Identity is a contemporary buzzword in education, referencing the individual and the social, the personal and the political, self and other. Following Maggie MacLure, we can think of identity in terms of teachers ‘arguing for themselves’, or giving an account of themselves. Yet in the wake of poststructuralism's radical de‐centering of the subject and its highlighting of a number of impediments to agency, we might well ask how teachers are to give an account of themselves? This paper offers reading of (...) identity that recognizes its paradoxical aspects, yet also contains scope for ethical agency. The latter is explored via a ‘diagram’ that utilizes Foucault's four axes of ethics to elaborate a framework for thinking about teacher identity as ethical self‐formation and for engaging in what I refer to here as ‘identity work’. This approach to thinking about teacher identity recognizes our discursive determination, yet also offers scope for recognizing and building ethical agency. (shrink)

This article analyses ‘performance government’ as an emergent form of rule in advanced liberal democracies. It discloses how teachers and school leaders in Australia are being governed by the practices of performance government which centre on the recently established Australian Institute for Teaching and School Leadership (AITSL) and are given direction by two major strategies implicit within the exercise of this form of power: activation and regulation. Through an ‘analytics of government’ of these practices, the article unravels the new configurations (...) of corporatized expert and academic knowledge—and their attendant methods of application—by which the self-governing capacities of teachers and school leaders are being activated and regulated in ways that seek to optimize the performance of these professionals. The article concludes by outlining some of the dangers of performance government for the professional freedom of educators and school leaders. (shrink)

We analyse the electronic portfolio in higher education policy and practice.While evangelical accounts of the ePortfolio celebrate its power as a new eLearning technology,we argue that it allows the mutually-reinforcing couple of neoliberalism and the enterprising self to function in ways in which individual difference can be presented, cultured and grown, all the time within a standardised framework which relentlessly polices the limits of the acceptable and unacceptable. We point to the ePortfolio as a practice of government, arguing that grander (...) policy coalesces out of a halting, experimental set of technological instruments for thinking about how life should be lived. The idea of finding Foucault first looks at the many influences on Foucault, including his Nietzschean acclamations. It examines Foucault’s critical history of thought, his work on the orders of discourse with his emphasis on being a pluralist: the problem he says that he has set himself is that of the individualization of discourses. Finally, it addresses his work on the culture of the self which became a philosophical and historical question for Foucault later in his life as he investigated (...) the historical form of relations between subjectivity and truth in Western philosophy since Antiquity and how philosophy as an activity taught about the care of the self. Student engagement and making community happen is a policy manoeuvre that shapes the political subjectivity of the undergraduate student In Australia, making community happen as a practice of student engagement is described as one of the major challenges for policy and practice in research-led universities. Current efforts to meet this challenge, however, merely recode ethical citizenship to a different but nonetheless prescriptive code of conduct,which closes down thoughts of making community happen to a single unified mode of being by appealing (...) to a normalising practice authorised by expert knowledge. In contrast to this position, we use data gathered from undergraduate students’ observations of their university experience, which appeals to an ethico-politics that opens up the question of making community happen to non-normalising practices.Rather than a will to govern that shuts down debate, student discourse opens up thoughts of making community happen to new contestations and diversity over self-government in relation to others concerning questions of lifestyle choices and friendships. In this way,we argue that making community happen as a practice of student engagement is never fully actualised.While this challenge to the limits of student engagement and making community happen may be seen as a threat to our political existence, it is, nevertheless, a risk worth taking in the interest of student learning. The article analyses the boom of self-help discourses and their relationship with pedagogic discourses, with the purpose of marking the centrality of the individual in the practices of contemporaneous government. Two exercises are important in this analysis of an archaeological genealogical perspective: on the one hand, it comprehends the impact which self-help has in the life of its readers and practitioners, allowing the consolidation and broad diffusion of tools to guide one’s own life and define modes of being within the (...) world; on the other hand, thinking that the techniques provided by self-help may proceed in a millenary tradition of practices intended for the government itself. The study of the series self-help—education—government allows some of the main elements of these discourses to be identified and shows the centrality of the notion of learning among them. (shrink)

Governmentality draws on Foucault's work along with wider analytical frameworks to reclaim centre stage for this sociological concept. The author argues for a new understanding of how the individual is related to the state and vice versa.

Powers of Freedom, first published in 1999, offers a compelling approach to the analysis of political power which extends Foucault's hypotheses on governmentality in challenging ways. Nikolas Rose sets out the key characteristics of this approach to political power and analyses the government of conduct. He analyses the role of expertise, the politics of numbers, technologies of economic management and the political uses of space. He illuminates the relation of this approach to contemporary theories of 'risk society' and 'the sociology (...) of governance'. He argues that freedom is not the opposite of government but one of its key inventions and most significant resources. He also seeks some rapprochement between analyses of government and the concerns of critical sociology, cultural studies and Marxism, to establish a basis for the critique of power and its exercise. I would like to suggest another way to go further toward a new economy of power relations, a way which is more empirical, more directly related to our present situation, and which implies more relations between theory and practice. It consists of taking the forms of resistance against different forms of power as a starting point. To use another metaphor, t consists of using this resistance as a chemical catalyst so as to bring to light power relations, locate their position, (...) and find out their point of application and the methods used. Rather than analyzing power from the point of view of its internal rationality, it consists of analyzing power relations through the antagonism of strategies.[…]Let us come back to the definition of the exercise of power as a way in which certain actions may structure the field of other possible actions. What, therefore, would be proper to a relationship of power is that it be a mode of action upon actions. That is to say, power relations are rooted deep in the social nexus, not reconstituted "above" society as a supplementary structure whose radical effacement one could perhaps dream of. In any case, to live in a society is to live in such a way that action upon other actions is possible-- and in fact ongoing. A society without power relations can only be an abstraction. Which, be it said in passing, makes all the more politically necessary the analysis of power relations in a given society, their historical formation, the source of their strength or fragility, the conditions which are necessary to transform some or to abolish others. For to say that there cannot be a society without power relations is not to say either that those which are established are necessary or, in any case, that power constitutes a fatality at the heart of societies, such that it cannot be undermined. Instead, I would say that the analysis, elaboration, and bringing into question of power relations and the "agonism" between power relations and the instransitivity of freedom is a permanent political task inherent in all social existence.[…]In effect, between a relationship of power and a strategy of struggle there is a reciprocal appeal, a perpetual linking and a perpetual reversal. At every moment the relationship of power may become a confrontation between two adversaries. Equally, the relationship between adversaries in society may, at every moment, give place to the putting into operation of mechanisms of power. The consequence of this instability is the ability to decipher the same events and the same transformations either from inside the history of struggle or from the standpoint of the power relationships. The interpretations which result will not consist of the same elements of meaning or the same links or the same types of intelligibility, although they refer to the same historical fabric, and each of the two analyses must have reference to the other. In fact, it is precisely the disparities between the two readings which make visible those fundamental phenomena of "domination" which are present in a large number of human societies.Michel Foucault has been teaching at the Collège de France since 1970. This paper investigates the role of the lifelong learning discourse in actual governmentality. Starting with a description of the origins of lifelong learning in the discussions about alternative education in the 1960s and 1970s, the current adoption of lifelong learning by the European Union is used to show its critical components. Along with the distinction between formal and informal learning it is demonstrated how lifelong learning attempts to change the field of learning from enclosed environments to a totality of learning (...) events, while at the same time attempting to change the individuals into self‐organizing learners. We show that lifelong learning has a crucial role within the strategies of subjectivation, since its mandate is to provide individuals with the necessary skill‐sets. Finally the methodological prerequisites of the administration of Lifelong Learning are investigated, showing the corresponding developments in the European Union and their contribution to generating a European population. Motivation is a concept more frequently found in venues concerned with educational psychology than in ones concerned with educational philosophy. Under the influence of psychology, and its typically dualistic way of making sense of the world, motivation in education has tended to be viewed in dichotomous terms, for example, as intrinsic or extrinsic in character. Such psychology-derived theories of educational motivation operate within a dichotomous ontology, traceable to structuralist notions of agency versus (rather than within) structure, while exemplifying the tendency (...) in psychology that philosopher R. S. Peters identified over half a century ago, of seeking to provide totalizing, comprehensive theories of human behaviour in emulation of the achievements of the natural sciences. This article offers an alternative reading of motivation in terms of Foucauldian ethical self-formation that attempts to recognize motivation as arising from the individuals? socially situated and constrained agency, and that focuses on how individuals pursue learning as a way of creating a particular desired version of the self. We illustrate this approach through a vignette of Wolfgang, a Hong Kong learner of German as a third language. Although we are certainly not seeking to supplant other approaches to theorizing motivation, we believe that the approach we elaborate here contributes significantly to the repertoire of motivational research in education. Over a decade after publication of Thinking Again: Education After Postmodernism (1998) contention still emerges among Foucaultians over whether discursively made‐up things really exist, and whether removal of the constituent subject leaves room for agency within techniques of caring for the self. That these questions are kept alive shows that some readers have not rethought Foucault, finding what possibly comes after postmodernism. Using Wittgenstein to ‘reciprocally illuminate’ Foucault (after Tully and Marshall), I open teacher inspection and reforms to problematization, as (...) relations to bedrock rules governing games of truth. ‘How, upon entering classrooms, do inspectors know “teaching” is taking place and not crazy and fuzzy things in its name?’ Taking up Hirst's vexing question, I move beyond liberal‐analytic concept‐mapping and neo‐liberal individualism to more fully assay the political ground for judging teaching practices through genealogy. Epistemological, political and ethical concerns intersect as we approach the problem through Foucault's three axes of an historical‐ontology of the present: knowledge(s), power relations, and arts of the self. Drawing on recent Governmentality Studies in Education (Peters., 2009), we aver the impasses of postmodern relativism while finding limited ranges of agency along each axis, as teachers practice freedoms by critiquing and renegotiating rules. This article uses Foucault’s concept of the care of the self to interrogate the accounts of ethical agency provided by professionals involved in the settlement of refugees, in a global and national context marked by fear of the stranger and the embrace of neoliberal political rationalities. An argument is made to ‘free the professional self’ by refusing an individualised, psychologised and dehistoricised approach in working with refugees and asylum seekers. In its place, a threefold ‘ethics of engagement’ for ‘international citizenship’ (...) is proposed as a way forward to further professionalism and civic action. By understanding the refugee problem as an ‘integral part of North-South relations’ rather than as a ‘Third World’ problem, new possibilities are opened for an ethics of civility and an ethics of care.
