concerned here primarily with the time of the solitary subject; time is the inner structure of subjectivity, of the movement of existing. "Levinas's work," says Alphonso Lingis, "contains not only wholly new analyses of the forms of time of the present, the past, the future but also a new conception of the work of time." Beginning with Existence and Existents, then, it is possible to begin tracing the progressive "alterization" of time as it unfolds across the development of Levinas's entire philosophy. Following the “control dilemma” of Collingridge, influencing technological developments is easy when their implications are not yet manifest, yet once we know these implications, they are difficult to change. This article revisits the Collingridge dilemma in the context of contemporary ethics of technology, when technologies affect both society and the value frameworks we use to evaluate them. Early in its development, we do not know how a technology will affect the value frameworks from which it will be evaluated, while later, (...) when the implications for society and morality are clearer, it is more difficult to guide the development in a desirable direction. Present-day approaches to this dilemma focus on methods to anticipate ethical impacts of a technology, being too speculative to be reliable, or on ethically regulating technological developments, discarding anticipation of the future implications. We present the approach of technological mediation as an alternative that focuses on the dynamics of the interaction between technologies and human values. By investigating online discussions about Google Glass, we examine how people articulate new meanings of the value of privacy. This study of “morality in the making” allows developing a modest and empirically informed form of anticipation. (shrink)

Should we give moral standing to machines? In this paper, I explore the implications of a relational approach to moral standing for thinking about machines, in particular autonomous, intelligent robots. I show how my version of this approach, which focuses on moral relations and on the conditions of possibility of moral status ascription, provides a way to take critical distance from what I call the “standard” approach to thinking about moral status and moral standing, which is based on properties. It (...) does not only overcome epistemological problems with the standard approach, but can also explain how we think about, experience, and act towards machines—including the gap that sometimes occurs between reasoning and experience. I also articulate the non-Cartesian orientation of my “relational” research program and specify the way it contributes to a different paradigm in thinking about moral standing and moral knowledge. Freedom and the subject were guiding themes for Michel Foucault throughout his philosophical career. In this clear and comprehensive analysis of his thought, Johanna Oksala identifies the different interpretations of freedom in his philosophy and examines three major divisions of it: the archaeological, the genealogical, and the ethical. She shows convincingly that in order to appreciate Foucault's project fully we must understand his complex relationship to phenomenology, and she discusses Foucault's treatment of the body in relation to recent feminist work (...) on this topic. In this article we explore how diagnostic and therapeutic technologies shape the lived experiences of illness for patients. By analysing a wide range of examples, we identify six ways that technology can (trans)form the experience of illness (and health). First, technology may create awareness of disease by revealing asymptomatic signs or markers (imaging techniques, blood tests). Second, the technology can reveal risk factors for developing diseases (e.g., high blood pressure or genetic tests that reveal risks of falling ill in the (...) future). Third, the technology can affect and change an already present illness experience (e.g., the way blood sugar measurement affects the perceived symptoms of diabetes). Fourth, therapeutic technologies may redefine our experiences of a certain condition as diseased rather than unfortunate (e.g. assisted reproductive technologies or symptom based diagnoses in psychiatry). Fifth, technology influences illness experiences through altering social-cultural norms and values regarding various diagnoses. Sixth, technology influences and changes our experiences of being healthy in contrast and relation to being diseased and ill. This typology of how technology forms illness and related conditions calls for reflection regarding the phenomenology of technology and health. How are medical technologies and their outcomes perceived and understood by patients? The phenomenological way of approaching illness as a lived, bodily being-in-the-world is an important approach for better understanding and evaluating the effects that medical technologies may have on our health, not only in defining, diagnosing, or treating diseases, but also in making us feel more vulnerable and less healthy in different regards. Writing is frequently analyzed as a mode of communication. But writing can be done for personal reasons, to remind oneself of things to do, of thoughts, of events. The cellphone has revealed this shift, commencing as a communication device and ending up as a memory prosthesis that records what we see, hear, read and think. The recordings are not necessarily for communicating a message to others, but sometimes just for oneself. Today, when machine learning algorithms read, write and transmit, a (...) new mode of communication arises that is not centered on the human. In this chapter the various phases of modern writing are modeled according to postphenomenology. As a branch of philosophy of technology, postphenomenology offers a set of analytical tools to study technologies and our relations to them. One of its central frameworks is the scheme of “I–technology–world.” The author proposes some modifications so that the scheme can systematically model the changes in the humans users, in machine learning algorithms imbued with non-human cognition and in the environments of readers, interlocutors and contexts. What can the art of living after Foucault contribute to ethics in relation to the mediation of human existence by technology? To develop the relation between technical mediation and ethics, firstly the theme of technical mediation is elaborated in line with Foucault’s notion of ethical problematization. Every view of what technology does to us at the same time expresses an ethical concern about technology. The contemporary conception of technical mediation tends towards the acknowledgement of ongoing hybridization, not ultimately good or (...) bad but ambivalent, which means for us the challenge of taking care of ourselves as hybrid beings. Secondly, the work of Foucault provides elements for imagining this care for our hybrid selves, notably his notions of freedom as a practice and of the care of the self. A conclusions about technical mediation and ethics is that whereas the approaches of the delegation of morality to technology by Latour and mediated morality by Verbeek see technical mediation of behavior and moral outlook as an answer in ethics, this should rather be considered the problem that ethics is about. While elsewhere he has presented sociality as "non-indifference to alterity" it appears here as "proximity of the stranger" and points to the tension between an economic system based on money and the basic human disposition to respond to the face of the other (...) person. Money both encodes and effaces sociality, both designates and disguises social relations. It arises from the way that needs and interests are manifested in exchange relations, in what he calls the "interestedness" of economic life. But interests are always already cut through by the fact that being is always "being with others". Being is always "inter-being". Interestedness is always confronted by disinterestedness, that is, by a sociality marked by the "goodness of giving", attachment to and concern for the poverty of the other person. Levinas concludes with a discussion of sociality and justice, posing questions about the tension between the demand to respond to an Other immediately before me and at the same time to respond to the demands of an other Other (the third person) who also invites a response. The paper explicates a politicized conception of reality with the help of Michel Foucault’s critical project. I contend that Foucault’s genealogies of power problematize the relationship between ontology and politics. His idea of productive power incorporates a radical, ontological claim about the nature of reality: Reality as we know it is the result of social practices and struggles over truth and objectivity. Rather than translating the true ontology into the right politics, he reverses the argument. The radicality of his method (...) lies in showing how the ontological order of things is in itself the outcome of a political struggle: Ontology is politics that has forgotten itself. I argue that Foucault’s thought accomplishes the politicization of ontology with two key theoretical moves. The first is the contestation and provocation of all given and necessary ontological foundations. He affirms the ontological view that there is a discontinuity between reality and all ontological schemas that order it, and a subsequent indeterminacy of reason in establishing ultimate truths or foundations. After this initial step whereby ontology is denaturalized—made arbitrary or at least historically contingent—the way is open for explanations that treat the alternative and competing ontological frameworks as resulting from historical, linguistic and social practices of power. The second key move is thus the exposure of power relations and their constitutive role in our conception of reality. I conclude by considering the implications of Foucault’s politicization of ontology for our understanding of politics. (shrink)

At once historical and philosophical, Michel Foucault used his genealogical method to expose the contingent conditions constituting the institutions, sciences and practices of the present. His analyses of the asylum, clinic, prison and sexuality revealed the historical, political and epistemological forces that make up certain types of subjects, sciences and sites of control. Although noting the originality of his work, a number of early critics questioned the normative framework of Foucault's method. Nancy Fraser argued that Foucault's genealogical method was ‘normatively (...) confused’ as it implied political critique yet claimed to be value-neutral. Jürgen Habermas and Charles Taylor also questioned the normative basis of Foucault's appeals to critique, arguing it was self-refuting as Foucault left no room for the subject to escape power. Although a debate among these scholars was planned for the mid-1980s, Foucault's death in 1984 meant this could not occur. A number of edited volumes sought to fabricate a debate, with defenders of Foucault excavating his published monographs to construct responses to his critics. While the monographs remain the central texts of Foucault's oeuvre, over the past decade his Collège de France lectures have been published and translated into English. This article offers a schematic survey of the influence of the Collège de France lectures in recasting different points in the debates over normativity, critique and resistance. (shrink)

Why does a cell phone have a screen? From televisions and cell phones to refrigerators, many contemporary technologies come with a screen. The article aims at answering this question by employing Emmanuel Levinas’ notions of the Other and the face. This article also engages with Don Ihde’s conceptualization of alterity relations, in which the technological acts as quasi-other with which we maintain relations. If technology is a quasi-other, then, I claim, the screen is the quasi-face. By exploring Levinas’ ontology, specifically (...) what can be identified as his tool analysis, as well as his notion of the face, a new understanding of contemporary technologies can be extracted. Some of these technologies hardly fit into the Heideggerian notion of the hand as the main interface to artifacts. Instead they require the face. Levinas’ notion of the face is analyzed from an ontological perspective and developed in conjunction with the screen. As the screen serves as a quasi-face, it enables the construction of quasi-other technological artifacts. (shrink)

Whereas standard approaches to risk and vulnerability presuppose a strict separation between humans and their world, this book develops an existential-phenomenological approach according to which we are always already beings-at-risk. Moreover, it is argued that in our struggle against vulnerability, we create new vulnerabilities and thereby transform ourselves as much as we transform the world. Responding to the discussion about human enhancement and information technologies, the book then shows that this dynamic-relational approach has important implications for the evaluation of new (...) technologies and their risks. It calls for a normative anthropology of vulnerability that does not ask which objective risks are acceptable, how we can become invulnerable, or which technologies threaten human nature, but which vulnerability transformations we want. To the extent that we can steer the growth of new technologies at all, this tragic and sometimes comic project should therefore be guided by what we want to become.​. (shrink)

This article investigates the types of intentionality involved in human–technology relations. It aims to augment Don Ihde’s analysis of the relations between human beings and technological artifacts, by analyzing a number of concrete examples at the limits of Ihde’s analysis. The article distinguishes and analyzes three types of “cyborg intentionality,” which all involve specific blends of the human and the technological. Technologically mediated intentionality occurs when human intentionality takes place “through” technological artifacts; hybrid intentionality occurs when the technological actually merges (...) with the human; and composite intentionality is the addition of human intentionality and the intentionality of technological artifacts. To date, much of the work on Responsible Innovation (RI) has focused on the ‘responsible’ part of RI. This has left the ‘innovation’ part in need of conceptual innovation of its own. If such conceptual innovation is to contribute to a coherent conception of RI, however, it is crucial to better understand the relation between responsibility and innovation first. This paper elucidates this relation by locating responsibility and innovation within Emmanuel Levinas’ phenomenology. It structures his work into three ‘stages’, each (...) described in terms of their leading experience and objectivation regime. This analysis identifies a need for constant innovation of political and technological systems, originating from and motivated by our responsibility to others. It also shows the relation between responsibility and innovation to be threefold: foundational, ethical and structural. These insights could help RI to avoid some pitfalls of ‘regular’ innovation, and provide moral grounding for important aspects of RI. (shrink)

This essay aims to critically assess the later Foucault’s ethical turn by using Levinas’s ethical metaphysics as critical yardstick. Foucault’s notion of ethical subjectivity constitutes a site of resistance against externally imposed subjugating subject identities. Apart from a practice of freedom, Foucault also insists that it engenders the subject with a generous responsiveness towards others.Despite Foucault’s other-aspirations, it seems probable that care of the self would fall short ethically when compared to Levinas’s insistence upon an unconditional openness towards the Other. (...) Upon closer investigation, however, we find that Levinas’s ethical metaphysics is founded upon phenomenological analyses of our immanent ‘economic’ existence here and now in the world. Although he maintains that metaphysics or ‘transcendence, the welcoming of the other by the same’ (Levinas, 1979:43/13) is primary, the immanent process of the subject’s ‘auto-personification’ (ibid., p.l47/l20) serves as a necessary condition for the possibility of becoming ethical, of welcoming the Other. Moreover, contrary to Foucault’s self-caring subject, who actively partakes in its own ethical self-formation, Levinas’s existent has no educable ethical sensibility. It is powerless against the gravitational pull of its egoism, condemned to a hopeless amorality unless the Other intervenes and saves it from itself. I shall therefore argue that Foucault’s account of ethical self-becoming invests the subject with a meta-physical potential, which it is denied by Levinas’s ethical metaphysics. (shrink)

It seems paradoxical that the name of the new geologic age might be the Anthropocene, while converging NBIC technologies are advancing to the point where some transhumanists are predicting that humanity will potentially be evolving into a new post-human species in the next 50-100 years. New technologies, such as 3D printing of body parts and genetic engineering, bring about both exciting and potentially disturbing future scenarios. Transhumanists and bioconservatives bring opposing views to this human enhancement debate. However, they both start (...) from a dualistic point of view, keeping the subject and object separate. The philosophical field of postphenomenology is an effective approach for pragmatically and empirically grounding the human-enhancement debate, providing tools such as embodied technological relations, the non-neutrality of technology, enabling and constraining aspects of all technologies, and the false dream of a perfectly transparent technology. In this paper, I argue for the impossible possibility of an ethical dwelling with technology. In arguing for an ethical comportment in our dealing with technology, I am not only arguing for the consideration of the ethical implications of technology (which we already do) but also, and more importantly, for an ethics of technological artefacts qua technology. Thus, I attempt to argue for a decentering (or rather overcoming) of anthropocentric ethics, urging us to move beyond any centre, whatever it may (...) be—anthropological, biological, etc. I argue that if we take ethics seriously we must admit that our measure cannot be that of man. To develop the argument, I use an episode in Star Trek where the fate of the highly sophisticated android Commander Data is to be decided. I show how the moral reasoning about Data remains anthropocentric but hints to other possibilities. I proceed to use the work of Derrida and Levinas (with some help from Heidegger) to suggest a possible way to think (and do) an ethos beyond traditional ethics—an ethics of hospitality in which we dwell in a community of those that have nothing in common.
