Many philosophers believe that there is a fundamental distinction between knowing that something is the case and knowing how to do something. According to Gilbert Ryle, to whom the insight is credited, knowledge-how is an ability, which is in turn a complex of dispositions. Knowledge-that, on the other hand, is not an ability, or anything similar. Rather, knowledge-that is a relation between a thinker and a true proposition.

Facts in this sense are not only among the things we believe and assert; they are also the kinds of things we know. The thesis of this book is that knowing how to do something is the same as knowing a fact. It follows that learning how to do something is learning a fact. For example, when you learned how to swim, what happened is that you learned some facts about swimming. Knowledge of these facts is what gave you knowledge of how to swim. Something similar occurred with every other activity that you now know how to do, such as riding a bicycle or cooking a meal. It is argued that the intuitively sanctioned distinction between beliefs and non-belief states that play a role in the proximate causal history of beliefs is a distinction worth preserving in cognitive psychology. The intuitive distinction is argued to rest on a pair of features exhibited by beliefs but not by subdoxastic states. These are access to consciousness and inferential integration. Harman's view, which denies the distinction between beliefs and subdoxastic states, is discussed and criticized.

An overview of the knowing-how debates over the last ten years.

In this paper I develop three different arguments against the thesis that knowledge-how is a kind of knowledge-that. Knowledge-that is widely thought to be subject to an anti-luck condition, a justified or warranted belief condition, and a belief condition, respectively. The arguments I give suggest that if either of these standard assumptions is correct then knowledge-how is not a kind of knowledge-that. In closing I identify a possible alternative to the standard Rylean and intellectualist accounts of knowledge-how. This alternative view (...) illustrates that even if the arguments given here succeed it might still be reasonable to hold that knowing how to do something is a matter of standing in an intentional relation to a proposition other than the knowledge-that relation. The purpose of this paper is to raise some questions about the idea, which was first made prominent by Gilbert Ryle, and has remained associated with him ever since, that there are at least two types of knowledge (or to put it in a slightly different way, two types of states ascribed by knowledge ascriptions) identified, on the one hand, as the knowledge (or state) which is expressed in the ‘knowing that’ construction (sometimes called, for fairly obvious reasons, ‘propositional’ or (...) ‘factual’ knowledge) and, on the other, as the knowledge (or state) which is ascribed in the ‘knowing how’ construction (sometimes called ‘practical’ knowledge). This idea, which might be said to be Ryle's most lasting philosophical legacy, has, in some vague form, remained part of conventional wisdom in philosophy since he put it forward. My purpose here is fairly accurately described as ‘raising questions’, since both the criticisms of the received view (as I interpret it), and the positive alternative suggestions to be advanced, are, to some extent, tentative and exploratory. The aim is to assemble a broad range of evidence for the conclusion that we need to replace the standard account, to query especially what Ryle suggested as evidence for it, and to explore what seems to me to be the indicated replacement for it. Some of our actions manifest states or qualities of intelligence, such as skill or cleverness. But what are these states or qualities, and how are they manifested in action? We articulate and examine general intellectualist and anti-intellectualist answers to such questions. We show how these answers — two distinct philosophical theories of intelligence and intelligent action — reflect quite different conceptions of mind and action. One of our principal aims is to illuminate some of the main issues and arguments in (...) the contemporary debate over knowledge how. A second aim is to highlight the broader theoretical significance of knowledge how, which (we argue) may serve as a hinge on which our general understanding of mind and action turns. It has been claimed that the attempt to analyze know-how in terms of propositional knowledge over-intellectualizes the mind. Exploiting the methods of so-called “experimental philosophy”, we show that the charge of over-intellectualization is baseless. Contra neo-Ryleans, who analyze know-how in terms of ability, the concrete-case judgments of ordinary folk are most consistent with the view that there exists a set of correct necessary and sufficient conditions for know-how that does not invoke ability, but rather a certain sort of propositional knowledge. To the extent that one’s considered judgments agree with those of the folk (or to the extent that one is unwilling to contravene widespread judgments), this constitutes a strong prima facie case against neo-Ryleanism. We begin with a puzzle: why do some know-how attributions entail ability attributions while others do not? After rejecting the tempting response that know-how attributions are ambiguous, we argue that a satisfactory answer to the puzzle must acknowledge the connection between know-how and concept possession (specifically, reasonable conceptual mastery, or understanding). This connection appears at first to be grounded solely in the cognitive nature of certain activities. However, we show that, contra anti-intellectualists, the connection between know-how and concept possession can (...) be generalized via reflection on the cognitive nature of intentional action and the potential of certain misunderstandings to undermine know-how even when the corresponding abilities and associated propositional knowledge are in place. Such considerations make explicit the intimate relation between know-how and understanding, motivating a general intellectualist analysis of the former in terms of the latter. (shrink)

Determiner phrases embedded under a propositional attitude verb have traditionally been taken to denote answers to implicit questions. For example, 'the capital of Vermont' as it occurs in 'John knows the capital of Vermont' has been thought to denote the proposition which answers the implicit question 'what is the capital of Vermont?' Thus, where 'know' is treated as a propositional attitude verb rather than an acquaintance verb, 'John knows the capital of Vermont' is true iff John knows that Montpelier is (...) the capital of Vermont. The traditional view lost its popularity long ago, because it was thought to rest on the controversial assumption that determiner phases embedded under a propositional attitude verb function semantically in the same way as the corresponding wh-clauses. Here we defend the traditional assumption against objections. We then argue that wh-clauses are not to be given a uniform treatment as indirect questions. When occurring under a propositional attitude verb, wh-clauses are better treated as having a predicate-type semantic value. We conclude by considering some possible objections to the predicate view. The question I hope to answer is brief: What does every speaker of a natural language know? My answer is briefer still: Nothing, or at least nothing interesting. Explaining the question, and making the answer plausible, is a longer job.

What follows for the ability hypothesis reply to the knowledge argument if knowledge-how is just a form of knowledge-that? The obvious answer is that the ability hypothesis is false. For the ability hypothesis says that, when Mary sees red for the first time, Frank Jackson’s super-scientist gains only knowledge-how and not knowledge-that. In this paper I argue that this obvious answer is wrong: a version of the ability hypothesis might be true even if knowledge-how is a form of knowledge-that. To (...) establish this conclusion I utilize Jason Stanley and Timothy Williamson’s well-known account of knowledge-how as “simply a species of propositional knowledge” . I demonstrate that we can restate the core claims of the ability hypothesis – that Mary only gains new knowledge-how and not knowledge-that – within their account of knowledge-how as a species of knowledge-that. I examine the implications of this result for both critics and proponents of the ability hypothesis. (shrink)

A natural view is that linguistic understanding is a source of justification or evidence: that beliefs about the meaning of a text or speech act are prima facie justified when based on states of understanding. Neglect of this view is largely due to the widely held assumption that understanding a text or speech act consists in knowledge or belief. It is argued that this assumption rests, in part, on confusing occurrent states of understanding and dispositions to understand. It is then (...) argued that occurrent states of understanding are not states of belief of knowledge since a subject may fail to believe that a text or speech act means what she understands it to mean if she doubts the reliability or truth- fulness of that understanding. In this thesis I examine the view—known as intellectualism—that knowledge-how is a kind of knowledge-that, or propositional knowledge. I examine issues concerning both the status of this view of knowledge-how and the philosophical implications if it is true. The ability hypothesis is an important position in the philosophy of mind that appeals to Gilbert Ryle’s famous idea that there is a fundamental distinction between knowledge-how and knowledge-that. This position appears to be inconsistent with the truth of intellectualism. However, I demonstrate (...) in this thesis that the ability hypothesis can be restated using the intellectualist view of knowledge-how. With regards to the status of intellectualism, I argue that the two main traditional arguments against intellectualism do not succeed. I also provide new and, I claim, successful arguments against intellectualism. These arguments point to a new view of knowledge-how that is distinct from both the standard intellectualist and Rylean views of knowledge-how. (shrink)
