Scientific consensus is widely deferred to in public debates as a social indicator of the existence of knowledge. However, it is far from clear that such deference to consensus is always justified. The existence of agreement in a community of researchers is a contingent fact, and researchers may reach a consensus for all kinds of reasons, such as fighting a common foe or sharing a common bias. Scientific consensus, by itself, does not necessarily indicate the existence of shared knowledge among (...) the members of the consensus community. I address the question of under what conditions it is likely that a consensus is in fact knowledge based. I argue that a consensus is likely to be knowledge based when knowledge is the best explanation of the consensus, and I identify three conditions—social calibration, apparent consilience of evidence, and social diversity, for knowledge being the best explanation of a consensus. This is an important book precisely because there is none other quite like it.

Weighing complex sets of evidence (i.e., from multiple disciplines and often divergent in implications) is increasingly central to properly informed decision-making. Determining “where the weight of evidence lies” is essential both for making maximal use of available evidence and figuring out what to make of such evidence. Weighing evidence in this sense requires an approach that can handle a wide range of evidential sources (completeness), that can combine the evidence with rigor, and that can do so in a way other (...) experts can assess and critique (transparency). But the democratic context in need of weight-of-evidence analysis also places additional constraints on the process, including communicability of the process to the general public, the need for an approach that can be used across a broad range of contexts (scope), and timeliness of process (practicality). I will compare qualitative and quantitative approaches with respect to both traditional epistemic criteria and criteria that arise from the democratic context, and argue that a qualitative explanatory approach can best meet the criteria and elucidate how to utilize the other approaches. This should not be surprising, as the approach I argue for is the one that most closely tracks general scientific reasoning. (shrink)

Throughout his work on the rationality of epistemic dependence, John Hardwig makes the striking observation that he believes many things for which he possesses no evidence (1985, 335; 1991, 693; 1994, 83). While he could imagine collecting for himself the relevant evidence for some of his beliefs, the vastness of the world and constraints of time and individual intellect thwart his ability to gather for himself the evidence for all his beliefs. So for many things he believes what others tell (...) him, as we all do. Epistemic dependence is the responsible choice, he argues, because he can be reasonably sure that those on whom he depends know more about the subject than he does. Epistemic dependence on experts is a smarter bet than epistemic autonomy: after all, Hardwig reasons, “if I were to pursue epistemic autonomy across the board, I would succeed in holding relatively uninformed, unreliable, crude, untested, and therefore irrational beliefs” (1985, 340) [...] In this paper I argue against what I call Hardwig’s no-evidence thesis: that knowledge and belief based on testimony are knowledge and belief for which the knower possesses no evidence. Against the no-evidence thesis, I propose we recognize that layperson B’s good reason to believe that expert A has good reason to believe proposition p constitutes evidence for B for p. I argue that the reasons Hardwig gives for the no-evidence thesis are inconclusive at best; at worst the no-evidence thesis coupled with his recognition of expert interdependence exposes him to recent criticisms by Stella Gaon and Stephen Norris. By rejecting the no-evidence thesis, we can recognize with Hardwig the importance of expert epistemic interdependence while avoiding the paradoxical implications of his position. (shrink)

This paper provides an argument for a more socially relevant philosophy of science (SRPOS). Our aims in this paper are to characterize this body of work in philosophy of science, to argue for its importance, and to demonstrate that there are significant opportunities for philosophy of science to engage with and support this type of research. The impetus of this project was a keen sense of missed opportunities for philosophy of science to have a broader social impact. We illustrate various (...) ways in which SRPOS can provide social benefits, as well as benefits to scientific practice and philosophy itself. Also, SRPOS is consistent with some historical and contemporary goals of philosophy of science. We’re calling for an expansion of philosophy of science to include more of this type of work. In order to support this expansion, we characterize philosophy of science as an epistemic community and examine the culture and practices of philosophy of science that can help or hinder research in this area. There can be good reasons to doubt the authority of a group of scientists. But those reasons do not include lack of unanimity among them. Indeed, holding science to a unanimity or near-unanimity standard has a pernicious effect on scientific deliberation, and on the transparency that is so crucial to the authority of science in a democracy. What authorizes a conclusion is the quality of the deliberation that produced it, which is enhanced by the presence of a non-dismissible minority. Scientists (...) can speak as one in more ways than one. We recommend a different sort of consensus that is partly substantive and partly procedural. It is a version of what Margaret Gilbert calls “joint acceptance” – we call it “deliberative acceptance.” It capitalizes on there being a persistent minority, and thereby encourages accurate reporting of the state of agreement and disagreement among deliberators. Ethicists widely accept the notion that scientists have moral responsibilities to benefit society at large. The dissemination of scientific information to the public and its political representatives is central to many of the ways in which scientists serve society. Unfortunately, the task of providing information can often give rise to moral quandaries when scientific experts participate in politically charged debates over issues that are fraught with uncertainty. This paper develops a theoretical framework for an “ethics of expertise” (EOE) based on (...) the notion that scientists have responsibilities to provide information in a way that promotes autonomous decision-making on the part of the public and its representatives. Moreover, insofar as the principle of informed consent has developed in biomedical ethics as a way for physicians to promote autonomous decision-making on the part of their patients, this paper suggests that the informed-consent concept may suggest a set of criteria and guidelines that can help scientists to fulfill their similar ethical responsibilities to the public. In order to illustrate how the resulting EOE could provide practical guidance for scientific experts, the paper examines a case study involving the dissemination of information about the low-dose biological effects of toxic chemicals and carcinogens. The emphasis on the limitations of objectivity, in specific guises and networks, has been a continuing theme of contemporary analytic philosophy for the past few decades. The popular sport of baiting feminist philosophers — into pointing to what's left out of objective knowledge, or into describing what methods, exactly, they would offer to replace the powerful objective methods grounding scientific knowledge — embodies a blatant double standard which has the effect of constantly putting feminist epistemologists on the defensive, on the (...) fringes, on the run.This strategy can only work if objectivity is transparent, simple, stable, and clear in its meaning. It most certainly is not. In fact, taking objectivity as a sort of beautiful primitive, self-evident in its value, and all-powerful in its revelatory power, requires careless philosophy, and the best workers in metaphysics, epistemology, and philosophy of science have made reworked definitions of objectivity absolutely central to their own projects. In fact, classic feminist concerns with exploring the impact of sex and gender on knowledge, understanding, and other relations between human beings and the rest of the world fall squarely within the sort of human and social settings thatare already considered central in most current analytic metaphysics, epistemology, and philosophy of science. I argue that the burden of proof is clearly on those who wish toreject the centrality and relevance of sex and gender to our most fundamental philosophical work on knowledge and reality. (shrink)

Forty-three years ago Max Weber observed that “the belief in the value of scientific truth is not derived from nature but is a product of definite cultures.” We may now add: and this belief is readily transmuted into doubt or disbelief. The persistent development of science occurs only in societies of a certain order, subject to a peculiar complex of tacit presuppositions and institutional constraints. What is for us a normal phenomenon which demands no explanation and secures many ‘self-evident’ cultural (...) values, has been in other times and still is in many places abnormal and infrequent. The continuity of science requires the active participation of interested and capable persons in scientific pursuits. This support of science is assured only by appropriate cultural conditions. It is, then, important to examine those controls which motivate scientific careers, which select and give prestige to certain scientific disciplines and reject or blur others. It will become evident that changes in institutional structure may curtail, modify or possibly prevent the pursuit of science. (shrink)

Most traditional epistemologists see trust and knowledge as deeply antithetical: we cannot know by trusting in the opinions of others; knowledge must be based on evidence, not mere trust. I argue that this is badly mistaken. Modern knowers cannot be independent and self-reliant. In most disciplines, those who do not trust cannot know. Trust is thus often more epistemically basic than empirical evidence or logical argument, for the evidence and the argument are available only through trust. Finally, since the reliability (...) of testimonial evidence depends on the trustworthiness of the testifier, this implies that knowledge often rests on a foundation of ethics. Mainstream epistemology is a highly theoretical and abstract enterprise. Traditional epistemologists rarely present their deliberations as critical to the practical problems of life, unless one supposes—as Hume, for example, did not—that skeptical worries should trouble us in our everyday affairs. But some issues in epistemology are both theoretically interesting and practically quite pressing. That holds of the problem to be discussed here: how laypersons should evaluate the testimony of experts and decide which of two or more rival experts is most (...) credible. It is of practical importance because in a complex, highly specialized world people are constantly confronted with situations in which, as comparative novices, they must turn to putative experts for intellectual guidance or assistance. It is of theoretical interest because the appropriate epistemic considerations are far from transparent; and it is not clear how far the problems lead to insurmountable skeptical quandaries. This paper does not argue for flat-out skepticism in this domain; nor, on the other hand, does it purport to resolve all pressures in the direction of skepticism. It is an exploratory paper, which tries to identify problems and examine some possible solutions, not to establish those solutions definitively. (shrink)

Epistemological differences fuel continuous and frequently divisive debates in the social sciences and the humanities. Sociologists have yet to consider how such differences affect peer evaluation. The empirical literature has studied distributive fairness, but neglected how epistemological differences affect perception of fairness in decision making. The normative literature suggests that evaluators should overcome their epistemological differences by ‘‘translating’’ their preferred standards into general criteria of evaluation. However, little is known about how procedural fairness actually operates. Drawing on eighty-one interviews with (...) panelists serving on five multidisciplinary fellowship competitions in the social sciences and the humanities, we show that Evaluators generally draw on four epistemological styles to make arguments in favor of and against proposals. These are the constructivist, comprehensive, positivist, and utilitarian styles; and Peer reviewers define a fair decision-making process as one in which panelists engage in ‘‘cognitive contextualization,’’ that is, use epistemological styles most appropriate to the field or discipline of the proposal under review. Feminist philosophers of science have been prominent amongst social epistemologists who draw attention to communal aspects of knowing. As part of this work, I focus on the need to examine the relations between scientific communities and lay communities, particularly marginalized communities, for understanding the epistemic merit of scientific practices. I draw on Naomi Scheman's argument (2001) that science earns epistemic merit by rationally grounding trust across social locations. Following this view, more turns out to be relevant to epistemic assessment than (...) simply following the standards of "normal science". On such an account, philosophers of science need to attend to the relations between scientific communities and various lay communities, especially marginalized communities, to understand how scientific practices can rationally ground trust and thus earn their status as "good ways of knowing". Trust turns out to involve a wide set of expectations on behalf of lay communities. In this paper I focus on expectations of knowledge sharing, using examples of "knowledge-sharing whistleblowers" to illustrate how failures in knowledge sharing with lay communities can erode epistemic trust in scientific communities, particularly in the case of marginalized communities. Modern scientific knowledge is increasingly collaborative. Much analysis in social epistemology models scientists as self-interested agents motivated by external inducements and sanctions. However, less research exists on the epistemic import of scientists’ moral concern for their colleagues. I argue that scientists’ trust in their colleagues’ moral motivations is a key component of the rationality of collaboration. On the prevailing account, trust is a matter of mere reliance on the self-interest of one’s colleagues. That is, scientists merely rely on external compulsion (...) to motivate self-interested colleagues to be trustworthy collaborators. I show that this self-interest account has significant limitations. First, it cannot fully account for trust by relatively powerless scientists. Second, reliance on self-interest can be self-defeating. For each limitation, I show that moral trust can bridge the gap—when members of the scientific community cannot rely on the self-interest of their colleagues, they rationally place trust in the moral motivations of their colleagues. Case studies of mid-twentieth-century industrial laboratories and exploitation of junior scientists show that such moral trust justifies collaboration when mere reliance on the self-interest of colleagues would be irrational. Thus, this paper provides a more complete and realistic account of the rationality of scientific collaboration. (shrink)

What makes a consensus among scientists credible and convincing? This paper introduces the notion of a "hard-won" consensus and uses examples from recent debates over climate change science to show that this heuristic standard for evaluating the quality of a consensus is widely shared. The extent to which a consensus is "hard won" can be understood to depend on the personal qualities of the participating experts; the article demonstrates the continuing utility of the norms of modern science introduced by Robert (...) K. Merton by showing that individuals on both sides of the climate science debate rely intuitively on Mertonian ideas—interpreted in terms of character—to frame their arguments. (shrink)

Credibility in a scientific community (sensu Shapin) is a vicarious selector (sensu Campbell) for the reliability of reports by individual scientists or institutions. Similarly, images from a microscope (sensu Hacking) are vicarious selectors for studying specimens. Working at different levels, the process of indirect reasoning and checking indicates a unity to experimentalist and sociological perspectives, along with a resonance of strategies for assessing reliability. The perspective sketched here can open dialogue between philosophical and sociological interpretations of science and resolves at (...) least one tension regarding the "primary" factors by which scientists evaluate claims. The evidence most of us have for our beliefs on global climate change, the extent of human contribution to it, and appropriate anticipatory and mitigating actions turns crucially on epistemic trust. We extend trust or distrust to many varied others: scientists performing original research, intergovernmental agencies and those reviewing research, think tanks offering critique and advocating skepticism, journalists transmitting and interpreting claims, even social systems of modern science such as peer-reviewed publication and grant allocation. Over the last several years, there has been an explosion of interest and attention devoted to the problem of Uncertainty Quantification (UQ) in climate science—that is, to giving quantitative estimates of the degree of uncertainty associated with the predictions of global and regional climate models. The technical challenges associated with this project are formidable, and so the statistical community has understandably devoted itself primarily to overcoming them. But even as these technical challenges are being met, a number of persistent conceptual (...) difficulties remain. So why is UQ so important in climate science? UQ, I would like to argue, is first and foremost a tool for communicating knowledge from experts to policy makers in a way that is meant to be free from the influence of social and ethical values. But the standard ways of using probabilities to separate ethical and social values from scientific practice cannot be applied in a great deal of climate modeling, because the roles of values in creating the models cannot be discerned after the fact—the models are too complex and the result of too much distributed epistemic labor. I argue, therefore, that typical approaches for handling ethical/social values in science do not work well here. (shrink)

Professionals are professionals primarily because they know more than most of us about something of importance to our society or to many members of it. Professionals are given power, respect, prestige, and above average incomes. If professionals are worthy of this status, it is largely because of their special knowledge and the way they use it. Trust is a central concept in the philosophy of science. We highlight how trust is important in the wide variety of interactions between science and society. We claim that examining and clarifying the nature and role of trust (and distrust) in relations between science and society is one principal way in which the philosophy of science is socially relevant. We argue that philosophers of science should extend their efforts to develop normative conceptions of trust that can serve to facilitate trust (...) between scientific experts and ordinary citizens. The first project is the development of a rich normative theory of expertise and experience that can explain why the various epistemic insights of diverse actors should be trusted in certain contexts and how credibility deficits can be bridged. The second project is the development of concepts that explain why, in certain cases, ordinary citizens may distrust science, which should inform how philosophers of science conceive of the formulation of science policy when conditions of distrust prevail. The third project is the analysis of cases of successful relations of trust between scientists and non-scientists that leads to understanding better how ‘postnormal’ science interactions are possible using trust.
