Emma Borg examines the relation between semantics and pragmatics, and assesses recent answers to fundamental questions of how and where to draw the divide between the two. She argues for a minimal account of the interrelation between them--a 'minimal semantics'--which holds that only rule-governed appeals to context can influence semantic content.

Most psychologists study horizontal processes like memory and information flow; Fodor postulates a vertical and modular psychological organization underlying biologically coherent behaviors. This view of mental architecture is consistent with the historical tradition of faculty psychology while integrating a computational approach to mental processes. Speakers can use sentences to make assertions. Theorists who reflect on this truism often say that sentences have linguistic meanings, and that assertions have propositional contents. But how are meanings related to contents? Are meanings less dependent on the environment? Are contents more independent of language? These are large questions, which must be understood partly in terms of the phenomena that lead theorists to use words like ‘meaning’ and ‘content’, sometimes in nonstandard ways. Opportunities for terminological confusion thus abound when (...) talking about the relations among semantics, pragmatics, and truth. As Stalnaker (2003) stresses, in Quinean fashion, it is hard to separate the task of evaluating hypotheses in these domains from the task of getting clear about what the hypotheses are. But after some stage-setting, I suggest that we combine Stalnaker’s (1970, 1978, 1984, 1999, 2003) externalist account of content with Chomsky’s (1965, 1977, 1993, 2000a) internalist conception of meaning. Following his recently expanded _The Problem of the Essential Indexical and Other Essays,_ John Perry develops a reflexive-referential' account of indexicals, demonstratives and proper names. On these issues the philosophy of language in the twentieth century was shaped by two competing traditions, descriptivist and referentialist. Oddly, the classic referentialist texts of the 1970s by Kripke, Donnellan, Kaplan and others were seemingly refuted almost a century earlier by co-reference and no-reference problems raised by Russell and Frege. Perry's theory, borrowing ideas from (...) both traditions as well as from Burks and Reichenbach, diagnoses the problems as stemming from a fixation on a certain kind of content, coined referential or fully incremental. Referentialist tradition is portrayed as holding that indexicals contribute content that involves individuals without identifying conditions on them; descriptivist tradition is portrayed as holding that referential content does not explain all of the identifying conditions conveyed by names and indexicals. Perry reveals a coherent and structured family of contents — from reflexive contents that place conditions on their actual utterance to fully incremental contents that place conditions only on the objects of reference — reconciling the legitimate insights of both traditions. Current theories of grammar handle both extraction and anaphorization by introducing variables into syntactic representations. Combinatory categorial grammar eliminates variables corresponding to gaps. Using the combinator W, the paper extends this approach to anaphors, which appear to act as overt bound variables. [Slightly extended version in Bartsch et al 1989.].

This paper considers a now familiar argument that the ubiquity of context -dependence threatens the project of natural language semantics, at least as that project has usually been conceived: as concerning itself with `what is said' by an utterance of a given sentence. I argue in response that the `anti-semantic' argument equivocates at a crucial point and, therefore, that we need not choose between semantic minimalism, truth-conditional pragmatism, and the like. Rather, we must abandon the idea, familiar from Kaplan and (...) others, that utterances express propositions `relative to contexts' and replace it with the Strawonian idea that speakers express propositions by making utterances in contexts. The argument for this claim consists in a detailed investigation of the particular case of demonstratives, which I argue demand such a Strawsonian treatment. I then respond to several objections, the most important of which allege that the Strawsonian account somehow undermines the project of natural language semantics, or threatens the semantics -pragmatics distinction. This is one of a series of articles in which I examine errors that philosophers of language may be led to make if already prone to exaggerating the rôle compositional semantics can play in explaining how we communicate, whether by expressing propositions with our words or by merely implying them.
