Epistemic instrumentalists seek to understand the normativity of epistemic norms on the model practical instrumental norms governing the relation between aims and means. Non-instrumentalists often object that this commits instrumentalists to implausible epistemic assessments. I argue that this objection presupposes an implausibly strong interpretation of epistemic norms. Once we realize that epistemic norms should be understood in terms of permissibility rather than obligation, and that evidence only occasionally provide normative reasons for belief, an instrumentalist account becomes available that delivers the (...) correct epistemic verdicts. On this account, epistemic permissibility can be understood on the model of the wide-scope instrumental norm for instrumental rationality, while normative evidential reasons for belief can be understood in terms of instrumental transmission. Many people claim that semantic content is normative, and that therefore naturalistic theories of content face a potentially insuperable difficulty. The normativity of content allegedly undermines naturalism by introducing a gap between semantic 'ought's and the explanatory resources of naturalism. I argue here that this problem is not ultimately pressing for naturalists. The normativity thesis, I maintain, is ambiguous; it could mean either that the content of a term prescribes a pattern of use, or that it merely determines which pattern (...) of use can be described as 'correct'. For the antinaturalist argument to go forward, content must be prescriptive. I argue, however, that it is not. Moreover, the thesis that content supplies standards for correct use is insufficient to supply a similar, a priori objection to naturalism. (shrink)

I argue that the concept of knowledge is a relic of a bygone age, erroneously supposed to do no harm. I illustrate this claim by showing how a concern with knowledge distorts the use of statistical evidence in criminal courts, and then generalize the point to show that this concern hampers our enterprises across the board and not only in legal contexts.

Epistemic instrumentalists face a puzzle. In brief, the puzzle is that if the reason there is to believe in accord with the evidence depends, as the instrumentalist says it does, on agents’ idiosyncratic interests, then there is no reason to expect that this reason is universal. Here, I identify and explain two strategies instrumentalists have used to try and solve this puzzle. I then argue that we should find these strategies wanting. According to epistemic instrumentalists the normativity of evidence for belief is best explained in terms of the practical utility of forming evidentially supported beliefs. Traditional arguments for instrumentalism—arguments based on naturalism and motivation—lack suasive force against opponents. A new argument for the view—the Argument from Coincidence—is presented. The argument shows that only instrumentalists can avoid positing an embarrassing coincidence between the practical value of believing in accordance with one’s evidence, and the existence of reasons so to believe. It is common to hear talk of the aim of belief and to find philosophers appealing to that aim for numerous explanatory purposes. What belief 's aim explains depends, of course, on what that aim is. Many hold that it is somehow related to truth, but there are various ways in which one might specify belief 's aim using the notion of truth. In this article, by considering whether they can account for belief 's standard of correctness and the epistemic (...) norms governing belief, I argue against certain prominent specifications of belief 's aim given in terms of truth, and advance a neglected alternative. Many have found it plausible that practical circumstances can affect whether someone is in a position to know or rationally believe a proposition. For example, whether it is rational for a person to believe that the bank will be open tomorrow can depend not only on the person's evidence but also on how practically important it is for the person not to be wrong about the bank being open tomorrow. This supposed phenomenon is known as “pragmatic encroachment” on knowledge and (...) rational belief. Assuming that the phenomenon is real, I ask what explains it. I argue that a variant of instrumentalism about epistemic reasons offers a natural explanation, that at the same time is able avoid commitment to a more radical form of pragmatism. (shrink)

I defend the normativity of meaning against recent objections by arguing for a new interpretation of the ‘ought’ relevant to meaning. Both critics and defenders of the normativity thesis have understood statements about how an expression ought to be used as either prescriptive or semantic. I propose an alternative view of the ‘ought’ as conveying the primitively normative attitudes speakers must adopt towards their uses if they are to use the expression with understanding.

Normative accounts of the correctness of belief have often been misconstrued. The norm of truth for belief is a constitutive norm which regulates our beliefs through ideals of reason. I try to show that this kind of account can meet some of the main objections which have been raised against normativism about belief: that epistemic reasons enjoy no exclusivity, that the norm of truth does not guide, and that normativism cannot account for suspension of judgement.

Inquiry is an aim-directed activity, and as such governed by instrumental normativity. If you have reason to figure out a question, you have reason to take means to figuring it out. Beliefs are governed by epistemic normativity. On a certain pervasive understanding, this means that you are permitted – maybe required – to believe what you have sufficient evidence for. The norms of inquiry and epistemic norms both govern us as agents in pursuit of knowledge and understanding, and, on the (...) surface, they do so in harmony. Recently, however, Jane Friedman (2020, “The Epistemic and the Zetetic.” The Philosophical Review 129: 501–536) has pointed out that they are in tension with each other. In this paper, I aim to resolve this tension by showing that reasons for acts of inquiry – zetetic reasons – and epistemic reasons for belief can both be understood as flowing from the same general normative principle: the transmission principle for instrumental reasons. The resulting account is a version of epistemic instrumentalism that offers an attractive unity between zetetic and epistemic normativity. (shrink)

ABSTRACTThis paper distinguishes between the theoretical scientific image and the practical scientific image. The popular idea that there is a conceptual clash between the scientific and manifest images of the world is revealed as largely illusory. From the perspective of a liberal naturalism, the placement problem for ‘problematic’ entities or truths is not solved but dissolved. Persons, say, are not posits of any explanatory science, but beings acknowledged as rational agencies in second-personal space. Many theories of rational action are predicated on the idea that what it is rational to do in a given situation depends, in part, on what it is rational to believe in that situation. In short: they treat epistemic rationality as explanatorily prior to practical rationality. If they are right in doing so, it follows, on pain of explanatory circularity, that epistemic rationality cannot itself be a form of practical rationality. Yet, many epistemologists have defended just such a view of (...) epistemic rationality. According to them, there is no such thing as a distinctively epistemic form of rationality which could be explanatorily prior to practical rationality. Rather, they maintain, there is just one form of rationality—practical rationality—of which epistemic rationality is a species. What to make of this conflict? The aim of this paper is to motivate a view about the relationship between epistemic and practical rationality which resolves the conflict in a way that should be attractive to both sides. The central idea is to ground both epistemic and practical rationality in an independently motivated notion of evidential probability which is itself to be understood in non-normative terms. Doing so, I argue, allows us to unify epistemic and practical rationality in a way that does justice to the idea that what it is rational to do depends, in part, on what it is rational to believe; and to do so in a way that avoids explanatory circularity. More than ever, it is in vogue to argue that no norms either play a role in or directly follow from the theory of mental content. In this paper, I present an intuitive theory of intentionality (including a theory of mental content) on which norms are constitutive of the intentional properties of attitude and content in order to show that this trend is misguided. Although this theory of intentionality—the teleological theory of intentional representation—does involve a commitment to representational norms, these (...) norms are not problematic in the way critics have suggested they would be. In particular, these norms do not guide thinking by motivating intentional agents to (intentionally) accord with them; as a result, no obvious vicious regress threatens the theory. In the final section of this paper, I argue that accepting this teleological theory of intentionality need not commit one to thinking that intentionality is the product of natural selection. I give a biological account of epistemic normativity. My account explains the sense in which it is true that belief is subject to a standard of correctness, and reduces epistemic norms to there being doxastic strategies which guide how best to meet that standard. Additionally, I give an explanation of the mistakes we make in our epistemic discourse, understood as either taking epistemic properties and norms to be sui generis and irreducible, and/or as failing to recognize the reductive base of (...) epistemic normativity. This explanation will appeal to the claim that the beliefs which constitute our epistemic discourse are false but adaptive, and are the outcome of a non-truth tracking process. The opponents of my position are philosophers who take epistemic normativity not to be reducible in this way, and to involve sui generis properties and norms governing belief. The aim of the paper is to show that epistemic normativity can be explained by appeal to the biological functions of our mechanisms of belief-production. (shrink)

Epistemic instrumentalism views epistemic norms and epistemic normativity as essentially involving the instrumental relation between means and ends. It construes notions like epistemic normativity, norms, and rationality, as forms of instrumental or means-end normativity, norms, and rationality. I do two main things in this paper. In part 1, I argue that there is an under-appreciated distinction between two independent types of epistemic instrumentalism. These are instrumentalism about epistemic norms and instrumentalism about epistemic normativity. In part 2, I argue that this (...) under-appreciated distinction matters for the debate surrounding the plausibility of EI. Specifically, whether we interpret EI as norm-EI or as source-EI matters for the widely discussed universality or categoricity objection to EI, and for two important motivations for adopting EI, namely naturalism and the practical utility of epistemic norms. I will then conclude by drawing some lessons for epistemic instrumentalism going forward. (shrink)

Many philosophers categorise judgment as a type of action. On the face of it, this claim is at odds with the seeming fact that judging a certain proposition is not something you can do voluntarily. I argue that we can resolve this tension by recognising a category of non-voluntary action. An action can be non-voluntary without being involuntary. The notion of non-voluntary action is developed by appeal to the claim that judging has truth as a constitutive goal. This claim, when (...) combined with a conception of judging as a way of settling a question, explains both why judging is genuinely agential, and why it is nevertheless non-voluntary. (shrink)

I defend the thesis that beliefs are constitutively normative from two kinds of objection. After clarifying what a “blindspot” proposition is and the different types of blindspots there can be, I show that the existence of such propositions does not undermine the thesis that beliefs are essentially governed by a negative truth norm. I argue that the “normative variance” exhibited by this norm is not a defect. I also argue that if we accept a distinction between subjective and objective norms (...) there need be no worrying tension between doxastic norms of truth and doxastic norms of evidence. I show how a similar approach applies to the attitude of guessing. I then suggest that if we distinguish between practical and theoretical rationality, we will prefer a negative form of norm that does not positively oblige us to form beliefs. I finish by considering an alternative possible subjunctive form of norm that would also avoid problems with blindspots but suggest this has a non-intuitive consequence. (shrink)

In the 1980s and early 1990s, the normativity of meaning was thought to be more-or-less 'incontestable.' But in the last 25 years, many philosophers of mind and language have contested it in several seemingly different ways. This, however, is somewhat illusory. There is an unappreciated commonality among most anti-normativist arguments, and this commonality, I argue, poses a problem for anti-normativism. The result, however, is not a wholesale rejection of anti-normativism. Rather, an insight from the anti-normativist position can be harnessed to (...) reveal an unappreciated position in the normativity of meaning debate. (shrink)

What is the scope of our conscious mental agency, and how do we acquire self-knowledge of it? Both questions are addressed through an investigation of what best explains our inability to form judgemental thoughts in direct response to practical reasons. Contrary to what Williams and others have argued, it cannot be their subjection to a truth norm, given that our failure to adhere to such a norm need not undermine their status as judgemental. Instead, it is argued that we cannot (...) form judgements at will because we subjectively experience them as responses to epistemic reasons, and because this is incompatible with our experiential awareness of direct mental actions, such as instances of imagining. However, this latter awareness does not extend to indirect agency, which relies on epistemic or causal processes as means. Judging may therefore still count as an indirect action - just like, say, breaking a window by throwing a stone. (shrink)

The subject matter of this paper is the view that it is correct, in an absolute sense, to believe a proposition just in case the proposition is true. I take issue with arguments in support of this view put forward by Nishi Shah and David Velleman.

Logic is widely held to be a normative discipline. Various claims have been offered in support of this view, but they all revolve around the idea that logic is concerned with how one ought to reason. I argue that most of these claims—while perhaps correct—only entail that logic is normative in a way that many, if not all, intellectual disciplines are normative. I also identify some claims whose correctness would make logic normative in a way that sets it apart from (...) other disciplines. I argue that we have no reason think that these claims are correct. In other words, logic is not a distinctively normative discipline. (shrink)

Epistemic subjectivism, as I am using the term, is a view in the same spirit as relativism, rooted in skepticism about the objectivity or universality of epistemic norms. I explore some ways that we might motivate subjectivism drawing from some common themes in analytic epistemology. Without diagnosing where the arguments go wrong, I argue that the resulting position is untenable.

Many of the most important social institutions—e.g., law and language—are thought to be normative in some sense. And philosophers have been puzzled by how this normativity can be explained in terms of the social, descriptive states of affairs that presumably constitute them. This paper attempts to solve this sort of puzzle by considering a simpler and less contentious normative social practice: table manners. Once we are clear on the exact sense in which a practice is normative, we see that some (...) practices can be normative in an interesting and non-trivial sense, but also explicable with merely descriptive resources. In addition to arguing that it is possible to explain normative practices with descriptive resources, this paper presents and defends just such an explanation—an account of the nature of table manners that appeals only to descriptive states of affairs. In a discussion of rule-following inspired by Wittgenstein, Kripke asks us to consider the relation which holds between meaning plus by ‘+’ and answering questions like, ‘What is the sum of 68 and 57?’. A dispositional theory has it that if you mean plus by ‘+’ then you will probably answer, ‘125’. That is because, according to such a theory, to mean plus by ‘+’is, roughly speaking, to be disposed, by and large, and among other things, to answer such questions (...) with the correct sum. Kripke wants to emphasize, by contrast, that if you mean plus by ‘+’ then, faced with the question, ‘What is 68 + 57?’ yououghtto answer, ‘125’. One could sum up the assumption about meaning which appears to underpin this criticism of dispositional theories in terms of the slogan that meaning is normative. Allan Gibbard gives us a way of reading that slogan which is suggested by Kripke's brief remarks:The crux of the slogan that meaning is normative … might be another slogan: thatmeansimpliesought. To use roughly Kripke's example, from statements saying what I mean by the plus sign and other arithmetic terms and constructions, it will follow that Ioughtto answer ‘7’ when asked ‘What's 5 + 2?’. The present paper challenges the narrow scientistic conception of Nature that underlies current projects of naturalization involving, say, evaluative or intentional discourse. It is more plausible to hold that science provides only a partial characterization of the natural world. I consider McDowell's articulation of a more liberal naturalism, one which recognizes autonomous normative facts about reasons, meanings and values, as genuine constituents of Nature on a more liberal conception of it. Several critics have claimed that this account is vitiated by (...) the threat of supernaturalism. Responsiveness to normative facts is, I argue, a phenomenological datum that we have good reason to take at face value. I trace the source of the supernaturalist objection to a misreading of McDowell's perceptual analogy with respect to value and a related failing to clearly distinguish physical and logical notions of an object. Consider the claim that openmindedness is an epistemic virtue, the claim that true belief is epistemically valuable, and the claim that one epistemically ought to cleave to one’s evidence. These are examples of what I’ll call “ epistemic discourse.” In this paper I’ll propose and defend a view called “convention-relativism about epistemic discourse.” In particular, I’ll argue that convention-relativismis superior to its main rival, expressivism about epistemic discourse. Expressivism and conventionalism both jibe with anti-realism about epistemic normativity, which is motivated (...) by appeal to philosophical naturalism. Convention-relativism says that epistemic discourse describes how things stands relative to a conventional set of “ epistemic ” values; such discourse is akin to normative discourse relative to the conventional rules of a club. I defend conventionalism by appeal to a “reverse open question argument,” which says, pace expressivism, that epistemic discourse leaves the relevant normative questions open. (shrink)

Abstract This paper discusses the semantic theory presented in Robert Brandom’s Making It Explicit . I argue that it is best understood as a special version of dynamic semantics, so that these semantics by themselves offer an interesting theoretical alternative to more standard truth-conditional theories. This reorientation also has implications for more foundational issues. I argue that it gives us the resources for a renewed argument for the normativity of meaning. The normativity of meaning matters because if meaning is normative, then theories of meaning will have to explain normativity, and not all theories of meaning are equipped to do that. Throughout the debate about the normativity of meaning, there has been considerable discussion of what putative features of meaning count as ‘normativity.’ The suggestion of this paper is that the issue of normativity can be bypassed. We can, instead, focus directly on the ways in which various features of meaning constitute (...) constraints on theories of meaning. Since meaning facts directly entail correctness conditions, which in turn rule out certain reductive theories of meaning, correctness conditions—often thought to be peripheral to the debate about the normativity of meaning—matter in exactly the way that the normativity of meaning was thought to matter. Normative theories can be useful in developing descriptive theories, as when normative subjective expected utility theory is used to develop descriptive rational choice theory and behavioral game theory. “Ought” questions are also the essence of theories of moral reasoning, a domain of higher mental processing that could not survive without normative considerations.

The normativity of meaning—introduced by Kripke in 1982, and the subject of active debate since the early 1990s—has been exclusively understood in terms of duty-imposing norms. But there are norms of another type, well-known within the philosophy of law: authority-conferring norms. Philosophers thinking and writing about the normativity of meaning—normativists, anti-normativists, and even Kripke himself—seem to have failed to consider the possibility that semantic norms are authority-conferring. I argue that semantic norms should be understood as having an authority-conferring structure, and (...) show how this allows normativism about meaning to escape the two most popular arguments against it. David Papineau's model of scientific reduction, contrary to his intent, appears to enable a naturalist realist account of the primitive normativity involved in a biological adaptation's being “for” this or that (say the eye's being for seeing). By disabling the crucial anti‐naturalist arguments against any such reduction, his model would support a cogni‐tivist semantics for normative claims like “The heart is for pumping blood, and defective if it doesn't.” Nomoralclaim would follow, certainly. Nonetheless, by thus “pressing from below” we may (...) learn something about moral normativity. For instance, suppose non‐cognitivists like Mackie are right that the semantics of normative claims should be “unified”: if the semantics of moral claims is non‐cognitivist, so too is that of all normative claims. Then, assuming that a naturalist reduction does yield a sound cognitivist account of the primitive normativity, it would follow that our semantics of moral claims is cognitivist as well. (shrink)

We can address the issue of epistemic luck, the possibility that the world interferes with the activity of believing so as to keep that activity from achieving its aim, by rethinking the aim of that activity. So, if we give up truth, for example, as the aim of belief, and if we embrace a different aim—the aim of believing as my ideal self would have me believe—we can eliminate the possibility of luck and leave the world no room to interfere (...) in the affairs of the activity of believing. All this while at the same time preserving the epistemic’s responsiveness to the world. This way of seeing the epistemic is culled from the work of Kierkegaard’s pseudonyms. (shrink)

Conceptual role semanticists argue that concepts are individuated in terms of their roles in cognition. Some prominent conceptual role semanticists argue for the further claim that concepts are individuated in terms of their rational roles in cognition. This further claim places substantive normative constraints on concept-constitutive roles. I argue that conceptual role semanticists can and should resist the claim that conceptual roles must be specified in inherently normative terms.

Some philosophers have argued that a standard of correctness is constitutive of the concept or the essence of belief. By this claim they mean, roughly, that a mental state is a belief partially in virtue of being correct if and only if its content is true. In this paper I provide a new argument in support of the constitutivity of the correctness standard for belief. I first argue that the standard expresses a conceptual necessity. Then I argue that, since conceptual (...) necessities are such in virtue of some concept, the standard must also be necessary in virtue of some concept. Finally, I provide an argument by exclusion to the effect that the standard is necessary in virtue of the concept of belief. (shrink)

Elqayam & Evans (E&E) are focused on the normative judgments used by theorists to characterize subjects' performances (e.g. in terms of logic or probability theory). They ignore the fact, however, that subjects themselves have an independent ability to evaluate their own reasoning performance, and that this ability plays a major role in controlling their first-order reasoning tasks.
