Regulation is nothing without enforcement. This particularly holds for the dynamic field of emerging technologies. Hence, this article has two ambitions. First, it explains how the EU´s new Artificial Intelligence Act (AIA) will be implemented and enforced by various institutional bodies, thus clarifying the governance framework of the AIA. Second, it proposes a normative model of governance, providing recommendations to ensure uniform and coordinated execution of the AIA and the fulfilment of the legislation. Taken together, the article explores how the (...)

The complexity and emergent autonomy of Generative AI systems introduce challenges in predictability and legal compliance. This paper analyses some of the legal and regulatory implications of such challenges in the European Union context, focusing on four areas: liability, privacy, intellectual property, and cybersecurity. It examines the adequacy of the existing and proposed EU legislation, including the Artificial Intelligence Act (AIA), in addressing the challenges posed by Generative AI in general and LLMs in particular. The paper identifies potential gaps and (...)

This paper critically discusses Hacker’s reading of nonsense in Wittgenstein’s Tractatus in terms of his notion of misuse, which is taken to consist in the violation of rules of logical syntax. I argue that Hacker’s reading relies on an equivocation between sign and symbol: what is ‘misused’ is a mere sign, but the verdict of nonsensicality relies on seeing it as a symbol. Although Hacker seeks to distance himself from resolute readings – according to which nonsense always (...)

The word “hacker” has an interesting double meaning: one vastly more widespread connotation of technological mischief, even criminality, and an original meaning amongst the tech savvy as a term of highest approbation. Both meanings, however, share the idea that hackers possess a superior ability to manipulate technology according to their will (and, as with God, this superior ability to exercise will is a source of both mystifying admiration and fear). This book mainly concerns itself with the former meaning. To (...)

Materialism, reductionism, behaviorism, functionalism, dynamic systems theory and computationalism are popular views, but they were shown by Wittgenstein and more recently by Searle to be incoherent. The study of behavior encompasses all of human life but behavior is largely automatic and unconscious and even the conscious part, mostly expressed in language (which Wittgenstein equates with the mind), is not perspicuous, so it is critical to have a framework which Searle calls the Logical Structure of Rationality (LSR) and I call the (...)

In this rebuttal we explore disagreements that explain the alleged errors. In this paper, I will argue against certain criticisms of Kripke’s Wittgenstein’s sceptical argument and sceptical solution, made especially by Baker and Hacker, McGinn, and McDowell. I will show that their interpretation of Kripke’s Wittgenstein’s view is misplaced. According to Kripke’s Wittgenstein’s sceptical argument, there is no fact as to what someone means by her words. For Kripke, this conclusion, combined with Classical Realist view of meaning, leads to the Wittgensteinian paradox, according to which there is no such thing (...)

Hacker communities of the 1970s and 1980s developed a quite characteristic work ethos. Its norms are explored and shown to be quite similar to those which Robert Merton suggested govern academic life: communism, universalism, disinterestedness, and organized scepticism. In the 1990s the Internet multiplied the scale of these communities, allowing them to create successful software programs like Linux and Apache. After renaming themselves the `open source software' movement, with an emphasis on software quality, they succeeded in gaining corporate interest. (...)

I begin this article with an increasingly accepted claim: that emotions lend differential weight to states of affairs, helping us conceptually carve the world and make rational decisions. I then develop a more controversial assertion: that environments have non-subjective emotional qualities, which organize behavior and help us make sense of the world. I defend this from ecological and related embodied standpoints that take properties to be interrelational outcomes. I also build on conceptions of experience as a cultural phenomenon, one that (...)

This article connects value-sensitive design to Gibson’s affordance theory: the view that we perceive in terms of the ease or difficulty with which we can negotiate space. Gibson’s ideas offer a nonsubjectivist way of grasping culturally relative values, out of which we develop a concept of political affordances, here understood as openings or closures for social action, often implicit. Political affordances are equally about environments and capacities to act in them. Capacities and hence the severity of affordances vary with age, (...)

Besides being the title of an EP by The (International) Noise Conspiracy, “Bigger cages, longer chains!” is an anarchist rallying cry. It’s meant to ridicule those political activists who compromise their ideals, make demands and then settle for partial concessions or, to put it bluntly, bargain with the Man. In the T.V. series Mr. Robot, Christian Slater plays the anarchist leader of a hacktivist group known as fsociety. Mr. Robot won’t negotiate with the FBI and E(vil) Corp for bigger cages (...)

To describe computers and sophisticated robots, many people today have no problem using personal attributes. Alan Turing published his famous intelligence test in 1950. From that time onwards, computers have gained increasingly higher status in this regard. Computers and robots nowadays are not only intelligent. They perceive, they remember, they understand, they decide, they play and so on. Recently, another such step has occurred but, this time, many researchers are seriously concerned. In February 2017, the European Parliament passed a Resolution (...)

  47. Why bother? The metaphor of organizing in the conceptual schemes literature.Terence Rajivan Edward - manuscript
Much of the recent philosophy literature on the topic of alternative conceptual schemes responds to Donald Davidson. Davidson makes an argument by applying his system to the question, “Could others have an alternative system of concepts, an alternative conceptual scheme?” But he also remarks on the metaphor of organizing. A number of others have joined in. Why? This material may seem unimportant, but I present some reasons for why, and respond to other remarks, by P.M.S Hacker and Hans-Johann Glock.

  48. What is Analytic Philosophy?Nikolay Milkov - manuscript
In trying to answer the question What is analytic philosophy? I shall follow two methodological principles. (i) The first was suggested by Peter Hacker and reads: ‘Any characterisation of “analytic philosophy” which excludes Moore, Russell and the later Wittgenstein, as well as the leading figures of post War analytic philosophy [for us these are John Wisdom, Ryle, Austin, Strawson and Dummett], must surely be rejected.’ (Hacker 1996a, p. 247) The correct definition of analytic philosophy must cohere with the (...)

I agree with Nachev and Hacker’s general approach. However, their criticism of claims of covert automaticity can be strengthened. I first say a few words on what voluntary action involves and on the consequent limited relevance of brain research for the determination of voluntariness. I then turn to Nachev and Hacker’s discussion of possible covert automaticity and show why the case for it is weaker than they allow.
