Recent work has argued that belief is weak: the level of rational credence required for belief is relatively low. That literature has contrasted belief with assertion, arguing that the latter requires an epistemic state much stronger than (weak) belief---perhaps knowledge or even certainty. We argue that this is wrong: assertion is just as weak as belief. We first present a variety of new arguments for this, and then show that the standard arguments for stronger norms are not convincing. Finally, we (...) sketch an alternative picture on which the fundamental norm of assertion is to say what you believe, but both belief and assertion are weak. To help make sense of this, we propose that both belief and assertion involve navigating a tradeoff between accuracy and informativity, and so it can makes sense to believe/say something you only have weak evidence for, if it is informative enough. According to contextualism, the extension of claims of personal taste is dependent on the context of utterance. According to truth relativism, their extension depends on the context of assessment. On this view, when the taste preferences of a speaker change, so does the truth value of a previously uttered taste claim, and the speaker might be required to retract it. Both views make strong empirical assumptions, which are here put to the test in three experiments with over 740 participants. It (...) turns out that the linguistic behaviour of ordinary English speakers is consistent with contextualist predictions and inconsistent with the predictions of the most widely discussed form of truth relativism advocated by John MacFarlane. The recent controversy about misinformation has moved a question into the focus of the public eye that has occupied philosophers for decades: Under what conditions is it appropriate to assert a certain claim? When asserting a claim that x, must one know that x? Must x be true? Might it be normatively acceptable to assert whatever one believes? In the largest cross-cultural study to date (total n = 1,091) on the topic, findings from the United States, Germany, and Japan suggest (...) that, in order to claim that x, x need not be known, and it can be false. However, the data show, we do expect considerable epistemic responsibility on the speaker’s behalf: In order to appropriately assert a claim, the speaker must have good reasons to believe it. Asserting is the act of claiming that something is the case—for instance, that oranges are citruses, or that there is a traffic congestion on Brooklyn Bridge (at some time). We make assertions to share information, coordinate our actions, defend arguments, and communicate our beliefs and desires. Because of its central role in communication, assertion has been investigated in several disciplines. Linguists, philosophers of language, and logicians rely heavily on the notion of assertion in theorizing about meaning, truth and inference. -/- (...) The nature of assertion and its relation to other speech acts and linguistic phenomena (implicatures, presuppositions, etc.) have been subject to much controversy. We present a novel model of individual people, online posts, and media platforms to explain the online spread of epistemically toxic content such as fake news and suggest possible responses. We argue that a combination of technical features, such as the algorithmically curated feed structure, and social features, such as the absence of stable social-epistemic norms of posting and sharing in social media, is largely responsible for the unchecked spread of epistemically toxic content online. Sharing constitutes a distinctive communicative act, (...) governed by a dedicated norm and motivated to a large extent by social identity maintenance. But confusion about this norm and its lack of inherent epistemic checks lead readers to misunderstand posts, attribute excess or insufficient credibility to posts, and allow posters to evade epistemic accountability—all contributing to the spread of epistemically toxic content online. This spread can be effectively addressed if people and platforms add significantly more context to shared posts and platforms nudge people to develop and follow recognized epistemic norms of posting and sharing. Assertions are our standard communicative tool for sharing and acquiring information. Recent empirical studies seemingly provide converging evidence that assertions are subject to a factive norm: you are entitled to assert a proposition p only if p is true. All these studies, however, assume that we can treat participants' judgments about what an agent 'should say' as evidence of their intuitions about assertability. This paper argues that this assumption is incorrect, so that the conclusions drawn in these studies are unwarranted. (...) It shows that most people do not interpret statements about what an agent 'should say' as statements about assertability, but rather as statements about what is in the agent's interest to do. It identifies some effective measures to force the intended reading of statements about what an agent 'should say', and shows that when these measures are implemented, people's judgments consistently and overwhelmingly align with non-factive accounts of assertion. Most philosophers have largely downplayed any relevance of multiple meanings of the folk concept of truth in the empirical domain. However, confusions about what truth is have surged in political and everyday discourse. In order to resolve these confusions, we argue that we need a more accurate picture of how the term ‘true’ is in fact used. Our experimental studies reveal that the use of ‘true’ shows substantial variance within the empirical domain, indicating that ‘true’ is ambiguous between a correspondence (...) and a coherence reading. We then explore the consequences of these results for the project of re-engineering truth. (shrink)

Is truth the rule or the aim of assertion? Philosophers disagree. After reviewing the available evidence, the hypothesis that truth is the aim of assertion is defended against recent attempts to prove that truth is rather a rule of assertion.

Contextualism is the view that the extension of perspectival claims (involving e.g. predicates of personal taste or epistemic modals) depends on the context of utterance. Relativism is the view that the extension of perspectival claims depends on the context of assessment. Both views make concrete, empirically testable predictions about how such claims are used by ordinary English language speakers. This chapter surveys some of the recent empirical literature on the topic and presents four new experiments (total N=724). Consistent with contextualism (...) and inconsistent with relativism, the results suggest that the extension of perspectival claims depends on the context of utterance, not the context of assessment. Speech acts are governed by a variety of illocutionary norms. Building on Sbisà’s (2019) work, this chapter attempts to develop a common framework to study them. Four families of illocutionary rules are identified: (i) Validity rules set conditions for (actual) performance; (ii) Cooperative rules set conditions for cooperative performance; (iii) Illocutionary goals set conditions for successful performance; (iv) Illocutionary obligations set conditions for compliance. Illocutionary rules are often taken to play a constitutive role: speech acts are said to be constituted (...) by the unique set of rules that regulates them. Against this view, it is argued that many illocutionary rules are instead best construed as rationally derivable expectations of cooperation. This alternative paradigm provides fertile ground to reconcile scholarly disagreement between speech act theorists, and yields a promising explanation of how illocutionary norms are learned and evolve through time. Assertions are the centre of gravity in social epistemology. They are the vehicles we use to exchange information within scientific groups and society as a whole. It is therefore essential to determine under which conditions we are permitted to make an assertion. In this paper we argue and provide empirical evidence for the view that the norm of assertion is justified belief: truth or even knowledge are not required. Our results challenge the knowledge account advocated by, e.g. Williamson (1996), in (...) general, and more specifically, put into question several studies conducted by Turri (2013, 2016) that support a knowledge norm of assertion. Instead, the justified belief account championed by, e.g. Douven (2006), seems to prevail. (shrink)

Argumentation as the public exchange of reasons is widely thought to enhance deliberative interactions that generate and justify reasonable public policies. Adopting an argumentation-theoretic perspective, we survey the norms that should govern public argumentation and address some of the complexities that scholarly treatments have identified. Our focus is on norms associated with the ideals of correctness and participation as sources of a politically legitimate deliberative outcome. In principle, both ideals are mutually coherent. If the information needed for a correct deliberative (...) outcome is distributed among agents, then maximising participation increases information diversity. But both ideals can also be in tension. If participants lack competence or are prone to biases, a correct deliberative outcome requires limiting participation. The central question for public argumentation, therefore, is how to strike a balance between both ideals. Rather than advocating a preferred normative framework, our main purpose is to illustrate the complexity of this theme. (shrink)

This paper investigates the norm of presupposition, as one pervasive type of indirect speech act. It argues against the view that sees presuppositions as an indirect counterpart of the direct speech act of assertion and proposes instead that they are much more similar to the direct speech act of assumption. More concretely, it suggests that the norm that governs presuppositions is not an epistemic or doxastic attitude such as knowledge, justified belief, or mere belief; it's a practical attitude, most plausibly (...) the attitude of rational acceptance. This view has important ramifications well beyond debates in philosophy of language and linguistics. It affects not only our view of which speech act sequences are fine and which are off; it bears on whether presuppositions can function as testimony, whether they can be lies, and whether they are ontologically committal, thus addressing central topics in epistemology, ethics, and metaphysics. Recent research on thick terms like “rude” and “friendly” has revealed a polarity effect, according to which the evaluative content of positive thick terms like “friendly” and “courageous” can be more easily canceled than the evaluative content of negative terms like “rude” and “selfish”. In this paper, we study the polarity effect in greater detail. We first demonstrate that the polarity effect is insensitive to manipulations of embeddings (Study 1). Second, we show that the effect occurs not only for thick (...) terms but also for thin terms such as “good” or “bad” (Study 2). We conclude that the polarity effect indicates a pervasive asymmetry between positive and negative evaluative terms. (shrink)

The norm of assertion, to be in force, is a social norm. What is the content of our social norm of assertion? Various linguistic arguments purport to show that to assert is to represent oneself as knowing. But to represent oneself as knowing does not entail that assertion is governed by a knowledge norm. At best these linguistic arguments provide indirect support for a knowledge norm. Furthermore, there are alternative, non-normative explanations for the linguistic data (as in recent work from (...) Van Elswyk). Direct arguments would rely on normative judgments about the permissibility or impermissibility of assertions with and without the speaker knowing the content asserted. John Turri's work experimental results purport to show that our norm of assertion is factive, and probably knowledge. But as a number of recent experimentalists (Kneer, Reuter and Broessel, Marsili and Wiegmann) have shown, Turri's results rely on the problemmatic use of 'should' as in 'Maria should assert that she owns a 1990 watch.' Correcting for this, these experimentalists provide strong evidence that our norm of assertion is not factive. The standard reply to evidence like this from the assertion of unlucky falsehoods is the excuse maneuver. But Marsili and Wiegmann, following Turri's protocol for testing for excuse validation, show that participants who judge that assertions unlucky falsehoods are permissible are not guilty of excuse validation. Given our current understanding of the experimental evidence, knowledge is not our norm of assertion. (shrink)

This paper advances our understanding of the norms of assertion in two ways. First, I evaluate recent studies claiming to discredit an important earlier finding which supports the hypothesis that assertion has a factive norm. In particular, I evaluate whether it was due to stimuli mentioning that a speaker’s evidence was fallible. Second, I evaluate the hypothesis that assertion has a truth-insensitive standard of justification. In particular, I evaluate the claim that switching an assertion from true to false, while holding (...) all else objectively constant, is irrelevant to attributions of justification. Two pre-registered experiments provide decisive evidence against each claim. In the first experiment, switching from mentioning to not mentioning fallibility made no difference to assertability attributions, thereby disproving the criticism concerning fallibility. By contrast, switching an assertion from true to false decreased the rate of assertability attribution from over 90% to less than 20%, thereby replicating and vindicating the original finding supporting a factive norm. In the second experiment, switching an assertion from true to false decreased the rate of justification attribution from over 80 to 10%, thereby undermining the hypothesis that assertion’s standard of justification is truth-insensitive. The second experiment also demonstrates that perspective-taking influences attributions of justification, and it provides initial evidence that the standard of justification for assertion is stricter than the standard for belief. Overconfidence is typically damaging to one’s reputation as a trustworthy source of information. Previous research shows that the reputational cost associated with conveying a piece of false information is higher for confident than unconfident speakers. When judging speaker trustworthiness, individuals do not exclusively rely on past accuracy but consider the extent to which speakers expressed a degree of confidence that matched the accuracy of their claims (their “confidence-accuracy calibration”). The present study experimentally examines the interplay between confidence, accuracy and a (...) third factor, namely evidence, in the assessment of speaker trustworthiness. Experiment 1 probes the hypothesis that overconfidence does not backfire when a confident but inaccurate claim is justified: the trustworthiness of a confident speaker who turns out to be wrong is restored if the confidence expressed is based on strong evidence (good confidence-evidence calibration). Experiment 2 investigates the hypothesis that confidence can backfire if a confident and accurate claim is not justified: the trustworthiness of a confident speaker who turns out to be right is damaged if the confidence expressed is based on weak evidence (bad confidence-evidence calibration). Our results support both hypotheses and thus suggest that “confidence-evidence calibration” plays a crucial role in the assessment of speaker trustworthiness. (shrink)

The purpose of the present chapter is to survey the work on epistemic norms of action, practical deliberation and assertion and to consider how these norms are interrelated. On a more constructive note, we will argue that if there are important similarities between the epistemic norms of action and assertion, it has important ramifications for the debates over speech acts and harm. Thus, we hope that the chapter will indicate how thinking about assertions as a speech act can benefit from (...) a broader action theoretic setting. We will proceed as follows. In Section 2, we provide a survey of epistemic norms of action and practical deliberation. In Section 3, we turn to the epistemic norms of assertion. In Section 4, we consider arguments for and against commonality of the epistemic norms of actions, practical deliberation and assertion. In Section 5, we discuss some of the ramifications of the debates over epistemic norms of assertion such as whether they may be extended to other linguistic phenomena such as Gricean implicature. In Section 6, we consider the consequences of the debate about the epistemic norms of action and practical deliberation for debates about speech and harm. (shrink)

A principal conclusion supported by convergent evidence from cognitive science, life science, and philosophy is that knowledge is a central norm of assertion—that is, according to the rules of the practice, assertions should express knowledge. That view has recently been challenged with new experiments. This paper identifies a critical confound in the experiments. In the process, a new study is reported that provides additional support for the view that knowledge is a central norm of assertion.

Many philosophers, following Williamson (The Philosophical Review 105(4): 489–523, 1996), Williamson (Knowledge and its Limits, Oxford, Oxford Univer- sity Press, 2000), subscribe to the constitutive rule account of assertion (CRAA). They hold that the activity of asserting is constituted by a single constitutive rule of assertion. However, in recent work, Maitra (in: Brown & Cappelen (ed). Assertion: new philosophical essays, Oxford, Oxford University Press, 2011), Johnson (Acta Analytica 33(1): 51–67, 2018), and Kelp and Simion (Synthese 197(1): 125–137, 2020a), Kelp and (...) Simion (in: Goldberg (ed) The Oxford Handbook of Assertion, Oxford, Oxford University Press, 2020b) aim to show that, for all the most popular versions of the constitutive rule of assertion proposed in the literature, asserting is not an activity constituted by a single constitutive rule and that therefore CRAA is very likely false. To reach this conclusion, they all present a version of what can be dubbed the engagement condition objection. That is, they each propose a necessary condition on engaging in rule-constituted activities. Then they argue that, for all the most popular versions of the constitutive rule of assertion proposed in the literature, one can make assertions without satisfying this condition. In response, I present a counterexample that shows that the proposed engagement conditions lead to coun- terintuitive results, and I propose an alternative that better captures our intuitions. Then I argue that this alternative engagement condition is compatible with all the most popular versions of the constitutive rule of assertion. (shrink)

This paper offers a systematic classification and characterization of speech acts and their norms. Recently, the normative approach has been applied to various speech acts, most notably to constatives. I start by showing how the work on the norms of assertion has influenced various approaches to the norms of other speech acts. I focus on the fact that various norms of assertion have different extensions, i.e., they denote different clusters of illocutions as belonging to an assertion. I argue that this (...) has consequences for theorising about norms of other speech acts and generates certain arbitrary divisions. In the central part, I analyse two groups of speech acts. Firstly, ordinary speech acts, like predictions or retractions. Secondly, I indicate how the normative view can be extended to so-called ancillary speech acts, like presuppositions or implicatures. I end with a discussion of possible extensions of the normative approach, focusing on the debate on lying. (shrink)

We explore four possible explanations for this behavior: (1) "true" might be ambiguous between a basic correspondence sense and a coherence sense, which may be activated in some people by the explicit mentioning of the speaker; (2) "true" could be a context-sensitive expression with an implicit perspective parameter such that some speakers shift to the speaker’s perspective when prompted by the question; (3) those who select "true" might ad hoc relativize the term to the speaker’s perspective; (4) those who select "true" might unconsciously substitute it with "truthful". In this paper I give a definition of assertion that develops William P. Alston’s account. Alston’s account of assertion combines a responsibility condition R, which captures the appropriate socio-normative status that one undertakes in asserting something, with an explicit presentation condition, such that the speech act in some way presents the content of what is being asserted. I develop Alston’s account of explicit presentation and add a Brandomian responsibility condition. I then argue that this produces an attractive position on the (...) nature of assertion. (shrink)

During the past several decades, many epistemologists have argued for and contributed to a paradigm shift according to which knowledge is central to assertion, action, and interaction. This general position stands in sharp contrast to several recently developed accounts regarding specific epistemic contexts. These specific accounts resist applying traditional epistemic norms, including strong knowledge norms, to real-world situations of interest. In particular, I consider recent arguments about the epistemic standards for scientific pronouncements, expert testimony in a political context, and interactive (...) reasoning. I argue, firstly, that knowledge does have a crucial role to play in each case, contrary to appearances. Clarifying the role of knowledge fills gaps in our understanding left open by the existing accounts. Secondly, I show that combining the insights from the knowledge-centric approach and from the more specific accounts provides a new perspective on the open problem of developing an account of knowledge-based decisions. Specifically, I argue that the biggest open problem regarding knowledge-based decisions is not how we respond to uncertainty, but rather how we assess the relevance of our many disparate pieces of knowledge, choosing which to integrate, and how. A strong case emerges for a procedural solution to this part of the problem of how to make knowledge-based decisions. (shrink)

This chapter reviews empirical research on the rules governing assertion and retraction, with a focus on the normative role of truth. It examines whether truth is required for an assertion to be considered permissible, and whether there is an expectation that speakers retract statements that turn out to be false. Contrary to factive norms (such as the influential “knowledge norm”), empirical data suggests that there is no expectation that speakers only make true assertions. Additionally, contrary to truth-relativist accounts, there is (...) no requirement for speakers to retract statements that are false at the context of assessment. We conclude by suggesting that truth still plays a crucial role in the evaluation of assertions: as a standard for evaluating their success, rather than permissibility. (shrink)

The aim of the article is to develop precise epistemic rules for good public political arguments, by which political measures in the broad sense are justified. By means of a theory of deliberative democracy, it is substantiated that the justification of a political measure consists in showing argumentatively that this measure most promotes the common good or is morally optimal. It is then discussed which argumentation-theoretical approaches are suitable for providing epistemically sound rules for arguments for such theses and for (...) the associated premises, rules whose compliance implies the truth or acceptability of the thesis. Finally, on the basis of the most suitable approach, namely the epistemological one, such systems of rules for the required types of arguments are presented that fulfil the conditions mentioned. Moorean constructions are famously odd: it is infelicitous to deny that you believe what you claim to be true. But what about claiming that p, only to immediately put into question your evidence in support of p? In this paper, we identify and analyse a class of quasi-Moorean constructions, which we label counterevidentials. Although odd, counterevidentials can be accommodated as felicitous attempts to mitigate one’s claim right after making it. We explore how counterevidentials differ from lexicalised mitigation operators, parentheticals, and (...) anaphoric mitigation devices, and consider some cognate non-assertoric constructions. We conclude by exploring the implications of our analysis for theorising about linguistic responsibility, assertion, and lying. (shrink)

The past eighteen years witnessed the rapid development of experimental philosophy of language. Adopting a bibliometric approach, this study examines the research trends and status quo of this burgeoning field based on a corpus of 237 publications retrieved from PhilPapers. It is observed that experimental philosophy of language has undergone three stages, the initiation stage, the development stage, and the extension stage, across which there is a clear upward trend in the annual number of publications. Michael Devitt, Edouard Machery, John (...) Turri, Nat Hansen, et al., are found to be the most productive philosophers, testifying their leading positions in this field. Journals, instead of books, are the major homes of works in this area. The analysis also yields a list of influential works, including the seminal work “Semantics, Cross-cultural Style” and other significant publications on the semantics of various types of expressions. Relatedly, the major research themes are found to include not only intuitions about the reference of proper names, but also a wide array of philosophically and linguistically interesting issues like the meaning of color adjectives, epistemic modals, and predicates of personal taste, the norms of assertions and the essence of lies, etc. These findings showcase that experimental philosophy of language has broadened the research territory and offered deep insights into central issues of philosophy of language that are beyond the reach of the conventional armchair methodology. In this paper, I spell out a new challenge for epistemic internalism that emerges out of the current debate on testimonial justification. Based on recent developments within this debate, one might argue as follows: Epistemic internalism can’t account for the justification of our testimony-based beliefs, because (1) we should conceive of testimonial justification along anti-reductionist lines and (2) anti-reductionism is incompatible with epistemic internalism. In response to this challenge, I show that, despite initial appearances, epistemic internalism and anti-reductionism are compatible (...) after all. Therefore, being an anti-reductionist with regard to testimonial justification doesn’t force one to reject epistemic internalism. In order to argue for this result, I will make use of resources provided by speech act theory. (shrink)

This paper offers a brief survey of the philosophical literature on assertion, presenting each contribution to the RIFL special issue "Assertion and its social significance" within the context of the contemporary debate in which it intervenes. The discussion is organised into three thematic sections. The first one concerns the nature of assertion and its relation with assertoric commitment – the distinctive responsibility that the speaker undertakes in virtue of making a statement. The second section considers the epistemic significance of assertion, (...) exploring the role that assertion plays in the transmission of knowledge, the epistemic constraints that regulate it, and its relation with truth. The third section deals with communicative content that goes beyond what is literally asserted: implicatures, metaphors and expressive meaning. (shrink)

The relatively new movement of Experimental Philosophy applies different systematic experimental methods to further illuminate classical philosophical issues. This book brings together experts from the field to give the reader a compact yet extensive overview, offering a ready at hand introduction to the state of the art.

That knowledge ascriptions exhibit some form of sensitivity to context is uncontroversial. How best to account for the context-sensitivity at issue, however, is the topic of heated debates. A certain version of nonindexical contextualism seems to be a promising option. Even so, it is incumbent upon any contextualist account to explain in what way and to what extent the epistemic standard operative in a particular context of epistemic evaluation is affected by non-epistemic factors. In this paper, I investigate how non-epistemic (...) factors come into play when knowledge is ascribed. I argue that knowledge ascriptions often serve the purpose of providing actionable information. This, in turn, requires that epistemic interests be balanced against non-epistemic interests. Moreover, it raises the question of whose interests matter, those of the ascriber, the addressee, or the subject of ascription. Eventually, an answer to the question is suggested. (shrink)
