  1. A Processual Approach to friction in Quadruple Helix Collaborations.E. Popa, Vincent Blok & R. Wesselink - 2020 - Science and Public Policy 6 (47):876-889.
R&D collaborations between industry, government, civil society, and research (also known as ‘quadruple helix collaborations’ (QHCs)) have recently gained attention from R&D theorists and practitioners. In aiming to come to grips with their complexity, past models have generally taken a stakeholder-analytical approach based on stakeholder types. Yet stakeholder types are difficult to operationalise. We therefore argue that a processual model is more suited for studying the interaction in QHCs because it eschews matters of titles and identities. We develop such a (...)

We propose the use of discussion structures as tools for analyzing policy debates in a way that enables the increased participation of lay stakeholders. Discussion structures are argumentation-theoretical tools that can be employed to tackle three barriers that separate lay stakeholders from policy debates: difficulty, magnitude, and complexity. We exemplify the use of these tools on a debate in research policy on the question of responsibility. By making use of discussion structures, we focus on the argumentative moves performed by the (...)

Although both EU policy makers and researchers acknowledge that public or stakeholder engagement is important for responsible innovation (RI), empirical evidence in this field is still scarce. In this article, we explore to what extent companies with a disposition to innovate in a more responsible way are moving towards the ideal of mutual responsiveness among stakeholders, as it is presented in the RI literature. Based on interviews with companies and non-economic stakeholders in the Dutch Food industry, it can be concluded (...)

The circular economy (CE) framework has captured the attention of industry and academia and received strong policy support. It is currently deemed as a powerful solution for sustainability, despite ongoing criticism on its oversimplification and lack of consideration of socio-ethical issues. In parallel, the concept of RRI has emerged strongly with a strong focus on the integration of social desirability in innovation under transparency, democracy and mutual responsiveness principles. In this paper, we critically examine the literature on the CE and (...)

In this article, I reflect on the nature of innovation to lay the groundwork for a philosophy of innovation. First, I contrast the contemporary techno-economic paradigm of innovation with the work of Joseph Schumpeter. It becomes clear that Schumpeter’s work provides good reasons to question the techno-economic paradigm of innovation. Second, I contrast ‘innovation’ with ‘technology’ and identify five differences between the two concepts. Third, I reflect on the process-outcome dimension and the ontic-ontological dimension of innovation to develop four characteristics (...)

The paper presents a paradoxical feature of computational systems that suggests that computationalism cannot explain symbol grounding. If the mind is a digital computer, as computationalism claims, then it can be computing either over meaningful symbols or over meaningless symbols. If it is computing over meaningful symbols its functioning presupposes the existence of meaningful symbols in the system, i.e. it implies semantic nativism. If the mind is computing over meaningless symbols, no intentional cognitive processes are available prior to symbol grounding. (...)

In this paper I want to propose an argument to support Jerry Fodor’s thesis (Fodor 1983) that input systems are modular and thus informationally encapsulated. The argument starts with the suggestion that there is a “grounding problem” in perception, i. e. that there is a problem in explaining how perception that can yield a visual experience is possible, how sensation can become meaningful perception of something for the subject. Given that visual experience is actually possible, this invites a transcendental argument (...)

After suggestion that such re-interpretation is historically problematic and often involves attack on a straw man (the ‘maximality thesis’), it discusses proposals for digital hypercomputing with Zeno-machines , i.e. computing machines that compute an infinite number of computing steps in finite time, thus performing supertasks. However, there are people whom we would normally praise for their responsibility despite the fact that they do not yet possess such a capacity (e.g. consistently well-behaved young children), and others who have such capacity but who are still patently irresponsible (e.g. some badly-behaved adults). Thus, I argue that to qualify for the accolade “a responsible person” one need not possess such (...)

How should this thing be allocated to achieve the so-called equal distribution? A plausible initial composite answer to these two questions is that resources should be allocated in accordance with choice, because this way the resulting distribution of the said equalisandum will ‘track responsibility’ — responsibility will be tracked in the sense that only we will be responsible for (...)

There is much discussion about whether the human mind is a computer, whether the human brain could be emulated on a computer, and whether at all physical entities are computers (pancomputationalism). These discussions, and others, require criteria for what is digital. We take as a starting point the deeply philosophical, and—as we argue, deeply Kantian—views of L.E.J. Brouwer, the founder of intuitionism. We examine his famous first act of intuitionism. Therein, he put forth both a critical and a constructive idea. This critical idea involved digging a philosophical rift between what he thought of himself as doing and what he thought of his contemporaries, specifically (...)

Th e communis opinio is that Heidegger embraced the concept of the will in a non-critical manner at the beginning of the thirties and , in particular, he employed it in his political speeches of 1933–1934. Jacques Derrida for instance speaks about a “massive voluntarism” in relation to Heidegger’s thought in this period. The «extended mind thesis» sounds like a substantive thesis, the truth of which we should investigate. But actually the thesis a) turns about to be just a statement on where the demarcations for the «mental» are to be set (internal, external,…), i.e. it is about the «mark of the mental»; and b) the choice about the mark of the mental is a verbal choice, not a matter of scientific discovery. To this end, we distinguish between the innovation process and outcome dimension, and between the ontic and ontological dimension of innovation. The ontic dimension of innovation concerns beings like new artefacts, and the ontological dimension concerns the being of these beings. These distinctions lead to four characteristics of our understanding of innovation with several implications for the object of innovation and its novelty, as well as for the temporality and (...)

I want to suggest that the major influence of classical arguments for embodiment like "The Embodied Mind" by Varela, Thomson & Rosch (1991) has been a changing of positions rather than a refutation: Cognitivism has found ways to retreat and regroup at positions that have better fortification, especially when it concerns theses about artificial intelligence or artificial cognitive systems. Grasping the identity of hybrids, that is beings which cross the binarism of nature and technology (e.g. genetically-modified organisms (GMOs), syn-bio inventions, biomimetic projects), is problematic since it is still guided by self-evident dualistic categories, either as artefacts or as natural entities. To move beyond the limitations of such a one-sided understanding of hybrids, we suggest turning towards the categories of affordances and the juxtaposition of needs and patterns of proper use, as inspired by the Heideggerian version of phenomenology. Luck egalitarians think that considerations of responsibility can excuse departures from strict equality. However critics argue that allowing responsibility to play this role has objectionably harsh consequences. Luck egalitarians usually respond either by explaining why that harshness is not excessive, or by identifying allegedly legitimate exclusions from the default responsibility-tracking rule to tone down that harshness. And in response, critics respectively deny that this harshness is not excessive, or they argue that those exclusions would be ineffective or lacking in justification. (...)

The transgressive ontological character of hybrids—entities crossing the ontological binarism of naturalness and artificiality, e.g., biomimetic projects—calls for pondering the question of their ethical status, since metaphysical and moral ideas are often inextricably linked. The example of it is the concept of “moral considerability” and related to it the idea of “intrinsic value” understood as a non-instrumentality of a being. Such an approach excludes hybrids from moral considerations due to their instrumental character. In the paper, we revisit the boundaries of (...)

  43. Is it time for robot rights? Moral status in artificial entities.Vincent C. Müller - 2021 - Ethics and Information Technology 23 (3):579–587.
Some authors have recently suggested that it is time to consider rights for robots. These suggestions are based on the claim that the question of robot rights should not depend on a standard set of conditions for ‘moral status’; but instead, the question is to be framed in a new way, by rejecting the is/ought distinction, making a relational turn, or assuming a methodological behaviourism. We try to clarify these suggestions and to show their highly problematic consequences. While we find (...)

  44. Contesting the Will: Phenomenological Reflections on Four Structural Moments in the Concept of Willing.Vincent Blok - 2018 - Journal of the British Society for Phenomenology 49 (1):18-35.
The starting point of this article is the undeniable experience of conscious willing despite its rejection by scientific research. The article starts a phenomenology of willing at the level of the phenomenon of willing itself, without assuming its embeddedness in a faculty of the soul, consciousness and so forth. After the introduction, a brief history of the philosophy of willing is provided, from which the paradoxical conclusion is drawn that, according to phenomenologists like Heidegger and his followers, the dominance of (...)

  45. Being-in-the-World as Being-in-Nature: An Ecological Perspective on Being and Time.Vincent Blok - 2014 - Studia Phaenomenologica 14:215-235.
Because the status of nature is ambiguous in Being and Time, we explore an ecological perspective on Heidegger’s early main work in this article. Our hypothesis is that the affordance theory of James Gibson enables us to a) to understand being-in-the-world as being-in-nature, b) reconnect man and nature and c) understand the twofold sense of nature in Being and Time. After exploring Heidegger’s concept of being-in-the-world and Gibson’s concept of being-in-nature, we confront Heidegger’s and Gibson’s conception of being-in-the-world and being-in-nature. (...)

  46. Major Questions Doctrine: Real of Fantasy?Vincent Samar - 2024 - Capital University Law Review 52 (1):1-40.
In this article I review the Supreme Court’s current use of its major questions doctrine to see if the justifications commonly offered for its existence can explain its current use. In the process of doing so, I examine what the doctrine is about, how it came into existence and how the Court has applied it, especially in context to two recent cases, West Virginia v. EPA and Biden v. Nebraska. As both of these cases implicate the regulatory state, I place (...)

  47. The morendo of the Anthropocene.Vincent Blok - 2022 - Foundations of Science 27 (2):411-415.
This essay engages with Bernard Stiegler’s discussion with Martin Heidegger in The ordeal of Truth, published in Foundations of Science 2020. It appreciates Stiegler’s progressive reading of Heidegger’s work but critically reflects on several elements in his work. A first element is the methodological aspect of Heidegger’s being historical thinking, which is missed by Stiegler and confirms the indifference towards philosophical method that can be found in the work of many contemporary philosophers. A second element concerns Heidegger’s and Stiegler’s remaining (...)

This paper aims to contribute to the ongoing conceptual debate on responsible innovation, and provides innovation practices and processes that can help to implement responsible innovation in the business context. Based on a systematic literature review of 72 empirical scholarly articles, it was possible to identify, analyse and synthesise empirical findings reported in studies on social, sustainable and responsible innovation practices in the business context. The synthesis of the included articles resulted in a refined framework for responsible innovation in the (...)
