We are often uncertain how to behave morally in complex situations. In this controversial study, Ted Lockhart contends that moral philosophy has failed to address how we make such moral decisions. Adapting decision theory to the task of decision-making under moral uncertainly, he proposes that we should not always act how we feel we ought to act, and that sometimes we should act against what we feel to be morally right. This paper is the introduction to the volume. It gives an argumentative view of the philosophical landscape concerning incommensurability and incomparability. It argues that incomparability, not incommensurability, is the important phenomenon on which philosophers should be focusing and that the arguments for the existence of incomparability are so far not compelling.

What theory should we accept from the practical point of view, or accept as a basis for guiding our actions, if we don’t know which theory is true, and if there are too many plausible alternative theories for us to take them all into consideration? This question is the theme of the first three parts of this dissertation. I argue that the problem of theory acceptance, so understood, is a problem of practical rationality, and hence that the appropriate grounds for (...) theory acceptance are practical considerations. I argue for a number of principles of theory acceptance, and I explore the implications of these principles for the acceptance both of descriptive theories and evaluative theories. (shrink)

Isaac Levi has long criticized causal decisiontheory on the grounds that it requiresdeliberating agents to make predictions abouttheir own actions. A rational agent cannot, heclaims, see herself as free to choose an actwhile simultaneously making a prediction abouther likelihood of performing it. Levi is wrongon both points. First, nothing in causaldecision theory forces agents to makepredictions about their own acts. Second,Levi's arguments for the ``deliberation crowdsout prediction thesis'' rely on a flawed modelof the measurement of belief. Moreover, theability of agents (...) to adopt beliefs about theirown acts during deliberation is essentialto any plausible account of human agency andfreedom. Though these beliefs play no part inthe rationalization of actions, they arerequired to account for the causalgenesis of behavior. To explain the causes ofactions we must recognize that (a) an agentcannot see herself as entirely free in thematter of A unless she believes herdecision to perform A will cause A,and (b) she cannot come to a deliberatedecision about A unless she adoptsbeliefs about her decisions. FollowingElizabeth Anscombe and David Velleman, I arguethat an agent's beliefs about her own decisionsare self-fulfilling, and that this can beused to explain away the seeming paradoxicalfeatures of act probabilities. As I write this, in November 1971, people are dying in East Bengal from lack of food, shelter, and medical caxc. The suffering and death that are occurring there now axe not inevitable, 1101; unavoidable in any fatalistic sense of the term. Constant poverty, a cyclone, and a civil war have turned at least nine million people into destitute refugees; nevertheless, it is not beyond Lhe capacity of the richer nations to give enough assistance to reduce any further suffering to (...) very small proportions. The decisions arid actions of human beings can prevent this kind of suffering. Unfortunately, human beings have not made the necessary decisions. At the individual level, people have, with very few exceptions, not responded to the situation in any signihczmt way. Generally speaking, people have not given large sums to relief funds; they have not written t0 their parliamentaxy representatives demanding increased government assistance; they have not demonstrated in the streets, held symbolic fasts, or done anything else directed toward providing thc refugees with the means to satisfy their essential needs. At thc government level, no govcrmmcnt has given the sort of massive aid that would enable the refugees to survive fm: more than a few days. Britain, for instance, has given rather more than most countries. It has, to date, given £14,750,000. For comparative purposes, B1~itain’s share of thc nonreccverabla development costs of the Anglo-French Concorde project is already in excess of £275,000,000, and on present estimates will reach £440,000,¤00. In the growing literature on decision-making under moral uncertainty, a number of skeptics have argued that there is an insuperable barrier to rational "hedging" for the risk of moral error, namely the apparent incomparability of moral reasons given by rival theories like Kantianism and utilitarianism. Various general theories of intertheoretic value comparison have been proposed to meet this objection, but each suffers from apparently fatal flaws. In this paper, I propose a more modest approach that aims to identify classes of (...) moral theories that share common principles strong enough to establish bases for intertheoretic comparison. I show that, contra the claims of skeptics, there are often rationally perspicuous grounds for precise, quantitative value comparisons within such classes. In light of this fact, I argue, the existence of some apparent incomparabilities between widely divergent moral theories cannot serve as a general argument against hedging for one's moral uncertainties. How should an agent decide what to do when she is uncertain not just about morally relevant empirical matters, like the consequences of some course of action, but about the basic principles of morality itself? This question has only recently been taken up in a systematic way by philosophers. Advocates of moral hedging claim that an agent should weigh the reasons put forward by each moral theory in which she has positive credence, considering both the likelihood that that theory is (...) true and the strength of the reasons it posits. The view that it is sometimes rational to hedge for one's moral uncertainties, however, has recently come under attack both from those who believe that an agent should always be guided by the dictates of the single moral theory she deems most probable and from those who believe that an agent's moral beliefs are simply irrelevant to what she ought to do. Among the many objections to hedging that have been pressed in the recent literature is the worry that there is no non-arbitrary way of making the intertheoretic comparisons of moral value necessary to aggregate the value assignments of rival moral theories into a single ranking of an agent's options. -/- This dissertation has two principal objectives: First, I argue that, contra these recent objections, an agent's moral beliefs and uncertainties are relevant to what she rationally ought to do, and more particularly, that agents are at least sometimes rationally required to hedge for their moral uncertainties. My principal argument for these claims appeals to the enkratic conception of rationality, according to which the requirements of practical rationality derive from an agent's beliefs about the objective, desire-independent value or choiceworthiness of her options. Second, I outline a new general theory of rational choice under moral uncertainty. Central to this theory is the idea of content-based aggregation, that the principles according to which an agent should compare and aggregate rival moral theories are grounded in the content of those theories themselves, including not only their value assignments but also the metaethical and other non-surface-level propositions that underlie, justify, or explain those value assignments. We are often unsure about what we ought to do. This can be because we lack empirical knowledge, such as the extent to which future generations will be harmed by climate change. It can also be because we lack normative knowledge, such as the relative moral importance of the interests of present people and the interests of future people. However, though the question of how one ought to act under empirical uncertainty has been addressed extensively by both economists and philosophers---with (...) expected utility theory providing the standard formal framework---the question of how one ought to act under normative uncertainty is comparatively neglected. My thesis attempts to address this gap. -/- In my thesis I develop a view that I call metanormativism: that there are second-order norms that govern action that are relative to a decision-maker's uncertainty about first-order norms. -/- In the first part of the thesis, I defend one specific metanormative view: that under normative uncertainty decision-makers should maximise expected choice-worthiness, treating normative uncertainty analogously with empirical uncertainty. Drawing on the analogy between decision-making under normative uncertainty and social choice theory, I defend this view at length in response to the problem of merely ordinal theories and the problem of intertheoretic value comparisons. -/- In the second part of the thesis, I explore the implications of metanormativism for other philosophical issues. I argue that it has important consequences regarding the theory of rational action in the face of incomparable values, the causal/evidential debate in decision-theory, and our assessment of the value of moral philosophy. In 1972, the young philosopher Peter Singer published "Famine, Affluence and Morality," which rapidly became one of the most widely discussed essays in applied ethics. Through this article, Singer presents his view that we have the same moral obligations to those far away as we do to those close to us. He argued that choosing not to send life-saving money to starving people on the other side of the earth is the moral equivalent of neglecting to save drowning children because (...) we prefer not to muddy our shoes. If we can help, we must--and any excuse is hypocrisy. Singer's extreme stand on our moral obligations to others became a powerful call to arms and continues to challenge people's attitudes towards extreme poverty. Today, it remains a central touchstone for those who argue we should all help others more than we do. As Bill and Melinda Gates observe in their foreword, in the age of today's global philanthropy, Singer's essay is as relevant now as it ever was. This attractively packaged, concise edition collects the original article, two of Singer's more recent popular writings on our obligations to others around the world, and a new introduction by Singer that discusses his current thinking. In this paper, I argue that those moral theorists who wish to accommodate agent-centered options and supererogatory acts must accept both that the reason an agent has to promote her own interests is a nonmoral reason and that this nonmoral reason can prevent the moral reason she has to sacrifice those interests for the sake of doing more to promote the interests of others from generating a moral requirement to do so. These theorists must, then, deny that moral reasons morally (...) override nonmoral reasons, such that even the weakest moral reason trumps the strongest nonmoral reason in the determination of an act’s moral status (e.g., morally permissible or impermissible). If this is right, then it seems that these theorists have their work cut out for them. It will not be enough for them to provide a criterion of rightness that accommodates agent-centered options and supererogatory acts, for, in doing so, they incur a debt. As I will show, in accommodating agent-centered options, they commit themselves to the view that moral reasons are not morally overriding, and so they owe us an account of how both moral reasons and nonmoral reasons come together to determine an act’s moral status. According to John Broome, akrasia consists in a failure to intend to do something that one believes one ought to do, and such akrasia is necessarily irrational. In fact, however, failing to intend something that one believes one ought to do is only guaranteed to be irrational if one is certain of a maximally detailed proposition about what one ought to do; if one is uncertain about any part of the full story about what one ought to do, it could (...) be perfectly rational not to intend to do something that one believes one ought to do. This paper seeks to remedy this problem, by proposing an anti-akrasia principle that covers cases of uncertainty (as well as cases of such complete certainty). It is argued that this principle is in effect the fundamental principle of practical rationality. (shrink)

In virtue of what is something a reason for action? That is, what makes a consideration a reason to act? This is a metaphysical or meta-normative question about the grounding of reasons for action. The answer to the grounding question has been traditionally given in ‘pure’, univocal terms. This paper argues that there is good reason to understand the ground of practical normativity as a hybrid of traditional ‘pure’ views. The paper 1) surveys the three leading ‘pure’ answers to the (...) question of a normative ground, 2) examines one or two of the most difficult problems for each, proposing along the way a new objection to one, and 3) argues that a particular hybrid view about normative grounds –‘hybrid voluntarism’ – avoids each of the main problems faced by the three leading ‘pure’ views. In his 1958 seminal paper “Saints and Heroes”, J. O. Urmson argued that the then dominant tripartite deontic scheme of classifying actions as being exclusively either obligatory, or optional in the sense of being morally indifferent, or wrong, ought to be expanded to include the category of the supererogatory. Colloquially, this category includes actions that are “beyond the call of duty” (beyond what is obligatory) and hence actions that one has no duty or obligation to perform. But it is a (...) controversial category. Some have argued that the concept of supererogation is paradoxical because on one hand, supererogatory actions are (by definition) supposed to be morally good, indeed morally best, actions. But then if they are morally best, why aren't they morally required, contrary to the assumption that they are morally optional? In short: how can an action that is morally best to perform fail to be what one is morally required to do? The source of this alleged paradox has been dubbed the ‘good-ought tie-up’. In our article, we address this alleged paradox by first making a phenomenological case for the reality of instances of genuine supererogatory actions, and then, by reflecting on the relevant phenomenology, explaining why there is no genuine paradox. Our explanation appeals to the idea that moral reasons can play what we call amerit conferring role. The basic idea is that moral reasons that favor supererogatory actions function to confer merit on the actions they favor—they play a merit conferring role—and can do without also requiring the actions in question. Hence, supererogatory actions can be both good and morally meritorious to perform yet still be morally optional. Recognition of a merit conferring role unties the good-ought tie up, and (as we further argue) there are good reasons, independent of helping to resolve the alleged paradox, for recognizing this sort of role that moral reasons may play. I defend normative externalism from the objection that it cannot account for the wrongfulness of moral recklessness. The defence is fairly simple—there is no wrong of moral recklessness. There is an intuitive argument by analogy that there should be a wrong of moral recklessness, and the bulk of the paper consists of a response to this analogy. A central part of my response is that if people were motivated to avoid moral recklessness, they would have to have an unpleasant sort (...) of motivation, what Michael Smith calls “moral fetishism”. One of the perennial challenges of ethical theory has been to provide an answer to a number of views that appear to undermine the importance of ethical questions. We may refer to such views collectively as “deflationary ethical theories.” These include theories, such as nihilism, according to which no action is better than any other, as well as relativistic theories according to which no ethical theory is better than any other. In this article I present a new response to such (...) deflationary ethical views. Drawing a distinction between acceptance and rejection, on the one hand, and belief and disbelief, on the other, I argue that we have strong reason to reject these theories, even if we do not have reason to disbelieve them. In Section I, I clarify the question of what ethical theory we should accept, and I argue for the central importance of this question. In Section II, I discuss what I call “absolutely deflationary” ethical theories. These are theories according to which it matters not at all what we do or not at all what ethical theory we accept. I argue that it is generally rational to reject any theory of this kind. In Section III, I discuss what I call “relatively deflationary” ethical theories. These are theories according to which it matters little what we do or what ethical theory we accept. I argue that we have strong pro tanto reason to reject theories of this kind. And then, in Sections IV and V, I reply to some common objections to my arguments. Throughout, I will be arguing not that deflationary ethical theories are false but only that we should reject them from the practical point of view as a basis for guiding our actions. (shrink)

In “Rejecting Ethical Deflationism,” Jacob Ross argues that a rational decision maker is permitted, for the purposes of practical reasoning, to assume that nihilism is false. I argue that Ross’s argument fails because the principle he relies on conflicts with more plausible principles of rationality and leads to preference cycles. I then show how the infectiousness of nihilism, and of incomparability more generally, poses a serious problem for the larger project of attempting to incorporate moral uncertainty into expected value maximization (...) style reasoning.
