When national borders in the modern sense first began to be established in early modern Europe, non-contiguous and perforated nations were a commonplace. According to the conception of the shapes of nations that is currently preferred, however, nations must conform to the topological model of circularity; their borders must guarantee contiguity and simple connectedness, and such borders must as far as possible conform to existing topographical features on the ground. The striving to conform to this model can be seen at (...) work today in Quebec and in Ireland, it underpins much of the rhetoric of the P.L.O., and was certainly to some degree involved as a motivating factor in much of the ethnic cleansing which took place in Bosnia in recent times. The question to be addressed in what follows is: to what extent could inter-group disputes be more peacefully resolved, and ethnic cleansing avoided, if political leaders, diplomats and others involved in the resolution of such disputes could be brought to accept weaker geometrical constraints on the shapes of nations? A number of associated questions then present themselves: What sorts of administrative and logistical problems have been encountered by existing non contiguous nations and by perforated nations, and by other nations deviating in different ways from the received geometrical ideal? To what degree is the desire for continuity and simple connectedness a rational desire, and to what degree does it rest on species of political rhetoric which might be countered by, for example, philosophical argument? These and a series of related questions will form the subject- matter of the present essay. (shrink)

Why does ‘ethnic cleansing’ occur? Why does the rise of nationalist feeling in Europe and of Black separatist movements in the United States often go hand in hand with an upsurge of anti-Semitism? Why do some mixings of distinct religious and ethnic groups succeed, where others (for example in Northern Ireland, or in Bosnia) fail so catastrophically? Why do phrases like ‘balkanisation’, ‘dismemberment’, ‘mutilation’, ‘violation of the motherland’ occur so often in warmongering rhetoric? All of these questions (...) are, it will turn out, connected. To understand how they are connected we we will need to examine how human beings acquire a relationship to specific chunks of land, a relationship that is emotionally so strong that they are prepared to die – or kill – to protect that land for themselves or to win it back from others. Territoriality, the biologically rooted predisposition to defend core areas of home ranges against intruders, is a near-universal phenomenon amongst animals of all species. But the ways in which defended territories are conceived and demarcated differ widely from species to species and from group to group. By coming to an understanding of the geometry of these differences we can come to understand also some of the factors which give rise to interethnic conflict. (shrink)

A common theme from certain circles during the Yugoslav wars was that the seceding republics lacked a right to secede, but that if a right were accorded them by the EC or international community, it would have to be granted to the Serbian minorities in these republics, especially in Bosnia and Herzegovina, on pain of inconsistency. This microcosm argument is in fact unsound. On a reasonable conception of a right of self-determination and secession elaborated here, the Republic of Bosnia and (...) Herzegovina enjoyed a right of secession, while Bosnian Serbs did not. Nor did Bosnian Serbs restrict their claim to such a right to territories in which they held a majority; rather, they demanded "secession" for a whole swathe of lands which lacked even a Serb plurality before their brutal "ethnic cleansing". Either voluntarist or ethnicist conceptions of a right of secession might have been construed as supporting the microcosm argument, but both of those are terrible conceptions of the right of self-determination and secession. Nakba is ignored in Western philosophy encyclopedias, and the notion of genocide is rarely explained. In turn, there is much talk about the Holocaust.

Terrorist violence is often condemned for targeting innocents or non-combatants. There are two objections to this line of argument. First, one may doubt that terrorism is necessarily directed against innocents or non-combatants. However, I will focus on the second objection, according to which there may be exceptions from the prohibition against killing the innocent. In my article I will elaborate whether lethal terrorism against innocents can be justified in a supreme emergency. Starting from a critique of Michael Walzer’s account of (...) supreme emergency, I will argue that the supreme emergency exemption justifies the resort to terrorism against innocents to avert moral disasters such as genocide and ethnic cleansing, provided that the criteria of last resort, proportionality and public declaration are satisfied. [1] If asked to name career diplomats who have tackled some very difficult international crises, many foreign policy makers would put Richard Holbrooke near the top of the list. Not many negotiators have wielded moral principle, power, and reason as well as Holbrooke. His book on the Bosnia negotiations leading up to the 1995 Dayton Peace Agreement is timely, given the ethnic cleansing that is being carried out in Kosovo, a southern province of Yugoslavia's Serb Republic. Once again (...) we are faced with unrest in the Balkans. We have seen the daily newspaper headlines change from "24 Albanian Men Killed in Kosovo" and "Hopes Fade for New Kosovo Talks" to "NATO Air Campaign Expanded" and "Chinese Embassy Bombed in Belgrade." Although talk of "Bosnian Muslims," "the Bosnian Army" and "Srebrenica' has been replaced with "Kosovars," "the Kosovo Liberation Army," and "Rogovo," two of the main actors in the Bosnia negotiations have returned to put their stamp on the Kosovo negotiations: President Slobodan Milosevic and U.S. envoy Richard Holbrooke. Unfortunately, Holbrooke's words that begin the last paragraph of his book seem to have come true: "There will be other Bosnias in our lives." With that in mind, Holbrooke's book will best he appreciated as a harbinger of things to come in Kosovo and elsewhere. (shrink)

The review highlights our need to read the partition event as a warning for future and ongoing genocides. The review also shows the superiority of literature over history. This chapter has two objectives. The first is to clarify Aristotle’s view of the first principles of the sciences. The second is to stake out a critical position with respect to this view. The paper sketches an alternative to Aristotle’s intuitionism based in part on the use of quantitative inductive logics.

This article explicates the views on both race and ethnicity of these three prominent Latinx philosophers, compares them (somewhat), and offers some criticisms. Corlett jettisons race as a categorization of groups, but accepts a form of racialization somewhat at odds with this jettisoning. Gracia adopts as a general principle that an account of both ethnicity and race should help us see aspects of reality that would otherwise be obscured; but this is at odds with his regarding the Latin American view (...) of race as more rational than the U.S. version with its “one-drop rule.” The latter has structured the reality of race in the U.S. for African Americans. Alcoff is much more concerned with the phenomenology of race and ethnicity than the other two, and she clearly adds “pan-ethnicity” to the mix of concepts required to understand Latino/a Americans. I argue that she fails to see the agentic and political aspect of black identity in the U.S., and in a sense shares with Gracia a misplaced sense that the mixedness of Latin American racial identity is somehow to be preferred to the more binary U.S. form. Studies on racial and religious discriminations in Malaysia tend to be avoided. This is due to their sensitive nature, possibly becoming political ammunition, and individuals being accused of seditious intent. Much that is necessary to discuss discrimination in Malaysia remains unclear. It is not known to what extent contact between groups is undesirable especially as neighbors in Malaysia. This study examined ethnic differences and predictors of racial and religious discriminations among 1200 Malaysians (319 Chinese and 881 Malays). Discrimination was (...) conceptualized through having the attitude of not wanting people of a different race or a different religion as neighbors. Ethnic differences in discriminating against others were found to be significant. Malays showed higher means of not wanting neighbors of a different race or religion compared to Chinese. Demographic factors and beliefs reflecting conservatism were not good predictors, explaining only slight variances. However, a person who discriminates based on religion was consistently a predictor of exhibiting racial discrimination, and vice-versa, with approximately double the odds among Malays. The finding highlights a strong interplay between race and religion, suggesting that Chinese and Malays conflate the two together. (shrink)

The field of this research is the area of Thrace in Greece, in which people from various ethnic groups coexist for almost a century. Most of these ethnic groups moved to the area, after voluntary migrations in 1923. The newcomers were classified as "refugees" and were treated hostilely by the locals. One of these ethnic groups that was treated hostilely was the Gagauz, a Turkish-speaking ethnic group. The aim of this research is to study the acculturation (...) strategies of the Gagauz in their attempt to be accepted in Greek society. This study attempts to investigate the way in which the Gagauz construct and reconstruct their ethnic identity through dance. Data was gathered through the ethnographic method as this is applied to the study of dance. The interpretation of the research data in order to approach the ethnic identity of the Gagauz was based on the theoretical perspective of cultural and social construction or constructivism. This theory, in order to highlight the ethnic identity of the Gagauz, is used under the analytical terms of "acculturation" according to the multicultural model proposed by Berry. From the analysis and interpretation of the ethnographic data, it was found that the construction of the ethnic identity of the Gagauz in Greece is a fluid process, in the reconstruction of which an important factor is the degree of its acculturation. The Gagauz, experiencing a social reality that seeks to have multiple identities at the same time, change the meanings of their actions always in relation to their social environment. Thus, on the one hand, they choose to have a Greek Thracian ethnic identity, on the other Gagauz ethnic identity, and on a third level they self-identify as Greek Gagauz. So, depending on their circumstances and feelings, they choose a different ethnic identity. (shrink)

The author reviews the planned withdrawal of healthcare from the primary public hospital, Grady Memorial Hospital, of Atlanta, Georgia. Prior to passage of the Affordable Care Act of 2010, at least half of the patients had no public or private health insurance and their care was financially supported by State and County funding as well as supplementation from Emory University. New administration in the elected positions of the State and County and at the University reached agreement to decrease care. The (...) University President stated that the Hippocratic Oath was no longer valid for salaried physicians who must follow the direction of their business manager. The author, a tenured Professor, was forcibly transferred to the Veterans Hospital, which also was withholding standard medical care, including life-saving medications. Organizing multiple concerned organizations including members of the King Center, the Carter Center, the Open Door Community Center, Gay Rights, etc., (Grady Coalition) multiple public protests were successful in raising the necessary funds to continue adequate care at Grady and begin an investigation of the Veterans Affairs Hospital. This paper inquires further into how reliable Milan Kundera’s assessment of the taxi driver is. It seems to me that Kundera, though probably from a highly privileged background, approaches fiction writing like a member of an oppressed group: as soon as there is some problem, such as a difficult to digest sentence or a boring passage, the mainstream reader is shutting this book. Possibly the taxi driver would not be on this last chance saloon system.

Assisted reproduction using donor gametes is a procedure that allows those who are unable to produce their own gametes to achieve gestational parenthood. Where conception is achieved using donor sperm, the child lacks a genetic link to the intended father. Where it is achieved using a donor egg, the child lacks a genetic link to the intended mother. To address this lack of genetic kinship, some fertility clinics engage in the practice of matching the ethnicity of the gamete donor to (...) that of the recipient parent. The intended result is for the child to have the phenotypic characteristics of the recipient parents. This paper examines the philosophical and ethical problems raised by the policy of ethnic matching in gamete donation. I consider arguments for the provision of ethnic matching based on maximising physical resemblance and fostering ethnic identity development. I then consider an argument against ethnic matching based on the charge of racialism. I conclude that while the practice of ethnic matching in gamete donation could promote positive ethnic identity development in donor-conceived children from historically subjugated ethnic minorities, it also risks endorsing the problematic societal attitudes and assumptions regarding ethnicity that enabled such subjugation in the first place. Racism has been the subject of considerable attention in recent years, and although many varieties of it have been identified and discussed, most of the discussions take insufficient account of the differences between the racial, ethnic, and national elements that play roles in it. Nonetheless, the talk of racism against members of ethnic and national groups is quite common and gives rise to misunderstandings and confusions about what racism is and the various forms it can take when these (...) differences are not explored. In this article, I explore racism in the contexts of race, ethnicity, and nationality in order to determine whether it makes sense in those contexts and, if it does, the differences and similarities between them. I argue that understandings of racism that pay insufficient attention to the differences that characterize racism arising from considerations of race, ethnicity, and nationality stand on the way of its eradication and prevention. I further argue that conceptions of race, ethnicity, and nationality that attempt to integrate them into mixed notions can make matters worse. (shrink)

Tarlac State University (TSU) is a multi-ethnic and multicultural institution with a student population that is predominated by the Kapampangan, Ilocano, and Tagalog ethnolinguistic groups. This paper is a comparative study of the ethnic stereotypes and self-stereotypes of these three ethnolinguistic groups. Using a modified Katz and Braly trait checklist, this paper was able to: 1) profile the ethnic stereotypes and self-stereotypes of these three ethnolinguistic groups, 2) determine their uniformity indices, 3) determine their positivity/negativity indices, 4) (...) compare and contrast their profiled ethnic stereotypes and self-stereotypes, 5) compare and contrast the uniformity indices of their ethnic stereotypes and self-stereotypes, and 6) compare and contrast the positivity/negativity indices of their ethnic stereotypes and self-stereotypes. This paper was also able to establish that the Kapampangan ethnic stereotype and self-stereotype shared the most number of traits in common, while the Tagalog ethnic stereotype and self-stereotype shared the least number of traits in common. This paper was also able to establish that the uniformity indices of the Kapampangan ethnic stereotype and self-stereotype are closest to each other; while those of the Tagalog ethnic stereotype and self-stereotype are farthest from each other. Finally, this paper was able to establish that the positivity/ negativity indices of the Kapampangan and Tagalog ethnic stereotype and self-stereotype are both closest to each other; while those of the Ilocano ethnic stereotype and self-stereotype are farthest to each other. This paper is significant not only in knowing whether there is a difference between how the three ethnolinguistic groups construct each other’s stereotypes and their respective self-stereotypes, but more so in laying down the preliminary information that would lead towards understanding the dynamics among these same ethnolinguistic groups, and towards building a more cohesive student body in TSU, or citizens of Tarlac City, or inhabitants of Tarlac Province. This paper is also important in providing a model study that can be replicated in other multicultural institutions and locations in the country. (shrink)

The concept of ‘Ethnicity’ still enjoys some currency in the historical and social science literature. However, the cogency of the idea remains disputed. First coming to prominence in the 1980s, the word is often used to depict the character of social relations in the context of conflicts over sovereignty. The case of Northern Ireland presents a paradigmatic example. This article is a rejoinder to Ian McBride’s contention that my scepticism about the notion lacks justification. With reference to disputes over the (...) state, I show in response that ‘ethnicity’ in effect means nationality. I further claim that the nation state is a successor to the dynastic state. In clarifying the meaning of this arrangement, the article brings out how the nation is a juridical rather than empirical category. More specifically, it derives from the notion of corporate personality in law. For this reason, its retrospective integrity is a matter of fabrication, depending on the fiction of ancestral continuity. At the same time, its future-oriented cohesiveness means that it must be invested with a unifying will. I conclude that the legitimacy of a nation state rests on its democratic will, whose coherence is expressed in the action of its government. (shrink)

This brief paper raises a puzzle, or half-puzzle, about Flora Nwapa’s ethnic identity in light of sentences in her novel Women are Different and presents two solutions.

Tarlac State University (TSU) is a multi-ethnic and multicultural institution with a student population that is predominated by the Kapampangan, Ilocano, and Tagalog ethnolinguistic groups. This paper was able to establish that (1) the salient traits of the Kapampangan ethnic stereotype are mayabang, masarap magluto, and galante/magastos; those of the Ilocano ethnic stereotype are kuripot, baduy, and madiskarte; and those of the Tagalog ethnic stereotype are maka-Diyos, maganda/guwapo, (2) the Ilocano and the Tagalog ethnic stereotypes shared the most number of traits, while the Kapampangan and Ilocano ethnic stereotypes shared the least number of traits, (3) the Ilocano ethnic stereotype is the sharpest, while the Tagalog ethnic stereotype is the blurriest, and (4) the Tagalog ethnic stereotype is the most positive, while the Kapampangan ethnic stereotype is the most negative. Understanding the dynamics among these ethnolinguistic groups would hopefully lead towards building a more cohesive student body in TSU, or citizens of Tarlac City, or inhabitants of Tarlac Province. This paper is also important in providing a model study that can be replicated in other multicultural institutions and locations in the country. (shrink)

In this article, we analyse how researchers use the categories of race and ethnicity with reference to genetics and genomics. We show that there is still considerable conceptual “messiness” (despite the wide-ranging and popular debate on the subject) when it comes to the use of ethnoracial categories in genetics and genomics that among other things makes it difficult to properly compare and interpret research using ethnoracial categories, as well as draw conclusions from them. Finally, we briefly reconstruct some of the (...) biases of reductionism to which geneticists (as well as other researchers referring to genetic methods and explanations) are particularly exposed to, and we analyse the problem in the context of the biologization of ethnoracial categories. Our work constitutes a novel, in-depth contribution to the debate about reporting race and ethnicity in biomedical and health research. First, we reconstruct the theoretical background assumptions about racial ontology which researchers implicitly presume in their studies with the aid of a sample of recent papers published in medical journals about COVID-19. Secondly, we use the typology of the biases of reductionism to the problem of biologization of ethnoracial categories with reference to genetics and genomics. (shrink)

Francisco Gil-White argues that the ubiquity of racialism—the view that so-called races have biological essences—can be explained as a by-product of a shared mental module dedicated to ethnic cognition. Gil-White’s theory has been endorsed, with some revisions, by Edouard Machery and Luc Faucher. In this skeptical response I argue that our developmental environments contain a wealth, rather than a poverty of racialist stimulus, rendering a nativist explanation of racialism redundant. I also argue that we should not theorize racialism in (...) isolation from racism, as value judgments may play a role in essentialist thinking about the ‘other’. (shrink)

The increasingly pluralistic character of modern societies has led to questions, not only about the proper use of ethnic-group terms, but also about the correct semantic analysis of them. Here I argue that ethnic-group terms are analogous to other linguistic expressions whose extension is fixed in the way suggested by a causal theory of reference. My view accommodates precisely those scenarios of communication involving ethnic-group terms that will be seen puzzling to Fregeans. The article examines the role of ethnic favoritism in maldistribution of national resources in Kenya and discusses two broad proposals for attacking such corruption. Evidence drawn from research in Kenya disproves the view of Chabal and Daloz, who argue that Africans prefer to distribute goods according to ethnic ties, and shows that frustration with the lack of alternatives to such a system, rather than enthusiasm for it, drives cooperation with corrupt maldistribution. One solution to the problem is to (...) decentralize government so that resources are retained locally. A second solution is to attack the culture of appropriation and push for a fair evaluation of needs and the equitable distribution of national resources to where they are needed most. Drawing on the ideas of Hannah Arendt, the article proposes a modified federalism where government is small enough to enlist the help and support of locals but powerful enough to provide funds to impoverished sectors of the country. In this paper I examine the genesis of Kant’s conception of a realm of ends, arguing that Kant first started to think of morality in terms of striving to be a member of a realm of ends, understood as an ideal community, in the early 1760s, and that he was influenced in this by his encounter with the Swedish mystic Emanuel Swedenborg. In 1766 Kant published Dreams of a Spirit Seer, a commentary on Swedenborg’s magnum opus, Heavenly Secrets. Most commentators (...) take Kant’s attitude towards Swedenborg to have been entirely negative, and argue that, at the most, Kant’s encounter with him had a purely negative impact on Kant’s development, inducing him to reject certain of his early metaphysical positions. I argue, in contrast, that Swedenborg had a positive influence on Kant’s development, particularly on his ethics, for Kant’s conception of a realm of ends is modeled on Swedenborg’s conception of heaven as a community of spirits governed by moral laws. In this paper, I discuss some of the criteria that liberal states have used to choose between potential immigrants. While overtly racist policies have been widely condemned and abolished, many states have still in the recent past selected immigrants based on their ethnicity and/or language competency. I argue that even apparently more benign examples of ethnic and linguistic selection are unacceptable because they tend to express a morally problematic message that members of certain ethnic groups within the territory—the (...) people who are really from there— occupy a privileged position within the political community. And this means, I argue, that they unjustly exclude members of other ethnic groups. Finally, I address some special features of linguistic selection that are sometimes thought to make it justifiable, including the de facto inevitability of promoting some languages more than others, the fact that languages can be learned voluntarily, and the fragility of minority languages in territories where there is another language that is more universally known. Given the sordid history of injustices linking genetics to race and ethnicity, considerations of justice are central to ensuring the responsible development of precision medicine programmes around the world. While considerations of justice may be in tension with other areas of concern, such as scientific value or privacy, there are also tensions between different aspects of justice. This paper focuses on three particular aspects of justice relevant to this precision medicine: social justice, distributive justice and human rights. We describe the (...) implications of each for the use of race and ethnicity in precision medicine, and also how they intersect and potentially conflict with each another. By attending to these intersections, we aim to enrich and add nuance to debates over how best to proceed with precision medicine initiatives. (shrink)

This paper examines a variety of social scientific studies purporting to demonstrate that transracial adoption is in the best interests of children. Finding flaws in these studies and the ethical and political arguments based upon such scientific findings, we argue for adoption practices and policies that respect the racial and ethnic identities of children of color and their communities of origin.

Cultural communication has obliquely shapes society relationships with another for the sake of togetherness prosperity. Diversity of norms and values from cultural symbols are able to be transferred as connecting elements in order to create interaction that is based on mutual comprehension of cultural norms. This study objective is to comprehend Bawean ethnic's cultural communication symbol. Employing qualitative methods, social construction paradigm is perceived through in-depth interview. This methodology adapted to realize the meaning of cultural communication between Bawaean and (...) the other Malay sub-ethnicity. There are one main informant and ten other informant whom have been interviewed face-to-face. The result has shown that Bawean ethnic's cultural communication symbol such as language, cuisine, martial arts and religious rituals are the main elements in Bawean ethnic's cultural communication. In conclusion, cultural communication between Bawean ethnic and other ethnic has taken place according to the situations as either inside or outside the group. Cultural similarities has facilitate cultural communication tranquility. It creates social integration with relation to the ethnic relationship processes such as acculturation, accommodation and integration. (shrink)

This article studies the epic space of Dam San that is associated with traditional beliefs, rituals in festivals, and contexts associated with Ede’s productive labor and living activities. In that context, the image of the hero Dam San is an ideal leader with strength, talent, courage, virtue, great ambitions, and great ideals, and those ideals also represent the ideals of an ethnic group. The epic space of Dam San is just like a large theme reflecting the cultural life and (...) anchoring, transmitting traditional cultural values of the Ede ethnic group in Vietnam. (shrink)

Social integration was theorized to be a ‘secularizing’ process for immigrants in Western Europe. Assuming that immigrants adapt to new social environments by complying with the mainstream culture of their receiving countries, immigrant religiosity is expected to decline as they assimilate in societies where secular norms prevail. Alternatively, religion could be a coping mechanism for immigrants who struggle to assimilate in their receiving countries. ‘Buffer’ theories of religion suggest that religious identity could be interchangeable with ethnicity and nationality to mitigate (...) the identity conflicts immigrants experience. This paper addresses the following research question: What role does religion play in the identity conflict experienced by immigrants who are both an ethnic minority and a national of a Western European country? Particularly, I explore the pertinence of religious identity for first-generation Sub-Saharan African Christian immigrants (SSACI) in Germany and France, where the models of immigrant assimilation diverge. Statistical tests were conducted on data derived from two surveys to compare religious, national, and ethnic self-identities at the group and individual levels. The group comparisons suggest that Christianity was indeed more salient for SSACI than native-born Christians. SSACIs without citizenship were also more likely to experience identity conflict, to which they may cope by associating less with their ethnicity or more with their religious identity. Perceived discrimination was associated with identity conflict only in Germany where immigrant assimilation is traditionally based on a common ancestry, in contrast to the values-based model in France. These are consistent with the predictions derived from ‘buffer’ theories of immigrant religiosity but longitudinal studies are needed for a more robust understanding of these trends. (shrink)

The paper contains the results of a theoretical analysis of the works devoted to the problem of interpersonal relations, mediated by the specifics of ethnic composition and organizational changes. The results of a semi-structured interview of 300 employees of mono and multi-ethnic work collectives of commercial and industrial enterprises of the Penza region are presented, during which their attitude to restructuring changes in the organization was studied.

In this article, I present and critically analyze the main ideas of the Nigerian thinker, Ifeanyi A. Menkiti, on the future of the multi-ethnic state in Africa. Menkiti appears to consider that the basic condition for the successful coexistence of the various groups occupying the states of Africa is for relations between them to rest on just principles. Justice should involve the fair and equitable division amongst peoples of the burdens and benefits of living in a common state. To (...) realize this ideal, he proposes the creation in Africa of morally neutral, managerial states. He bases his plan in part on the ideas of John Rawls. Close analysis of Menkiti’s views shows that his vision of the minimalist state is only a temporary solution, which is to lead to the peaceful dismemberment of the current post-colonial model of multi-ethnic states functioning within the old colonial borders. The basic value of Menkiti’s thought rests in his reversal of the usual perspective on African states, as he considers that maintaining territorial integrity or achieving unity should no longer be considered a paramount necessity. This study aims to describe the cultural strategy of the Buginese people of Pagatan (one of ethnic group in Indonesia) in preserving their local wisdom living in a multicultural society. This research was conducted using qualitative descriptive method through three methods of data collection i.e. in-depth interview, observation and literature involving community leaders and ordinary people as informants. The historical-interpretative method was used to analyze the Data. The findings from this study indicate that the people of Buginese-Pagatan use two (...) strategies to preserve their Buginese identity in a pluralistic society i.e. the strategy of interaction patterns and the use of ethnic symbols. In the strategy of interaction patterns, they implement adaptive and inclusive interaction patterns. This strategy is represented by the mastery and the use of regional languages in addition to the Buginese language, cross-ethnic marriages, and participation in social activities. While in the strategy of using ethnic symbols, they form a distinct identity from the one existing in Sulawesi. This strategy is represented by the use of ethnic symbols such as wearing Bodo clothes, bone cap in the rituals of marriage and moving in new houses, preserving the ancient model of Buginese house for settlement, and forming a new cultural identity called Maccera Tasi. This research has identified local values preserved and held by its people as cultural strategies in building a harmonious society. We believe that the cultural strategies are useful not only to form a united, dignified and civilized local community of Indonesia, but also to serve as a model for other cultures to preserve their local wisdom. Level of education has effect on the use of greeting words in communication. This paper aims to describe the greeting words used by Makassar ethnic community based on their level of education and outlines the factors that influence the use of the greeting words in the society. The writers used a grounded research method with qualitative approach in descriptive type and phenomenological strategy. The population was the educated and less educated people of Makassar ethnic community. The results showed (...) that the educated people used formal and polite greeting words. Meanwhile, the less educated people used a variety of informal greeting words based on their social status. (shrink)

It is true now that man lives in a world of conflict. Conflict is an ever-present process in human relations. Conflict situations indeed appear frequently in daily, public and private life. Conflict may occur within and among families, groups, communities or nations; and they may be fuelled by ethnic, racial, religious, or economic differences, or may arise from differences in ideologies, values and beliefs. Conflict may be on a small or large scale. Conflict charge the people with tensions, threats, (...) fears, anxieties and uncertainties. What makes a society ideal is the extent to which the conflicting interests and needs in a society are constructively managed so that violence does not threaten its continued existence. Since it is obvious that conflicts in any given society is inevitable, management and resolution of conflict is the very essence of talking about conflict. This is what this work is set to achieve and to offer suggestions on how to manage and resolve conflict thereby reducing its negative and destructive effects. This work showed the church has the potential to contribute to the management and resolution of conflicts in Nigeria. (shrink)

Krzysztof Trzciński, ‘The Concept of an Ethnic Upper Chamber in a Bicameral Parliament in an African State (Part 2).’ The article has been published in “Afryka” 35, 2011, pp. 11-26 and is a continuation of the previous paper published under the same title in “Afryka” 34. Part 2 explains a couple of cases (of the Senate of Lesotho, and two Houses of Chiefs, in Botswana and Zambia) that seem useful in the analysis of the Nigerian political thinker Claude Ake’s (...) concept of the ‘chamber of nationalities.’ According to the concept, in a multiethnic African state, a bicameral parliament should be constituted, of which the upper house should be created based on the existing ethnic divisions, allowing all ethnic groups to be represented in a balanced way and thus empowering the smaller of them. Implementation of this concept might contribute to the building of more peaceful and politically stable states in Africa. In the latter part of this article, a study of the political system of Bosnia and Herzegovina is discussed in short, with a particular focus on the case of the House of Peoples of Bosnia and Herzegovina that resembles Ake’s concept very closely. In the final part of the article, some drawbacks of Ake’s concept are brought up and discussed critically. (shrink)

Krzysztof Trzciński, ‘The Concept of an Ethnic Upper Chamber in a Bicameral Parliament in an African State (Part 1).’ The article has been published in “Afryka” 34, 2011, pp. 30-42. It consists of two parts. Part 1 explains Nigerian political thinker Claude Ake’s concept of the ‘chamber of nationalities,’ in the context of the idea of recognizing and strengthening the ethnic groups’ rights in a multiethnic African state. According to the concept, in an African state, a bicameral parliament (...) should be constituted. Its upper house should be created based on the existing ethnic divisions, allowing all ethnic groups to be represented in a balanced way and thus empowering the smaller of them. Implementation of this concept may contribute to the building of more peaceful and politically stable states in Africa. Ake’s opinions are enriched with the views of a Sierra Leonian philosopher George M. Carew that seem useful in the analysis of the whole concept. Next, a case study of the Ethiopian parliament’s upper chamber, House of Federation, is discussed. That chamber is a product and an essential part of the ethnic federalism system currently existing in Ethiopia. This case resembles Ake’s concept in many ways. Then, the Nigerian philosopher Ifeanyi A. Menkiti’s ideas, having some common points with the Ethiopian territorial structure and political system as a whole, are explained. Menkiti’s views teach what may be the realities of an ethnic federalism system, especially in an undemocratic environment. His opinions also seem complementary with some of Ake’s ideas concerning the ‘chamber of nationalities’ concept. (shrink)

While this article aims to explore the connections between citizenship and ‘race’, it is the first study to use fictional tools as a sociological resource in exemplifying the deviation between citizenship in principle and practice in an Austrian context. The study involves interviews with 73 Austrians from three ethnic/racial groups, which were subjected to a directed approach to qualitative content analysis and coded based on sentences from George Orwell’s fictional book, ‘Animal Farm’. By using fiction as a conceptual and (...) analytical device, this article goes beyond the orthodox particulars of citizenship to expose the compressed entitlements of some racial/ethnic minorities. In particular, data analysis revealed two related and intertwined central themes: (a) “all animals are not equal or comrades”; and (b) “some animals are more equal than others”. All ‘animals’ may be equal in principle, whereas, in practice, their ‘race’ serves as a critical source of social (dis)advantage in the ‘animal kingdom’. Thus, since citizenship is a precondition for possessing certain rights that non-citizens are not granted, I argue that citizenship cannot only be judged by whom it, in theory, excludes (i.e., non-citizens), but also by how it treats the included (i.e., citizens) on the basis of their ‘race’. I conclude that skin colour is a specific aspect of the hierarchy of citizenship in Austria, which reinforces that ‘some animals are more equal than others’. (shrink)
