This paper presents the epistemic practices account, a theory about the nature of epistemic normativity. The account aims to explain how the pursuit of epistemic values such as truth and knowledge can give rise to epistemic norms. On this account, epistemic norms are the internal rules of epistemic social practices. The account explains four crucial features of epistemic normativity while dissolving some apparent tensions between them. The account also provides a unified theory of epistemic and zetetic normativity.

In this paper, I explore the relationship between epistemic rationality and instrumental rationality, and I attempt to delineate their respective roles in typical instances of theoretical reasoning. My primary concern is with the instrumentalist conception of epistemic rationality: the view that epistemic rationality is simply a species of instrumental rationality, viz. instrumental rationality in the service of one's cognitive or epistemic goals. After sketching the relevance of the instrumentalist conception to debates over naturalism and 'the ethics of belief', I argue (...) that, despite enjoying considerable popularity among both epistemologists and philosophers of science, it is ultimately indefensible. Having thus argued for the distinctness of epistemic and instrumental rationality, I attempt to clarify the role played by each in typical instances of theoretical reasoning. I suggest that being theoretically rational--that is, being proficient with respect to theoretical reasoning--is best construed as a hybrid virtue, inasmuch as it involves manifesting sensitivity to two very different kinds of reasons. What should we believe when epistemic and practical reasons pull in opposite directions? The traditional view states that there is something that we ought epistemically to believe and something that we ought practically to (cause ourselves to) believe, period. More recent accounts challenge this view, either by arguing that there is something that we ought simpliciter to believe, all epistemic and practical reasons considered (the weighing view), or by denying the normativity of epistemic reasons altogether (epistemic anti‐normativism). I argue against (...) both accounts and defend the traditional view. An agent can be blameworthy in doxastic dilemmas for complying with their practical but not their epistemic reasons. This reveals how epistemic reasons are normative: the concept of epistemic blame helps us track epistemic normativity. (shrink)

In this paper, I explore the question of whether the expected consequences of holding a belief can affect the rationality of doing so. Special attention is given to various ways in which one might attempt to exert some measure of control over what one believes and the normative status of the beliefs that result from the successful execution of such projects. I argue that the lessons which emerge from thinking about the case ofbelief have important implications for the way we (...) should think about the rationality of a number of other propositional attitudes,such as regret, desire, and fear. Finally,I suggest that a lack of clarity with respect to the relevant issues has given rise to a number of rather serious philosophical mistakes. (shrink)

How can we be responsible for our attitudes if we cannot normally choose what we believe, desire, feel, and intend? This problem has received much attention during the last decades, both in epistemology and ethics. Yet its connections to discussions about reasons and rationality have been largely overlooked. This book develops the foundations of an ethics of mind by investigating the responsibility that is presupposed by the requirements of rationality that govern our attitudes. It has five main goals. First, it (...) reinterprets the problem of responsibility for attitudes as a problem about the normativity of rationality. Second, it connects substantive and structural rationality by drawing on debates about responsibility. Third, it supports recent accounts of the normativity of rationality by explicitly defending the view that epistemic reasons and other ‘right-kind’ reasons are genuine normative reasons. Fourth, it breaks the stalemate between rationalist and voluntarist accounts of mental responsibility by proposing a hybrid view. William Alston has argued that the so-called deontological conception of epistemic justification, on which epistemic justification is to be spelled out in terms of blame, responsibility, and obligations, is untenable. The basic idea of the argument is that this conception is untenable because we lack voluntary control over our beliefs and, therefore, cannot have any obligations to hold certain beliefs. If this is convincing, however, the argument threatens the very idea of doxastic responsibility. For, how can we ever be responsible (...) for our beliefs if we lack control over them? Several philosophers have argued that the idea that we bear responsibility for our beliefs can be saved, because absence of voluntary control over our beliefs is perfectly compatible with having obligations to hold particular beliefs. With others, I call this view ‘doxastic compatibilism’. It comes in two varieties. On the first variety, doxastic obligations do not require any kind of doxastic control whatsoever. I argue that this variety of doxastic compatibilism fails because it confuses doxastic responsibility with other closely related phenomena. On the second variety, doxastic obligations do not require voluntary doxastic control, but only compatibilist doxastic control (roughly, reason-responsiveness) and we do in fact have such control. I grant that we have such control, but also argue that having such control is insufficient for bearing doxastic responsibility. The plausibility of the examples put forward by doxastic compatibilists in support of the claim that it is sufficient for doxastic responsibility derives from the fact that in these examples, the subjects have control over factors that influence what they believe rather than control over those beliefs themselves. According to a simple form of consequentialism, we should base decisions on our judgments about their consequences for achieving our goals. Our goals give us reason to endorse consequentialism as a standard of decision making. Alternative standards invariably lead to consequences that are less good in this sense. Yet some people knowingly follow decision rules that violate consequentialism. For example, they prefer harmful omissions to less harmful acts, they favor the status quo over alternatives they would otherwise judge to be (...) belter, they provide third-party compensation on the basis of the cause of an injury rather than the benefit from the compensation, they ignore deterrent effects in decisions about punishment, and they resist coercive reforms they judge to be beneficial. I suggest that nonconsequentialist principles arise from overgeneralizing rules that are consistent with consequentialism in a limited set of cases. Commitment to such rules is detached from their original purposes. The existence of such nonconsequentialist decision biases has implications for philosophical and experimental methodology, the relation between psychology and public policy, and education. (shrink)

Situations where it is not obvious which of two incompatible actions we ought to perform are commonplace. As has frequently been noted in the contemporary literature, a similar issue seems to arise in the field of beliefs. Cases of doxastic divergence are cases in which the subject seems subject to two divergent oughts to believe: an epistemic and a practical ought to believe. This article supports the moderate pragmatist view according to which subjects ought, all things considered, to hold the (...) practically right belief in, at least, some cases of doxastic divergence. Unlike many defences of pragmatism, this paper does not aim to overcome exclusivism (briefly, the view that only epistemic, but not practical, considerations have an influence on what a subject ought to believe). Another major challenge that pragmatism faces is to show that the epistemic and the practical ought to believe are comparable. This article makes a case for their comparability. (shrink)

Abstract: This paper argues that instances of what are typically called ‘epistemic irresponsibility’ are better understood as instances of moral or prudenial failure. This hypothesis covers the data and is simpler than postulating a new sui generis form of normativitiy. The irresponsibility alleged is that embeded in charges of ‘You should have known better!’ However, I argue, either there is some interest at stake in knowing or there is not. If there is not, then there is no irresponsibility. If there (...) is, it is either the inquirer's interests—in which case it is a prudential shortcoming—or someone else's interests are at stake—in which case it is a moral shortcoming. In no case, I argue, is there any need to postulate a form of normativity in epistemology other than the traditional epistemological norm that one's attitudes should fit the evidence one has. We seem to be responsible for our beliefs in a distinctively epistemic way. We often hold each other to account for the beliefs that we hold. We do this by criticising other believers as ‘gullible’ or ‘biased’, and by trying to persuade others to revise their beliefs. But responsibility for belief looks hard to understand because we seem to lack control over our beliefs. In this paper, I argue that we can make progress in our understanding of responsibility for belief (...) by thinking about it in parallel with another kind of responsibility: legal responsibility for criminal negligence. Specifically, I argue that that a popular account of responsibility for belief, which grounds it in belief’s reasons-responsiveness, faces a problem analogous to one faced by H.L.A. Hart’s influential capacity-based account of culpability. This points towards a more promising account of responsibility of belief, though, if we draw on accounts of negligence that improve on Hart’s. Broadly speaking, the account of negligence that improves on Hart’s account grounds culpability in a concern for others’ interests, whereas my account of epistemic responsibility grounds responsibility for belief in a concern for the truth. The idea that beliefs may be stake-sensitive is explored. This is the idea that the strength with which a single, persistent belief is held may vary and depend upon what the believer takes to be at stake. The stakes in question are tied to the truth of the belief—not, as in Pascal’s wager and other cases, to the belief’s presence. Categorical beliefs and degrees of belief are considered; both kinds of account typically exclude the idea and treat belief as stake-invariant (...) , though an exception is briefly described. The role of the assumption of stake-invariance in familiar accounts of degrees of belief is also discussed, and morals are drawn concerning finite and countable Dutch book arguments. (shrink)

What can rational deliberation indicate about belief? Belief clearly influences deliberation. The principle that rational belief is stake-invariant rules out at least one way that deliberation might influence belief. The principle is widely, if implicitly, held in work on the epistemology of categorical belief, and it is built into the model of choice-guiding degrees of belief that comes to us from Ramsey and de Finetti. Criticisms of subjective probabilism include challenges to the assumption of additive values (the package principle) employed (...) by defenses of probabilism. But the value-interaction phenomena often cited in such challenges are excluded by stake-invariance. A comparison with treatments of categorical belief suggests that the appeal to stake-invariance is not ad hoc. Whether or not to model belief as stake-invariant is a question not settled here. In this paper I have two main aims. My first aim is to introduce the notion of bounded emotionality. This notion is the analogue of that of bounded rationality in behavioural economics. Bounded rationality says, roughly, that human beings are cognitively limited with respect to their processing and memory capacities. Bounded emotionality says that we are limited in our emotional capabilities, notably in the intensity, duration, and possible combinations of our emotional states. Bounded rationality is a foundational notion in behavioural (...) economics and has played an important role in various fields of philosophy as well. In particular, in epistemology bounded rationality has been thought to have implications with respect to our doxastic norms. My second aim in this paper is to suggest that bounded emotionality also has an important role to play in philosophy. As a case in point, I discuss the implications that bounded emotionality has for our doxastic norms. In particular, I argue that one is not obligated to believe something or to stop holding a belief if one could not believe/fail to believe it without having an emotional response that exceeds one's bounded emotional capacities. This article develops a constitutive account of self-knowledgethat is able to avoid certain shortcomings of the standard response to the perceived prima facieincompatibility between privileged self-knowledge and externalism. It argues that ifone conceives of linguistic action as voluntary behavior in a minimal sense, one cannot conceive ofbelief content to be externalistically constituted without simultaneously assuming that the agent hasknowledge of his beliefs. Accepting such a constitutive account of self-knowledge does not, however,preclude the conceptual possibility of being mistaken about one’s mental (...) states. Rather, self-knowledgehas to be seen as only a general constraint or as the default assumption of interpreting somebodyas a rational and intentional agent. This is compatible with the diagnosis of a localized lack of self-transparency. (shrink)

I explore the possibility and rationality of interpersonal mechanisms of doxastic self-control, that is, ways in which individuals can make use of other people in order to get themselves to stick to their beliefs. I look, in particular, at two ways in which people can make interpersonal epistemic commitments, and thereby willingly undertake accountability to others, in order to get themselves to maintain their beliefs in the face of anticipated “epistemic temptations”. The first way is through the avowal of belief, (...) and the second is through the establishment of collective belief. I argue that both of these forms of interpersonal epistemic commitment can function as effective tools for doxastic self-control, and, moreover, that the control they facilitate should not be dismissed as irrational from an epistemic perspective. William Alston has provided a by now well-known objection to the deontological conception of epistemic justification by arguing that since we lack control over our beliefs, we are not responsible for them. It is widely acknowledged that if Alston’s argument is convincing, then it seems that the very idea of doxastic responsibility is in trouble. In this article, I attempt to refute one line of response to Alston’s argument. On this approach, we are responsible for our beliefs in virtue of (...) the fact that we have certain belief-policies, that is, policies about what (not) to believe in certain circumstances. I present the advocate of this strategy with a dilemma: either belief-policies are themselves beliefs or they are not. If they are, then they are as involuntary as our other beliefs. If they are not, then they cannot make a difference to the beliefs we hold. I conclude that if we bear doxastic responsibility, it should not be explained in terms of our belief-policies. (shrink)

This essay addresses the collapse/incoherence problem for normative frameworks that contain both fundamental values and rules for promoting those values. The problem is that in some cases, we would bring about more of the fundamental value by violating the framework’s rules than by following them. In such cases, if the framework requires us to follow the rules anyway, then it appears to be incoherent; but if it allows us to make exceptions to the rules, then the framework “collapses” into one (...) that doesn’t make use of rules in the first place. The chapter begins with an examination of happiness and truth as fundamental values in Mill’s work, which lead into parallel versions of the collapse/incoherence problem in ethics and epistemology. It then sets out the collapse problem for rule-consequentialist approaches in ethics, truth-directed accounts of justification in epistemology, and epistemological approaches to argument cogency. The chapter closes with discussion of two potential solutions to the problem. (shrink)

With some regularity, cognitive scientists seem to introduce cognitive values into their explanations. After identifying examples of this practice, I sketch an account of psychological explanation that, under certain conditions, legitimizes value-laden cognitive explanations in which evaluative claims appear in the explanandum. I then present and discuss two applications of the proposed account in order to show its viability and explore its consequences.

In their recent book, Epistemology and the Psychology of Human Judgment, Michael Bishop and J.D. Trout have challenged Standard Analytic Epistemology (SAE) in all its guises and have endorsed a version of the "replacement thesis"--proponents of which aim at replacing the standard questions of SAE with psychological questions. In this article I argue that Bishop and Trout offer an incomplete epistemology that, as formulated, cannot address many of the core issues that motivate interest in epistemological questions to begin with, and (...) so is not a fit replacement. Pragmatic theories of epistemic normativity ground norms of belief formation in true belief’s instrumental value as a means to promoting our desires. I argue that advocates of this view face a dilemma: either they agree that epistemic norms prescribe truth-conducive procedures of belief formation, which is untenable against the backdrop of their theory, or they dismiss the truth-conduciveness criterion and thereby render themselves incapable of explaining an intuition that most of us share: in cases where false beliefs generate the same (...) pragmatic output as true ones, truth-conducive procedures of belief formation are still preferable to fallacious ones. After establishing this objection, I make a case for the position that regards the intrinsic value of true belief as the source of epistemic normativity by showing how it meets the challenge that pragmatism falls victim to.
