Abstract In this paper I undertake an in-depth examination of an oft mentioned but rarely expounded upon state: suspended judgment. While traditional epistemology is sometimes characterized as presenting a “yes or no” picture of its central attitudes, in fact many of these epistemologists want to say that there is a third option: subjects can also suspend judgment. Discussions of suspension are mostly brief and have been less than clear on a number of issues, in particular whether this third option should (...) be thought of as an attitude or not. In this paper I argue that suspended judgment is (or at least involves) a genuine attitude. Internalists tend to impose on justification higher-level requirements, according to which a belief is justified only if the subject has a higher-level belief (i.e., a belief about the epistemic credentials of a belief). I offer an error theory that explains the appeal of this requirement: analytically, a belief is not justified if we have a defeater for it, but contingently, it is often the case that to avoid having defeaters, our beliefs must satisfy a higher-level requirement. I respond to the (...) objection that externalists who endorse this error theory will be forced to accept a radical form of scepticism. (shrink)

There was a long tradition in philosophy according to which good reasoning had to be deductively valid. However, that tradition began to be questioned in the 1960’s, and is now thoroughly discredited. What caused its downfall was the recognition that many familiar kinds of reasoning are not deductively valid, but clearly confer justification on their conclusions. Here are some simple examples.

According to Russellianism (or Millianism), the two sentences ‘Ralph believes George Eliot is a novelist’ and ‘Ralph believes Mary Ann Evans is a novelist’ cannot diverge in truth-value, since they express the same proposition. The problem for the Russellian (or Millian) is that a puzzle of Kaplan’s seems to show that they can diverge in truth-value and that therefore, since the Russellian holds that they express the same proposition, the Russellian view is contradictory. I argue that the standard Russellian appeal (...) to “ways of thinking” or “propositional guises” is not necessary to solve the puzzle. Rather than this retrograde concession to Fregeanism, appeal should be made to second-order belief. The puzzle is solved, and the contradiction avoided, by maintaining that both sentences are indeed true in addition to the sentence ‘Ralph (mistakenly) believes that he does not believe Mary Ann Evans/George Eliot is a novelist’. It is often said, metaphorically, that belief "aims" at the truth. This paper proposes a normative interpretation of this metaphor. First, the notion of "epistemic norms" is clarified, and reasons are given for the view that epistemic norms articulate essential features of the beliefs that are subject to them. Then it is argued that all epistemic norms--including those that specify when beliefs count as rational, and when they count as knowledge--are explained by a fundamental norm of correct belief, which requires (...) that, if one considers a proposition at all, one should believe it if and only if it is true. In this paper, I will examine the notion of an epistemic dilemma, its characterizations in the literature, and the different intuitions prompted by it. I will illustrate that the notion of an epistemic dilemma is expected to capture various phenomena that are not easily unified with one concept: while some aspects of these phenomena are more about the agent in a certain situation, other aspects seem to be more about the situation as such. As a consequence, incompatible intuitions emerge concerning (...) the transparency of epistemic dilemmas as well as regarding the role that doxastic suspension plays in resolving cases of epistemic dilemma. I suggest to distinguish between the mental state of agents who find themselves in an epistemic dilemma and the normative situation that gives rise to a dilemma. I will refer to the agent’s mental state as epistemic conflict and will reserve the term epistemic dilemma for evidential situations in which epistemic principles either recommend incompatible doxastic responses or render all options impermissible. The concept of epistemic conflict not only captures the mental state of agents who find themselves in a genuine epistemic dilemma but also applies to agents who face difficult epistemic choices that they cannot resolve without substantial cognitive (and often pragmatic) effort, for example, via doxastic suspension. Epistemologists often claim that in addition to belief and disbelief there is a third, neutral, doxastic attitude. Various terms are used: ‘suspending judgment’, ‘withholding’, ‘agnosticism’. It is also common to claim that the factors relevant to the justification of these attitudes are epistemic in the narrow sense of being factors that bear on the strength or weakness of one’s epistemic position with respect to the target proposition. This paper addresses two challenges to such traditionalism about doxastic attitudes. The first concerns (...) the relevance of non-epistemic factors we might call "future-comparative" – e.g., that you’ll have more decisive evidence on whether p tomorrow – to the justification of suspending judgment. The second, from Jane Friedman, is to explain the point of the neutral attitude without appealing to inquiry and thus taking goal-related factors, which are not epistemic, such as the value of the goal or the prospects for finding means to achieve it, to bear on the justification of the neutral attitude. My defense of traditionalism relies on distinguishing three ways of being neutral on a question: agnosticism, inquiry and suspension of judgment. Traditionalism is saved because, of these, agnosticism alone is a genuine doxastic attitude. (shrink)

While epistemologists routinely employ disbelief talk, it is not clear that they really mean it, given that they often equate disbelieving p with believing ¬p. I argue that this is a mistake—disbelief is a doxastic attitude of rejection and is distinct from belief. I first clarify this claim and its opposition, then show that we must distinguish disbelieving p from believing ¬p in order to account for the fact that we continue to hold doxastic attitudes toward propositions that we reject. After defending this argument against some possible objections, I examine several cases that reveal disbelieving p to be not only non-identical to believing ¬p, but independent of that attitude as well. Finally, I sketch some immediate and potential consequences of recognizing disbelief as a distinct doxastic attitude, particularly for work on epistemic rationality. (shrink)

In this paper, I discuss whether different interpretations of the ‘aim’ of belief—both the teleological and normative interpretations—have the resources to explain certain descriptive and normative features of suspended belief (suspension). I argue that, despite the recent efforts of theorists to extend these theories to account for suspension, they ultimately fail. The implication is that we must either develop alternative theories of belief that can account for suspension, or we must abandon the assumption that these theories ought to be able (...) to account for suspension. To close, I briefly consider some of the reasons we have in favour of pursing each of these options, and I suggest that it is worth exploring the possibility that suspension is best understood as its own attitude, independently of theories of belief’s ‘aim’. Errol Lord explores the boundaries of epistemic normativity. He argues that we can understand these better by thinking about which mental states are competitors in rationality’s competition. He argues that belief, disbelief, and two kinds of suspension of judgment are competitors. Lord shows that there are non-evidential reasons for suspension of judgment. One upshot is an independent motivation for a certain sort of pragmatist view of epistemic rationality.

In this paper, I highlight an interesting difference between belief on the one hand, and suspended judgment and credence on the other hand. This difference is the following: credences and suspended judgments are suitable to serve as transitional as well as terminal attitudes in our reasoning, whereas beliefs are only appropriate as terminal attitudes. The notion of a transitional attitude is not an established one in the literature, but I argue that introducing it helps us better understand the different roles (...) suspended judgments and credences can play in our reasoning. Transitional and terminal attitudes have interestingly different descriptive and normative properties. I also compare my account of transitional attitudes to other inquiry-guiding attitudes that have recently been characterized in the literature and explain why they are different. (shrink)

A good account of the agnostic attitude of Suspending Judgement should explain how it can be rendered more or less rational/justified according to the state of one's evidence – and one's relation to that evidence. I argue that the attitude of suspending judgement whether p constitutively involves having a belief; roughly, a belief that one cannot yet tell whether or not p. I show that a theory of suspending that treats it as a sui generis attitude, wholly distinct from belief, (...) struggles to account for how suspension of judgement can be rendered more or less rational (or irrational) by one's evidence. I also criticise the related idea that suspension essentially requires an 'Inquiring Attitude'. I show how a belief-based theory, in contrast, neatly accounts for the rational and epistemic features of suspending and so neatly accounts for why an agnostic has a genuine neutral opinion concerning the question whether p, as opposed to simply having no opinion. It is valuable for inquiry to have researchers who are committed advocates of their own theories. However, in light of pervasive disagreement, such a commitment is not well explained by the idea that researchers believe their theories. Instead, this commitment, the rational attitude to take toward one’s favored theory during the course of inquiry, is what I call endorsement. Endorsement is a doxastic attitude, but one which is governed by a different type of epistemic rationality. This inclusive epistemic rationality is (...) sensitive to reasons beyond those to think the particular proposition in question is true. Instead, it includes extrinsic epistemic reasons, which concern the health of inquiry more generally. Such extrinsic reasons include the distribution of cognitive labor that a researcher will contribute to by endorsing a particular theory. Recognizing endorsement and inclusive epistemic rationality thus allows us to smooth a tension between individual rationality and collective rationality. It does so by showing how it can be epistemically rational to endorse a theory on the basis of the way this endorsement will benefit collective inquiry. I provide a decision theoretic treatment for inclusive epistemic rationality and endorsement which illustrates how this can be accomplished. (shrink)

In this paper I argue that suspension of judgment is intimately tied to inquiry and in particular that one is suspending judgment about some question if and only if one is inquiring into that question.

In a series of recent papers, Jane Friedman has argued that attitudes like wondering, enquiring, and suspending judgement are question-directed and have the function of moving someone from a position of ignorance to one of knowledge. Call such attitudes interrogative attitudes. Friedman insists that all IAs are governed by the following Ignorance Norm: Necessarily, if one knows Q at t, then one ought not have an IA towards Q at t. However, I argue that key premisses in Friedman’s argument actually (...) point towards an opposing conclusion; namely, that IAs are not governed by the Ignorance Norm, and IAs have functions other than moving someone from a position of ignorance to one of knowledge. I conclude that the Ignorance Norm should be rejected. (shrink)

In this paper I look at belief and degrees of belief through the lens of inquiry. I argue that belief and degrees of belief play different roles in inquiry. In particular I argue that belief is a “settling” attitude in a way that degrees of belief are not. Along the way I say more about what inquiring amounts to, argue for a central norm of inquiry connecting inquiry and belief and say more about just what it means to have an (...) inquiry or question settled. In a recent series of papers, Jane Friedman argues that suspended judgment is a sui generis first-order attitude, with a question as its content. In this paper, I offer a critique of Friedman’s project. I begin by responding to her arguments against reductive higher-order propositional accounts of suspended judgment, and thus undercut the negative case for her own view. Further, I raise worries about the details of her positive account, and in particular about her claim that one suspends judgment about (...) some matter if and only if one inquires into this matter. Subsequently, I use conclusions drawn from the preceding discussion to offer a tentative account: S suspends judgment about p iff S believes that she neither believes nor disbelieves that p, S neither believes nor disbelieves that p, and S intends to judge that p or not-p. Within certain philosophical debates, most notably those concerning the limits of our knowledge, agnosticism seems a plausible, and potentially the right, stance to take. Yet, in order to qualify as a proper stance, and not just the refusal to adopt any, agnosticism must be shown to be in opposition to both endorsement and denial and to be answerable to future evidence. This paper explicates and defends the thesis that agnosticism may indeed define such a third stance that is weaker than (...) scepticism and hence offers a genuine alternative to realism and anti-realism about our cognitive limits. In her paper “Why Suspend Judging?” Jane Friedman has argued that being agnostic about some question entails that one has an inquiring attitude towards that question. Call this the agnostic-as-inquirer thesis. I argue that the agnostic-as-inquirer thesis is implausible. Specifically, I maintain that the agnostic-as-inquirer thesis requires that we deny the existence of a kind of agent that plausibly exists; namely, one who is both agnostic about Q because they regard their available evidence as insufficient for answering Q and who (...) decides not to inquire into Q because they believe Q to be unanswerable. I claim that it is not only possible for such an agent to exist, but that such an agent is also epistemically permissible. (shrink)

Having direct doxastic control would not be particularly desirable if exercising it required a failure of epistemic rationality. With that thought in mind, recent writers have invoked the view that epistemic rationality gives us options to defend the possibility of a significant form of direct doxastic control. Specifically, they suggest that when the evidence for p is sufficient but not conclusive, it would be epistemically rational either to believe p or to be agnostic on p, and they argue that we (...) can in these cases effectively decide to form either attitude without irrationality. This paper argues against the version of epistemic permissivism invoked by these writers and shows that other plausible versions of permissivism do not support their cause. It concludes that if we can exercise direct doxastic control without irrationality, it is not because epistemic rationality gives us options. (shrink)
