Most social policies cannot be defended without making inductive inferences. For example, consider certain arguments for racial profiling and affirmative action, respectively. They begin with statistics about crime or socioeconomic indicators. Next, there is an inductive step in which the statistic is projected from the past to the future. Finally, there is a normative step in which a policy is proposed as a response in the service of some goal—for example, to reduce crime or to correct socioeconomic imbalances. In comparison (...) to the normative step, the inductive step of a policy defense may seem trivial. We argue that this is not so. Satisfying the demands of the inductive step is difficult, and doing so has important but underappreciated implications for the normative step. In this paper, we provide an account of induction in social contexts and explore its implications for policy. Our account helps to explain which normative principles we ought to accept, and as a result it can explain why it is acceptable to make inferences involving race in some contexts (e.g., in defense of affirmative action) but not in others (e.g., in defense of racial profiling). In this paper, I defend the judgementalist theory of emotion against the argument from recalcitrant emotions. Judgementalism holds that a necessary condition for being in an emotional state is that an evaluative belief is formed. Recalcitrant emotions are emotions that contradict endorsed beliefs and judgements. The argument from recalcitrant emotions states that a judgementalist explanation of recalcitrant emotions results in the absurd conclusion that one would hold two contradictory beliefs. I argue that emotion involves a so-called Spinozan belief-forming process: a (...) process which automatically generates beliefs, without taking all available information into account. The generated beliefs might contradict something one already believes, as the so-called Fragmentation of Belief Hypothesis predicts. Thus the judgementalist explanation of recalcitrant emotions does not lead to an absurd conclusion and therefore the argument from recalcitrant emotions is refuted. (shrink)

This paper has a two-fold goal. First, I defend the view that the prejudicial behaviour that results from implicit biases is best understood as a type of habitual action—as a harmful, yet deeply entrenched, passively acquired, socially relevant type of habit. Second, I explore how characterizing such implicitly biased behaviour as a habit aids our understanding of the responsibility we bear for it. As habits are ultimately susceptible of being controlled, agents ought to be held responsible for their implicit biased (...) actions. Yet, the blaming response should target agents only insofar as they have failed (while being able) to develop a particular kind of ability: the ability to spot the kind of situations that require the exercise of the relevant intellectual, moral, social, and prudential obligations. Being thus responsible, however, is consistent with the agent’s not being blameworthy. For the automaticity of the blamed agent’s implicitly biased behaviour makes it unintentional relative to intellectual, moral, social, and prudential values that she already cares about. (shrink)

Implicit attitudes are mental states posited by psychologists to explain behaviors including implicit racial and gender bias. In this paper I investigate the belief view of the implicit attitudes, on which implicit attitudes are a kind of implicit belief. In particular, I focus on why implicit attitudes, if they are beliefs, are often resistant to updating in light of new evidence. I argue that extant versions of the belief view do not give a satisfactory account of this phenomenon. This is (...) because proponents of the belief view have focused on overly narrow explanations of recalcitrance in terms of belief storage. Expanding the focus of the belief view to the kinds of irrational and arational transitions between beliefs and other mental states provides compelling (if preliminary) explanations of recalcitrance. Recent social‐psychological research suggests that a considerable amount of, for example, racial and gendered discrimination may be connected to implicit biases: mental processes beyond our direct control or endorsement, that influence our behaviour toward members of socially salient groups. In this article I seek to improve our understanding of the phenomenon of implicit bias, including its moral status, by examining it through the lens of a theory of discrimination. In doing so, I also suggest ways to improve this theory of (...) discrimination, by creating conceptual space for implicit bias discrimination. I explore two ways of distinguishing direct and indirect discrimination and spell out the resulting four different forms of discrimination. The resulting taxonomy provides some room for implicit bias discrimination. I also deal with four challenges to my proposal for capturing implicit bias within discrimination theory: the metaphysical challenge, the moral insignificance challenge, the causal connection challenge, and the challenge from irreducibly collective bias. Human social intelligence includes a remarkable power to evaluate what people know and believe, and to assess the quality of well- or ill-formed beliefs. Epistemic evaluations emerge in a great variety of contexts, from moments of deliberate private reflection on tough theoretical questions, to casual social observations about what other people know and think. We seem to be able to draw systematic lines between knowledge and mere belief, to distinguish justified and unjustified beliefs, and to recognize some beliefs as delusional (...) or irrational. This article outlines the main types of epistemic evaluations, and examines how our capacities to perform these evaluations develop, how they function at maturity, and how they are deployed in the vital task of sorting out when to believe what others say. If someone says, “You’ve stereotyped me,” we hear the statement as an accusation. One way to interpret the accusation is as follows: you haven’t seen or treated me as an individual. In this essay, I interpret and evaluate a theory of wrongful stereotyping inspired by this thought, which I call the failure-to-individualize theory of wrongful stereotyping. According to this theory, stereotyping is wrong if and only if it involves failing to treat persons as individuals. I argue that the theory—however one (...) interprets it—is inadequate. Either the theory will not reliably identify all cases of wrongful stereotyping or it will fail to adequately explain why they are wrong. I conclude that it does not follow that we must entirely jettison the objection that stereotyping fails to treat persons as individuals. What follows is only that the objection must play a more circumscribed role in a theory of when and why stereotyping is wrong. (shrink)

I propose a new model of implicit bias, according to which implicit biases are constituted by unconscious imaginings. I begin by endorsing a principle of parsimony when confronted with unfamiliar phenomena. I introduce implicit bias in terms congenial to what most philosophers and psychologists have said about their nature in the literature so far, before moving to a discussion of the doxastic model of implicit bias and objections to it. I then introduce unconscious imagination and argue that appeal to it (...) does not represent a departure from a standard view of imagination, before outlining my model and showing how it accommodates characteristic features of implicit bias. I argue for its advantages over the doxastic model: it does not violate the parsimony principle, it does not face any of the objections so far raised to doxasticism, and it can accommodate the heterogeneity in the category of implicit bias. Finally, I address whether my view limits our ability to hold people accountable for their biases (it does not), and whether it is consistent with what we know about intervention strategies (it is). I conclude that implicit biases are constituted by unconscious imaginings. (shrink)

In this paper, I argue against the view that the representational structure of the implicit attitudes responsible for implicitly biased behaviour is propositional—as opposed to associationist. The proposal under criticism moves from the claim that implicit biased behaviour can occasionally be modulated by logical and evidential considerations to the view that the structure of the implicit attitudes responsible for such biased behaviour is propositional. I argue, in particular, against the truth of this conditional. Sensitivity to logical and evidential considerations, I (...) contend, proves to be an inadequate criterion for establishing the true representational structure of implicit attitudes. Considerations of a different kind, which emphasize the challenges posed by the structural social injustice that implicit attitudes reflect, offer, I conclude, better support for deciding this issue in favour of an associationist view. I motivate and articulate a dispositional account of aversive racism. By conceptualizing and measuring attitudes in terms of their full distribution, rather than in terms of their mode or mean preference, my account of dispositional attitudes gives ambivalent attitudes (qua attitude) the ability to predict aggregate behavior. This account can be distinguished from other dispositional accounts of attitude by its ability to characterize ambivalent attitudes such as aversive racism at the attitudinal rather than the sub-attitudinal level and its deeper appreciation (...) of the analogy between traits and attitudes. Psychologists and philosophers have not yet resolved what they take implicit attitudes to be; and, some, concerned about limitations in the psychometric evidence, have even challenged the predictive and theoretical value of positing implicit attitudes in explanations for social behavior. In the midst of this debate, prominent stakeholders in science have called for scientific communities to recognize and countenance implicit bias in STEM fields. In this paper, I stake out a stakeholder conception of implicit bias that responds to these challenges (...) in ways that are responsive to the psychometric evidence, while also being resilient to the sorts of disagreements and scientific progress that would not undermine the soundness of this call. Along the way, my account advocates for attributing collective (group-level) implicit attitudes rather than individual-level implicit attitudes. This position raises new puzzles for future research on the relationship (metaphysical, epistemic, and ethical) between collective implicit attitudes and individual-level attitudes. (shrink)

There is an increasing push by journals to ensure that data and products related to published papers are shared as part of a cultural move to promote transparency, reproducibility, and trust in the scientific literature. Yet few journals commit to evaluating their effectiveness in implementing reporting standards aimed at meeting those goals (1, 2). Similarly, though the vast majority of journals endorse peer review as an approach to ensure trust in the literature, few make their peer review data available to (...) evaluate effectiveness toward achieving concrete measures of quality, including consistency and completeness in meeting reporting standards. Remedying these apparent disconnects is critical for closing the gap between guidance recommendations and actual reporting behavior. We see this as a collective action problem requiring leadership and investment by publishers, who can be incentivized through mechanisms that allow them to manage reputational risk and through continued innovation in journal assessment. I offer here a new hypothesis about the nature of implicit attitudes. Psy- chologists and philosophers alike often distinguish implicit from explicit attitudes by maintaining that we are aware of the latter, but not aware of the former. Recent experimental evidence, however, seems to challenge this account. It would seem, for example, that participants are frequently quite adept at predicting their own perfor- mances on measures of implicit attitudes. I propose here that most theorists in this area have nonetheless overlooked (...) a commonsense distinction regarding how we can be aware of attitudes, a difference that fundamentally distinguishes implicit and explicit attitudes. Along the way, I discuss the implications that this distinction may hold for future debates about and experimental investigations into the nature of implicit attitudes. (shrink)

Implicit bias results from living in a society structured by race. Tamar Gendler has drawn attention to several epistemic costs of implicit bias and concludes that paying some costs is unavoidable. In this paper, we reconstruct Gendler’s argument and argue that the epistemic costs she highlights can be avoided. Though epistemic agents encode discriminatory information from the environment, not all encoded information is activated. Agents can construct local epistemic environments that do not activate biasing representations, effectively avoiding the consequences of (...) activation. We conclude that changing our local environments provides a way to avoid paying implicit bias’s epistemic costs. (shrink)

According to a classic but nowadays discarded philosophical theory, perceptual experience is a complex of nonconceptual sensory states and full-blown propositional beliefs. This classical dual-component theory of experience is often taken to be obsolete. In particular, there seem to be cases in which perceptual experience and belief conflict: cases of known illusions, wherein subjects have beliefs contrary to the contents of their experiences. Modern dual-component theories reject the belief requirement and instead hold that perceptual experience is a complex of nonconceptual (...) sensory states and some other sort of conceptual state. The most popular modern dual-component theory appeals to sui generis propositional attitudes called ‘perceptual seemings’. This article argues that the classical dual-component theory has the resources to explain known illusions without giving up the claim that the conceptual components of experience are beliefs. The classical dual-component view, though often viewed as outdated and implausible, should be regarded as a serious contender in contemporary debates about the nature of perceptual experience. This chapter is centered around an apparent tension that research on implicit bias raises between virtue and social knowledge. Research suggests that simply knowing what the prevalent stereotypes are leads individuals to act in prejudiced ways—biasing decisions about whom to trust and whom to ignore, whom to promote and whom to imprison—even if they reflectively reject those stereotypes. Because efforts to combat discrimination obviously depend on knowledge of stereotypes, a question arises about what to do next. This chapter argues that (...) the obstacle to virtue is not knowledge of stereotypes as such, but the “accessibility” of such knowledge to the agent who has it. “Accessibility” refers to how easily knowledge comes to mind. Social agents can acquire the requisite knowledge of stereotypes while resisting their pernicious influence, so long as that knowledge remains, in relevant contexts, relatively inaccessible. We develop an account of the normativity of automaticity that responds to and builds upon Tamar Szabó Gendler's account of ‘alief’, an associative and arational mental state more primitive than belief. Alief represents a promising tool for integrating psychological research on automaticity with philosophical work on mind and action, but Gendler errs in (...) overstating the degree to which aliefs are norm-insensitive. Philosophers are divided over whether implicit biases are beliefs. Critics of the belief model of implicit bias argue that empirical data show that implicit biases are habitual but unstable and not sensitive to evidence. They are not rational or consistently action-guiding like beliefs are supposed to be. In contrast, proponents of the belief model of implicit bias argue that they are stable enough, sensitive to some evidence, and do guide our actions, albeit haphazardly sometimes. With the help of revisionary notions (...) of belief, such as fragmented, Spinozan, and dispositional belief, these theorists argue that implicit biases are beliefs. I argue that both the critiques and defenses of belief models of implicit bias are problematic. This methodological critique suggests that debates about nature of the implicit bias ought to shift away from the belief question and toward more fundamental questions about stability and evidential sensitivity of implicit biases. I chart the path forward for this prescribed shift in the debate. (shrink)

As the phenomenon of implicit bias has become increasingly widely known and accepted, a variety of criticisms have similarly gained in prominence. This paper focuses on one particular set of criticisms, generally made from the political left, of what Sally Haslanger calls “implicit bias stories”—a broad term encompassing a wide range of discourses from media discussions to academic papers to implicit bias training. According to this line of thought, implicit bias stories are counterproductive because they serve to distract from the (...) structural and institutional factors that underlie oppression of social groups. This paper argues on the contrary that implicit bias stories, properly told, can help direct attention and concern to structural and institutional factors, and indeed may be especially helpful in motiving action. The key, however, is to tell these stories properly. When implicit bias sto- ries are told in the wrong way, they are indeed counterproductive. This paper looks in detail at several examples of good and bad implicit bias stories, examining what makes some of them counterproductive and others highly effective in motivating action to combat social injustice. In an ideal epistemic world, our beliefs would correspond to our evidence, and our evidence would be bountiful. In the world we live in, however, if we wish to live meaningful lives, other epistemic strategies are necessary. Here I attempt to work out, systematically, the ways in which evidentialism fails us as a guide to belief. This is so preeminently for lives of a religious character, but the point applies more broadly.

It has recently been argued that beliefs formed on the basis of implicit biases pose a challenge for accessibilism, since implicit biases are consciously inaccessible, yet they seem to be relevant to epistemic justification. Recent empirical evidence suggests, however, that while we may typically lack conscious access to the source of implicit attitudes and their impact on our beliefs and behaviour, we do have access to their content. In this paper, I discuss the notion of accessibility required for this argument (...) to work vis-à-vis these empirical results and offer two ways in which the accessibilist could meet the challenge posed by implicit biases. Ultimately both strategies fail, but the way in which they do, I conclude, reveals something general and important about our epistemic obligations and about the intuitions that inform the role of implicit biases in accessibilist justification. This paper proposes and defends the multifactorial view of stereotyping. According to this view, multiple factors determine whether or not any act of stereotyping increases the chance of an accurate judgment being made about an individual to whom the stereotype is applied. To support this conclusion, various features of acts of stereotyping that can determine the accuracy of stereotyping judgments are identified. The argument challenges two existing views that suggest that it is relatively easy for an act of stereotyping to (...) increase the chance of an accurate judgment being made. In the process, it shows why stereotyping that associates black people more strongly than white people with criminality in the United States cannot be defended, and actions to reduce the stereotyping criticized, on the basis that engaging in this form of stereotyping increases the chance of accurate judgments. As each of these important conclusions is supported by results from empirical psychology, the discussion exemplifies and vindicates the naturalistic approach to epistemology, according to which psychological findings provide an important contribution to understanding the epistemic standing of beliefs. Implicit attitudes are mental states that appear sometimes to cause agents to act in ways that conflict with their considered beliefs. Implicit attitudes are usually held to be mere associations between representations. Recently, however, some philosophers have suggested that they are, or are very like, ordinary beliefs: they are apt to feature in properly inferential processing. This claim is important, in part because there is good reason to think that the vocabulary in which we make moral assessments of ourselves and (...) of others is keyed to folk psychological concepts, like ‘belief’, and not to concepts that feature only in scientific psychology: if implicit attitudes are beliefs there is a prima facie case for thinking that they can serve as the basis for particular kinds of moral assessment. In this paper I argue that while implicit attitudes have propositional structure, their sensitivity and responsiveness to other mental representations is too patchy and fragmented for them to properly be considered beliefs. Instead, they are a sui generis kind of mental state, a state I dub patchy endorsements. (shrink)

We consider a range of cases—both hypothetical and actual—in which agents apparently know how to \ but fail to believe that the way in which they in fact \ is a way for them to \. These “no-belief” cases present a prima facie problem for Intellectualism about knowledge-how. The problem is this: if knowledge-that entails belief, and if knowing how to \ just is knowing that some w is a way for one to \, then an agent cannot both know (...) how to \ and fail to believe that w, the way that she \s, is a way for her to \. We discuss a variety of ways in which Intellectualists might respond to this challenge and argue that, ultimately, this debate converges with another, seemingly distinct debate in contemporary epistemology: how to attribute belief in cases of conflict between an agent’s avowals and her behavior. No-belief cases, we argue, reveal how Intellectualism depends on the plausibility of positing something like “implicit beliefs”—which conflict with an agent’s avowed beliefs—in many cases of apparent knowledge-how. While there may be good reason to posit implicit beliefs elsewhere, we suggest that there are at least some grounds for thinking that these reasons fail to carry over to no-belief cases, thus applying new pressure to Intellectualism. You can trust your friends. You should trust your friends. Not all of your friends all of the time: you can reasonably trust different friends to different degrees, and in different domains. Still, we often trust our friends, and it is often reasonable to do so. Why is this? In this paper I explore how and whether friendship gives us reasons to trust our friends, reasons which may outstrip or conflict with our epistemic reasons. In the final section, I will (...) sketch some related questions concerning trust based on the trustee’s race, gender, or other social identity. (shrink)

It has been argued that humans can face an ethical/epistemic dilemma over the automatic stereotyping involved in implicit bias: ethical demands require that we consistently treat people equally, as equally likely to possess certain traits, but if our aim is knowledge or understanding our responses should reflect social inequalities meaning that members of certain social groups are statistically more likely than others to possess particular features. I use psychological research to argue that often the best choice from the epistemic perspective (...) is the same as the best choice from the ethical perspective: to avoid automatic stereotyping even when this involves failing to reflect social realities in our judgements. This argument has an important implication: it shows that it is not possible to successfully defend an act of automatic stereotyping simply on the basis that the stereotype reflects an aspect of social reality. An act of automatic stereotyping can be poor from an epistemic perspective even if the stereotype that is activated reflects reality. (shrink)

According to evidentialism, what is epistemically rational to believe is determined by evidence alone. So, assuming that prejudiced beliefs are irrational, evidentialism entails that they must not be properly based on the evidence. Recently, philosophers have been interested in cases of beliefs that seem to undermine evidentialism: these are beliefs that seem both prejudiced (and, thus, irrational) and properly based on the evidence (and, thus, rational). In these cases, a believer has strong statistical evidence that most members of a social (...) group have some property and then comes to believe that an individual member of that social group will likely have that property. For example, a server at a restaurant has statistical evidence that most Black diners tip less than average and then comes to believe that a particular Black diner will likely tip less than average. The goal of this paper is to defend evidentialism from the challenge posed to it by beliefs like the server’s by developing a plausible evidentialist account that explains away these conflicting intuitions. Some people succeed in adopting feminist ideals in spite of the prevalence of asymmetric power relations. However, those who adopt such ideals face a number of psychological difficulties in inhibiting stereotype-based judgments. I argue that a Spinozan theory of belief fixation offers a more complete understanding of the mechanisms that underwrite our intuitive stereotype-based judgments. I also argue that a Spinozan theory of belief fixation offers resources for avoiding stereotype-based judgments where they are antecedently recognized to be pernicious and insidious. (...)
