Existing research suggests that people's judgments of actual causation can be influenced by the degree to which they regard certain events as normal. We develop an explanation for this phenomenon that draws on standard tools from the literature on graphical causal models and, in particular, on the idea of probabilistic sampling. Using these tools, we propose a new measure of actual causal strength. This measure accurately captures three effects of normality on causal judgment that have been observed in existing studies. (...) More importantly, the measure predicts a new effect ("abnormal deflation"). Two studies show that people's judgments do, in fact, show this new effect. When agents violate norms, they are typically judged to be more of a cause of resulting outcomes. In this paper, we suggest that norm violations also affect the causality attributed to other agents, a phenomenon we refer to as "causal superseding." We propose and test a counterfactual reasoning model of this phenomenon in four experiments. Experiments 1 and 2 provide an initial demonstration of the causal superseding effect and distinguish it from previously studied effects. Experiment 3 shows that this causal (...) superseding effect is dependent on a particular event structure, following a prediction of our counterfactual model. Experiment 4 demonstrates that causal superseding can occur with violations of non-moral norms. We propose a model of the superseding effect based on the idea of counterfactual sufficiency. (shrink)

In this account, we explain the meaning of a priori voting power and outline how it is measured. We distinguish two intuitive notions as to what voting power means, leading to two approaches to measuring it. We discuss some philosophical and pragmatic objections, according to which a priori (as distinct from actual) voting power is worthless or inapplicable.

The primary aim of this paper is to analyze the concept of degrees of causal contribution for actual events and examine the way in which it can be formally defined. This should go some way to filling out a gap in the legal and philosophical literature on causation. By adopting the conception of a cause as a necessary element of a sufficient set (the so-called NESS test) we show that the concept of degrees of causation can be given clear and (...) even empirical meaning. We then apply a game theoretical framework to derive a measure of causal contribution. Our favoured measure turns out to be a generalised version of the normalized Penrose-Banzhaf index of voting power. (shrink)

How do people attribute responsibility in situations where the contributions of multiple agents combine to produce a joint outcome? The prevalence of over-determination in such cases makes this a difficult problem for counterfactual theories of causal responsibility. In this article, we explore a general framework for assigning responsibility in multiple agent contexts. We draw on the structural model account of actual causation (e.g., Halpern & Pearl, 2005) and its extension to responsibility judgments (Chockler & Halpern, 2004). We review the main (...) theoretical and empirical issues that arise from this literature and propose a novel model of intuitive judgments of responsibility. This model is a function of both pivotality (whether an agent made a difference to the outcome) and criticality (how important the agent is perceived to be for the outcome, before any actions are taken). The model explains empirical results from previous studies and is supported by a new experiment that manipulates both pivotality and criticality. We also discuss possible extensions of this model to deal with a broader range of causal situations. Overall, our approach emphasizes the close interrelations between causality, counterfactuals, and responsibility attributions. (shrink)

Many theoretical claims about the folk concept of moral responsibility coming from the current literature are indeterminate because researchers do not clearly specify the folk concept of moral responsibility in question. The article pursues a cognitive approach to folk concepts that pays special attention to this indeterminacy problem. After addressing the problem, the article provides evidence on folk attributions of moral responsibility in the case a failed attempt to kill that goes against a specific claim coming from the current literature (...) - that the dimension of causation is part of the structure of the folk concept of moral responsibility. This paper provides formal semantics, based on structural models ofcounterfactuals, for the probability that event x was a necessary orsufficient cause (or both) of another event y. The paper then explicates conditions under which the probability of necessary (or sufficient)causation can be learned from statistical data, and (...) shows how data fromboth experimental and nonexperimental studies can be combined to yieldinformation that neither study alone can provide. People tend to judge more recent events, relative to earlier ones, as the cause of some particular outcome. For instance, people are more inclined to judge that the last basket, rather than the first, caused the team to win the basketball game. This recency effect, however, reverses in cases of overdetermination: people judge that earlier events, rather than more recent ones, caused the outcome when the event is individually sufficient but not individually necessary for the outcome. In five experiments (N (...) = 5507), we find evidence for the recency effect and the primacy effect for causal judgment. Traditionally, these effects have been a problem for counterfactual views of causal judgment. However, we argue that an extension of a recent counterfactual model of causal judgment explains both the recency and the primacy effect. In line with the predictions of our extended counterfactual model, we also find that, regardless of causal structure, people tend to imagine the counterfactual alternative to the more recent event rather than to the earlier one. Moreover, manipulating this tendency affects causal judgments in the ways predicted by this extended model: asking participants to imagine the counterfactual alternative to the earlier event weakens the interaction between recency and causal structure, and asking participants to imagine the counterfactual alternative to the more recent event strengthens the interaction between recency and causal structure. We discuss these results in relation to work on counterfactual thinking, causal modeling, and late-preemption. (shrink)

Why should a citizen vote? There are two ways to interpret this question: in a prudential sense, and in a moral sense. Under the first interpretation, the question asks why—or under what circumstances—it is in a citizen's self-interest to vote. Under the second interpretation, it asks what moral reasons citizens have for voting. I shall mainly try to answer the moral version of the question, but my answer may also, in some circumstances, bear on the prudential question. Subjects were requested to choose between gambles, where the outcome of one gamble depended on a single elementary event, and the other depended on an event compounded of a series of such elementary events. The data supported the hypothesis that the subjective probability of a compound event is systematically biased in the direction of the probability of its components resulting in overestimation of conjunctive events and underestimation of disjunctive events. Studies pertaining to this topic are discussed.

This paper examines the structure of moral responsibility for outcomes. A central feature of the analysis is a condition that we term the ‘avoidance potential’, which gives precision to the idea that moral responsibility implies a reasonable demand that an agent should have acted otherwise. We show how our theory can allocate moral responsibility to individuals in complex collective action problems, an issue that sometimes goes by the name of ‘the problem of many hands’. Both philosophers and psychologists have argued for the existence of distinct kinds of explanations, including teleological explanations that cite functions or goals, and mechanistic explanations that cite causal mechanisms. Theories of causation, in contrast, have generally been unitary, with dominant theories focusing either on counterfactual dependence or on physical connections. This paper argues that both approaches to causation are psychologically real, with different modes of explanation promoting judgments more or less consistent with each approach. Two sets of experiments isolate the (...) contributions of counterfactual dependence and physical connections in causal ascriptions involving events with people, artifacts, or biological traits, and manipulate whether the events are construed teleologically or mechanistically. The findings suggest that when events are construed teleologically, causal ascriptions are sensitive to counterfactual dependence and relatively insensitive to the presence of physical connections, but when events are construed mechanistically, causal ascriptions are sensitive to both counterfactual dependence and physical connections. The conclusion introduces an account of causation, an "exportable dependence theory," that provides a way to understand the contributions of physical connections and teleology in terms of the functions of causal ascriptions. At the end of a thoughtful article on the future of nuclear war, Wiesner and York concluded that: "Both sides in the arms race are... confronted by the dilemma of steadily increasing military power and steadily decreasing national security. It is our considered professional judgment that this dilemma has no technical solution. If the great powers continue to look for solutions in the area of science and technology only, the result will be to worsen the situation.".

In the hopes of finding supporting evidence for various accounts of actual causation, many philosophers have recently turned to psychological findings about the influence of norms on counterfactual cognition. Surprisingly little philosophical attention has been paid, however, to the question of why considerations of normality should be relevant to counterfactual cognition to begin with. In this paper, I follow two aims. First, against the methodology of two prominent psychological accounts, I argue for a functional approach to understanding the selectivity of (...) counterfactual cognition. Second, I take some steps towards a systematic analysis by providing a qualitative, decision‐theoretic account of one important function of counterfactual thinking, namely, inferring, in the face of undesirable outcomes, corrective policies that prevent the occurrence of similar outcomes in future circumstances. I make a case for employing this analysis by (a) showing its value for assessing the rationality of imagination‐driven counterfactual generation, (b) highlighting its use for making sense of practices in history and policy analysis where counterfactual selection plays a central role, and (c) demonstrating its diagnostic value for identifying areas where counterfactual generation may lead us into epistemic and ethical troubles. We consider a singular event of the following form: in a simple voting game, a particular division of the voters resulted in a positive outcome. We propose a plausible measure that quantifies the causal contribution of any given voter to the outcome. This measure is based on a conceptual analysis due to Braham [1], but differs from his solution to the problem of measuring causality of singular events.
