The paper is concerned with the conflicting principles revealed respectively by those who argue for the common school and by those who seek to promote a system of schools that, though maintained by the state, might reflect the different religious beliefs within the community. The philosopher, John Dewey, is appealed to in defence of the common school, though similar ideas are reflected in the developing comprehensive ideal in Britain.

Many industrialized countries, developing countries, and countries that have recently made the transition from communism to market-oriented economies are characterized by high and increasing income inequality. Trends in income inequality have been understood to have ethical significance for different reasons. Some have argued that lessening income inequality is a valuable goal in itself. This essay, on the other hand, focuses on three instrumental reasons for pursuing economic policies that engender less income inequality, particularly in developing countries.• Inequality can inhibit growth (...) and slow poverty reduction.• Inequality often undermines the political process: that may lead to an inadequate social contract and may trigger bad economic policies-with ill effects on growth, human development, and poverty reduction.• Inequality may undermine civic and social as well as political life, and inhibit certain kinds of collective decision-making; at the societal level it may also generate its own self-justifying tolerance, perpetuating a high inequality equilibrium despite the potential economic and political costs.The author concludes that while societies with relatively high income inequality can, in principle, be equitable, it is more likely that income differentials will compound and aggravate unfairness in the allocation of opportunities, the functioning of the political process, and efforts to improve the well-being of the least advantaged. This study investigates the relationship between workers'' perceptions of distributive and procedural justice afforded by a grievance system and their more general belief in an underlying moral order in the workplace. Using samples representing five ocupationally distinct groups, the presence of any moderating effects of occupation received only weak support. Consistent with previous work, however, workers'' perceptions of procedural justice (i.e., fairness in the process) were a stronger predictor of workers'' belief in workplace justice than were perceptions of distributive justice (...) In recent literature on the philosophical foundations of socialism a growing number of theorists have endorsed the claim that freedom as non-domination is a fundamental normative commitment undergirding socialist politics. On this sort of view, a broad range of traditional socialist claims can be explained and justified by reference to freedom as non-domination. In this paper, I argue that even if these theorists are right that opposition to domination is a core socialist normative commitment, it is not clear that that (...) opposition is best understood in terms of a commitment to a particular conception of freedom. Instead, socialist opposition to domination can be more fruitfully understood as flowing from a commitment to a relational conception of equality, according to which relationships with a substantially egalitarian character have a special value. I argue, first, that a relational egalitarian construal of socialist opposition to domination can retain all of the benefits of the freedom as non-domination construal, and, secondly, that a relational egalitarian account will have benefits that a freedom as non-domination approach will lack. I conclude that there are still significant benefits to retaining a place for equality in our considered account of the normative foundations of socialism. (shrink)

Implicitly or explicitly, youth work practitioners, scholars and advocates typically invoke a set of egalitarian values to explain, justify and promote the ethical basis of their work. Despite such commitments, there exists conceptual ambiguity surrounding equality across much of the youth work literature which has significant consequences for how youth work is framed and defended. This article introduces the interdisciplinary field of Equality Studies and argues that an Equality Studies approach provides a means to (i) clarify equality-related normative goals within (...) the youth work field and (ii) enhance radically orientated youth work by strengthening the conception of equality at its core. It analyses three areas of conceptual ambiguity within the youth work literature with respect to the value of equality, in each case demonstrating how an Equality Studies approach can help remedy the problem. These areas are: (i) the assumption that equality means ‘sameness’; (ii) the limits of equality of opportunity and anti-discrimination; and (iii) the relationship between equality and other values. It then evaluates the concept of ‘equity’, arguing that it is a vague, inadequate and unnecessary vehicle for capturing egalitarian concerns. The article concludes with some comments on the feasibility of radically egalitarian youth work. (shrink)

This dissertation identifies and responds to a problem for liberal relational egalitarians. There is a prima facie worry about the compatibility of liberalism and relational egalitarianism, concerning the requirements of equality in informal social life. Liberalism at least involves a commitment to leaving individuals substantial discretion to pursue their own conceptions of the good. Relational equality is best understood as a kind of deliberative practice about social institutions and practices. Patterns of otherwise innocuous social choices (e.g., where to live, whom (...) to befriend or marry) can create emergent, severe differentials in power, status, and influence, and when they do they can threaten relational equality. If relational equality required individuals to subordinate personal choices to egalitarian considerations, it would run into conflict with liberal commitments. In response, I defend the value of accepting an imperfect realization of relational equality. What I call fair relational equality demands that members of society treat some informal social norms and practices as part of the basic structure of society, in need of justification. Three practices are required to meet that demand. First, the relational-egalitarian society must develop institutional strategies to preempt or mitigate tendencies toward emergent inequality as they are identified. Second, members of society must engage in broad social deliberation about the norms and expectations of informal social interaction. Third, they must be willing to reform social practices where doing so does not impinge on important personal projects and values. (shrink)

Hierarchy is a difficulty for theories of equality, and especially those that define equality in relational or social terms. In ideal egalitarian circumstances it seems that hierarchies should not exist. However, a liberal egalitarian defence of some types of hierarchies is common. Hierarchies of esteem have no further consequences than praise or admiration for valued individual features. Hierarchies of status, with differential reward, can, it is often argued, also be justified when they serve a justified social purpose and meet conditions (...) of genuine equality of opportunity. However, group hierarchies remain problematic, and evidence suggests that they are pervasive in human societies above a subsistence level of production. It has also been argued that group hierarchies are impossible to eliminate, and enormous cost is associated with attempting, and failing, to remove them. However, the perspective of ‘real-world’ political philosophy suggests measures to mitigate group hierarchy, starting with those that are either the easiest to address, the most damaging, or the most consequential. Contemporary Marxism may seem to have been eclipsed by the dominance of Left-liberalism in egalitarian thought. Since Rawls, the liberal tradition has made a robust contribution to the argument for distributive justice, whilst Marxist orthodoxy regarding the “withering away” of the state has seemed unhelpful in comparison. However, most Left liberals are wedded to several claims that constrain the ambition and depth of the egalitarian project, claims which can be shown to be wanting in light of the socialist commitment to (...) distribution on the basis of need, as well as the Marxist critique of alienation. Growing interest among historians and social scientists in the work of Karl Polanyi has yet to produce detailed historical studies of how Polanyi's work was received by his contemporaries. This article reconstructs the frustration of Polanyi's attempts to make a name for himself among English socialists between his arrival from Vienna in 1934 and his departure for New York in 1947. The most obvious explanation for Polanyi's failure to find a following was the socialist historians’ rejection of his unorthodox narrative (...) of the rise of capitalism and the Industrial Revolution in The Great Transformation. But this disappointment was anticipated in earlier exchanges revealing that Polanyi's social theory, specifically his conception of the self and its social relations, differed markedly from the views prevailing among socialists of R. H. Tawney and G. D. H. Cole's generation. As well as casting new light on the intellectual history of English socialism and variegating our understanding of the contexts in which conceptions of the human person were invoked in the interwar period, this article seeks to illuminate by example the importance of deep-seated, often tacit, commitments to particular conceptions of the self and its social relations in structuring mid-century intellectual life. This article traces John Rawls’s debt to Frank Knight’s critique of the ‘just deserts’ rationale for laissez-faire in order to defend justice as fairness against some prominent contemporary criticisms, but also to argue that desert can find a place within a Rawlsian theory of justice when desert is grounded in reciprocity. The first lesson Rawls took from Knight was that inheritance of talent and wealth are on a moral par. Knight highlighted the inconsistency of objecting to the inheritance of wealth (...) while taking for granted the legitimacy of unequal reward based on differential productive capacity. Rawls agreed that there was an inconsistency, but claimed that it should be resolved by rejecting both kinds of inequality, except to the extent they benefitted the worst off. The second lesson Rawls learned from Knight was that the size of one’s marginal product depends on supply and demand, which depend on institutional decisions that cannot themselves be made on the basis of the principle of rewarding marginal productivity. The article claims that this argument about background justice overstates its conclusion, because the dependence of contribution on institutional setup is not total. Proposals for an unconditional basic income may therefore have a strike against them, as far as a reciprocity-based conception of desert is concerned. If we follow Knight’s analysis of the competitive system, however, so too does the alternative of leaving determination of income up to the market. (shrink)

Borrowing from epidemiological and economic analysis, we argue that the central constructs by which children are judged educationally rest in contrastive judgements and that such judgements are based on 'everyday' constructs - not objective descriptors. But because these everyday constructs become seemingly objectified by the procedures and discourses of education, they appear reliable and objective. The insistent process of contrastive judgement based on these everyday constructs has its result in cohorts of children forever being judged unfavourably next to others. The aim of this article is to reclaim social class as a central concern within education, not in the traditional sense as a dimension of educational stratification, but as a powerful and vital aspect of both learner and wider social identities. Drawing on historical and present evidence, a case is made that social inequalities arising from social class have never been adequately addressed within schooling. Recent qualitative research is used to indicate some of the ways in which class is lived (...) in classrooms. The article also raises concerns about the ability of the education system to positively address social class in the classroom when contemporary initial teacher training rarely engages with it as a relevant concern within schooling. What, if anything, is wrong with high executive compensation? Is the common “lay reaction” of indignation and moral outrage justified? In this paper, my main goal is to articulate in a more systematic and philosophical manner the egalitarian responses to these questions. In order to do so, I suggest that we take some insights from recent debates on two versions of egalitarianism: a distributive one, according to which no one should be worse off than others because of unfair distributions of (...) goods and resources, especially ones based on matters of luck or arbitrary factors, and a relational one, which maintains that egalitarian justice requires members of a society to relate to one another as equals. Drawing on recent attempts to highlight the tricky nature of managerial authority, I argue that high inequalities in pay are not simply a distributional matter but should also be analyzed through a relational lens. I also attempt to show that relational egalitarians are well-equipped to question the now dominant “incentives” view of CEO compensation. (shrink)

This article examines the contribution of one Islamic scholar, Fetullah Gülen to the debate about the meaning and practice of responsibility. It analyses Gülen’s thinking in terms of three inter-connected modes of responsibility: relational accountability, moral agency and liability. This view of responsibility is contrasted with major western philosophers such as Levinas, Buber and Jonas, Islamic tradition and the major views about corporate responsibility, including stakeholder theory. The role of dialogue in embodying the three modes of responsibility is then analysed. (...) The social responsibility practice of business leaders who are part of Gülen’s Hizmet Movement is briefly surveyed to illustrate the embodiment of responsibility. The poor might always be with us but neither in ways that we imagine them nor in circumstances of their own choosing. Poverty (and its subject class, the poor) has been a persistent presence in the modern social sciences - both as ethical shadow and methodological stimulus. Throughout his self-described career as `professional storyteller of the contemporary human condition', Bauman's hermeneutical, dialectical and anthropological foci and modus operandi are impressively consistent, none more so than in his reflections on the problem (...) of poverty. An important stimulant to Bauman's ruminations on the new poor has been the work of Jeremy Seabrook and not only because Seabrook's primary foci have been the symbiotic and dialectical relationships in the production of poverty and wealth in his chronicles of the poor in contemporary capitalism, in Europe and Asia. Indeed, it is arguable that Seabrook's own vocation as freelance journalist is emblematic of the kind of sociology Bauman exhorts the salaried members of the academy to embrace for now. This article traces the lineaments of the biographical parallels, intellectual resonances and methodological (or at least epistemological) affinities shared between Seabrook and Bauman so as to tease out what a sociology of the new poor looks like in the hands of Bauman after Seabrook. What kind of equality should we value and why? Current debate centres around whether distributive equality is valuable. However, it is not the only (potentially) morally significant form of equality. David Miller and T. M. Scanlon have emphasised the importance of social equality—a strongly egalitarian notion distinct from distributive equality, and which cannot be reduced to a concern for overall welfare or the welfare of the worst-off. However, as debate tends to focus on distribution, social equality has been neglected and (...) we do not have a clear understanding of what it is and why it might be valuable. One arguably unwelcome consequence of social inequality is that it impedes friendships between persons of unequal status. The central aim of this essay is to identify the circumstances in which friendship gives people reason to reduce status inequality in society. I start by assessing the impact of inequality of status on friendship by focusing on its adverse effect on the friends’ similarity. Next I discuss the claim that if people of upper status would ‘uplift’ modest‐status people to their rank for (...) the purpose of making them apt for friendship, this would reduce inequality in society. Assisted by J.S. Mill’s arguments for equality between the sexes, I then identify the circumstances in which people of upper status have reason to seek to equalize people of modest status so as to make them apt for friendship with them. Having shown that friendship does not generally give reason to introduce equality of status I close by arguing for the opposite view: equality gives reason to encourage friendship as a replacement for less egalitarian forms of relationship. This paper reconsiders some themes and arguments from my earlier paper “Fairness, Respect and the Egalitarian Ethos.” That work is often considered to be part of a cluster of papers attacking “luck egalitarianism” on the grounds that insisting on luck egalitarianism's standards of fairness undermines relations of mutual respect among citizens. While this is an accurate reading, the earlier paper did not make its motivations clear, and the current paper attempts to explain the reasons that led me to write the (...) earlier paper, assesses the force of its arguments, and locates it in respect to work of Richard Arneson and Elizabeth Anderson. The paper concludes by bringing out what now appears to be the main message of the earlier paper: that the attempt to implement an “ideal” theory of equality can harm the very people that the theory is designed to help. The health gradient among those who are by historical standards both remarkably healthy and well-off is of considerable moral importance with respect to benevolence, justice and the theory of welfare. Indeed it may help us to realize that for most people the good life lies in close and intricate social ties with others which can flourish only when inequalities are limited. Anti-capitalist thinkers in the West have long argued that the expansion of markets creates new wants faster than it can satisfy them, and that consumption under capitalism is a form of addictive behavior. Recently, however, the relentless expansion of desire has come to be seen as a strength rather than a weakness of capitalist regimes. To understand this change socialists must consider whether there is a point to consumer spending that goes beyond satisfaction with what one gets. Freud's notion of (...) instinctual ambivalence illuminates the ways in which spending itself is a fusion of the desires to lose and to gain. This helps to explain how the socialist distinction between satisfying and addictive consumption misses the mark. Broadening this insight, we can see that Western thought about justice, originating in Judeo-Christian theology, conceals a fundamental ambivalence about both domination and gain by suggesting that inequality (beginning with that between God and man) is justified when the dominating party loses and the gainer submits. Ironically, however, the new post-utilitarian rationale for capitalism undermines this putative justification of social inequality in consumer-oriented capitalist societies by bringing our internal ambivalence about gain and dominance to the surface. This development creates an opportunity for a new beginning in Marxian social theory. The final sections of the essay suggest that social theory has been trapped in a debate over whether predators (and their human counterparts) kill in order to eat or eat in order to kill (Marx vs. Nietzsche). To break this trap we must shift the basis of social criticism from the metaphor of predation to the metaphor of parasitism. This changes the focus of critical analysis from unmasking the predator in every situation to identifying in every social structure the mechanisms of incorporation, mutual subversion, asymmetrical exchange, and surplus-creation (as distinct from equilibrium). If neither the desire for gain nor the desire for dominance are self-explanatory, then the Marxian critique of Nietzsche and the Nietzschean critique of Marxism both have valid points. The essay concludes with reflections about the importance of addressing the post-utilitarian rationale of capitalism with the same depth and comprehensiveness that we find in Marx's critique of its utilitarian rationale. According to relational egalitarians, equality is not primarily about the distribution of some good but about people relating to one another as equals. However, compared with other theorists in political philosophy – including other egalitarians – relational egalitarians have said relatively little on what role personal responsibility should play in their theories. For example, is equality compatible with responsibility? Should economic distributions be responsibility-sensitive? This article fills this gap. I develop a relational egalitarian framework for personal responsibility and show that (...) relational equality commits us to responsibility. I develop two sets of arguments. First, I draw on relational theories of moral responsibility – particularly Strawsonian views – to show that valuable egalitarian relationships require responsibility. Second, I show why relational equality sometimes requires that economic distributions be sensitive to responsibility and choice. I also defend a seemingly paradoxical result: being committed to responsibility, relational egalitarianism not only justifies some distributive inequalities but some relational inequalities too. Overall, relational egalitarianism gives a nuanced and coherent answer as to why and how responsibility matters from within egalitarianism. That it does should be an important argument in its favour. ABSTRACT The question of whether Wittgenstein was a liberal philosopher has received less attention than the question of whether he was a conservative philosopher but, as Robert Greenleaf Brice has recently argued, there are hints of liberalism in some of his remarks, and some philosophers, like Richard Eldridge, have argued that a kind of liberalism follows from Wittgenstein’s later philosophy. Richard Rorty has also drawn liberal conclusions from a philosophical viewpoint which draws on Wittgenstein’s work and Alice Crary has suggested (...) that the lessons learned from her own interpretation of Wittgenstein are “reflected in forms of social life that embody the ideals of liberal democracy”. Here I will argue both that Wittgenstein was not a liberal and that his philosophy does not imply a liberal viewpoint. This paper begins by looking at the complex and dynamic nature of responsibility. Based in the interconnected concepts of imputability, accountability and liability it argues that, whilst some elements of responsibility can be determined through role and contract, the broader sense of liability involves a sense of shared responsibility that is ultimately based in the concept of universal responsibility. Such responsibility requires core virtues, not least awareness and integrity, a continued means of negotiating responsibility and ongoing dialogue between the different (...) responsibilities connected to role. The paper argues that the nature of such dialogue is itself grounded in the development of personal and shared responsibility. It concludes that the professions have a moral leadership role in articulating and modelling that responsibility. (shrink)

ABSTRACTLibertarians like John Tomasi, who care about social justice, must say more about which economic freedoms matter and why they matter if they hope to persuade liberal egalitarians to adopt their approach. In particular, they must clarify the preconditions of equal freedom and explore more fully the relationship between security and freedom. They must also address questions about collective-action problems and the extent to which the modern corporation should be viewed as an outgrowth and expression of individual freedom. Recent radical changes to university education in England have been discussed largely in terms of the arrangements for transferring funding from the state to the student as consumer, with little discussion of what universities are for. It is important, while challenging the economic rationale for the new system, to resist talking about higher education only in the language of economics. There is a strong principled case for rejecting the extension of neoliberalism to education and university education especially. ‘The market’ claims (...) to be the language of perfect rationality: thus it narrows the range of what can be said and thought, driving out the other forms of rationality to which it is the function of education and culture to introduce successive generations. One distinctive role of the university, in our time as always, is to speak richer and more complex languages, invoking other values and goods than those which currently underpin what passes for policy. People condemn inequalities for many reasons. For example, many who have no concern with distribution per se criticize inequalities in health care, because these inequalities lessen the benefits provided by the resources that are devoted to health care. Others who place no intrinsic value on distribution believe that a just society must show a special concern for those who are worst off. Some people, on the other hand, do place an intrinsic value on equality of distribution, regardless of its contribution (...) to other goals. Derek Parfit and Larry Temkin call these people "egalitarians." I shall always employ quotation marks when referring to "egalitarians" in this special sense, because, as I shall argue, this terminology is misleading. This paper defends mandatory national service as a response to democratic decay. Because democracy cannot be maintained by laws and incentives alone, citizens must care about the quality and attitudes of their society's members. In an age of increasing segregation and conflict on the basis of class and race, national service can bring citizens from different walks of life together to interact cooperatively on social problems. Sociologists exploring educational injustice often focus on socio-economic segregation as a central measure of injustice. The comprehensive ideal, furthermore, has the idea of socio-economic integration built into it. The current paper argues that socio-economic segregation is valuable only insofar as it serves other, more fundamental values. This matters because sometimes policy-makers will find themselves facing trade-offs between increasing integration and promoting the other, more fundamental values that underpin the value of integration.

We are now seeing a new wave of literature about the “crisis” of the welfare state. In the earlier wave, some critics charged that social spending significantly detracted from macro‐ or microeconomic performance, while others challenged the legitimacy or efficacy of welfare programs; a third group worried about the effect of macroeconomic problems on the viability of the welfare state. None of these criticisms can be said to have been satisfactory, and continued reiterations of them betray a lack of cross‐national (...) perspective and a priori reasoning about empirical matters. Works with greater historical depth and more recent studies constitute a much‐needed reaction against the “crisis” literature. (shrink)

The needs principle—that certain goods should be distributed according to need—has been central to much socialist and egalitarian thought. It is the principle which Marx famously takes to be that which is to govern the distribution of goods in the higher phase of communism. The principle is one that Marx himself took from the Blanquists. It had wider currency in the radical traditions of the nineteenth century. In the twentieth century it remained central to the mutualist form of socialism defended (...) by Tawney and Titmuss. The principle underlay the development and justification of the modern welfare state—thus the National Health Service is still founded upon the idea that the distribution of medical resources should be determined by medical need, not by ability to pay. One source of the power of the needs principle lies in the fact that it appears to be both a principle of justice and a principle of community or social solidarity. As a principle of justice it is offered as a corrective to the particular forms of unequal distributions of goods that can result from market transactions, and as a principle of community or social solidarity as a corrective to the possessive individualism taken to be the corollary of a market order. This article contributes to the critical engagement with luck egalitarianism by advancing two arguments. Firstly, it questions the cogency of the dichotomies – e.g., luck/choice, person/circumstance, agency/structure – and the accompanying moral ideal of pure voluntarism. This makes it difficult for luck egalitarianism to dissect appropriately the inequalities embedded in social relations, such as social networks and involuntary associations, in which voluntariness and contingency as well as agency and structure are intertwined. Secondly, it suggests that the relational approach, which has (...) been developed, inter alia, in the empirical study of inequality, provides a morally and practically adequate perspective on egalitarian justice. The relational approach achieves this by converging upon those in‐between social relations that are irreducible to the macro‐level structure and to micro‐level agency.
