this article makes the case that the rationale of open science and responsible innovation will help to build public planetary goods: the necessity of this rationale is illustrated on the COViD-19 case.

Planetary protection is not just a matter of science. It is also a matter of value. This is so independently of whether we only include the protection of science or if we also include other goals. Excluding other values than the protection of science is thus a value statement, not a scientific statement and it does not make planetary protection value neutral. It just makes the axiological basis (that is, the value basis) for planetary (...) protection more limited in a way that is inconsistent with the axiological grounds for back contamination, ethically questionable and strategically unwise. However we look at it, we cannot get away from the conclusion that the axiological dimension of planetary protection is a task that needs to involve experts on value theory as well as experts from a range of different sciences and also include opinions from outside the academic community. A high standard of planetary protection is important for astrobiology, though the risk for contamination can never be zero. It is therefore important to find a balance. If extraterrestrial life has a moral standing in its own right, it will also affect what we have to do to protect it. The questions of how far we need to go to protect extraterrestrial life will be even more acute and complicated when the time comes to use habitable worlds for commercial (...) purposes. There will also be conflicts between those who want to set a world aside for more research and those who want to give the green light for development. I believe it is important to be proactive in relation to these issues. The aim of my project is therefore to identify, elucidate, and if possible, suggest solutions to potential conflicts between astrobiology, planetary protection, and commercial use of space. (shrink)

For decades, the question of whether dialectics applies to nature has been a hotly debated topic in the Marxian literature. A number of authors have claimed that the Marxist outlook on nature and natural sciences has been for-mulated by Engels alone. According to this view, Marx, unlike Engels, was concerned not with trans-historical laws governing the universe but with some particular laws of society. This anti-Engels camp, so to speak, mainly tended to draw bold lines between Marx and Engels, and (...) charged Engels with dis-torting Marxʼs original ideas of dialectics by some kind of reductionism, sci-entism and positivism that might also end up in an obsolete idealism. Engels was „following Hegelʼs mistaken lead“ by extending „the method to apply also to nature“. However, dialectics was „limited ... to the realms of history and society“.2 Some others objected to this view, and characterized any at-tempt to sharply contrast Engels with Marx as concealed mysticism and idealism. For the pro-Engels camp, Engelsʼs conception of nature was „in full conformity“ with Marxʼs materialist philosophy.4 Dialectics of nature was „no invention of Engels“. This article introduces Hegel's Eurocentric philosophy of dialectics in the 19th century and its transformation to Kelly’s planetary paradigm at the turn of the 20th-21st century. The new theory develops Hegel’s thesis—antitheses—synthesis to identity—difference—new-identity which is applicable for the entire human history, including the planetary era. The new triad generalizes Hegel’s mechanic view of nature by suggesting a dominant worldview which is featured by a series of tightening and converging dynamic fractal cycles.

Stephen Hawking’s caution against messaging extraterrestrial intelligence is a claim of universal biology and is probably false.

The second half of the twentieth century offers distinct perspectives for the historian of science. The role of the State, the expansion of certain industries and the cultural engagement with science were all transformed. The foregrounding of certain strands of physical science in the public and administrative consciousness – nuclear physics and planetary science, for example – had a complement: the ‘backgrounding’ or institutional neglect of a number of other fields. My work in the history (...) of the physical sciences has focused on this little-noticed intellectual terrain, and could be categorised into several types of case study that share distinct research questions, conceptual understandings and historiographical ramifications. -/- My focus is physical sciences that have been identified as peripheral, if categorised at all, by a previous generation of historians of physics. By this I do not mean peripheral in the geographic sense, but marginal, interstitial or boundary-crossing in the context of occupations, disciplines and professions. Life sciences and emerging technologies raise a plethora of issues. Besides practical, bioethical and policy issues, they have broader, cultural implications as well, affecting and reflecting our zeitgeist and world-view, challenging our understanding of life, nature and ourselves as human beings, and reframing the human condition on a planetary scale. In accordance with the aims and scope of the journal, LSSP aims to foster engaged scholarship into the societal dimensions of emerging life sciences (Chadwick and Zwart 2013) and via (...) this thematic series, the journal provides a podium for authors who intend to address concrete issues from a ‘continental philosophical’ perspective, which may in- clude (post)phenomenology, hermeneutics, dialectics, (post)structuralism, psychoanalysis, critical theory and similar approaches. This paper challenges the first Gettier counterexample to the tripartite account of knowledge. Noting that 'the man who will get the job' is a description and invoking Donnellan's distinction between their 'referential' and 'attributive' uses, I argue that Smith does not actually believe that the man who will get the job has ten coins in his pocket. Smith's ignorance about who will get the job shows that the belief cannot be understood referentially, his ignorance of the coins in his pocket (...) shows that it cannot be understood attributively. An explanation for why Smith appeared to have justified true belief is given by distinguishing between 'belief' and 'belief in truth'. Smith believes the sentence 'the man who will get the job has ten coins in his pocket' to be true (he mistakenly believes that Jones will get the job, of whom he knows that he has ten coins in his pocket) (hence his 'belief'), the sentence is true (hence 'truth'), and he has sufficient reason to assent to it (hence his 'justification'). But he does not believe the proposition expressed. Hence he does not know it either. (shrink)

It offers huge potential to enable more efficient and effective business and government but the use of artificial intelligence brings with it important questions about governance, accountability and ethics. Realising the full potential of artificial intelligence and avoiding possible adverse consequences requires societies to find satisfactory answers to these questions. In the time of the COVID-19 pandemic, many believe that science fiction has now been overtaken by reality. In these times of adversity, what does it take to survive when the world comes crashing down? How do humans stay resilient, manage their growing stress, and somehow navigate through the crisis? More specifically, how (...) do humans cope with isolation and loneliness in the light of a global outbreak? What does science fiction have to tell us about this? For the bewildered population, science fiction has been recognized as an ingredient to understand an unexpected reality. In this article I explain, through the philosophical eye of Francis Lawrence’s movie I Am Legend (2007), how a coping skill such as imagination, in the age of pandemics and social distancing, can mutate into a “Second Reality” that fills the gap left by the former (pre-outbreak) reality. As space travel and intentions to colonise other planets are becoming the norm in public debate and scholarship, we must also confront the technical and survival challenges that emerge from these hostile environments. This paper aims to evaluate the various arguments proposed to meet the challenges of human space travel and extraterrestrial planetary colonisation. In particular, two primary solutions have been present in the literature as the most straightforward solutions to the rigours of extraterrestrial survival and flourishing: (1) geoengineering, (...) where the environment is modified to become hospitable to its inhabitants, and (2) human (bio)enhancement where the genetic heritage of humans is modified to make them more resilient to the difficulties they may encounter as well as to permit them to thrive in non-terrestrial environments. Both positions have strong arguments supporting them but also severe philosophical and practical drawbacks when exposed to different circumstances. This paper aims to show that a principled stance where one position is accepted wholesale necessarily comes at the opportunity cost of the other where the other might be better suited, practically and morally. This paper concludes that case-by-case evaluations of the solutions to space travel and extraterrestrial colonisation are necessary to ensure moral congruency and the survival and flourishing of astronauts now and into the future. This contribution addresses the anthropocenic challenge from a dialectical perspective, combining a diagnostics of the present with a prognostic of the emerging future. It builds on the oeuvres of two prominent dialectical thinkers, namely Georg Wilhelm Friedrich Hegel and Pierre Teilhard de Chardin. Hegel himself was a pre-anthropocenic thinker who did not yet thematise the anthropocenic challenge as such, but whose work allows us to emphasise the unprecedented newness of the current crisis. I will especially focus on his views on (...) Earth as a planetary process, emphasising that the “spirit” of technoscience is basically monitoring the impacts of its own activities on geochemistry and evolution. Subsequently, I will turn attention to Teilhard de Chardin, a palaeontologist and philosopher rightfully acknowledged as one of the first thinkers of the Anthropocene whose oeuvre provides a mediating middle term between Hegel’s conceptual groundwork and the anthropocenic present. Notably, I will discuss his views on self-directed evolution, on the on-going absorption of the biosphere by the noosphere, and on emerging options for “sublating” the current crisis into a synthetic convergence towards the Omega point. I will conclude that, after disclosing the biomolecular essence of life, biotechnology must now take a radical biomimetic turn ; that reflection itself must become distributed and collective; and, that the anthropocenic crisis must be sublated into the noocene. Chunyou Yan introduces the approach of his holographic philosophy, according to which the universe must be understood as a vast living entity, every aspect of which represents life. Bei Peng shows that the proportions of energy meridians in traditional Chinese medicine correspond to musical intervals, and on this basis she demonstrates the analogy of the human body to macrocosmic phenomena. David Bartosch offers an examination of three important systematic foundations for a poly-contextural, transcultural philosophy of cosmic life with roots in Greek, Chinese, South and West Asian, and European traditions of thought. This paper presents a mutual confrontation of the oeuvres of Pierre Teilhard de Chardin (1881–1955) and Jacques Lacan (1901–1980), highlighting their relevance for the planetary challenges we are facing today. I will present their views on technoscience, environmental pollution and religious faith, focussing on human genomics as a case study. Both authors claim that technoscience reflects a tendency towards symbolisation: incorporating the biosphere (liv- ing nature) into the “symbolic order’ (Lacan) or ‘noosphere’ (Teilhard). On various occasions, Lacan refers to (...) Teilhard’s concept of the hominization of the planet and their dialogue culminates in a ‘final conversation’ between Teilhard and Lacan in 1954, during a reception organised by the journal Psyché. I will conclude that the Teilhard-Lacan dialogue is highly relevant for current debates concerning the Anthropocene, as a moment of global awakening and global crisis. Processes of hominization allowed humans to become literate beings, littering the planet as well: humans as literate litterers. Whereas Teilhard argues that technoscience and self-direc- ted evolution are about to culminate in what he refers to as point Omega, Lacan rather stresses the hazards involved in this optimistic desire towards all-encompassing synthesis, unification and fulfilment. This study analyses the predictions of the General Theory of Relativity (GTR) against a slightly modified version of the standard central mass solution (Schwarzschild solution). It is applied to central gravity in the solar system, the Pioneer spacecraft anomalies (which GTR fails to predict correctly), and planetary orbit distances and times, etc (where GTR is thought consistent.) -/- The modified gravity equation was motivated by a theory originally called ‘TFP’ (Time Flow Physics, 2004). This is now replaced by the (...) ‘Geometric Model’, 2014 [20], which retains the same theory of gravity. This analysis is offered partially as supporting detail for the claim in [20] that the theory is realistic in the solar system and explains the Pioneer anomalies. The overall conclusion is that the model can claim to explain the Pioneer anomalies, contingent on the analysis being independently verified and duplicated of course. -/- However the interest lies beyond testing this theory. To start with, it gives us a realistic scale on which gravity might vary from the accepted theory, remain consistent with most solar-scale astronomical observations. It is found here that the modified gravity equation would appear consistent with GTR for most phenomena, but it would retard the Pioneer spacecraft by about the observed amount (15 seconds or so at time). Hence it is a possible explanation of this anomaly, which as far as I know remains unexplained now for 20 years. -/- It also shows what many philosophers of science have emphasized: the pivotal role of counterfactual reasoning. By putting forward an exact alternative solution, and working through the full explanation, we discover a surprising ‘counterfactual paradox’: the modified theory slightly weakens GTR gravity – and yet the effect is to slow down the Pioneer trajectory, making it appear as if gravity is stronger than GTR. The inference that “there must be some tiny extra force…” (Musser, 1998 [1]) is wrong: there is a second option: “…or there may be a slightly weaker form of gravity than GTR.” . (shrink)

The strings of physics’ string theory are the binary digits of 1 and 0 used in computers and electronics. The digits are constantly switching between their representations of the “on” and “off” states. This switching is usually referred to as a flow or current. Currents in the two 2-dimensional programs called Mobius loops are connected into a four-dimensional figure-8 Klein bottle by the infinitely-long irrational and transcendental numbers. Such an infinite connection translates - via bosons being ultimately composed of 1’s (...) and 0’s depicting pi, e, √2 etc.; and fermions being given mass by bosons interacting in matter particles’ “wave packets” – into an infinite number of 8-Kleins. Each Klein 1) is one of the universe’s subuniverses (our own is 13.7 billion years old), 2) is made flexible through its binary digits which seamlessly, or almost seamlessly, join it to surrounding subuniverses and eliminate its central hole, and 3) possesses warped time and space because its foundation is the programmed curves in its mathematical Mobius loops (along with the twists they generate [p.7]). The universe functions according to the rules of fractal geometry. So the Mobius does not exist only at the cosmic level. It also manifests at the quantum scale, giving us photons and protons etc. Space and time are no longer separate, but are an indivisible space-time. So if space and the universe are infinite, how can time not be eternal? The past and the future must both extend forever (the idea of time being finite arises from confusion of our subuniverse with the one infinite universe). -/- BITS (Binary digiTS) only suggest existence of the divine if time is linear. Although a non-supernatural God is proposed via the inverse-square law coupled with eternal quantum entanglement, Einstein taught us that time is warped. Warped time is nonlinear, making it at least possible that the BITS composing space-time and all particles originate from the computer science of humans. -/- I suspect many readers will be content with reading this abstract. While there are more details, and mathematics, in the content; my natural style of writing is to avoid jargon and maths. I also tend to get philosophical. While I personally feel that there’s a lot of precious information in the content, I realize it won’t all be to everyone’s liking. A Confederacy of Dunces (Confederacy) by John Kennedy Toole portrays an interplay between competing definitions of humanism. The one school of humanism—called by some the Modernist Paradigm—saw the Italian Renaissance as the origin of nineteenth- and twentieth-century modernist views that celebrated science, technology, and individual human freedom. The other school, led by Paul Oskar Kristeller, sought to historicize humanism by establishing that Renaissance writers and thinkers were generally conservative and preserved the philosophical ideas of the medieval era. Kristeller was (...) the President of the Renaissance Society of America and was at the height of his influence at Columbia University during the late 1950s, when Toole studied for his Master’s degree there. The main character in Confederacy, Ignatius J. Reilly, presents a parody of Kristeller’s position, which he uses to critique modern society. Ignatius also plays the part of a child of the planetary god Saturn, both by acting out the ancient astrological tradition of associating Saturn with misfortune and disorder and by being a parody of the Renaissance concept of the Genius as a Child of Saturn begun by the Renaissance philosopher whom Kristeller studied most, Marsilio Ficino. Ignatius’s worldview is an antithesis of the Modernist Paradigm. Confederacy is critical of both Modernist humanism with its attendant materialism and its antithesis—Ignatius’s dysfunctional version of Kristeller’s Renaissance philosophy. When the community expels Ignatius as a scapegoat, Toole appears to gesture toward a dialectical synthesis of the two concepts of humanism in the novel’s happy ending. (shrink)

The widespread mistrust of metaphysics-the main obstacle to the unification of physics and philosophy-is based on the myth that metaphysical claims cannot be falsified or verified, because they are supposedly true independently of empirical knowledge. This is not true of metaphysical naturalism, whose approach is to critically reflect on the theories and findings of all the empirical disciplines and abstract from them a theory about such general features of reality that no single empirical discipline can be the authority on. Causation (...) is such a feature, since its instances include anything from planetary motions to particle interactions, chemical reactions, biological functions, and closing a door. Consequently, a general account of causation is beyond any particular empirical discipline. Metaphysical naturalism takes a meta-perspective on the results of the empirical sciences and attempts to figure out how it fits together in a coherent whole, e.g. by offering a general account of causation. General accounts of this kind are falsifiable in so far as the theories are falsifiable from which they are generalizations. The paper also discusses some fundamental metaphysical principles implicitly assumed by the sciences generally, and why they imply that unification is methodologically virtuous. (shrink)

The thesis introduces and criticizes the discourse on technology, with a specific reference to the concept of AI. The discourse on AI is particularly saturated with reified metaphors which drive connotations and delimit understandings of technology in society. To better analyse the discourse on AI, the thesis proposes the concept of “Expected AI”, a composite signifier filled with historical and sociocultural connotations, and numerous referent objects. Relying on cultural semiotics, science and technology studies, and a diverse selection of heuristic (...) concepts, the thesis delves beneath the surface of AI discourse and demonstrates the hidden political, social, cultural, and ecological dangers of AI. The entanglement of the discourse(s) with (science) fiction, folklore, myth, and religion impacts how AI is perceived and received, as well as the expectations to AI-enabled technologies now and in the future. The thesis also proposes a more ethical and comprehensive ontological model for AI systems. The model describes AI systems as complex figurations, considering their socio-material organisation, global economic-material becoming, and impact on the environment, social institutions, and the semiosphere. The dissertation argues that AI should be understood not just as an object or sociotechnical system, but as its entire product chain encompassing people and cultures, as well as the used resources and impact (both material-ecological and semiotic) on a planetary scale. The System of the World, Isaac Newton's first draft for the third volume of his classic work Philosophiae Naturalis Principia Mathematica (1687; Mathematical Principles of Natural Philosophy), is an important document in the history of science, using the principles of mechanics to construct the first complete scientific system on the workings of the universe in human history. -/- This book of 78 treatises briefly describes the principles established in the first two volumes of the Mathematical Principles of Natural Philosophy, (...) then applies these principles to the derivation of the actual orbits of the solar system and comets, laying out in layman's terms the universality of the law of gravitation and, from this, studying the shape of the earth, explaining the planetary precession and the tides of the oceans, probing the motion of the moon, and determining the orbits of comets. In this book, Newton does not construct abstract mathematical models, but analyses them in relation to astronomical phenomena, using only a small amount of mathematical language to explain these intriguing elements, making its content suitable for a general audience. -/- The appendices of this Chinese translation by Haixuan Pan(潘海璇) include Life of Sir Issac Newton by N. W. The year 2009 has been a year of numerous commemorations of both scientific and non-scientific achievements that contributed to the advancement of human kind. Protestants celebrated the 500th anniversary of the birth of Calvin; literary critics celebrated the 200th anniversary of the poet Edgar Allan Poe; and the musical genius Felix Mendelssohn-Bartholdy was also born 200 years ago. 2009 further marked the bicentennial of the birth of Louis Braille, the inventor of Braille; and Abraham Lincoln, the 16th president of the (...) United States, who founded the National Academy of Sciences. Pierre Curie, famous for his work on radioactivity that he conducted together with his wife Marie Curie, was born 150 ago; as was John Dewey, a philosopher and psychologist who is recognized as one of the founding fathers of both pragmatism as well as functional psychology. UNESCO and the International Astronomical Union dubbed 2009 the International Year of Astronomy. By doing so, astronomers celebrated the 400th anniversary of Galileo Galilei’s telescopic observations as well as the publication of Johannes Kepler’s Astronomia nova wherein he formulated the first two laws of planetary motion. 2009 also marked the last of a 3-year-long celebration of Planet Earth, another UNESCO-governed initiative. However, for evolutionary biologists and philosophers of science, 2009 will be largely remembered for its worldwide commemorations of the 200th anniversary of the birth of Charles Darwin, and the 150th anniversary of the publication of his magnum opus On the origin of species by means of natural selection. Footnote1 In order to pay tribute to Darwin’s major contribution to the advancement of evolutionary science, the International Union of Biological Sciences and the International Union of History and Philosophy of Science have called the year 2009 the Darwin Year. Given that so many scientific discoveries were commemorated, COPUS, the Coalition on the Public Understanding on Science, called out 2009 as the Year of Science, in the hope to pay equal tribute to both the field of biology as well as astronomy. 2009 was indeed a year of biology. Somewhat overshadowed by the big Darwin celebrations, smaller-scaled events were held to commemorate the 200th anniversary of the publication of Lamarck’s Philosophie Zoologique; and the 150th anniversary of the death of Alexander von Humboldt, the father of biogeography. In 1910, Constantin Mereschkowsky wrote his article on symbiogenesis entitled ‘The Theory of Two Plasmas as the Basis of Symbiogenesis, a New Study for the Origins of Organisms’. The article was published in the German Biologisches Zentralblatt, the journal that would later evolve into the current Theory in Biosciences. Somewhat forgotten, but equally important for the field of symbiogenesis, was the 200th anniversary of the birth of Pierre-Joseph Van Beneden, a Belgian paleontologist and zoologist famous for distinguishing parasitism from commensalism. Finally, Henry Bergson, known for inventing the currently rejected notion of élan vital, was born 150 years ago. In order to memorialize the important role these biologists played in the advancement of our understanding of the evolutionary process, a 2-day international conference was organized entitled: Evolution today and tomorrow, Darwin evaluated by contemporary evolutionary and philosophical theories. The conference was organized by The Centre for Philosophy of Science of the University of Lisbon (Portugal), in collaboration with the Centre for Environmental Biology of the same university, and the Lisbon Centre for Applied Psychology. The articles presented here are a spin-off of this conference. The current volumes contain the peer-reviewed articles of a selection of the plenary and invited speakers, as well as those of scholars who were additionally invited to contribute to the volumes. The rapidly declining biosphere integrity, representing one of the core planetary boundaries, is alarming. One of the most widely accepted measures to halt the rate of biodiversity loss is to maintain and expand protected areas that are effectively managed. However, it requires substantial finance derived from nature-based tourism, specifically visitors from urban areas. Using the Bayesian Mindsponge Framework (BMF) on 535 Vietnamese urban residents, the current study examined how their biodiversity loss perceptions can affect their willingness to pay for (...) the entrance fee and conservation in protected areas. We found that perceived environmental degradation, loss of economic growth, loss of nature-based recreation opportunity, and loss of knowledge as consequences of biodiversity loss has indirect effects on paying willingness through the mediation of the attitude towards conservation. Especially, the perceived knowledge loss also has a direct positive influence on the willingness to pay for the entrance fee and conservation. In contrast, perceived loss of health is negatively associated with the attitude towards conservation. Based on these findings, we suggest that building an eco-surplus culture among urban residents can be a promising way to generate more finance from nature-based tourism for conservation in protected areas and ease the domestic government's and international organizations' funding allocations problems. As COVID-19 emerged as a phenomenon of the total environment, and despite the intertwined and complex relationships that make humanity an organic part of the Bio- and Geospheres, the majority of our responses to it have been corrective in character, with few or no consideration for unintended consequences which bring about further vulnerability to unanticipated global events. Tackling COVID-19 entails a systemic and precautionary approach to human-nature relations, which we frame as regaining diversity in the Geo-, Bio-, and Anthropospheres. Its (...) implementation requires nothing short of an overhaul in the way we interact with and build knowledge from natural and social environments. Hence, we discuss the urgency of shifting from current to precautionary approaches to COVID-19 and look, through the lens of diversity, at the anticipated benefits in four systems crucially affecting and affected by the pandemic: health, land, knowledge and innovation. Our reflections offer a glimpse of the sort of changes needed, from pursuing planetary health and creating more harmonious forms of land use to providing a multi-level platform for other ways of knowing/understanding and turning innovation into a source of global public goods. These exemplary initiatives introduce and solidify systemic thinking in policymaking and move priorities from reaction-based strategies to precautionary frameworks. (shrink)

Several feminist scholars have suggested that if the Earth is to stay livable for humans and nonhumans alike, the ways in which many human beings – particularly in the wealthy parts of the world, infested with Eurocentrism, colonialism, neoliberalism, and capitalism – inhabit this planet requires radical, ethical, and political transformation. In this article, (...) we propose that feminist theory, particularly feminist posthumanities, and Black feminist and decolonial thought, together with creative practices such as writing, have much to contribute to transformative planetary activism that imagines different and other kinds of worlds and futures based on an ethical consideration of nonhuman others and collective caring for the planet. Space situational awareness (SSA) is vital for international safety and security, and for the future of space travel. The sharing of SSA data and information should improve the state of global SSA for planetary defense and spaceflight safety. I take steps toward a Space Situational Awareness (SSA) Ontology, and outline some central objectives, requirements and desiderata in the ontology development process for this domain. The purpose of this ontological system is to explore the potential for the ontology research topic (...) to (i) represent SSA general knowledge, data, and entities/objects, (ii) clearly express the meaning of SSA data, and (iii) foster SSA data-sharing. The overall goal and motivation is to (iv) improve our capacity for planetary defense, e.g., from near- or deep-space objects and phenomena, and (v) facilitate safer and peaceful space access, navigation and travel, by improving global SSA. This research is thereby intended only for peaceful space-domain applications and uses, with particular interests in orbital debris. There is little application of ontology to the space domain as compared with other disciplines and little if any ontological development of SSA and related domains. Levi ben Gerson was a medieval astronomer who responded in an unusual way to the Ptolemaic tradition. He significantly modified Ptolemy’s lunar and planetary theories, in part by appealing to physical reasoning. Moreover, he depended on his own observations, with instruments he invented, rather than on observations he found in literary sources. As a result of his close attention to the variation in apparent planetary sizes, a subject entirely absent from the Almagest, he discovered a new phenomenon of (...) Current planetary defense policy prioritizes a probability assessment of risk of Earth impact by an asteroid or a comet in the planning of detection and mitigation strategies and in setting the levels of urgency and budgeting to operationalize them. The result has been a focus on asteroids of Tunguska size, which could destroy a city or a region, since this is the most likely sort of object we would need to defend against. However a complete risk assessment would consider (...) not only the probability of an impact but also the magnitude of its consequences, which in the case of an object of Chicxulub size could be the end of civilization or even human extinction. This paper argues that a planetary defense policy based on a complete (or one could say genuine) risk assessment would justify expenditures much higher than at present. (shrink)

This chapter delves into the museological side of ‘the way forward’ to conservation for planetary health bioethics. Specifically, it highlights the crucial role that museums play – their curatorial or exhibition interventions, conservation operations, development policies, or practices – which present or represent the vital relationship between human and planetary health. While it is not new to stress the significance of museums’ link to the environment and environmental education, it is necessary to re-examine recent cases in light of (...) the rapid changes brought about by climate change and the constant call for sustainability. We thus offer a review of some recent literature that appraises the museum’s role in bioethically considering the health of our living planet. Learning this role taps into relatively new themes such as ecomuseums and architectural heritage, or critical eco-museology. (shrink)

The UN Committee on the Peaceful Uses of Outer Space (UNCOPUOS) has played a central role in the development of standards for the sustainable exploration of the Moon. The standards, in particular, are being shaped through consultations with the major space actors namely, states, international organizations, and commercial enterprises. The Moon Village Association, for instance, was created to foster the implementation of a vision of peaceful international cooperation of governmental and non-governmental actors in the exploration of the Moon. In 2021, (...) the MVA, in its Report on the Global Expert Group on Sustainable Lunar Activities, proposed the creation of a neutral multi-stakeholder platform and framework to ensure the conduct of sustainable lunar missions in the future. According to the MVA, there is a need to consider approaches that promote future lunar sustainability or recommend practices for upcoming lunar activities. In light of the above-mentioned report and MVA’s Report on Best Practices for Sustainable Lunar Activities (2020), this article sheds light on some of the major contributions toward the development of standards for sustainable exploration of the Moon, including the recognition of its legal personhood. The cultural transmission of theological concepts remains an underexplored topic in the cognitive science of religion (CSR). In this paper, I examine whether approaches from CSR, especially the study of content biases in the transmission of beliefs, can help explain the cultural success of some theological concepts. This approach reveals that there is more continuity between theological beliefs and ordinary religious beliefs than CSR authors have hitherto recognized: the cultural transmission of theological concepts is influenced by content biases that (...) also underlie the reception of ordinary religious concepts. Based on the achievements of the modern neurosciences as well as of psychology, cosmology, and philosophy, the authors provide their reasoning for the cosmic education and its outlooks for the educational systems of the world. Through the studies of how important human mind is for the Earth and the cosmos and by researching the evolution of human mind within the structure of the Universe, the authors create a more advanced (...) scientific and philosophic basis for the cosmic education where the subject is a comprehensive process of formation and directed progress of both an individual mind and a conglomerate of minds called the "psychospace". The cosmic education researches the permanent progress of the intelligent matter of the Earth. The purpose of the cosmic education has been determined as formation of a planetary and cosmic personality. According to the authors, a planetary and cosmic personality is a harmony of mind, soul, and body, and such harmony is directed to usethe internal creative potential of mind to the benefit of the intelligent matter of the entire Earthand the cosmos. The properties of such a planetary and cosmic personality are being improved continuously; they are a sample (the ideal) of the cosmic pedagogy and the image of a human being of the future. Through the usage of the entire potential and art of upbringing and educating, the cosmic pedagogy is called to embody the major properties of the image of a human being of the future in the new generations of minds and to form a planetary and cosmic personalitycapable of self-actualization to the benefit of the permanent progress of the intelligent matter. A survey of color science and color vision.

It is now generally recognized that Earth is at risk of a devastating collision with an asteroid or a comet. Impressive strides in our understanding of this threat have been made in recent decades, and various efforts to deal with it have been undertaken. However, the pace of government action hasn’t kept up with the advance of our knowledge. Despite the daunting dimensions of planetary defense, one intrepid NGO has stepped up to the plate: The B612 Foundation has embarked (...) on a half-billion-dollar project, called Sentinel, to map the estimated one million near-Earth objects that could wipe out a city or even end civilization. This article offers an explanation of how it came to be that private citizens have assumed what is arguably government’s primary mandate to "provide for the common defence." It then examines some of the practical – or, if you will, ethical – risks that may be attendant on such a shift of responsibility. Finally, a new policy emphasis is proposed. (shrink)

Open science will make science more efficient, reliable, and responsive to societal challenges. The European Commission has sought to advance open science policy from its inception in a holistic and integrated way, covering all aspects of the research cycle from scientific discovery and review to sharing knowledge, publishing, and outreach. We present the steps taken with a forward-looking perspective on the challenges laying ahead, in particular the necessary change of the rewards and incentives system for researchers (for (...) which various actors are co-responsible and which goes beyond the mandate of the European Commission). Oswald Spengler is best known as a philosopher of history. However, one can trace in volume one of his The Decline of the West a sustained consideration of philosophical issues pertaining to the nature and practice of science that I suggest can be considered to be a philosophy of science. Not only has Spengler’s philosophy of science been largely overlooked, so too has its peculiar fictionalist character. By elaborating on the fictionalist character of Spengler’s scientific views I (...) shall consider his work in comparison with that of Hans Vaihinger, a contemporary of Spengler and noted fictionalist with regards to science. This comparison not only supports my interpretation of Spengler’s philosophy of science as fictionalist, it also throws into relief the numerous affinities between the thought of two philosophers who are not usually associated, in particular with regards to their accounts of the origins of science in the structures of human consciousness. This fictionalist affinity in turn suggests the need for a wholesale reappraisal of Spengler’s philosophical outlook. (shrink)

Pourquoi accorder un rôle essentiel à la délibération publique dans le choix des normes éthiques et politiques guidant les sciences? À partir d’un débat récent en économie du bien-être, cet article soutient que l’introduction de normes éthiques et politiques en sciences doit respecter le principe de neutralité procédurale, et qu’une délibération publique bien encadrée respecte ce principe. Je présenterai deux raisons de croire que les sciences doivent respecter la neutralité procédurale. Le premier argument est lié au rôle que devrait jouer (...) l’examen libre et critique dans le développement des sciences. Le second argument repose sur l’idée que les sciences devraient être sensibles aux procédures présentant le meilleur potentiel épistémique. Pour ces deux raisons, si elle prend position en faveur d’idéaux normatifs, l’économie du bien-être devrait se tourner vers une approche délibérative, rationnelle et impartiale pour y parvenir. Drawing on the SAGE minutes and other documents, I consider the wider lessons for norms of scientific advising that can be learned from the UK’s initial response to coronavirus in the period January-March 2020, when an initial strategy that planned to avoid total suppression of transmission was abruptly replaced by an aggressive suppression strategy. I introduce a distinction between “normatively light advice”, in which no specific policy option is recommended, and “normatively heavy advice” that does make an explicit recommendation. I (...) argue that, although scientific advisers should avoid normatively heavy advice in normal times in order to facilitate democratic accountability, this norm can be permissibly overridden in situations of grave emergency. SAGE’s major mistake in early 2020 was not that of endorsing a particular strategy, nor that of being insufficiently precautionary, but that of relying too heavily on a specific set of “reasonable worst-case” planning assumptions. I formulate some proposals that assign a more circumscribed role to “worst-case” thinking in emergency planning. In an epilogue, I consider what the implications of my proposals would have been for the UK’s response to the “second wave” of late 2020. (shrink)

When scientists or science reporters communicate research results to the public, this often involves ethical and epistemic risks. One such risk arises when scientific claims cause cognitive or behavioural changes in the audience that contribute to the self-fulfilment of these claims. I argue that the ethical and epistemic problems that such self-fulfilment effects may pose are much broader and more common than hitherto appreciated. Moreover, these problems are often due to a specific psychological phenomenon that has been neglected in (...) the research on science communication: many people tend to conform to ‘descriptive norms’, that is, norms capturing (perceptions of) what others commonly do, think, or feel. Because of this tendency, science communication may frequently produce significant social harm. I contend that scientists have a responsibility to assess the risk of this potential harm and consider adopting strategies to mitigate it. I introduce one such strategy and argue that its implementation is independently well motivated by the fact that it helps improve scientific accuracy. (shrink)

Debates over the reality of race often rely on arguments about the connection between race and science—those who deny that race is real argue that there is no significant support from science for our ordinary race concepts; those who affirm that race is real argue that our ordinary race concepts are supported by scientific findings. However, there is arguably a more fundamental concern here: How should we define race concepts in the first place? The reason I claim that (...) this definitional question is more fundamental is that our handling of the underlying definitional problem often determines the scientific support our ordinary race concepts need, and importantly the likelihood of finding such support. In short, the defini- tional question, “How do we define race?” often undercuts the question of whether race is scientifically meaningful. (shrink)
