Introduction: the objective of the investigation is to analyse the informational operating-mode of the brain and to extract conclusions on the structure of the informational system of the human body and consciousness. Analysis: the mechanisms and processes of the transmission of information in the body both by electrical and non-electrical ways are analysed in order to unify the informational concepts and to identify the specific essential requirements supporting the life. It is shown that the electrical transmission can (...) be described by typical YES/NO (all or nothing) binary units as defined by the information science, while the inter and intra cell communication, including within the synaptic junction, by mechanisms of embodiment/disembodiment of information. The virtual received or operated information can be integrated in the cells as matter-related information, with a maximum level of integration as genetically codified info. Therefore, in terms of information, the human appears as a reactive system changing information with the environment and between inner informational subsystems which are: the centre of acquisition and storing of information (acquired data), the centre of decision and command (decision), the info-emotional system (emotions), the maintenance informational system (matter absorption/desorption/distribution), the genetic transmission system (reproduction) and info-genetic generator (genetically assisted body evolution). The dedicated areas and components of the brain are correlated with such systems and their functions are specified. Result: the corresponding cognitive centres projected into consciousness are defined and described according to their specific functions. The cognitive centres, suggestively named to appropriately include their main characteristics are detected at the conscious level respectively as: memory, decisional operation (attitude), emotional state, power/energy status and health, associativity and offspring formation, inherited predispositions, skills and mentality. While immigrants are at liberty to start self-help financial associations (referred to as stokvels in South Africa) to cater for their unfufilled need for capital, the benefits of this laudable effort are seldom maximised due to a number of shortcomings. Aim: This paper seeks to ascertain the operational obstacles that immigrant-run stokvels face and to suggest solutions accordingly. Method: Aiming to complement each other, quantitative and qualitative research approaches were utilised to conduct this study. Quantitative and qualitative data were collected (...) through a self-administered questionnaire and one-on-one in-depth interviews. Purposive sampling technique was employed to reach the 123 participants who responded to the survey questionnaire and the 10 that took part in oneon-one in-depth interviews. Results: The typical immigrant African entrepreneur who participates in a stokvel, is a married male between ages of 30 and 46, and is fairly educated. While most of the respondents conceded that their stokvels faced operational problems, they also noted that the default on loan repayment and unskilled personnel on the loan management team were the issues of a greater concern. Hence, providing training and practical management skills becomes paramount to the smooth functioning of these stokvels. Uniqueness and implications: Though presumed to be a possible source of finance for immigrant-owned businesses, most studies have not explored the operational challenges that stokvels in South Africa face. Based on the analysis of the accumulated experimental data and on the informational concepts of the Informational Model of Consciousness (IMC), in this article is presented an informational modeling of the operability of the posterior cingulate cortex (PCC). Examination of the experimental results obtained with the modern non-destructive, high spatial resolution investigation tools to study the functional characteristics of the PCC and associate metabolic processes, shows mainly that this is involved in the large scale default mode network (...) (DMN), composed primarily by PCC, medial prefrontal cortex (MPFC), and the inferior parietal lobe (IPL), displaying an increased activity under passive task conditions (i.e. negative mode). This operability mode is in an opposing balance with attention and task performances mode, acting thus as a disruption process. One of the main conclusions is that the PCC cognitive orientation is primarily focused on the self person or on the “self” (I) projected from others, in “daydreaming” or “mind-wandering" wakeful rest, involved in present or future virtual projects. In spite of these advances, the particular role and specific functions of PCC are not yet fully understood, PCC remaining an enigmatic/contradictory structure of the brain, not included up to date in any brain model, so the PCC informational modeling presented here in terms of IMC covers this lack. IMC assigns to the brain the fundamental role of informational processor, composed by various operating structures according to specific objectives synthetically expressed by seven main cognitive centers of “self" (I) as: Iknow (memory), Iwant (decision), Ilove (emotions), Iam (self-status), Icreate (genetic transmission), Icreated (genetic inheritance), Ibelive (info-selection), assuring the info-connectivity with the body and external/internal world, the adaptability (learning process) and survival. It is deduced in this way that the specific behavior of PCC according to its intermediary architectural position between the vital central region of the brain, connecting the mind with the external/internal reality, is that of a moderator/integrator hub/informational YES/NO switcher from the external/awake captured focusing information to the internal accumulated experience of life, used as a valid reference. Therefore, the specific operability of PCC in terms of cognitive centers is that of an informational switcher, mainly operating with Iknow/Iwant to explore the self-status reflected in Iam, within day-dreaming/imaginary virtual sceneries. The research aims to identify the impact of the management requirements on operating of computerized management information systems to improve performance, and discuss the perceptions of respondents to develop the performance of employees in the Gaza Electricity Distribution Company, the researchers used the stratified sample method, (360) questionnaires were distributed on the study sample, (306) questionnaires were recoved with a percentage of (85%). The most important findings of the study: computerized MI have a positive impact on the development of performance (...) in the Gaza Electricity Distribution Company systems. The is statistical significance impact between “the physical, software supplies, human and organizational” requirements for the management and operation of computerized management information systems and performance development in the Gaza Electricity Distribution Company. -/- The research also concluded a series of recommendations: the need to strengthen the company's management interest in the use of computerized management information systems in all its components and elements of being an important variable which contributes to the effect on performance development. It's essential that we develop the infrastructure for information technology in general, and computerized management information systems, in particular for the development of performance. Increased interest in providing the material of equipment and devices used in the computerized management information system requirements. Interest in providing technical inputs to the computerized management information systems through keeping pace with technological means and modern techniques and work on the training of personnel to use those systems. We show that logic has more to offer to ontologists than standard first order and modal operators. We first describe some operators of linear logic which we believe are particularly suitable for ontological modeling, and suggest how to interpret them within an ontological framework. After showing how they can coexist with those of classical logic, we analyze three notions of artifact from the literature to conclude that these linear operators allow for reducing the ontological commitment needed for their formalization, and (...) even simplify their logical formulation. The brain is composed of electrically excitable neuronal networks regulated by the activity of voltage-gated ion channels. Further portraying the molecular composition of the brain, however, will not reveal anything remotely reminiscent of a feeling, a sensation or a conscious experience. In classical physics, addressing the mind–brain problem is a formidable task because no physical mechanism is able to explain how the brain generates the unobservable, inner psychological world of conscious experiences and how in turn those conscious experiences steer the (...) underlying brain processes toward desired behavior. Yet, this setback does not establish that consciousness is non-physical. Modern quantum physics affirms the interplay between two types of physical entities in Hilbert space: unobservable quantum states, which are vectors describing what exists in the physical world, and quantum observables, which are operators describing what can be observed in quantum measurements. Quantum no-go theorems further provide a framework for studying quantum brain dynamics, which has to be governed by a physically admissible Hamiltonian. Comprising consciousness of unobservable quantum information integrated in quantum brain states explains the origin of the inner privacy of conscious experiences and revisits the dynamic timescale of conscious processes to picosecond conformational transitions of neural biomolecules. The observable brain is then an objective construction created from classical bits of information, which are bound by Holevo’s theorem, and obtained through the measurement of quantum brain observables. Thus, quantum information theory clarifies the distinction between the unobservable mind and the observable brain, and supports a solid physical foundation for consciousness research. (shrink)

It was shown recently that information is the central concept which it is to be considered to understand consciousness and its properties. Arguing that consciousness is a consequence of the operational activity of the informational system of the human body, it was shown that this system is composed by seven informational components, reflected in consciousness by corresponding cognitive centers. It was argued also that consciousness can be connected to the environment not only by the common senses, but also (...) by a special connection pole to the bipolar properties of the universe, allowing to explain the associated phenomena of the near-death experiences and other special phenomena. Starting from the characteristics of this model, defined as the Informational Model of Consciousness and to complete the info-communication panorama, in this paper it is analyzed the info-connectivity of the informational system with the body itself. The brain areas where the activity of each informational component are identified, and a definition of consciousness in terms of information is proposed. As the electrical connectivity by means of the nervous system was already proved, allowing the application of the analysis and developing tools of the information science, a particular attention is paid to the non-electrical mechanisms implied in the internal communication. For this, it is shown that the key mechanisms consists in embodiment/disembodiment processes of information during the inter and intra communication of the cells. This process can be modeled also by means of, and in correlation with specific concepts of the science and technology of information, referred to network communication structures, and is represented by epigenetic mechanisms, allowing the acquired trait transmission to the offspring generation. From the perspective of the informational model of consciousness, the human organism appears therefore as a dynamic reactive informational system, actuating in correlation with matter for adaptation, by embodiment/disembodiment processes of information. Disaster response is a highly collaborative and critical process that requires the involvement of multiple emergency responders (ERs), ideally working together under a unified command, to enable a rapid and effective operational response. Following the 9/11 and 11/13 terrorist attacks and the devastation of hurricanes Katrina and Rita, it is apparent that inadequate communication and a lack of interoperability among the ERs engaged on-site can adversely affect disaster response efforts. Within this context, we present a scenario-based terrorism case study to (...) highlight the challenges of operational disaster command and response. In this article, which is based on the French emergency response doctrine, we outline a semantics-based common operational command system that is designed to guarantee an efficient information flow among ERs. Our focus is on offering to all ERs, a real-time operational picture of the situation in order to enable multilevel coordination among firefighters, police, healthcare units, public authorities, and other stakeholders. Our approach consolidates information to promote timely sharing of data among ERs. The proposed system is based on an ontology that has been developed to represent the different types of knowledge on the part of ERs, providing a shared vocabulary that covers a variety of interoperability concerns. This book is the result of a collective research effort performed during many years in both Sweden and Spain. It is the result of attempting to develop a new field of research that could we denominate «human act informatics.» The goal has been to use the technologies of information to the study of the human act in general, including embodied acts and disembodied acts. The book presents a theory of the quantification of the informational value of human acts as (...) order, opposing the living order against entropy. We present acting as a set of decisions and choices aimed to create order and to impose Modernity. Karl Popper’s frequency theory of probability is applied to characterize human acts regarding their degree of freedom and to set up a scale of order in human decisions. The traditional theory of economics and social science characterize the human act as rational, utilitarian and ethical. Our results emphasize that the unique significance of an act lies in its capacity to generate order. An adequate methodology is then presented to defend such hypothesis according to which, the rationality respective irrationality of acting, is in fact only a function of the act’s organizational capacity. From this perspective, it has been necessary to define «order» respective «disorder» as operative concepts that allowed the comparison of the organizational differences generated by each kind of act. According to the presented conclusions, the spontaneity of living, as unconscious thinking, dreaming, loving, etc. and the mainstream of the human acts, are utilitarian, but in an irrational way; they are rooted in unconscious drifts and therefore must be considered irrational-utility acts. Schröedinger’s question “what is life?” was a real challenge for the scientific community and this still remains as an opened question, because in spite of the important advances in various scientific branches like philosophy, biology, chemistry and physics,, each of them assesses life from its particular point of view to explain the life’ characteristic features, so not a coherent and well structured general model of life was reported. In this paper life is approached from informational perspective, starting from earlier (...) Draganeacu's philosophic concepts, showing that actually life is structured by matter and information. Therefore, it is analyzed carbon-matter properties on the basis of which the living structures are composed, giving rise not only of a considerable number of carbon-based compounds, but serving now beside silicon, as an useful material for micro/nanostructure applications. Such specific properties refers to the high ability of carbon to associate/dissociate in chemical reactions regulated/facilitated by informational (Bit unit) YES/NO bistable mechanisms to form macro/small molecules with complementary properties, reactive info-functional pathways of transduction, relaying, amplification, integration, spreading, modulation, activation and positive/negative feedback reactions, like in the informational microelectronic/microsystems circuits. It is argued that the negentropy invoked earlier in Schrödinger's analysis is a consequence of informational-assisted structuration/organization of the cell and human organism. From the analysis of inter/intra-communication mechanisms in the cell and comparing with the outcomes described by the Informational Model of Human Body, it is deduced that, the living organisms operate on the basis of three main streaming circuits assuring the living functions: (1) the metabolic matter-related circuit; (2) the operative informational circuit; (3) the epigenetic informational circuit for the gradual integration of information in the central informational structure – DNA. It is founded on these bases the Informational Model of the Living Structures, and the Informational System of the Living Structures (ISLS), with similar functions on the entire living scale size, from unitary to multicellular living structures, composed by seven informational systems, namely [CASI (center of acquisition and storing of information), CDC (center of decision and command), IRSS (info-reactive sentient system), MIS (maintenance info-system), GTS (genetic transmission system), IGG (info-genetic generator) and IC (info-connection)]ISLS, and are identified the specific functions of each of them. The living structures operate thus like self-“polarized" bipolar info-matter informational devices by means of the stand-by metabolic matter-related circuit, and react/respond to the external/internal informational stimuli, which modulate their functionality, returning an external reaction signal (“attitude"), for adaptation and survival. The research aims to study the role of strategic and operational planning as approach for crises management in UNRWA - Gaza Strip field- Palestine. Several descriptive analytical methods were used for this purpose and a survey as a tool for data collection. Community size was (881), and the study sample was stratified random (268). The overall findings of the current study show that strategic and operational planning is performed in UNRWA. The results of static analysis show that there are a (...) relation between strategic and operational planning and crises management. In spite this relation existence, it need more improvement and expanding. Also there are shortcomings in the way that organization manages the crises before and after they occur. A crisis management is only practicing during the crisis. The study suggests that UNRWA must invest in more resources to enhance strategic and operational palming and improve other methods to face potential crises in the future. (shrink)

Introduction: the objective of this investigation is to analyses the advances of understanding in the epigenetic processes and to extract conclusions concerning the information-based evolution from the perspective of the Informational Model of Consciousness (IMC). Analysis of epigenetic mechanisms: it is shown that the study of the epigenetic mechanisms are of increasing interest not only to discover the responsible mechanisms of some diseases, but also to observe the acquisition and transmission mechanisms of some traits to the next generation/ transgenerations, (...) without affecting the DNA sequences. These advances were especially supported by the spectacular progresses in the high technological tools like digital microfluidic techniques and semiconductor-based detection systems, allowing to apply sequencing methods of DNA and to observe its structural modifications. The specific typical steps of the epigenetic mechanisms are analysed, showing that these mechanisms could be fully described in terms of information, as signal transmission agents embodying or disembodying information in three different stages and under specific conditions, including especially the signal persistence as a main conditional epigenetic factor. Results concerning the information-assisted evolution from the perspective of IMC: the epigenetic mechanisms are discussed as a function of each component of the informational system of the organism, consisting in memory, decisional operability, emotional reactivity, metabolic driving processes, genetic transmission, genetic info-generator and the info-connection explaining the special extra-power properties of the mind. It is shown that the epigenetic mechanisms could be related to the specific functions of each informational component, mainly exhibiting five levels of integration of information as matter-related information, culminating with the stable integration in the procreation cells and transmission to the next generation. The results were extended to explain the transgenerational adaptive processes of isolated population groups. Conclusion: the epigenetic mechanisms discussed within IMC allow to understand the transgenerational adaptation as an information-assisted proces. (shrink)

Starting from a philosophical perspective, which states that the living structures are actually a combination between matter and information, this article presents the results on an analysis of the bipolar information-matter structure of the human organism, distinguishing three fundamental circuits for its survival, which demonstrates and supports this statement, as a base for further development of the informational model of consciousness to a general informational model of the human organism. For this, it was examined the Informational System (...) of the Human Body and its components from the perspective of the physics/information/neurosciences concepts, showing specific functions of each of them, highlighting the correspondence of these centers with brain support areas and with their projections in consciousness, which are: Center of Acquisition and Storing of Information (CASI) reflected in consciousness as memory, Center of Decision and Command (CDC) (decision), Info-Emotional Center (IES) (emotions), Maintenance Informational System (MIS) (personal status), Genetic Transmission System (GTS) (associativity/genetic transmission) and Info Genetic Generator (IGG) related by the body development and inherited behaviors. The Info Connection (IC), detected in consciousness as trust and confidence can explain the Near-Death Experiences (NDEs) and associated phenomena. This connection is antientropic and informational, because from the multitude of uncertain possibilities is selected a certain one, helping/supporting the survival and life. The human body appears therefore as a bipolar structure, connected to two poles: information and matter. It is argued that the survival, which is the main objective of the organism, is complied in three main ways, by means of: (i) the reactive operation for adaptation by attitude; (ii) the info-genetic integration of information by epigenetic processes and genetic transmission of information for species survival, both circuits (i) and (ii) being associated to the information pole; (iii) maintenance of the material body (defined as informed matter) and its functions, associated to the matter pole of the organism. It results therefore that the informational system of the human body is supported by seven informational circuits formed by the neuro-connections between the specific zones of the brain corresponding to the informational subsystems, the cognitive centers, the sensors, transducers and execution (motor/mobile) elements. The fundamental informational circuits assuring the survival are the reactive circuit, expressible by attitude, the epigenetic/genetic circuit, absorbing and codifying information to be transmitted to the next generations, and the metabolic circuit, connected to matter (matter pole). The presented analysis allows to extend the informational modeling of consciousness to an Informational Model of Consciousness and Organism, fully describing the composition/functions of the organism in terms of information/matter and neurosciences concept. Introduction: The objective of this investigation is to analyse the informational circuits of the brain connections with the body from neurologic and neuroscience point of view, on the basis of the concepts of information promoted by the Informational Model of Consciousness. Analysis: Distinguishing between the virtual and matter-related information promoted by the Informational Model of Consciousness, the main specific features of consciousness are analyzed from the informational perspective, showing that the informational architecture of consciousness consists (...) in seven groups of specific activities, defined as cognitive centres, each of them with specific distinct tasks, but correlated each other: centre of acquisition and storing of information (memory), centre of decision and command (decision), centre of the emotional states (emotions), centre of the body maintenance (power and health), centre of the genetic elaboration/transmission (reproduction) and the info-genetic generator, inherited from the parents (predispositions, talents and skills). A special centre, dedicated to the connectivity with some extra-power properties of the mind is also introduced, assuring an intimate supra-sensitive detection of the world to explain the associated phenomena of the near-death experiences. Result: The activity of all these centres should be supported neurologically by the brain neuro-connectivity to the body and to external and internal info-signals. On the basis of the informational analysis, the neuro-connections of the brain regions associated to the main characteristics of the cognitive centres are highlighted, showing the anatomic and neuro-functional relation between the distinct components of the brain and the specific operating body regions. These connections describe in terms of information the brain-body neuro-activities as informational specific circuits, composed by the info-operational subsystems managed by the brain, and sensors, transducer and execution elements. Starting from the observation of the binary character YES/NOT of our decisions in relation to the information received from the environment, determining both our life and specie evolution by adaptation, it is defined the info-creational field and thought as an information operator on this field, allowing to describe the individual EGO as a receiver and producer information system, based on an operational and a programmed informational subsystem. Consciousness appears thus be an integrated information system which allows the adaptation to (...) the environment and survival of specie, supported by informed matter (physical body) to maintain functionality of the whole. On this basis, there were identified two main informational circuits of the human body controlled by the consciousness: (i) the attitude as a short-time reaction circuit allowing the immediate adaptation to the environment; (ii) the informational genetic transmission as a large-time process assuring both the evolution by the transference of the new adaptation characteristics to the next generations and the survival of the specie. Observing the anti-entropic nature of the information activity mobilized to support the living structure, there were identified the anti-entropic, antigravitational and reverse temporal arrow features that the thought could access under special focusing conditions, similar to those of antimatter, explaining the paranormal capacities like premonition, psychotherapy, telekinesis and levitation, particularly the cloud dissipation, induced/supported by the mind power. In quantum theory every state can be diagonalized, i.e. decomposed as a convex combination of perfectly distinguishable pure states. This elementary structure plays an ubiquitous role in quantum mechanics, quantum information theory, and quantum statistical mechanics, where it provides the foundation for the notions of majorization and entropy. A natural question then arises: can we reconstruct these notions from purely operational axioms? We address this question in the framework of general probabilistic theories, presenting a set of axioms that guarantee that (...) every state can be diagonalized. The first axiom is Causality, which ensures that the marginal of a bipartite state is well defined. Then, Purity Preservation states that the set of pure transformations is closed under composition. The third axiom is Purification, which allows to assign a pure state to the composition of a system with its environment. Finally, we introduce the axiom of Pure Sharpness, stating that for every system there exists at least one pure effect occurring with unit probability on some state. For theories satisfying our four axioms, we show a constructive algorithm for diagonalizing every given state. The diagonalization result allows us to formulate a majorization criterion that captures the convertibility of states in the operational resource theory of purity, where random reversible transformations are regarded as free operations. This paper focuses upon the challenge posed by the concept of ‘information’ to the new materialisms, viewed with reference to the multifaceted worldly phenomenon of informational conflict. ‘Informational conflict’ is a broad term designed to encompass the hi-tech ‘cyber’ operations of inter-state warfare as well as the informational actions of non-state actors, and is contingent not upon information technologies, as commonly understood, but upon ‘information’. Informational conflicts can be viewed as sociotechnical assemblages of humans and non-humans (...) although information is a problematic component of these assemblages, on account of its uncertain ontological status. This paper addresses the ontology of information and asks how the new materialisms might respond in the various ontological registers described. Drawing upon the natural sciences—especially physics—and the emerging ‘philosophy of information’ to outline the metaphysics of information and the differences that exist in its ontological characterisation, the paper outlines informational challenges to materialist perspectives. It concludes by examining two examples of how information and materiality are addressed in International Relations with respect to informational conflict. It concludes by noting the positive contributions the new materialisms can make to the study of information and informational conflict, but challenges them by asking: Information matters for conflict; does it matter for materialism? The concept of quantum information is introduced as both normed superposition of two orthogonal sub-spaces of the separable complex Hilbert space and in-variance of Hamilton and Lagrange representation of any mechanical system. The base is the isomorphism of the standard introduction and the representation of a qubit to a 3D unit ball, in which two points are chosen. The separable complex Hilbert space is considered as the free variable of quantum information and any point in it (a wave function describing (...) a state of a quantum system) as its value as the bound variable. A qubit is equivalent to the generalization of ‘bit’ from the set of two equally probable alternatives to an infinite set of alternatives. Then, that Hilbert space is considered as a generalization of Peano arithmetic where any unit is substituted by a qubit and thus the set of natural number is mappable within any qubit as the complex internal structure of the unit or a different state of it. Thus, any mathematical structure being reducible to set theory is re-presentable as a set of wave functions and a subspace of the separable complex Hilbert space, and it can be identified as the category of all categories for any functor represents an operator transforming a set (or subspace) of the separable complex Hilbert space into another. Thus, category theory is isomorphic to the Hilbert-space representation of set theory & Peano arithmetic as above. Given any value of quantum information, i.e. a point in the separable complex Hilbert space, it always admits two equally acceptable interpretations: the one is physical, the other is mathematical. The former is a wave function as the exhausted description of a certain state of a certain quantum system. The latter chooses a certain mathematical structure among a certain category. Thus there is no way to be distinguished a mathematical structure from a physical state for both are described exhaustedly as a value of quantum information. This statement in turn can be utilized to be defined quantum information by the identity of any mathematical structure to a physical state, and also vice versa. Further, that definition is equivalent to both standard definition as the normed superposition and in-variance of Hamilton and Lagrange interpretation of mechanical motion introduced in the beginning of the paper. Then, the concept of information symmetry can be involved as the symmetry between three elements or two pairs of elements: Lagrange representation and each counterpart of the pair of Hamilton representation. The sense and meaning of information symmetry may be visualized by a single (quantum) bit and its interpretation as both (privileged) reference frame and the symmetries of the Standard model. We present a formal semantics for epistemic logic, capturing the notion of knowability relative to information (KRI). Like Dretske, we move from the platitude that what an agent can know depends on her (empirical) information. We treat operators of the form K_AB (‘B is knowable on the basis of information A’) as variably strict quantifiers over worlds with a topic- or aboutness- preservation constraint. Variable strictness models the non-monotonicity of knowledge acquisition while allowing knowledge to be intrinsically stable. Aboutness-preservation models (...) the topic-sensitivity of information, allowing us to invalidate controversial forms of epistemic closure while validating less controversial ones. Thus, unlike the standard modal framework for epistemic logic, KRI accommodates plausible approaches to the Kripke-Harman dogmatism paradox, which bear on non-monotonicity, or on topic-sensitivity. KRI also strikes a better balance between agent idealization and a non-trivial logic of knowledge ascriptions. (shrink)

The cognition of quantum processes raises a series of questions about ordering and information connecting the states of one and the same system before and after measurement: Quantum measurement, quantum in-variance and the non-locality of quantum information are considered in the paper from an epistemological viewpoint. The adequate generalization of ‘measurement’ is discussed to involve the discrepancy, due to the fundamental Planck constant, between any quantum coherent state and its statistical representation as a statistical ensemble after measurement. Quantum in-variance designates (...) the relation of any quantum coherent state to the corresponding statistical ensemble of measured results. A set-theory corollary is the curious in-variance to the axiom of choice: Any coherent state excludes any well-ordering and thus excludes also the axiom of choice. However the above equivalence requires it to be equated to a well-ordered set after measurement and thus requires the axiom of choice for it to be able to be obtained. Quantum in-variance underlies quantum information and reveals it as the relation of an unordered quantum “much” (i.e. a coherent state) and a well-ordered “many” of the measured results (i.e. a statistical ensemble). It opens up to a new horizon, in which all physical processes and phenomena can be interpreted as quantum computations realizing relevant operations and algorithms on quantum information. All phenomena of entanglement can be described in terms of the so defined quantum information. Quantum in-variance elucidates the link between general relativity and quantum mechanics and thus, the problem of quantum gravity. The non-locality of quantum information unifies the exact position of any space-time point of a smooth trajectory and the common possibility of all space-time points due to a quantum leap. This is deduced from quantum in-variance. Epistemology involves the relation of ordering and thus a generalized kind of information, quantum one, to explain the special features of the cognition in quantum mechanics. (shrink)

In this paper it is analyzed from the informational perspective the relation between mind and body, an ancient philosophic issue defined as a problem, which still did not receive up to date an adequate solution. By introducing/using the concept of information, it is shown that this concept includes two facets, one of them referring to the common communications and another one referring to a hidden/structuring matter-related information, effectively acting in the human body and in the living systems, which determines (...) the dynamic inter-change of information between specific structures of the organism by electric/electronic/chemical agents and genetic/epigenetic processes. It is shown that the maintenance of body, permanently and obligatory depending on the external matter (foods, air, water) resources, needed to provide both the structuring/restructuring basic material and energy, determines the necessary existence of an info-managing system, administrating the internal mechano-chemical/physical processes. As a natural consequence, such a system should organize and assure own survival by an effective informational operability to detect the external food resources, to select the appropriate interest information and to decide as a function of circumstances. One important component in such an informational system is memory, allowing to dispose of the reference informational data for analysis/comparison and the selection between good and bad binary possible decisions. The memory receives and stores therefore signals from external reality and from the body itself, referring to the emotional reaction, digestion status, creation, and inherited predilections, within specific info-neural communication circuits between the brain and body execution/sensitive organs, the human body appearing as an integrated info-matter self-managed dynamic system. The specific body components memorize information with different degrees of info-integration: short/long-term integration, emotive/action reaction, info-abilities, culminating with the integration in the chromosomal structures by epigenetic processes. The new acquired information is transgenerationally transmissible, and is manifested as new traits, showing the adaptation capability of the human and close relation between mind and body. Analyzing the results of such a mind-body informational model in comparison with the earlier assumed/proposed/asserted archaic, Greek and Occidental philosophies, which represent only partial aspects of this relation, it is shown that this informational model, elaborated in terms of information on the basis of scientific reasons and arguments, constitutes a general, realist, and coherent model of the mind-body relation, able to integrate and/or explain most of the others. On the long and well-worn road of many, but justifiable attempts of human to discover his origin, his trajectory as a species, and a suitable understanding consciousness, his system allowing the connection to the environment and to his own organism, the concepts and models of philosophy enunciated or experienced by millennia, meet today with modern science concepts of physics and of science of information. Based on recent discoveries of quantum physics and astrophysics, revealing a new understanding of our environment and (...) starting from some philosophical concepts on information of matter and of living structures, this work discusses the dynamics of information within the frame of the Informational Model of Consciousness as an informational system of the human body, connected both to the environment and to the body itself, to control the adaptation for survival. It is shown that consciousness is actually an informational projection in the mind of seven informational subsystems, three of which forming the operative system of consciousness for the short-term adaptation, and other three forming the programmed operating system, dedicated to the maintenance of body and to the long-term survival of species, showing various inputs and outputs of information. The seventh subsystem is the information pole, connecting the organism with the external information, especially related to the extra-sensorial properties of the mind, the human body appearing as a bipolar info-matter structure, managed by the brain. The received information is progressively integrated into the informational system of the organism, which absorbs and emanates information as a reactive system for adaptation, able to operate both with matter-related (codified) and non-matter related (virtual) information. As both connections with external and internal environment (body itself) can be described in terms of information, this model opens the gate to investigate consciousness by means of the tools of the information science, offering also answers to the philosophic “mind-body” problem and to the “hard” problem and showing correspondences with some ancient philosophies. Genes are often described by biologists using metaphors derived from computa- tional science: they are thought of as carriers of information, as being the equivalent of ‘‘blueprints’’ for the construction of organisms. Likewise, cells are often characterized as ‘‘factories’’ and organisms themselves become analogous to machines. Accordingly, when the human genome project was initially announced, the promise was that we would soon know how a human being is made, just as we know how to make airplanes and buildings. Impor- tantly, (...) modern proponents of Intelligent Design, the latest version of creationism, have exploited biologists’ use of the language of information and blueprints to make their spurious case, based on pseudoscientific concepts such as ‘‘irreducible complexity’’ and on flawed analogies between living cells and mechanical factories. However, the living organ- ism = machine analogy was criticized already by David Hume in his Dialogues Concerning Natural Religion. In line with Hume’s criticism, over the past several years a more nuanced and accurate understanding of what genes are and how they operate has emerged, ironically in part from the work of computational scientists who take biology, and in particular developmental biology, more seriously than some biologists seem to do. In this article we connect Hume’s original criticism of the living organism = machine analogy with the modern ID movement, and illustrate how the use of misleading and outdated metaphors in science can play into the hands of pseudoscientists. Thus, we argue that dropping the blueprint and similar metaphors will improve both the science of biology and its understanding by the general public. (shrink)

Although contemporary metaphysics has recently undergone a neo-Aristotelian revival wherein dispositions, or capacities are now commonplace in empirically grounded ontologies, being routinely utilised in theories of causality and modality, a central Aristotelian concept has yet to be given serious attention – the doctrine of hylomorphism. The reason for this is clear: while the Aristotelian ontological distinction between actuality and potentiality has proven to be a fruitful conceptual framework with which to model the operation of the natural world, the distinction (...) between form and matter has yet to similarly earn its keep. In this chapter, I offer a first step toward showing that the hylomorphic framework is up to that task. To do so, I return to the birthplace of that doctrine - the biological realm. Utilising recent advances in developmental biology, I argue that the hylomorphic framework is an empirically adequate and conceptually rich explanatory schema with which to model the nature of organisms. The human mind is constituted by inner, subjective, private, first-person conscious experiences that cannot be measured with physical devices or observed from an external, objective, public, third-person perspective. The qualitative, phenomenal nature of conscious experiences also cannot be communicated to others in the form of a message composed of classical bits of information. Because in a classical world everything physical is observable and communicable, it is a daunting task to explain how an empirically unobservable, incommunicable consciousness could have any physical (...) substrates such as neurons composed of biochemical molecules, water, and electrolytes. The challenges encountered by classical physics are exemplified by a number of thought experiments including the inverted qualia argument, the private language argument, the beetle in the box argument and the knowledge argument. These thought experiments, however, do not imply that our consciousness is nonphysical and our introspective conscious testimonies are untrustworthy. The principles of classical physics have been superseded by modern quantum physics, which contains two fundamentally different kinds of physical objects: unobservable quantum state vectors, which define what physically exists, and quantum operators (observables), which define what can physically be observed. Identifying consciousness with the unobservable quantum information contained by quantum physical brain states allows for application of quantum information theorems to resolve possible paradoxes created by the inner privacy of conscious experiences, and explains how the observable brain is constructed by accessible bits of classical information that are bound by Holevo's theorem and extracted from the physically existing quantum brain upon measurement with physical devices. The goal of philosophy of information is to understand what information is, how it operates, and how to put it to work. But unlike ‘information’ in the technical sense of information theory, what we are interested in is meaningful information. To understand the nature and dynamics of information in this sense we have to understand meaning. What we offer here are simple computational models that show emergence of meaning and information transfer in randomized arrays of neural nets. These we take (...) to be formal instantiations of a tradition of theories of meaning as use. What they offer, we propose, is a glimpse into the origin and dynamics of at least simple forms of meaning and information transfer as properties inherent in behavioral coordination across a community. This study aims to look at the role of the practice of excellence strategies in education in achieving sustainable competitive advantage for the Higher educational institutions of the faculty of Engineering and Information Technology at Al-Azhar University in Gaza, a model, and the study considered the competitive advantage of educational institutions stems from the impact on the level of each student, employee, and the institution. The study was based on the premise that the development of strategies for excellence in education, (...) and its implementation is a vital important prerequisite to achieve sustainable competitive advantage in higher educational institutions. The study followed a systematic exploratory descriptive methodology through review of the theoretical literature, and the adoption of the experience of the Faculty of Engineering and Information Technology at Al-Azhar University in Gaza as a model for its unique experience in the field of excellence in education. The study results showed that the most important are: There is a strong correlation between the level of exercising excellence strategies in education and the achievement of higher educational institutions to the sustainable competitive advantage. The results include a general required number of important sub results on the subject of the model - Faculty of Engineering and Information Technology at Al-Azhar University in Gaza as follows: - The student considered the academic focus of the operation in the development process of the workers’ skills, particularly academics at the university helps to distinguish students and increase the employment rate after graduation. - The existence of consistency in development efforts and quality improvement for all three levels (student, employee, and the university), and this contributes to the Faculty excellence. - The Faculty has been able to achieve competitive advantages by offering excellent services without harming the efficiency, and this alone is a great success because improving service properties requires great investments, which negatively affect the continued institutional development. The study also reached a set of recommendations as follows: - The need to exercise excellence strategies in education, excellence reward at the national level, and those higher educational institutions follow the criteria for measuring the competitive advantages of its institutions always. - There is a need to increase efforts to implement programs of excellence, the allocation of adequate time, reward outstanding efforts as well. There is a necessity for each faculty to achieve competitive advantage and sustainability, using the general philosophies of competitive advantage, but with a different strategically content from what is in the private commercial sector, it reflects the Faculties mission and objectives, depending on making improvements and excellence in processes that ensure the safety of its outputs. As well as the need to find a balance between the work of teaching and research work of the faculty members, this has important implications regarding the criteria used in the process of excellence evaluation. The study recommended the adoption of strategies for excellence in education on a national public policy level mainly in the processes of change in higher education institutions. The need to support the existence of a common understanding of the efforts of excellence to create a general culture that appreciates excellence in faculties and universities. This underlines the need for transparent, fair rewards systems, to encourage innovation in education. The need to conduct a comprehensive surveys on the graduates of faculties and universities including the areas of employment and skills, because that will give accurate indications of the graduates and will help to establish a link to a more precise about the relationship of excellence strategies with the competitive advantages. This research aims to identify the use of decision support systems as an entry point for operations of re-engineering in the Palestinian universities in Gaza Strip. The researchers used the method of questionnaire to collect data, and the researchers used a sample stratified random way, were (350) questionnaire distributed on the research sample and (312) questionnaire were collected back (89.1%). The study results showed that the most important ones are: there exists statistically significant impact at the level of significance (α (...) ≤ 0.05) for physical requirements, human requirements. technical requirements and regulatory requirements. The results showed also, the presence of statistically significant differences between the averages of the study sample estimates on the use of decision support systems as an entry point for operations of re-engineering in the Palestinian universities in Gaza Strip due to the variable sex in favor of males requirements. Furthermore, the results showed the existence of differences to the variable name of the university and each area of study for the benefit of the Islamic University then Al-Azhar University and then Al-Aqsa University. The study also concluded a series of recommendations including: encourage Palestinian universities in Gaza Strip, which are planning to re-engine Information Systems to start implementing the programs in the radical change as soon as possible. The need for the Palestinian universities in Gaza Strip, to develop the infrastructure for information technology in general, and decision support systems, in particular, when doing re-engineering operations. And the need for a separate unit of decision support systems and organizational structure to allow information to flow seamlessly between colleges and various departments and divisions. And investment of available information in building the capacities of integration techniques, in order to enable them to continue with the re-engineering of Information Systems. (shrink)

This article aims to show how mind, matter and meaning might be united in one theory using certain concepts of information, building on ideas of empathy and intentionality. The concept of intentionality in philosophy of mind (“aboutness”), which is “the ineliminable mark of the mental” according to Brentano, can be viewed as the relationship between model and object, and empathy can be viewed as a form of mental modelling, so that the inclination to attribute mentality can be identified with the (...) inclination to empathise with the relevant entity. Physical information, a concept quite well established within the discipline of physics, is basically a reconceptualization of material form. Daniel Dennett's concept of the intentional stance allows the development of a concept of “intentional information,” a broad term that encompasses mental content and semantic information generally, as encoded within physical information/material form. Despite recent breakthroughs in the field of artificial intelligence (AI) – or more specifically machine learning (ML) algorithms for object recognition and natural language processing – it seems to be the majority view that current AI approaches are still no real match for natural intelligence (NI). More importantly, philosophers have collected a long catalogue of features which imply that NI works differently from current AI not only in a gradual sense, but in a more substantial way: NI is closely related (...) to consciousness, intentionality and experiential features like qualia (the subjective contents of mental states)1 and allows for understanding (e.g., taking insight into causal relationships instead of ‘blindly’ relying on correlations), as well as aesthetical and ethical judgement beyond what we can put into (explicit or data-induced implicit) rules to program machines with. Additionally, Psychologists find NI to range from unconscious psychological processes to focused information processing, and from embodied and implicit cognition to ‘true’ agency and creativity. NI thus seems to transcend any neurobiological functionalism by operating on ‘bits of meaning’ instead of information in the sense of data, quite unlike both the ‘good old fashioned’, symbolic AI of the past, as well as the current wave of deep neural network based, ‘sub-symbolic’ AI, which both share the idea of thinking as (only) information processing: In symbolic AI, the name explicitly references to its formal system based, i.e. essentially rule-based, nature, but also sub-symbolic AI is (implicitly) rule-based, only now via globally parametrized, nested functions. In the following I propose an alternative view of NI as information processing plus ‘bundle pushing’, discuss an example which illustrates how bundle pushing can cut information processing short,and suggest first ideas for scientific experiments in neuro-biology and information theory as further investigations. The “nature or nurture” problem concerning the debate on the innate features with respect to the acquired ones is approached in terms of information, from the perspective of the Informational Model of Consciousness. This model reveals seven distinct informational systems reflected in consciousness as informational centers, i.e. memory (Iknow-Ik), decisional info-operational center (Iwant-Iw), emotions (Ilove-Il), metabolic operations (Iam-Ia), genetic transmission (Icreate-Ic), genetic info-generation (Icreated-Icd) and the anti-entropic center (Ibelieve-Ib). Ib is a life-assisting beneficial center, because it is (...) opposed to the entropic action of matter, eliminating or reducing the uncertainty characteristic of unknown possibilities to certainty, and inducing in this way the trust and confidence in own actions. The pro and contra arguments of the “nature or nurture” are shortly presented, noting the large range of divergent opinions and concepts on the approached problem. It is shown that the information concept acting both as informal and matter-related information, specifically referred to the embodiment/ disembodiment mechanisms for the transmission of information during the epigenetic processes, can coherently approach and explain the transgenerational transmission of the traits acquired during the life span of the predecessors. The concepts of tendency, affinity, propensity, predisposition, aptitude, vocation and talent, specific for inheritable properties described by Icd are discussed, pointing out the large pallet and variety of such concepts describing the evidences detected by external observers on the inherited behaviors, and that of self-perceived by the implicated individual, as a silent voice of whose are no longer. The external manifestation of such inherited features and traits depends on practice, because the characteristic operation of the nervous system and of epigenetic processes is based on repetition and/or intensive practice, but these are permanently guided by the silent voice of those who are no longer, with various signal intensities. Many philosophers are skeptical about the scientific value of the concept of biological information. However, several have recently proposed a more positive view of ascribing information as an exercise in scientific modeling. I argue for an alternative role: guiding empirical data collection for the sake of theorizing about the evolution of semantics. I clarify and expand on Bergstrom and Rosvall’s suggestion of taking a “diagnostic” approach that defines biological information operationally as a procedure for collecting empirical cases. The more recent (...) modeling-based accounts still perpetuate a theory-centric view of scientific concepts, which motivated philosophers’ misplaced skepticism in the first place. (shrink)

Background: Health care practitioners are recognized to have a large influence in shaping uptake of vaccine in new borns, children, adolescents, as well as adults. Parents remain more secure in their decisions when health care practitioners communicate successfully with them about vaccine dangers and benefits, the value as well as necessity for vaccinations, as well as vaccine safety. Thus, immunization remain the foundation of the primary health care system, an indisputable human right as well as a global health and development (...) success story, saving millions of lives yearly. Recently, we have vaccines to prevent more than 20 life threatening diseases, helping people of all ages live longer, healthier lives. Yet despite tremendous progress, far too many people around the world, including nearly 20 million infants yearly have insufficient access to vaccines. In some countries, progress has stalled or even reversed, and there is a real risk that complacency will undermine past achievements. Purpose: The current study aimed to explores vaccine hesitancy, its barriers and impact studies regarding COVID-19 decision impacts. Also, to provides policy and decision makers and operational staff with evidence to inform decisions to promote vaccine uptake across Bayelsa State. Methods: A literature review tried to do a deep dive by using a variety of search engines such as Scopus, Research Gate, Mendeley, Summon, PubMed, Google Scholar, Hinari, Dimension, Academia, CAB Abstract, OARE Abstract, SSRN search strategy to retrieve research publications, “grey literature” and expert working group reports, including author’s field experience. Findings: Absence of uniform methods of organization in the various health care facilities upon which we were obliged to rely. Thus affecting the overall immunization programme and health system. Hence policy must urgently address these challenges with emphasis on policy clarity while continuously improving infrastructure. Conclusions: Bayelsa State is categorized as low/poor performing as the findings suggest that the involvement of community-based leaders can improve community participation and acceptance while enhancing and strengthening integrated disease surveillance and Adverse Events Following Immunization (AEFI) monitoring and reporting systems; and conducting integrated advocacy and communications activities to promote demand for vaccination as part of increasing overall demand and acceptability of all essential Primary Health Centers (PHC) services, thus, breaking barriers of vaccine hesitancy. Greatly aided by an information age in which protesting laborers in a remote offshore outpost can capture front page headlines around the globe, theSarbanes-Oxley Act of 2002 (SARBOX) has made corporate transparency the linchpin for good corporate governance. Under a SARBOX-enhancedregulatory framework, publicly traded corporations are required to rapidly disclose material changes in their financial conditions or operations—changes such as impairments to goodwill, a trademark, or some other intangible corporate asset. Especially challenging for multinational corporations (MNCs) with far-flung corporate empires (...) is the need to stay abreast of the ebb and flow of goodwill, at a time when transnational human rights groups are aggressively mobilizing world opinion against the sweatshop labor conditions that abound at the offshore production sites favored by MNCs. The author explains why the convergence of a digital age of free-flowing information and the advent of SARBOX, a legislative enactment of paraenetic design, is causing the boards of MNCs to more critically evaluate the long-term costs of their offshore operations. Scott Soames has recently argued that traditional accounts of propositions as n-tuples or sets of objects and properties or functions from worlds to extensions cannot adequately explain how these abstract entities come to represent the world. Soames’ new cognitive theory solves this problem by taking propositions to be derived from agents representing the world to be a certain way. Agents represent the world to be a certain way, for example, when they engage in the cognitive act of predicating, or cognizing, (...) an act that takes place during cognitive events, such as perceiving, believing, judging and asserting. On the cognitive theory, propositions just are act types involving the act of predicating and certain other mental operations. This theory, Soames argues, solves not only the problem of how propositions come to represent but also a number of other difficulties for traditional theories, including the problem of de se propositions and the problems of accounting for how agents are capable of grasping propositions and how they come to stand in the relation of expression to sentences. I argue here that Soames’ particular version of the cognitive theory makes two problematic assumptions about cognitive operations and the contents of proper names. I then briefly examine what can count as evidence for the nature of the constituents of the cognitive operation types that produce propositions and argue that the common nature of cognitive operations and what they operate on ought to be determined empirically in cross-disciplinary work. I conclude by offering a semantics for cognitive act types that accommodates one type of empirical evidence. (shrink)

The development of synthetic biology calls for accurate understanding of the critical functions that allow construction and operation of a living cell. Besides coding for ubiquitous structures, minimal genomes encode a wealth of functions that dissipate energy in an unanticipated way. Analysis of these functions shows that they are meant to manage information under conditions when discrimination of substrates in a noisy background is preferred over a simple recognition process. We show here that many of these functions, including transporters (...) and the ribosome construction machinery, behave as would behave a material implementation of the informationmanaging agent theorized by Maxwell almost 150 years ago and commonly known as Maxwell’s demon (MxD). A core gene set encoding these functions belongs to the minimal genome required to allow the construction of an autonomous cell. These MxDs allow the cell to perform computations in an energy-efficient way that is vastly better than our contemporary computers. (shrink)

The paper interprets the concept “operator in the separable complex Hilbert space” (particalry, “Hermitian operator” as “quantity” is defined in the “classical” quantum mechanics) by that of “quantum information”. As far as wave function is the characteristic function of the probability (density) distribution for all possible values of a certain quantity to be measured, the definition of quantity in quantum mechanics means any unitary change of the probability (density) distribution. It can be represented as a particular case of “unitary” qubits. (...) The converse interpretation of any qubits as referring to a certain physical quantity implies its generalization to non-Hermitian operators, thus neither unitary, nor conserving energy. Their physical sense, speaking loosely, consists in exchanging temporal moments therefore being implemented out of the space-time “screen”. “Dark matter” and “dark energy” can be explained by the same generalization of “quantity” to non-Hermitian operators only secondarily projected on the pseudo-Riemannian space-time “screen” of general relativity according to Einstein's “Mach’s principle” and his field equation. This article presents a simple derivation of optimization models for reaction networks leading to a generalized form of the mass-action law, and compares the formal structure of Minimum Information Divergence, Quadratic Programming and Kirchhoff type network models. These optimization models are used in related articles to develop and illustrate the operation of ontology alignment algorithms and to discuss closely connected issues concerning the epistemological and statistical significance of sharp or precise hypotheses in empirical science.

We drive our lives permanently by decisions YES/NO, and even we no longer distinguish the elementary intermediary steps of such decisions most often, they form stereotyped chains that once triggered, they run unconsciously, daily facilitating our activities. We lead our lives actually by conscious decisions, each of such decisions establishing our future trajectory. The YES/NO dipole is actually the elemental evaluation and decisional unit in the informational transmission/reception equipment and lines and in computers, respectively. Based on a binary probabilistic (...) system, this is defined as a unit of information (Bit). We operate therefore as an informational system and we actually live in a bipolar universe, which is fundamentally informational. Indeed, the laws of nature and its equilibrium or steady state conditions are based on bipolar units with opposite characteristics, such as action/reaction, attraction/rejection, gravity/anti-gravity, matter/antimatter, entropy/anti-entropy, to enumerate just a few examples. As part of this bipolar universe, we are also bipolar entities connected to information and matter. Starting from the informational features of the human being, seven informational components are identified, forming the informational system of the human body, distinguished by their different functions, reflected at the conscious level through the center Iknow (the memory, including whole life experience), Iwant (decisions center), Iove (emotions), Iam (body status), Icreate (informational genetic transmitter), Icreated (genetic generator inherited from parents) and Ibelieve, which is the gateway to the antientropic component, favorable to maintain the life structure and functioning. Taking into account the characteristics of these centers, it is discussed the life cycle and are deduced suitable conclusions concerning an optimal, active lifestyle, that would contribute to a successful life, aging and destiny. As it was shown in the Part I of this work, the driving of our life is determined by series of YES/NO - type elemental decision, which is actually the information unit (Bit), so we operate actually in an informational mode. The informational analysis and modeling of consciousness reveals seven informational systems, reflected at the conscious level by the cognitive informational centers suggestively called Iknow (Ik - memory), Iwant (Iw - decision center), Iove (Il-emotions), Iam (Ia-body (...) status), Icreate (Ic-informational genetic transmitter and educator), Icreated (I-cd genetic generator inherited from the parents) and Ibelieve, (Ib - connection to the informational field of the universe). As the mind can operate in a bipolar mode, we dispose of two alternatives to use our free will: in a positive (YES) or negative (NO) mode. Such modes can be applied as a function of the personal criteria, especially that inhered from the family, which are the fundamental ones, but also from that acquired during the life. The persistence to operate in a positive or a negative mode is fundamental for the designing of our personal trajectory and therefore for our destiny. The destiny and the role of our free will in deciding the course of our own life are analyzed therefore with respect to our YES/NO attitude, which is an integrated informational output composed by the contribution of all cognition centers, showing that when this is favorable to the life rules, it is avoided its deterioration determined by a permanently negative attitude and thinking mode. It is shown that our intervention should be directed both to the operating mode but also to the decision criteria, when it is ascertained that they do not correspond to the reality, allowing a favorable adaptation. As parents and therefore as forming and educator of the next generation, an activity specific for the center Ic, it is necessary to observe, discover and encourage the talents and predispositions of their Children, to put them on a privileged way of the destiny, because they will benefit of an advanced informational “budget” with respect to their generation and a certain sort of preparation. The comparative analysis between personal operating mode and the reality for adaptation necessities should guide permanently the selected trajectory way, to include new criteria, to change the older, or to reprogramming the operation mode, with the participation of all centers. The stereotype thinking chains triggered by repetitive negative thoughts acts on the informational system as stressing agents, leading to chronic, sometime serious disorders. Such thinking operation forms should be therefore detected and substituted or eliminated without delay, according to some recommended suggestions. Furthermore, it is shown that a specific self-control of the thoughts as positive or negative information and of the lifestyle, helps the health maintenance and the life prolongation under high qualitative. The purpose of this study is to emphasize the reasons why manual classification of information materials should not be abandoned in current ICT era, particularly in Nigeria. Libraries are no exception to ICT applications, and we can observe how they have already altered library services and activities. Also, Information Technology (IT) has made it presence in almost every sphere of human activity including the library practice but to have fully automated classification scheme is yet to be implemented. Library operation, (...) such as cataloging, reference service, and the rest has a feel of this. For example, ICT has incorporated copy cataloguing into cataloguing operations, which libraries now employ instead of manual cataloging and also the arrival of online public access cataloguing (OPAC) was influenced by ICT, but this has not been fully infused into classification operations, which has kept the manual system of classification alive even in the face of ICT. Manual classification, on the other hand, cannot be abandoned because it is fundamental to the profession of librarianship. The classification of information resources is a foundation upon which librarianship is built, making classification a system as old as the library itself, as well as a practice that is unaffected by technological innovation. In addition, there are a variety of reasons in Nigeria that support the continued use of manual classification of information resources in the face of ICT. As a result, in this study we attempted to see the necessity of manual classification as well as the limitations of ICT in classification and the availing of manual classification in Nigeria. This paper links the conjecture that the physical world is a virtual reality to the findings of modern physics. What is usually the subject of science fiction is here proposed as a scientific theory open to empirical evaluation. We know from physics how the world behaves, and from computing how information behaves, so whether the physical world arises from ongoing information processing is a question science can evaluate. A prima facie case for the virtual reality conjecture is presented. If a (...) photon is a pixel on a multi-dimensional grid that gives rise to space, the speed of light could reflect its refresh rate. If mass, charge and energy all arise from processing, the many conservation laws of physics could reduce to a single law of dynamic information conservation. If the universe is a virtual reality, then its big bang creation could be simply when the system was booted up. Deriving core physics from information processing could reconcile relativity and quantum theory, with the former how processing creates the space-time operating system and the latter how it creates energy and matter applications. Drawing a sample of 135 successful African immigrant-owned businesses, this paper sets out to investigate how their owners acquired the necessary capital for start-up and growth thereafter. The paper was designed within the quantitative and qualitative research paradigms, in which a triangulation of three methods was utilised to collect and analyze the data. The paper revealed that although African immigrants are characteristically at a disadvantage when it comes to accessing capital from formal financial institutions, this does not stop them from (...) pursuing entrepreneurial activities. At the start-up stage, they typically resort to personal savings, business credit, family credit, and loans from informal financial institutions. According to the ability to raise capital, we found that a varying range of start-up capital was utilised, which tended to vary across the different ethnic groups studied. Once started, we found that the sources of additional finance available to these immigrants did not change significantly. They conventionally turned to friends, co-ethnics and self-help financial associations to ‘feed’ their need for further funding. (shrink)

The paper proposes a new technique for dealing with multi-attribute decision making problems through an extended TOPSIS method under neutrosophic cubic environment. Neutrosophic cubic set is the generalized form of cubic set and is the hybridization of a neutrosophic set with an interval neutrosophic set. In this study, we have defined some operation rules for neutrosophic cubic sets and proposed the Euclidean distance between neutrosophic cubic sets. In the decision making situation, the rating of alternatives with respect to some (...) predefined attributes are presented in terms of neutrosophic cubic information where weights of the attributes are completely unknown. In the selection process, neutrosophic cubic positive and negative ideal solutions have been defined. An extended TOPSIS method is then proposed for ranking the alternatives and finally choosing the best one. Lastly, an illustrative example is solved to demonstrate the decision making procedure and effectiveness of the developed approach. (shrink)

Attacks on migrant and refugee entrepreneurs and their properties by South African rivals and ordinary citizens have become a common phenomenon throughout the country, including the city of Cape Town. Business robberies often result in deaths or serious injuries. The Somali Community Board has noted that over 400 Somali refugees, many of them informal traders, were murdered in South Africa between early 2002 and mid-2010. The police are frequently accused by migrants of fomenting or turning a blind eye to xenophobic (...) attacks on their businesses. Meanwhile, the government refuses to acknowledge the existence of xenophobia or the xenophobic rhetoric in many of these attacks, claiming instead that they are simply the actions of criminal elements. Photographs published in the media of the looting of migrant stores do not tend to feature hardened criminals, but ordinary citizens including children in school uniform. -/- Migrant businesses are portrayed by officials, citizens and the media as having a negative impact on the South African economy and undermining the livelihoods of South Africans. The prevalence of such perceptions helps to explain growing xenophobic sentiment against migrants and refugees. Contrary to these popular perceptions, an emerging literature on migrant entrepreneurship is beginning to demonstrate the positive economic contributions of migrants and refugees to the country. This report examines the nature of informal migrant and refugee entrepreneurship in Cape Town and whether or not the negative stereotypes have any validity. It also seeks to examine what economic contributions migrants and refugees make to the local economy. -/- The report is based on the research conducted by the Growing Informal Cities project, a partnership between SAMP/IMRC, the African Centre for Cities at the University of Cape Town, the Gauteng City-Region Observatory (GCRO) and Eduardo Mondlane University in Maputo. A questionnaire was administered to a sample of 518 migrant owners of microenterprises, which had to meet three basic criteria for inclusion: (a) owned by a non-South African; (b) in operation for at least two years; and (c) unregistered with the South African Revenue Services (SARS). Although migrant entrepreneurs are located in most areas of the city, certain areas have particular concentrations of migrant-owned businesses. "e questionnaires were administered in four such areas: Imizamo Yethu, Philippi, Bellville, and Cape Town CBD. Thirty in-depth interviews were also conducted with selected owners of informal micro-enterprises. Two focus group discussions were held in the Cape Town CBD and Philippi respectively. Fifteen key informant interviews were held with various stakeholders in Cape Town to understand the operation and constraints faced by migrants operating in the city’s informal economy. -/- The major findings of the personal profile of the migrant and refugee entrepreneurs were as follows: -/- • The entrepreneurs came from over 20 different countries of which Zimbabwe, Somalia, the Democratic Republic of the Congo (DRC), Nigeria, Malawi, Ethiopia and Cameroon were the most prominent. Just over a third were from other countries in the SADC. The prominence of Zimbabwean entrepreneurs in the Cape Town informal economy is not surprising, given the events in that country over the past decade and a half and resultant mass migration to South Africa. A total of 57% of the entrepreneurs were from other African countries, especially the DRC, Somalia, Nigeria and Ethiopia. "e majority of migrants from these countries (except Nigeria) came to South Africa as refugees. -/- • A third of the entrepreneurs had refugee permits. Of these, nearly 60% came from only three countries: the DRC, Ethiopia and Somalia. A further 31% held asylum-seeker permits. Of these, 32% were Zimbabwean while another 30% came from DRC, Ethiopia and Somalia. Nearly 12% had permanent residence permits while 8% were holders of work permits. Only 7% of the respondents indicated that they did not have official documentation to stay in South Africa. Thus, the majority of migrant entrepreneurs have forced migrants who are entitled to human rights protection under international and South African refugee law. • Very few of the entrepreneurs entered South Africa before 1994. Only 8% arrived in the immediate post-apartheid years. While another 20% came in the period 2000to 2004, the vast majority (70%) came during the last decade. As many as 44% arrived between 2005 and 2009 and a further 27% thereafter. Migration from Zimbabwe, in particular, escalated between 2005 and 2009 as the country plunged deeper into crisis. • Despite the perception that unemployment at home is a driver of migration to South Africa, only 14% of the entrepreneurs were unemployed immediately before leaving for South Africa. The issue of emotion is discussed in three stages in this article. Thus, emotion is built on a realistic and explanatory basis. In the first stage, the relationship between the physiological structure of the human brain and emotion is emphasized. The connection between the lower/primitive brain (the region/emotion center where emotions arise) and the upper/developed brain (mind-logic center, prefrontal lobe) is mentioned. Secondly, the emotional and mental development of human according to Jean Piaget's Mental Development Theory is explained. In the (...) emotional / intuitive period of 4-7 years (Emotional Intuition), while the person is completely under the influence of emotions, at the age of 7-11, he becomes aware of a concrete world accompanying emotions and passes to the Concrete Operations Period. It experiences the universe by "experiment" in the concrete operational period. And at the age of 11-17, the human reaches the Abstract Operations Period with the addition of reason and logic to his mental structure, which he built by putting a concrete universe on the core of emotions. Emotion is one of the most important functions of the human brain, and the reasoning system has evolved as an extension of the emotional system. Emotion plays different roles in the reasoning process. Emotion can increase the weight of a proposition, affecting the result in favor of that proposition. Emotion also helps in the process of remembering the many facts that need to be taken into account in order to make a decision. It has been explained through examples that emotion has a very important function in reasoning and that the mind is also important in controlling emotions. “There’s Plenty of Room at the Bottom”, said the title of Richard Feynman’s 1959 seminal conference at the California Institute of Technology. Fifty years on, nanotechnologies have led computer scientists to pay close attention to the links between physical reality and information processing. Not all the physical requirements of optimal computation are captured by traditional models—one still largely missing is reversibility. The dynamic laws of physics are reversible at microphysical level, distinct initial states of a system leading to distinct final (...) states. On the other hand, as von Neumann already conjectured, irreversible information processing is expensive: to erase a single bit of information costs ~3 × 10−21 joules at room temperature. Information entropy is a thermodynamic cost, to be paid in non-computational energy dissipation. This paper addresses the problem drawing on Edward Fredkin’s Finite Nature hypothesis: the ultimate nature of the universe is discrete and finite, satisfying the axioms of classical, atomistic mereology. The chosen model is a cellular automaton with reversible dynamics, capable of retaining memory of the information present at the beginning of the universe. Such a CA can implement the Boolean logical operations and the other building bricks of computation: it can develop and host all-purpose computers. The model is a candidate for the realization of computational systems, capable of exploiting the resources of the physical world in an efficient way, for they can host logical circuits with negligible internal energy dissipation.
