    I argue for the possibility of the thesis that metaphors are indispensable for grasping and expressing certain propositions. I defend this possibility against the objection that, if metaphors express propositions, once these propositions are identified they should be specifiable by non‐metaphorical means.     To explain an intentional action one must exhibit the agent’s reasons. Donald Davidson famously argued that the only clear way to understand action explanation is to hold that reasons are causes.     How does mutual intelligibility impact the political sphere? This paper uses Wittgenstein’s Philosophical Investigations as a means of examining this connection. I argue that Wittgenstein’s paradigm of a dialectical world suggests that his analysis of mutual intelligibility in understanding experiences is necessary in a pluralistic democracy.     This paper draws a distinction between the existential quantifier and the symbol ‘∃’ used to express it, on the one hand, and existence and ‘exists’, on the other.     Given (1) Wittgensteins externalist analysis of the distinction between following a rule and behaving in accordance with a rule, (2) prima facie connections between rule-following and psychological capacities, and (3) pragmatic issues about training, it follows that most, even all, future artificially intelligent computers and robots will not use language, possess concepts, or reason. This argument suggests that AIs traditional aim of building machines with minds, exemplified in current work on cognitive robotics, is in need of substantial revision.
