The development of nuclear energy technologies in the second half of the 20th century came with great hopes of rebuilding nations recovering from the devasta-tion of the Second World War or recently released from colonial rule. In coun-tries like France, India, the USA, Canada, Russia, and the United Kingdom, nuclear energy became the symbol of development towards a modern and technologically advanced future. However, after more than six decades of experi-ence with nuclear energy production, and in the (...) aftermath of the Fukushima nuclear disaster, it is safe to say that nuclear energy production is not without its problems.Some of these problems have their origins in the very materiality of the technolo-gies involved. For example, not only does the use of highly radioactive materials give rise to risks for the current generation (e.g., in the potential for disaster when reactors melt down) but high-level radioactive waste from nuclear energy production presents a serious intergenerational problem for which an acceptable final solution or its implementation remains elusive. Moreover, nuclear energy technologies have specific social and political consequences. For example, they have been said to be authoritarian technologies (Winner, 1980), requiring cen-tralized authority, secrecy, and technocratic decision-making. While some of these problems could have been foreseen before nuclear energy technologies were introduced, others only arose after these technologies were already integrated into the social and infrastructural fabric of our lives. Addition-ally, new technologies (e.g., Generation III, III+ and IV reactors) are still being developed, bringing with them new and uncertain hazards and risks. Ignorance and uncertainty about the possible deleterious effects of introducing a new technology are inevitable, especially if the technology is complex, large time-scales are involved, or risks depend on social or political factors unforeseen in the design stage. However, this should not deter us from developing and intro-ducing new technologies. Rather, it should motivate us to organize these ‘exper-iments’ with new technologies in society in such a way that we can learn about their possible hazards and risks as effectively and responsibly as possible (van de Poel, 2011, 2015). In this way, it is possible to minimize risks and avoid unwant-ed moral, social or political developments. However, organizing such experi-ments responsibly also means that one could come to the conclusion that continuing an experiment is no longer responsible or desirable. Should we be prepared for such a scenario, and if so, how could we do that? One possible strategy to tackle this issue is that the technology and its introduction should be reversible. The aim of this thesis is to further explore this strategy by answering the following main research question (RQ) and accompanying subquestions (SQ):RQ: What are the implications of reversibility for the responsible develop-ment and implementation of nuclear energy technologies?SQ1: Under what conditions can nuclear energy technologies be considered reversible?SQ2: Why should nuclear energy technologies be reversible?SQ3: If so, how could the reversibility of nuclear energy technologies be achieved?After the introductory chapter 1, the chapters that form the main body of this dissertation each provide a distinct contribution to answering the three subques-tions and, by extension, the main research question. Guided by three historical case studies of nuclear energy technology development (i.e., India, France and the USA), chapter 2 answers the first subquestion by formulating the two condi-tions under which it can be considered reversible, i.e., 1) the ability to stop the further development and deployment of a that technology in society, and 2) the ability to undo the undesirable outcomes (material, institutional or symbolic) of the development and deployment of the technology. Chapter 3 subsequently tackles the second subquestion by establishing the general desirability of technological reversibility by virtue of its relation to responsibility in Emmanuel Levinas’ ethical phenomenology. It argues that technology development is a legitimate response to responsibility but inevitably falls short of the responsibility that inspires it, incessantly calling for technological and political change in the process. Having thus argued that nuclear energy technologies should ideally be reversible, chap-ters 4 and 5 work towards specific strategies to achieve technological reversibil-ity. Chapter 4 first investigates the processes that make it difficult to stop the further development and implementation of a nuclear energy technology in society, thus provid-ing input on how to fulfill the first condition for the reversibility of nuclear energy technologies. To do so, it presents a phenomenological perspective on technology and its adoption based on the work of Alfred Schutz. It also explores different ways in which technology adoption drives the processes of path depend-ence towards technological lock-in. Chapter 5 examines the history of geological disposal of high-level radioactive waste in the USA. It identifies a number of concrete policy pitfalls that could lead to lock-in and that should consequently be avoided. It also presents a number of general design strategies that could facilitate the undoing of undesirable consequences of a technology, thus providing input on how to fulfill the second condition for the reversibility of nuclear energy technol-ogies.Chapter 6 summarizes the central findings of the thesis and explains how these help to answer the research questions. On top of this, it reflects on a number of complications connected to reversibility considerations. Based on this, it is concluded that the question of irreversibility and reversibility is context- and technology-specific and a matter of degree. The chapter concludes with a reflec-tion on generalizations and limitations of the results. Finally, chapter 7 discusses the implications of this dissertation’s results for responsibly experimenting with nuclear energy technologies in society. (shrink)

The global production of radioactive wastes is expected to increase in the coming years as more countries have resorted to adopting nuclear power to decrease their reliance on fossil-fuel-generated energy. Discoveries of remediation methods that can remove radionuclides from radioactive wastes, including those discharged to the environment, are therefore vital to reduce risks-upon-exposure radionuclides posed to humans and wildlife. Among various remediation approaches available, microbe-mediated radionuclide remediation have limited reviews regarding their advances. This review provides an overview of the (...) sources and existing classification of radioactive wastes, followed by a brief introduction to existing radionuclide remediation (physical, chemical, and electrochemical) approaches. Microbe-mediated radionuclide remediation (bacterial, myco-, and phycoremediation) is then extensively discussed. Bacterial remediation involves biological processes like bioreduction, biosorption, and bioprecipitation. Bioreduction involves the reduction of water-soluble, mobile radionuclides to water-insoluble, immobile lower oxidation states by ferric iron-reducing, sulfate-reducing, and certain extremophilic bacteria, and in situ remediation has become possible by adding electron donors to contaminated waters to enrich indigenous iron- and sulfate-reducing bacteria populations. In biosorption, radionuclides are associated with functional groups on the microbial cell surface, followed by getting reduced to immobilized forms or precipitated intracellularly or extracellularly. Myco- and phycoremediation often involve processes like biosorption and bioaccumulation, where the former is influenced by pH and cell concentration. A Strengths, Weaknesses, Opportunities, and Threats (SWOT) analysis on microbial remediation is also performed. It is suggested that two research directions: genetic engineering of radiation-resistant microorganisms and co-application of microbe-mediated remediation with other remediation methods could potentially result in the discovery of in situ or ex situ microbe-involving radioactive waste remediation applications with high practicability. Finally, a comparison between the strengths and weaknesses of each approach is provided. (shrink)

This dissertation investigates conceptions of responsibility at work in contemporary intergenerational nuclear waste policy. It argues that articulations of responsibility at work in current policy unduly privileges resemblance to the present as a condition for that responsibility holding as an intergenerational relation. The dissertation begins by arguing that current waste disposal practices depend on a view of responsibility contingent on the presumption that future generations will be minimally epistemologically, socially, and politically continuous with present generations. Extant policy (...) is therefore found to place an asymmetric and unjust burden on future generations. The dissertation thus concludes that responsibilities to future generations require that responsibility be thought prior to particular determinations of the possible identity of our inheritors. The paper, Some Indigenous Solutions to African Environmental Problems: An Appraisal, is written to examine the relevance of African Environmental Philosophies to addressing African environmental problems. African environmental problems include: water pollution, air pollution, land pollution, climate change, flood and many more. Researchers have shown that these problems are caused by phenomena like coal mining, nuclear waste, deforestation, overfishing, wars, etc. It is a known fact that attempts have been made over the years to resolve these problems, with (...) pockets of successes, yet more needs to be done. Nigeria’s Niger Delta Development Commission, Kenya’s Bio-safty Act 2009, The National Environment Policy of Ghana, Oil Pipeline Act 2004, Nuclear Safety and Radiation Protection Act 2004 are a good example of such attempts with pockets of successes and challenges. This work uses the methods of rational speculation and critical analysis to examine aboriginal approaches to resolving African environmental challenges as recorded in Mark Omorovie Ikeke’s Philosophical Consciences, Caroline N. Mbonu’s Ecospiritualism, Thaddeus Metz’s Model Relationalism, and Chimakonam Jonathan Okeke’s Ohanifism. This work charged African environmental policymakers, Lecturers, and Students with the responsibility to understand and apply the theoretical foundation for sustainable living as recorded in the above philosophies. This is the time when Africans must use indigenous African methods and principles to proffer solutions to African environmental problems. (shrink)

This collection of articles was written over the last 10 years and edited to bring them up to date (2017). The copyright page has the date of the edition and new editions will be noted there as I edit old articles or add new ones. All the articles are about human behavior (as are all articles by anyone about anything), and so about the limitations of having a recent monkey ancestry (8 million years or much less depending on viewpoint) and (...) manifest words and deeds within the framework of our innate psychology as presented in the table of intentionality. As famous evolutionist Richard Leakey says, it is critical to keep in mind not that we evolved from apes, but that in every important way, we are apes. If everyone was given a real understanding of this (i.e., of human ecology and psychology to actually give them some control over themselves), maybe civilization would have a chance. As things are however the leaders of society have no more grasp of things than their constituents and so collapse into anarchy is inevitable. The first group of articles attempts to give some insight into how we behave that is reasonably free of the theoretical delusions that are universal. In the next group, I show how these insights apply by reviewing some books in philosophy and psychology. Next I review books on science and religion and finally provide reviews and articles showing how understanding of both science and philosophy gives insight into the tragic delusions destroying the world. People believe that society can be saved by science, religion and politics, so I provide some suggestions as to why this is unlikely via short articles and reviews of recent books by well-known writers. It is critical to understand why we behave as we do and so the first section presents articles that try to describe (not explain as Wittgenstein insisted) behavior. I start with a brief review of the logical structure of rationality, which provides some heuristics for the description of language (mind, rationality, personality) and gives some suggestions as to how this relates to the evolution of social behavior. This centers around the two writers I have found the most important in this regard, Ludwig Wittgenstein and John Searle, whose ideas I combine and extend within the dual system (two ii systems of thought) framework that has proven so useful in recent thinking and reasoning research. As I note, there is in my view essentially complete overlap between philosophy, in the strict sense of the enduring questions that concern the academic discipline, and the descriptive psychology of higher order thought (behavior). Once one has grasped Wittgenstein’s insight that there is only the issue of how the language game is to be played, one determines the Conditions of Satisfaction (what makes a statement true or satisfied etc.) and that is the end of the discussion. Since philosophical problems are the result of our innate psychology, or as Wittgenstein put it, due to the lack of perspicuity of language, they run throughout human discourse and behavior, so there is endless need for philosophical analysis, not only in the ‘human sciences’ of philosophy, sociology, anthropology, political science, psychology, history, literature, religion, etc., but in the ‘hard sciences’ of physics, mathematics, and biology. It is universal to mix the language game questions with the real scientific ones as to what the empirical facts are. Scientism is ever present and the master has laid it before us long ago, i.e., Wittgenstein (hereafter W) beginning with the Blue and Brown Books in the early 1930’s. "Philosophers constantly see the method of science before their eyes and are irresistibly tempted to ask and answer questions in the way science does. This tendency is the real source of metaphysics and leads the philosopher into complete darkness." (BBB p18) The key to everything about us is biology, and it is obliviousness to it that leads millions of smart educated people like Obama, Chomsky, Clinton and the Pope to espouse suicidal utopian ideals that inexorably lead straight to Hell on Earth. As W noted, it is what is always before our eyes that is the hardest to see. We live in the world of conscious deliberative linguistic System 2, but it is unconscious, automatic reflexive System 1 that rules. This is the source of the universal blindness described by Searle’s The Phenomenological Illusion (TPI), Pinker’s Blank Slate and Tooby and Cosmides’ Standard Social Science Model. The astute may wonder why we cannot see System 1 at work, but it is clearly counterproductive for an animal to be thinking about or second guessing every action, and in any case, there is no time for the slow, massively integrated System 2 to be involved in the constant stream of split second ‘decisions’ we must make. As W noted, our ‘thoughts’ (T1 or the ‘thoughts’ of System 1) must lead directly to actions. iii It is my contention that the table of intentionality (rationality, mind, thought, language, personality etc.) that features prominently here describes more or less accurately, or at least serves as an heuristic for, how we think and behave, and so it encompasses not merely philosophy and psychology, but everything else (history, literature, mathematics, politics etc.). Note especially that intentionality and rationality as I (along with Searle, Wittgenstein and others) view it, includes both conscious deliberative System 2 and unconscious automated System 1 actions or reflexes. Thus, all the articles, like all behavior, are intimately connected if one knows how to look at them. As I note, The Phenomenological Illusion (oblivion to our automated System 1) is universal and extends not merely throughout philosophy but throughout life. I am sure that Chomsky, Obama, Zuckerberg and the Pope would be incredulous if told that they suffer from the same problem as Hegel, Husserl and Heidegger, (or that that they differ only in degree from drug and sex addicts in being motivated by stimulation of their frontal cortices by the delivery of dopamine (and over 100 other chemicals) via the ventral tegmentum and the nucleus accumbens), but it’s clearly true. While the phenomenologists only wasted a lot of people’s time, they are wasting the earth and their descendant’s futures. Many of the articles describe the ‘digital delusions’, which confuse the language games of System 2 with the automatisms of System 1, and so cannot distinguish biological machines (i.e., people) from other kinds of machines (i.e., computers). The ‘reductionist’ claim is that one can ‘explain’ behavior at a ‘lower’ level, but what actually happens is that one does not explain human behavior but a ‘stand in’ for it. Hence the title of Searle’s classic review of Dennett’s book (“Consciousness Explained”)— “Consciousness Explained Away”. In most contexts ‘reduction’ of higher level emergent behavior to brain functions, biochemistry, or physics is incoherent. Also for ‘reduction’ of chemistry or physics, the path is blocked by chaos and uncertainty. Anything can be ‘represented’ by equations, but when they ‘represent’ higher order behavior, it is not clear (and cannot be made clear) what the ‘results’ mean. Reductionist metaphysics is a joke, but most scientists and philosophers lack the appropriate sense of humor. Other digital delusions are that we will be saved from the pure evil (selfishness) of System 1 by computers/AI/robotics/ nanotech/genetic engineering created by System 2. The No Free Lunch principal tells us there will be serious and possibly fatal consequences. The adventurous may regard this principle as a higher order emergent expression of the Second Law of Thermodynamics. Hi-tech enthusiasts hugely underestimate the problems iv resulting from unrestrained motherhood, and of course it is neither profitable nor politically correct (and now with third world supremacism dominant, not even possible) to be honest about it. The last section describes various versions of the ‘altruism delusion’ that we are selected for cooperation, and that the euphonious ideals of Democracy, Diversity and Equality will lead us into utopia, if we just manage things correctly (the possibility of politics). Again, the No Free Lunch Principle ought to warn us it cannot be true, and we see throughout history and all over the contemporary world, that without strict controls, selfishness and stupidity gain the upper hand and soon destroy any nation that embraces it. In addition, the monkey mind steeply discounts the future, and so we cooperate in selling our descendant’s heritage for temporary comforts, greatly exacerbating the problems. I describe versions of this delusion (i.e., that we are basically ‘friendly’ if just given a chance) as it appears in some recent books on sociology/biology/economics. I end with an essay on the great tragedy playing out in America and the world, which can be seen as a direct result of our evolved psychology manifested as the inexorable machinations of System 1. Our psychology, eminently adaptive and eugenic on the plains of Africa from ca. 6 million years ago, when we split from chimpanzees, to ca. 50,000 years ago, when many of our ancestors left Africa (i.e., in the EEA or Environment of Evolutionary Adaptation), is now maladaptive and dysgenic and the source of our Suicidal Utopian Delusions. So, like all discussions of behavior (philosophy, psychology, sociology, biology, anthropology, politics, law, literature, history, economics, soccer strategies, business meetings, etc.), this book is about evolutionary strategies, selfish genes and inclusive fitness (kin selection). Many accept the delusion that we are selected for cooperation with people generally (group selection or altruism) and not just our immediate relatives (kin selection or inclusive fitness), so I spend some time in the essays of the last section demolishing this fantasy. One thing rarely mentioned by the group selectionists is the fact that, even were ‘group selection’ possible, selfishness is at least as likely (probably far more likely in most contexts) to be group selected for as altruism. Just try to find examples of true altruism in nature –the fact that we can’t (which we know is not possible if we understand evolution) tells us that its apparent presence in humans is an artefact of modern life concealing the facts, and that it can no more be selected for than the tendency to suicide (which in fact it is). One does not really need science or mathematics to grasp this – it is crushingly obvious that an v organism cannot be selected for behavior that decreases the frequency of its own genes in the next generation. One might also benefit from considering a phenomenon never (in my experience) mentioned by group selectionists -- cancer. No group has as much in common as the (originally) genetically identical cells in our own bodies-a 100 trillion cell clone-- but we are all born with thousands and perhaps millions of cells that have already taken the first step on the path to cancer and generate millions to billions of cancer cells in our life. If we did not die of other things first, we (and perhaps all multicellular organisms) would all die of cancer. Only a massive and hugely complex mechanism built into our genome that represses or derepresses trillions of genes in trillions of cells, and kills and creates billions of cells a second, keeps the majority of us alive long enough to reproduce. One might take this to imply that a just, democratic and enduring society for any kind of entity on any planet in any universe is only a dream, and that no being or power could make it otherwise. It is not only ‘the laws’ of physics that are universal and inescapable, or perhaps we should say that inclusive fitness is a law of physics. The great mystic Osho said that the separation of God and Heaven from Earth and Humankind was the most evil idea that ever entered the Human mind. In the 20th century an even more evil notion arose—that humans are born with rights, rather than having to earn privileges. Thus, every day the population increases by 200,000, who must be provided with resources to grow and space to live, and who soon produce another 200,000 etc. And one almost never hears it noted that what they receive must be taken from those already alive. Their lives diminish those already here in both major obvious and countless subtle ways. Every new baby destroys the earth from the moment of conception. There cannot be human rights without human wrongs. It cannot be more obvious, but one will never see the streets full of protesters against motherhood. America and the world are in the process of collapse from excessive population growth, most of it for the last century and now all of it due to 3rd world people. Consumption of resources and the addition of 4 billion more ca. 2100 will collapse industrial civilization and bring about starvation, disease, violence and war on a staggering scale. The earth loses about 2% of it’s topsoil every year, so as it nears 2100, most of it’s food growing capacity will be gone. Billions will die and nuclear war is all but certain. In America, this is being hugely accelerated by massive immigration and immigrant reproduction, combined with abuses made possible by democracy. Depraved human nature inexorably turns the dream of democracy and diversity into a vi nightmare of crime and poverty. China will continue to overwhelm America and the world, as long as it maintains the dictatorship which limits selfishness. The root cause of collapse is the inability of our innate psychology to adapt to the modern world, which leads people to treat unrelated persons as though they had common interests. This, plus ignorance of basic biology and psychology, leads to the social engineering delusions of the partially educated who control democratic societies. Few understand that if you help one person you harm someone else—there is no free lunch and every single item anyone consumes destroys the earth beyond repair. Consequently, social policies everywhere are unsustainable and one by one all societies without stringent controls on selfishness will collapse into anarchy or dictatorship. Without dramatic and immediate changes, there is no hope for preventing the collapse of America, or any country that follows a democratic system. The popular notions supported by the Democratic Party and Third World Supremacists are that Democracy, Diversity, Equality and Social Justice will produce a Utopia in America and the world, but it is clear as crystal that they unavoidably foster selfishness and divisiveness and are producing collapse. Hence my concluding essay “Suicide by Democracy”. The most basic facts, almost never mentioned, are that there are not enough resources in America or the world to lift a significant percentage of the poor out of poverty and keep them there. Even the attempt to do this is already bankrupting America and destroying the world. The earth’s capacity to produce food decreases daily, as does our genetic quality. As the world’s population grows and urbanization continues, the global waste crisis is becoming more severe, especially in developing countries. Without proper waste management, they may encounter various environmental and health risks. Biological technologies are regarded as promising waste management and recycling approaches in developing countries due to their cost-effectiveness and capability to handle diverse waste categories. One prominent technology in this aspect is the vermicomposting of organic waste utilizing the black soldier fly larvae. Nevertheless, (...) significant financial resources are still necessary to advance and expand biological waste treatment, which requires the participation of businesses. By examining waste management companies listed on the Vietnamese stock market, we highlight two challenges that hinder the adoption and scaling of the waste treatment system using black soldier flies and potentially other biological technologies in Vietnam. Specifically, the business regards the environmental services they offer primarily as a means to generate profit rather than as a genuine commitment to environmental preservation, and the values of companies operating in the environmental sector, particularly in waste management, have been significantly undervalued by the Vietnamese investing public. Therefore, we advocate for societal shifts toward the eco-surplus culture and apply the semiconducting principle of monetary and environmental values exchange to address the problem. (shrink)

This short piece of communication has the sole purpose of identifying some evidence, supporting our view regarding a possible missing environment-nurturing cultural value. Here, we attempt to examine the presence of cultural studies within the boundary of waste management research.

Since the end of the Cold War, international ethicists have focused largely on issues outside the traditional scope of security studies. The nuclear ethics literature needs to be revived and reoriented to address the new and evolving 21st century nuclear threats and policy responses.

Recent existential-risk thinkers have noted that the analysis of the fine-tuning argument for God’s existence, and the analysis of certain forms of existential risk, employ similar types of reasoning. This paper argues that insofar as the “many worlds objection” undermines the inference to God’s existence from universal fine-tuning, then a similar many worlds objection undermines the inference that the historic risk of global nuclear catastrophe has been low from the lack of such a catastrophe has occurred in our world. A version of the fine-tuning argument applied to nuclear risk, The Nuclear Fine-Tuning Argument, utilizes the set of nuclear close calls to show that 1) conventional explanations fail to adequately explain how we have survived thus far and 2) the existence of many worlds provides an adequate explanation. This is because, if there are many worlds, observers are disproportionately more likely to reflect upon a world that hasn’t had a global nuclear catastrophe than upon one that has had a global nuclear catastrophe. This selection bias results from the catastrophic nature of such an event. This argument extends generally to all global catastrophic risks that both A) have been historic threats and B) would result in a significantly lower global population. (shrink)

Like asteroids, hundred-year floods and pandemic disease, thermonuclear war is a low-frequency, high-impact threat. In the long run, catastrophe is inevitable if nothing is done − yet each successive government and generation may fail to address it. Drawing on risk perception research, this paper argues that psychological biases cause the threat of nuclear war to receive less attention than it deserves. Nuclear deterrence is, moreover, a ‘front-loaded good’: its benefits accrue disproportionately to proximate generations, whereas much of the (...) expected cost will be borne in the distant future. Recent surveys indicate that the US and Russian publics assign a surprisingly high likelihood to nuclear war. Nevertheless, earlier research suggests that it is probably not believed to be just around the corner. This, along with the absence of easy solutions, encourages governments and publics to give priority to more pressing concerns. The danger is that the pattern will continue clear up to the point that nuclear war arrives. (shrink)

A group of researchers led by QV Khuc of Hanoi-based Vietnam National University has just published a new paper concerning plastic waste and households’ tackling strategies in Vietnam.

According to the orthodox view, the goodness of a life depends exclusively on the things that actually happened within it, such as its pleasures and pains, the satisfaction of its subject’s preferences, or the presence of various objective goods and bads. In this paper, I argue that the goodness of a life also depends on what could have happened, but didn’t. I then propose that this view helps us resolve ethical puzzles concerning the standards for a life worth living for (...) animals and the significance of a life’s shape. (shrink)

E-waste is one of the most pressing challenges of our time, yet it is often ignored, especially in Southeast Asia. The “tsunami of e-waste” in the region has been putting our lives and our environment at risk. With the extensive use of electrical and electronic devices, we are also contributing to harming the environment and quickening the climate change by producing and discarding e-waste. Youths are among major users of electronic devices, and hunger for upgraded and newer (...) versions. -/- However, there is still a lack of sensitization on e-waste management issues in the Southeast Asia region. Why should not the young people be pioneers in educating this challenge to the young public? Our FRE-E-WASTE project team is firm in our belief that youths should take the lead in bringing to light this aspect of climate justice, to the best of our ability. -/- Implemented by a group of ASEAN environmental enthusiasts, STEP Forward Education and supported by the U.S. Department of State and the Young Southeast Asian Leaders Initiative (YSEALI), FRE-E-WASTE Project seeks to bring together a group of Southeast Asian environmental enthusiasts aged between 18 and 35 to connect and collaborate on e-waste issues in the region and eventually to create a toolkit about e-waste for the Southeast Asia region. Ordinary people shudder at the thought that people in positions of power might do whatever they think they can get away with. But that is often the way it is in the real world, and the risks go even higher when opportunity is compounded with impatience. The ways of negotiation and diplomacy are not considered entirely outmoded. But more and more we are being duped by a dream of some ultimate technological fix: that one more fancy gadget is all it (...) will take to solve the vexing problems that less well-tooled folks have been stumbling over for centuries. Our success rate, this reasoning goes, has been limited so far only by the limits on our equipment. With the new super-missile, or the new super-plane, or the new superlaunching system in space, we will be able to leap tall buildings in a single bound-or, what is more to the point, just blow them away and walk across the crater. "Bombs can be clean." "Nuclearwar is winnable." The illusion of omnipotence that accompanies this megalomania is well nurtured by manufacturers who stand in line for contracts to help build some super-weapon. This should not be surprising. What at first glance is surprising is the almost total failure of our commercial media to call this myth into question. This criticism is meant to be sweeping, but I will here focus my remarks on film. (shrink)

Communities of nuclear workers have evolved in distinctive contexts. During the Manhattan Project the UK, USA and Canada collectively developed the first reactors, isotope separation plants and atomic bombs and, in the process, nurtured distinct cadres of specialist workers. Their later workplaces were often inherited from wartime facilities, or built anew at isolated locations. For a decade, nuclear specialists were segregated and cossetted to gestate practical expertise. At Oak Ridge Tennessee, for example, the informal ‘Clinch College of (...) class='Hi'>Nuclear Knowledge’ aimed to industrialise the use of radioactive materials. ‘We were like children in a toy factory’, said its Director: ‘everyone could play the game of designing new nuclear power piles’. His counterpart at Chalk River, Ontario headed a project ‘completely Canadian in every respect’, while the head of the British project chose the remote Dounreay site in northern Scotland because of design uncertainties in the experimental breeder reactor. With the decline of secrecy during the mid-1950s, the hidden specialists lauded as ‘atomic scientists’ gradually became visible as new breeds of engineers, technologists and technicians responsible for nuclear reactors and power plants. Mutated by their different political contexts, occupational categories, labour affiliations, professional representations and popular depictions, their activities were disputed by distinct audiences. This chapter examines the changing identities of nuclear specialists and the significance of their secure sites. Shaped successively by Cold War secrecy, commercial competition and terrorist threats, nuclear energy remained out of site for wider publics and most nuclear specialists alike. The distinctive episodes reveal the changing working experiences of technical workers in late-twentieth and early twenty-first century environments. (shrink)

This article advances a critical analysis of John Rawls’s justification of liberal democratic nuclear deterrence in the post-Cold War era as found in The Law of Peoples. Rawls’s justification overlooked how nuclear-armed liberal democracies are ensnared in two intransigent ethical dilemmas: one in which the mandate to secure liberal constitutionalism requires both the preservation and violation of important constitutional provisions in domestic affairs, and the other in which this same mandate requires both the preservation and violation of the (...) liberal commitment to international legal arrangements and to the rule of law generally. On this view, the choice to violate constitutional provisions and international legal arrangements is evidence of nuclear despotism. Moreover, this choice does not imply that the ethical foreign policy dilemmas were resolved. Instead, it implies that the dilemmas force liberal democratic governments into implementing ethically paradoxical policy outcomes. (shrink)

This paper argues that there is a conflict between two principles informing Locke’s political philosophy, namely his waste restriction and his strong voluntarism. Locke’s waste restriction is proposed as a necessary, enforceable restriction upon rightful private property holdings and it yields arguments to preserve and redistribute natural resources. Locke’s strong voluntarism is proposed as the liberal ideal of political obligations. It expresses Locke’s view that each individual has a natural political power, which can only be transferred to a (...) political body through the individual’s voluntary, actual consent. On this view, the legitimacy of a political power is dependent upon its subjects’ actual consent to its authority. After briefly outlining these two ideas informing Locke’s conception, I argue that we cannot maintain both at the same time. Therefore, contemporary Lockeans must either derive restrictions upon private property concerned with preserving natural resources from other aspects of Locke’s theory or they must accept weak voluntarism as the ideal of political obligations. I argue that both alternatives pose significant problems for the Lockean project. (shrink)

Plastic waste pollution has become a significant issue, with global plastic production rising sharply over the decades. This dramatic increase has resulted in severe environmental and health consequences, affecting both terrestrial and aquatic ecosystems and potentially leading to serious health problems in humans. Addressing this crisis requires an approach that involves enhancing public capability, implementing effective policy interventions, and fostering motivation toward sustainability.

The nuclear engineer emerged as a new form of recognised technical professional between 1940 and the early 1960s as nuclear fission, the chain reaction and their applications were explored. The institutionalization of nuclear engineering—channelled into new national laboratories and corporate design offices during the decade after the war, and hurried into academic venues thereafter—proved unusually dependent on government definition and support. This paper contrasts the distinct histories of the new discipline in the USA and UK (and, more (...) briefly, Canada). In the segregated and influential environments of institutional laboratories and factories, historical actors such as physicist Walter Zinn in the USA and industrial chemist Christopher Hinton in the UK proved influential in shaping the roles and perceptions of nuclear specialists. More broadly, I argue that the State-managed implantation of the new subject within further and higher education curricula was shaped strongly by distinct political and economic contexts in which secrecy, postwar prestige and differing industrial cultures were decisive factors. Both biodegradable and non-biodegradable solid wastes are found in religious or worship places. Biodegradable waste consists of fruits, flowers, leaves, prepared food items, plantations, sweets and non-biodegradable waste consists of plastic covers, plastic plates, plastic cups, metal pieces, flags and so on. These were found during festivals, functions, yatras, urus, massive gatherings, and weddings in religious places. Large gatherings led to huge dumping of solid wastes in and around the religious places. The vendors and street hawkers after selling (...) their goods used to dump the leftover wastes near these places during the pre-pandemic period. During the pandemic outbreak from April 2020 to August 2020, the religious places were shut to the public leading to minimal or zero solid waste production. During lockdown relaxation from September 2020, these places were sanitized; people were restricted with minimal gatherings and instructed to follow COVID appropriate behaviour. Similarly during the second wave lockdown from May 2021 to August 2021, people were not allowed to visit these places which led to the reduction of solid waste production in religious places leading to reduction of air, water and soil pollution. The view that metaphysics is a waste of time appears to be gaining in popularity. It is held openly by many scientists and even many philosophers. I argue here that this is a consequence of the way metaphysics is usually done and the futility of a certain approach to it, and not a reason to suppose there is no useful knowledge to be acquired from its study. -/- .

This paper explores how the Leviathan that projects power through nuclear arms exercises a unique nuclearized sovereignty. In the case of nuclear superpowers, this sovereignty extends to wielding the power to destroy human civilization as we know it across the globe. Nuclearized sovereignty depends on a hybrid form of power encompassing human decision-makers in a hierarchical chain of command, and all of the technical and computerized functions necessary to maintain command and control at every moment of the sovereign's (...) existence: this sovereign power cannot sleep. This article analyzes how the form of rationality that informs this hybrid exercise of power historically developed to be computable. By definition, computable rationality must be able to function without any intelligible grasp of the context or the comprehensive significance of decision-making outcomes. Thus, maintaining nuclearized sovereignty necessarily must be able to execute momentous life and death decisions without the type of sentience we usually associate with ethical individual and collective decisions. Recent revelations of Iran’s hitherto undisclosed uranium enrichment programs have once again incited western fears that Tehran seeks nuclear weapons’ capability. Their fears seem motivated by more than the concern for compliance with the Nuclear Nonproliferation Treaty (NPT). Rather, they seem strongly connected to the western moral assumptions about what kind of government or people can be trusted with a nuclear arsenal. In this paper, I critically examine the western assumptions of the immorality of contemporary nuclear (...) proliferation from an international ethical stance that otherwise might be expected to give it unequivocal support – the stance of Kantian nonideal theory. In contrast to the uses of Kant that were prominent during the Cold War, I advance and apply a sketch of a Kantian nonideal theory that specifies the conditions (although strict conditions) under which nuclear proliferation for states like Iran is morally permissible even though the NPT forbids it. Owing to the escalating regional rivalries and the conventional arms race, Iran’s post-revolutionary hostilities towards the West, in addition to the crucial geopolitical and economic significance of the region, the complex Iranian nuclear crisis has made the global leaders to brood over the multilateral Iranian negotiations with the P5+1 and the International Atomic Energy Agency, which led to finalization and adoption of the Joint Comprehensive Plan of Action in 2015. The United Kingdom as a permanent member of the United (...) Nations Security Council, a nuclear state, the bridge to the Cross-Atlantic relations, in addition to its noted ‘special relationship’ with the United States, and having over two centuries of political ties with Iran has constantly played a crucial role in all stages of the negotiations and tightening the imposed embargoes. Indeed, ever since the 1979 Revolution the Anglo-Iranian relations have been volatile and have suffered from tension, instability, and upheavals; despite reconciliation in 1998 and some prominent diplomatic accomplishments in nuclear negotiations the sour relations had strained by several incidents in the past two decades. This study addresses the Anglo-Iranian relations and attempts to provide theoretical scrutiny of the UK foreign policy on the Iranian nuclear program and clarify the British approach through the lens of game theories with respect to neorealism, classical realism, neoclassical realism, and liberalism perspectives. We offer an overview of both the empirical literature on food waste and philosophical work on the concept of waste. We use this background to argue that an overemphasis on the reduction of individual food waste is misleading at best, and pernicious at worst, in combatting the substantial problems that global food waste creates. Rather, we argue that civic engagement and political activism aimed at institutional reform will be essential in addressing these problems.

John Locke held that every person has a natural duty to use her property efficiently, and that consent is required for legitimate political power. On the face of it, these two positions seem to be in tension. This is because, (1) according to Locke, it is nearly impossible to use resources efficiently unless one lives within a political community, and (2)the waste restriction is enforceable. Consequently, it might seem that persons living outside civil society may be forced to submit (...) to civil power, in violation of the consent requirement. I argue that this tension is only apparent; although the waste restriction is enforceable, the consent requirement is safe. But in the course of resolving this difficulty, three significant, but little-noticed, features of Locke's doctrine of consent to government come to light: (A) consent is conceptually necessary, and not just morally required, for persons to be subject to political power; (B) most people living outside civil society have a moral obligation to enter civil society if they can; and (C) consent to government can bind under duress so long as the duress does not render anyone dependent on the arbitrary wills of others. In this paper, I first argue that waste is best understood as (a) any process wherein something useful becomes less useful and that produces less benefit than is lost—where benefit and usefulness are understood with reference to the same metric—or (b) the result of such a process. I next argue for the immorality of waste. Abstract— Waste Polyvinyl chloride-bitumen composites were prepared in the molten state by addition waste PVC pipes to commercial bitumen in different concentrations. The original material of the pure bitumen and bitumen composites are rheologically characterized. The viscoelastic properties such as shear compliance, torque and viscosity were measured and compared. These properties were studied using an ARES- Rheometer (Rheometric Scientific, Co.) equipment. The measurements were performed in the dynamic mode, plate-plate geometry of 25 mm diameter over the temperature range (...) from –10 to 60°C and angular frequency, varied from 102 to10-1 radian/s. The results are compared at reference temperatures10 and 60°C over a wide range of . The results evidence that the incorporation of the waste PVC into bitumen enhances the dynamic viscosity. The results evidence that the incorporation of the waste PVC into bitumen enhances the torque and the viscosity. So, the stability of the bitumen composites is more noticeable at 60°C. (shrink)

A remarkable event occurred at the December 3, 2004, meeting of the U. S. President’s Council on Bioethics. Council member William Hurlbut, a physician and Consulting Professor in the Program in Human Biology at Stanford University, formally unveiled a proposal that he claimed would solve the ethical problems surrounding the extraction of stem cells from human embryos. The proposal would involve the creation of genetically defective embryos that “never rise to the level of integrated organismal existence essential to be designated (...) human life with potential,” and therefore could be used as morally acceptable sources of stem cells for research and therapy. The aim of this essay is to show that Hurlbut’s proposal does not solve the ethical problems associated with human embryonic stem cell research. Two major reasons are presented. First, the proposal, which involves modification of a somatic cell nucleus, suffers from an ethical problem that is common to all types of human genetic engineering: since the procedure is not foolproof, there will be failures. In the case of the procedure Hurlbut proposes, some normal (albeit cloned) embryos will be produced. Second, the embryo engineered in the manner described is, at least in the early stages of its development, fully human despite its genetic defect. This essay also will show how a reasonable person might mistakenly view the proposal as legitimate if he or she makes the error of conflating genetic determinism with Aristotelian teleology. Finally, it will argue that ethical clarity can be achieved by seeing the embryo as a holistic entity possessing emergent properties that cannot simply be spelled out by genes. (shrink)

Waste polyethylene (PE) bags were reused in the modification of commercially available bitumen. The bitumen/PE blend was prepared by mixing homogenously commercial bitumen with waste PE in the molten state. The samples of bitumen blend and bitumen base were rheologically analyzied. The rheological properties such as complex modulus, shear compliance, torque and complex viscosity of bitumen and bitumen blend were studied using an ARES- Rheometer (Rheometric Scientific, Co.) in the dynamic mode, plate-plate geometry with diameter 8 mm. The (...) measurements were performed over a wide range of temperatures ranged from-10°C to 60°C and frequencies from 100 to 0.1 radians per second. The results evidence that the complex modulus, shear compliance, torque and viscosity are improved by the incorporation of the waste PE into bitumen. The flow activation energy for neat bitumen and bitumen-9%PE are calculated from 0 by using the rheometric software. (shrink)

In this work, polystyrene/waste tires composites were prepared using the melt-mixing method.. The effect of the preparation conditions of the PS/waste tires composite is investigated in this work by using Gel permeation chromatography (GPC) technique. Stability at elevated temperatures were found to increase with the addition of waste tires to PS as confirmed by the results. GPC results indicate that the preparation conditions of the PS/waste tires composite has no effect on the Ps chains as indicated (...) by GPC technique. The signals of the GPC for unfilled and filled PS are similar. That evidences no thermo-mechanical chain degradation is taken place during the addition of the waste tires under the conditions of the melt-mixing process . (shrink)

Abstract: Polystyrene/waste tires composites were prepared in this study by incorporating small particles of waste tires into polydisperse commercial polystyrene (PS) in a melt-mixing method. The dynamic mechanical properties of PS and PS/composite were studied using ARES-Rheometer under nitrogen atmosphere in parallel plate geometry with diameter 8 mm. The measurements were carried out over a wide range of temperatures ranged from 120°C to 220°C and frequencies from 100 to 0.1 radians per second. The shear compliance of PS composite (...) were studied and compared with those of unfilled PS. The shear compliance were studied and evaluated. Where the values of J' at  = 0.06 radians/s are 110-4 and 5.310-5 Pa-1 for PS and PS composite, respectively At  = 0.1 radians/s the addition of the rubber alters the value of J'' from 1.610-4 to 8.410-5 Pa-1. That means the stability of PS is enhanced by the incorporation of the rubber. (shrink)

Between 1942 and the late 1950s, atomic piles (nuclear chain-reactors) were industrialized, initially to generate plutonium for the first atomic weapons and later to serve as copious sources of neutrons, radioisotopes and electrical power. These facilities entrained a new breed of engineering specialist adept at designing, operating and maintaining them. From the beginning, large companies supplied the engineering labor for this new technology, and played an important role in defining the nature of their nuclear expertise. In the USA, (...) the most influential company of the period was DuPont, which assumed responsibility for the first plutonium production reactors at Oak Ridge TN and Hanford WA between 1942-6, and of the postwar production facilities at Savannah River SC 1950-87. This paper explores the transition of authority from so-called “atomic scientists” to nuclear engineers at these sites, and the role played by DuPont in consolidating this new technical profession. This book review of Lieber and Press's “The myth of the nuclear revolution: Power politics in the atomic age" challenges the authors' position that nuclear weapons essentially have the same properties of conventional weapons. We argue that nuclear weapons alter warfare because they can end human civilization, and they pose a shared risk of mutual destruction.

Employing BMF analytics to predict behaviors and intentions related to 3R initiatives, eco-friendly practices, and zero-waste lifestyles offers insights into adapting to environmental changes, an area that remains underexplored in the literature.

Plastic waste accumulation in the environment due to huge volumes of plastic waste produced daily with no effective disposal method and waste management have raised public awareness to look for an alternative to replace the current disposal techniques. Waste utilisation or plastic recycling has been regarded as an excellent method to reduce the abundant amount of plastic waste as well as minimising the environmental impacts. In this article, a total of 163 previous studies between 2012 (...) and 2021 had been reviewed to discuss the utilisation of different types of plastic waste as aggregate in construction materials. This paper evaluates on the use of plastic as aggregate in terms of the physical, mechanical and durability properties of the construction materials as well as the environmental and cost analyses. It was found that the mechanical and durability properties of produced materials were altered after the addition of plastic as aggregates; however, the materials are still fulfilling the requirement of construction materials. Besides, a general SWOT analysis to highlight the advantages and disadvantages of plastic waste utilisation was also conducted. -/- . (shrink)

The issue of poor waste management has become a very important issue of concern to various scholars in environmental studies. Effective waste management in Port Harcourt has been seen as one of the greatest issue being faced in Rivers State. It cannot be over emphasized that the generation of waste and its adverse effect has increased over time. This paper critically looks into the ethical implications and effects of poor waste management in Rivers state with focus (...) on Port Harcourt. Hence, this paper was able to establish that the failure of the government to enact environmental laws and punishing those found wanting, and also providing the necessary working tools for waste managers have all resulted to poor waste management. Thus, the effects of all these cannot be over emphasized. This paper makes some significant recommendations for government, waste managers and the public in general on the necessity to adopt certain ethical principles and also to sensitize the populace on proper waste management. The paper in conclusion exposes some ethical implications and effects of poor waste management in Port Harcourt and how it has resulted to the city of Port Harcourt called the Garden City now being seen as a Tattered City. This essay aims to tell the story of the “altered nuclear transfer-oocyte assisted reprogramming,” or ANT-OAR, proposal—from its conception by Professor William Hurlbut of the President’s Council on Bioethics—to its adoption and promotion by a group of conservative, mostly Catholic philosophers, theologians and scientists—to its eventual demise in Congress. It also will give some reflections on how ANT-OAR promotes a genetically deterministic view of the human organism and can lead down a slippery slope into a future in which human (...) cloning and human genetic engineering are more acceptable. For these reasons, it will be argued, ANT-OAR should be opposed by all who are against human genetic modification regardless of their political orientation. (shrink)

In this paper we inquire into the fundamental assumptions that underpin the ideal of the Bio-Based Economy as it is currently developed . By interpreting the BBE from the philosophical perspective on economy developed by Georges Bataille, we demonstrate how the BBE is fully premised on a thinking of scarcity. As a result, the BBE exclusively frames economic problems in terms of efficient production, endeavoring to exclude a thinking of abundance and wastefulness. Our hypothesis is that this not only entails (...) a number of internal tensions and inconsistencies with regard to the ideal of BBE, but ultimately undermines the ideal itself, by pushing purported regenerativity into a cataclysmic and terminal discharge. We here point to the strategies that the BBE employs in this exclusion, the fundamental assumptions regarding the relation between energy and economy that underpin this endeavor, as well as to the resulting inconsistencies and their catastrophic consequences. We finally argue for the introduction of the presently excluded question of abundance and wastefulness and explore the implications of such a question for the ideal of a zero-waste humanity. This article assesses how autonomy and machine learning impact the existential risk of nuclear war. It situates the problem of cyber security, which proceeds by stealth, within the larger context of nuclear deterrence, which is effective when it functions with transparency and credibility. Cyber vulnerabilities poses new weaknesses to the strategic stability provided by nuclear deterrence. This article offers best practices for the use of computer and information technologies integrated into nuclear weapons systems. Focusing on (...) class='Hi'>nuclear command and control, avoiding autonomy and machine learning is recommended as one means to reduce the existential risk of unintended nuclear conflict. (shrink)

Objective: In the treatment of coronary artery disease, stent implantation has become the standard treatment, but development of in-stent restenosis (ISR) limits the benefit of this treatment modality. -/- Methods: Based on the connection between oxidative stress and thiol/disulphate and NRF2, it was intended to measure NRF2 and thiol/disulphate levels. -/- Results: Coronary angiography images of 76 stable angina pectoris patients were evaluated. Of the 51 patients with a history drug eluting stent implantation, we determined 25 patients with ISR (Group (...) 1) and 26 patients without ISR (Group 2). Twenty-five patients with normal coronary arteries were included in the study as control group (Group 3). NRF2 level was found to be significantly higher in patients who did not develop ISR (p=0.01). Total thiol was significantly higher in group 3 (738.76 micromole/L) compared to group 1 (626.11 micromole/L) and group 2 (630.27 micromole/L) (p=0.014). Native thiol was also significantly higher in group 3 (570.53 micromole/L) compared to group 1 (483.91 micromole/L) and group 2 (501 micromole/L) (p=0.006). -/- Conclusion: We think that total and native thiol levels might be useful as an indicator of oxidative stress in early diagnosis of coronary artery disease, and the NRF2 level can be used in predicting patients who might develop coronary ISR. In this paper, we argue that our moral concern for future well-being should reduce over time due to important practical considerations about how humans interact with spacetime. After surveying several of these considerations (around equality, special duties, existential contingency, and overlapping moral concern) we develop a set of core principles that can both explain their moral significance and highlight why this is inherently bound up with our relationship with spacetime. These relate to the equitable distribution of (1) moral concern in (...) a universe that we can only causally affect in one temporal direction; (2) access to the benefits from using spacetime as a resource; and (3) the burdens of care given (1) and (2). We conclude by considering the practical implications of our argument and find that, while it is often assumed that a preference for present over future well-being weakens the case for existential risk mitigation, this likely is not the case. Specifically, natural solutions, such as biological waste management methods utilizing organisms like black soldier flies, face challenges due to financial considerations and the prevailing eco-deficit culture within the business and investment sectors.
