Heidegger’s thoughts on modern technology have received much attention in many disciplines and fields, but, with a few exceptions, the influence has been sparse in biomedical ethics. The reason for this might be that Heidegger’s position has been misinterpreted as being generally hostile towards modern science and technology, and the fact that Heidegger himself never subjected medical technologies to scrutiny but was concerned rather with industrial technology and information technology. In this paper, Heidegger’s philosophy of modern technology is introduced and (...) then brought to bear on medical technology. Its main relevance for biomedical ethics is found to be that the field needs to focus upon epistemological and ontological questions in the philosophy of medicine related to the structure and goal of medical practice. Heidegger’s philosophy can help us to see how the scientific attitude in medicine must always be balanced by and integrated into a phenomenological way of understanding the life-world concerns of patients. The difference between the scientific and the phenomenological method in medicine is articulated by Heidegger as two different ways of studying the human body: as biological organism and as lived body. Medicine needs to acknowledge the priority of the lived body in addressing health as a way of being-in-the-world and not as the absence of disease only. A critical development of Heidegger’s position can provide us with a criterion for distinguishing the uses of medical technologies that are compatible with such an endeavor from the technological projects that are not. Human enhancement has emerged in recent years as a blossoming topic in applied ethics. With continuing advances in science and technology, people are beginning to realize that some of the basic parameters of the human condition might be changed in the future. One important way in which the human condition could be changed is through the enhancement of basic human capacities. If this becomes feasible within the lifespan of many people alive today, then it is important now to consider the (...) normative questions raised by such prospects. The answers to these questions might not only help us be better prepared when technology catches up with imagination, but they may be relevant to many decisions we make today, such as decisions about how much funding to give to various kinds of research. Enhancement is typically contraposed to therapy. In broad terms, therapy aims to fix something that has gone wrong, by curing specific diseases or injuries, while enhancement interventions aim to improve the state of an organism beyond its normal healthy state. However, the distinction between therapy and enhancement is problematic, for several reasons. First, we may note that the therapy-enhancement dichotomy does not map onto any corresponding dichotomy between standard-contemporary-medicine and medicineas-it-could-be-practised-in-the-future. Standard contemporary medicine includes many practices that do not aim to cure diseases or injuries. It includes, for example, preventive medicine, palliative care, obstetrics, sports medicine, plastic surgery, contraceptive devices, fertility treatments, cosmetic dental procedures, and much else. At the same time, many enhancement interventions occur outside of the medical framework. Office workers enhance their performance by drinking coffee. Make-up and grooming are used to enhance appearance. Exercise, meditation, fish oil, and St John’s Wort are used to enhance mood. Second, it is unclear how to classify interventions that reduce the probability of disease and death.. (shrink)

In his formidable Transcritique: On Kant and Marx, Kojin Karatani endeavors to assert the critical potential of an in-between stance which he calls the “parallaxview”: when confronted with an antinomic stance, in the precise Kantian sense of the term, one should renounce all attempts to reduce one aspect to the other. One should, on the contrary, assert antinomy as irreducible, and conceive the point of radical critique not as a certain determinate position as opposed to another position, but as the (...) irreducible gap between the positions themselves, the purely structural interstice between them. Kant’s stance is thus “to see things neither from his own viewpoint, nor from the viewpoint of others, but to face the reality that is exposed through difference (parallax).” What Kant does is to change the very terms of the debate; his solution—the transcendental turn—is unique in that it first rejects any ontological closure: it recognizes a certain fundamental and irreducible limitation (“finitude”) of the human condition, which is why the two poles, rational and sensual, active and passive, cannot ever be fully mediated—reconciled. And, according to Karatani, Marx, in his “critique of political economy,” when faced with the opposition of the “classical” political economy and the neo-classic reduction of value to a purely relational entity without substance, accomplished exactly the same breakthrough toward the “parallax” view: he treatedthis opposition as a Kantian antinomy, i.e., value has to originate outside circulation, in production, and in circulation. My hypoltheses concerning the United States led War on Terrorism are derived from the German novelist, critic and social theorist Ernst J¸nger’s outstanding 1930 essay on ‘Total Mobilization’. Accordingly, this article explores J¸nger’s ‘Total Mobilization’ and what I label the ‘totally mobilized body’ as the philosophical underpinning of the War on Terrorism from the perspective of my own conceptions of ‘ hypermodern total mobilization’, ‘globalitarian rule’ and the ‘neoconservative body’. From this post-J¸ngerian or hypermodern viewpoint, the examination of the War (...) on Terrorism as offered by social theorists such as Jean Baudrillard and Zygmunt Bauman, Gilles Deleuze, Douglas Kellner and Paul Virilio is analytically evaluated and developed. For their research on the ‘spirit of terrorism’ and the new ‘planetary frontier-land’, control societies, the momentous events of September 11, 2001, and ‘globalitarianism’ can help us to understand the complexities and multiplicities of the neoconservative body. The article concludes by probing the distinction between Jünger’s idea of modern total mobilization and my own hypermodern notions of ‘egalitarian rule’ and the ‘neoegalitarian body’. (shrink)

Despite Foucault’s claim in his final interview that his ‘whole philosophical development’ was determined by his reading of Heidegger, to date little has been published exploring the relationship between these thinkers. Undoubtedly, the primary reason for this silence is the seeming impossibility of reconciling Foucault and Heidegger’s work. Indeed, in key respects, we could hardly imagine two more different philosophers. Heidegger seeks to recover a primordial sense of being that he believes has been lost through the history of the West. (...) Foucault pursues an entirely contrary trajectory, calling into question both the primordial status of forms of thought and experience, and the transcendental closure of philosophical-historical narratives. Although Foucault adamantly refused to make moral pronouncements or dictate moral principles or political programs to his readers, his work offers a number of tools and concepts that can help us develop our own ethical views and practices. One of these tools is genealogical analysis, and one of these concepts is “biopower.” Specifically, this essay seeks to demonstrate that Foucault's concept of biopower and his genealogical method are valuable as we consider moral questions raised by genetic enhancement technologies. First, it (...) examines contemporary debate over the development, marketing, and application of such technologies, suggesting that what passes for ethical deliberation is often little more than political maneuvering in a field where stakes are very high and public perceptions will play a crucial role in decisions about which technologies will be funded or disallowed. It goes on to argue that genuine ethical deliberation on these issues requires some serious investigation of their historical context. Accordingly, then, it takes up the oft-heard charge from critics that genetic enhancement technologies are continuous with twentieth-century eugenic projects or will usher in a new age of eugenics. Foucault explicitly links twentieth-century eugenics with the rise of biopower. Through review of some aspects of the twentieth-century eugenics movement alongside some of the rhetoric and claims of enhancement's modern-day proponents, the essay shows ways in which deployment of genetic enhancement technologies is and is not continuous with earlier deployments of biopower. This article explores the respective roles that medical and technological cognitive enhancements, on the one hand, and the moral and epistemic virtues traditionally understood, on the other, can play in enabling us to lead the good life. It will be shown that neither the virtues nor cognitive enhancements (of the kind we have access to today or in the foreseeable future) on their own are likely to enable most people to lead the good life. While the moral and epistemic virtues (...) quite plausibly are both necessary and sufficient for the good life in theory, virtue ethics is often criticised for being elitist and unachievable in practice for the vast majority. Some cognitive enhancements, on the other hand, might be necessary for the good life but are far from sufficient for such an existence. Here it will be proposed that a combination of virtue and some cognitive enhancements is preferable. (shrink)

This paper examines medicine’s use of technology in a manner from a standpoint inspired by Heidegger’s thinking on technology. In the first part of the paper, I shall suggest an interpretation of Heidegger’s thinking on the topic, and attempt to show why he associates modern technology with danger. However, I shall also claim that there is little evidence that medicine’s appropriation of modern technology is dangerous in Heidegger’s sense, although there is no prima facie reason why it mightn’t be. The (...) explanation for this, I claim, is ethical. There is an initial attraction to the thought that Heidegger’s thought echoes Kantian moral thinking, but I shall dismiss this. Instead, I shall suggest that the considerations that make modern technology dangerous for Heidegger are simply not in the character — the ethos — of medicine properly understood. This is because there is a distinction to be drawn between chronological and historical modernity, and that even up-to-date medicine, empowered by technology, retains in its ethos crucial aspects of a historically pre-modern understanding of technology. Recent advances in biotechnologies have led to speculations about enhancing human beings. Many of the moral arguments presented to defend human enhancement technologies have been limited to discussions of their risks and benefits. The author argues that in so far as ethical arguments focus primarily on risks and benefits of human enhancement technologies, these arguments will be insufficient to provide a robust defence of these technologies. This is so because the belief that an assessment of risks and benefits is a (...) sufficient ethical evaluation of these technologies incorrectly presupposes that risk assessments do not involve value judgements. Second, it presupposes a reductionist conception of ethics as merely a risk management instrument. Each of these assumptions separates ethical evaluation from discussion and appraisal of ends and means and thus leaves important—indeed, essential—ethical considerations out of view. Once these problematic assumptions are rejected, it becomes clear that an adequate defence of human enhancement technologies requires more than a simple balance of their risks and benefits. (shrink)

Human enhancement, in which nanotechnology is expected to play a major role, continues to be a highly contentious ethical debate, with experts on both sides calling it the single most important issue facing science and society in this brave, new century. This paper is a broad introduction to the symposium herein that explores a range of perspectives related to that debate. While Jacques Derrida’s influence on posthumanist theory is well established in the literature, given Martin Heidegger’s influence on Derrida, it is surprising to find that Heidegger’s relationship to posthumanist theory has been largely ignored. This article starts to fill this lacuna by showing that Heidegger’s writings not only influences but also has much to teach posthumanism, especially regarding the relationship between humanism and posthumanism. By first engaging with Heidegger’s destruction of metaphysics and related critique of anthropocentrism, I show that, while (...) rejecting Heidegger’s conclusions for being too humanist, posthumanism shares, and indeed is largely unreflectively defined by, Heidegger’s critique of the binary logic underpinning anthropocentric humanism. With this, posthumanism aims to go beyond Heidegger by overcoming all forms of humanist understanding, an attempt that brings us back to the relationship between humanism and posthumanism and Heidegger’s notion of trace. With this, I not only show that Heidegger influences posthumanism through his destruction of metaphysics, critique of anthropocentrism and notion of trace, but also point towards an understanding of posthumanism that distinguishes it from humanism and transhumanism. This article focuses on tracing and extending Michel Foucault’s contributions to the philosophy of technology. At first sight his work on power seems the most relevant. In his later work on subjectivation and ethics technology is absent. However, notably by recombining Foucault’s work on power with his work on subjectivation, does his work contribute to solving pertinent problems in current approaches to the ethics of technology. First, Foucault’s position is compared to critical theory and Heidegger, and associated with the approach (...) of “technical mediation” (Latour, Ihde, Verbeek). Next, a detailed study of Discipline and Punish , results in the identification of two distinct “figures of technical mediation”. Finally, Foucault’s later work on ethics and subjectivation is employed to elaborate an ethics of technology that focuses on care for the quality of the interactions and fusions with technology. Hybridization is central in the approach: it is not to be rejected, neither is it the greatest danger, but it does deserve the greatest care. (shrink)

Slowing the aging process would be one of the most dramatic and momentous ways of enhancing human beings. It is also one that mainstream science is on the brink of pursuing. The state of the science, together with its possible impact, make it an important example for how to think about research into all enhancement technologies.

Using medical advances to enhance human athletic, aesthetic, and cognitive performance, rather than to treat disease, has been controversial. Little is known about physicians? experiences, views, and attitudes in this regard. We surveyed a national sample of physicians to determine how often they prescribe enhancements, their views on using medicine for enhancement, and whether they would be willing to prescribe a series of potential interventions that might be considered enhancements. We find that many physicians occasionally prescribe enhancements, but doctors hold (...) nuanced and ambiguous views of these issues. Most express concerns about the potential effects of enhancements on social equity, yet many also believe specific enhancements that are safe and effective should be available but not covered by insurance. These apparently contradictory views might reflect inherent tensions between the values of equity and liberty, which could make crafting coherent social policies on medical enhancements challenging. In human lives, technology holds sway in mundane and extraordinary ways, such as in the ways we work, entertain, transport, and feed ourselves, and importantly in the ways we encounter and manage health, disease, illness, and death. A significant area of Heidegger's later work is questioning technology. Unlike many current inquiries that centre on contemporary technology's function, utility, and positive transformations, Heidegger offers a radical way of thinking about technology through developing an inquiry that uncovers technology's essence of revealing. In (...) this article, Heidegger's thinking about technological modes of revealing in regard to bodies, health, and illness is explored. In Heidegger's view, the ordered revealing of modern technology has overshadowed other modes of revealing. This article highlights how remembering concealment and unconcealment in its many modes can be relevant to nurses and others involved in health care. Through tracing Heidegger's thinking about technology, a more critical approach to the effects and outcomes of modern technologies within health care systems can be generated. (shrink)
