As societies become increasingly technologised, the need for careful and critical assessment rises. However, attempts to assess or normatively evaluate technological development invariably meet with an antinomy: both structurally and historically, technologies display multistable possibilities regarding uses, effects, side effects and other outcomes. Philosophers, usually expected to play applied ethics roles, often come to the scene after these effects are known. But others who participate at the research and development stages find even more difficulties with prognosis. Recent work on ‘revenge’ (...) effects (Tenner) and negative side effects (Kevles) are examined, as well as several cases of philosophers in ‘R&D’ roles. After sketching the antinomy,I outline a heuristic pragmatics of prognosis that addresses this quandary. (shrink)

The experience of computer use can be productively articulated with concepts developed in the phenomenological tradition of philosophy. Building on the insights of classical phenomenologists, Ihde has advanced a sophisticated view of the ways humans relate to technology. I review and expand on his notions of “technological mediation,” “embodiment,” and “multistability,” and apply them to the experience of computer interface. In particular, I explore the experience of using a computer that fails to work properly. A revealing example is the experience (...) of a user who suddenly and unexpectedly encounters a slowly-loading webpage while using the Internet. This phenomenological framework provides an account of the ways a suddenly failing technology changes our relationships to the device, to the world, and to ourselves, and it also suggests how this experience can be usefully reconceptualized. Socio-ethics covers the relation of the individual with the group and with society, as the individual acquires the skills for social life with others and the conduct of ‘normal responsible behaviour’ (Leal in AI Soc 9:29–32, 1995) that guides moral action. For a consideration of what it means to be socially skilled in everyday human interaction and the ethical issues arising from the new conditions of interaction that come with the integration of intelligent interactive artefacts, we will provide an analysis (...) at multiple levels of these phenomena and draw on a variety of application domains, for example, healthcare and interactive media. This paper first illustrates what kind of ethical issues arise from the new information, communication and automation technology. It then argues that we may embrace the popular idea that technology is ethically neutral or even ambivalent without having to close our eyes to those issues and in fact, that the ethical neutrality of technology makes them all the more urgent. Finally, it suggests that the widely ignored fact of normal responsible behaviour offers a new and fruitful starting point for any (...) future thinking about such issues. (shrink)

The nature of what makes something right or wrong may not change, but the things that confront us and that are right or wrong change with the lay of the land. New ethical issues emerge from changes in the social and political landscape and from the development of new technologies. This volume has its origins in the conference "Morality in the 21st Century" that was held under the joint sponsorship of the American Philosophical Association and the University of Delaware in (...) 2001. The conference involved members of the academic community, government, industry, health care workers, doctors, lawyers, and the public in serious discussions of matters that transcend purely academic boundaries. The articles in this collection attempt to offer at least the outlines of solutions to several crucial ethical problems and are written for the non-specialized reader. Ethical Issues for the Twenty-First Century has been published in cooperation with the Journal of Philosophical Research in an effort to advance the discussion of issues of concern to all citizen of the global community.
