It is natural to think that at root, agents are beings that act. Agents do more than this, however – agents omit to act. Sometimes agents do so intentionally. How should we understand intentional omission? Recent accounts of intentional omission have given causation a central theoretical role. The move is well-motivated. If some form of causalism about intentional omission can successfully exploit similarities between action and omission, it might inherit the broad support causalism about intentional action enjoys. In this paper (...) I consider the prospects for causalism about intentional omission. I examine two recent proposals: one Carolina Sartorio (2009) defends, and one Randolph Clarke (2010a) defends. I argue these versions fail, and for a similar reason. Reflection on the function of intention for agency brings this reason to light, and motivates a novel causalism about intentional omission. On the account I go on to defend necessarily, an agent J intentionally omits to A only if an intention of J’s with relevant content (or the intention’s acquisition) causes in J a disposition not to A. Though the causal work done by intentions to omit differs in some cases from the causal work done by intentions to act, it turns out that causalism about intentional behavior (i.e., about action and omission) is viable. Empirically minded researchers (e.g., experimental philosophers) have begun exploring the “folk” notion of intentional action, often with surprising results. In this paper, we extend these lines of research and present new evidence from a radically new paradigm in experimental philosophy. Our results suggest that in some circumstances people make strikingly different judgments about intentions and intentionality as a function of whether the person brings about or observes an event. Recent work by Joshua Knobe indicates that people’s intuition about whether an action was intentional depends on whether the outcome is good or bad. This paper argues that part of the explanation for this effect is that there are stable individual differences in how ‘intentional’ is interpreted. That is, in Knobe’s cases, different people interpret the term in different ways. This interpretive diversity of ‘intentional’ opens up a new avenue to help explain Knobe’s results. Furthermore, the paper argues that the (...) use of intuitions in philosophy is complicated by fact that there are robust individual differences in intuitions about matters of philosophical concern. It is widely believed that the primary function of folk psychology lies in the prediction, explanation and control of behavior. A question arises, however, as to whether folk psychology has also been shaped in fundamental ways by the various other roles it plays in people’s lives. Here I approach that question by considering one particular aspect of folk psychology – the distinction between intentional and unintentional behaviors. This article reviews some recent empirical work on lay judgments about what agents do intentionally and what they intend in various stories and explores its bearing on the philosophical project of providing a conceptual analysis of intentional action. The article is a case study of the potential bearing of empirical studies of a variety of folk concepts on philosophical efforts to analyze those concepts and vice versa. Topics examined include double effect; the influence of moral considerations on judgments about what (...) is done intentionally and about what is intended; the influence of considerations of luck, skill, and causal deviance on judgments about what agents do intentionally; what interesting properties all cases of intentional action might share; and the debate between proponents of, respectively, "the Simple View" of the connection between intentional action and intention and "the Single Phenomenon View" of that connection. A substantial body of literature is devoted to the project of analyzing intentional action [1] . In this article, I explore the bearing on that project of some recent empirical work on lay judgments about what is done intentionally and about what is intended. This article may reasonably be regarded as a case study of the potential bearing of empirical studies of a range of folk concepts on philosophical efforts to analyze those concepts and, likewise, of the potential bearing of attempted philosophical analyses of folk concepts on empirical studies of those concepts. Recent and puzzling experimental results suggest that people’s judgments as to whether or not an action was performed intentionally are sensitive to moral considerations. In this paper, we outline these results and evaluate two accounts which purport to explain them. We then describe a recent experiment that allegedly vindicates one of these accounts and present our own findings to show that it fails to do so. Finally, we present additional data suggesting no such vindication could be in the offing and (...) that, in fact, both accounts fail to explain the initial, puzzling results they were purported to explain. Recent empirical work calls into question the so-called Simple View that an agent who A’s intentionally intends to A. In experimental studies, ordinary speakers frequently assent to claims that, in certain cases, agents who knowingly behave wrongly intentionally bring about the harm they do; yet the speakers tend to deny that it was the intention of those agents to cause the harm. An action is agentially perfect if and only if, if a person tries to perform it, they succeed, and, if a person performs it, they try to. We argue that trying itself is agentially perfect: if a person tries to try to do something, they try to do it; and, if a person tries to do something, they try to try to do it. We show how this claim sheds new light on questions about basic action, the logical structure of (...) intentional action, and the notion of "options" in decision theory. On the way to these central ideas, we argue that a person can try to do something even if they believe it is impossible that they will succeed, that a person can try to do something even if they do not want to succeed, and that a person can try to do something even if they do not intend to succeed. This paper argues for a deflationary account of trying on which ‘x tried to ϕ’ abbreviates ‘x did something with the intention of ϕ-ing’, where ‘did something’ is treated as a schematic verb. On this account, tryings are not a distinctive sort of episode present in some or all cases of acting. ‘x tried to ϕ’ simply relates some doing of x’s to a further aim x had, which may or may not have been achieved. Consequently, the analysis of ‘x (...) tried to ϕ’ adds nothing to our basic understanding of the nature of action or agency. The account handles examples of naked trying, trying without acting – for example, trying but failing to move when paralyzed – by construing ‘did something’ as a schematic verb for a broader class of purposive events than actions, subsuming inter alia the formation of intentions-in-action. It gives a technical sense to ‘doing with the intention of ϕ-ing’ so that it includes any doing that can be construed as for the purpose of executing the intention of ϕ-ing. This subsumes as a limiting case the formation of an intention-in-action to ϕ, which is for the purpose of executing that very intention. (shrink)

Groups behave in a variety of ways. To show that this behavior amounts to action, it would be best to fit it into a general account of action. However, nearly every account from the philosophy of action requires the agent to have mental states such as beliefs, desires, and intentions. Unfortunately, theorists are divided over whether groups can instantiate these states—typically depending on whether or not they are willing to accept functionalism about the mind. But we can avoid this debate. (...) I show how a more general view of action captures what is central to action without mentioning mental states, and I argue that a group’s members can fulfill the role in group action that mental states play in our actions. Group behavior is explicable in terms of reasons, regardless of whether the group itself cognizes those reasons. After discussing the kind of reasons at issue and arguing that groups can act in light of them without minds, I assess how this account bears on the question of group responsibility. (shrink)

The Shape of Agency offers interlinked explanations of the basic building blocks of agency, as well as its exemplary instances. The first part offers accounts of a collection of related phenomena that have long troubled philosophers of action: control over behaviour, non-deviant causation, and intentional action. These accounts build on earlier work in the causalist tradition, and undermine the claims made by many that causalism cannot offer a satisfying account of non-deviant causation, and therefore fails as an account of intentional (...) action. The second part turns to modes of agentive excellence—ways that agents display quality of form—providing a novel account of skill, including an account of the ways that agents display more or less skill. Shepherd discusses the role of knowledge in skill, and concludes that while knowledge is often important, it is inessential. This leads to a discussion of the way that knowledge of action and knowledge of how to act informs action execution. Knowledgeable action includes a unique epistemic underpinning: in knowledgeable action, the agent has authoritative knowledge of what she is doing and how she is doing it when and because she is poised to control her action by way of practical reasoning. Strategies are mentioned across a variety of domains, from business ethics, to the philosophy of war, philosophy of sport, game theory, and others. However, despite their wide use, very little has been said about how to think about what strategies are or how they relate to other prominently discussed concepts. In this article, I probe the close connection between strategies and plans, which have been much more thoroughly characterized in the philosophy of action. After highlighting the challenges of analyzing strategies (...) in terms of plans, I show how the work done on the connection between plans and intentions can inspire further questions about the nature of strategy. I conclude by showing how one particular innovation in the understanding of plans—how they can be more or less partial—can be used to help us to mark what makes for a good strategy. (shrink)

The concept of intention is widely thought to involve a confidence condition of some sort, a condition that specifies certain beliefs that one must either have or lack if one intends to do something. Two of the most common formulations of this condition are the following: (i) A intends to X only if A believes that they (probably) will X; and (ii) A intends to X only if A does not believe that they (probably) will not X. A third, much (...) weaker formulation can also be considered: (iii) A intends to X only if A does not believe that it is highly unlikely that they will X. In this article I report on a series of experiments that indicate that ordinary speakers of English do not apply the concepts of intention and belief in accordance with any of the foregoing hypotheses. These experimental results provide empirical evidence against the idea that there is a confidence condition in the concept of intention. (shrink)

One can intend the actions of others, even when one believes such actions are not under one’s control. Call the objects of intentions “ends”; the ends that consist of other people’s actions “social”; and the ends that consist of things one believes one cannot control “recalcitrant”. The thesis, then, is that one can intend recalcitrant social ends. I present a positive argument in favor of this idea, and then argue against some purported conditions on the possible content of intentions that (...) would rule out the possibility of intending such ends. The positive argument is the following: intentions are realized by a certain cluster of dispositions. One can come to be so disposed towards recalcitrant social ends. So one can come to be disposed toward such ends in the manner that realizes an intention. So one can intend recalcitrant social ends. The conditions against which I argue are known in the literature as the Own Action Condition, the Control Condition, and the Settle Condition. I present cases where, intuitively, agents genuinely intend ends that would be ruled out by these conditions. (shrink)

The Knobe effect :190–194, 2003a) consists in our tendency to attribute intentionality to bringing about a side effect when it is morally bad but not when it is morally good. Beebe and Buckwalter have demonstrated that there is an epistemic side-effect effect : people are more inclined to attribute knowledge when the side effect is bad in Knobe-type cases. ESEE is quite robust. In this paper, I present a new explanation of ESEE. I argue that when people attribute knowledge in (...) morally negative cases, they express a consequence-knowledge claim rather than a predictive claim. I use the omissions account :550–571, 2015) to explain why the consequence-knowledge claim is particularly salient in morally negative cases. Unlike the doxastic heuristic account :264–289, 2012), the omissions account can explain the persistence of ESEE in the so-called slight-chance of harm conditions. I present the results of empirical studies that test the predictions of the account. I show that ESEE occurs in Butler-type scenarios. Many believe that intended harms are more difficult to justify than are harms that result as a foreseen side effect of one's conduct. We describe cases of harming in which the harm is not intended, yet the harmful act nevertheless runs afoul of the intuitive moral constraint that governs intended harms. We note that these cases provide new and improved counterexamples to the so-called Simple View, according to which intentionally phi-ing requires intending to phi. We then give a new theory (...) of the moral relevance of intention. This theory yields the traditional constraint on intending harm as a special case, along with several stronger demands. (shrink)

A coherent practice of mens rea (‘guilty mind’) ascription in criminal law presupposes a concept of mens rea which is insensitive to the moral valence of an action’s outcome. For instance, an assessment of whether an agent harmed another person intentionally should be unaffected by the severity of harm done. Ascriptions of intentionality made by laypeople, however, are subject to a strong outcome bias. As demonstrated by the Knobe effect, a knowingly incurred negative side effect is standardly judged intentional, whereas (...) a positive side effect is not. We report the first empirical investigation into intentionality ascriptions made by professional judges, which finds (i) that professionals are sensitive to the moral valence of outcome type, and (ii) that the worse the outcome, the higher the propensity to ascribe intentionality. The data shows the intentionality ascriptions of professional judges to be inconsistent with the concept of mens rea supposedly at the foundation of criminal law. (shrink)

In some recent work on omissions, it has been argued that the causal theory of action cannot account for how agency is exercised in intentionally omitting to act in the same way it explains how agency is exercised in intentional action. Thus, causalism appears to provide us with an incomplete picture of intentional agency. I argue that causalists should distinguish causalism as a general theory of intentional agency from causalism as a theory of intentional action. Specifically, I argue that, while (...) intentional actions may best be understood as the causal products or outcomes of causings, we should identify exercises of intentional agency with causal processes. With a causalist account of intentional agency sketched, I respond to the challenge to causalism from omissions. I argue that when an agent intentionally omits there is a causal process that has a zero-sum outcome. But the causal process is sufficient to make it true that the agent exercises intentional agency in intentionally omitting. (shrink)

The characteristic asymmetry in intentionality attributions that is known as the Knobe effect can be explained by conjoining an orthodox theory of intentional action with a normative account of intentional omission. On the latter view: omissions presuppose some normative context; there are good reasons why the intentionality of omissions requires agents' knowledge rather than intention. The asymmetry in intentionality attributions in Knobe's cases can be seen to be derivative from an asymmetry in intentional omissions. The omissions account further explains the (...) Butler problem and some related puzzles. It also safeguards the simple view of intentional action from the asymmetry challenge. (shrink)

Philosophers traditionally have been concerned both to explain intentional behavior and to evaluate it from a moral point of view. Some have maintained that whether actions (and their consequences) properly count as intended sometimes hinges on moral considerations - specifically, considerations of moral responsibility. The same claim has been made about an action's properly counting as having been done intentionally. These contentions will be made more precise in subsequent sections, where influential proponents are identified. Our aim in this paper is (...) to show that familiar defenses of these more precise claims are unpersuasive and that the claims do not merit acceptance. Our concern, more broadly, is to illuminate the place occupied by intention and intentional action in a conceptual scheme suited both to explanatory needs in the philosophy of mind to evaluative needs in moral philosophy. Niko Kolodny It is often said that there is a special class of norms, ‘rational requirements’, that demand that our attitudes be related one another in certain ways, whatever else may be the case.1 In recent work, a special class of these rational requirements has attracted particular attention: what I will call ‘requirements of formal coherence as such’, which require just that our attitudes be formally coherent.2 For example, we are rationally required, if we believe something, to believe what it (...) entails. And we are rationally required, if we intend an end, to intend what we take to be necessary means to it. The intuitive idea is that formally incoherent attitudes give rise to a certain normative tension, or exert a kind of rational pressure on each another, and this tension, or pressure, is relieved just when one of the attitudes is revised. As John Broome observes, these requirements are, by their nature, ‘wide scope’, which is to say that there is no particular attitude that one must have or lack in order to satisfy them. This is because they require just formal coherence, and there is no particular attitude that one must have or lack in order to be formally coherent. (shrink)

The critics of rational choice theory frequently claim that RCT is self-defeating in the sense that agents who abide by RCT’s prescriptions are less successful in satisfying their preferences than they would be if they abided by some normative theory of choice other than RCT. In this paper, I combine insights from philosophy of action, philosophy of mind and the normative foundations of RCT to rebut this often-made criticism. I then explicate the implications of my thesis for the wider philosophical (...) debate concerning the normativity of RCT for both ideal agents who can form and revise their intentions instantly without cognitive costs and real-life agents who have limited control over the formation and the dynamics of their own intentions. Much work in the philosophy of action in the last few decades has focused on the elucidation and justification of a series of purported norms of practical rationality that concern the presence or absence of intention in light of belief, and that demand a kind of structural coherence in the psychology of an agent. Examples of such norms include: Intention Detachment, which proscribes intending to do something in case some condition obtains, believing that such condition obtains, and not intending to (...) do that thing; Intention-Belief Consistency, which proscribes intending to do what you believe you will not do; Intention Consistency, which proscribes intending each of two ends you believe to be inconsistent; and Means-End Coherence, which proscribes intending an end and not intending the means you believe to be implied by your end. In this paper, I present a series of examples that show that these requirements are not genuine requirements of rationality. The reason for this is simple: these requirements concern the presence or absence of intention in light of all-out belief. Rational agents like us, however, do not, and in fact should not, always form or revise their intentions in light of what they all-out believe. When such agents do not form or revise their intentions in light of what they all-out believe, they need not be irrational if they do not conform to these requirements. (shrink)

Philosophers employing Frankfurt-style cases to challenge the principle of alternative possibilities have mostly sought to construct scenarios that eliminate as many of an agent’s alternatives as possible—and all alternatives at the moment of action, within the agent’s control—without causally determining the agent’s actions. One of the chief difficulties for this traditional approach is that the closer one gets to ruling out absolutely all alternative possibilities the more it appears that agents’ actions in these cases are causally determined. “Limited-blockage” versions of (...) these cases are meant to sidestep this worry by blocking all and only those alternatives that are intrinsically relevant to moral responsibility (“robust alternatives”) while leaving open all other alternatives, including a significant range of alternatives that are within the agent’s voluntary control at the moment of action. I argue that, owing to the fact that omissions (and not just actions) are capable of constituting robust alternative possibilities, limited-blockage cases cannot avoid collapsing into the more traditional sort of Frankfurt-style case to which they are meant to be an alternative and so are vulnerable to the very same concerns they are meant to avoid. In this paper, I restrict the discussion to overt intentional action, intentional action that essentially involves peripheral bodily movement. My guiding question is this: If there is a specific motivational role that intention is plausibly regarded as playing in all cases of overt intentional action, in virtue of what feature(s) of intention does it play this role? I am looking for an answer that can be articulated in the terminology of intentionalist psychology.

Subjectivism about meaning in life remains a viable option, despite its relative unpopularity. Two arguments against it in the literature, the first by Susan Wolf and the second by Aaron Smuts and Antti Kauppinen, fail. Pace Wolf, lives devoted to activities of no objective value need not be pointless, unproductive, and futile, and so not prima facie meaningless; and, pace Smuts and Kauppinen, subjectivism is compatible with people being mistaken about how meaningful their own lives are. This paper elaborates a (...) novel subjectivist view according to which becoming more fulfilled makes a life meaningful for a person. Becoming more fulfilled is a process that has being more fulfilled as its endpoint, and, as with any process, it can come to a halt before it is complete. More substantively, becoming more fulfilled by some x is a matter of aiming to do various activities well, where doing them well at least partly constitutes benefiting x, and requires that one be more fulfilled by x than one presently is. Finally, this paper shows why the becoming more fulfilled view is to be preferred to the standard subjectivist theory, the fulfillment view, and how it produces intuitive results. (shrink)

In this paper, I defend the view that a person performs an action A intentionally only if she intends to A against Michael Bratman’s alleged counterexample to it: the videogame case. I object that Bratman is mistaken in assuming that the consistency among an agent’s intentions is about the consistency among intended goals or objectives. Instead, I argue that the real reason why an agent’s intentions need to be consistent with each other is due to the necessity of the compatibility (...) of corresponding efforts of trying. But unfortunately for Bratman, this efforts-based consistency constraint – as a replacement of the objectives-based consistency constraint – cannot save the videogame case. (shrink)

Abstract: Recent experimental research on the 'Knobe effect' suggests, somewhat surprisingly, that there is a bi-directional relation between attributions of intentional action and evaluative considerations. We defend a novel account of this phenomenon that exploits two factors: (i) an intuitive asymmetry in judgments of responsibility (e.g. praise/blame) and (ii) the fact that intentionality commonly connects the evaluative status of actions to the responsibility of actors. We present the results of several new studies that provide empirical evidence in support of this (...) account while disconfirming various currently prominent alternative accounts. Cílem článku je ukázat, že zdánlivě asymetrický vztah mezi teorií mysli a morálkou je ve skutečnosti symetrický. Totiž nejen, že lidé využívají teorii mysli k rozhodnutí, zda si agent zaslouží vinit a zda učinil něco morálně špatného (nebo si zaslouží chválit a učinil něco morálně dobrého), ale někdy samotný morální charakter situace může ovlivnit teorii mysli. Nejprve provedu krátký úvod do teorie mysli - co to je, jak ji používáme a jak nám může být nápomocna. Poté popíšu proces hodnocení morální (...) situace se směrem od teorie mysli (zvážení agentových mentálních stavů, připsání konceptů agentovi) k morálce (vynesení morálního soudu). V tomto procesu figuruje důležitý koncept - koncept záměrného jednání - který může hrát významnou roli při rozhodování o vině (nebo chvále) agenta: pokud jednal záměrně, vina (nebo chvála) by měla být větší. Opravdu to takto funguje? A co laici? Jaký je lidový koncept záměrného jednání? Na tyto otázky se pokusím odpovědět s pomocí empirických dat, která poskytli Bertram Malle a Joshua Knobe, a představím pět podmínek lidového konceptu záměrného jednání. Poté se ve světle dat shromážděných Joshuou Knobem pokusím ukázat, že dřívější přístup ke vztahu mezi teorií mysli a morálkou jako jednosměrnému se zdá být neudržitelný. Způsobil agent vedlejší účinek záměrně? Dosáhl něčeho agent záměrně, ačkoli neměl dostatek potřebných dovedností? Výsledky Knobových experimentů naznačují, že lidé jsou nejspíše ovlivněni morálním charakterem samotného vedlejšího účinku nebo výsledku. Pokud je morálně špatný, agent jednal záměrně, avšak pokud je morálně dobrý, agent nejednal záměrně - tato asymetrie se nazývá „Knobův efekt“. Rovněž se pokusím vyrovnat se s některými možnými námitkami. V závěru se budu zabývat určitými právnímu důsledky, které z tohoto nově symetrického vztahu mezi teorií mysli a morálkou vyvstávají. This paper defends a version of the Simple View, the claim that someone intentionally φs only if the person intends to φ. To do this, I raise a problem for Bratman’s classic argument (1984, 1987) against it. The problem brings into focus an evaluative dimension behind the View, whose recognition allows for an improved version of it. With this improved version, I then go on to answer other criticisms that have been raised to it.

A great deal of attention has been paid in recent years to the function- al roles of intentions in intentional action. In this paper we sketch and defend a position on this issue while attacking a provocative alternative. Our position has its roots in a cybernetic theory of purposive behavior and is only part of the larger task of understanding all goal-directed behavior. People intend to do things, try to do things, and do things. Do they also will to do things? More precisely, if people will to do things and their willing bears upon what they do, is willing, or volition, something distinct from intending and trying? This question is central to the intention/volition debate, a debate about the ingredients of the best theory of the nature and explanation of human action. A variety of competing conceptions of volition, intention, and trying have (...) been advanced in the literature; it would be impossible to examine each thoroughly in a single paper. We can show, however, that the major functional roles ascribed to volition are nicely filled by a triad composed of intention, trying, and information feedback. Sections I and II below develop an account of the connection between intention and trying. Section III examines leading arguments for the existence of volitions and decomposes volitions into members of the triad just identified. (shrink)

In this article, I first elaborate and refine the Principle of Intention Agglomeration (PIA), which was introduced by Michael Bratman as “a natural constraint on intention”. According to the PIA, the intentions of a rational agent should be agglomerative. The proposed refinement of the PIA is not only in accordance with the spirit of Bratman’s planning theory of intention as well as consistency constraints for intentions rooted in the theory, but also reveals some deep rationales of practical rationality regarding resource-limited (...) agents. Then I defend the PIA against various objections and counterexamples, showing that the refined PIA survives attacks based on both conceptual analyses and psychological considerations. (shrink)

Drawing upon some recent work on everyday hypothesis testing, I argue for an affirmative answer. Some theorists have been too quick to insist that motivated belief must involve, or typically does involve, our trying to bring it about that we acquire or retain the belief, or our trying to make it easier for ourselves to believe a preferred (...) proposition—and too quick to conclude that such exercises of agency are involved in specific instances of the phenomenon. There are alternative ways to accommodate the data, and it is far from clear that the “agency view” accommodates them better. (shrink)

It is said that faith in a divine agent is partly an attitude of trust; believers typically find assurance in the conception of a divine being's will, and cherish confidence in its capacity to implement its intentions and plans. Yet, there would be little point in trusting in the will of any being without assuming its ability to both act and know, and perhaps it is only by assuming divine omniscience that one can retain the confidence in the efficacy and (...) direction of divine agency that has long been the lure of certain religious traditions.
