What began as a modest proposal that a mathematician and an economist write a short paper together blossomed, when Princeton University Press published Theory of Games and Economic Behavior. In it, John von Neumann and Oskar Morgenstern conceived a groundbreaking mathematical theory of economic and social organization, based on a theory of games of strategy. Not only would this revolutionize economics, but the entirely new field of scientific inquiry (...) it yielded--game theory--has since been widely used to analyze a host of real-world phenomena from arms races to optimal policy choices of presidential candidates, from vaccination policy to major league baseball salary negotiations. The rule to maximize expected utility is intended for decisions where options involve risk. In those decisions the decision maker's attitude toward risk is important, and the rule ought to take it into account. Allais's and Ellsberg's paradoxes, however, suggest that the rule ignores attitudes toward risk. This suggestion is supported by recent psychological studies of decisions. These studies present a great variety of cases where apparently rational people violate the rule because of aversion or attraction to risk. Here I (...) attempt to resolve the issue concerning expected utility and risk. I distinguish two versions of the rule to maximize expected utility. One adopts a broad interpretation of the consequences of an option and has great intuitive appeal. The other adopts a narrow interpretation of the consequences of an option and seems to have certain technical and practical advantages. I contend that the version of the rule that interprets consequences narrowly does indeed neglect attitudes toward risk. That version of the rule excludes the risk involved in an option from the consequences of the option and, contrary to what is usually claimed, cannot make up for this exclusion through adjustments in probability and utility assignments. I construct a new, general argument that establishes this in a rigorous way. On the other hand, I contend that the version of the rule that interprets consequences broadly takes account of attitudes toward risk by counting the risk involved in an option among the consequences of the option. I rebut some objections to this version of the rules, in particular, the objection that the rule lacks practical interest. Drawing upon the literature on 'mean-risk' decision rules, I show that this version of the rule can be used to solve some realistic decision problems. (shrink)

The literature of economic theory, like that of philosophy, abounds in prefaces and prolegomena. Methodology and analysis of concepts take an important place in a science which has not found the sure path of development. But there is no sure path for methodology either. The selfconscious methodology of social science has been largely a borrowing from that of physical science, where procedures have developed to a stage of considerable maturity. But the analogy falls down where guidance is most needed, at (...) the points where social science is most likely to develop new concepts and new types of structure. Philosophers have not been lacking, indeed, to belittle the entire enterprise, and to deny the possibility of anything that could strictly be called social science. (shrink)

This paper develops a Multidimensional Decision Theory and argues that it better captures ordinary intuitions about fair distribution of chances than classical decision theory. The theory is an extension of Richard Jeffrey’s decision theory to counterfactual prospects and is a form of Modal Consequentialism, according to which the value of actual outcomes often depends on what could have been. Unlike existing versions of modal consequentialism, the multidimensional decision theory allows us to explicitly model the desirabilistic dependencies between actual and counterfactual (...) outcomes that, I contend, are at the heart of common intuitions about fair distribution of chances. The author’s success in clarifying the foundations of the standard decision theory in general, and causal decision theory in particular, also makes the book uniquely suitable for a person whose research in philosophy has led her to want to learn about contemporary decision theory. Adams’s Thesis, the claim that the probabilities of indicative conditionals equal the conditional probabilities of their consequents given their antecedents, has proven impossible to accommodate within orthodox possible-world semantics. This essay proposes a modification to the orthodoxy that removes this impossibility. The starting point is a proposal by Jeffrey and Stalnaker that conditionals take semantic values in the unit interval, interpreting these (à la McGee) as their expected truth-values at a world. Their theories imply a false principle, namely, that the (...) probability of a conditional is independent of any proposition inconsistent with its antecedent. But they also point to something important, namely, that our uncertainty about conditionals is not confined to uncertainty about the facts (what the actual world is like) but also expresses uncertainty about the counterfacts (what the world would be like if one or another supposition were true). To capture this observation, this essay proposes that the semantic contents of conditionals be treated as sets of vectors of possible worlds, not singleton worlds, with the coordinates of each specifying the world that is or would be true under the supposition that it represents. The probabilities of truth for conditionals will then depend on the joint probabilities of the facts and counterfacts, the latter in turn depending on the mode of supposition. The implication of this treatment is that the probabilities of conditionals are conditional probabilities whenever the mode of supposition is evidential. (shrink)

This paper provides new foundations for Bayesian Decision Theory based on a representation theorem for preferences defined on a set of prospects containing both factual and conditional possibilities. This use of a rich set of prospects not only provides a framework within which the main theoretical claims of Savage, Ramsey, Jeffrey and others can be stated and compared, but also allows for the postulation of an extended Bayesian model of rational belief and desire from which they can be derived as (...) special cases. The main theorem of the paper establishes the existence of a such a Bayesian representation of preferences over conditional prospects, i.e. the existence of a pair of real-valued functions respectively measuring the agent’s degrees of belief and desire and which satisfy the postulated rationality conditions on partial belief and desire. The representation of partial belief is shown to be unique and that of partial desire, unique up to a linear transformation. (shrink)

This paper investigates the role of conditionals in hypothetical reasoning and rational decision making. Its main result is a proof of a representation theorem for preferences defined on sets of sentences (and, in particular, conditional sentences), where an agent’s preference for one sentence over another is understood to be a preference for receiving the news conveyed by the former. The theorem shows that a rational preference ordering of conditional sentences determines probability and desirability representations of the agent’s degrees of belief (...) and desire that satisfy, in the case of non-conditional sentences, the axioms of Jeffrey’s decision theory and, in the case of conditional sentences, Adams’ expression for the probabilities of conditionals.
