Epistemic trust is crucial for science. This article aims to identify the kinds of assumptions that are involved in epistemic trust as it is required for the successful operation of science as a collective epistemic enterprise. The relevant kind of reliance should involve working from the assumption that the epistemic endeavors of others are appropriately geared towards the truth, but the exact content of this assumption is more difficult to analyze than it might appear. The root of the problem is (...) that methodological decisions in science typically involve a complex trade-off between the reliability of positive results, the reliability of negative results, and the investigation's power. Which balance between these is the ‘correct’ one can only be determined in light of an evaluation of the consequences of all the different possible outcomes of the inquiry. What it means for the investigation to be ‘appropriately geared towards the truth’ thus depends on certain value judgments. Ethicists widely accept the notion that scientists have moral responsibilities to benefit society at large. The dissemination of scientific information to the public and its political representatives is central to many of the ways in which scientists serve society. Unfortunately, the task of providing information can often give rise to moral quandaries when scientific experts participate in politically charged debates over issues that are fraught with uncertainty. This paper develops a theoretical framework for an “ethics of expertise” (EOE) based on (...) the notion that scientists have responsibilities to provide information in a way that promotes autonomous decision-making on the part of the public and its representatives. Moreover, insofar as the principle of informed consent has developed in biomedical ethics as a way for physicians to promote autonomous decision-making on the part of their patients, this paper suggests that the informed-consent concept may suggest a set of criteria and guidelines that can help scientists to fulfill their similar ethical responsibilities to the public. In order to illustrate how the resulting EOE could provide practical guidance for scientific experts, the paper examines a case study involving the dissemination of information about the low-dose biological effects of toxic chemicals and carcinogens. The question of the relationship of the making of value judgments in a typically ethical sense to the methods and procedures of science has been discussed in the literature at least to that point which e. e. cummings somewhere refers to as “The Mystical Moment of Dullness.” Nevertheless, albeit with some trepidation, I feel that something more may fruitfully be said on the subject.

Although epistemic values have become widely accepted as part of scientific reasoning, non-epistemic values have been largely relegated to the "external" parts of science (the selection of hypotheses, restrictions on methodologies, and the use of scientific technologies). I argue that because of inductive risk, or the risk of error, non-epistemic values are required in science wherever non-epistemic consequences of error should be considered. I use examples from dioxin studies to illustrate how non-epistemic consequences of error can and should be considered (...) in the internal stages of science: choice of methodology, characterization of data, and interpretation of results. We provide an analysis of the public's having warranted epistemic trust in science, that is, the conditions under which the public may be said to have well-placed trust in the scientists as providers of information. We distinguish between basic and enhanced epistemic trust in science and provide necessary conditions for both. We then present the controversy regarding the connection between autism and measles–mumps–rubella vaccination as a case study to illustrate our analysis. What makes science trustworthy to the public? This chapter examines one proposed answer: the trustworthiness of science is based at least in part on its independence from the idiosyncratic values, interests, and ideas of individual scientists. That is, science is trustworthy to the extent that following the scientific process would result in the same conclusions, regardless of the particular scientists involved. We analyze this "idiosyncrasy-free ideal" for science by looking at philosophical debates about inductive risk, focusing on two recent proposals (...) which offer different methods of avoiding idiosyncrasy: the high epistemic standards proposal and the democratic values proposal. There is a growing consensus among philosophers of science that core parts of the scientific process involve non-epistemic values. This undermines the traditional foundation for public trust in science. In this article I consider two proposals for justifying public trust in value-laden science. According to the first, scientists can promote trust by being transparent about their value choices. On the second, trust requires that the values of a scientist align with the values of an individual member of the public. I (...) argue that neither of these proposals work and suggest an alternative that does better. The argument from inductive risk has been embraced by many as a successful account of the role of values in science that challenges the value-free ideal. We argue that it is not obvious that the argument from inductive risk actually undermines the value-free ideal. This is because the inductive risk argument endorses an assumption held by proponents of the value-free ideal: that contextual values never play an appropriate role in determining evidence. Richard Pettigrew offers an extended investigation into a particular way of justifying the rational principles that govern our credences. The main principles that he justifies are the central tenets of Bayesian epistemology, though many other related principles are discussed along the way. Pettigrew looks to decision theory in order to ground his argument. He treats an agent's credences as if they were a choice she makes between different options, gives an account of the purely epistemic utility enjoyed by different sets (...) of credences, and then appeals to the principles of decision theory to show that, when epistemic utility is measured in this way, the credences that violate the principles listed above are ruled out as irrational. The account of epistemic utility set out here is the veritist's: the sole fundamental source of epistemic utility for credences is their accuracy. Thus, Pettigrew conducts an investigation in the version of epistemic utility theory known as accuracy-first epistemology. (shrink)

To understand one another as individuals and to fulfill the moral duties that require such understanding, we must communicate with each other. We must also maintain protected channels that render reliable communication possible, a demand that, Seana Shiffrin argues, yields a prohibition against lying and requires protection for free speech. This book makes a distinctive philosophical argument for the wrong of the lie and provides an original account of its difference from the wrong of deception. Drawing on legal as well (...) as philosophical arguments, the book defends a series of notable claims—that you may not lie about everything to the "murderer at the door," that you have reasons to keep promises offered under duress, that lies are not protected by free speech, that police subvert their mission when they lie to suspects, and that scholars undermine their goals when they lie to research subjects. Many philosophers start to craft moral exceptions to demands for sincerity and fidelity when they confront wrongdoers, the pressures of non-ideal circumstances, or the achievement of morally substantial ends. But Shiffrin consistently resists this sort of exceptionalism, arguing that maintaining a strong basis for trust and reliable communication through practices of sincerity, fidelity, and respecting free speech is an essential aspect of ensuring the conditions for moral progress, including our rehabilitation of and moral reconciliation with wrongdoers. Recent efforts to argue that nonepistemic values have a legitimate role to play in assessing scientific models, theories, and hypotheses typically either reject the distinction between epistemic and nonepistemic values or incorporate nonepistemic values only as a secondary consideration for resolving epistemic uncertainty. Given that scientific representations can legitimately be evaluated not only based on their fit with the world but also with respect to their fit with the needs of their users, we show in two case studies that nonepistemic (...) values can play a legitimate role as factors that override epistemic considerations in assessing scientific representations for practical purposes. MOST of us feel an aversion to lying and believe that it always stands in need of justification. One expression of this is to say that there is a prima facie duty not to lie. Another is Sissela Bok's "Principle of Veracity" which holds that lying has an "initial negative weight" so that there is always a presumption against telling a particular lie. Still a third variation can be found in Arnold Isenberg's "constancy principle" which holds that what is inherently (...) bad in any lie is the same for all, constant from one lie to the next. While these sorts of view are plausible, the literature on lying provides little in the way of a specific account for the negative weight inherent in all lies--their common disvalue. What follows is proposed as such an account, one which should also help clarify why some lies are worse than others, why some are excusable and others justifiable. Without presuming to be exhaustive, the view offered maintains that there are at least two inherent negative components of all lies; further, each of these inherent disvalues disposes the liar toward a particular, contingent harm. The inherent disvalues and the harms they threaten collectively constitute sufficient grounds for the presumption against lying. (shrink)

We investigate empirically whether framing in general, and the use of Simplifying Models as a framing tool in particular, has an effect on the way topics are cognitively construed. Existing studies on framing in linguistics have either been theoretical or descriptive. Going beyond such methodologically simple approaches, we use a more rigid test design involving the use of a control group, the construction of test conditions in which different Simplifying Models constitute the major source of variation, the inclusion of independent (...) variables like age and prior knowledge of the subjects, and the use of linear and logistic regression analysis. Our results show that our more rigid methodological approach yields a more reliable image of the effect of Simplifying Models on the way in which people deal with information on a complex topic like sustainable food production. Fleshing out these effects further may in time lead to a better informed construction of communication on complex social topics. (shrink)

This book brings together eleven case studies of inductive risk-the chance that scientific inference is incorrect-that range over a wide variety of scientific contexts and fields. The chapters are designed to illustrate the pervasiveness of inductive risk, assist scientists and policymakers in responding to it, and productively move theoretical discussions of the topic forward.

Relatively few thinkers have attempted to develop a systematic ‘ethics of expertise’ (EOE) that can guide scientists and other technical experts in providing information to the public. This paper argues that the prima facie duty to disseminate information in a manner that does not damage the self-determination of decision makers could fruitfully serve as one of the core principles of an EOE. Moreover, this duty can be fleshed out in promising ways by drawing on the concept of informed consent, which (...) guides medical clinicians in preserving the self-determination of their patients. The paper applies the resulting ethical framework to recent policy discussions about hydrogen fuel-cell (HFC) vehicles, both because they have received a good deal of research funding and because their merits have been hotly debated. It concludes that technical experts providing information about HFC vehicles should be especially cognizant of three issues: (1) important alternatives to hydrogen technology that need to be addressed, (2) major false beliefs that should be prevented or corrected, and (3) significant framing effects that could influence the recipients of information. According to Richard Jeffrey’s value-free ideal, scientists should avoid making value judgments about inductive risks by offering explicit representations of scientific uncertainty to decision-makers, who can use these to make decisions according to their own values. Some philosophers have responded by arguing that higher-order inductive risks arise in the process of producing representations of uncertainty. This chapter explores this line of argument and its limits, arguing that the Jeffreyan value-free ideal is achievable in contexts where methodological decisions introduce minimal higher-order (...) uncertainty and where communications of uncertainty are unlikely to be manipulated or misunderstood by scientists or decision-makers. This chapter illustrates the limits of the Jeffreyan ideal with reference to climate science and argues that the context of climate science is not conducive to the Jeffreyan ideal, so the argument that climate modeling is value-laden due to higher-order inductive risks withstands recent criticisms. Richard Rudner famously argues that the communication of scientific advice to policy makers involves ethical value judgments. His argument has, however, been rightly criticized. This article revives Rudner’s conclusion, by strengthening both his lines of argument: we generalize his initial assumption regarding the form in which scientists must communicate their results and complete his ‘backup’ argument by appealing to the difference between private and public decisions. Our conclusion that science advisors must, for deep-seated pragmatic reasons, make value judgments is further (...) bolstered by reflections on how the scientific contribution to policy is far less straightforward than the Rudner-style model suggests. This article critically examines a recent philosophical debate on the role of values in climate change forecasts, such as those found in assessment reports of the Intergovernmental Panel on Climate Change. On one side, several philosophers insist that the argument from inductive risk, as developed by Rudner and Douglas among others, applies to this case. 1. Deductive and Inductive Inference. Within the traditional treatments of scientific method, e.g., in and, it was customary to divide scientific inference into two parts: deductive and inductive. Deductive inference was taken to mean the activity of deducing theorems from postulates and definitions, whereas inductive inference represented the activity of constructing a general statement from a set of particular “facts.” Deductive inference was relegated to the mathematical sciences, and inductive inference to the empirical sciences. As a consequence, the whole of (...) science was split into two quite distinct parts: deductive science was conceived to start with precise axioms, postulates, and definitions, and its method consisted in drawing inferences from these “givens” in such a way that if the original assumptions are taken as true, then the theorems must be taken as true also. The obligation behind this “must” of the mathematical sciences was an obligation based on strict rules of deductive inference; in the earlier analyses, it was supposed that these rules were all aspects of the general theory of the syllogism, as it was described in an almost complete form in but in later work the rules have been formalized in more general terms. Inductive inference, on the other hand, was supposed to start with observed facts; these facts, or “data,” were presumably given by the senses, and described particular aspects of the external world. If the facts were given in a certain way, then the empirical scientist could “infer” a generalized description; this generalization had the characteristic that if it were granted as true, then all the facts could be deduced as consequences. The inductive process admittedly does not lead to unique generalizations, and the philosopher of science searched for other defining characteristics of good inference, such as “simplicity” and “convenience.” These empirical generalizations were taken to be “descriptions of the phenomenal world of the scientist”; a further inductive step might be taken by constructing a set of very general principles out of the more specialized generalizations within specific research problems. These “higher” inductive inferences were regarded as “theories,” which could be studied by themselves within the method of deductive inference. The scientist was then described as “checking” theory by determining whether or not the predicted consequences deduced from theory actually hold in the phenomenal world. (shrink)

Increasingly there are calls for climate services to be “co-produced” with users, taking into account not only the basic information needs of users but also their value systems and decision contexts. What does this mean in practice? One way that user values can be incorporated into climate services is in the management of inductive risk. This involves understanding which errors in climate service products would have particularly negative consequences from the users’ perspective (e.g., underestimating rather than overestimating the change in (...) an impact variable) and then prioritizing the avoidance of those errors. This essay shows how inductive risk could be managed in climate services in ways that serve user values and argues that there are both ethical and practical reasons in favor of doing so. (shrink)

This article motivates a shift in certain strands of the debate over legitimate roles for nonepistemic values in scientific practice from investigating what is involved in taking cognitive attitudes like acceptance toward an empirical hypothesis to looking at a social understanding of assertion, the act of communicating that hypothesis. I argue that speech act theory’s account of assertion as a type of doing makes salient legitimate roles nonepistemic values can play in scientific practice. The article also shows how speech act (...) theory might provide a framework for fruitfully extending aspects of the social and pragmatic turns in the philosophy of science. (shrink)
