Perceptual systems respond to proximal stimuli by forming mental representations of distal stimuli. A central goal for the philosophy of perception is to characterize the representations delivered by perceptual systems. It may be that all perceptual representations are in some way proprietarily perceptual and differ from the representational format of thought (Dretske 1981; Carey 2009; Burge 2010; Block ms.). Or it may instead be that perception and cognition always trade in the same code (Prinz 2002; Pylyshyn 2003). This paper rejects (...) both approaches in favor of perceptual pluralism, the thesis that perception delivers a multiplicity of representational formats, some proprietary and some shared with cognition. The argument for perceptual pluralism marshals a wide array of empirical evidence in favor of iconic (i.e., image-like, analog) representations in perception as well as discursive (i.e., language-like, digital) perceptual object representations. It is often claimed that pre-attentive vision has an ‘iconic’ format. This is seen to explain pre-attentive vision's characteristically high processing capacity and to make sense of an overlap in the mechanisms of early vision and mental imagery. But what does the iconicity of pre-attentive vision amount to? This paper considers two prominent ways of characterising pre-attentive visual icons and argues that neither is adequate: one approach renders the claim ‘pre-attentive vision is iconic’ empirically false while the other obscures its (...) ability to do the explanatory work, which motivates positing pre-attentive visual icons in the first place. With this noted, I introduce the notion of an ‘Analogue Map’ and argue that it provides a superior characterisation of pre-attentive vision's iconicity. I then argue that this forces a reassessment of debates which have traditionally presupposed the iconicity of pre-attentive vision, emphasising ramifications for the viability of a format-based perception-thought border. Whole Brain Emulation has been championed as the most promising, well-defined route to achieving both human-level artificial intelligence and superintelligence. It has even been touted as a viable route to achieving immortality through brain uploading. WBE is not a fringe theory: the doctrine of Computationalism in philosophy of mind lends credence to the in-principle feasibility of the idea, and the standing of the Human Connectome Project makes it appear to be feasible in practice. Computationalism is a popular, independently plausible theory, (...) and Connectomics a well-funded empirical research program, so optimism about WBE is understandable. However, this optimism may be misplaced. This article argues that WBE is, at best, no more compelling than any of the other far-flung routes to achieving superintelligence. Similarly skeptical conclusions are found regarding immortality. The essay concludes with some positive considerations in favor of the Biological Theory of consciousness, as well as morals about the limits of Computationalism in both artificial intelligence and the philosophy of mind more generally. This paper refines a controversial proposal: that core systems belong to a perceptual kind, marked out by the format of its representational outputs. Following Susan Carey, this proposal has been understood in terms of core representations having an iconic format, like certain paradigmatically perceptual outputs. I argue that they don’t, but suggest that the proposal may be better formulated in terms of a broader analogue format type. Formulated in this way, the proposal accommodates the existence of genuine icons in perception, (...) and avoids otherwise troubling objections. (shrink)

Zenon Pylyshyn argues that cognitively driven attentional effects do not amount to cognitive penetration of early vision because such effects occur either before or after early vision. Critics object that in fact such effects occur at all levels of perceptual processing. We argue that Pylyshyn’s claim is correct—but not for the reason he emphasizes. Even if his critics are correct that attentional effects are not external to early vision, these effects do not satisfy Pylyshyn’s requirements that the effects be direct (...) and exhibit semantic coherence. In addition, we distinguish our defense from those found in recent work by Raftopoulos and by Firestone and Scholl, argue that attention should not be assimilated to expectation, and discuss alternative characterizations of cognitive penetrability, advocating a kind of pluralism. The success of the Bayesian approach to perception suggests probabilistic perceptual representations. But if perceptual representation is probabilistic, why doesn't normal conscious perception reflect the full probability distributions that the probabilistic point of view endorses? For example, neurons in MT/V5 that respond to the direction of motion are broadly tuned: a patch of cortex that is tuned to vertical motion also responds to horizontal motion, but when we see vertical motion, foveally, in good conditions, it does not look at all (...) horizontal. This article argues that the best Bayesian approach to this problem does not require probabilistic representation. (shrink)

In their constructive reviews, Frances Egan, Randy Gallistel and Steven Gross have raised some important problems for the account of content advanced by Nicholas Shea in Representation in Cognitive Science. Here the author addresses their main challenges. Egan argues that the account includes an unrecognised pragmatic element; and that it makes contents explanatorily otiose. Gallistel raises questions about homomorphism and correlational information. Gross puts the account to work to resolve a dispute about probabilistic contents in perception, but argues that a (...) question remains about whether probabilities are found in the content or instead in the manner of representation. Short‐term memory in vision is typically thought to divide into at least two memory stores: a short, fragile, high‐capacity store known as iconic memory, and a longer, durable, capacity‐limited store known as visual working memory (VWM). This paper argues that iconic memory stores icons, i.e., image‐like perceptual representations. The iconicity of iconic memory has significant consequences for understanding consciousness, nonconceptual content, and the perception–cognition border. Steven Gross and Jonathan Flombaum have recently challenged the division between iconic memory and VWM by (...) arguing against the idea of capacity limits in favor of a flexible resource‐based model of short‐term memory. I argue that, while VWM capacity is probably governed by flexible resources rather than a sharp limit, the two memory stores should still be distinguished by their representational formats. Iconic memory stores icons, while VWM stores discursive (i.e., language‐like) representations. I conclude by arguing that this format‐based distinction between memory stores entails that prominent views about consciousness and the perception–cognition border will likely have to be revised. Nick Shea’s Representation in Cognitive Science commits him to representations in perceptual processing that are about probabilities. This commentary concerns how to adjudicate between this view and an alternative that locates the probabilities rather in the representational states’ associated “attitudes”. As background and motivation, evidence for probabilistic representations in perceptual processing is adduced, and it is shown how, on either conception, one can address a specific challenge Ned Block has raised to this evidence.

Perceptual Confidence is the view that our conscious perceptual experiences assign confidence. In previous papers, I motivated it using first-personal evidence (Morrison, 2016), and Jessie Munton motivated it using normative evidence (Munton, 2016). In this paper, I will consider the extent to which it is motivated by third-personal evidence. I will argue that the current evidence is supportive but not decisive. I will then describe experiments that might provide stronger evidence. I hope to thereby provide a roadmap for future research.

The most widely endorsed philosophical and scientific theories of consciousness assume that it contributes a single functional capacity to an organism’s information processing toolkit. However, conscious processes are a heterogeneous class of psychological phenomena supported by a variety of neurobiological mechanisms. This suggests a plurality of functional contributions of consciousness (FCCs), in the sense that conscious experience facilitates different functional capacities in different psychological domains. In this paper, I first develop a general methodological framework for isolating the psychological functions that (...) are associated with conscious experience. I then use this to show that the leading accounts—Global Workspace Theories, Higher Order Thought Theory and Information Integration Theory—all fail to acknowledge this functional pluralism, which limits their applicability as theories of consciousness. Does phenomenal consciousness overflow access consciousness? Some researchers have claimed that it does, relying on interpretations of various psychological experiments such as Sperling's or Landman's, and crucially using alleged subjective reports from participants to argue in favor of these interpretations. However, systematic empirical investigations of participants' subjective reports are scarce. To fill this gap, we reproduced Sperling's and Landman's experiments, and carefully collected reports made by subjects about their own experiences, using questionnaires and interviews. We found that participants' subjective reports (...) do not support the overflow thesis, but rather suggest alternative interpretations of the experiments. (shrink)

Theories of consciousness divide over whether perceptual consciousness is rich or sparse in specific representational content and whether it requires cognitive access. These two issues are often treated in tandem because of a shared assumption that the representational capacity of cognitive access is fairly limited. Recent research on working memory challenges this shared assumption. This paper argues that abandoning the assumption undermines post-cue-based “overflow” arguments, according to which perceptual conscious is rich and does not require cognitive access. Abandoning it also (...) dissociates the rich/sparse debate from the access question. The paper then explores attempts to reformulate overflow theses in ways that don’t require the assumption of limited capacity. Finally, it discusses the problem of relating seemingly non-probabilistic perceptual consciousness to the probabilistic representations posited by the models that challenge conceptions of cognitive access as capacity-limited. The question of whether conscious experience is restricted by cognitive access and exhausted by report, or whether it overflows it—comprising more information than can be reported—is hotly debated. Recently, we provided evidence in favor of Overflow, showing that observers discriminated the color‐diversity (CD) of letters in an array, while their working‐memory and attention were dedicated to encoding and reporting a set of cued letters. An alternative interpretation is that CD‐discriminations do not entail conscious experience of the underlying colors. This paper proposes a new argument in favour of the claim that phenomenal consciousness overflows – that is, has a far higher capacity than – cognitive access. It shows that opponents of overflow implicate a necessary role for visual imagery in the change detection paradigm. However, empirical evidence suggests that there is no correlation between visual imagery abilities and performance in this paradigm. Since the use of imagery is not implicated in the performance strategy of subjects, we find a new (...) argument for consciousness without access. (shrink)

I explore some surprising convergences between apparently opposite theories of consciousness—panpsychism and eliminativism. I outline what a ‘Dennettian panpsychism’ might look like, and consider some of the challenging but fertile questions it raises about determinacy, holism, and subjecthood.What unites constitutive panpsychism and the multiple drafts model is that both present the unitary consciousness we can report as resting atop a multiplicity of independent processes; both reject as misguided the search for a definite threshold between processing that is truly conscious and (...) that which is merely preconscious. What divides them is that Dennett regards it as unreasonable to posit inaccessible consciousness, but reasonable to doubt or deny the existence of consciousness, while panpsychists think the opposite. What is the temporal structure of conscious experience? While it is popular to think that our most basic conscious experiences are temporally extended, we will be arguing against this view, on the grounds that it makes our conscious experiences depend on the future in an implausible way. We then defend an alternative view of the temporal structure of experience from a variety of different objections. Along the way, we hope to illustrate the wider philosophical ramifications of the relationship between experience (...) and time. What one thinks about the temporal structure of experience is, we believe, deeply interconnected with issues concerning whether consciousness is vague or precise, whether conscious states can be reduced to physical states, whether phenomenal properties are intrinsic properties, and whether phenomenal consciousness can “overflow” access consciousness. As we will see, even seemingly unrelated metaphysical questions, such as the debate between Humean and Non-Humean accounts of natural necessity, bear on questions about the relationship between experience and time. Is attention both necessary and sufficient for consciousness? Call this central question of this treatise, “Q.” We commonly have the experience of consciously paying attention to something, but is it possible to be conscious of something you are not attending to, or to attend to something of which you are not conscious? Where might we find examples of these? This treatise is a quest to find an answer to Q in two parts. Part I reviews the foundations upon which the (...) discourse on Q is built. Different inputs to Q produce different answers. After consideration of the many ways “attention” and “consciousness” have been defined, I settle upon phenomenal consciousness and Executive Attention (defined as a suite of strategies for structuring cognition for further processing implemented by the executive of working memory) as the most interesting inputs to Q, and the ones on which Part II focuses. Attention without consciousness seems relatively easy to establish empirically, but consciousness without attention is much harder. The putative candidates all seem to have major problems, but I build a strong abductive case for the hitherto ignored case of foveal phenomenal overflow. We consciously see far more detail in our foveal fields than we can Executively Attend, although there is a serious obstacle to our ever confirming that empirically—identifying conscious content relies on Executive Attentional report. Triangulating the capacity limitations of attention, consciousness, and working memory strengthens this case for consciousness without attention, and suggests that cognition must work something like my “Witches’ Hat Model,” on which content can become conscious outside of Executive Attention or working memory. I conclude with some reflections on the implications of my arguments for the discourse on Q, and for other discourses such as the ontologies of attention and consciousness, theories of consciousness, some other cognitive concepts, and ethical considerations in humans, animals, and machines. A conclusive answer to Q continues to elude us. It may perhaps be an ultimately insoluble conundrum. But it is the very essence of humanity to seek an answer, and in so doing, to improve our understanding of our own nature: “The proper study of mankind is man.”1. (shrink)

We seem to have rich experience across our visual field. Yet we are surprisingly poor at tasks involving the periphery and low spatial attention. Recently, Lau and collaborators have argued that a phenomenon known as “subjective inflation” allows us to reconcile these phenomena. I show inflation is consistent with multiple interpretations, with starkly different consequences for richness and for theories of consciousness more broadly. What’s more, we have only weak reasons favouring any of these interpretations over the others. I provisionally (...) argue for an interpretation on which subjective experience is genuinely rich, but (in peripheral/unattended areas) unreliable as a guide to the external world. The main challenge for this view is that it appears to imply that experience in the periphery is not just unreliable but unstable. However, I argue that this consequence, while initially appearing unintuitive, is in fact plausible. (shrink)

A reply to commentators -- Jake Beck, Nico Orlandi and Aaron Franklin, and Ian Phillips -- on our paper "Does perceptual consciousness overflow cognitive access?".

Clark (2018) worries that predictive processing accounts of perception introduce a puzzling disconnect between the content of personal-level perceptual states and their underlying subpersonal representations. According to PP, in perception, the brain encodes information about the environment in conditional probability density distributions over causes of sensory input. But it seems perceptual experience only presents us with one way the world is at a time. If perception is at bottom probabilistic, shouldn’t this aspect of subpersonally represented content show up in consciousness? (...) To address this worry, Clark argues that representations underlying personal-level content are constrained by the need to provide a single action-guiding take on the environment. However, this proposal rests a conception of the nature of agency, famously articulated by Davidson (1980a,b), that is inconsistent with a view of the mind as embodied-extended. Since Clark and other enactivist PP theorists present the extended mind as an important consequence of the predictive framework, the proposal is in tension with his complete view. I claim that this inconsistency could be resolved either by retaining the Davidsonian view of action and abandoning the extended-embodied approach, or by adopting a more processual, world-involving account of agency and perceptual experience than Clark currently endorses. To solve the puzzle he raises, Clark must become a radical enactivist or a consistent internalist. (shrink)

The question of whether phenomenal consciousness is limited to the capacity of cognitive access remains a contentious issue in philosophy. Overflow theorists argue that the capacity of conscious experience outstrips the capacity of cognitive access. This paper demonstrates a resolution to the overflow debate is found in acknowledging a difference in phenomenological timing required by both sides. It makes clear that the “no overflow” view requires subjects to, at the bare minimum, generate an unconscious visual image of previously presented items (...) if it is to explain performance in the change detection paradigm. It then demonstrates that conscious imagery should support better task performance than unconscious imagery because of a necessary difference in representational strength. However, this contradicts empirical findings, and so a new argument for overflow is presented without requiring the premise that subjects need to obtain a specific phenomenology of presented items during change detection. Is consciousness independent of the general-purpose information processes known as ‘cognitive access’? The dominantmethodology for supporting this independence hypothesis appeals to partial report experiments as evidence for perceptual consciousness in the absence of cognitive access. Using a standard model of evidential support, and reviewing recent elaborations of the partial report paradigm, this article argues that the paradigm has the wrong structure to support the independence hypothesis. Like reports in general, a subject’s partial report is evidence that she is conscious of (...) information only where that information is cognitively accessed. So partial report experiments could dissociate consciousness from cognitive access only if there were uncontroversial evidence forconsciousness which did not imply reportability. There is no such evidence. An alternative, broadly Marrian methodology for supporting the independence hypothesis is suggested, and some challenges to it outlined. This methodology does not require experimental evidence for consciousness in the absence of cognitive access. Instead it focuses on a function of perceptual consciousness when a stimulus is cognitively accessed. If the processes best suited to implement this function exclude cognitive access, the independence hypothesis will be supported. One relevant function of consciousness may be reflected in reason-based psychological explanations of a subject’s behaviour. (shrink)
