Harry Brighouse’s essay concludes Part I of the book by taking up one aspect of the task of clarifying the role of common education, by applying it to the teaching of patriotism in public schools. He asks whether liberal and cosmopolitan values are compatible with a common education aimed at fostering patriotic attachment to the nation. He examines numerous arguments recently developed to justify fostering patriotism in common schools from a liberal–democratic perspective, and finds them all wanting. However, even if (...) liberal–democratic arguments for teaching patriotism could be found that withstand the criticisms he advances, Brighouse argues that common schools should avoid using history as the vehicle for fostering patriotic loyalty, since even the most honest, clear-sighted, unsentimental attempts to teach national history are likely to degrade and undermine the other purposes that teaching history properly has. The chapter proceeds as follows: Section 6.1, discusses briefly the justifications of patriotism and the further arguments that patriotism is something that should be taught to children in school – and in particular the argument that history is an appropriate vehicle for teaching it; Section 2 casts doubt on the arguments for patriotism and even more doubt on the idea that it should be taught; Section 6.3 argues that history is a discipline particularly inappropriate for conveying patriotic feeling; Section 6.4 concludes. No reverberatory effect of the great war has caused American public opinion more solicitude than the failure of the “melting-pot.” The tendency... has been for the national clusters of immigrants, as they became more and more firmly established and more and more prosperous to cultivate more and more assiduously the literatures and cultural traditions of their homelands. Assimilation, in other words, instead of washing out the memories of Europe, made them more and more intensely real. Just as these clusters became (...) more and more objectively American, did they become more and more German or Scandinavian or Bohemian or Polish.... [This] is not, however, to admit the failure of Americanization. It is not to fear the failure of democracy. It is rather to urge us to an investigation of what Americanism may rightly mean. It is to ask ourselves whether our ideal has been broad or narrow—whether perhaps the time has not come to assert a higher ideal than the “melting pot.”... We act as if we wanted Americanization to take place only on our own terms, and not by the consent of the governed. All our elaborate machinery of settlement and school and union, of social and political naturalization, however, will move with friction just in so far as it neglects to take into account this strong and virile insistence that American shall be what the immigrant will have a hand in making it, and not what a ruling class, descendent of those British stocks which were the first permanent immigrants, decide that America shall be made. This is the second of the four essays in Part II of the book on liberalism and traditionalist education; all four are by authors who would like to find ways for the liberal state to honour the self-definitions of traditional cultures and to find ways of avoiding a confrontation with differences. Melissa Williams examines citizenship as identity in relation to the project of nation-building, the shifting boundaries of citizenship in relation to globalization, citizenship as shared fate, and the role of (...) multicultural education within the view of citizenship-as-shared-fate. She argues the other side of the same coin to that presented by Shelley Burtt in the previous chapter: according to Williams, the liberal state often demands too much in the way of loyalty from traditional groups, and when it does, it runs a strong risk of becoming oppressive and illiberal. Moreover, she holds that there is no need for a single shared identity among citizens of the liberal state. Her conception of people tied together by a shared fate is to this extent compatible with Burtt’s attempt to make liberalism’s commitment to autonomy more hospitable to groups of individuals encumbered by unchosen attachments, but her notion of citizenship as shared fate also goes further than that, and possibly stands in some tension with, Burtt’s view, since it allows and even encourages people to develop primary affiliation to all kind of groups – traditional as well as global. Many of the problems that would be faced in setting up transnational institutions mirror problems that have already been addressed by appropriate institutional mechanisms in the establishment of the modern nation-state.

Tronto explores the “care crisis” that now pervades advanced industrial societies, in which women are doing more paid work and, consequently, less of the care work of civil society. Tronto urges advanced industrial societies to rethink who is responsible for care and recognize the role that government should play in ensuring that care is provided for those who need it. Unfortunately, citizenship has traditionally been defined in ways that make no provision for responsibilities to care for others. Tronto observes that (...) “privatizing” care by relegating it to the marketplace does not provide a solution to the care crisis, since paid care work is subject to exploitation, partly because it is often done by illegal immigrants from Third World countries. Despite expecting privatization to be the likely solution to the problem, Tronto nevertheless recommends that care work be regarded as a governmental responsibility in order to make it more valued publicly. Sara Ruddick's Maternal Thinking represents a great contribution to moral philosophy-in particular, by bringing women's "private" virtues into the public sphere. However, there remain problems in the analysis which need to be addressed: How can one possibly generalize about the practice of mothering from one, necessarily limited, perspective, given the facts of cultural diversity? Is Ruddick's normative account of mothering congruent with the reflective judgments of others? Is her account of the transformation of parochial mothering into feminist peace work viable? (...) After exploring these three questions, this reviewer calls, with Ruddick, for the telling of more maternal stories, from different cultural, racial and economic perspectives. (shrink)

Until recently, with one historical exception, America was able to take for granted a coherent national culture and identity. Successive waves of immigrants entered a country that assumed that their ultimate assimilation was a desirable, not an oppressive, outcome. The United States did not prove equally hospitable to everyone: some groups endured enormous hardships on their way to a fuller realization of America's great promise of opportunity and freedom. Yet, throughout U.S. history, the dream of common purpose and community propelled (...) the collective desire to live up to this promise and provided the framework within which progress was understood and made. This paper examines three types of normative arguments that are put forward in defence of liberal nationalism.

Nationalism is often dismissed today as an irrational political creed with disastrous consequences. Yet most people regard their national identity as a significant aspect of themselves, see themselves as having special obligations to their compatriots, and value their nation's political independence. This book defends these beliefs, and shows that nationality, defined in these terms, serves valuable goals, including social justice, democracy, and the protection of culture. National identities need not be illiberal, and they do not exclude other sources of personal (...) identity, such as ethnicity or religion. An ethics that gives weight to special relationships is more effective in motivating people to pursue justice and other values because it connects peoples’ duties to their identity; but this is consistent with recognizing some universal values, such as human rights. There are strong reasons for making the boundaries of states and nations coincide wherever possible, but in other cases, nations can achieve forms of self‐determination that fall short of full sovereignty. Multicultural arguments in favour of identity politics and special rights for minority groups ignore the benefits that such groups derive from participating in a shared national identity and the kind of democratic politics that such an identity makes possible. Although national identities are often said to be in decline in an increasingly globalized world, they serve such important purposes that our aim should be to rebuild them in a form that makes them more accessible to excluded cultural minorities. This article surveys recent work on the idea of "citizenship", not as a legal category, but as a normative ideal of membership and participation. We focus on two emerging issues. First, whereas traditional notions of citizenship assume that membership and participation are promoted by the possession of rights, many theorists now emphasize civic responsibilities. Second, whereas traditional theories assume that citizenship provides a common status and identity, some theorists now argue that the distinctive needs and identities of certain groups -such (...) as women, ethnic minorities, the disabled - can only be accommodated through "group-differentiated citizenship". In modern pluralist societies, political disagreement often reflects moral disagreement, as citizens with conflicting perspectives on fundamental values debate the laws that govern their public life. Any satisfactory theory of democracy must provide a way of dealing with this moral disagreement. A fundamental problem confronting all democratic theorists is to find a morally justifiable way of making binding collective decisions in the face of continuing moral conflict.

This book is a major contribution to the current theory of liberalism by an eminent political theorist. It challenges the views of such theorists as Rawls, Dworkin, and Ackerman who believe that the essence of liberalism is that it should remain neutral concerning different ways of life and individual conceptions of what is good or valuable.
