At this time of pandemic, people will have to co-exist with the COVID-19. The need to ‘strategically’ cope with this inevitable situation still remains to be explored in various depths, most especially in the area of education during flexible teaching and learning. This phenomenological study aimed to determine the challenges, coping strategies, and significant insights of COVID-19 frontliners during the pandemic. The study utilized a qualitative phenomenological approach, and using purposive sampling technique, the eight (8) participants who worked as a COVID-19 frontliner in General Santos City were identified for an in-depth interview. Thematic analysis was used as a data analysis tool to interpret the data gathered. The results found that COVID-19 frontliners experienced different challenges during the pandemic, including the (...) fear of being infected with the disease, dealing with different patients, long and busy working hours, and mental health disturbance. As for their coping strategies in dealing with those challenges, the COVID-19 frontliners used their families’ support, taking care of themselves, as well as having strong faith in God. Also, valuing public health measures, the importance of self-care, and extending patience and understanding toward the patients were the significant insights shared by the COVID-19 frontliners. Moreover, understanding the impact of COVID-19 on the frontliners’ mental health can be the key to implementing plans and effective interventions to help them function more efficiently. (shrink)

Extension project implementers ensure that activities and community linkages are not hampered by the challenges posed by the Coronavirus Disease 2019 (COVID-19) pandemic. This study presents the lived experiences of extension project implementers in providing community services in the midst of pandemic. Specifically, their experiences, reflections, and insights in the implementation of extension projects were enumerated. Eleven extensionists who were directly involved in and capable of conducting University extension projects were purposefully chosen as participants. Descriptive phenomenology research design was employed. (...) Data were analyzed through Colaizzi’s (1978) method. The experiences of the extension project implementers were themed as follows: difficulties in planning and implementation; support system; reflections and insights; and outstanding characteristics of the implementers. Delivery riders became frontline workers who assisted everyone in getting their daily supplies. They transported them to their destinations when the pandemic started, and everyone had to stay home to stop the COVID-19 virus from spreading. Thus, this study explores the experiences, challenges, and coping mechanisms of 15 Female Delivery Riders in Bulacan, Philippines. The study employed Heideggerian Phenomenology and Interpretative Phenomenological Analysis (IPA). Further, the following themes arise: (1) The Realist, (2) The Accommodated, (3) The Vulnerable, and (4) The (...) Determined. These themes highlighted the experiences and challenges faced by the participants. Moreover, it is highly suggested that female employees should be given preferential assistance given their physical capabilities and role in the family. Thus, local government units should provide an alternative source of income that will allow them to have quality time with their family, especially their children. (shrink)

Teachers are the frontline workers in sustaining quality education; hence, assessing their knowledge, attitudes, and behaviors (KAB) allows them and the administrators to create better training, programs, and instructional materials. The objective is to develop and validate a quick and accessible online instrument to assess the teachers’ KAB towards sustainable development in the Philippine context, as part of a bigger project to integrate Pili (Canarium ovatum) into education. The researchers administered the instrument using a cross-sectional survey method through Google Forms (...) in which respondents (n = 206) had voluntarily answered. The 24-item tool, anchored on the 2030 sustainable development goals and their complex systems, is reliable and valid based on the confirmatory factor analysis, and Cronbach’s alpha and Fleiss’s kappa estimates. The results showed that having favorable knowledge and attitudes toward sustainable development is inadequate to create positive behaviors. The adaptation of the developed instrument, the use of findings for intercultural and cross-cultural studies, and further investigations are recommended. (shrink)

While this article sets out to advance our knowledge about the characteristics of Nigerian cybercriminals (Yahoo-Boys), it is also the first study to explore the narratives of the Economic and Financial Crimes Commission (EFCC) officers concerning them. It appraises symbolic interactionist insights to consider the ways in which contextual factors and worldview may help to illuminate officers’ narratives of cybercriminals and the interpretations and implications of such accounts. Semi-structured interviews of forty frontline EFCC officers formed the empirical basis of this (...) study and were subjected to a directed approach of qualitative content analysis. While prior studies, for example, indicated that only a group of cybercriminals deploy spiritual and magical powers to defraud victims (i.e. modus operandi), our data analysis extended this classification into more refined levels involving multiple features. In particular, analysis bifurcates cybercriminals and their operations based on three factors: [a] educational-attainment, [b] modus-operandi, and [c] networks-collaborators. Results also suggest that these cybercriminals and their operations are embedded in “masculinity-and-material-wealth”. These contributions thus have implications for a range of generally accepted viewpoints about these cybercriminals previously taken-for-granted. Since these criminals have victims all over the world, insights from our study may help various local and international agencies [a] to understand the actions/features of these two groups of cybercriminals better and develop more effective response strategies. At the height of the Covid-19 pandemic, frontline medical professionals at intensive care units around the world faced gruesome decisions about how to ration life-saving medical resources. These events provided a unique lens through which to understand how the public reasons about real-world dilemmas involving trade-offs between human lives. In three studies (total N = 2298), we examined people’s moral attitudes toward the triage of acute coronavirus patients, and found elevated support for utilitarian triage policies. These utilitarian tendencies did not (...) stem from period change in moral attitudes relative to pre-pandemic levels–but rather, from the heightened realism of triage dilemmas. Participants favoured utilitarian resolutions of critical care dilemmas when compared to structurally analogous, non-medical dilemmas–and such support was rooted in prosocial dispositions, including empathy and impartial beneficence. Finally, despite abundant evidence of political polarisation surrounding Covid-19, moral views about critical care triage differed modestly, if at all, between liberals and conservatives. Taken together, our findings highlight people’s robust support for utilitarian measures in the face of a global public health threat, and illustrate how the dominant methods in moral psychology (e.g. trolley cases) may deliver insights that do not generalise to real-world moral dilemmas. POLICE ETHICS – Abstract Mark Lauchs -/- Police are an essential part of the justice system. They are the frontline actors in keeping the peace, social stability and cohesion. Thus good governance relies on honest policing. However, there will always be at least a small group of corrupt police officers, even though Australians are culturally averse to corruption (Khatri, Tsang, & Begley, 2006). There have been many cases where the allegations of police corruption have reached to the highest levels of (...) a state police force (Blanch, 1982) and, in the case of the Fitzgerald Inquiry (Fitzgerald, 1989), ended in a commissioner being convicted of corruption. -/- Any public official who places their own interests before those of the public have corrupted a system in which they are supposed to act as agents of the public, will undermine the good governance of a society (Lauchs, 2007). Police officers attract offers of corruption because of their ability to enforce or ignore the law. Police who are unethical or in financial stress are vulnerable to offers of illicit payments. Longstanding arrangements of corruption within a police branch can lead to a corruption network between police and criminals. Organised police corruption constitutes “social behaviour, conducted in groups within organisations, that is powerful enough to override the officer’s oath of office, personal conscience, departmental regulations and criminal laws.” (Punch, 2000) it is an even greater threat to the community because the damage done has more impact than the sum of the individual acts of corruption. The utterance of morals or morality within a communist space is one that may, in the best of cases, raise a few eyebrows or, in the worst of cases, summon calls for condemnation or accusations of being unscientific. The subject of communist morality is one that is often ignored within the broader revolutionary left, while at the same time—especially within our current insurrectionary moment—beckons to be engaged with. As the hydra of neoliberalism begins its inevitable collapse, throwing capitalism once more (...) into a global crisis—and thusly its imperialist head begins to twist fascistically from the periphery back inward toward the United States and Europe—these categories that before seemed abstract and idealistic suddenly become vivid and tangible. Evil is how these injustices are described—in a non-hyperbolic fashion—by those engaged in the frontlines of revolutionary activity. So why is morality eschewed and denounced in left academic discourse? Are morals solely the provenance of the reactionary right or the dreamy idealist? (shrink)

The COVID-19 pandemic put immense pressure on healthcare systems globally, including those of highly developed countries like the United States and United Kingdom. During the pandemic, professional nursing organizations were the first to call attention to the disproportionate pandemic-related deaths among Filipino nurses. These organizations played a central role in addressing the various crises Filipino nurses faced due to their vulnerabilities as frontliners, ethnic minorities, and migrants in their host countries. Using the Volatile, Uncertain, Complexity, and Ambiguous (VUCA) framework, (...) this monograph assesses the pandemic-response actions and strategies of PNAA and PNAUK, two Filipino nursing associations in the US and UK. The major themes suggest that the two organizations are multifunctional entities with the capacity to act as lobbyists, research organizations, and decision-makers when adapting, strategizing, and coping with VUCA conditions. These findings corroborate previous findings on the potentiality of diasporic nursing organizations in addressing the gaps in government support for migrant workers in the healthcare industry. Teachers began preparing for modular and interactive distance learning under the presumption that teaching would continue regardless of the situation. Teaching is attainable, but there are difficulties as well. This quantitative study was to investigate and describe how teachers coped during the COVID-19 pandemic, including innovative practices used by teachers to defeat or simply overcome the difficulties and challenges of the modular teaching and learning approach. The study employed a descriptive-correlational research design and utilizing a purposive random sampling technique in (...) selecting the respondents of the study. There was a total of 50 public school teachers across the study’s locale who responded to the conduct survey, which set the research sample size limitation. The findings of the study showed that the significant relationship between theinnovative practices and coping mechanisms of the educators and their ability to overcome the difficulties and challenges of the modular instruction and learning approach during the COVID-19 pandemic had the overall correlation coefficient of 0.642 with a sig. (2-tailed of 0.397). Teachers must fortify their hearts to carry out their work and responsibilities despite the greater circumstances. To succeed and develop into a frontline teacher who is effective, they must devote all their effort. (shrink)

The town of Aksum is historically the richest tourist destination in Ethiopia. Thus, it is known for its cultural tourist attractions i.e. archaeological, religious and historical attractions. The objective of this study is to assess the supplies of micro and small scale enterprises to the tourism industry in the town. A qualitative research design was pursued in this study. Data were collected from primary and secondary sources. Interviews were conducted with purposely selected subjects as the main instrument of primary data (...) collection. In addition, field visits were conducted to observe the sites and take pictures. Both published and unpublished secondary sources were used, particularly for the literature review. Participants of this study were selected from the tourism and hotel industry, the Small Scale Enterprises Agency, micro and small scale enterprises, the Culture and Tourism Agency and other government offices. The Ethiopian Sustainable Tourism Development Project (ESTDP) was also consulted to assess the involvement of micro and small scale enterprises in the tourism sector. The findings indicate that micro and small scale enterprises have been divided into the five main economic sectors including agriculture, manufacturing, construction, trade and service sectors. The Ethiopian Sustainable Tourism Development Project has supported the enterprises in working with the tourism industry. The government’s role in organizing and supporting the enterprises however, seems to be weak. Some of the enterprises produce and sell their products to tourism institutions involved as frontline suppliers to the tourists. However, the enterprises are not well-organized and not strong enough to supply the required quantity and quality. Moreover, some of the enterprises don’t have any link with the tourism sector. The policy implications from this study indicate that local government in collaboration with private sectors and voluntary donors should support the local small enterprises to increase their capacity and improve their supplies. Street-level bureaucrats are a fundamental part of the implementation process of any policy. This study provides an examination of the factors that shape the behavior of street-level bureaucrats at the frontlines of policy implementation. This study investigates how rebelliousness generates an impact on the discretion of street-level bureaucrats and to what extent client meaningfulness plays a moderating factor. It utilizes a survey questionnaire distributed among inspectors of the Department of Labor in the Ministry of Human Resources of Malaysia (n=241). The (...) result of this study demonstrates that rebelliousness has a negative relationship with discretion, and client meaningfulness has a direct positive correlation with discretion. However, the relationship between rebelliousness and discretion is stronger with a high level of client meaningfulness. The objective of this study is to examine street-level bureaucrat behavior through the lens of Lipsky's theory which will provide an answer to the broad question of the factors that contribute to the existence of an imperfect implementation process. This study sheds light on the importance of client meaningfulness in moderating the behavior of street-level bureaucrats while interacting with inspectees. The novelty of this study is by highlighting two main constructs that are likely contributing to the implementation process by directly and indirectly impacting bureaucrats’ discretion: rebelliousness, and client meaningfulness. Climate change is today one of the greatest risks to peace and security, but arguably remains at the margins of policy action amid the loss of trust in multilateral institutions. The impacts of climate change are already felt by local communities in regions on the frontline. While communities have exercised agency to generate local impact and promote trust, the overwhelming impact of climate change necessitates effective state responses, and regional and global cooperation. Global cooperation, in turn, needs to better address (...) the challenges to peace and security faced by regions most exposed to the impacts of climate change. Southeast Asia is already experiencing direct climate change impacts from changes in temperature, precipitation, sea-level rise, ocean warming, and more frequent and intense extreme weather events. The subsequent indirect climate change impacts on food and water security, and changes in natural resource exploitation and migration patterns, affect the lives and livelihoods of people and communities across the highly diverse region and threaten its peace and security. In Southeast Asia, the cross-cutting impacts of climate change on peace and security can be analysed through the framework of comprehensive security. Comprehensive security is the organising concept of security in the region, integrated and widely reflected in the security lexicon in the ASEAN region and beyond. Unlike the conventional notion of security, which is narrowly defined to mean defending state borders from military attack, comprehensive security is a much broader conceptualisation of security that “[goes] beyond (but does not exclude) the military threats to embrace the political, economic and socio-cultural dimensions.". The aim of the study is to identify the effect of Service Quality and Corporate Image on Customer’s Loyalty .Questionnaires were distributed to collect responses from restaurant users in the Greater Accra region of Ghana. Descriptive statistics and correlation analysis were used to analyze the data and draw the conclusions. It was revealed that service quality and corporate image have strong positive association with customer’s loyalty .The study suggested that managers of restaurants provide needed logistics to aid frontline staff to (...) avoid delays in meeting customer demands. AWS, defined as all military robots capable of selecting or engaging targets without direct human involvement, are an emerging and potentially deeply transformative military technology subject to very substantial ethical controversy. AWS have both their enthusiasts and their detractors, prominently (...) advocating for a global preemptive ban on AWS development and use. Rejecting both positions, the author outlines a middle-of-the-road regulationist approach that is neither overly restrictive nor overly permissive. The disqualifying flaws of the rival prohibitionist approach are demonstrated in the process. After defining the core term of autonomy in weapon systems, the practical difficulties involved in applying an arms control regime to AWS are analyzed. The analysis shows that AWS are an extremely regulation-resistant technology. This feature when combined with their assumed high military utility makes a ban framework extremely costly to impose and enforce. As such it is ultimately very likely to fail at the benefit of the most unscrupulous international actors and at a very substantial risk to those abiding with international law. Consequently, to be ethically viable, a prohibitionist framework would need to offer substantial moral benefits impossible to attain through the rival regulationist approach. The remainder of the thesis undertakes to demonstrate that this is not the case. Comparing the considerations of military and strategic necessity to humanitarian concerns most commonly voiced by prohibitionists requires finding a common denominator for all values being referred to. Consequently, the thesis proceeds to show that both kinds of concerns are ultimately reducible to respect for basic human rights of all stakeholders, and so that the prohibitionist and regulationist approach may ultimately be compared in terms of consequences their adoption would generate for basic human rights realization. The author then evaluates both the potential humanitarian benefits, and the potential humanitarian hazards of AWS introduction. The benefits of leaving frontline combat to machines are outlined, with the unique kinds of suffering that would be abolished by such a development being described in detail. The arguments against AWS adoption are then divided into three classes: arguments related to alleged impossibility of compliance with The Laws of Armed Conflict, non-consequentialist and broad consequentialist arguments. This analysis, which comprises the greater part of the entire thesis, shows that the concerns behind compliance arguments are indeed substantial and have to be accommodated via a complex framework of best practices, regulations and localized restrictions on some kinds of AWS or AWS use in particular environments. They do not, however, justify a universal ban on using all the diverse forms of AWS in all environments. Non-consequentialist objections are found either reducible to other classes of arguments or thoroughly unconvincing, sometimes to the point of being actually vacuous. Broad consequentialist concerns are likewise found to be accommodable by regulation, empirically unfounded or causally disconnected from the actions of legitimate actors acquiring AWS, and therefore irrelevant to the moral permissibility of such actions. The author concludes that the proponents of prohibitionism are unable to point to moral benefits substantial enough to justify the costs and risks inherent in the approach. A global ban is, in fact, likely to have a worse humanitarian impact that well-regulated AWS adoption even if the strategic risks are disregarded. On the other hand, the analysis shows that there indeed exists an urgent need to regulate AWS through a variety of technological, procedural and legal solutions. These include, but are not limited to, a temporary moratorium on anti-personnel AWS use, development of internationally verified compliance software and eventual legal requirement of its employment, a temporary moratorium on AWS proliferation to state actors and a ban on their proliferation to non-state agents. Fukuyama's 'The End of History' has referred to Kojeve's 'homogenous state' as some sort of conceptual container for the evolving idea of liberal democracy. This paper critically re-assess the homogeneity of state as final stage of liberal idea and defends civil society in terms of democratic governance. It also invites to discuss the role of scholars as public intellectuals and repels the ideological abuse of the scientific method.
