Improvements of the happiness of the rural population are an essential sign of the effectiveness of relative poverty governance. In the context of today’s digital economy, assessing the relationship between digital literacy and the subjective happiness of rural low-income groups is of great practicality. Based on data from China Family Panel Studies, the effect of digital literacy on the subjective well-being of rural low-income groups was empirically tested. A significant happiness effect of digital literacy on rural (...) low-income groups was found. Digital literacy promotes the subjective happiness of rural low-income groups through income increase and consumption growth effects. The observed happiness effect is heterogeneous among different characteristic groups, and digital literacy significantly positively impacts the subjective happiness of rural low-income groups. Decomposition of subjective happiness into life satisfaction and job satisfaction shows that digital literacy significantly positively affects the job and life satisfaction of rural low-income groups. This paper demonstrates that digital literacy induces a practical happiness effect. To further strengthen the subjective welfare effect of digital literacy in the construction of digital villages, the government should focus on cultivating digital literacy among low-income groups from the demand side. A preponderance of empirical research in higher education exists on the use of electronic resources to promote university education and learning. This suggests that this area of research has attracted significant interest worldwide. However, there seems to be inadequate information on the association between specific electronic infrastructures, how they are utilized for learning, and their effects on students’ learning effectiveness in higher institutions in Nigeria. This research draws on previous studies and seeks to establish how different electronic resources are (...) used in universities and how they impact students’ learning effectiveness. Using a descriptive survey design, this survey examined 1,452 participants (undergraduates and postgraduates) from Nigerian universities. The data were analyzed using mean and standard deviation, while a Polytomous Logistic Regression Model was used in testing the hypothesis formulated. Findings showed that the degree of the use of digital infrastructures in universities is low. The extent of learning effectiveness among students in universities is also low. The usage of e-infrastructures (such as e-learning, e-communication, and e-library tools) significantly predicted students’ levels of learning effectiveness. Based on these results, conclusions and relevant theoretical and practical implications are discussed for policy reforms in education and e-learning. This study faces a limitation arising from the small number of universities studied. However, it is suggested that future related studies extend their focus beyond the context of Nigeria. (shrink)

From a socio-theoretical and media-theoretical perspective, this article analyses exemplary practices and structural characteristics of contemporary digital political campaigning to illustrate a transformation of the public sphere through the platform economy. The article first examines Cambridge Analytica and reconstructs its operational procedure, which, far from involving exceptionally new digital campaign practices, turns out to be quite standard. It then evaluates the role of Facebook as an enabling ‘affective infrastructure’, technologically orchestrating processes of political opinion-formation. Of special concern are (...) various tactics of ‘feedback propaganda’ and algorithmic-based user engagement that reflect, at a more theoretical level, the merging of surveillance-capitalist commercialization with a cybernetic logic of communication. The article proposes that this techno-economic dynamic reflects a continuation of the structural transformation of the public sphere. What Jürgen Habermas had analysed in terms of an economic fabrication of the public sphere in the 1960s is now advancing in a more radical form, and on a more programmatic basis, through the algorithmic architecture of social media. The shift to digital learning platforms has empowered students with access to a broader array of learning resources, interactive content, and personalized learning paths. However, millions of students, particularly those from rural areas or lower-income families, struggle to access these resources due to a lack of digital infrastructure, reliable internet connectivity, and affordability of devices. Furthermore, the role of teachers has evolved, requiring new pedagogical approaches and technical skills to effectively harness these digital tools.

Although successive generations of digital technology have become increasingly powerful in the past 20 years, digital democracy has yet to realize its potential for deliberative transformation. The undemocratic exploitation of massive social media systems continued this trend, but it only worsened an existing problem of modern democracies, which were already struggling to develop deliberative infrastructure independent of digital technologies. There have been many creative conceptions of civic tech, but implementation has lagged behind innovation. This article argues for (...) implementing one such vision of digital democracy through the establishment of a public corporation. Modeled on the Corporation for Public Broadcasting in the United States, this entity would foster the creation of new digital technology by providing a stable source of funding to nonprofit technologists, interest groups, civic organizations, government, researchers, private companies, and the public. The immediate aim of this paper is to assess the state of implementation of digital technologies in agriculture and to examine opportunities for rural development in Ukraine. The results indicate that only large agricultural enterprises in Ukraine are able to implement and use digital technologies. Thus, it is proposed to create an integrated digital portal for agricultural needs, combining solutions that optimize activities of agricultural enterprises: land bank management, production, crop monitoring, warehouse, procurement and supply, equipment and repairs, logistics, inventory and finished products. The article identifies technological and human barriers to introduction of digital technologies in rural areas of Ukraine. This study aimed to identify the digital transformation and its impact on the application of Cyber Security in the Palestinian Ministry of Interior and National Security. The study used the analytical descriptive approach. The study tool (questionnaire), and the comprehensive survey method was used, where (61) questionnaires were retrieved (87.1%), and they were unloaded and analyzed using the SPSS statistical package. The study found several results, including that there is a statistically significant correlation between all dimensions of Digital (...) transformation and the application of Cyber Security in the Ministry of Interior and National Security. And that there is an impact of Digital transformation on the application of security in the Ministry of Interior and National Security in the governorates of Gaza, and the impact coefficient was (0.897). It was found that the dimensions affecting the dependent variable of Cyber Security are dimensions (organizational structure, job description, data privacy and security, technical infrastructure required for digital transformation), as these dimensions affect (89.7%) of the variation in the application of Cyber Security. The study presented a set of recommendations, the most important of which are: The need for the Ministry's administration to provide a special budget to develop the quality of its electronic services as a lever for digital transformation. And the need for the number of workers in computer and information technology departments and units to be commensurate with the volume and quality of work to bridge the gap between the required performance and the actual performance. The ministry should set a clear methodology for exchanging data and information between the components of the ministry. The article focuses on the phenomenon of digital nomadism in the context of the Anthropocene. Digital nomadism is a phenomenon characterized by the ability of people to travel the world voluntarily and with the help of technology and to change their place of work on a regular basis. It is often referred to as either a new form of lifestyle or a working life. Despite this general description, digital nomadism is a phenomenon without a clear definition. Interest (...) in digital nomadism has been sparked by its exponential growth, especially after the COVID-19 pandemic. The aim of this paper is to show that although studies estimate its future growth in the context of the Anthropocene epoch, its limits and boundaries are becoming apparent. Furthermore, the paper points out that from a philosophical anthropological perspective, the phenomenon exhibits several contradictions that should be explored. On the one hand, the phenomenon is a recognition of the technological advancement of information flows within the global infrastructure and the anthropological phenomenon of human adaptability. The possibility of realizing this thesis has been debated throughout the 20th century. Adopting and implementing digital technologies can assist rural entrepreneurs in accessing national and international markets to increase their profitability. Entrepreneurs in the rural areas of Zimbabwe can leverage digital technologies and infrastructures to develop their businesses within the agricultural sector. Many studies have investigated rural entrepreneurs' adoption of digital technologies and their impact on their performance. However, little empirical evidence is available on the role of digital technology and how this can assist entrepreneurs in the (...) Gokwe district of Zimbabwe to sustain their businesses. We adopted qualitative and quantitative methodologies to collect data using interviews and questionnaires from rural entrepreneurs. This chapter investigates digital technology's role in developing rural entrepreneurship in Gokwe. Findings indicate that rural entrepreneurs appreciate the role of digital technology in facilitating networking activities, connecting users, and interacting with suppliers, distributors, customers, and markets to foster their performance and profitability. However, most of them confirmed that they had difficulty identifying new entrepreneurial opportunities and expanding their existing markets with digital technology. The study aimed to identify the digital transformation in Non-Governmental Organizations in Palestine, and the study used the descriptive analytical approach, and a structured questionnaire was used to collect data that contribute to achieving the objectives of the study, and the study population consists of employees in Non-Governmental Organizations in the southern Palestinian governorates, and a random sample was used to collect Data where (183) applicable questionnaires were retrieved. The article focuses on the study of specific characteristics of seaports development under conditions of digitalization. The article aims to study features of the development of the international seaport under digitalization to implement the best achievements in Ukraine. The main research method was a systemic-structural approach used to examine seaport digitalization as a part of a logistics chain, including horizontal and vertical links between its elements. To achieve an effective digital transformation, we also used the above method. The practices, which are of interest for Ukraine and other developing countries, were identified based on the international experience in seaports development under digitalization. Few recent developments in information technology have been as hyped as blockchain, the first implementation of which was the cryptocurrency Bitcoin. Such hype furnishes ample reason to be skeptical about the promise of blockchain implementations, but I contend that there’s something to the hype. In particular, I think that certain blockchain implementations, in the right material, social, and political conditions, constitute excellent bases for common knowledge. As a case study, I focus on trust in election outcomes, where the ledger records (...) not financial transactions but vote tallies. I argue that blockchain implementations could foster warranted trust in vote tallies and thereby trust in the democratic process. Finally, I argue that if the promise of blockchain implementations as democratic infrastructure is to be realized, then democracies first need to ensure that these material, social, and political conditions obtain. It is this very contention that sits at the heart of Matthew Flisfeder’s, Algorithmic Desire: Towards a New Structuralist Theory of Social Media (2021). In spite of the accusation that, today, our social media is in fact hampering democracy and subjecting us to increasing forms of online and offline surveillance, for Flisfeder (2021: 3), ‘[s]ocial media remains the correct concept for reconciling ourselves with the structural contradictions of our media, our culture, and our society’. With almost every aspect of our (...) contemporary lives now mediated through the digital, the significance of the algorithm maintains a pertinent importance in making sense of the social and psychic investments that our interactions on social media, as well as other forms of digital media, rely upon and encourage. The socio-political tensions and contradictions that such interaction prescribes remains a reoccurring theme throughout Algorithmic Desire, with Flisfeder masterfully navigating the problems and pitfalls of a burgeoning digital infrastructure that is redefining our lives as social beings. What becomes apparent from Flisfeder’s account is how debates and discussions regarding the algorithm can be couched in a number of pressing concerns, including the proliferation of online misinformation and the contradictions inherent to our freedom and security. While these debates are drawn together through the prism of the algorithm, it is mostly with regards to the medium of social media that Flisfeder examines how our desire and enjoyment are algorithmically organized. This focus is expertly followed throughout the book’s eight chapters, producing a critically engaging inquiry that continually considers the socio-political tensions and ambiguities that frame and sustain our digital media interactions. Ultimately, it is this contention that lends further support to Flisfeder’s assertion that algorithms play a key role in reading our desire. In the discussion that follows, this reading will be critically considered by tracing and outlining a number of key significances underpinning Flisfeder’s approach. Most notably, this will require a discussion of the Lacanian conception of desire; the effects of disavowal and cynical perversion; the importance of ‘maintaining appearances’; and, finally, the significance of the social media metaphor. Background. The COVID-19 pandemic necessitated drastic changes to undergraduate medical training at the University of Botswana (UB). To save the academic year when campus was locked down, the Department of Medical Education conducted a needs assessment to determine the readiness for emergency remote teaching (ERT) of the Faculty of Medicine, UB. Objectives. To report on the findings of needs assessment surveys to assess learner and teaching staff preparedness for fair and just ERT, as defined by philosopher John Rawls. Methods. Needs (...) assessment surveys were conducted using Office 365 Forms distributed via WhatsApp, targeting medical students and teaching staff during the 5 undergraduate years. Data were analysed quantitatively and qualitatively. Results. Ninety-two percent (266/289) of students and 73.5% (62/84) of teaching staff responded. Surveys revealed a high penetration of smartphones among students, but poor internet accessibility and affordability in homes. Some teaching staff also reported internet and device insufficiencies. Only WhatsApp was accessible to students and teaching staff. Conclusions. For equitable access to ERT in the future, the surveys revealed infrastructural improvement needs, including wider, stronger, affordable WiFi coverage within Botswana and enhanced digital infrastructures in educational institutions, with increased support for students. The article critically investigates various approaches to “smart” governance, from algorithmic regulation (O’Reilly), fluid technocracy (P. Khanna), “smart states” (Noveck), nudge theory (Thaler/ Sunstein) and social physics (Alex Pentland). It specifically evaluates the cybernetic origins of these approaches and interprets them as pragmatic actualisations of earlier cybernetic models of the state (Lang, Deutsch) against the current background of surveillance capitalism. The authors argue that cybernetic thinking rests on a reductive model of participation and a limited concept of “the political” (whereby (...) the systemic focus is on adaptive behaviour, stability and self-preservation instead of antagonism and dissensus). This paper argues that instituting Citizen Boards of Governance (CBGs) is the optimal strategy to democratically contain Big Tech’s algorithmic powers in the digital public sphere. CBGs are bodies of randomly selected citizens that are authorized to govern the algorithmic infrastructure of Big Tech platforms. The main advantage of CBGs is to tackle the concentrated powers of private tech corporations without giving too much power to governments. I show why this is a better approach than ordinary state regulation or (...) relying on market mechanisms. My proposal follows from the critique of Big Tech’s concentrated powers, and explains how this justifies democratizing algorithms in the digital public sphere. My approach thus speaks to a core commitment in democratic theory: enhancing the autonomy of the public sphere from the centers of powers in modern societies, be it corporations or governments. Given demonstrated global knowledge inequality, this article attempts to draw out the connection between tertiary education and research (TER), economic development and infrastructure, and human development. We first explore the connection between knowledge and economic development by tracing a short history of the emergence of knowledge in economic analysis and by introducing the concept of a ‘knowledge economy’. The World Bank’s ‘Knowledge Assessment Methodology’ (2000) attempted to evaluate such ‘knowledge economies’ through a number of proposed variables. We describe relationships between (...) such TER-variables, economic development, and infrastructure building, especially in the shift towards digital economies. We will show that there is a tangible, negative human impact from disparities in knowledge production, and significant improvement in human welfare when knowledge production capacities improve.
